"Hat Creek coal was treated by the liquid solvent extraction process in a continuous plant at the U.K. National Coal Board Coal Research Establishment.Extraction levels of over 80 per cent dry-mineral-matter-free (dmmf) coal were achieved.Total light oil yield was around 47 per cent of the dmmf coal. The light oil was shown to be a good feedstock for secondary refining into gasoline, jet fuel and diesel fuel.In spite of the high mineral matter content of the coal the solid residue was successfully removed from the coal extract by filtration.IntroductionBritish Columbia Hydro (BCH) and the National Coal Board of Great Britain (NCB) undertook a joint project to test the Hat Creek coal from British Columbia in the NCB's coal liquefaction process designed to produce transport fuels and feedstocks for the chemical industry by the liquid solvent extraction of coal(1), In this process most of the coal is dissolved in an aromatic solvent and the residual solids consisting of mineral matter and undissolved coal are removed by filtration. The resultant coal extract solution is fed to a hydrocracker for conversion to light liquid products and a fraction suitable for recycling as solvent. The light liquid products can be converted to gasoline and diesel fuel in a secondary refining stage.The dissolution of the coal is effected by heat-treating a slurry at a temperature in the region of 400°C which causes some bonds in the coal to rupture with the formation of radicals(2,3). These radicals are stabilized by hydrogen transfer from the hydroaromatic groups in the solvent, resulting in a reduction in the molecular weight of the coal. In the absence of donor groups the radicals combine to form an insoluble high molecular weight product(4). From studies of the kinetics of these reactions it has been shown that the formation and stabilization of the radicals is rapid at temperatures around 400°C(2,3). The dissolution of the depolymerizing coal is, however, relatively slow and the need to ensure complete dissolution in order to achieve a high extraction restricts the selection of digestion time(5). Further, it is important that digests do not contain depolymerizing coal as it may re-form under the applied stress in the filter cake inhibiting flow through the bed and resulting in low filtration rates(6).Thus, in practice relatively long digestion times are generally required in order to ensure complete dissolution of the depolymerizing coal, while it is also important to avoid depletion of the hydrogen donor groups in the solvent which would lower the rate of hydrogen donation to the coal and thus reduce the extraction yield and adversely affect the filtration(7). Clearly it is desirable to optimize the digestion time and temperature with regard to the extraction yield and filtration properties.The precise control of the distribution of products from the hydro-cracker is important for the composition of the recycle process solvent. The principal functions of the solvent are to provide a source of donatable hydrogen and a vehicle for the dissolution of the depolymerizing coal. Hydrogen transfer from the solvent, achieved by the conversion of hydroaromatic to aromatic groups, stabilizes the radicals formed by thermal cleavage of some of the bonds in the coal resulting in a progressive reduction in the size of the coal molecules(8,9) and dissolution in the solvent. The combination of radicals would result in the formation of insoluble material and a reduced extraction yield of the coal(4). Thus to achieve a high extraction yield the solvent should contain sufficient hydrogen donor groups to prevent extensive radical combination. The composition of the solvent should also be controlled to allow dissolution of the depolymerizing coal and to prevent precipitation of this material during the subsequent processing of the coal digest and extract solution. The Colowyo mine is a unique surface coal mining operation because it is a multiple seam pit. Using a combination of a shovel-truck and dragline operation, Colowyo mines 8 seams of coal to a depth of 400 ft. Over the past 3 years a number of operational changes have occurred, one of which is the implementation of blast casting. Through this implementation Colowyo has been able to eliminate over one million cubic yards a year, which would have had to be removed by the shovel-truck operation. This has also brought about a significant decrease in the stripping cost per ton within the dragline operation.

Tests show how that temperature and rate of sparging to remove carbon dioxide determine the rate of precipitation and the chemical and physical properties of hydrated magnesium carbonates precipitated from clarified magnesium bicarbonate liquors derived from crude magnesia. At temperatures above 55°C the product is largely in the form ofhydromagnesite, Mg5(C03)4(OH)2.4H2O Between I5°C and 55°C the major product is nesquehonite, MgCO3·3H2O, although partial hydromagnesite precipitation can be induced by a high rate of aeration.As a result of the reduced time required to bring about greater than 95 per cent magnesium precipitation, the higher MgO content of the product, the ease of product recovery from the precipitation vessel, and the lower energy requirement for thermal decomposition of the precipitate to magnesia, it is preferable to precipitate hydromagnesite rather than nesquehonite. Moreover, the magnesia produced from hydromagnesite is somewhat more reactive than that formed from nesquehonite.Using precipitate calcination temperatures less than 1000°C, the chemical reactivities of the magnesias formed from both precipitates are greater than those of the crude magnesias derived from Savage River magnesite itself. The magnesias would be suitable for most uses developed for caustic-calcined magnesia. However, for refractory brick manufacture, it would be necessary to briquelle the caustic-calcined magnesia. adjust the CaO and SiO2 contents and sinter at temperatures in excess of 1600°C. This would bring about an increase in the bulk density and induce the appropriate chemical bonding reactions.Dead-burned magnesia produced from Savage River magnesite by the calcination/carbon dioxide route would have very low B2O3 contents, typically less than 0.0001 per cent.

The National Steel Pellet Company is owned by National Steel Corporation, managed by the M. A. Hanna Company and located near the town of Keewatin in northern Minnesota. Annually, the concentrator processes 15.24-Mt (15.0 million It) crude taconite with eight 8.2-m diameter by 5.5-m long (27 ft x 18 ft) wet semi-autogenous (SAG) mills to produce 4.57-Mt (4.50 million It) of iron ore pellets. To improve operating costs and primary mill grinding circuit efficiencies, a task force on liners was formed with the operation, maintenance and engineering staff at N.S.P.C. along with the local supplier of mill liners. Results of the task force recommendations since 1980 along with improvements made in the primary circuit operations, are presented. Mill Liner Design and Metallurgy Changes The primary mill liner task force was formed in 1977. Its function was to improve the operating costs and milling efficiencies of the ten 8.2-m x 5.5-m (27 ft x 18 ft) wet SAG mills that were operating at the time. The SAG mills are driven by two 3500 HP motors drawing a total of 5450 kW at 76% of critical speed.

INTRODUCTION The Optimum Production Rate (OPR) is one of the most important parameters in the evaluation of a mineral deposit. The OPR can also be expressed as the Optimum Mine Life (OML) in years since the expected mine life is determined by dividing the OPR per year into the estimated ore reserves. Unfortunately, very little time and effort has been directed towards the determination of the OPR. Instead, "rules of thumb" are often applied to select a mine life without due consideration of the economic implications of such a selection. A "justification" for a particular production rate is often based on a pre-conceived arbitrary requirement for a mine life of 5, 10, or 15 years, for example. In this paper it is demonstrated that such arbitrary selections for high-grade/low-tonnage mines (such as many underground gold/silver deposits) often lead to sub-optimal results. In fact, an apparently uneconomic deposit at an arbitrary production rate may be economic at the OPR. Consequently, investment opportunities may be overlooked if one analyzes mine properties based on arbitrary production rates. This paper analyzes the interrelationships of variables such as production rates, capital and operating costs, cut-off grades, discount rates, metal prices, etc. The analysis shows that the OML for high-grade/low-tonnage deposits is often in the range of two to four years. Although such mine lives intuitively appear too short to many individuals, it should be noted that, in the past, much of the mining industry became familiar with the economics of large scale mining operations. The rules of thumb developed for such large scale operations should not be applied to high-grade/low-tonnage mines such as many of the underground gold deposits. DEFINITION OF OPTIMUM PRODUCTION RATE The OPR is selected on the basis of maximizing the net present value of the after-tax cash flows. However, as discussed later in this paper, the production rate selected for a particular mine may be somewhat higher or lower than the theoretical OPR as a result of other variables such as: 1) the probability or expectation of additional reserves being discovered 2) the likelihood of being able to custom mill nearby deposits owned by others 3) the configuration or attitude of the orebody, which may place upper limits on the production rate 4) the residual, or salvage values, of the mine/mill facilities COMPARISON BETWEEN DIFFERENT PRODUCTION RATES For an orebody with definite physical cutoffs*, or boundaries (such as faults or unconformities), the total ore reserves at different production rates may be identical. Consequently, for such an orebody, varying production rates result in differing mine lives. Although the metallurgical recoveries, the mine dilution, and other similar physical parameters may vary slightly at different production rates, the major differences are the capital costs and operating costs per ton. The ramifications of these differences are especially important at low production rates (up to approximately 1000 tons per day), but can also be significant at higher production rates.

Develop a more efficient method of testing the integrity of in-situ leach mining operations. The Problems For economic and environ-mental reasons, in-situ leaching operations must be sure that wells do not leak. Loss of solution in large quantities can be expensive in itself, and if such losses result in pollution the costs can be even higher. Wells are usually tested for leaks by sealing them with packers, pressurizing them and monitoring the pressure drop. However, many commercially-available packers are designed to be used in steel-cased wells rather than the fiberglass-or plastic-cased wells used for in-situ mining. These packers are heavy, cumbersome, expensive, and often leak. In addition, commonly used well-integrity-test systems require lengthy test periods and drill rigs or hoist trucks with rigid pipes must be used to run the packers in and out of the well. The Bureau of Mines has developed a mobile, self-contained leak-testing system that is faster, uses trailer-mounted equipment that can be operated by one person, and features a new inflatable packer.

The fundamental properties of the Bureau of Mines patented dielectric separator were studied to provide insight regarding its design and operating characteristics. Force equations for mineral particles were derived and evaluated experimentally. High dielectric mineral recovery was proportional to the calculated effective dielectric force volume that surrounded each drum electrode wire. Electrode spacing was the most sensitive design parameter, requiring less than 0.4-cm electrode spacing for a good separation. Operating characteristics and ore characteristics were investigated. With a dielectric constant difference as small as 2, good separations were made on a laboratory scale at energy consumption below 12 kw?h/mt.

After the introduction of mechanized bord-and-pillar development at Dumacol in 1958, pillars were being developed at a much faster rate than they could be extracted by hand loading methods. Efforts were therefore made to increase the rate of pillar extraction by mechanization. Following two partially successful mechanized stooping trials in 1964 and 1971, it was decided that mechanized pillar extraction with 1 m3 cable-reel front-end loaders should be introduced. The first section to employ the new equipment started production in May 1979, and the mine now has four mechanized pillarextraction sections in operation. Considerable improvements in production, productivity, safety, and percentage extraction have been achieved.

The Bryan Mound salt dome in Freeport, Texas, has some of the largest and oldest solution caverns in the U.S. There are a total of five caverns of varying shapes and sizes randomly distributed throughout the salt dome. When the caverns were converted from a brine production to an oil storage operation, the effects on long-term stability of the caverns and inter-cavern behavior were analyzed to evaluate the future safety of the storage operation. The analysis was based on a worst-possible-case scenario, including accidental wellhead pressure loss. The impact of this pressure loss upon the thinnest partition between the two closest caverns was analyzed, using a case example of storing lightest weight LPG, thereby creating maximum differential pressures between these two caverns. The finite element method with the REM computer code was utilized for this analysis. Results of the analysis illustrate the basic mechanisms of the long-term behavior of the multiple caverns in the LPG storage operation.

Five salt samples 20 to 40 cm tall, sealed on all sides except one, were exposed to a series of dissolution tests in various brine solutions and at different temperatures. Solvents were in the 50 to 96% saturation range and the temperatures varied between 40°F and 150°F. The collected dissolution data sets for vertical salt surfaces were analyzed and three were selected to be used for developing a general relation. After various curve fitting efforts, an empirical relation for salt dissolution rate as a function of brine temperature and salinity was developed.

Most of the gold reef mined today in South Africa is approximately 1 m in width with slopes about 30 m long. To prevent production interruptions it is essential that the stopes should not be blasted in sections. The shortage of experienced labour and arduous working conditions at the face dictate the need for simple blasting techniques.Hence, a pyrotechnic blasting system of sequential firing is in use at present, although research work to improve this technique is in progress.

TAX TREATMENT OF EXPLORATION AND DEVELOPMENT EXPENSES Exploration Expenditures General Principles. Exploration expenditures are expenses incurred within the United States or the Outer Continental Shelf for the purpose of ascertaining the existence, location, extent or quality of any deposit of ore or other mineral. Section 617 of the Internal Revenue Code permits a taxpayer to elect to deduct these expenditures currently. In default of election, exploration expenditures must be capitalized and included in the basis of the mineral property for purposes of determining cost depletion. Entitlement to Deduction. In order to qualify for current deduction, exploration expenditures must be incurred prior to the commencement of the development stage, i.e., when mineral deposits are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation. Generally, expenditures for geological and geophysical investigations, reconnaissance, surveying, testpitting, trenching, drilling, driving of exploration tunnels and adits and similar types of work constitute exploration expenditures if incurred prior to the commencement of development. However, expenditures to further delineate the extent and location of an existing commercially marketable deposit are not exploration expenditures. Exploration expenditures may be incurred from within a producing mine to ascertain the existence of what appears to be a different ore deposit. Expenditures for property which is subject to an allowance for depreciation are not deductible under §617. However, depreciation properly allowable on assets used in exploration is an exploration expenditure. Election to Deduct Exploration Expenditures. The election to deduct exploration expenditures is made by deducting these expenditures in the return for the first taxable year for which such treatment is desired. The election applies to all properties of the taxpayer. Once the election is made all exploration expenditures, in the year of election and thereafter, must be deducted, unless the election is revoked with the prior consent of the Commissioner. The Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) made substantial changes in the treatment of exploration expenditures. For exploration expenses incurred after 1982 and before 1984 by a corporation, the amount currently deductible is limited to 85% of the expenditure. The remaining 15% must be capitalized and recovered over a five-year period. Although exploration costs capitalized under this provision are not part of the basis of the property for cost depletion purposes, investment credit may be claimed with respect to these expenditures. Further changes have been added by the Tax Reform Act of 1984 with respect to expenditures made after 1984. The Act reduces the amount of otherwise currently deductible costs from 85% to 80%. Additionally, it limits the availability of the investment credit for capitalized mineral exploration costs to deposits located in the United States. TEFRA also allows individuals a special method of recovery under which exploration expenditures may, at the election of the taxpayer, be amortized ratably over a 10-year period beginning with the year in which the costs are paid or incurred. If taxpayer does not use this method, the excess of the exploration expenditures actually deducted over the amount that would have been deducted if 10 year amortization had been elected is an item of tax preference subject to the alternative minimum tax.

The Bureau of Mines and United States Steel Corp. are conducting a joint project to monitor formation pressures at a large (23-well) coal- bed gas drainage field near Oak Grove, AL. Three monitor holes were drilled in late 1981, and pressure monitoring began in December 1981. The Bureau of Mines direct method was used to obtain gas content data from cores taken in the monitor holes. Comparison of the 1981 gas con- tent data from the monitor holes with initial gas content values obtain- ed from the production wells in 1977 indicates a 50-pct reduction in ad- sorbed gas content inside the pattern and a 29-pct reduction at one point 500 ft outside the pattern. The combination of pressure and gas content data has also allowed an in situ isotherm curve, relating the formation pressure to adsorbed gas content, to be developed for the area of the production wells. From the current rate of pressure decline (1 lbf/inz per month), the observed changes in gas content, and the isotherm curve, it appears that most of the early gas production came from within the pattern, but since 1981 (and possibly earlier) most of the gas produced has been migrating to the wells from outside the pattern area.

Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. The Bureau of Mines studied the compaction characteristics of metal and nonmetal tailings. Densities of the tailings and zone of compaction influence, compactive effort, and cost of equipment are related to changes in the factor of safety for specific grain-sized tailings and embankment configurations. Field testing was accomplished in two distinct phases. The first phase investigated the effectiveness of using a nuclear gauge on metal and nonmetal tailings to produce rapid, instantaneous measurements of moisture content, wet density, and dry density. The results of the nuclear gauge testing are presented in chapter 1. Chapter 2 presents a comparison of the compactive effectiveness of three different pieces of construction equipment on a coarse-grained metal tailings pond. The three pieces of equipment chosen for study were a DBH track-mounted dozer, a DSOO rubber-tired dozer, and a SP848 vibratory smooth-drum compactor.

As deeper seams are continually mined, methane liberation will continue to increase and must be monitored effectively. To effectively monitor and develop appropriate control technology, methane-liberation patterns must be known. The Bureau of Mines recently completed a study to identify specific patterns of face methane liberation during long- wall mining. Both of the longwall faces surveyed had high methane liberation rates. At one longwall face, most of the methane was liberated during cutting of coal by the shearer mining machine. At the second face, a significant portion of methane was emitted from the face and floor. An effective methane-monitoring system would be different for each longwall panel because of the differences in how the gas is released along the face.

Three different physical techniques have been used to see through or probe into rocks, so miners might know what is ahead or overhead. These are radar, sonar, and a unique type of sonar called nonlinear sonar. Five radar systems have been developed. The highest frequency used is 4300 MHz for detecting small fractures at close range. This gives the best resolution. For longest range (over 2000 m, or 6560 ft) we use the 30 MHz radar for finding faults ahead of mining or ranging to salt dome flanks. Two types of salt, dome and bedded, are recognized. Radar works well in dry (dome) salt, but not in bedded salt which contains small amounts of water. The dipole moment of water absorbs energy from the radar. Thus was born the 30 MHz radar system and sonar probing systems. These can probe to 100 m (328 ft) even into wet salt. All probing systems measure data in time, which are converted to distance by measuring the time of travel of radar or sonar through salt pillars of known thickness. Ranges of probing in salt are from less than 1 m (3.3 ft) to more than 2000 m (6560 ft). Uses of radar and sonar probing in mines include mapping the top of salt above a mine; mapping salt dome flanks; finding impurities in salt such as anhydrite, sandstone, or potash stringers; locating old boreholes in salt pillars; locating fractures in salt; and finding faults or water zones ahead of mining.

"A sample of flotation feed from Bakertalc Inc., High water, Quebec was subjected to flotation evaluation to improve the recovery of talc. A number of alternative frother/collectors and depressants as well as flotation parameters including pH, conditioning time, frother/collector concentration and pulp density were assessed. In addition, the possibility of using a size coarser than that currently employed for flotation (95% minus 50 um) was investigated.As far as possible, a laboratory duplication of the present circuit arrangement was folio wed so as to minimize the cost of any changes. The best results obtained were a concentrate analyzing 95.96% acid insol for a recovery of 65.98% after four stages of cleaning. With recirculation of cleaner tailings, the recovery would be higher.The possibility of using an alternative method, based on the natural ability of talc to float unaided by a frother/collector, was briefly explored with encouraging results.IntroductionBakertalc lnc ., located in the eastern townships at Highwater, Quebec, Is approximately 140 km east of Montreal near the Vermont, U.S. border. Originally called Baker Mining and Milling Co. Ltd., it has produced pulverized talc products since 1938(1 ), although records show that talc was mined in the area as early as 1871(2). Feed to the mill originally was obtained from local deposits, but since 1952 the van Reet mine near south Bolton, approximately 25 km from Highwater, has been the source of ore .In 1957 a Raymond high -side roller mill was installed which enabled production of a greater range of talc products and, in 1960, new crushing equipment and a dryer were added. Other additions to the mill were the introduction of wet magnetic separation, although this was later discontinued, and flotation to produce high-grade talc concentrates."

Pressure oxidation of gold containing concentrates and ores is an effective pretreatment for liberating refractory gold. This is particularly true when an appreciable portion of the gold is associated with sulfides and is not amenable to conventional cyanidation. A brief review of the literature on pressure oxidation of refractory gold materials is presented. The chemistry of the aqueous oxidation of arsenopyrite and pyrite is discussed. Data obtained on pressure oxidation and subsequent cyanidation of concentrates and ores tested at the Sherritt Research Centre are also presented.

"The maintenance records for AL-60 airlegs at Falconbridge Ltd. are used to demonstrate some of the procedures for the analysis of such data.The data are not representative of pure failure s of one type or another. In fact, the records are for the undefined pseudo-failures which are usually found in industrial operations. However, because the machines are brought to the shop only when inoperative, the individual recorded components are treated as failures. Manual calculations are conducted to show the analysis of variance (ANO VA) approach to determine whether certain data can be combined; only a limited number of the 206 machines being considered. The manual procedures continue with the weighting of the suspensions; i.e. terminations f or reasons other than the failure of the given component. After the data are sequenced in the proper order, the nature or pattern of the data is determined using the Kolmogorov-Smirnov (KS) test.It is recognized that these manual examples must be replaced by compute r methods 10 process voluminous data of this nature. Such programs are developed and available. However, a program called RELCODE is used in this case to correspond to the manual examples and to take into account the suspensions. These analytical procedures form the basis for those studies required for good maintenance management."
