Introduction There has been much said recently about the sophistication of Japanese management in turning out reliable, inexpensive products, such as cars and steel. Techniques include consensus management and quality control circles. These have been touted as prime reasons for inexpensive Japanese products. An often neglected, but major factor in the equation of cheap export goods is the role played by Japanese trading companies. These venerable institutions are a vital factor in Japan's overall strategy of keeping the price of raw materials at the absolute lowest levels. This is critical to the country's economy since the nation must import more than 85% of all its coal. A country that is so desperate for imported raw materials would appear, at first glance, to be at the mercy of its suppliers. In Japan's case, however, the opposite is true. With the exception of brief' windows in 1974-75 and 1980-81, Japan has been in the driver's seat in negotiating contract terms. Due to its dominant role in world coal trade, Japan's situation can be described as a de facto monopsony. By definition, a monopsony is a market situation where the product, in this case coal, is offered by many sellers, but is sought by one buyer. This has been due to the role of Japanese trading companies in dealing with suppliers. Table I depicts trading companies by size in 1982. Mitsubishi and Mitsui are overshadowing in terms of size. The others, though less significant, play a vital role in orchestrating the marketplace. Three critical building blocks on which the strategy of the trading companies are based include intelligence networks, exceptional training of company traders, and shrewd contract negotiation practices. Intelligence Networks All success is derived from these three key components. Of the three blocks, intelligence gathering is the most important. With all the sophistication of the Central Intelligence Agency, the Federal Bureau of Investigation, Interpol, and the Surete', the Japanese trading company's method is every bit as competent and far more gentlemanly. Friendly competition is the key to survival. Although one Japanese trading company appears to be in ardent competition with its rival Japanese trading companies, when studied closely, a totally different picture emerges. The end user nominates certain trading companies as market channels and informally guarantees they will receive compensation regardless of which company wins a specific order. With this concept in mind, the pressure is off. The trading company can aim at getting the best price for the end user. Therefore, bargain, beat, and share information. Do whatever is necessary, but get the lowest price for the end user. Even with the game so gentlemanly, no victory could be assured without an adequate intelligence network. Proper intelligence is only as good as the sources drawn from. But how is one assured of getting the right information? The answer is verification. Verification is comprised of numerous independent sources each cross checked at a central processing unit in Tokyo. Each major Japanese trading company receives input, not only from its own trader, but from other trading companies as well. Most bought their way out , paying for major plant modifications by increasing the scale of their total operation . The current market recession may not allow new operations this route to profitability.The objective of this paper is to illustrate the economic impact of coal preparation problems on the profitability o f the total minesite operation and thus provide a sound basis for decision making process."

P S B Stewart has rightly pointed to a possible obscurity in our paper on drilling patterns, viz. in comparing the improvement of a triangular drilling pattern over a square one, we used percentage improvements without always making clear their base. We hope, however, that other readers, like Stewart, have been able to understand the particular meaning from the context.Although different methods of estimation of an ore deposit will have different local bias (Philip and Watson, 1985), the critical relationship affecting the reliability of estimation of an unsampled location is the scale of local variation of the variable being estimated in comparison with the density and isotropy of sampling. This relationship overrides all other considerations.

As part of ongoing research to improve mine safety, the Bureau of Mines conducted research on the corrosion of friction rock stabilizer steels in five Missouri lead and iron mine waters. Electrochemical corrosion tests, including evaluation of pitting tendency, were performed on two types of high-strength, low-alloy (HSLA) steels and galvanized steel in four Missouri lead mine waters and one Missouri iron mine water. The tests were conducted at in-mine water temperatures in both air-saturated and deaerated waters. Static, weight-loss corrosion tests were also conducted on HSLA steel specimens in the five Missouri mine waters for 2,900-h duration at average in-mine water temperatures and air-dissolved oxygen contents of 6 to 7 ppm. Corrosion rates determined by the weight-loss tests were roughly comparable with rates determined electrochemically in deaerated waters containing 0.3 to 0.5 ppm dissolved oxygen content. Passivation of specimen (nongalvanized) surfaces in air-saturated waters resulted in very low electrochemically deter- mined corrosion rates. Pitting-tendency was generally higher for both HSLA steels in air-saturated waters than in deaerated waters. Galvanized steel generally exhibited higher tendency to pitting in the deaerated waters than in the aerated mine waters.

Discarded automobiles represent the greatest single resource of reusable metals, plastics, and rubber in the United States. This report presents results of Bureau of Mines research, conducted from 1965 to 1983, on separating and recovering useful materials from the scrapped hulks, using old and new metallurgical techniques combined with standard scrapyard methods. The Bureau determined the materials composition of three composite cars designated as circa 1960, mid-1970's, and early 1980's, and used these cars to study smokeless incineration and hand-sorting techniques. In studies on treating rejects from automobile shredders, the Bureau designed a process that included air classification, water elutriation, magnetic separation, handpicking, and heavy-medium separation, and also investigated cryogenics and liquation. Complete recovery of cop-per and other metals was economically made by hand and tool dismantling, leaching, or selective melting of starters and generators. Techniques are also discussed for plastic recovery and waste tire treatment.

The Bureau of Mines evaluated the potential availability of molybdenum resources from 88 mines and deposits that account for more than 90 pct of the demonstrated resource base in market economy countries (MEC's). For each property, tonnage-cost relationships were developed that indicate the molybdenum potentially available at different average production costs, including a 15-pct rate of return on invested capital. From the 23 MEC primary deposits, 2.5 billion 1b Mo was determined to be potentially available at a price of $411b, rising to 4.7 billion 1b Mo at $8/lb. Copper price-molybdenum tonnage relationships were developed for those mines and deposits from which molybdenum can be recovered as a byproduct of copper production. This analysis showed that another 3.4 billion lb Mo is potentially available based on a copper price of $0.7511b, rising to 4.3 billion lb Mo at $l.00/lb. The United States has been the world's largest molybdenum supplier since 1924. Its remaining resources are sufficient to meet the domestic demand of 57 million lb/yr Mo (averaged for a 10-yr period) through the end of the century. Production from primary domestic mines was suspended during most of 1983 because of oversupply of materials. A major concern is the cheap molybdenum byproducts from foreign copper operations in which employment and the need for hard currency override economics in meeting production goals.

This Bureau of Mines report describes a chromatographic method for analyzing impurities in helium that utilizes a helium carrier gas contain-ing 25 to 30 ppm Ne. An example of the effect of trace amounts of nitrogen, methane, and moisture on the detector's response is shown. The added neon in the carrier does away with irregularities of the analysis which were experienced when the carrier contained up to 3 ppm Ne. The addition of 25 to 30 ppm Ne causes a loss of sensitivity, but the re-maining sensitivity is adequate for routine analyses. The high-neon carrier allows positive and more linear responses for eight impurities: neon, hydrogen, argon, oxygen, nitrogen, methane, carbon dioxide, and ethane. Neon concentration levels of 0.02 to 125 ppm in helium carrier gases were studied. The high-neon carrier has been in successful rou-tine use in Bureau of Mines helium facilities since October 1981.

Approach An Overhead Air Supply Island (OASIS) was developed which filters, conditions, and evenly disperses an envelope of clean air over a worker's head, thereby insuring reduced dust levels and a clean work environment. How It Works The concept for the OASIS derives from an earlier Bureau development of a canopy air curtain for continuous mining machines (see Technology News #21). In this application, the benefits of a reliable, self-contained, self-cleaning industrial-duty air filtration and distribution system are extended to the minerals processing field. The OASIS draws dust-laden room air into a filtration system, removing the dust and delivering clean air to a specific 16-square-foot area. It consists of: ? a self-cleaning primary filter ? a heater (cooling coil optional) ? an airflow distributor and secondary filter (combined)

"A key element for a successful mining operation is the grinding circuit. It must be reliable, maintainable and must perform to or above design capacities for 95% of the time. Once chosen and installed major modifications are either prohibitive or very expensive. The selection of mills and drive system is probably the single most important decision made within the concentrator complex.Economic studies revealed that the optimum expansion for Lornex was a 68070 increase in plant throughput. This indicated that the new mill would have to be larger than the existing 32-foot mills.The Lornex ore has a wide range of hardness which has a great influence on mill throughput (Table 1). To smooth out the fluctuations, a blending program ha s always been in effect at the mine, coupled with ball charge control for the primary mills. As can be appreciated, an optimum balance is difficult to achieve. A sudden change to so ft ore with a high ball charge puts the mill into jeopardy with a constant speed drive.The blending philosophy would continue after the expansion, but with the addition o f a second primary crusher, it was envisaged to have the new mill process harder ore to maintain production targets. In theory, the new mill would have a proportionally larger ball charge than the existing mills.This scheme makes the new mill vulnerable for processing so ft ore for a fixed speed mill. Thus, variable speed seemed an attractive option.In early 1979 prominent mill manufacturers were invited to submit proposals for the new mill. Fixed and variable speed mills were to be considered with mill size ranging from 32-foot to 36-foot diameter. The proposals were to include the drive, ball charge, % critical speed, couplings, gears, etc. - the complete package. The recommendations were variable with most manufacturers submitting several alternatives. Recommended mill speed varied from 68% to 78% critical. The concept of variable speed was becoming more attractive, Lornex ultimately decided on a twin DC motor drive system for a 34-foot diameter mill.After start-up it was discovered that best throughput occurred at 78% mill critical speed or top speed of the drive motors. The motor speed range was adjusted upward from 186 to 200 rpm. Today the mills operate at 79% critical or a motor speed o f 193.5 rpm.Clearly the selection of the variable speed mill allowed the flexibility to optimize throughput."

The debismuthising plant, commissioned in 1980, is based on the Kroll-Betterton process for preliminary bismuth removal with subsequent antimony treatment for fine debismuthising. Bullion flowrate is continuous and the plant was designed to achieve low bismuth lead product at rates of up to 20 tonne/h.Development of the first stage of the operation has enabled reliable operations at 25 tonne/h to be achieved. Thesedevelopments also introduced the opportunity to treat higher bismuth bullion at up to 35 tonne/h when operating the first stage only to produce product lead of 0.029 per cent Bi, meeting the ASTM B29-55 Corroding Lead Standard.

Aid mine operators as well as mine inspectors in making quick but sufficiently accurate measurements of the rock dust content of coal/rock dust mixtures. The Problem Past research has shown that accumulations of volatile coal dust in underground coal mines can be rendered non-explosive by dilution with chemically inert rock dust (usually limestone). Consequently, rock dusting is required by law in U.S. underground coal mines. However, mine officials and inspectors have no quick and reliable means to determine whether enough rock dust has been applied to achieve a mixture that is in compliance with the law. Even the compliance tests used by the Mine Safety and Health Administration (MSHA) are slow and involved. MSHA assures that a mine has been rock dusted adequately by collecting samples from rock dusted areas of the mine and sending the samples to a laboratory for analyses of the inert-dust content. The analyses may not be completed for more than two weeks, during which time the mine in question might be inadequately protected against coal dust explosions. To solve this problem, the Bureau of Mines devised a quick, simple and reliable device that can immediately determine the rock-dust content of a mixture of coal and rock dust.

The health and safety of employees, efficiency of the operating system and production are paramount goals in underground coal mining. The section foreman assumes responsibility for making his part of the total system function to meet these goals. However, section foremen often have not been prepared to assume the full range of their responsibilities upon becoming a supervisor. This discussion addresses the full range of section foreman responsibilities and concomitant authority. Management principles that must be mastered by him are presented, and performance expectations as well as criteria for their evaluation are examined. The benefits realized from effective foreman training are discussed.

The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.

High pressure abrasive water jets have been shown capable of cutting a wide range of materials including steel, stone, rock and concrete. Acceptable performance can be achieved using relatively low pressures and expendable abrasives. The cutting head can be made small and abrasive feed systems have been developed that allow reliable pumping of slurries over long distances to supply such cutting heads. These features make abrasive water jets ideally suited to automated control in remote areas.Another major advantage of abrasive entraining water jet cutting heads is that they may be operated safely in potentially explosive environments due to their cold cutting ability. Therefore there are many possible applications for such equipment in mining.This paper gives an introduction to the abrasive water jet process and includes results of trials carried out at BHRA on a range of hard materials. Work is also described which investigated the operational safety of abrasive water jets in explosive environ-ments. In a special environmental chamber, cuts were made on steel and sandstone with atmospheres of methane/air and hydrogen/air, without caypsing ignition.

The smelting, refining and hydrometallurgical operations practised in the winning of non-ferrous metals are associated with severe aqueous and high temperature corrosion problems.With the increasing costs of maintenenace and the utilization of computerization to control the processes, the trend in recent years has been to spend more capital on improved and proprietory grades of engineering materials, which offer greater reliability and more cost effective plant performance.The problems which have plagued stainless steel users for many years are the alloys' poor performance in chloride or other halide media where pitting, crevice or chloride induced stress corrosion cracking may occur, have been essentially solved by the new proprietory grades. The controlled additions of minor alloying elements including rare earth metals have led to the development of stainless steels with high mechanical strengths, improved corrosion resistance, and high temperature corrosion resistance and structural stability.

Improve the safety and comfort of operators of large mining equipment. Approach Develop an improved driver restraint system that is easy to use, reliable, and cost-effective, while providing increased protection in the event of a collision or rollover. The Novel Restraint System There are several problems associated with conventional lap-belt type restraint systems. Among these are: restriction of movement, lack of comfort, and fear of entrapment. Standard seatbelts become dirty and oily from lying on the vehicle cab floor and can ruin a driver's clothes. Some haulage equipment may not even have seatbelts available to drivers since they are sometimes removed during maintenance activities or as a result of vandalism. Recognizing a need to address such problems by providing a more acceptable means of driver restraint, the Bureau of Mines designed and fabricated a novel vest-type restraint system. The vest is designed to be worn during a driver's 8-hour shift and would be issued much like safety glasses, hard hats and safety shoes, thus becoming part of the operator's individual protective equipment and assuring that each vehicle has a restraint system when in operation. This report describes Bureau of Mines research that led to the design, prototype fabrication, and successful proof-of-concept testing of an improved stench fire-warning system for underground noncoal mines. Stench systems are the most widely used means of warning driers in underground noncoal mines of fires or other emergencies. A stench system alerts miners that an emergency condition exists by injecting an odorant into the mine air. Although stench warning systems have been used successfully for over 60 yr, present systems suffer several serious shortcomings, including odorant toxicity, unreliability of warnings, widely varying stench concentrations, and others. In 1980, the Bureau began a research program to upgrade the stench warning system. The resultant system overcomes the deficiencies of existing systems by substituting tetrahydrothiophene for the commonly used ethyl mercaptan stench odorant, and through the use of a specially designed stench injector. The improved injector reliably meters stench fluid into either ventilation-air or compressed-air streams at a precisely controlled rate. Prototype hardware has been fabricated and proof-of-concept tested under bath laboratory and in-mine conditions.

Profitability today depends upon efficient operations, which can only be achieved through precise and dependable con-trol of each process unit comprising thetotal plant.Modern process control systems utilise distributed architecture with microprocessor-based controllers, data acquisition devices and VDU operator stations. Honeywell intro-duced this control technology in 1975 with the "Total Distributed Control" System. Now, building on the proven performance and re-liability inherent in TDC hiway modules, Honeywell has extended the TDC system to inte-grate both management information and control by providing distributed processing modules on the new TDC 3000 Local Control Network (LCN).
