The successful construction project is one in which the component construction operations are completed within the scheduled time and cost parameters. Most construction projects, however, are subject to delays and/or disruptions which adversely affect the time (start, duration, and completion) and cost aspects of the project. DELAYS Delays fall into two categories: Compensable Delays for which the contractor is entitled to contract time extensions and additional money as compensation for the extra expenses generated by the delay or obstruction to job progress, and Non Compensable Delays, for which the contractor may or may not receive an extension of time but no additional compensation. The Bureau of Mines conducted rock-cutting experiments under constant normal force and constant penetration in an effort to correlate laboratory data with those obtained in the field. Both independent and interacting groove spacing regions were studied, and optimum and critical cutter spacings were determined. For the laboratory work, the effects of specific energy, muck weight, groove depth, cutting coefficient, and size distribution of the muck for both independent and interacting grooves were studied. For field operations, forward thrust, torque, advance rate, and muck size distribution were the parameters studied. Satisfactory correlation is obtained between laboratory cutting results and field performance data.

Kaiser Resources Ltd. operates a coal mining complex in Southeastern British Columbia. A large surface mine, a conventional underground mine, and an innovative hydraulic underground mine are presently in operation. The products of these mines are fed to the Elkview plant. This coal has to be prepared to 9. 5% ash and 6'o total moisture for export from the port of Roberts Bank near Vancouver, British Columbia to Japan at a rate of 4. 5 Mltpy. The moisture requirement for the coal product was recently increased to 8. 0% total moisture. The entire operation has been described in various publications (1), (2), (3). Details of the venture will not be repeated in this paper. In this paper we hope to describe the modifications made to the original coal preparation plant in order to satisfy market requirements for quality and quantity of coal.

Previous research conducted for the USBM by Penn State personnel (Grant GO-101729) found that a need existed to physically model a typical a-c/d-c coal mine section electrical system. Its purpose would be to permit preliminary evaluations of electrical problem solutions prior to launching full-scale investigations. Such use can result in greater flexibility than afforded by present computer models. Furthermore, numerous problems, which would be virtually impossible to incorporate in a computer model at this time, are more easily analyzed with physical simulation. The development of this system is now proceeding at the USBM's Bruceton Research Facilities. However, electrical specifications of scaled down components for its construction are required. This project is a result of that need and has been funded as an extension to Grant GO-133077. The following report covers these specifications. The influence of three important para- meters which affect the induration of iron-ore pellets, viz temperature, time, and lime content, have been assessed in terms of internal pellet structure and commonly-used pellet quality criteria. The pellets studied were produced from a typical hematite ore from the Pilbara area of Western Australia, using a 25 cm dia. pot-grate test rig. Isothermal laboratory induration tests were conducted in accordance with a statistically-planned programme. The internal structures were studied by optical microscopic examination of polished sections of the test pellets. The effects of SFCA (silico- ferrite of calcium and aluminium) and slag formation, matrix consolidation and grain modi- fications were studied, and have been related to pellet properties and to the time/temperature histories produced by the firing conditions chosen. The implications of the data for commercial pellet plant operations are discussed.

Since 1865 when Congress moved to create a Federal Mining Bureau, successive legislations have given rise to the current '!Federal Coal Mine Health and Safety Act, 1969. Coal beds from 22 feet to 20 feet thick are mined under covers from 50 to 2800 feet with full and partial pillar recovery equally popular and accounting for a total of 54% of the mines. Pillar recovery and roof support practices vary, and each operator must submit an overall roof control plan (within specific guidelines) for approval before undertaking any development. The guidelines relate to dimensions of openings, details of support, sequence of extraction, limits of extraction and caving details. Experienced and professional staff of M.E.S.A. provide roof control plans and make inspections and grant-approvals of principles of support and minimum support in pillar extraction, with provision for modifications with time. Guidance is given with training programmes and standards of supervision. All of these aspects are approached in the spirit of the Congress declaration that the first priority and concern must be the health and safety of the miner.

The purpose of the study is to investigate the effects of fracture fillings and associated alteration on the mechanical behavior of rocks. Experimental results are presented for 98 specimens from the Climax mine, which were tested since the annual report (May 1973). The conclusions reached are based on both these results and those reported in the annual report. The locations studied are the Climax and Henderson mines in Colorado and the San Manuel mine in Arizona. The rock types studied from each location are from: 1) Climax, medium-grained granite, fine-grained granite, granite porphyry, schist, and gneiss; 2) Henderson, rhyolite porphyry; 3) San Manuel, quartz monzonite and quartz monzonite porphyry. A description of the rocks was made including: color, texture, mineralogy, composition and fabric of fracture fillings, density, apparent porosity, and optical diffraction patterns. Unconfined and triaxial compression tests were run on the Climax and San Manuel specimens. Sonic velocities were measured during the compression tests; Shore sceleroscope hardness was measured before the compression tests. Conclusions are that some relation appears to exist between compressive strength and the following properties and features for all specimens: dynamic Young's modulus, sonic velocity, density, rock composition, slope of velocity curve, composition and fabric of fracture fillings-veinlets, and apparent porosity. There appears to be some relation between compressive strength and Shore scelerscope hardness for the quartz monzonite (San Manuel). A relation appears to exist between texture and compressive strength and the extent of failure on fracture fillings for schists, gneiss, and fine-grained granite (Climax). The amount of swelling clays (montmorillonite, hydromicas, etc.) present in the rock and the relative number of fractures in which they constitute of major portion of the fracture fillings are related to the strength of the rocks. Possible tests for checking the amount of these clays present is presented including saturation, dyes, and X-rays. A useful index relating to rock strength, as revealed in this study, is the presence of swelling clays in detectable abundances. These clays can be detected in the field with a simple wetting and striking test; in the laboratory they can be detected by X-ray and dye methods.

Several types of tunnel supports are being investigated experimentally and analytically at the University of Illinois at Urbana-Champaign under the sponsorship of the Federal Railroad Administration, Department of Transportation. The results of work on two types will be discussed here. These are steel sets and continuous, monolithic steel-fiber-reinforced concrete liners. The latter is a model of a short length of liner that might result from a continuous slip-forming operation in a tunnel excavated with a boring machine. Tests have been performed on both types of support and analyses are being developed which will greatly broaden the scope of the test program. The objective of these studies is to improve the understanding of basic behavior of these supports, and to develop techniques for their analysis. The analyses will then be used to perform parameter studies that will lead to more rational procedures for structural design. The tests provide a check on the accuracy of the analysis and demonstrate the overall behavior and modes of failure. Another part of the project is concerned with the interaction of support and medium, and thus prediction of loads for the supports. These studies are presented in greater detail in a recent report (1). A brief outline of results obtained to date are presented in this paper. The high tension process which separates materials based on relative differences in surface conductivity has been very successful in recovering non-ferrous metals from municipal waste. Aluminum is by far the largest constitutent of the total non-ferrous metal fraction; accounting for >95% in most localities. Wire and insulation mixtures from industrial wastes have been treated commercially for several years by a high tension process initially developed for use in the iron ore industry. The wire and insulation application was a forerunner of municipal waste dry treatment technology. In the past eighteen months the rotating-drum-type electrostatic separator has undergone extensive testing and development in order that the process might be efficiently adapted to the recovery of aluminum from municipal waste.

Substantial evidence supports the theory that high-angle faults and overthrusts in the Morenci-Metcalf region were initially caused by a Late Precambrian-Early Paleozoic stress field. These faults were reactivated in Late Paleozoic-Early Mesozoic time which completed the structural framework prior to the Laramide Orogeny. Excluding an interruption by diabase dikes and sills, Paleocene-Eocene magmas invaded the pre-existing structures and became progressively more sialic in composition and nearer to the surface with each subsequent injection. The last sialic intrusion was highly explosive, rendering the country rocks more permeable for hypogene and supergene activity. Widespread dilation, instigated by uplift and subsequent magma intrusion, caused extension to the northwest and southeast. A major locus of hypo gene alteration and mineralization appears to be centered around the south and southeast periphery of the youngest granite porphyry stock. A potassic, sulfide-deficient core is telescoped by a pyritic, phyllic zone which in turn is enveloped by widespread propylitic alteration.

This report concerns Contract No. 3B of the Port Richmond Project, for the Department of Water Resources of the City of New York. It involves the construction of 7, 000 ft. of 7 ft. finish I. D. interceptor sewer by tunneling in soft ground, as well as associated manholes, regulator chambers, siphons and miscellaneous sewers and structures, beneath a heavily travelled perimeter road in Staten Island. The Contractor is Richmond Constructors, a joint venture of Grow Tunneling Corp., sponsor, MacLean Grove & Company, Incorporated, Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Project manager is Paul DeMarco, Vice-President of Grow Tunneling Corp. The cortract, as designed and bid, requires the use of liner plates 101 -0" O. D., and both cast iron and steel designs of several widths were included in the bid documents by the owner. The specifications also required the contractor to install and put into operating condition, prior to commencement of mining, a complete low pressure compressed air plant and all accessories for mining in compressed air, even though the contractor was given the option of using other methods of ground water control. A third requirement of the specifications was that a shield be used, either manual or mechanical, and with full provision for "breasting". Increasing use has been made of engineer ing geology and hydrogeology in the development of the infrastructure for mining projects. The Geological Survey of the Department of Mines, the Department of Main Roads, the Irrigation and Water Supply Commission and private consulting organisations and mining companies, employ spec- ialist staff to carry out engineering geological and/or hydrogeological investigations. Such in- vestigations have been of assistance in recent mining developments in northern Queensland, in- cluding those in the Cloncurry - Mount lsa, Weipa, Greenvale and northern Borten Basin areas.

The Bureau of Mines is developing melting data for binary combinations of the alkaline earth fluorides and yttria to facilitate the formulation of slag compositions. The present report deals with the SrF2-Y2O3 system for which liquidus and solidus temperatures and solid solubilities were determined. The information is presented as the phase diagram. The phase diagram was constructed from information obtained by ceramogra¬phy, X-ray diffraction, thermal analysis, and electron probe microanalysis of small specimens encapsulated in platinum-20 percent rhodium or molybdenum ampoules. The data indicate a simple eutectic system with limited terminal solid solubilities. The eutectic temperature is 1,457°±5° C, and the eutectic composition is 4±1 mole-pct Y203. Strontium fluoride containing up to 2 wt-pct 0 2 was studied to determine the effects of oxygen contamination. Oxygen levels in excess of 0.2 wt-pct resulted in eutectic formation between SrF2 and SrO. The eutectic composition is between 0.2 and 0.7 wt-pct 02, and the eutectic temperature is 1,447°±5° C. No intermediate oxyfluoride phases were detected.

There are several methods described in the literature for the determination of the order and the rate constant for the flotation of minerals. These often involve some type of computational or graphical procedures. A relatively simpler method developed on the basis of a technique used by Chang" in chemical kinetics is described in this paper. Chang's technique, like most others in chemical kinetics," is based on the law of mass action which states that the rate of a chemical reaction is proportional to the active masses of the reacting substances at any given time. Application of this law to the flotation of minerals would involve the adaptation of the terms "flotation" for "chemical reaction" and "floatable amount of the minerals" for "the active masses of the chemical reactants." There are indeed a large number of physical processes controlling the actual flotation rate. The most inefficient one of these could be considered equivalent to the slowest reaction in a series of chemical reactions. If variables such as aeration rate and agitation are kept at constant levels, the rate of flotation under free flotation conditions (i.e., conditions under which the suspension is dilute) will be given by the following equation: where C is the concentration of the floatable minerals in the pulp at any given time t, K is the rate constant, and n is the order of the reaction. If we represent the floated fraction of the floatable mineral at time t as m (0 m - 1) and C at t = 0 as Ca, integration of Eq. 1 yields

Galvanic interaction between particulate chalcopyrite (CuFeS2) and copper results in the rapid conversion of chalcopyrite to chalcocite. The effects of temperature, surface area, concentration of sulfuric acid and agitation were systematically evaluated. The kinetics were found to be controlled by a steady-state current flow controlled by the effective anodic and cathodic surface areas involved in the galvanic couple. The experimental activation energy was 11.5 and stoichiometric data and reaction products have been characterized. The overall kinetic system has been evaluated based upon an electrochemical model.

REAM (for Rapid Excavation And Mining) is a method of rock fragmentation by high-velocity projectile impact developed by Physics International Company. This paper reports the results of field testing over the last two years. The success of the method is based on the fact that the amount of rock broken per shot scales nonlinearly with projectile impact energy. Thus, high energy impact yields spectacularly low specific energies for rock breakage. The field work reported used 90- and 105-mm military guns to accelerate 8-1/2 and 10-pound concrete and steel projectiles to velocities of 5000 to 5500 fps. All tests were performed in a competent 25,000 psi granodiorite at Hope Valley, California. During the first year of field testing 26 feet of 13-foot-diameter tunnel were produced with the 105-mm gun. The first 20 feet of this tunnel were line-drilled to aid in producing a stable portal. During the second year the tunnel was extended an additional 29 feet using the 90-mm gun. The 55-foot tunnel was produced by 590 shots. Between 1-1/4 and 1-1/2 tons of granite were broken by each shot. A silenced 90-mm gun was placed underground and the tunnel portal closed with a steel barrier. Overpressures of less than 1 psi were measured on the inside of the barrier, corresponding to an impulse noise of about 170 db. The muck produced was similar to drill and blast muck. Overbreak and ground support problems appeared to be less than with drill and blast. The contour of the tunnel was easily controlled using the 90-mm gun; the tests were also conducted using a 57-mm gun for trimming. Projections indicate that advance rates with REAM will be three to seven times faster than drill and blast, at less than two-thirds the cost. This is based on the development of a fully integrated continuous system and an inexpensive propellant giving a total expendables cost of less than $3 per shot. Other applications of the REAM technology are found in secondary breakage for open pit mining, in drilling large diameter holes, and in underground mining for longwall mining, overhand stoping, and raising.

Construction of the first phase of the Sao Paulo Metro, the North-South Line, will be completed late in 1974. The downtown section of this line consists of 2.2 miles of 19.6-foot diameter soft ground tunnels and 3 subway stations. The entire tunnel - station package was let to one contractor. A plan and profile of the tunnels and stations is shown on Figure 1. Passage of the tunnels under Boa Vista Street in the Sao Paulo Financial District was one of the major challenges. The street is only 50 feet wide from building line to building line and flanked by 10 to 20 story buildings. The tunnels pass within 4 feet of adjacent footings. Further south, the tunnels run 13 feet below the flat foundations of the Caixa Economica, a massive 11 to 14 story building. Surface settlement had to he limited to less than .07 feet/tunnel and good face control and grouting procedures were essential. For this reason, full face cutting wheel tunneling machines were selected to drive the tunnels south of the Access Shaft Prestes Maia which included Boa Vista Street and the Caixa Economica. The tunnels north of the Access Shaft Prestes Maia were driven under a fairly wide Avenue and greater settlements were permitted. Open face shields were selected to drive these tunnels. Most of the work has now been completed and analyzed. There is a growing interest among transportation planners to make more use of the subsurface to preserve the landscape and make transportation more efficient and economical. At the present time, utilization of the underground for transportation facilities is severely restrained by the adverse environmental impact and high construction costs. However, recent studies performed by the United States Department of Transportation indicate that, in spite of such problems, the volume of underground construction has significantly increased during recent years and projections point to continuation of these trends(1). It is estimated that the total volume of transportation tunnel construction will exceed $4 billion in this decade. This level of Investment justifies a significant research program. Due to the common interest in transportation tunnels and to the similarities of problems encountered during their construction, the tunneling research activities of the Federal Highway Administration (FHWA) are closely coordinated with the programs other agencies of the U. S. Department of Transportation DOT); specifically, the Federal Railroad Administration (PRA) and the Urban mass Transportation Administration (UMTA). The FHWA is responsive to the particular needs of these agencies but will benefit from the research results obtained also. In 1971, the Office of Secretary, DOT, initiated plans for an overall coordination of the DOT, FICA, UMTA, and FHWA tunneling research activities. The objectives of this effort have been to reduce tunneling costs by 30% and to increase the rate of excavation by 200% within 10 years.
