INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you'd better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast

Brazil is one of the most outstanding examples of economic development of our time. Its amazing growth record is substantiated by a GNP which has increased at an average rate of 92% for the period 1968-1970 and estimates for 1971 range from 11.7-12.5%. Hence, this growth, coupled with a more relaxed attitude of the Brazilian government towards foreign participation in business opportunities and the remittance of profits out of the country, has caused many exploration companies to reevaluate the potential of Brazil. Despite recent press notices and publicity, Brazil is still not a mining country in the tradition of Canada or Australia. It is still basically an agriculture and manufacturing country.

In light of the present energy crisis, coal appears now as the only reliable source of energy. The production of coal is expected to regain a rising trend after the latest slump. Aside from the competitive price with natural gas and oil, the other retarder of coal production is its environmental pollution effect. Gasification of coal has been advanced as the partial solution to the energy-ecology crisis. All the Advantages In situ gasification of coal may be considered a further step in this direction. It carries all the advantages of normal coal gasification as a stable source of energy; it is clean to handle and nonpolluting of the environment. It partially and sometimes fully does away with mining, makes uneconomical low grade coal and lignites economical and places some formerly unworkable seams within the scope of modern technology. The seams posing problems for mining due to tectonic disturbances may be converted into gas in situ. Low grade coals, such as lignites, which otherwise would be left in nature as uneconomic wealth, may be exploited by underground or in situ gasification. Thus, in situ gasification is likely to increase the exploitable reserves of coal and may reduce the cost of production. An additional merit of this method is that coal substance never reaches the surface and there is no problem of cinder disposal.

A nomographical approach is proposed as a fast, easy-to-use, and reason- ably accurate method for estimating expected discounted cash flow (DCF) rate of return and payout time for onshore development drilling and oil production. All costs pertaining to drilling, completing, and equipping development wells, annual expenses of operation, maintenance, and taxes incurred in producing properties, and crude oil prices were considered in developing the nomographs. This report briefly outlines the origin, derivation, and use of the nomographs.

A group of mining men attending a recent workshop on "Analysis and Control in the Canadian Minerals Industry" issued, among others, the following statement: "Slurry flow measurement is considered to be one of the most inaccurate in the industry. A special program should be launched to encourage development." In response, this paper starts off the program with an investigation of the principles and the conventional practice of slurry flow measurement and identifies weaknesses which cause inaccuracies. Then it follows with descriptions of nonconventional systems in use at various locations and comments on their degree of success. The paper concludes that relatively simple methods, which it describes, can be applied to obtain an accurate slurry flow measurement.

The highland region of Papua-New Guinea is relatively rugged terrain where stream gradients are steep. In areas where porphyry copper deposits outcrop the streams commonly expose primary sulphide mineralization in unoxidized rocks. Stream sediment geochemistry combined with float examination and broad geological mapping proved to be an effective tool for detection of outcropping bodies of mineralization. After discovery, detailed stream sediment sampling, soil sampling and rock chip sampling, together with detailed geological mapping proved adequate to delineate drilling targets. Reconnaissance stream sediment sample density was dictated by geology and access and a density of one sample per 25 Km2, or less, was desirable to ensure a high degree of confidence in the programme. Research indicated that the base metals occur in sulphide form in stream sediment and that the -80 mesh size fraction gave the most reliable results. This analytical method development and evaluation was undertaken by the Bureau of Mines to provide accurate determinations of eight minor elements in low-alloy steels prepared from ferrous scrap. Fluorescent X-ray spectrography was the principal method investigated. Confirming analyses were made by conventional instrumental and chemical methods. All X-ray data were processed by a timesharing computer. No corrections were found necessary for inter-element effects or overlapping spectral lines. Concentrations were calculated from the least-square fit of a linear calibration equation derived from measurements on three sets of standard steels. These studies show that X-ray spectrographic analysis of lathe-finished surfaces provides accurate determinations of aluminum, copper, chromium, manganese, nickel, phosphorus, silicon, and tin.

The successful re-opening of the Cobar min- eral field was dependent upon the success- ful introduction of highly productive, low cost mining. Mechanised cut and fill stop- ing with incline access was selected for the C.S.A. mine because it permitted flexi- bility, complete primary extraction with no secondary pillar recovery, minimised dilu- tion and oxidation, a minimum of pre-pro- duction development and because diesel powered load-haul-dump (L.H.D.) units were proving reliable and highly productive in the U.S.A. Although L.H.D. vehicles are the key to the success of the mining method, four other main groups of vehicles are utilised in the mine - trucks, scaling vehicles, ser- vicing vehicles and specialist vehicles. The operating requirements at the C.S.A. mine are more stringent than those encount- ered in many other underground mining oper- ations. The first L.H.D. vehicle used at Cobar - the Transloader - had considerable difficulty in loading and discharging coarse production ore. The Wagner ST5 Scoop Tram performed this duty much better. However, the first generation Scoop Trams were not robust enough to withstand the heavy duty and many modifications were necessary before acceptable availabilities were obtained. Similar modifications were necessary for the Eimco 916 vehicle but the Eimco 915 unit came much closer to meeting the duty requirements. Eventually Cobar technical personnel design- ed a L.H.D. vehicle to meet specific C.S.A. mine conditions. These units have proven most satisfactory. Over 8 years of operation the underground vehicle fleet has become a proliferation of vehicle types. A standardisation pro- gram has been initiated based upon common prime movers being mated with "trailer" units to serve specific functions. Standardisation will reduce inventory levels and facilitate training of operating and maintenance personnel.

Hydraulic mining has been practiced in the United States since 1852 and many mineral commodities, such as gilsonite, phosphates, lead-zinc, silver ores and St. Peter Sandstone can be mined in this manner. In 1958, the U. S. Bureau of Mines initiated research into the mining of coal using these techniques.1-4 These early investigations were conducted in the 5000 psi pressure range. The large nozzle diameters used in this pressure range produced extremely high flow rates which created visibility problems at the coal face, and required removal of large amounts of water from the mining area. Besides, the production rates were not much better than with mechanical methods. This indicated that with higher pressures the water quantities might be reduced using the same or higher horsepowers but enhanced breakage. For this reason intensive investigation in material removal using fine water jets at extremely high pressures (50,000 psi to 100,000 psi) has been undertaken. This was not the entire reason for this contract from the Bureau of Mines, however. The contract objective is outlined later. IIT Research Institute has done pioneering work in high pressure jet development in the United States.5-8 Similar schemes have been investigated abroad. 9-13 Hydraulic mining of coal at relatively low pressures is successfully being done in the Soviet Union, Japan, Canada, and most recently, in Germany.

The introduction of nitro-carbo-nitrate (NCN) blasting agents has been one of the most significant innovations in the explosive industry in the last twenty years. The most commonly used blasting agent is a rather narrowly proportioned mixture by weight of 94% ammonium nitrate (AN) and 6% No. 2 diesel fuel oil (FO) that is generally designated as ANFO. Other formulations have been developed but none of these have been as extensively used as ANFO. The relative safety of the nitro-carbo-nitrate (NCN) blasting agents almost immediately suggested bulk loading techniques to obtain economies in materials handling. The first attempt at bulk handling was to pneumatically load boreholes with ANFO. When the initial experiments were made in 1957, it was apparent that there were three problem areas which needed study to minimize potential hazards. These were: 1. Static Electricity 2. Fumes 3. Safe Handling Procedures Since those early days, considerable work has been performed in evaluating these problem areas and in arriving at procedures and recommendations that would provide the required safety. Despite the relative insensitivity of ANFO type products, all normal practices for the safe handling of explosives should be obselved. Smoking should not be tolerated in the vicinity of blasting agents and misfires should be handled in the same manner as a misfire with a dynamite charge. The purpose of this Technical Report is to discuss the problems of static electricity and fumes and the solutions that have been developed. Safe handling procedures have been discussed by the Bureau of Mines and are specified by various state and local regulations. Since regulations vary from state to state, the local, applicable regulations must be followed within the area of their jurisdiction. General information is contained in a U. S. Bureau of Mines report, IC 8179, "Safety Recommendations for Sensitized Ammonium Nitrate Blasting Agents" (1963).

In many cases, substantial time may elapse between the exploration stage and a serious detailed planning stage which has the objective of putting a mineral property into production. This is always true where properties change ownership and new partners are brought in for joint venture situations. Such conditions make it imperative that the recording of complete and accurate geological data for the property is done during the active part of the exploration phase and accomplished by competent geologists and engineers. This work should not be left to helpers and technicians. Furthermore, it should not have to be redone years after the actual drilling was accomplished, when either those involved have parted company or those present have lost the touch and feel of their part of the exploration program and must rely on a memory sketchy in detail, at the best. All of this emphasizes the importance of thorough geological evaluation and reporting during the exploration program. To evaluate and comment on the application of geological data by a mine planning department, we must assume (1) that sufficient diamond drill holes have outlined the existence of a potentially economic ore deposit, and (2) that the next step is to obtain the required information to allow a detailed feasibility study. This paper will comment on: 1. what types of geological information are required, 2. how it can be obtained, and 3. comments on the application of this information by the mine planners.

Electricity, as normally thought of by a layman's definition, is a manmade force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by the U.S. Bureau of Mines, as well as the various state departments of mines. BACKGROUND Until recent years most underground coal mines used direct current exclusively for all movable and for some stationary equipment. Exceptions were for permanent pumps, tipple, fan, and outside buildings where alternating current was normally employed. However, over 60 years ago there were mines with dual systems. Alternating current was used for cutting machines, drills, and pumps, direct current for locomotives. There were no other machines as these were hand-loading mines. Later, during early mechanization in the 1920s, alternating current was also applied to loading machines at some mines. Use of dual electric systems then declined until fairly recently when

RECOMMENDATIONS FOR FURTHER WORK Based on the development effort and full-scale tests conducted during this program, a number of technical areas for future research and development have been identified. Further work in these areas would help to improve the reliability, speed of operation and efficiency of the remote sealing system. Recommendations for future work are summarized as follows 1. Development of an Inert Gas Generator For the sake of expediency in conducting the field test program, fresh air was used as the fluidizing medium for the fly ash. However, in an actual mine fire application the use of fresh air is likely to be prohibited. An inert gas, such as nitrogen, carbon dioxide or air containing less than 8 percent oxygen would be required. Using combustion as a means of reducing the oxygen content of air appears to be an attractive solution to the generation of the high flow rates of gas required (2500 to 5000 scfm). Such an inert gas generator would serve a dual purpose for the overall fire extinguishing operation. First, it would provide the inert gas for fluidizing the fly ash. Second, it could be used for inerting the fire area after the seals had been placed, thereby reducing the time required to extinguish the fire. It is recommended that the Bureau undertake a program to develop a field-operable, inert gas generator to satisfy these two requirements. 2. Development of a Field-Operable Sonar Initial Probing System A first stage prototype of a sonar initial probing system was developed during this present program. The results obtained with

"The paper refers to methods and concepts used in the computer treatment of banks of geophysical, geochemical and geological data, relating to the exploration of massive sulphides. In particular, a data bank of 400 drill holes on independent conductors can be used to calculate probability levels of intersecting a certain quantity of sulphides according to the characteristics of the conductor. Inversely one can, using the data bank and some cost assumptions, simulate and optimize the cost of intersecting a certain quantity of sulphides by selecting drill targets among conductors according to conductivity, magnetism or gravity. Problems of noise, inherent in any simulation, are illustrated in this paper by the results of a study of the nomenclature of volcanic rocks of 27 drill holes by forty geologists. Compilations of data banks are long and timeconsuming, and it would help to standardize to allow exchange of data. We believe that such efforts may result in the discovery of more mineral deposits and at a lower cost. The present study is supported jointly by SOQUEM The New Jersey Zinc Co. and Cominco Ltd."

Most Newfoundland. mineral deposits can be clearly classified as within rocks formed either as accreting plate margins (ophiolitic pyrite-chalcopyrite massive sulfides such as Betts Cove, Whalesback, York Harbour, chromite at Lewis Hills, and asbestos at Baie Verte), at consuming plate margins (Kuroko-type polymetallic massive sulfides such as Buchans and Pilleys Island, porphyry-type Mo-Cu at Rencontre, fluorite at St. Lawrence), or within plates (zinc deposits at Daniels Harbour, sedimentary iron ores at Wabana, manganese in Conception Bay.) As these metallogenic patterns can be convincingly extrapolated southward into the Appalachians and northward to the Caledonides, they provide an important means of eliminating and selecting areas for particular exploration targets. Sonic criteria are described for the recognition of these environments of differing economic potential.

The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business, and either deriving their income or planning to derive a substantial part of their income from activities other than mining. The Maritimes Carboniferous Basin is the largest intermontane basin in the Appalachian Mountain System, occupying a total area of 57,200 square miles and containing up to 30,000 feet of late Devonian through Permian .sediments. Deposition began with continental elastics in late Devonian and early Mississippian. Marine deposition is represented by a limestone-evaporite sequence of late Mississippian age. Pennsylvanian and Permian continental rocks deposited largely in flood-plain and swamp environments complete the succession. Marine seismic data disclose several varieties of structure, both halokinetic and tectonic in origin. Recent exploratory drilling in the offshore part of the Basin encountered good reservoir rocks in the Riversdale sandstones, which also provided encouraging shows. The most likely source rocks of hydro~ arbons in the Maritimes Basin are shales in the Horton and Riversdale groups. Potential recoverable reserves of the Maritimes Basin are estimated to be 400 million barrels of oil or 7.8 trillion cubic feet of gas, based on the volume-of-sediment method of calculation.
