Our merchant marine is rapidly outgrowing our consular service, according to Edward N. Hurley, Chairman of the United States Shipping Board, who urges that steps be taken immediately to provide facilities abroad for handling the millions of tons of shipping which will be afloat under the American flag in peaceful trade when the war is over. When peace is restored and our present tonnage is scattered over world trade routes, the consular service will be inadequate to handle our ships: Besides, it will have to work against the handicaps of obsolete shipping regulations and, in many cases, lack of experience. There are nearly 100 pages in the United States consular regulations dealing with shipping platters. . Many of these regulations are based on old treaties and many of them are obsolete. There are also differences between treaties with various countries. Our consuls often lack authority to handle matters involving the interests of our sailors and shipowners. Before we can operate a modern merchant marine we must revise, standardize, and simplify this whole mass of regulations and bring them up to the efficiency of other nations' practice.

Mineral resource and ore reserve estimation is a challenging and demanding field, requiring application of professional knowledge, skill and experience of the highest order. If the many potential hazards and pitfalls are to be avoided however, there are two other requirements which are of equal, if not greater importance:

Everyone has a role in site safety, even consultants. This paper presents a summary of how a geotechnical and environmental consulting firm, with field staff on construction and subsurface explorations sites, engaged their staff and leveraged relationships with contractors to assess the construction related risks to which its staff members are exposed. These findings were then integrated into their technical training materials for both new staff and those needing a refresher, so that safety is discussed at the same time as the technical work and not treated as a separate topic. The paper outlines the process of identifying and evaluating the construction related risks that staff members face and presents examples of how the consultant can engage contractors in the process. By doing this, knowledge can be shared and there is a better mutual understanding of the risks associated with common construction and exploration related field tasks. The work resulted in an increase in staff engagement in safety, a better understanding of the true risks that staff face in the field, better relationships with contractors, and lower safety metrics. HISTORY At Haley & Aldrich, Inc., we renewed our safety journey in May 2012. Like many others, we had concerns over injuries our staff experienced in the three previous years, and a potentially significant utility strike we experienced while excavating a trench. In 2009, 2010 and 2011 we experienced an increase in recordable injuries, including two significant injuries, which caused our Experience Modification Rate (EMR) (see note below), Total Recordable Incident Rate (TRIR), and Days Away-Restricted, and Transferred Rate (DART) to rise significantly. See Fig. 1 for details. This caused us to step back and review our approach to safety, and our “safety culture”. The rise in reportable incidents and injuries also corresponded to the beginning of a growth period for the company.

While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

G. GREGORY BRYAN 33.1-DEFINITIONS 1. Engineering-Engineering may be defined simply as the science and art of making materials and energy serve the purposes of mankind. There are many fields of engineering, each with specialized branches. The basic fields are: civil, mechanical, electrical and chemical. Others may be specialized phases of one of these or a combination of two or more of them. Mining engineering, for example, requires a working knowledge of construction, mechanics, electricity, metallurgy, geology, accounting and economics, in addition to mining techniques or methods. Mining geology and geological engineering involve rocks and their structure and the forces that act upon them, and chemistry, physics and mechanics also are important to practitioners in these fields. Metallurgical engineering requires chemistry and physics but also a working knowledge of mechanics and electricity. The fields of engineering with which this section are concerned are those primarily involved in the finding, mining, processing and utilization of the natural mineral resources of the earth. They include geology, mining engineering and metallurgy, each with several specialized subdivisions. 2. The Engineer-The engineer is an individual who has had specialized training to qualify him to practice the profession of engineering. The term engineer is used here in its broadest sense to include such professions as certain applied branches of geology, physics and chemistry, whose practitioners may not have acquired engineering degrees but who, nevertheless, by training and experience in some area of the minerals industry, qualify under the above definition. To become a successful engineer, a person should have certain pronounced aptitudes and preferences, even before embarking upon the requisite course of training. Among the chief qualifications that the engineer-to-he must possess are: (a) a natural inclination toward mathematics and the physical sciences, and (b) intellectual and moral honesty. Among the qualities the student engineer must develop are: (a) independence of thought, open-mindedness, sound judgment and the ability to observe, deduce, plan and apply solutions, (b) the ability to articulate and convince, and (c) the ability to organize and direct the activity of others. These qualities are normally developed through sound education, followed by pro¬gressive experience. 3. The Consulting Engineer-The consulting engineer is an engineer primarily in the business of furnishing specialized advice and engineering services on an intermit¬tent, part-time or occasional basis to clients who do not have continuous or full-time need for those services. He must be able to make and take full responsibility for decisions and recom¬mendations where original thought is required. He should not be confused with the engineer, surveyor or technician who also may furnish services on an intermittent basis, such as regular periodic surveys, the overseeing of drilling programs and other such routine work as may require little original thought and planning. 33.2-THE PROFESSION OF CONSULTING ENGINEERING 33.2.1- QUALITIES REQUIRED A successful consulting engineer must first have, as a minimum, the qualities and preparation of an engineer. Of the 15 selected non fuel mineral commodities detailed in table 12, only 3 indicated increases in worldwide consumption in 1992. As in 1991, decline in consumption levels of the selected commodities can be attributed to reduced levels of use in the former U.S.S.R. and Eastern Europe. Of the remaining 12 commodities, 2 magnesium and cadmium, stayed relatively the same, while the other 10, including iron and steel, all recorded decreases. Global consumption of iron ore is estimated to have fallen about 3.5 % or about 30 million tons. This is a greater decline than what was estimated for production of iron ore, which is down only 2.7% or nearly 26.5 million tons, suggesting an addition to stocks. The consumption trend for iron and steel has been declining since 1989. This has mainly been due to the continued drops in use in the former U.S.S.R. and Eastern Europe. Even as the European economy begins to turn upward, there may only be a slight increase in consumption of iron, steel, and cement, considering the high cost of construction needed to modernize factories and buildings in Eastern Europe. Many feel that the economies of these countries are limited by the current status of their industries.

Available statistics on 1989 worldwide consumption of selected nonfuel minerals shown in table 5 show increases for 11 of 14 listed nonfuel mineral commodities with 1 unchanged from the 1988 level, a departure from the pattern of the past 2 years, in which each of the listed commodities registered gains. The 1989 results, however, were better than those for 1986 when only seven listed nonfuel mineral commodities recorded gains with one un- changed from 1985. Consumption of the two ferrous metal raw materials listed advanced as functions of increased output of pig iron and crude steel. The increase in iron ore consumption exceeded the increase in iron ore output, suggesting a slight drawdown of world iron ore inventories. The estimated in- crease in iron and steel scrap consumption was slightly greater than the minuscule increase in world steel production, but it is believed that there was little change in the ratio of iron ore to scrap in steel plant feed on a global basis.

Available statistics on 1991 worldwide consumption of selected non fuel mineral commodities shown in table 12 indicate downturns for all but 3 of the 15 listed commodities. It should be stressed that in most instances, the consumption declines were primarily the result of lower levels of use in the former U.S.S.R. and the former centrally planned economy nations of Eastern Europe. However, several commodities suffered use cutbacks in market economy countries. In the case of the nonferrous metals covered In the table, the differences in performance between market economy countries and the former centrally planned economy states are immediately evident from the table itself. Among these important commodities, refined lead, primary magnesium, and refined tin registered downturns for market economy countries as well as among the centrally planned economy countries. Also notably, cadmium use showed no significant change from 1990 levels in either group of countries. Global consumption of iron ore fell by 3.4 % or about 31 million tons, and this was a greater decline than that logged for production of marketable iron ore and related products, which was down by only 3.0% or almost 28.2 million tons. Thus, it would seem that for another year there was a net addition to stocks. The 1991 drop in iron and steel scrap use was about 5.5 % or about 18 million tons, on the percentage basis somewhat greater than the 4.8% or 36.9 million ton drop in global steel production. Although consumption of iron ore and iron and steel scrap are not broken down by region in table 12, it seems almost assured that the pattern of 1990 continued into 1991: drops in use in the former U.S.S.R. and Eastern Europe were the overwhelmingly dominant declines and accounted for much, although not all, of the global decline, whereas among market economy countries as a group, there were upturns for both materials. On a global basis, it would appear that the slight shift in the ratio of pig iron to scrap in steel furnace charges noted in 1990 continued into 1991, this shift being toward a slightly larger proportion of pig iron with a corresponding decline in the share accounted for by scrap.

I am honoured, deeply honoured, that so distinguished a group has assembled to acknowledge the signifi- cance of the work of my Melbourne flotation research laboratory, to review progress since Principles of Flotation (Wark, 1938) was published, to highlight the present state of knowledge, and to point the way for future research. The flotation research which began in 1929 was sponsored by a group of mining companies2 at the instigation of Harry Hey of the Electrolytic Zinc Company of Australasia Limited. There were never more than three of us work- ing in rather cramped conditions in a laboratory made available by the Department of Chemistry at the Uni- versity of Melbourne, but what we lacked in space was more than offset by a freedom unparalleled in indus- trial research in Australia at that time. I pay special tribute to my first colleague, Alwyn Cox; to my wife who worked with us for several years; and to Keith Sutherland who followed Cox in 1936. They were my sole colleagues up to 1938 when Principles of Flo- tation (Wark, 1938) was published.

[THE importance of contact angles in flotation has long been recognized, but little has been done to get quantitative relationships between the surface coverage of the mineral by the reagent, the length of the hydrocarbon chain, and the contact angle. It is well known that for a complete monolayer on the surface of a mineral the contact angle ? is determined only by the reagent&apos; and principally by the chain length of the hydrocarbon radical. Although for flotation the monolayer usually is regarded as being complete, early experiments of Wark and Cox2 showed that at very small concentrations of potassium ethyl xanthate the contact angle on galena changed in a continuous way from 0° to the equilibrium value of 60°. Further, Gaudin and Vincent&apos; showed a similar continuity using heptylic acid and sphalerite. This shows that with probably incomplete monolayers, ? varies with the degree of surface coverage. At the time these experiments were made it was impossible to measure the actual amount of surface coverage, especially since the decrease of the collector concentration in the liquor could be influenced by chemical side reactions. Through the use of the radioactive tracer method for the measurement of the amount of collector adsorbed on the surface of the mineral, Gaudin and Bloecher4 were able to determine accurately the actual surface coverage of dodecylamine acetate on quartz, but they did not measure any contact angles. It is believed that the relationship between the surface coverage and the contact angle is extremely important in flotation, especially as Gaudin and Bloecher showed that a 95 pct recovery is possible with a coverage of only 5 pct. Theoretical Considerations The work of adhesion W is the energy bound (in ergs per sq cm) when an interface is formed. It is determined by, the difference of the free surface energies (surface tensions) of the respective phases ?1 and ? 2 before contact and the interfacial free surface energy ?12 after contact. The definition of the contact angle permits the elimination of the unknown surface energy of the solid and hence the calculation5 of W from the surface tension of the liquid ? and the contact angle ?: [W = y (1 + cos ?)[1]] Consider a surface consisting of two components, identified as 2 and 3, 1 being the liquid. The amount of 2 in the composite surface is x, where 0 < x < 1. The respective contact angles with 1 and air are ? and ?3. The total work of adhesion of such a surface is the sum of the values of the components multiplied by their respective areas. A formal relation can be written: [W,,,=x•W2+ (1-x).WR[2] .] in which Wm is the work of adhesion of the composite surface. Eq 1 can be introduced into W2 and W3 but in the case of Wm some discussion is needed. If the two components are segregated, each component forming an integral part of the composite surface there is no physical meaning for a contact angle ?m, calculated from Wm, by using eq 1. If, on the other hand, the area of each patch of the components is small in comparison with, say, the diameter of the bubble used in measuring, it could be expected that ?m would have aphysical significance, because of the action of the surface tension of the liquid-gas interface tending to smooth out sharp corners. How small these patches would have to be is difficult to predict, but by using composite surfaces with microscopically]

Water contact angles of talc powders were determined from the values of the heats of immersion measured using a flow microcalorimeter. The results were used to calculate the contact angles using a rigorous thermodynamic relation. In the present work, the calculation was carried out using the temperature coefficient of the contact angles determined experimentally using another method. The results obtained in the present work on several different talc samples are compared with those obtained using other methods.

One of the steps in an ore reserve estimate is customarily a rigorous calculation of the in situ grade of the orebody itself. The result of this calculation is usually reduced by some purely arbitrary factor to force the calculation to agree with the observed grade of ore actually mined. The failure of the calculation to realistically depict the grade of ore actually extracted is in many instances not the result of either an incorrect calculation procedure or of sloppy mining practice, but is a direct consequence of unsuspected irregularities in the contact between the orebody and the surrounding wall rock. A pattern of holes spaced at 1.5-3.Om foot intervals, drilled as part of a pre-development program, will often reveal that a presumed "regular&apos; ore/waste contact is, in fact, so highly irregular that it will be next to impossible to separate ore from waste during mining. In such an instance, &apos;fingers&apos; of waste projecting into the mining block will substitute for equal volumes of ore left outside the mining limits. As a result, the grade of material actually mined will be less than the grade envisioned for the orebody. The volume of waste substituting for ore in the mining block is about 0.4X, where X = the average error in projecting the ore/waste contact between alternate holes in the test pattern, and is expressed in units of volume per unit of area of the contact surface.

The electrostatic beneficiation of coal is based on tribocharging characteristics of ash forming minerals and coal particles. The tribocharging of quartz, pyrite and coal particles contacted with various metals and polymeric materials have been measured and the charge acquisition is assessed through surface energy calculations from liquid contact angle data. The contact angles, before and after tribocharging of solids, are measured using Krüss tensiometer and Washburn?s method where the sample holders in tensiometer are specially constructed with tribocharger materials. The charge polarity and amount of charge acquired by quartz, pyrite and carbon with metal tribochargers were found in good agreement with the reported work functions of the contacting surfaces. The charge results with polymer materials differed from the work function values, presumably caused by surface contamination. The surface energy of quartz calculated by all the theoretical approaches in the literature showed that the tribocharging increases the surface energy. Both polar and non-polar components computed from Fowkes and Owens-Wendt-Rabel-Kaelble approaches dis-play that both these components increased after triboelectrification. However, the polar component divided into acid and base components, as in van Oss approach, manifest decreasing acid part and increasing base part. Since quartz charged negatively during tribocharging with metal surfaces and therefore accepted electrons, the determined acid and base surface energy components are consistent with charge transfer process. The results also elucidate an explicit correlation between the charges generated by powders and the surface acceptor (acid) and donor (base) electronic states and thereby the work functions. A novel fluidized bed tribocharger was designed and developed with internal baffle system for efficient contact electrification of mineral and maceral to produce high differential charging for efficient separation. The results achieved on coal with 45% ash content are presented and discussed.

As part of the Bureau of Mines research on identification of asbestos fibers, a method was discovered for removing asbestos fibers from water. This report describes this process and its theory of operation. The surface charge of amphibole minerals in potable water was found to be negative, and in common with most other silicate minerals, the isoelectric point of amphibole asbestos fibers lies in the pH range 4 to 6. Magnesia is one of the rare oxides with a high isoelectric point of about 11. The surface of magnesium oxide will, therefore, be positively charged in water at pH 6 to 6, while the electric charge an. amphibole asbestos fibers is negative. Because of the electrical attraction of these oppositely charged solids, it was possible to remove negatively charged asbestos fibers from water by percolating water that contained suspended-asbestos through a porous bed of magnesium oxide particles. A bed of 100/200-mesh MgO was added to a glass tube with a cotton plug. Aqusous suspensions of 1 to 10 ppm cummingtonite asbestos (amosite), crocidolite, and chrysotile were percolated through this porous plug of MgO. Even though chrysotile is positively charged below pH 11, MgO is an effective filter medium for removing it. The highly basic MgO appears to cause the chrysotile to flocculate and attach to particles within the bed. Scanning electron photomicrographs indicated that essentially complete removal of the fibers from water was accomplished. Other materials tested as contact filter media and found to be ineffective or only partially effective were sand, calcite, carbon, diatomaceous earth, and cellulose. Acidic alumina collected amphibole fibers but not chrysotile fibers.

CONTACT metamorphism of coals is any physical or chemical change in the character of a coal directly attributable to heat of surface or intrusive igneous rocks. Coal beds so affected are found in the United States, England, Alaska, Mexico, New Zealand, Greenland, and other countries. Particularly in the United States, there is a wide occurrence of contact altered coals; conspicuous examples are found in Colorado, Utah, New Mexico, Illinois, and North Carolina. During a recent examination of coal beds on Yampa River, in north-western Colorado, the author had an opportunity to make some detailed observations on the contact metamorphism of coals. In this field, coals over an area of 20 sq. mi. have been affected by dikes, sheets, and sills;1 samples of the coals were systematically collected and analyzed,2 with the view of obtaining more specific data on the character of these alterations. The investigation was threefold in purpose: to secure information on the lateral effects of a dike cutting a coal bed, on the range in vertical effects on coal beds overlying sheets or sills, and on the range in the vertical effects on coal beds underlying sheets and sills. Favorable field conditions, such as fresh outcrops and newly dug prospects, made possible many of the field observations and collections. The coals studied in this field belong chiefly to the Mesaverde and Laramie formations. The Mesaverde coals, on the average, are blocky low-rank bituminous coals; the "Laramie coals," which are considerably younger, are of subbituminous rank. The coals of both formations, in the northeastern part of the Yampa field, have been greatly affected by basalt intrusives, yielding all variations of carbonized coal from natural coke to the unaffected material.
