The Soviet-controlled Government in Afghanistan continued to emphasize development of the country's mineral resources, primarily to supply raw materials and fuel to industrial areas in the Soviet Central Asian republics. In addition to expanding production of natural gas for export to the U.S.S.R., a $600 million2 Soviet-Afghan cooperation project, 1 of 167 such projects established since 1981, was devoted to exploiting the Ainak copper deposit, south of Kabul in Logar Province. Also being developed was the large Hajigak iron ore deposit in the Hindu Kush Mountains, 100 kilometers northwest of Kabul. In addition to these minerals, Afghanistan already produced small quantities of barite, cement, coal, gypsum, salt, and possibly some lapis lazuli. Afghanistan was the world's leading producer of lapis lazuli, a semiprecious gem stone, prior to the Soviet invasion in 1978, but production, although no longer reported, has probably been significantly reduced. It was also reported that Soviet mining engineers and technicians have commenced producing uranium from Lashkangah in the mountainous Khawaja Rawash area near Kabul.3 The Government was also considering mining chromite from Herserak and Mohammed Agha Kulanger, near the border with Pakistan.4 Afghanistan's overall economy remained stagnant in 1983, a result of continuing armed resistance to the Soviet-installed government. The gross domestic product (GDP) was estimated at about $2.8 billion, only marginally higher than the 1982 level. The value of exports was estimated at $720 million, up less than 2% over that of 1982, while imports rose approximately 8% over the same period. Natural gas was by far the leading export, earning about $295 million, up 4% over that of 1982. Approximately 90% of Afghanistan's natural gas production was exported to the U.S.S.R. Gas exports were used to pay the country's debt to the U.S.S.R., and also to pay for its supplies of petroleum products and other goods, which were imported almost exclusively from the Soviet Union. Some of Afghanistan's petroleum products were supplied by the U.S.S.R. as grants in aid, as Afghanistan did not have any domestic petroleum refining capacity.

INTRODUCTION The Sunshine Mining Company's 16-to-1 silver deposit and mine project are located 384 kilometers (240 miles) southeast of Reno and 360 kilometers (225 miles northwest of Las Vegas, near Silver Peak in Esmeralda County, Nevada, at an elevation of about 2,300 meters (7,000 feet). The deposit was being developed, in 1980, with an anticipated mining and milling rate of 150,000 tons per year (500 tons per day). Mining is by underground, blast-hole open stoping with rubber-tire haul-age out of the mine to a straight cyanide plant about 5.5 kilometers (3.5 miles) from the mine. The product is a gold-silver dore which may be further refined at Sunshine's new refinery in Kellogg, Idaho. The cash required for investment was obtained through the sale of $25 million worth of 6 l/2h silver-indexed bonds. Some $15.0 million were directed toward development of the 16-to-1 Mine. These bonds, which were underwritten by Drexel Burnham Lambert of Chicago in April of 1980, are redeemable on or after April 15, 1985 or payable at maturity on April 15, 1995 at the greater of either $1,000 or the market price of 50 ounces of silver. Behre Dolbear acknowledges the kindness of the Sunshine Mining Company (Sunshine) for allowing the presentation of the subject material for this Case Study. APPLICABILITY AS CASE STUDY Reasons for Choosing 16-to-1 The reasons for choosing the 16-to-1 Mine as a case study follow: 1. The project is simple and compact. 2. The mine is small -- thus relevant to other contemplated precious metal operaions in the western states. 3. The areas of risk are readily identifiable. 4. A change to project financing was under consideration. 5. A substantial decline in the price of silver was experienced during development. 6. Behre Dolbear undertook one of the first feasibility studies of The 16-to-1 and thus has some familiarity with the project. Historical Summary The following history serves as a setting: 1. Late 1920s -- minor "production"(?) via shallow pitting. 2. Mid-1930s -- neighboring Nivlok Mine successfully put into production. 3. Late 1950s (?) -- Callahan Mining Company acquired rights and drilled -- results inconclusive; Callahan turned property back to Arthur Baker, who had originally interested Callahan in 16-to-1 on the basis of its similarity with Nivlok Mine.

The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also. I do not agree with the conclusion implying that the main goal for state companies is to capitalize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondent government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

The objectives of this research were to examine and to laboratory performance of several brands of rigid urethane een brands, produced by 13 manufacturers, were examined. was performed in a laboratory under controlled conditions. document the foam. Having established arbitrary cutoff values, the original 18 candidates were narrowed to 8. More specialized tests followed. The effects of water immersion and dry aging on flame spread performance and other physical properties were then examined. This Bureau of Mines report was written to provide information for those concerned with using rigid urethane foam as a sealant. Its intent is to describe the various laboratory evaluations performed and to delineate the performance of each candidate. This report neither promotes nor discourages the use of rigid urethane foams. It presents results that will enable those responsible for using or enforcing the use of rigid urethane foams in underground mines to make informed decisions.

This paper describes a graphical technique by which the operating points for a two-fan ventilation system can be represented as the intersection of the modified fan curves. In constructing the diagram, the air quantities associated with the fans are considered to be independent variables and employed as the axes of a rectangular coordinate system. The diagram may include, in addition to the modified fan curves, contour lines for resistances, pressures, and air powers. Procedures for drawing the diagram are discussed and illustrated with an example of the ventilation system.

We applied kriging (geostatistics) to interpret the structure of basement rock in Yucca Flat, NTS from borehole data. The estimation error for 118 data is 81 m comparable with those based on both gravity and borehole data. Using digitized topographic data, we tested the kriging results and found that the model validation process (Thomas option) on data gave a fair representation of the overall uncertainty of the kriged values.

An oxidative alkaline pressure leach is shown to increase the magnetic susceptibility of coal-pyrite particles. The leach was successfully exploited as a pretreatment in the magnetic desulfurization of an eastern Canadian coal. Greater than 50% total sulfur (65% pyritic sulfur) rejection at 85% clean coal yield was achieved using a high-gradient magnetic separator (HGMS) at 1.3 T and 53 mm/s (2 in. per sec) flow rate, after pretreatment at 0.5 mot NaOH, 85ºC (185ºF), 930 kPa (135 psi) air pressure, 15 minutes retention time, and 20% solids by weight (w/w). Without pretreatment, sulfur rejection at these HGMS settings was less than 5%.

Introduction There has been much said recently about the sophistication of Japanese management in turning out reliable, inexpensive products, such as cars and steel. Techniques include consensus management and quality control circles. These have been touted as prime reasons for inexpensive Japanese products. An often neglected, but major factor in the equation of cheap export goods is the role played by Japanese trading companies. These venerable institutions are a vital factor in Japan's overall strategy of keeping the price of raw materials at the absolute lowest levels. This is critical to the country's economy since the nation must import more than 85% of all its coal. A country that is so desperate for imported raw materials would appear, at first glance, to be at the mercy of its suppliers. In Japan's case, however, the opposite is true. With the exception of brief' windows in 1974-75 and 1980-81, Japan has been in the driver's seat in negotiating contract terms. Due to its dominant role in world coal trade, Japan's situation can be described as a de facto monopsony. By definition, a monopsony is a market situation where the product, in this case coal, is offered by many sellers, but is sought by one buyer. This has been due to the role of Japanese trading companies in dealing with suppliers. Table I depicts trading companies by size in 1982. Mitsubishi and Mitsui are overshadowing in terms of size. The others, though less significant, play a vital role in orchestrating the marketplace. Three critical building blocks on which the strategy of the trading companies are based include intelligence networks, exceptional training of company traders, and shrewd contract negotiation practices. Intelligence Networks All success is derived from these three key components. Of the three blocks, intelligence gathering is the most important. With all the sophistication of the Central Intelligence Agency, the Federal Bureau of Investigation, Interpol, and the Surete', the Japanese trading company's method is every bit as competent and far more gentlemanly. Friendly competition is the key to survival. Although one Japanese trading company appears to be in ardent competition with its rival Japanese trading companies, when studied closely, a totally different picture emerges. The end user nominates certain trading companies as market channels and informally guarantees they will receive compensation regardless of which company wins a specific order. With this concept in mind, the pressure is off. The trading company can aim at getting the best price for the end user. Therefore, bargain, beat, and share information. Do whatever is necessary, but get the lowest price for the end user. Even with the game so gentlemanly, no victory could be assured without an adequate intelligence network. Proper intelligence is only as good as the sources drawn from. But how is one assured of getting the right information? The answer is verification. Verification is comprised of numerous independent sources each cross checked at a central processing unit in Tokyo. Each major Japanese trading company receives input, not only from its own trader, but from other trading companies as well. I. INTRODUCTION Modern hydrometallurgy has its roots in such notable successes as heap leaching for recovery of copper, cyanidation of gold ores, the Bayer process, the Oxland process for tungsten, electrorefining of copper, roast/ leach/electrowin process for zinc, and production of yellowcake from lowgrade uranium ores. Metallurgical testing techniques, sampling and analytical procedures, operating and maintenance practices, and improved methods and materials of construction which were pioneered in these processes have promoted the extension of hydrometallurgy into other applications. Periodically, new tools such as solvent extraction, resin ion exchange, and flocculants have opened new avenues to hydrometallurgists. Conversely, pursuit of more complex mineralization, the rising costs of energy and environmental quality preservation, and declining ore grades continue to create new challenges. For much of this century, it can be fairly said that practically any hydrometallurgical development moved the frontier of technology. The 1970's and 1980fs, however, have seen a significant maturing of hydrometallurgy's role in process metallurgy. Simplistically, this maturing seems to derive from a growing awareness of the strengths and weaknesses of hydrometallurgy and a determined effort to capitalize on the strengths. For example, many of us were among those revolutionaries of the 1960's and 1970's who taught that "chemical smelting" was the answer to the treatment of all sulfides. We now recognize, however, that only in very special cases can hydrometallurgy offer economic advantage over the generally less energy-intensive pyrometallurgical systems. The maturing of hydrometallurgy does not, however, signal stagnation. Important innovations are being studied and developed in most extractive areas, and a number are approaching or have achieved commercialization. From our company's perspective, that of an organization dealing with the development of the most economic solutions to metallurgical problems, innovation must be defined as the commercially successful reduction of an idea to practice. There appears to be no shortage of ideas, nor has there ever been a shortage. Many ideas now being implemented were conceived decades ago, but reduction to practice was foiled by the lack of such technology as responsive process control and economical materials of construction capable of withstanding highly corrosive or erosive environments. Commercialization of a new process is a particularly challenging undertaking. Even if technical risks are reduced to a minimum through careful and thoughtful process development, there are inevitable uncertainties in feed characteristics, variable costs, and product prices. Commercialization takes courage, both on the part of innovators who may be staking their careers or reputations and of investors who may face financial disaster in the event of project failure. This paper discusses innovative programs and recently commercialized processes which either have been discussed in the literature or disclosed to Hazen Research staff in private nonconfidential conversations with contacts in industry. Regarding this latter category of information, relative ease of communication has resulted in many of our observations being of North American origin.

This paper describes high speed tunneling by drilling and blasting in a heavily populated urban area. The project consists primarily of mining 2500 m (8237 ft.) of tunnel through mica schist, excavating three shafts approximately 200 m (650 ft.) each and concreting lining 5300 m (17,400 ft.) of 7.34 m (24 ft.) inside diameter tunnel. The techniques developed and equipment utilized to ensure a high rate of tunneling advance are described. Extensive planning and good communications were especially essential in maintaining production on this project since tunnel mining, tunnel concreting, and shaft excavation all proceeded simultaneously from one common work shaft and a single heading.

The amenability of a given vanadium ore to any given treatment depends largely on the mineralogic combinations of vanadium in the ore. Quantitative data on vanadium mineralogy provide not only an objective basis for selection of proper treatment, but also may eliminate many time-consuming amenability studies whose results are empirical, at best. Vanadium is distributed through the interstices of mineralized sandstone ores in the form of oxidized vanadates, reduced oxides, and silicates. Oxidized vanadates, e.g., carnotite, tyuyamunite, etc., are most readily beneficiated by simple acid leaching. Reduced oxides are more slowly solubilized, but relatively amenable to most acid treatments. The layered silicates, roscoelite, mixed layered mica-montmorillonite, and chlorite, are least amenable to most acid extractions, and constitute an assemblage of vanadium- bearing clays that are common to many sedimentary deposits. Vanadium is combined principally as layered silicates in the clay fractions of many sandstone ores. Mineralogic studies in this paper are largely confined to clay minerals, and to their amenability characteristics in low pH liquors.

High angle conveyor (HA C) systems in open-¬pit mining offer many advantages over the traditional, truck only, haulage systems. These include superior energy efficiency, less dependency on petroleum products, less sensitivity to inflation, less excavation for the amount of ore recovered, and less ramp construction and maintenance costs. Various high angle conveying systems and the corresponding characteristics of the high angle conveyor are illustrated. Discussion includes the range of HAC systems from the low capacity (up to 1.8 kt/h or 2000 stph), low lift (10.7 to 36.6 m or 35 to 120 ft), continuously mobile to the moderate capacity (1.8 to 3.6 kt/h or 2000 to 4000 stph), moderate lift (36.6 to 76.2 m or 120 to 250 ft), intermittently mobile to the high capacity (greater than 3.6 kt/h or 4000 stph), high lift (greater than 76.2 m or 250 ft), semimobile. Combinations of the above as required for the various open-pit mining operations are also discussed.

The accuracy with which block estimates are perceived is obtained by calculation of the kriging variance. This is dependent upon the model chosen for the semi-variogram of the deposit. For an extensive series of spherical semi-variograms the changes in the kriging variance resulting from various degrees of misassignment of the relative nugget effect are investigated. The results are reported as contour maps of percentage change in kriging variance as a function of the range and relative nugget effect of the true model.

The past year has been a strange one for the fertilizer industry of the world and the United States. Listening to news stories, you would think the sky is falling on the world's agriculture and probably conclude that we should have had an exceptionally poor fertilizer season. In some respects, we did. Prices were low, profits were low, and in some cases nonexistent, but volume was good. We heard much in the press about the farmers' credit crunch. The truth of the matter is that only 6.6 percent of the U.S. farmers have debt-equity ratios of 70 percent or more, and a large percentage of our farmers have absolutely no debt but operate entirely on their own cash assets.

P S B Stewart has rightly pointed to a possible obscurity in our paper on drilling patterns, viz. in comparing the improvement of a triangular drilling pattern over a square one, we used percentage improvements without always making clear their base. We hope, however, that other readers, like Stewart, have been able to understand the particular meaning from the context.Although different methods of estimation of an ore deposit will have different local bias (Philip and Watson, 1985), the critical relationship affecting the reliability of estimation of an unsampled location is the scale of local variation of the variable being estimated in comparison with the density and isotropy of sampling. This relationship overrides all other considerations.

The method of coal pillar design involves primarily two aspects, the geometry of the pillar and the strength of the coal. However, the strength of the coal has to be emphasized with respect to the entire pillar dimension rather than isolated strength values of coal samples taken and measured from different locations. The presently applied pillar design systems do not specify clearly what the coal sample strength really represents. The intention of this paper is to introduce the concept of seam strength as opposed to the current practice of using coal strength as a prime design criteria in the formulation of pillar calculations. Seams are most of ten composed of multiple layers of coal, partings, and bone in different configurations, changing within the vertical section of the seam even in relatively close locations. The difference in strength between the weakest and strongest component of the coal seam could be as much as five times or more. An experimental approach based on multiple compressive tests performed on coal samples from the Coalburg and the Warfield seams from Eastern Kentucky was undertaken. The analysis of the results lead to the conclusion that for pillar calculations both the weighted mean of the seam strength and the strength of the weakest stratum should be considered rather than the relatively vague aspect of coal strength The design of pillar dimensions based on the above mentioned aspects should assure a more realistic design performance.

Approximately a century lapsed between the time nodules were discovered and the beginning of commercial exploration in the early 1960's. A period of rapid development of exploration and mining technology ensued over most of the next two decades. In recent years advancement has been sharply curtailed. This paper discusses the constraints inhibiting nodule mining and some developments that could aid in overcoming certain difficulties. Specifically, the greatest single constraint is economic. With few exceptions mineral markets are badly depressed. Present projections for development of nodules are for the late 1990's or beyond. However, the U.S. awarded exploration licenses in mid-1984 and more recently boundaries of license areas have been released. These conditions promote cooperation among organizations engaged in deep ocean mining. Survey data, and where appropriate some data products, have been exchanged between various consortia. The present hiatus in at-sea activities provides an excellent opportunity to investigate the best means to proceed. This period of quiescence offers a rare moment to distill the meaningful values of an era of hectic activity to permit more efficient development in the future.
