A series of eleven full-scale production blasts has been earned out in a limestone quarry to study the effect of delay interval and its precision on overall blasting performance. The quarry employed ANFO and cartridged aluminized emulsion in 75 mm diameter boreholes with 2.6 m burden and 2.9 m spacing on a 6.7 m bench. Both V-cut and echelon designs were studied. The types of detonators tested were regular short period electric detonators with expanding delay intervals, a more precise pyrotechnic-based electric detonator (EXADET) with a fixed (25 ms) delay interval, and the ultra-high precision electronic delay detonator (EDD) with constant (but site-selectable) delay interval. The various techniques employed to assess the blast results are described, and the performance of the three types of detonators compared. The use of both EXADET and EDD lead to improved blast results in echelon design. Of the three delay intervals (25 ms, 38 ms, and 50 ms) studied, the best results were obtained with EDD with a 38 ms delay interval, which translates into a delay of 38 ms/m of effective burden. The results also show the need for modification of current V-cut delay designs to derive full benefits from these high precision detonators.

INTRODUCTION Proliferation and enhanced synthesis of collagen by pulmonary fibroblasts have been shown to be key steps in the development of chronic silicosis (Goldstein and Fine, 1986). The regulation of lung fibroblast proliferation by cytokines released from alveolar macrophages may be an important pathogenetic mechanism in the development of the fibrotic process (Kelley, 1990). One cytokine, platelet-derived growth factor (PDGF), promotes fibroblast proliferation by inducing the movement of quiescent (Go) cells into the C1 phase of the cell cycle (Chen and Rabinovitch, 1989). Others regulate the rate of transition of fibroblasts from Gl into the S phase (Leof et al., 1982). These two classes of cytokines have been termed, respectively, competence and progression factors. One approach used to examine the release of cytokines from macrophages is the fibroblast proliferation assay in which fibroblasts are exposed to culture supernatants from macrophages exposed to various stimuli. In most of these assays, the supernatant contains fetal calf serum which provides the competence factor(s) necessary to facilitate the proliferation of fibroblasts (Bitterman et al., 1982; Bitterman et al., 1983; Elias et al., 1988). Recently, a fibroblast proliferation assay using plateletpoor plasma (lacking competence factor(s)) as a substitute for fetal calf serum has been described (Kuman et al., 1988; Bauman et al., 1990). In this assay, the release of a competence-inducing PDGF-like growth factor from rat and human macrophages can be distinguished from other cytokines that act as progression factors. In order to obtain more consistent results and with the ultimate goal to be able to discriminate between the effects of competence factors as opposed to progression factors, we have conducted experiments to determine the appropriate concentrations of plasma and PDGF required for imparting competence in the fibroblast proliferation assay. We tested lung fibroblast cells obtained from explants of rat lung tissue and also a fetal human lung fibroblast cell line obtained from American Tissue Culture Collection (ATCC153). MATERIALS AND METHODS Fibroblasts Specific pathogen-free, male Sprague-Dawley rats were use in some studies. Animals were given a lethal intraperitoneal dose of sodium pentobarbital. Fibroblasts were isolated by chopping the lung in enzymes that digest the connective tissue but liberate lung cells for further study (Rabovsky et al., 1989). After digestion, the remaining lung tissue suspension was filtered through two layers of sterile gauze and centrifuged to recover lung fibroblasts. These were resuspended in culture medium that contained 10% fetal calf serum and distributed to culture plates for growth. In other experiments, a human fetal lung fibroblast cell line, obtained from American Type Culture Collection, Rockville, MD, 20852, was used instead of rat lung fibroblasts. In these cases, a 1 ml ampule containing human fetal fibroblasts was plated into a tissue culture flask containing medium plus 10% fetal calf serum. For both types of fibroblasts, culture medium was changed 3 times per week and cultures were incubated at 37°C until confluent. Harvested rat and human lung fibroblasts were quantified using an electronic cell counter equipped with a cell sizing attachment (Coulter Electronics, Inc., Hialeah, Florida). Tritiated Thymidine Incorporation The basic procedural outline of Kumar et al. (1988) was used with modifications to evaluate tritiated thymidine incorporation into fibroblast DNA following exposure to PDGF and plasma. Both rat and human lung fibroblasts were plated at 50,000 cells/ml at a density of 250,000 cells/25cm2 culture plate. Cells were quiesced for 4 days with 2% rat plasma. As the assay was refined, fibroblasts were quiesced in plasma-free media for 48 hrs, since the mitogenic activity of 2% plasma was variable. Test medium was applied for a period of 6 hrs, followed by a 24 hr tritiated thymidine (lµCi/ml) labelling period in plasma-free media. Medium alone was used as a negative control and media with 10 or 20% fetal calf serum was used as the positive control for rat and human fibroblasts, respectively. Cell Quantification and Measurement of Mitogenesis Twenty-four hours after the addition of tritiated thymidine, the fibroblasts were washed with 5ml of fresh serum-free media, centrifuged and resuspended in phosphate-buffered saline. The cells were dissolved in 0.5m1 of O.1N NaOH and radioactivity determined in a beta counter. Incorporation of trititaed thymidine as an index of DNA synthesis was expressed as DPM/fibroblast. There are many people in the industry who are cynical about politics, cynical about politicians and definitely cynical and often critical of political decisions. In fact, many industry people say they don't want to get involved in politics, they just want to get on with the business of exploration or mining. The point of my address is that politics is important and the industry cannot afford not to participate in the political process.

This paper outlines software development and design work carried out by Mincom Pty Ltd in collaboration with Capricorn Coal Management (CAPCOAL) for computer based design of rehabilitated strip mine landforms at German Creek Mine. Current developments and future application areas for this software are also discussed in relation to other mines in Central Queensland. The development program was initiated in response to statutory requirements placed on mining companies in 1990 to produce a five year Plan of Operations which was to include a contour plan of the final rehabilitated mine landform at the end of the five year planning period. This plan was to be submitted to the Department of Resource Industries (DRI) by 1 December 1990. Due to the limited time given to prepare the plan, a work program was formulated in collaboration with Mincom Pty Ltd to develop suitable software to carry out the design work and provide the required plans and quantities. The software had to include computer based methods to allow design of the proposed landform in line with the rehabilitation strategy adopted by CAPCOAL at the time.

A prime objective of physical coal cleaning is the separation of raw coal into a clean coal product with the required low ash and pyritic sulfur content and a high ash refuse. The refuse should also contain a minimum amount of combustible matter. In order to be effective, cleaning processes require that the mineral matter in the feed, including pyrite, be largely discrete and free particles, liberated so that the particles are not attached or embedded in coal. Liberation of mineral matter from coal, particularly pyrite, was investigated by Bechtel as part of two fine coal cleaning research programs sponsored by the Department Of Energy (DOE), Pittsburgh Energy Technology Center (PETC). Two proof-of-concept (POC) plants, each with a capacity of 900 kg per hour, were installed and tested to evaluate production of ultra-clean coal using microbubble flotation and spherical agglomeration technologies. The plants were designed to produce clean coal with 2 percent ash and pyrite content lower than that achievable by conventional methods. Also, the quality targets were to be attained at energy recoveries above 80 percent. Bench-scale flotation and agglomeration tests indicated that it would be practical to grind the 6 mm top size feed coal to a mean particle size (050) of 10 micrometers in the POC test plant. In this part of the paper, the steps taken in the grinding circuit to maximize liberation of mineral matter are described.

The 1989 feasibility study of the chessy, france, copper, zinc, pyrite and barite orebody was based upon a classical flowsheet. The flowsheet included, three stages of crushing, conventional rod and ball mill grinding in series, and sequential flotation of four products utilising conventional mechanical flotation cells. To improve the profitability of the project the partners commenced a search for ways to reduce the projected capital and operating costs of the proposed development. This paper presents the improvements in the projected capital and operating costs as a result of design and concept changes. The major changes included: ò the simplification of the crushing section with the adoption of semi autogenous grinding (SAG) milling of primary crushed ore. ò the deferral of pyrite and barite flotation circuits until market conditions were positive. ò the simplification of the flotation circuit by the use of column flotation cells for combined rougher/cleaner duty. ò the purchase of second hand equipment. The result of these changes was to reduce the capital cost estimate of the plant from US$ 21 million to US$ 11 million and operating cost estimates from US$ 18.90 to US$ 13.60 per tonne of ore for a decrease of approximately ten per cent in potential revenues.

The paper forecasts whether the mix of technological, procedural and other factors that produced the increase will change in the future. The forecast is based on the base case and spreadsheet production model described in the previous paper.

Laboratory Potation tests were carried out on six Polish coal samples of different rank. Each coal sample was screened into seven size fractions. The floatability of size- by-size for various size ranges for different samples was investigated as well as for the original samples. The results showed that in flotation of size-by-size, the intermediate sizes varied with the rank of the coal. Entrainment was shown to be an important mechanism in the recovery of fine particles in flotation of the original samples.

Microorganisms have been increasingly used in applications such as-metal solubillzation, precipitation and recently being used as flocculants. Optimal control and on-line monitoring of these processes occurring in microbial reactors are of extensive interest but often difficult because of the unavailability of a mechanistic model of the process and on-line direct sensors. In this paper a dynamic populatlon balance model of microbial desulfurization will be presented. The influence of certain physical and biological parameters on the leaching rate will be illustrated via computer simulations and an extended continuous-discrete Kalman filter will be Implemented for estimation of unknown states.

Expert systems have been employed in a number of areas for a considerable number of years. However, the traditional long development times associated with these systems have restricted their application. With the advent of powerful Expert System Development Tools such as COMDALE/X and the use of efficient development techniques, the time required can be drastically reduced. This results in the availability and applicability of this technology to a wide range of applications. This paper discusses some of the 'rules' which indicate amenability (or otherwise) of a particular problem to an expert system solution. Various problem types are examined and these are illustrated with reference to examples of their use at various operating sites.

The Los Angeles Metro Red Line has installed high density polyethylene (HDPE) as a gas and water barrier around all subsurface structures. The paper reviews the geological setting and resulting need for the barrier. HDPE installation practices are outlined, as are the risks to the barrier, from normal placement methods. Testing and inspection methods used to assure a quality installation are described, and also the field tag method for recording deficiencies and their repair. Specifications and installation changes that will be incorporated into subsequent contracts to improve the quality of the installation are high lighted. The cause of the fire that destroyed part of a tunnel is reviewed as are the revised precautions put in place to prevent a recurrence.

A Denver Autometrics Particle Size Monitor, PSM-400, was installed at Golden Sunlight Mines, Inc. in October 1988. The PSM-400 measures the grind product's particle size and percent solids. The particle size is used to control grind size by automatically adjusting mill feed rate. The PSM's continuous response to ore changes has improved grind product uniformity and mill throughput. Metallurgical testing has shown the PSM's accuracy to be +/-1 % + 150 µm (100 mesh).

Mineral liberations that would be obtained by grinding an ore to a specific size can be predicted by analyzing unbroken ore pieces, and mineral liberations in ground ores and mill products can be determined directly by image analysis. Predictions of mineral liberations are made by measuring size distributions and textures of mineral grains by image analysis, and using liberation models. Ground ores and mill products are analyzed to determine the proportion of mineral that is liberated, and the data are used to evaluate mineral behaviour during mineral beneficiation. The liberation data for minerals in a suite of mill products from a circuit are processed by a materials balancing technique to calculate recoveries of minerals in different types of particles throughout the circuit. The liberation-materials balance data define mineral recoveries; define the behaviour of an ore in a concentrator, pilot plant or bench test; and indicate whether recovery improvements are possible and/or feasible.

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

Results of selective flocculation of natural ores containing two or more minerals and of synthetic mineral mixtures do not usually agree with what is expected on the basis of the results from single mineral tests (Acar and Somasundaran, 1985). This is mainly due to the ionic species released by the minerals, which act differently under different pH values. The objective of this investigation was to study 1) the surface chemical composition of selected sulfide minerals-natural chalcopyrite and pentlandite and synthetic covellite, millerite, and pyrrhotite-and 2) the changes brought about by the dissolved mineral species. Electron Spectroscopy for Chemical Analysis (ESCA) was used to perform the surface analyses.

The Windy Craggy polymetallic massive sulphide deposit is located in the extreme northwest corner of British Columbia 40 miles west of the Haines Highway, 90 miles northwest of the port of Haines Alaska. The physical setting is mountainous country but with few peaks rising above 2,000 metres elevation, in contrast to the spectacular mountainous terrain to the north and south in Kluane and Glacier Bay Parks respectively. Valleys are classically U-shaped with incised V-shaped bottoms. The upper portions are still occupied by glaciers, which in the Windy Craggy area are documented as retreating at a rapid rate -in the case of the Tats Glacier of the order of 1% of its mass per year. The outcrops around Windy Craggy show a north-easterly dipping sequence of Mesozoic limey sediments and volcanics being the western limb of a north northwesterly trending syncline. Northeasterly cross folding provides a few complications. The flanks of the syncline have been buttressed by intrusive bodies of granitic affinity.

SYNOPSIS The paper describes the rib-pillar extraction method now used at Sigma Colliery in the Orange Free State. In this method, access roadways (with a high safety factor) are developed into a block of coal suitable for total extraction; pillars that have a low safety factor are then formed and extracted immediately. The method, together with the current practices of labour management, has resulted in better utilization of the coal resources and capital, increased production and labour productivity, and improved safety.

Carbon-in-leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. The CIL process is becoming attractive even in other situations when preg robbing is not a factor. This article discusses the situations in which the CIL circuit can be applied. The results of leach-carbon-in-pulp (CIP) and CIL circuits at Newmont Gold's Mill No. 2, No. 4 and No. 5 are presented for comparison: Mill No. 4 was initially designed for a throughput of 4.1 kt/d (4500 stpd). It is presently operating at an average throughput of 6.6 kt/d (7300 stpd) without significant changes to the original design. The design considerations of the Mill No. 4 CIL circuit are discussed. The design of any processing facility represents a series of decisions. The final design options should ultimately be resolved based on economic as well as technical considerations. Every design decision represents some sort of compromise. From the designer's view point, these decisions are made with the conviction that the final product represents the most prudent long-term expenditure. The design throughput rate is a decision reflecting a maximum return for the capital and operating costs that the plant will incur over the life of the mineral resource. The result is a plant that is not operator proof or maintenance free because it would be too costly to build. As part of an investigation of the deep structure of the Waihi Basin, an extensive set of resistivity measurements was recently collected by DSIR Geology & Geophysics. The objective of this work is to map deep resistivity changes throughout the Waihi area in order to contribute to a better understanding of the regional geophysical structure. This research is also aimed at improving techniques for locating 'deposits of epithermal mineral resources, and helping to establish their origin and genetic relationship to fossil geothermal systems.   The results indicate that the basin south of Waihi is underlain by an extensive layer of low resistivity, modelled as a 5ohm-m layer several hundred metres thick. Lake sediments (mudstones), as exposed in the south western part of the basin, near Waitawheta, are the most likely source of this low resistivity layer, although hydrothermally altered clays and/or elevated temperatures are other possible causes. Strong northeast trending anisotropy is also observed, implying structural links from Waitawheta through to Golden Valley. The observed resistivity pattern is consistent with a æburied calderaÆ or æfaulted depressionÆ structural model for the basin, as inferred from gravity and magnetic data.
