For mining companies to commit to such lengthy time frames and high level: of investment, without returns, requires confidence and a degree of commitment from government on a number of levels - legislative stability, monitoring social development, and the provision o social infrastructure.

Phases and magnetic evolutions of melt spun Nd9.5(Fe1-xCox)85.5B5 (x=0, 0.05, 0.1 and 0.15), (Nd1-yLay)9.5Fe85.5B5 (y=0, 0.0.5, 0.1; and 0.15) and (Nd0.95La0.05)9.5(Fe1-zCrz)81.5B9 (z=0, 0.033, 0.067 and 0.1) nanocomposites: have been investigated. It was found that a. dilute Co substitution for Fe, x=0:05-0:15, in Nd9.5(Fe1-xCox) 85.5B5 improved not only Curie temperature but also the remanence and maximum energy product. Partial substitution of La for Nd in(Nd1-yLay)9.5Fe85.5B5 may suppress the grain growth of the materials during thermal treatment. Exchange coupling between the Nd2Fe14B and a-Fe was found: to increase with increasing La content. A dilute La-substitution, y=O. 10, has proven to decrease the optimum wheel speed required for preparing melt spun ribbons with better magnetic properties; Furthermore; a slight substitution of La for Nd in (Nd0.95La0.05)9.5(Fe1-xCrx)81.5B9 nanocomposite reduced the crystallization temperature of the over-quenched ribbons and led to the formation of a multiple phases mixture. Nevertheless, a dilute Cr addition increases the Tg of (Nd0.95La0.05)9.5(Fe1zCrz)81.5B9 and also suppresses the formation of the undesired (Nd,La)2Fe23B3 and Fe3B phases: Cr was found to play an important role in grain smoothening or magnetic separation which consequently increased the Hc of Cr-containing materials.

The following paper is an evaluation of the instrumentation programs on recent Corps of Engineers tunneling projects. The authors have first-hand knowledge of the NORAD Cheyenne Mountain Complex (NCMC) Expansion Project. Information on the other projects comes from conversations with those directly involved in the instrumentation programs and from referenced reports. The specific objectives of this paper are: (1) to state the purposes of the instrumentation programs, (2) to discuss the benefits gained from the instrumentation, and (3) to present conclusions from this study that will provide guidance to those planning instrumentation on future projects. Presentation of detailed descriptions of the projects and instrumentation data is limited to that necessary to the accomplishment of the above objectives. NCMC EXPANSION PROJECT The NCMC is located at a depth of approximately 800 feet in Cheyenne Mountain near Colorado Springs, Colorado. For the current expansion project new chambers were mined to accommodate a new diesel power plant and associated cooling and air handling equipment. During 1971 some 55,000 yd3 of granite were mined through existing access tunnels for this expansion. A model of the new excavation is shown in Figure 1. The light shaded areas are new openings, and the dark areas are portions of the existing operating complex. The large chamber to the right is the power plant chamber and has a span of 67 ft, a height of 50 ft, and a length of 172 ft. The other large chamber on the lower level is the cooling tower chamber and has a span of 38 ft, a height of 45 ft and a length of 185 ft. A four-mile length of interceptor sewer tunnel in Manhattan has finished sizes ranging from 10'6" to 14'6" horseshoe. Mixed face conditions were anticipated in three areas and encountered in five. All were short but since the tunnel lies well below the water table and failures would involve important utilities, major structures and human lives, great care had to be exercized in choosing a construc¬tion method. Chemical consolidation was selected as the best approach with compressed air working as a backup system. Initially grouting was accomplished from within the tunnel, but treatment from the surface was more successful and was later adopted. The soils consisted largely of impermeable weak silts and it was found possible to inhibit access of water to this material so that it could be controlled by breasting within the tunnel without loss of stability. It is concluded that in the interlayered permeable and impermeable soils encountered, chemical grouting would successfully stabilize the working face. INTRODUCTION An interceptor sewer is currently under construction along the entire length of the west side of Manhattan. When complete, the tunnel will intercept and divert to a treatment plant (also under construction) a daily flow in excess of 200 million gallons per day. A rainfall simulator was developed to assist with hydrogeomorphic research into the stability of engineered landforms associated with rehabilitated uranium mines in the Top End of Australia. It can be used in rough terrain with slope gradients up to 30o. The rainfall simulator is modular, utilises upward jetting nozzles, has a multiple head arrangement and is capable of delivering rainfall intensities between 60 and 300 mmh-1 over areas up to 1000 m2 and could be easily modified for larger areas. Rainfall uniformity is commonly in excess of 80 per cent and the kinetic energy approaches that of natural rainfall (The modular design utilises an equilateral triangular array of rainfall stands, constructed from galvanised steel water pipes and flexible plastic hoses. Total construction costs are low. The water supply reservoir is mobile and easily constructed. An example of its use at Ranger Uranium Mine, investigating the effect of cover on rainsplash and rainwash dominated processes shows that vegetation cover is likely to reduce the erosion rate by these processes by at least four times below that experienced on bare areas.

The West Seattle Tunnel is part of a regional sewer conveyance system located in Seattle Washington. The tunnel was constructed for the Waste Water Treatment Division of the King County Department Of Natural Resources, from June of 1995 through the first quarter of 1997. The Geologic setting for this soft-ground tunnel consists of glacial, interglacial, glacio-lacustrine, and alluvial soils. This paper, prepared jointly by the owner and con-tractor, will describe project-related site geology, engineering considerations, construction, and dispute resolution/avoidance practices.

INTRODUCTION The need for discussion of Owner-Engineer-Contractor relationships in tunneling arises from the increase in costly and time-consuming litigation. The paper examines the objectives, motivations and responsibilities of each party, discusses some common causes of claims in underground work, and makes some suggestions for improvements. The viewpoint and bias are those of an engineer. If a subtitle were required for the session, "Sharing the Risk" would be appropriate. Sharing the risk is an important aspect of Owner-Engineer-Contractor relationships because when a risk is shared, all parties have an incentive to minimize it. The System It would be shortsighted not to recognize that the system is wider than the Owner, the Engineer and the Contractor. If a fire occurs outby an underground coal mine section, the immediate safe evacuation of miners from the working section should always take precedence. Unfortunately, in many cases, the dedicated escapeways (escape routes) for the evacuation of the miners become contaminated by the byproducts of fire from the adjacent entries. The purpose of this paper is to present the ventilation-control process that would keep the escapeway free from contaminants and, thus, available for travel. A few scenarios of mine fires in longwall development panels are analyzed and discussed. To perform these studies, a mine fire simulator (MFS) was used. This (MFS) provides a dynamic representation of the fire's progress (in real time) and gives a color-graphic visualization of the spread of oxygen, combustion products and temperature of the gases throughout the ventilation system. Also presented and discussed are ways in which the MFS can be used as a training and teaching tool for miners and, particularly, for ventilation and safety specialists.

Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

Seismic exploration techniques offer the engineer and geologist a way of obtaining detailed information on the physical parameters and geometry of the rocks where extensive underground excavation or tunneling is proposed. Use of the seismic method can provide a greater amount of detailed information at relatively less cost than can be obtained by any other known subsurface exploration method. Boreholes are still required for calibration of the seismic data but at a much wider geographic spacing than otherwise would be needed for subsurface mapping. The seismic data can define with precision the actual location of zones of flexure or fracture of the rocks and reveal the configuration of the surface of the rock layers. ENGINEERING PROBLEMS One of the major requirements in the planning of subsurface installations is that of locating tunnels and other underground openings in favorable rock units. Such rock units should exhibit uniformity of composition, both vertically and horizontally, to minimize variation in excavation techniques. The depth and thickness of the unit must be known: a 30-foot diameter tunnel cannot be contained in a 25-foot thick limestone. The rock unit needs to be as free as possible from structural defects and should be suited to efficient excavation procedures. If liquid conduits are planned, the slope of the rock unit needs to be known so that maximum advantage can be taken of gravity flow with the tunnels wholly contained within the unit.

LOCATION AND EXTENT OF BART TUNNELS The San Francisco Bay Area Rapid Transit District (BART) during the past six years has become the Owner of 23.5 miles of single-bore tunnels. The tunneling experience gained while working closely with our Engineer and Contractors in the design and construction of these major transit facilities provides a basis for our "Owners" viewpoint. The 23.5 miles of tunnels are divided into two categories. Fifteen and one-half (15-1/2) miles of tunnels were constructed in soft ground underlaying the downtown areas of San Francisco, Oakland and Berkeley. Eight (8) miles of tunnels were built in "hard ground" in the hills separating Oakland and Berkeley from Contra Costa County and in the San Francisco hills on the Mission Line. Location of tunnels within the BART system are shown on Figure 1. The tunnels comprise 15.7% of BART's 75-mile dual track system. Their 176 million dollar costs (excluding rail, electrification or ventilation features) are 12.4% of the system's total estimated cost of $1.4 billion. The tunnels constructed in soft ground were shield and boring machine driven with ground support provided by steel liner rings. The exterior diameter is 17 foot, 6 inches in the majority of tunnels; however, on two tunnels with a 500 foot radius of curvature, the diameter was 18 feet. BART awarded 14 contracts for soft ground tunneling. The work was accomplished under free air or compressed air depending upon the ground water and soil conditions, safety requirements, and considerations for protecting adjoining property from damage either from the de-watering operations or settlements due to excavation. The effects of underground longwall coal mining on flow in perennial streams within the Pittsburgh seam basin were evaluated. Four streams above four different longwall mines were studied. Overburden depths at the study sites ranged from 500 to 600 feet. At all four locations, premining streamfow measurements were made to establish baseline flow conditions. Measurements were then repeated at each location after the longwall face passed beneath the stream. At one location, in which the longwall panel axis was roughly parallel to the stream, the streamflow was monitored as the longwall face advanced. Measurements at this location showed that temporary flow reduction occurred as the face advanced underneath; however, after the tensile portion of the traveling subsidence profile passed, this effect was lessened. At two of the sites in which the stream was roughly perpendicular to the panel axis, postmining streamfow increased across the panel and decreased over the development headings, such that the net lateral change in streamflow across the fully subsided panel and associated development headings was small compared to the measured flow.

Batterham and Algie began their paper on: `The role of technology in the minerals industry' (1995) by noting that while: it is often stated that innovation is central to the economic survival of mining and minerals processing in the face of global competition, .. . technology is often far from a core strategy in our industry. This point is correct. Throughout the world, as a broad generalisation, mining companies do not value technology development as a principal means of gaining competitive advantage. It is important to understand why this is the case. Batterham and Algie address this question by making distinctions between innovation, technology and research. They note that while: all successful (mining) companies are good at innovation . . . that innovation can proceed without any research and development and that it is innovation that generates the competitive advantage, not research and development per se. In this paper we accept these arguments. However, our focus is somewhat different. Whereas Batterham and Algie took a mining company's perspective on the technologies of mining and processing, we take a broader view of the opportunities for technology development for company Australia but, in order to focus the argument, we restrict our discussion to the area of mining (rather than processing); we focus particularly on mining systems and mining equipment. We begin by looking at the motivation of companies operating in any industrial sector to invest in research and development. Figure 1 recognises four levels of industrial maturity. For companies in the embryonic and growth stages R&D often is essential to initiating and developing the business. Mining, on the other hand, is a mature industry. In mature industries the conventional roles for R&D are to reduce costs, to extend product differentiation, or to develop new technology with the aim of rejuvenating the business. Next we ask whether these general-industry arguments apply to the mining industry. If they do then the mining industry should value R&D more highly; after all cost reductions and business rejuvenation are goals that are worth achieving. On the other hand if, for whatever reason, these general arguments do not apply to mining then this may lead the mining industry to invest only modestly, or not at all, in R&D. In this event, while this may be a rational decision for the mining industry, it may not be in the best interest of a nation like Australia where revenues from the sale of mineral products represent an important part of the country's economy.

Lead ions that originate from galena during the processing of complex sulfide ores migrate onto the surfaces of sphalerite and iron sulfide minerals. This results in poor selectivity during differential flotation. Generally, in sulfide ore processing, the lead-activated minerals float in the Cu/Pb rougher circuit. The surface lead complicates the zinc flotation circuit by lowering the concentrate grade. The effect of lead in the differential flotation of sphalerite from Cu-Pb-Zu and Pb-Zu ores is discussed. Plant and laboratory-test data are interpreted by determining the surface compositions of individual grains of sphalerite and iron sulfide particles. For the first time, surface compositions were determined by using laser-ionization mass spectrometry (LIMS) and time-of-flight secondary ion mass spectrometry (TOF-SIMS). Cationic and cationic species on the surface were analyzed to elucidate the phenomena. It was proven that these new techniques are very useful in understanding the basic mechanisms of a sulfide mineral-flotation system.

Specification of properly sized pillars to support the overburden is one of the most challenging aspects of salt mine design. Interest in salt pillar design is heightened by the recent flooding of the Retsof salt mine, water inflows to the K2 potash mine, and closing of the Belle Isle salt mine because of ground control problems. A series of numerical modeling analyses show that a simple pillar design equation for salt pillars adequately reproduces results of extensive modeling efforts. The paper describes (1) the basis for the pillar design equation, (2) equation verification by comparison with numerical modeling results, and (3) equation validation by comparison with measurements and observations of salt pillar behavior.

Maptek, an international development software company, released version 3.2 of its Vulcan three-dimensional mining and geological software package. This latest release is expected to give clients better graphics performance and improved overall solutions. In addition, the company also released the NT version of Vulcan for Unix and personal computers. More than 800 code changes have gone into the 3.2 release, the Lakewood, CO-based company said. Many of these changes were in response to requests from Maptek's customers. Others have been motivated internally by the company to achieve better performance in its Envisage graphics interface. The introduction of hot keys and user-defined menus makes Envisage a more flexible interface and a more productive working environment. A new animation option provides new ways to enhance the organization and display of data. The animated data can include point, string, grid, triangulation and photographic-draped data. The shaft-mapping facility is also included in version 3.2. It enables the cylindrical view of the shaft to be unwrapped and displayed on the screen while the data remains in its true world coordinates. Major upgrades to Vulcan include underground blast design and geotechnical modules. The new blast design module allows the user to develop a ring design in any plane defined by the stope layout. Radial and offset holes can be developed. User-friendly editing tools make adjustments to the initial design a simple task. The user defines the plotting and reporting of rings and plot style templates allow flexibility in reporting. New features in the geotechnical toolbox include options to create daylight windows and pitch lines on the stereo nets. Geotechnical databases can be directly updated from the interpretation of the stereo net. Direct annotation of the symbols on the net is now possible and the stereo net display can be customized. Improvements to the documentation and links within the text have made the on-line help easier to navigate. Maptek also released the NT version of Vulcan soft- ware. The comprehensive design of the software pack- age for Unix and personal computers provides a three-dimensional geological modeling and mine planning system within a natural graphics environment. Users who require the power to manipulate extra- large and complex data sets will still be served by the Unix platform. Users who handle small-to-large datasets can now choose between Unix and personal computer platforms. The NT version will appeal primarily to companies that already have a personal computer network. Response to industry feedback was the basis for developing the NT version. "We want to ensure that our clients receive the optimal product for their needs," said Nicolas Simon, vice president of Maptek in North America. Some advantages of the NT version include: ? Most mining professionals are familiar with the personal computer platform. ? All of the familiar personal computer tools are now available to Vulcan users. ? Resource modeling tools that previously required the powerful Unix workstations have been brought into the personal computer environment. This will help mining companies save money. "Hot forming and superplasticity in powder metallurgy aluminum alloys and composites is reviewed. The effects of alloy composition, particulate composition, size, and size distribution is summarized. The role of climb distance for recovery is described in connection with the size of strengthening phases. In materials with fine strengthening phases on the order of one micron or less, high strain rate superplastic deformation processes are likely. However, the quality of superplastic deformation depends on the prior processing history, and these effects are reviewed. Very few data describing the effects of hot forming history on post-forming properties exist, but some results emerging in the literature are compared.IntroductionHot deformation in aluminum based materials is done for several technological purposes, such as thermomechanical processing to alter mechanical properties of simple forms, and/or final shaping operations to produce a complex shaped part by means of extrusion, forging, or superplastic forming. In the interest of improving the mechanical properties of aluminum based materials, two microstructural design strategies are commonly used, dispersion strengthening, and composite strengthening. The introduction of fine, stable dispersions is commonly done for high temperature strength, and the dispersions are typically ceramic particles in the range of 10 nm to 1000 nm in volume fractions around 5 vol.% (Higashi et al., 1990; 1991a; 1991b; 1992; Bieler and Mukherjee, 1990; Otsuka et al., 1987; Bieler et al., 1991; Oliver and Nix, 1982). Alternatively, composite strengthening strategies using 10-40 v% of 3 µm to 40 µm ceramic particles provide high modulus and high strength aluminum based materials (Midling and Grong, 1995; Lloyd, 1994; Subramanian et al., 1995)."

Florida phosphates ore typically processed by reverse flotation with an intermediate acid-scrubbing step. A single-reagent flotation process, using fatty acids or amines as the collector, would eliminate the intermediate scrubbing step plus an additional flotation step. This would not only simplify the process flowsheet but would also result in reduced reagent costs. The potential of single-reagent flotation of Florida phosphates using fatty acids as the collector is examined in this study. Introduction The beneficiation scheme now used for Florida phosphates involves the following three steps (Smith, 1976: Lawyer et al.. 1978, 1984: Moudgil et al, 1976, 1979, 1986, 1987): •rougher flotation of fluorapatitc particles using a fatty acid-fuel oil mixture as the collector. •scrubbing of fatty acid, and •cleaner flotation of silica particles using amine collector. Several attempts have been made to simplify the process flowsheet by floating either apatite or silica (not both, as is the current practice). However, single-reagent flotation schemes have had limitations in meting the concentrate-grade requirements of the phosphoric acid plants. In this study, an attempt was made to use a minimal amount of the fatty acid-fuel oil collector to obtain an acceptable grade (rougher) concentrate. Invariably, the recovery in such cases is expected to be lower than in the conventional rougher-flotation step. Therefore, scavenger flotation of tailings with additional fatty-acid collector was conducted to improve the phosphate recoveries.

Two key components make up the core of a rapid excavation operation. They are: the breaking up of the rock and its removal. Owing to the complexity inherent in mechanical rock-breaking and the relative infancy of the art, for a number of years the first of these two components has received virtually undivided attention from the industry. Only recently has some concern been expressed about the technology and the economics of the much ignored second component: muck removal. As the continuous boring machine's percentage downtime continues to trend lower in the future, the need for adequate and more effective materials handling systems in rapid excavation will become increasingly more acute. (1) Recognition of the need for a broader and more far-sighted approach to our problem has been eloquently underscored in the conclusions of the Committee on Rapid Excavation sponsored by the National Research Council: "Ultimate attainment of the desired cost and speed improvements is significantly dependent on recognition of the excavation process as a system whose subsystems are critically inter-related. Substantial amounts of full-scale field testing of integrated driving, muck removal, and support subsystems are required." (2)
