"Tunnel safety is evolving as science, engineering and technology make advances. Applicable safety codes and standards simply do not cover all the potentials of design, construction and operation. This paper reviews a series of tunnel projects code gaps in Seattle USA that were uncovered during the design and construction of a new highway tunnel, conversion of bus tunnels to combined road and rail tunnels, new rail tunnels using TBM and NATM, conversion of a road tunnel to light rail, and retrofit of an existing road tunnel to add lanes and improve safety systems. The perspectives of the ‘fire code official’ (Authority Having Jurisdiction) on methods to identify and resolve gaps in safety code and standard regulations, while garnering the consensus of the owner, designer, and contractors are presented. Additionally, the emergency responder command perspective on safe tunnel design, tunnel rescue during construction and operational safety is explained TUNNEL SAFETY EVOLUTION The underground has become nearly the only option to provide essential transportation corridors to continue our economic growth in key global areas. Tunnels are not built on a whim. Often significant portion of a regions wealth are invested to meet current, and hopefully future transportation demands. There are more transportation tunnels being built now than at any time in the planets history. The location of these tunnels is often selected for us based upon regional demand. Most commonly under densely populated urban centers and between populations’ centers to bypass geologic conditions like mountains and water bodies. Tunnels are being built in unforgiving soils, between tectonic plates, in extremes environmental conditions and often, under the very heart of the highest density population centers on the planet. All of these locations can bring with it conditions that challenge our common assumptions about safety. These extraordinary locations and soils create risks for both those constructing the tunnel, and in design engineering to meet the ‘minimum’ requirements at the lowest costs. There is lengthy history of above ground safety. Most countries and major local jurisdictions have adopted, or created safety requirements for the construction of above ground buildings. Through decades of use, these safety requirements have evolved, changed and been expanded to cover a wide gamut of actual and potential safety risks. However, the use of the underground for tunnel transportation corridors has grown exponentially with limited attention to safety requirements."

"A frother analysis technique based on the formation of a colored solution with UV-VIS absorbance proportional to frother concentration over a certain range has been developed. The calculation of concentration requires the comparison of the sample absorbance at a selected wavelength with a linear calibration (frother concentration vs. absorbance) constructed with values collected from solutions of known concentration (standards) at the same wavelength. It has been found that concentration ranges for preparation of standards can vary widely. An integration of our experiences into a databank can offer some guidance on the selection of standard concentrations. The databank includes results from the analysis of 37 chemical reagents, commercial frothers, and natural oils used in research work or at industrial sites. Grouping frothers by similar chemical structure or origin provides a good basis for selecting the standards to approach the maximum absorbance range for the spectrophotometer in use.INTRODUCTIONA technique to determine frother concentration on samples of industrial milling streams based on formation of a colored solution with UV-VIS absorbance proportional to frother concentration has been developed. The concentration is determined by comparison of its absorbance, at some selected wavelength, with those obtained by processing a series of solutions of known concentration (standards), at the same wavelength. It is desirable to have linear calibration (frother concentration vs. absorbance) over the widest concentration range. The upper concentration can be restricted by the instrument, as there is a maximum detectable absorbance (minimum transmittance), which can be reliably sensed by the UV-VIS detector (in most cases maximum absorbance is 3)."

"In the last decades heuristic approaches based on logic rules have been one favored tool to control flotation units and plants on top of distributed control systems. Fundamental knowledge on flotation processes, expressed in reliable models, and programs to assure the quality of the information, contained in available measurements, are still insufficient to develop robust predictive control strategies. In this paper the idea of using simplified models, when a known disturbance is coming into the process, is explored. As a first approach, the set points of the froth depth and air flow rate controllers are estimated based on this model. Since these target predictions are only approximate, a conventional feedback expert system, based on logic rules, continues the task of calculating the set points of the distributed controllers, in order to decrease the gap between actual and desirable metallurgical targets. This combined actions permitted a fast response of the process to change the operation of the circuit when a measured disturbance is detected. This control system was implemented and experimentally evaluated in a pilot rougher flotation circuit, with three pneumatic cells, with froth depth and air flow rate controllers in each cell. Since the circuit is operated for the air-water system, a phenomenological model, with parameters estimated from industrial data, is fed on-line with real operating variables and virtual values, characterizing the feed (grades, solids%, particle size distribution), in order to predict the metallurgical targets (recovery and concentrate grade). Several cases are discussed showing the benefits of this control system and the possible improvements to work on. INTRODUCTIONToday, large size mechanical flotation cells of 100 to 300 m3 are used in rougher operation in different flotation industrial plants, in Chile and worldwide. However, in spite of the advances in fundamental research and the notable growing in equipment size, with more complete instrumentation systems, there are still a lack of reliable data for industrial flotation modeling and simulation to advance in better control systems design."

"A submersible sensor for real-time gas holdup measurement in the collection zone of industrial flotation machines is introduced. The working principle is based on the generation and measurement of a pulp flow using a gas-exclusion cell immersed in the aerated slurry. The gas exclusion cell consists of a variable-area open vertical tube designed to be filled only with pulp by preventing gas bubbles entrance. The higher density of the fluid column within the cell generates a downward flow of pulp; the rate of this flow is proportional to the gas holdup outside the cell. The gas holdup measurement is achieved by tracking the velocity of the pulp flow leaving the gas-exclusion cell, using a magnetic flowmeter. Construction details of a prototype and its testing in two- and three-phases are discussed.INTRODUCTIONFlotation process optimization consists of finding and maintaining operating conditions that maximize flotation performance measured in terms of recovery and grade. The selective separation of mineral particles proceeds in two interactive zones where different and simultaneous phenomena take place: in the collection zone, the valuable particles are separated by collection on the surface of bubbles, while in the froth zone, the bubble-particle aggregates are gathered, drained to remove entrained particles, and taken into the concentrate stream. The cell overall performance, which can be determined from proper stream sampling, is a function of the recoveries in the individual zones. These zone recoveries cannot be independently measured nor calculated from operating variables. Progress in the assessment of these recoveries has been slow because on-line and reliable sensors to measure properties of the drastically different dispersions existing in both zones are not available.In the case of the collection zone, it has been demonstrated that the recovery of hydrophobic particles on the surface of bubbles, considered as a process with first-order kinetics, correlates with the bubble surface area flux (Finch et al., 2000; Hernandez, et al., 2003; Lopez-Saucedo et al., 2012). Bubble surface area flux (bubble area generated per unit time and cell cross-sectional area), is a variable affected by gas flow rate, bubble size distribution, and frother type and concentration. Gas holdup (volumetric fraction of gas dispersed in the slurry) is also affected by the same variables, and as such, carries information on the interacting variables that define the performance of the process. Therefore, a correlation between gas holdup and bubble surface area flux was expected and demonstrated (Finch et al, 2000), and since gas holdup is easier to measure as no bubble size is required, it has the potential to be the basis of a cell control and optimization strategy if a continuous sensor is available."

"Coal mining in India has a strategic importance for the energy security of the country. Presently, the majority of coal production is coming from open-cast mining. Due to the fast depletion of reserves amenable to open-cast mining, future coal production will depend primarily on underground production. In conventional bard-and-pillar/room and pillar mining as it is practiced in India, the percentage of extraction is very low. In fact, within most Indian coalfields, a large number of coal seams extract only 15- 20% of coal, but no pillar extraction is done due to the presence of surface or sub-surface structures leading to huge amount of coal being locked-up in underground. Spontaneous heating and fire, the accumulation of poisonous gases, severe stability issues, unsafe workings and environmental hazards are all major problems associated with these developed coal pillars, so there is a pressing need for technology in the mining industry to extract this huge amount of coal locked up under different constraints. In this study, we propose that the locked-up coal be extracted by replacing the developed coal pillars with artificial pillars. The paper briefly discusses the extraction methodology designed for this and its evaluation through numerical modeling for applied suitability underground.INTRODUCTIONDriven by rising populations and urbanization, an expanding economy and also a quest for improved quality of life, energy usage in India is expected to increase manifold in the coming years. As for India's energy scenario and its projected future plans, there is no doubt that coal will remain a prime source of energy, even over the next few decades.The majority of coal production in India comes from open-cast mining because of large-scale mechanization, but the coal reserves amenable to open-cast mining are gradually depleting - which may impose adverse impacts on the energy sector if underground production does not increase. Underground coal extraction, meanwhile, is going to become more complicated in near future due to the fast exhaustion of easily mineable coal reserves."

High fidelity commercial process simulation packages can be used at different stages of a greenfield project, from initial plant design to operator training in the later stages. However, there are several factors that make the software less attractive for small and medium size brownfield projects, such as the licensing cost and the fact-finding manpower required for model design and simulator maintenance. In this paper a different approach is described. The knowledge gathered from operating personnel was used to implement higher level models based on plant data, operating heuristics, and experience rather than detailed component-level models. The computing platform used was a low-cost, well-established, control system vendor-independent software. Throughout this paper we demonstrate the success of implementing this model-based approach using two industrial examples. The first example is a simulation of the carbon monoxide (CO) distribution system at a metallurgical complex. The purpose of this simulator was to test new control strategies and PLC programs prior to implementation. CO being a toxic combustible gas, validation of the suggested control system changes was necessary for plant safety. Simulation of specific operating conditions helped alleviate concerns and improved plant-wide acceptability of the new operating philosophy. The second example is a boiler simulator at a petrochemical plant. The operator training simulator (OTS) was designed as a platform for experienced operators to practice handling rare or abnormal conditions. A customized medium-fidelity model was developed for this targeted application where the cost of a full scale high-fidelity model could not be justified.

"The recovery of lead from battery paste has been investigated for a long time and with the use of many different electrolytes. A number of processes have been presented, but none of them reached even the demonstration step. Engitec has developed a new concept for the battery paste electrowinning using a chloride electrolyte fed through a very innovative flow cell. The process has passed the lab and the demo scale and it is ready to be introduced on the market. In this paper, a description of the process will be provided.INTRODUCTIONThe need for improved energy storage systems as well as the introduction of commercially viable electric vehicles is providing a strong compulsion toward the research of new batteries. The lead battery is playing an important role because it is inexpensive, reliable and it is the most recycled material. This last aspect marks the lead acid battery as quite peculiar making it both the primary lead based product and the main raw material for lead production.In the last years the legislative pressure has become very strong and has forced the lead production to react through the introduction of important process innovations and market changes. The dispersive products, such as additives for paints and for fuel as well as bullets, have been practically banned all over the world while the battery market continues to grow. The lead acid battery remains the cheapest and most integrated energy storage system available and is improving to meet the new technical challenges. This is testified by the news coming from the development of new and more efficient lead acid batteries which are confirming their leading position.Unfortunately, the image of lead is very negative in the public opinion and some important actions are required to try changing this sentiment. Among them, better information to the market and users and the introduction of new and cleaner technologies in the production of lead can help."

"The Port Mann Main Water Supply Tunnel project provides a critical water main crossing of the Fraser River for the owner, Greater Vancouver Water District (Metro Vancouver). The project consists of two 60-metre-deep slurry panel shafts and a 1-kilometre-long, 3.5-metre excavated diameter tunnel located near Vancouver, British Columbia, Canada. The initial tunnel lining is a precast concrete steel fiber reinforced gasketed segmental lining. The final lining is a 2.1-metre-diameter welded steel pipe. This paper describes the challenges encountered during tunnel construction and the solutions implemented. Key challenges include earth pressure balance tunnelling at up to 6 bar pressure—the highest to date in Canada—a water-crossing without surface access for the majority of the tunnel drive, ground freezing from a river platform for a critical TBM intervention, and boring through cobbles and boulders in dense glacial till. INTRODUCTION Metro Vancouver supplies drinking water to 18 municipalities, one electoral district and one treaty first nation, serving a population of more than 2.4 million residents. Water is collected in three mountainous watersheds to the north of the Greater Vancouver area, in southwestern British Columbia, Canada. To supply the growing demands of Metro Vancouver’s customers, treated water must be conveyed across two significant water bodies: the Burrard Inlet and the Fraser River. The existing Port Mann water main is one of several key links between the watersheds north of Vancouver and the municipalities south of the Fraser River. The Port Mann Main Water Supply Tunnel (PMMWST) is the first of a series of upgrades, to increase capacity, enhance scour protection, and improve seismic resilience. The new tunnel is 3.5 metres (11.5 ft) in diameter and 1 kilometre (0.6 mi) long. When completed, it will contain a new 2.1 metre (7 ft) diameter steel water main that will help ensure the continued, reliable delivery of drinking water to these municipalities, and will more than double the capacity of the existing 1.2 metre diameter main."

"For decades, pillar recovery accounted for a quarter of all roof fall fatalities in underground coal mines. Studies showed that a miner on a pillar recovery section was at least three times more likely to be killed by a roof fall than other coal miners. Since 2007, however, there has been just one fatal roof fall on a pillar line. This paper describes the process that resulted in this historic achievement. It covers both the key research findings and the ways in which those insights, beginning in the early 2000s, were implemented in mining practice.One key finding was that safe pillar recovery requires both global and local stability. Global stability is addressed primarily through proper pillar design, and became a major focus after the 2007 Crandall Canyon mine disaster. But the most significant improvements resulted from detailed studies that showed that local stability, defined as roof control in the immediate work area, could be achieved with three interventions:• Leaving an engineered final stump, rather than extracting the entire pillar;• Enhancing roof bolt support, particularly in intersections, and• Increasing the use of Mobile Roof Supports (MRS)A final component was an emphasis on better management of pillar recovery operations. This included a focus on worker positioning, as well as on the pillar and lift sequences, MRS operations, and hazard identification. As retreat mines have incorporated these elements into their Roof Control Plans, it has become clear that pillar recovery is not ""inherently unsafe.""The paper concludes with a discussion of the challenges that remain, including the problems of rib falls and coal bursts.INTRODUCTIONPillar recovery has always been an integral part of underground coal mining in the US. When room-and-pillar methods are employed, large blocks of coal in the form of pillars are initially left in place to support the weight of the overburden. Unless these pillars are subsequently recovered, the coal they contain will never be mined."

"Water in mining is the commodity that has driven the mining industry for decades. Often used frivolously, modern economic and social pressures are forcing change to use less water and to improve the quality of water and effluents. Used in many processes, water is ultimately consumed in tailings disposal and technologies which can increase the recovery of water are constantly being developed. Filtration and thickening are often seen as competing technologies for water recovery however new cases are developing that show significant advantages can be achieved by combining the two technologies to develop the most effective solution. Supported by case studies this paper investigates the merits of each of the technologies and which strategies of combining the two produce the best outcomes.INTRODUCTIONMineral processing applications generally require water for the processing of ores, whether utilising physical or chemical methods. Water is first added in the milling stage and additional water added as required throughout the circuit. Water losses from the circuit are principally associated with the tailings stream. Optimised water recovery is necessary both because it is a scarce commodity and to minimise the environmental impact.Water recovery is usually accomplished through a sedimentation or filtration processes. Water can be removed from the tailings impoundment by evaporation but this does not improve the mine’s water consumption. The water recovery methodology also determines the water quality; increasing water recovery concentrates solutes in the process water and may create recirculating loads of fine solids."

"Theoretical notions of mass transfer processes in cascade separation of bulk materials have not been adequately developed as yet (Barsky M.D. 1980). In this paper we have derived linear difference equation of the second order for a cascade with initial feeding top any stage proceeding from mass exchange regularities. The solution of these equations has allowed us to determine quantitative dependences of the material distribution over the cascade stages, which serve the basis of the method of predictive estimate of the process results. We have also examined the model of the material distribution coefficient formation at individual cascade stages.We have checked the adequacy of this model to experimental data. It is noteworthy that the obtained theoretical results are phenomenological, i.e. they can be applied to the processes of separation of different physical nature, e.g. of isotopes, liquid media, gases, etc.INTRODUCTIONRecently, the processes of cascade separation of bulk materials have found broad application in various industries. They ensure a high separation efficiency and high-quality composition of final products. Although specialized literature gives serious attention to cascade processes [1], their theory is not sufficiently developed yet. To achieve optimal organization of this process, we examine mass transfer in a cascade gravitational classifier with stages of identical design."

"In projects involving resource development and plant optimization, the use of in-mine geophysics can deliver considerable benefit. The value proposition lies in using very high resolution downhole measurements to model process-plant outcomes. The calibration procedure used to convert in-situ physical properties into process engineering parameters is illustrated using two iron ore projects. Data correction was related either to orebody structure or mineral formation. The deliverable from this approach is a series of high-definition sections indicating the variability of ore delivered to a front-end separation plant and parameters for mine scheduling and stockpile design needed for maximum product yield.RÉSUMÉ Dans des projets de développement des ressources et d’optimisation de l’usine, l’utilisation de la géophysique minière peut engendrer des bénéfices considérables. La valeur de la proposition réside dans l’utilisation de diagraphies à très haute résolution afin de modéliser les résultats de l’usine de traitement. La procédure d’étalonnage utilisée pour convertir les propriétés physiques in situ en des paramètres d’ingénierie de procédés est illustrée en se basant sur deux projets de minerai de fer. La correction des données porte sur la structure de la masse minérale ou de la formation minérale. Les livrable attendus de cette approche sont une série de sections à haute définition, signalant la variabilité du minerai livré à une usine de séparation de première ligne, des paramètres pour l’échéancier de la mine et la conception des haldes requis pour une production optimale."

"INTRODUCTION Project Overview The Southeast Collector (SeC) is a new 15km long 3.0m internal diameter wastewater tunnel designed by Hatch Mott MacDonald (HMM) that twins the existing 2.6m diameter York-Durham Sewage System (YDSS) tunnel. Both sewage tunnels are located north of the City of Toronto in Ontario, Canada. The SeC provides much needed conveyance capacity for the rapidly growing York Region population, supporting development until 2036 and increasing sewage system security (Hatch Mott MacDonald and AECOM 2011). Construction of the SeC will also permit flows of the twinned section of the YDSS to be bypassed in order to clean, inspect and carry out any essential maintenance within the YDSS tunnel. Although owned and operated by York Region, the SeC spans two regional municipalities beginning upstream from the intersection of Ninth Line and Rouge Bank Drive in the City of Markham in York Region to the downstream Finch Avenue and Valley Farm Road intersection in the City of Pickering in Durham Region. See Figure 1 for the SeC and YDSS alignment. The project includes 19 shafts and chambers with depths ranging from 8 to 48m in addition to seven facilities supporting the operation and maintenance of the sewer. The construction contract was awarded to Strabag Inc. in July 2011 for $291M CAD. Construction Management services were provided by a joint venture team of Hatch Mott MacDonald and AECOM. Existing York-Durham Sewage System The YDSS tunnel was completed in 1979 and was constructed using an open shielded TBM with ribs and lagging temporary support, followed by installation of a 380mm thick unreinforced cast-in-place (CIP) concrete final lining. The YDSS sewer system has numerous connections that accumulate flows from various urban areas within York Region. The section of the YDSS twinned by the SeC flows under gravity conditions and had been putting a strain on the municipality’s potential for population and development growth having reached its maximum capacity of 420 ML/d. According to the York Region’s Water and Wastewater Master Plan, the existing YDSS would not have been able to handle wet weather flows past 2016 (Genivar and XCG Consultants 2009). The dependability of this section of the YDSS is also of concern because it is the main and critical connection between the sewer systems upstream and the downstream Duffin Creek Water Pollution Control Plant (WPCP)."

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

"Promote and apply a new beneficiation technology and equipment effectively processing the refractory and medium-fine grained weak-magnetic minerals. HUATE® Forced-oil Cooling Vertical Ring WHIMS adopts the transformer oil cooling technology to cool excitation coils, solving the easily generated scaling problem resulting from water cooling, thereby to eliminate the demineralized water system. With <25 temperature ?raise, its magnetic field is stable. Wrapped by outer magnetic armor, it can generate a background intensity 1360kA/m. It effects very well in 1) wet preseparating the weak-magnetic coarse grains, like hematite, manganese ore, ilmenite, and purifying the concentrate; 2) removing the ferrous impurities and purifying the non-metallic minerals, like quartz, feldspar, kaolin; 3) enriching and recovering tailings from non-ferrous metals, like copper, lead, cobalt, molybdenum, thereby to greatly improve the mine resource utilization. It has applied 14 relative patents in China, and the invention patent in 56 countries, like Russia, USA, Australia, via PCT international organization. HUATE® WHIMS has been applied and accepted in more than 100 mines in and out of China. Compared with water cooling vertical ring WHIMS, it’s energy-saving and water-saving, and avoiding generating the scale. While compared with JONES WHIMS under the same separation indexes, it’s featured of more space-effective, lighter, lower costs, higher gradient, higher efficiency, larger processing capacity and wider grain application scope. Greatly promoting development of mineral processing technologies, HUATE® WHIMS is the equipment to reduce costs and improve efficiency urgently needed by the mine enterprises now.INTRODUCTIONAt present, influenced by the price and production factors, the international market demand for the grade of iron ores is increasing continuously. Restricted by the ore occurrence state, the beneficiation technology level and product economic value, every year the stope strips the stockpiling and discards hundreds of millions of tons of waste rocks containing iron, especially the weak magnetic hematite and limonite with <20% Fe%. The utilization technological bottleneck of these waste rocks makes their concentration ratio as high as 5-6, which leads to the huge wastes of energy, materials and beneficiation reagents and the increase of production costs. The effective solution is to improve the selected Fe% of the waste rocks like hematite. With the successful application of HPGR technologies in Chinese large iron mines, the mill feeding size has been reduced to 6-0 mm or 3-0 mm from the original 15-0 mm in the crushing system with 3 stages of crushing and 1 stage of closed circuit. This creates the conditions for the wet separation and recovery. "A unique pumped hydro storage facility using the ocean as a lower reservoir, combined with solar PV to create consistent, clean power will be presented: the Espejo de Tarapacá Project is comprised of a 300 MW seawater pumped storage hydroelectric plant using the Pacific Ocean as its lower reservoir and an existing natural concavity at the desert as its upper reservoir. The plant site is located in Chile’s northern coast 90 km south of Iquique. The site is characterized by a rocky shoreline and about 600 m of flat terrain moving inland, with an abundance of rock outcrops, after which there is a steep 700 m cliff. The power house and all waterways will be underground. The main focus is to present the rocks being expected in the underground works. As one of the actual most tectonically active regions of the world the seismic activity is particularly relevant and will be outlined in the presentation. INTRODUCTION Valhalla Energy is an independent Chilean-owned power development company. It focuses on the development, ownership and operation of renewable power projects. Valhalla was founded in 2011 with the goal of developing Chile’s natural renewable energy resources and strategically diversifies the country’s energy matrix away from an overdependence on imported fossil fuels. Valhalla began developing pumped storage hydro projects to provide scalable, clean, competitive, and reliable electricity by combining Chile’s superior solar resources with the country’s unique and extensive coastline suitable for storage.The capacity for renewable energy supply is driven by two distinct and unique natural characteristics found in northern Chile: (1) the abundant and reliable solar irradiation in the Atacama Desert and (2) a coastal site that benefits from a steep cliff and a natural concavity both within a relatively small land mass (see Figure 1). There are several potential sites in the northern part of the country that can be developed. The “Espejo de Tarapacá Project” is the first one to be built and subject of the present paper."

"Some materials when exposed to various conditions can exhibit a rise in temperature without requiring an external heat source. Generally referred to as pyrophoric or self-heating substances, they challenge the safety of materials handling, storage and transportation. Reliably assessing the self-heating potential of materials is thus essential. Over the years a number of test protocols have been developed. A widely accepted method is that recommended by the United Nations to certify the safety of shipping pyrophoric goods. Our test work on sulphide materials has shown that the U.N. test can give false negatives if the sample oxidation history is not considered. Depending on the degree of oxidation (“weathering”), the same sulphide material can exhibit self-heating ranging from safe to hazardous. For concentrates, oxidation can occur during storage and transport making the sample weathering history an important consideration in the test work. To make the U.N. test, and other single-stage self-heating procedures, more reliable in assessing self-heating potential when testing sulphide materials, it is suggested that a weathering step be incorporated in the test protocol. This test work for two sulphide samples, an ore and a concentrate, demonstrates the impact of incorporating a weathering stage in the test protocol. INTRODUCTIONSelf-heating occurs when exothermic reactions produce heat faster than can be dissipated to the surroundings. Numerous substances self-heat, ranging from wood chips and powdered milk to coal and sulphide minerals (Beever & Crowhurst, 1989; Hudak, 2002). Mixtures of sulphide minerals, most notably those containing the iron sulphide pyrrhotite (Fe(1-x)S), commonly encountered in the extraction of base metals (e.g., copper, zinc, lead, and nickel), are particularly prone to self-heating (Rosenblum, Nesset, & Spira, 2001; Payant, Rosenblum, Nesset, & Finch, 2012). In the mining and subsequent processing stages, the minerals are progressively liberated and finely ground, then separated, usually by flotation, with the resulting concentrates stored and transported to smelters for metal extraction. At most of these stages the sulphides are exposed to both moisture and oxygen, conditions that promote partial sulphide oxidation and the formation of elemental sulphur. Studies have shown that pyrrhotite, in particular, readily oxidizes to form elemental sulphur (Bernier & Li, 2003; Belzile, Chen, Cai, & Li, 2004; Somot & Finch, 2010). The elemental sulphur becomes fuel for further self-heating as the temperature of the mineral mixture increases above 100 oC (Rosenblum & Spira, 1995; Somot & Finch, 2010). It is believed the propensity of pyrrhotite to self-heat is a result of its iron-deficient, and hence somewhat unstable structure. It is worth noting that pure metal sulphides (with the exception of pyrrhotite) do not exhibit appreciable self-heating. A mixture of minerals sufficiently different in their electrochemical rest potential is required to initiate self-heating at ambient temperatures (Payant et al., 2012)."

"The use of scandium in industrial applications is expected to rise in the coming years, in large part due to the expected adoption of new, clean energy technologies such as solid oxide fuel cells or Sccontaining high strength aluminium alloys. Given that the supply of Sc is currently dominated by only a few countries (Russia and China) other sources for scandium extraction need to be investigated. This paper looks at different options for the recovery of scandium from waste solutions generated during the production of TiO2 pigments via the chloride process route. In particular, a direct solvent extraction (SX) approach and possible options for concentrating scandium before the SX step were investigated. It was found that the presence of Ti during solvent extraction causes severe formation of stable emulsions, which can complicate the successful application. This was particularly a problem after multiple contacts of the organic phase with fresh aqueous phase. On the other hand it was noticed that the presence of certain elements in the solution, e.g., iron, could possibly be utilized to concentrate scandium in a solid precipitate.INTRODUCTIONMany newly developed high-tech products depend on the use of chemical elements that are only produced in very small quantities. This can result in high and fluctuating prices, as can be seen from Figure 1, which may cause substitution with inferior alternatives, if possible at all (Reck & Rotter, 2012; US Dept. of Defense, 2013; Whittaker, 2011). One example is scandium (Sc) a member of the extended rare earth element family. There are only a few scandium ore deposits, but most Sc is produced from the processing of by-products of other metallurgical processes (Melcher & Wilken, 2013). Increasing demand for scandium metal and oxide (Sc2O3, scandia) is coming from its increased use in applications such as ceramic lasers (Li, Ikegami, & Mori, 2005; Rainer et al., 1982), high strength aluminium alloys (Lathabai & Lloyd, 2002) as well as solid oxide fuel cells (SOFC) (Thijssen, 2011). Especially, the spread of climate friendly SOFC’s, which are a commercial product today (Bloom Energy, 2014), is expected to be a main driver for future Sc2O3 demand. However, the rate of market penetration of this green technology depends on the availability of high purity Sc2O3 (>99.999%), since it specifically contributes to longer life-time and better safety of the SOFC’s (Bloom Energy, 2014; Irvine, Politova, & Kruth, 2005)."

"The need to shift geotechnical design from a “factor of safety” to a “performance based” design (PBD) approach has increased rapidly in the past years following examples from structural engineering. PBD supports sustainable engineered systems that target project-specific geotechnical behavior objectives and results in more rational and, in most cases, less conservative solutions. Resiliency, efficiency, risk optimization, and cost-effectiveness are key components of this approach. For design of retaining walls, the concept of mechanically stabilized earth (MSE) systems combines these attributes, while being environmentally friendly and adaptive to variable construction conditions. Natural hazards, such as earthquakes, may drive the design of MSE systems whose reliability depends on their performance under extreme events. In this paper, the authors compare the seismic response of an MSE steel-reinforced vs. concrete-reinforced retaining wall. The MSE system is composed of a grid of longitudinal and transverse ribs which internally enhances the capacity of the soil backfill. Results of fully non-linear twodimensional (2-D) numerical finite element analyses using two commercial programs with emphasis on the interface conditions are presented. The pull-out resistance of the grid used in the numerical simulation was evaluated from actual pull-out experiments. The results demonstrate a superior performance of the MSE system as compared to the concrete one, especially when subjected to strong seismic excitations.INTRODUCTIONThe idea of performance-based geotechnical engineering is not new, and has been evolving as our perception for ‘good’ performance has also evolved (Kramer, 2008). In early practice, the only criterion for achieving good performance was to avoid failure; designers had only to ensure that the available capacity of the geotechnical system is sufficiently higher than the expected demand (i.e. Load and Resistance Factor Methodologies). Yet, even when the key design requirements against collapse are satisfied, the system may still be placed into a condition in which the deformation constraints are not met (Bolton, 2012). To address these issues, geotechnical design has been developing into a predominantly performance-based approach that correlates deformation considerations to the severity of the experienced loading. As such, in earthquake-related problems, the definition of good performance of a geotechnical system is no more unique; for a low intensity earthquake the system should remain serviceable (i.e., the developed deformations should remain low), whilst for the design earthquake the maintenance of lifesafety is the single performance criterion."

"Any sudden subsurface issue that threatens the stability of existing buildings or infrastructure is cause for immediate investigation and prompt remedial action. Nowhere is this more true than the nation’s dams and levees. A breach of any kind, no matter how small initially, has the potential to be catastrophic and impact a wide downstream area. Addressing the problem quickly and effectively is therefore critical. When a turbid water discharge developed from a rock drainage embankment at the toe of the earthen dam impounding Cannonsville Reservoir, near Deposit, NY, the source of the problem was quickly identified as resulting from an artesian water release from an underlying permeable silty sand and gravel formation during drilling of three exploratory boreholes in preparation for construction of a hydroelectric plant at the downstream toe area of the dam facility. Work was halted, intense 24-hour monitoring was implemented, and as a risk reduction measure NYCDEP began to draw down the reservoir’s total storage at a rate of a billion gallons per day. Input sought from contractors within the geotechnical community helped result in the design and development of a deep well system to control the artesian pressure. Once this primary objective was accomplished, modified compaction grouting was performed at the borehole locations to densify loosened soils, fill any voids created by the discharge activity, and seal off the permeable aquifer. This paper discusses the dewatering program, specialized drilling techniques required, monitoring and verification of pressures within the dam, and the grouting program.BackgroundCannonsville Dam, owned and operated by the New York City Department of Environmental Protection (NYCDEP), is located in Deposit, New York on the West Branch of the Delaware River and impounds the Cannonsville Reservoir. Built between 1959 and 1964, the dam has an impervious central and upstream core zone keyed into the glacial till foundation, a semi-pervious downstream embankment zone, and a rockfill toe and is approximately 2,800 ft (853.4 m) long and 175 ft (53.3 m) high. The dam is formed by two embankment sections. The left section forms the main embankment blocking the main river channel, while the right section is constructed over a topographic saddle or low ridge. Reservoir level is actively influenced by withdrawals through the West Delaware Tunnel, based on water supply need. Under normal circumstances, water is continuously discharged downstream to the Delaware River."
