Up to thirty years ago, coal preparation in western Canada, except at four plants, had not included actual coal washing. The exceptions were at Nanaimo and Royston, B.C., where tub washers and wet tables were in use; at Hosmer, B.C., using. Robinson cones; and at Leitch Collieries, Passburg, Alta., using a feldspar jig. The two last named collieries had a short life and were not operating in 1920. The industry was divided, as at the present day, into two sections, steam (bituminous) coal and domestic (largely sub-bituminous) coal, the first generally supplying industrial needs and the second householcl and other heating requirements. The two sections overlap to some small degree today as prepared sizes, chiefly stoker, and briquettes, from steam coal are shipped for house-hold use, and domestic slacks are used in certain industrial plants. The .domestic operator, for reasons shown later, was not primarily concerned with actual coal washing as a phase of coal preparation, and bent his efforts to improvement of screening and loading plants, with hand-picking of coarse sizes. The bituminous operator, on the other hand, felt it necessary by 1920 to consider coal washing. When the mines were comparatively young, coal quality could be controlled to a considerable degree by selective mining, by leaving behind some of the seam or by-passing districts in a mine where the coal was of inferior quality to that in other districts. This obviously had its limitations, and so the next step was coal washing.

The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

South Africa is reliant on coal for the generation of almost all the electricity used in the country, and several large industrial concerns such as Sasol are also coal based. Research relating to the mining, beneficiation and utilization of coal is important in order to ensure the optimal exploitation and use of coal within the country. The Fuel Research Institute (FRI) of South Africa was established in 1930 to investigate all aspects of coal beneficiation and utilization in South Africa. The FRI went on to conduct world-class research and in 1957 a pilot coal preparation plant was constructed in Pretoria to enable large-scale practical experimentation. The pilot plant played a pivotal role in the establishment of South Africa?s low ash coal export project. Political and economic factors contributed to the eventual closure of the FRI and South Africa experienced a period of about 10 years between 1990 and 1999 during which very little public coal preparation research was done. This changed for the better towards the end of 1999 when Coaltech 2020, a collaborative research program was established. Participants included the CSIR, universities, the government and the major coal producers. Coal preparation research conducted under Coaltech thus far include dewatering and drying of fine coal, size classification of ultra-fine coal and dense-medium fine coal beneficiation. Currently, the Coaltech focus is on the beneficiation of low-grade coal reserves and is investigating existing as well as new techniques that can be utilized to provide cost-effective beneficiation of low-grade raw coals and reject coals.

The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high Btu low sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high Btu midwestern coal and blending it with low sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal is presented.

One of the most difficult items to justify economically on any budget is a training program. The costs can easily be identified--primarily the cost of the program and the inconvenience and cost of filling in for the men taking the training by working other personnel extra hours at overtime rates. Operating efficiency, higher productivity, increased plant availability, development of confidence, improvement in morale and less absenteeism are only a few of the benefits which far exceed the costs. A good preparation plant training program can accomplish more in 5 weeks than can be accomplished in five years of on-the-lob operation. During recent years, coal preparation plants have become more sophisticated and complex as the specification for coal used by electric utilities in their power plants have required improvements in coal quality to adhere to air quality regulations and to improve boiler performance and reliability.

In continental Europe the feldspar jig is used almost exclusively for cleaning the fine sizes of coal; it operates with an artificial bed, made up generally of pieces of feldspar or of any other hard and heavy rock with good cleavages. A primitive form of this machine requiring close supervision was used in this country years ago, but output was small. The modern machines are generally air-pulsated Baum-type jigs, with capacities up to 150 tph, and treat sizes from 3/s in. to 0, usually previously dedusted or deslimed. These jigs are equipped with very accurate and sensitive automatic controls insuring satisfactory operation even at low separating gravity and with feeds irregular in quality and quantity. This paper will deal more particularly with coal cleaning separation, but the technical studies apply equally to all minerals.

INTRODUCTION "When there is an economic need for cleaning fine coal to low ash, the technical difficulties will be solved. The utilization of fines below 28 mesh will determine the degree to which beneficiation will be carried. Whenever these "fines" will be processed into smokeless fuels or used as new materials for the chemical industry or for hydrogenation, a higher degree of cleaning will be economically justified”.(l) This quote from the 1943 edition of Coal Preparation correctly anticipates the use of fines as "smokeless" fuel or as a future component of boiler fuel and a1 so as a raw material for the chemical industry or possible new uses such as for internal combustion engines. Fines utilization depends upon an economic need and possibly neglects to say an environmental need or a government funded development program as the prime mover for development. In any event, this conference is faced with the "need" to beneficiate fine coal and undoubtedly among the processes that will be discussed are the unit processes of future coal preparation facilities. HISTORY OF DEVELOPMENT It is interesting to look at where we have been, where we are now and where we possibly will be in the future. In order to put some limitations on this presentation, we will for the most part confine our remarks to this century and particularly developments since World War II. We also will limit our remarks to the preparation of bituminous coals in the United States, and for the most part, to wet processes. In the 1943 edition of Coal Preparation, clues to the processes being used to beneficiate coal are contained in the Chapter Titles. An extensive treatment of "Hand Picking" was contained in Chapter 8. Chapter 7 contained a description of methods for "Preparation at the Face". Chapter 18 dealt with "Slurries, Sludges, Slimes and Water Treatment" and defined this size of coal as being the size at which "Jigs and Chance Cones are usually dispensed with and other methods such as the hydrator, tables, and froth flotation are employed. Generally the limit is 1.7mm to 3.4mm. In the days before World War I1 the then modern bituminous coal preparation plant contained jigs or Chance Cones for the coarse material +6.35mm, concentrating tables, launders or some classifier type of coal washer for the fines (6.35 x 0.15mm), and froth flotation as the only method of cleaning minus 0.15mm coal which was used very sparingly.

The following additional notes about prices of coal in the early days were collected from the sources shown. Several data about canal tolls and labor conditions are also included. 1796, November: "The inhabitants lay it (coal) in at about 3;d. (83¢) sterling per bushel." (Ref. 73: p. 147.) 1804, March: "In March, 1804, I sent a person accustomed to mining to open the vein of coal, and to load the ark, which was accomplished, and early in the month of April the ark, with the first cargo of bituminous coal passed safely the Conewago falls, and landed her coal at Columbia, Lancaster County. The coal was sold at 31¢ per bushel at Columbia." ($7.75 per ton). This was the first coal from Clearfield County near the town of that name. (Letter from William Boyd: Pa. Senate Jour., 1833-1834, vol. 2, p. 561.) 1807: The following notice appeared in the Bedford Gazette: "Huntingdon, June 4. "Stone Coal.-Such of the farmers as wish to make experiment with stone coal as a substitute for plaster, in manuring their Indian corn, may be supplied with coal gratis upon application to Peter Hughes, at Mr. Riddle's mines, on the Raystown Branch. The proprietor of the mines offers not only to refund the carriage, but to pay the expenses of applying the coal, if upon a fair experiment it is found to be inferior to plaster, which now sells at two dollars per bushel." (Ref. 735: p. 708.) 1809: Coal was delivered in Pittsburgh at 5¢ per bushel or $1.25 per net ton. (Ref. 444: p. 50.) Coal was delivered in Connellsville at 4¢ per bushel or $1.00 per net ton. (Ibid.: p. 185.) 1810: Pittsburgh.-"Coal may be obtained of a good quality, ready delivered at 5¢ a bushel." ($1.25 per net ton.) (Ref. 315: vol. 2.) 1811: "It (coal) costs 6¢ a bushel at your door." ($1.50 per net ton.) (In Pittsburgh.) (Ref. 277: 1811, p. 68.) 1814: At Columbia, now part of Donors, Washington County, Pa., an original sale of lots in 1814 gave the purchaser of each lot the right to mine stone coal gratis from a bank on the property. THE purpose of this paper is to point out, briefly, the importance of the coal mining industry of Alberta and to stress the economic factors that hinder its development; also to offer suggestions relating to the major problems of the industry. The minor problems will not be dealt with in detail, because, if the major problems are taken care of, it is felt that the industry itself can take care of ,he remainder. COAL MINING NO LESS IMPORTANT THAN GOLO MINING The large increase in metal mining development in all provinces of Canada, excepting Saskatchewan, Alberta, and the Maritimes, has had the effect of focussing public attention on this branch of the industry. The fact, also, that this development came at a time of depression has been of immense benefit to Canada as a whole. On account of the necessity and consequent demand for gold, with its attendant increase in price, through government action, from $20.67 per ounce to $35.00 per ounce, it is safe to say that the public of Canada have become, today, gold mining conscious. While everyone admits the great value. of the gold mrn111g industry, nevertheless, the equal value to Canada of certain other industries must not be lost sight of. The coal mining industry, in particular, is worthy of greater public and government support than has been accorded it in the past. It would seem unnecessary to stress this matter to a meeting of the Canadian Institute of Mining and Metallurgy, but unless certain facts are brought to your attention, there is danger that the coal mining industry will not be developed to the extent its national importance deserves. Too many public men and men in authority are unaware of the value of coal mining.

COKE and by-products have prime importance in the war program. The past year was marked by the construction of new and the rehabilitation of old by-product and beehive ovens and by the increase of production from existing plants to practically 100 per cent capacity. W. T. Brown's paper, "Plan to Improve Blast-Furnace Coke," presented at the Fuels Conference in St. Louis, Sept. 30, showed how the blending of low- and high-volatile coal improved the physical properties of coke and that improvement of the quality and uniformity of coke favored an increase of blast-furnace capacity- a vital need in the war program. Others in the industry have likewise increased production of coke or recovery of by- products by various innovations or changes in operation. Recognition of the value of pooling these developments for the benefit of the entire industry led to organization of a survey of coke- oven plants and blast furnaces by the Bureau of Mines in co-operation with the Solid Fuels Co-ordinator with a view to improving metallurgical coke production and recovery of by-products. This survey is being conducted with the help of an advisory committee consisting of representatives of the Bureau of Mines, the Solid Fuels Co-ordinator, the War Production Board, and the blast-furnace, coke-oven, and coal-mining industries.

Since start-up in 1972, many circuit problems have been encountered, most of which were related to the abundance of fines (-28 mesh), which the circuit had not been designed to treat. The major problems associated with the original circuit included excessive loss of magnetite, reduced throughput during periods of a high proportion of fine coal in the plant feed and low yield in the fine coal circuit. This paper outlines the coal processing circuit at Fording Coal Limited as it exists today, with emphasis on the changes to the original fine coal treatment circuit.

An experiment substituting pneumatic crawler drills for large-diameter rotary rigs in overburden stripping operations has indicated significant bit cost savings for Perry and Hylton Coal Co., Beckley, W. Va. The test was conducted in the Egeria Mountains (part of the Appalachian Range), where about 30 m (100 ft) of overburden consisting of hard, seamy sandstone and shale must be removed to recover a 560-mm (22-in.) vein. Perry and Hylton operates ten surface mines and is presently developing three more for start-up in the near future. The company follows a progressive policy toward ecological concerns, incorporating a self-imposed systematic mining and reclamation program for mined lands which leaves the landscape in a suitable condition for further development by local communities.

WHILE papers on cleaning coal and mining coal were presented at the iron and steel and mining methods sessions, respectively, the first general session on coal was held on Wednesday afternoon. Howard Eavenson of Pittsburgh, Pa., as chairman of the session,* reported progress by the Committee on the Valuation of Coal for Blast-Furnace Coke. A paper on blasting coal effectively and safely in Southern Illinois, by J. E. Tiffany and S. S. Lubelsky, was abstracted and commented on by Dan Harrington, of the U. S. Bureau of Mines. W. J. German commented on some conditions mentioned in the paper as unsafe or bad practices, and added to these some further ex-amples; he made a strong plea for holes to be: drilled parallel to the bedding as the easiest way to determine the proper length or depth to agree, with the depth of kerf cut. Mr. Barron called attention to proper cutting and-drilling and rate of detonation of the explosive used, as effective aids in blasting coal. Another speaker mentioned an odd case where compressed black powder or "pellet powder," had decreased accidents at a non-gaseous mine where permissible explosives had been formerly used; the permissible cracked or shattered the roof, with a resulting high accident rate from falls of roof, and pellet black powder overcame this trouble. Eugene McAuliffe of the Union Pacific Coal Co. told of difficulties in changing from black powder to permissible in Wyoming mines. J. B. Dilworth read a paper on valuation of coal prop-erties, expressing a preference for the method of capi-talizing the earning power of a property. Eli T. Con-ner of Scranton, Pa., with much experience in valuation work, stated that the method was undoubtedly good, but many times failed because of inability to forecast accurately future earnings, and further contended that total valuation -and royalty rates could generally be fixed fairly when based on similar neighboring proper-ties' rates when these had recently been established by a free bargaining. S. A. Taylor of Pittsburgh, Pa., stated that a leasehold value could be fairly established by figuring based on 10 to 20 per cent of the profit resulting from operation. The chairman read a written discussion from Henry Louis of England, called atten-tion to differences in valuation resulting from whether gross or net profit or earnings were used as a basis for capitalizing. John A. Garcia of Allen & Garcia gave a most inter-esting account of coal mining and general conditions in Russia as noted in his recent extensive visit there, which appears elsewhere in this issue. Although agree-ing with most thinking Americans that government operation is incompatible with progress, he showed that mining conditions were far from impossible in present-day Russia. Charles E. Stuart gave motion pictures of parts of the trip, with, his own comments supple-menting those of Mr. Garcia.

Introduction To The great majority of people, the term 'strip coal' has little or no meaning, or if it has any significance it is thought to refer to a poor grade of coal that had to be accepted during the war because no other fuel was available. Few people in the Province of Alberta realize the magnitude of our coal stripping industry, and fewer realize that strip coal has been available to domestic consumers for at least forty years. Among the first in the field of strip coal mining in Alberta were the Tofield Coal Company, Ltd., and Sterling Collieries Company Ltd. It was not until the advent of World War II, with its huge drain on industrial and domestic coal sup? plies produced by the underground mines, that some other source of coal was seriously sought. The tremendous shortage of manpower du ring this period of National emergency made it imperative that any increase in the coal production must be procured on a high tonnage per man-hour basis. It was therefore natural that the highly mechanized strip mine should be eagerly encouraged and subsidized by the Governmental agency - the Emergency Coal Production Board - under the very able direction of Mr. G. A. Vissac.

"Once the primary fuel source for the United States and the economic backbone for communities from Appalachia to Wyoming, coal has been on a steady decline since the mid 1990s, and is now at the center of political debate in the United States.The political spectrum of the United States is divided on the future of coal and its place in the energy sector. The coal mining industry and the communities that rely on coal have increasingly been pitted against forces that wish to regulate coal to the history books.In 2008, President Obama launched what many have called his war on coal, and during his eight years in office, he pushed through numerous pieces of regulations and legislation and that he said were aimed at reducing carbon emissions, but that others viewed as direct assaults on the domestic coal industry. Obama led the United States delegation to Paris to sign the Paris Accord in 2016, a 196-country agreement pledging that the United States would do its part to reduce carbon emissions. His administration also instituted clean air, power and water regulations that added extra environmental burdens to many industries, but perhaps none more so than the coal industry.In this month’s lead feature, “A study of U.S. coal mine closures since 1994” (page 18), the impact of the war on coal, and other factors, can be seen in text and figures. Author Jacob Brinkman and coauthors Jay Schafler and Catherine Johnson scoured the data of the U.S. Energy Information Administration (EIA) and the U.S. Mine Safety and Health Administration (MSHA) to show how coal production and mines have been impacted since 1994 and how the years 1994 to 2000 and 2008 to 2016 were particularly hard on the industry.For example, in 1994 there were 2,354 coal mines in the United States. Currently, there are 1,035 mines in operation.In 2016, then candidate Donald Trump promised to end the war on coal and to put coal miners back to work. In 2017, President Trump has followed up on those promises. He announced plans to withdraw the United States from the Paris Accord, signed an executive order designed to undo the Clean Power Plan put in place by President Obama, halted the research on the health effects of mountaintop removal coal mining, directed the U.S. Environmental Protection Agency (EPA) to revise the guidelines of waste water from power plants and has touted that more than 1,000 coal miners have returned to work since he was elected."

This paper describes a Mixed Integer Linear Programming model that was developed for planning the coal operations at Mountain Coals, Inc., in Kentucky. The model incorporates the use of stockpiles as practiced and allows the operator to find the least cost combination of raw coal feeds, washing densities and blending to produce the different quality coals as required by the coal contracts.

The paper presents new developments of the methodology of open pit coal production scheduling optimisation. They deal with the specific features of the exploitation of single coal seam and utilisation of truck-shovel and dragline systems. A production scheduling optimisation model is developed as a linear programming problem. The objective function maximises the net present value of the mining project under the technological constraints for meeting the demand function of the coal processing plant and effective utilisation of the available production equipment. Both principles of mine planning, coal quality optimisation and waste deferment are incorporated in the model. Results of a case study are provided to illustrate the applicability of the optimisation model.
