As a minerals company, obtaining the appropriate consents under the Resource Management Act 1991 and getting permits granted for exploring, prospecting and mining under the Crown Minerals Act 1991, is necessary for actively exploring and mining in New Zealand. But the essential mix of ingredients for a viable and healthy Industry go way beyond this.   In the short term, an individual company seeking to operate on or within the Crown minerals estate of New Zealand must chart a course through the requirements raised by new cornerstone legislation, the Resource Management Act, the Crown Minerals Act and, the Conservation Act 1978 (where the minerals sought coincide with this estate).   However, this paper suggests that in the longer term for individual operators within the Industry and for the Industry at large to remain viable and sustainable and for New Zealanders to continue to enjoy its benefits, much more is required. Not least of which is a better balancing of competing uses and attitudes, which will require an opening of minds, a change in mindset, topped off with those two most essential of ingredients advocacy and leadership.   New Zealand has undergone massive restructuring in the last 15 years. Is it complete? Have each of its fronts evolved to the end point which was envisaged by the designers of the regime? What are the advantages? What is left to be done? What are the impediments from an incomplete transition which are left to either dog the Industry or remain as a challenge to be removed to ensure the Industry's smooth sailing into a prosperous and environmentally clean and friendly future? A future wherein an educated and understanding public welcome and are proud of the Minerals Industry to whom they owe the standard of living which they enjoy.   This presentation will examine the role of the New Zealand Minerals Industry Association (NZMIA) in paving the way for an optimum operating environment in which to couch a healthy industry into the future.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor --will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

Knowledge based applications are becoming important to Associated Manganese for efficiently dispatching ore of appropriate grades to customers on time. The G2 expert system shell has been used to develop blending and scheduling applications using a combination of object-oriented rule based, procedural, and heuristic approaches. The blending application, for example uses a heuristic approach for creating blends from thousands of small stacks of manganese ore of various grades and sizes, to meet customer specifications while fully exploiting the available inventory. Data capture and data warehousing have become important issues, and the Internet shows strong potential for distribution of pre-processed information.

Many factors must be considered when designing a heap leach pad. Geotechnical properties of the ore, can and will affect how well an ore leaches, the solution recovery, stability of the heap, and settlement. As a heap is stacked some of these properties will change due to the increased load. In order to properly design a heap these properties should be determined beforehand so that the heap performs as intended.

During the summer of 1994, a new PID-based control strategy was installed on line B of the grinding circuit at the Kidd Creek Division of Falconbridge Ltd. Part I of this paper described the methodology used to select the appropriate control strategy using a phenomenological dynamic simulator. Part II presents the implementation of the control strategy. Prior to the controller installation, it was necessary to solve various problems related to the process, such as a cyclic behaviour of the rod mill feed tonnage, a problem related to the mill water source and the calibration of the flowmeters. Once these problems were solved, the control strategy was accomplished in two steps. Step 1 corresponds to the installation of control loops to regulate the pump box level and the cyclone overflow density. Step 2 describes the implementation of a loop to control the cyclone feed density. According to Part I, a loop to control the circulating load is also part of the original design. However, reasons are given to explain the rejection of this loop. For both steps, technical procedures such as filtering, process identification and controller tuning are detailed. Finally, the operator’s interface is briefly described.

This project has successfully demonstrated that the remote operation of multiple drills (by a single driller) from surface using Tamrock Data Solo 1000 Sixty drillrigs is technically feasible and can potentially bring significant rewards in terms of productivity and work environment improvements, as well as labour and maintenance savings. BackgroundThe ObjectiveThis paper is an update of a previous report on remote drilling research at Stobie mine. Enabled by the communications system installed at the mine, the ability to remotely control underground equipment from surface has been demonstrated (Poole et al., 1996). This paper discusses the needs and process required to carry this concept to consolidate the operation of multiple machines under a single operator.The TeamThe team assembled to develop and implement the automation and the communi-cations extensions needed to allow the multiple machines’ operation from the surface by one operator included the following:INCO Mines Research supplied the project management and original project initiative. The primary purpose was to prove the advantages of savings associated with the driller not being required to travel to the underground drill location coupled with the savings associated with one-man, multiple-machine techniques.Tamrock EJC supplied the Data Solo 1000 Sixty drills and the Tamrock specific machine-based custom software. The drills were produced in Finland with no provision for remote operation of the drill from other than the umbilical attached local console.Automated Mining Systems supplied the modifications to the drill communications equipment to allow the machine communications to become broadband compatible. As well, Automated Mining Systems also supplied the hardware necessary to be able to remotely control the portable video camera, as well as the data logging equipment.Stobie Mine personnel were made available to test the function and then integrate the concept of remote control drilling into the Stobie operations."

"Option pricing is used in finance for valuing options to buy (or sell) shares at some future date because it provides a convenient framework for quantifying values subject to uncertainty. As one of the main sources of uncertainty in mining is the price (sales) of the metal, this approach can also be used for valuing mining projects.The first part of this paper reviews options and option pricing; the second part presents the approach developed by Brennan and Schwartz (1985) for using option pricing to value natural resources. Several applications of this methodology have been published; these are described. From a mining point of view, the assumptions made by Brennan and Schwartz are too simplistic. The weaknesses are discussed with a view to improving an apparently promising new way of assessing the value of projects. IntroductionThe collapse of the British merchant banking group, Barings, has highlighted the risks that can be incurred by speculators and arbitragers in the futures and options markets. But this negative attention on futures and options should not make us forget their positive aspects. They can provide producers and consumers of metals with more predictable sales prices. The introduction of the new traded average price options, TAPOS, by the London Metal Exchange in January 1997 is a response to this need. Equally important, the theory that the finance industry has developed for valuing options provides an interesting framework for valuing mineral projects as well. While this paper was being revised, the South African gold mining house, JCI, announced that it was using a methodology based on option pricing for valuing the mineral rights to deeplevel gold resources (see Box 1)."

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. "The Spyrometer™ imaging pyrometer brings new dimension of imaging capabilities to temperature measurement technology by combining a high temperature video camera with scanning optical pyrometry. This gives the operators the ability to observe process conditions while measuring the temperature of virtually any object or region in the field of view. Since the lens tube of the camera can be air or water cooled, it is possible to see inside furnaces giving a very good view of many different types of metallurgical processes. Specific benefits in process knowledge and maintenance tasks for furnaces in different types of metal industries are discussed.1-Principles of Imaging PyrometryLens tube, camera and processorImaging pyrometry is the combination of video imaging and computer-driven pyrometry that measures the temperature of certain zones (selected by the operator) within the image viewed on the monitor screen. To obtain a detailed image of the metallurgical process under observance, it is necessary to place the optical objective of the camera close to the process. The Spyrometer™ (which is Quadtek's tradename for its imaging pyrometer) objective is housed in a lens tube that is cooled and permits insertion inside the vessel of interest. The length of the lens tube is chosen on the basis of making sure that the tip of the tube is just beyond the refractories lining the inside of the furnace. In most pyrometallurgical processes, we have found that the most reliable system set-up uses a water cooled shroud to cool the lens tube optics. A sapphire window provides maximum protection from the environment. Even in the case of the water cooled version, there is an air purge for the lens that keeps the objective clean and protects against hot metal splashes."

Laboratory settling and filtration testing was conducted on wet processed fly ash in order to determine the applicability of conventional dewatering techniques to reduce the moisture content prior to drying. Settling tests showed that acceptable clarity (<1.5 g/l suspended solids) could be achieved after as little as 6 minutes of settling. After settling to a consistency of 40 weight % solids, continuous laboratory vacuum filtration testing produced a cake containing below 20% moisture with throughput exceeding 150 lb/ft2/hr.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some two thousand years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

Since 1991, Pittsburgh Research Center (PRC- formerly part of the Bureau of Mines) researchers have recorded extensive interviews with 30 individuals who are experts in the area of mine emergency response. These individuals, who have an average of 35 years of mining experience and 29 years of mine emergency response experience, related stories and observations from events that they experienced during their combined 850 plus years in mine emergency response. The purpose of this effort was to gather information that could be passed onto both today?s and tomorrow?s mine emergency responders to train and guide them in handling future events.

The Cutoff grade optimization is very critical to the open pit production scheduling. In case of single mineral deposits, algorithms have been developed for determining cutoff grade policy that maximizes the net present value (NPV) of yearly cash flows. For deter-mining the cutoff grade policy for projects with two minerals including stockpiles the problem becomes much more complex. The purpose of this paper is to present fundamentals of a generalized cutoff grade optimization algorithm that will maximize the NPV of a project subject to mining, milling, and marketing constraints. Benefits of the methodology developed are demonstrated on three different case studies.

Recent advances in underground communications technology have demonstrated the feasibility of teleoperation and automation in underground metal mines. One major challenge lies in the automation of underground mobile machines from surface, with the potential to reduce significantly the need for human involvement in underground operations. This paper reviews the evolution of underground metal mining automation, principally related to the development of teleoperation and automation of mobile mining machines. Examples of prototype systems are given and the associated benefits that have been observed are reviewed.

Caraiba Metais has a plant for the purification and the cristallization of the crude nickel sulfate removed from its copper electrolyte purification system. In November 1994, an interdepartmental group was formed to study the Q.F.D. method, through its application on the improvement of the quality of the nickel sulphate hexahydrate. The team, formed with representatives of the following areas : production, technology, marketing, sales, maintenance, laboratory and TQC office, had also the task of checking the applicability of the method to other products of the comp any. This paper describes the main steps such as the survey of customer&apos;s demands, the preparation o1 the quality matrix, stablishing the planned quality matrix, the planned and the designed quality, and the consequent identification of the engineering bottlenecks. It is also shown how these bottllenecks were studied and solved. The application of the method allowed the team to identify means of increasing the production capacity by 40%, to improve the intrinsic quality of the product (including packaging), and to increase the reliability of the process.

Abstract-Eclogite is an important source of diamond in the upper mantle, but is more localized than peridotite. Using eclogitic minerals in kimberlite and diamond exploration is also more problematic than using the well-known peridotite-derived indicator minerals Cr-pyrope and magnesiochromite. The problems include color similarities between orange garnets from eclogites, Cr-poor megacrysts, and crustal garnets, chemical similarities with Cr-poor megacryst suite garnets (specifically elevated Na2O contents), and low abundance of eclogite garnet xenocrysts in most known kimberlites. Chemical screens must be used carefully to distinguish between varieties of orange garnets in exploration samples. For example, most orange garnets of crustal origin have >22 wt% FeO, with mantle eclogite garnets having lower values. Na2O-bearing garnets from the Cr-poor megacryst suite can be distinguished from Na2O-bearing garnets from diamondiferous eclogites by the elevated TiO2 contents of the former. The low abundance of eclogite garnet xenocrysts in kimberlites worldwide, however, may dictate that use of eclogite garnets in diamond exploration in most cases be restricted to advanced stages of kimberlite exploration and evaluation of kimberlite diamond potential. Crpyropes, Mg-ilmenites and Cr-rich chromites are more useful than eclogitic garnets in most stages of diamond exploration. If orange garnet xenocrysts are sought in a kimberlite exploration program, those from the Cr-poor megacryst suite will be more useful than eclogite derived garnets, due to the typical great abundance of the former, although they carry no information of the diamond potential of the host kimberlite.

Mining hoists are major components of any underground mine, however, the detailed design work required to get the actual power required for a particular hoist is outside the scope of preliminary feasibility studies. Nonetheless, a hoist is costly. Therefore, an accurate estimate is needed for the design parameters and the power required. There are two methods available, namely, the O’Hara method and the Society of Mining Engineers’ method. Tests were done for both methods employing nine friction hoists and 19 drum hoists currently in use at Canadian mines. The O’Hara method provided unacceptable results for both friction and drum hoists. While, the SME method was designed for American regulations and factors of safety which often differ significantly from Canadian ones, good results were obtained. The two relationships deter-mined were simply to add 5% to friction hoist design and to add 4% to drum hoist design. Modifying the SME method by these two factors will allow the hoisting system determined by the SME method to be within the error for a prefeasibility study.
