"The high rock pressures at the deeper levels of the Tsumeb Mine have necessitated the changing of the mining methods and the introduction of cable bolts. After two rockfalls in the cable-bolted stopes, the mechanics of cable bolting were investigated. Practical methods were developed to find the best grout mixtures, the bond stresses between cables and cement, the bond stresses between rock and cement and the load on the cable bolts, which was mathematically calculated from data observed underground. The design of the cable bolt support system as used at the Tsumeb Mine is explained. GeneralThe Tsumeb Mine is in northern South West Africa/Namibia, approximately 400 km by road from the capital city, Windhoek, at an elevation of 1300 m above sea level. Mining operations in Tsumeb were started in 1905 by the Otavi Minen und Eisenbahn Gesellschaft and continued, with an interruption during the Depre ssion, until 1940, when the mine was closed and taken over by the Custodian of Enemy Property. The present owner, Tsumeb Corporation Limited, obtained the mine in 1947 and restarted the underground mining operations in 1949 after the mine was dewatered. Currently, the stoping operations are between 26 Level (840 m below surface) and 38 Level (1260 m below surface). In addition, the mine is an important silver producer and has produced 670,100 kg of silver since 1947."

In Japan all the complex sulfide ore deposits of base metals have been developed as underground mining. The underground mining cost is extremely high as compared with open pit mining case. Therefore, in milling section of base metal mines, technical advance for maximum recoveries of valuable constitutents in ore has been required all the time to utilize as much ore mined as possible. At present, in mill plants treating "Kuroko", complex sulfide ore, concentrates of copper, lead, zinc, pyrite and barite are produced, with gold and silver contents in the copper, lead, and zinc concentrates being estimated as extra profit. As in the case of Kuroko milling plants, gold and silver contents in the lead and zinc concentrates of lead-zinc ore milling plants are also varuable from an economical viewpoint. Silver content is very high in Kuroko crude ore as well as lead-zinc ore.

I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

Hydrometallurgical processes are not free of environmental regulations. A clear understanding of the regulations under which the minerals industry operates delineates processing requirements at early stages. This paper deals' with federal environmental regulations with emphasis on the hazardous waste regulations promulgated in May, 1980. The procedure of EP toxicity test and an example of the test are described. Brief account is given of the current trend and future outlook of regulations.

Georgius Agricola in 1556 wrote De Re Metallica, one of the first and probably the most famous of mining reference works. In Book 1 he reflects rather elegantly on mining and miners. "Many persons hold the opinion that the metal industries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requiring not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. For a miner must have the greatest skill in his work, that he may know first of all what mountain or hill, what valley or plain, can be prospected most profitably, or what he should leave alone; moreover, he must understand the veins, stringers, and seams in the rocks. Then he must be thoroughly familiar with the many and varied species of earths, juices, gems, stones, marbles, rocks, metals, and compounds. He must also have a complete knowledge of the method of making all underground works. Lastly, there are the various systems of assaying substances and of preparing them for smelting; and here again there are many altogether diverse methods. ... "Furthermore, there are many arts and sciences of which a miner should not be ignorant. First there is Philosophy, that he may discern the origin, cause, and nature of subterranean things; for then he will be able to dig out the veins easily and advantageously, and to obtain more abundant results from his mining. Secondly, there is Medicine, that he may be able to look after his diggers and other workmen, that they do not meet with those diseases to which they are more liable than work- men in other occupations, or if they do meet with them, that he himself may be able to heal them or may see that the doctors do so. Thirdly follows Astronomy, that he may know the divisions of the heavens and from them judge the direction of the veins. Fourthly, there is the science of Surveying that he may be able to estimate how deep a shaft should be sunk to reach the tunnel which is being driven to it, and to determine the limits and boundaries in these workings, especially in depth. Fifthly, his knowledge of Arithmetical Science should be such that he may calculate the cost to be incurred in the machinery and the working of the mine. Sixthly, his learning must comprise Architecture, that he himself may construct the various machines and timber work required underground, or that he may be able to explain the method of the construction to others. Our continuous search for underground productivity improvements has been brought about by the diminishing ore grades in existing underground mines. The need for more efficient mining methods is a result of the economic problems facing our industry today, and this has caused us to evaluate underground haulage methods which have traditionally been the "bottleneck" in the flow of material from the ore in the natural state to the surface processing facility of any underground mining operation. Small improvements in the face haulage systems have yielded much greater benefits as they relate to overall mine productivity so it's only natural that we are all concerned with the best method of moving ore from the face to the main line haulage. In a recent paper titled "Underground Haulage Trucks - Gaining Momentum Worldwide", Richard A. Thomas concludes that the use of trucks to haul ores in underground mines is on the increase spurred by the convergence of a number of technology advances and economic realities. Perhaps the most important stimulus for the growth of trackless haulage is the high degree of haulage flexibility in underground operations. On the economic side, the demand for higher productivity from underground mines has resulted in larger physical dimensions of haulage roads, that is, higher backs and wider drifts to provide more room for high capacity haulage units. In the process of determining the most effective type of equipment for haulage, the power source must be a major consideration. For the purpose of this paper, we will limit the comparison to rubber-tired trackless haulage vehicles and not try to make a comparison between rubber-tired haulage, continuous haulage systems and rail-mounted haulage. Cost is perhaps the only really measurable factor when making a comparison between electric and diesel haulage. You will find that some costs will be very well defined in absolute terms. In other areas of comparison, cost can be fairly well estimated, and yet in still others, the costs are totally arbitrary. Let's take a look at some of the cost considerations. (Figure 1) first of all, is the initial cost of the equipment. This capital cost quite often is a determining factor in the type of haulage vehicle to be selected, yet this initial cost is perhaps the most insignificant of all costs when evaluating an operation over the long term. Of much greater concern, is the cost of maintenance. This cost will often run three times the original capital investment during the life of a single piece of haulage equipment. This factor can include rebuild to extend the life of the original capital investment, but certainly includes the labor and materials necessary, plus the inventory to keep the equipment in good repair. Perhaps one cost which is now playing an even greater role in the rubber-tired haulage operation, is the cost of fuel. Conoco has recently come up with some rough estimates which indicate that diesel fuel will cost an average of three times the equivalent kilowatt output in direct electric power. Diesel fuel is almost twice the cost of stored electric power. (This of course relates to the efficiencies of charging and recovery of power from lead acid storage cells.) These particular figures of course will vary from one area to another but I think that there is enough significance here to certainly warrant the further study of fuel costs for each particular area or mine. Another cost is breakdown expense. This must be treated differently from maintenance costs because a potentially larger expense is involved, more than just parts and labor. Now we have to deal with the cost of lost production time, which can have a much greater overall effect. Mine plan economics are another cost consideration where we can't make a comparison without looking at specifics. Here you must look at the movement of power centers vs. the flexibility and freedom of movement of vehicles. The determination must be made as to what types of equipment will fit into any predetermined mine plan and if a change in the planned roadway dimensions for the mine plan itself would be more economical so that more efficient type of equipment could be utilized. Finally, two of the most important aspects to be considered with potential ramifications far beyond what we have mentioned previously, is the cost of health and safety, which is really the cost of meeting current and future government regulations, reasonable or otherwise. And of course, when making any consideration here it is impossible to come up with anything more than an educated guess on the cost of meeting the new regulations. Now let's take a look at some of the advantages of diesel vehicles as well as advantages offered by electric vehicles, both battery and cable powered versions (Figure 2). Much of the data used in this comparison is based on experience with three vehicles manufactured by Jeffrey Mining Machinery Division, Dresser Industries. Jeffrey manufactures all three types, each with approximately a 15-ton capacity, even though few of these Jeffrey vehicles are used in uranium mining operations. Much of our experience comes from the 4114 diesel powered RAMCAR which is a 4-wheel drive, articulated steering,vehicle powered by a Caterpillar 3306NA engine and using a powershift transmission. This will be compared with the performance of the Jeffrey 404H battery powered RAMCAR with articulated steering which utilizes a separate 35 HP DC drive motor on each of two wheels with solid-state speed controls, and the final comparison will be made on the Jeffrey 4015 cable-reel shuttle car which is powered by two 60 HP constant

Mechanical agitation is the preferred system for Carbon-in-Pulp processes. Agitator design requires an understanding of the relationships between energy, shear and flow and the nature of shear rates and shear stress distribution in an agitated tank. Laser techniques are useful when studying these phenomena. The alternatives are open impeller agitation or draft tube circulation. Each has advantages and disadvantages but both require careful choice of impeller and system geometry. Overall the draft tube circulator is the more attractive in many cases. Open impeller agitators are designed in accordance with established procedures for mineral slurries taking due account of shear effects in tanks containing carbon. Preferred tank proportions are 1:1. Circulator design methods were developed in the alumina industry before being applied to CIP processes. Optimum draft tube diameter is critical to power requirements. The overall system must be designed as an axial flow pump operating in a closed circuit. Such a system exhibits quite characteristic behaviour which requires an impeller of varying pitch angle and aerofoil section for best stability and efficiency.' Tank height may be 2 or more times diameter. Resuspension of settled solids can be assisted by a series of slots in the draft tube. These slots have the secondary effect of stabilizing hydraulic behaviour and reducing installed power requirements.

FMC built its first angle bolter in 1969. This was a single mast unit which could drill holes for conventional bolts or angle holes for installing roof trusses. From this drill we learned very quickie that the mast design was an important factor to the success or failure of any angle bolter. The first mast installed on this machine (EXHIBIT 1) was fixed in length with endless chain and hydraulic motor feed. It took less than a shift underground to determine that the fixed length was not going to work. The undulating top created conditions where the mast was too long to be positioned at a 450 angle. Several mast designs were tried and discarded before we felt we had the answer to our problems. (EXHIBIT 2} We developed a mast that would extend or retract without moving the position of the drill unit. This allowed the operator to "wedge" the mast between the floor and roof before starting his drill feed. This arrangement worked exceptionally well, but unfortunately the demand, as perceived by our Sales Department, for angle bolters did not materialize. This unit became an "orphan" and was used by many coal mines until it died a natural death. FMC did not decide to re-enter this market again until 1979. At this time many coal producers were contacted to determine what features should he incorporated into a dual mast angle bolter. From this information we were able to arrive at three main areas of concern that we should consider when designing a new machine. 1. Eliminate overturning moment on drill unit. 2. Provide some sort of steel support near roof line to aid in starting a 15° hole. 3. Dual mast units need a method of raising center of mast rotation to facilitate various mining heights and still maintain a 45° angle and proper distance from rib. I would now like to discuss each of these individually. EXHIBIT 3 indicates the overturning moment resulting from the feed cylinder thrust and the reaction of the drill hit against the roof. To eliminate this moment a mast was designed using two feed cylinders mounted in the plane of the drill center line, thus removing all overturning moments on the drill unit carriage. This mast has been used extensively in vertical drilling with no downtime attributed to wear on mast guides and drill unit supports. The cylinders are designed to provide uniform thrust and feed speed throughout the total stroke. For manufacturing and economic reasons, the final mast design on the first drill was not used for this new drill. A drill steel support mounted on the mast, and positioned by a hydraulic cylinder provides the needed guidance near the roof for starting a hole at a 45° angle. (EXHIBIT 4) This support does not surround the drill steel but simple cradles the drill steel for "collaring" the hole. Once the hole is started, the support can he lowered. The support plate is hinged to allow the drill mast to pass. The advantage of having vertical motion of the center of rotation on a dual mast drill is shown in EXHIBIT 5. Following the criteria recommended by Birmingham Bolt Company, the truss bolts should he at a 45° angle and one fifth of the width of the entry from the rib. Therefore, in an entry 20 ft. wide, the hole should be drilled 4 ft. from the rib and at the 45° angle previously mentioned. With the limitations inherent to dual boom drills, that is, the masts cannot pass each other nor can one mast pass the center line of the machine even if the other is positioned out of the way, it is impossible to accommodate much variation in seam height and maintain the recommended criteria. As shown in EXHIBIT 5, a center of rotation 17 inches above the floor will start a hole 4 ft. and 45°angle at a height of 67 inches. Any height above 67 inches

INTRODUCTION Homestake Mining Co. owns and operates the Bull¬dog Mountain mine near Creede, CO. Lead-silver con¬centrates are produced from ores extracted from narrow veins which dip from 1.04 to 1.39 rad (60 to 80°). An¬nual mill throughput is approximately 90 700 t (100,000 st). Ore shoots average 2 m (7 ft) in width and the ore is often weak, muddy, and poorly consolidated. Walls can be either strong or highly fractured along the strike of the veins. Cut-and-fill methods were initially selected to mine the deposit and considerable overhand mining occurred during the initial stages of the mine. Because of un¬stable ground conditions, mine management recognized that other methods would have to be employed. Undercut-and-fill mining was adapted to extract the loose ore from narrow veins and is presently the primary method used. Approximately 80% of the annual pro¬duction is extracted by this system. Loading ramps are positioned along the strike of the vein on 90-m (300-ft) intervals to allow for 45-m (150-ft) long cuts in each direction from the extraction raise. This interval was selected for efficient slusher operation and stope cycling. Loading ramps rather than chutes were selected for ore movement into 4.5-t (5-st) Granby-type cars because of extremely sticky ore conditions. Mined-out areas are filled with deslimed mill sands. Sand is pumped from the mill into two mine storage dams where the water is decanted. Each dam has a 544-t (600-st) capacity. Sand is pumped into the mine at a 30 to 40% slurry through 2195 m (7200 ft) of 51-mm (2-in.) thick wall pipe. When called for, sand is reslurried within the dams to a density of 55 to 65% and pumped to the particular mine opening requiring fill. Dry cement is added to the slurry prior to pumping. The capacity of the mine fill system is 20 t/h (22 stph). DEVELOPMENT Vertical development below the main adit level oc¬curs on 61-m (200-ft) intervals from an internal winze. Main haulage drifts or laterals are 2.7 x 2.7 m (9 x 9 ft) in section and driven parallel to the vein structures. Ground conditions generally dictate that better progress can be realized in the footwall than in the hanging wall. A distance of approximately 21 m (70 ft) is maintained between vein and drift openings to accommodate a smooth 18-m (60-ft) radius curve for crosscuts which are driven on 91-m (300-ft) intervals. Approximately 18 m (60 ft) of tail room is driven past the vein inter¬section to accommodate train loading. Ore and waste are hauled using diesel or electric driven locomotives operating over 18-kg (40-Ib) rail [762-mm (30-in.) gage]. Loading ramps are established above each crosscut¬ vein intersection. Scram drifts are then driven in the vein to determine the width and grade of the ore. If a prior decision to mine the block had been reached, then the scram is driven only far enough [about 12 m (40 ft)] to establish a drawpoint and scraper tail room. In most cases, the drawpoint is a 2.1 x 2.1-m (7 x 7-ft) cutout driven about 2.4 m (8 ft) into the footwall. On the level above, a raise bore station is established in the footwall to one side of the crosscut-vein inter¬section. The station is of sufficient size to accommo¬date a Robbins 41R raise boring machine. Support for the station is accomplished with 1.2 and 1.8-m (4 and 6-ft) roof bolts and wire screening. Once completed, a 152-mm (6-in.) concrete slab is poured and the raise drill set in position to center the 1.5-m (5-ft) diam hole approximately 1.8 m (6 ft) from the vein footwall. A 229-mm (9-in.) pilot hole is then drilled to the scram cutout below and reamed back to full diameter (see Fig. 1). STOPING Initial mining in a typical undercut-and-fill stope be¬gins from the top of the borehole. The initial cut can be either immediately beneath the track level or the old scram drift depending upon the particular situation. Cuts vary but are generally 2.4 to 3 m (8 to 10 ft) high. Support is accomplished by square-set timber, overhead caps, or roof bolts and screening depending upon ground conditions. Once the initial cut is removed, underhand timber and screen is installed and cemented sand fill placed. The stope is then ready for undercut mining. Prepara¬tion work begins with sinking 4.5 to 6 m (15 to 20 ft) on the borehole plus cutting a slot to the vein. As sinking progresses, hanging sets are installed to provide man¬way and service facilities. Hanging sets 1.7 m (5 ft 8 in.) long and 1.6 x 2.2 m (5 ft 4 in. x 7 ft 4 in.) in section are installed with steel hangers similar to shaft sets. Framed 203 x 203-mm (8 x 8-in.) timbers are made up in advance and shipped to the stope during sinking operations. When manway and service facilities are completed to the floor of cut to be mined, generally 3.65 to 4.3 m (12 to 14 ft) below the previous sand fill, the ore is removed to the hanging wall plus a round each way along the vein. Levelers or long stringers are then installed over the raise opening to support the work deck, slusher, and grizzly opening. All waste and ore from the sinking process is fed by gravity to the raise (see Fig. 2). Once the stope is equipped, mining pro¬gresses outward in each direction from the grizzly open¬ing. Stope equipment consists of 907 kg (2000 lb) pull air tuggers, timber skips, 11-kW (15-hp) ventilation fans, 15 to 22-kW (20 to 30-hp) electric slushers, 762 to 1270-mm (30 to 50-in.) scrapers, 67-mm (25/a-in. ) jackleg drills, as well as other drilling and blasting supplies. In narrow stopes [generally less than 2 m (7 ft) wide], no support is required for the underhand caps of the previous fill. Where wide sections in the vein occur, segment braces are installed beneath the caps to insure that the sand support cannot slip away from the hanging wall. A symposium concerning "The Image of the Coal Industry" was presented at 2:00 p.m. in the Conference center and chaired by Charles W. Margolf, RMCMl Program Chairman and Vice President, Western Coal Development, W. R. Grace & Co. MR. McKEEVER: I'd like to do one thing and that's to introduce our Program Chairman, Charlie Margolf, who will be handling this portion of the program. Charlie and I have been acquainted since late 1973. He has worked together with me on several projects at W. R. Grace here in the west; a dear friend and one that I just want to say thanks to again. I think I have a little token of that appreciation here for Charlie. Here you are Charlie. (present given) I turn the command over to you. Mr. Margolf, a native of State College, Pennsylvania, received a Bachelor of Science Degree in Industrial Engineering from Pennsylvania State University in 1950 and a Juris Doctor Degree from University of Pittsburgh School of Law in 1953. His professional experience has beem as an attorney in the Law Department of Reynolds Metals Company, Richmond, Virginia, where he served as legal counsel to the Geological Department the mining subsidiaries of the parent company both foreign and domestic, the Power Department and the Oil and Gas Division. He was closely associated with Reynolds Mining Corporation's project at Lake DeSmet, Wyoming, from its inception in 1954 and became Manager of the Wyoming Division of Reynolds Mining Corporation when it was established in 1966, holding that position until September 1972 when he joined Cameron Engineers, Inc. of Denver, Colorado as Vice President in charge of its coal, water and environmental activities. Mr. Margolf joined W. R. Grace & Co. in January 1974 as Director of Western Coal Operations. Memberships are held in the Virginia Bar Association, the Wyoming Bar Association, the American Bar Association and its Section of Natural Resources Law, the Wyoming Engineering Society, the Colorado Mining Association, the Rocky Mountain Coal Mining Institute which he has served as vice president for Wyoming, the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers, the Minerals Information Committee of the Denver Chapter of AIME and the Denver Coal Club which he has served as Chairman of its Board of Directors. He has also been a member of the Montana Coal Council and served as a director, the Wyoming Water Development Association which he has served as a director for industry and as first vice president and the Wyoming Mining Association. He has been reappointed by Governor Lamm to the Governor's Scientific Advisory Council. He was appointed by the Federal Power Commission, Gas Policy Advisory Council, to its Supply- Technical Advisory Task Force - Synthesized Gaseous Hydrocarbon Fuels and served as Vice Chairman of that Task Force. He has been reappointed by the Secretary of the Interior to the Solid Fuels Unit, Department of the Interior, National Defense Executive Reserve. He also serves on the Advisory Council to the Industrial Ecology Institute of the Colorado School of Mines and was recently elected a member of the Board of Directors of ROMCOE (Center for Environmental Problem Solving). Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action. Through tighter control, "insurance" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.

To pinpoint dust sources and to improve dust control on longwalls. Approach Use short-term gravimetric sampling to determine the severity of various dust sources, and to evaluate dust control techniques used in longwall mining. Short-term gravimetric sampling can be used to isolate dust levels produced by various dust sources. How It Works Traditionally, gravimetric samples have been collected over an 8-hour shift, yielding time-weighted, average dust concentrations. This method gives a good indication of the full-shift respirable dust exposure of underground workers, but is less than satisfactory for identifying dust sources, determining their severity, or for evaluating the effectiveness of dust control techniques. Short-term gravimetric sampling uses equipment available to all mine operators. Two individuals composing the survey team each collect multiple (three to four) gravimetric samples during selected segments of the mining cycle. Multiple samples are necessary to insure accuracy, and to obtain a valid average measurement of the respirable dust concentration when sampling for short periods of time (typically 20 to 30 minutes). The gravimetric instruments may be carried in a sampling package or in a "sampling vest." A fishing vest with four large pockets can be used for this purpose. The sampling pumps are carried in pockets and the sampling head assemblies arc hung across the front of the vest.

Diatomite or diatomaceous earth is composed of innumerable microscopic opaline skeletons of single-celled aquatic plants called diatoms. The unique properties of this material enable it to be used as an important filtration medium and filler. The Circumpacific contains several economic deposits of diatomite. The largest of these is located in Lompoc, Ca. This deposit is the world's largest, purest, and most uniform marine deposit currently being mined. The other Circumpacific deposits are of fresh water origin. These deposits and Lompoc's unique marine deposit are significant sources of the world's diatomite supply.

A wide variety of subsidence prediction methods exist. They can be classified into empirical methods and mechanistic models. The empirical methods include profile functions and influence functions (Brzuner, 1973a,b; Kratzsch, 1974; Berry, 1978; Hood et al., 1981), the two empirical approaches of most practical value, if only be- cause they are readily programmed on calculators or computers. The profile functions have the advantage that they allow for ready determination of the necessary empirical parameters from field observations. They have the disadvantage of being restricted to subsidence calculations at a very limited number of points or lines above very simple (rectangular) mine geometries. This reduces greatly their practical applicability for damage predictions, which usually require estimates of strains, slopes or curvatures at structures that have arbitrary position and orientation with respect to planned mine excavations. Influence functions can be used to calculate subsidence at any point near an excavation of any in- seam outline. The main difficulty associated with empirical influence functions is the lack of uniqueness in the relation between subsidence and its cause, the convergence distribution over a mined excavation and its immediate surroundings. A secondary practical difficulty is the need for fairly arbitrary adjustments near the excavation edges, usually in the form of compensation zones (e.g. Brsuner, 1973; Hood et al., 1981). Determination of the appropriate empirical constants in influence functions is facilitated greatly when a direct mathematical connection exists between influence and profile function (several examples are given by Brauner, 1973 and by Hood et al., 1981), so that field data can be used to determine the parameters through backfitting of the profile functions, which is considerably simpler and more direct than backfitting of influence functions.

INTRODUCTION A company must have an objective, and that usually is to earn money. In some countries an objective can also be to reduce unemployment in an area or to develop nonindustrialized areas. Government-owned companies can also have as an objective that of serving the com¬munity. This discussion is limited to the consideration of normal companies wanting to earn money. Such an objective, however, has to be defined in more detail. It is not satisfactory only to maximize the total annual profit from, for example, a mining project. In comparison with most other branches, the mining in¬dustry is very capital intensive. When starting a new project, the mining company must invest a lot of money in mines, ore treatment plants, etc. It is normally many years before any income is received from the ore. Fig. 14 illustrates the payments for a new mining proj¬ect with an expected lifetime of 10 years. Whether this project is a profitable one depends on a lot of things. If the company has a shortage of money, it can be impossible to finance the project. Even if the company has enough money, the management may think that perhaps the project may not return the money fast enough. Such limitations will not be discussed here. Suppose that the company has internal funds from its own operation or can borrow them. Since the mining company must invest the money in advance, it is not satisfactory only to add all of the costs during the mine's lifetime and compare them with the total income during the lifetime. The company must include the time value of the capital. In this appendix, the basic investment theory neces¬sary to judge the profitability and costs of mining proj¬ects will be discussed. INVESTMENT THEORY Time Value of Money If a private person has a dollar and puts it into a bank, he or she will receive interest. If the interest rate is r%, the value after one year will be $(1 + r), after 2 years $(I + r)2 , etc. The interest rate represents the time value of money. If the same person wants to have $1 in the bank af¬ter one year, he or she has to put $(1 + r)-1 in the bank today. If the person wants $1 after 2 years, it is neces¬sary to put $(1 + r)-2 into the bank today, etc. So one dollar today is worth more than one dollar tomorrow. It is, of course, not correct to compare money at differ¬ent times since each dollar has a different value. It is necessary to transform all payments to the same point in time. That is called the calculation of the capital value of a cash flow, and to do this an interest rate is used. In the same way, the cash flow from a project like that shown in Fig. 14 can be translated to any other point in time. Most common is to translate all payments to the beginning of the mining period. That capital value is often called the present capital value. Interest Rate What interest rate will the company use? A com¬pany, just like an individual, has the basic alternatives of keeping its money in the bank and receiving interest, or borrowing money from a bank and paying an interest rate. The interest rate represents the time value of money for the company. If the company has a shortage of money, or many good potential investment projects, it has to use a higher interest rate than if it has a lot of money available. Most companies also increase their interest rate as a hedge against the risk involved by using money for uncertain investments, because of taxes, etc. Capital Value When the interest rate has been decided, it is possi¬ble to estimate the capital value of a project. Here the discussion will be limited to the estimation of present capital values. Suppose that one wants to know the present capital value of $1 (Fig. 15), which will be received after n years. To transform it n years back in time, one must multiply it by the factor (1 + r)-, where r is the inter¬est rate the company uses. Table 1 gives these factors for different years and interest rates. Example: At the end of year 5 a mining company has to invest $50 million in a new mine. What is the present capital value at the end of year 0? The company uses an interest rate of 15%a.

Argentina follows Venezuela and Mexico as the largest producers of crude petroleum and natural gas in Latin America. Argentina 1S practically self-sufficient in fuels, but relies substantially on imports for its supply of copper, iron ore, ferroalloys, sulfur, and fertilizers. Mining activity is limited and is in an incipient stage of growth, considering the country's potential for mining. Most nonfuel mineral output in 1979 consisted primarily of minerals used for construction, while only 9% are other nonmetallic, and 2% are metallic minerals. Argentina is Latin America's major producer of boron minerals and uranium (yellow cake). Mineral exports consist primarily of borates, uranium concentrates, and of late, some tin. These exports have in the past been shipped mostly to Great Britain. London banks have been involved in arranging financing for St. Joe Minerals Corp. IS planned development of the El Pachon copper deposit (see map), and were being counted upon to also back the development of large copper and manganese projects. The following is a review of Argentine mineral production in 1979: (For 1981, the production of boron minerals is put at 167,000 metric tons and uranium at 300,000 metric tons.)

The 78th Regular Meeting of the Rocky Mountain Coal Mining Institute (hereafter referred to as RMCMI) convened at the Marriott's Mark Conference Center, Lionshead Village in Vail, Colorado. The meeting was called to order at 8:45 a.m. by the President, Ira E. McKeever, Jr., who is President, Western Mining Operations, Natural Resources Group, W. R. Grace & Co. McKeever was introduced by Past President Edward F. Ziolkowski, Senior Vice President and General Manager, Energy Development Company in Hanna, Wyoming. MR. ZIOLKOWSKI: The first order of business this morning is to introduce the president and for a business meeting as well as other items on the program. It is my pleasure to introduce Ira McKeever to you this morning. Ira was born and raised in Kit Carson, Colorado, and served in the U.S. Navy prior to obtaining his geological engineering degree in 1952 from Colorado School of Mines in Golden. He then spent the next 20 years involved in mining sulphur, pot ash and coal with Texas Gulf Sulphur at that time and Gulf Resources Chemical Corporation. In 1972 he joined W. R. Grace & Co. as president of the Mining Division, Natural Resources Group. He was named Colowyo Coal Company's president and general manager in 1976 to develop what is currently Colorado's largest coal surface mining operation. Last year he became W. R. Grace's president of Western Mining Operations which is the position he presently holds. Ira is active in civic affairs; he is currently serving on the Colorado Energy Impact Assistance Advisory Committee. He is a member of the Colorado's Metropolitan Water Roundtable, he is also a director of Project Colorado, a member of the committee for the Colorado Division of Commerce and Industry. He has, in the past, served as chair- man of the Craig Hospital Board. In 1967 Ira was the recipient of the Colorado School of Mines van Diest Gold Medal Award, and in 1981 was given the individual service award for outstanding accomplishments in the field of health, promotion, physical fitness by Colorado's Governor's Council for the Health and Promotion of Physical Fitness. Memberships are also held in Denver Coal Club, the Colorado Mining Association, and the American Mining Congress. Will you please welcome Ira McKeever? I do have one other piece of business here. If you will all join with me, yesterday was Ira's birthday. I asked what year that was, but I couldn't get that out. So, I'm not going to lead the singing. Someone is going to lead the singing. INTRODUCTION Shrinkage stope mining can be employed in steeply dipping veins where both the wall and the vein material are sufficiently strong to stand with only minimal ground support. Shrinkage stope mining takes advantage of the swell in volume produced in breaking in-place ore. This expanded volume of ore is allowed to occupy part of the mined-out vein, and in so doing provides ground sup¬port and a working surface for the miners. Only enough of the ore is drawn after each stoping cut to allow work¬ing room. Not until the entire mining block has been broken is the full amount of broken ore drawn from the stope. DEVELOPMENT PRACTICES FOR SHRINKAGE STOPING The vein is developed into stoping blocks, each of which is 76 to 91 m (250 to 300 ft) in length and 61 m (200 ft) between levels. Level development, described later, is either on the vein or parallel to it with crosscuts periodically driven over to the vein. There are usually two exits from each stope. The first entry is a raise at one end driven either conventionally by raise climber, or by a raised borehole. Present practice is that this raise, put in from level to level, is either a 2.1- x 2.1-m (7- x 7-ft) Alimak raise or a 1.2- to 1.8-m (4- to 6-ft) diam borehole. Either raise system will require pro¬visions for an ore chute carried with the stope to the haulage level or the scram drift. At 9- to 12-m (30- to 40-ft) vertical intervals, dogholes are developed from the raise so that when stoping breaks back into these dogholes, timber or steel sets and necessary service facilities can be installed. The second entry to the stope may be either a similar raise at the stope endline, or more economically, a cribbed raise carried with the stope. As previously stated, development of the ore block is achieved by either drifting on the vein or by paralleling the vein with a footwall lateral and then crosscutting over to the vein at specified intervals. In the following discussion, three basic cases are illustrated in Figs. 1, 2, and 3. In Fig. 1, development is in the footwall by a 3- x 3-m (10- x 10-ft) trackless lateral. A heading is also driven on the ore and taken either full width or driven a standard size and slabbed to the vein width. Approxi¬mately 9-m (30-ft) long crosscuts on 7.6-m (25-ft) cen¬ters are driven from the lateral to the vein. For ease in muck handling they are usually put in on a slant rather than at right angles. A single orepass, located off the lateral and in the center of one stope block, can serve not only that stope, but also one on either side, up to a tramming distance of not more than 137 m (450 ft). Raises are put at the stope endlines on 91-m (300-ft) centers. The back of the vein is shot down and just enough broken material is drawn off to permit access for men to work off the broken ore. Development in Fig. 2 progresses by driving a 3- x 3-m (10- x 10-ft) trackless heading on the footwall side of the vein. The ore block is delineated by raises on 91-m (300-ft) centers. Crosscuts are again driven on 7.6-m (25-ft) centers over to the vein. Approximately four rounds are then taken up to the vein and each round is successively belled out so that all the crosscuts (pockets, in this case) connect. This paper describes a graphical mini computer system called MPASS 2 (Mine Performance Analysis/Simulation) which has been designed to conduct analysis of underground room-and-pillar mining operations using both conventional and continuous mining methods. Dynamic, graphic displays of mine face machine activities are presented on the CRT screen to provide extensive visibility into underground mining activities. MPASS 2 consists of: an interactive inputting system that graphically creates a room-and-pillar mine and describes the mine when production is initiated; a time-step simulator that produces statistical summaries of shift activities and uses CRT screen graphics for accelerated-time display of machine activities and delays; a statistical analysis subsystem for analyzing mine performance data; an industrial engineering system that permits users to enter actual machine activity statistics and replay mine operations on the CRT screen; and a data management system to store historical performance information on mine characteristics and operations. MPASS 2 operates on a Hewlett-Packard 9845B mini computer with 450 K bytes of extended memory, and is written in H-P BASIC. It has been installed at Freeman-United Coal Mining Company in West Frankfort, Illinois and at the U. S. Department of Energy Pittsburgh Mining Technology Center. Applications include production system simulation, industrial engineering analysis, production scheduling, new equipment evaluations, and training.
