This Bureau of Mines manual is oriented to the technical needs of an investigation of fire or explosion accidents and includes various practical and theoretical information that is needed in analyzing accidents or evaluating conditions that might lead to an accident. It is applicable to accidents in the chemical, mining, transportation, and other fuel-related industries. Specific procedures for conducting an accident investigation are outlined, and various guidelines are given for developing the fire or explosion evidence. Ignitability, flammability, and physicochemical data are presented for over 500 combustible gases, liquids, and solids; empirical and theoretical expressions are also given for extrapolating the behavior of combustible-oxidant-diluent systems to various environmental conditions. In addition, various data pertinent to damage analysis are summarized to facilitate the task of the investigator in developing plausible accident scenarios.

The contract objective was to evaluate the effectiveness of available dust-control technology for double-drum shearers. Eight underground surveys were conducted to evaluate drum design, drum spray nozzle locations, ranging-arm sprays, water quantity, wetting agents, and cutting techniques. The final report is made up of eight dust-control technique reports, each discussing, details of the individual mine surveys.

A jet pump injector was developed and successfully tested, thereby demonstrating the feasibility of a jet injector for introducing coarse coal into an operating slurry face haulage system: In Phase I a variety of injection concepts were evaluated, and the jet pump was identified as best, due to its simplicity, compactness and performance potential. In Phase IIA subscale jet pump injector tests were conducted, and a computer model of a jet pump injector was developed whose performance predictions correlated well with subscale test results. In Phase IIB various system configurations were defined for integrating a jet pump injector into a fully operational underground coarse slurry face haulage system, further highlighting the feasibility and practicality of such a system. In Phase III a full-scale mobile haulage vehicle embodying a jet pump injector and coal sizing equipment was detail designed into a practical vehicle with attractive performance characteristics. More importantly, fully operational full scale jet pump injector -and feeder/breaker subassemblies were tested and proven successful in their ability to down-size coal to 3" in all 3 dimensions and to consistantly provide slurry of 4217 weight concentration at 6.4 TPM throughput under a wide range of operating conditions including zero to maximum feed rate within 5 seconds.

The exploration geologist is frequently confronted with the problem of allocating his resources, i.e., exploration effort, among various areas. Although geologic, financial and logistic considerations influence the allocations, no objective criterion is usually given which determines the optimal allocation. Maximizing the gain in information, subject to the constraint of a limited exploration budget, is used as the objective criterion to allocate reconnaissance effort. The information function, I(x), quantifies the expected gain in information, where x is the scale of exploration. To calculate the information function the following data are necessary: 1. The probability that an area contains a target must be estimated. 2. For each scale of exploration, four probabilities must be estimated: the probability that an anomaly is produced by the target; the probability that an anomaly is not produced by the target; the probability that an anomaly is produced by a barren area (false signal); and the probability that an anomaly is not produced by a barren area. Alternatively, the barren area can be replaced by other targets. To illustrate the allocation model, the optimal number of line kilometers/line spacing per area is determined for an aeromagnetic survey for iron in Egypt.

This report describes the development and application of PHASEQ/FLOW, a geochemical flow simulator capable of describing the dynamic changes in chemical composition of an aqueous solution during flow in a permeable medium. The solution components can react through intraaqueous reactions, redox, precipitation, or dissolution. The assumption of local thermodynamic equilibrium ensures maximum generality with respect to the number of species and components possible; however, the fluid flow itself is limited to one-dimension. The report describes several applications: generic batch equilibria, flowing equilibria, uranium roll-front deposition, and roll-front leaching.

This paper assesses the current status of computing education in ABET-accredited mining engineering programs in the United States. The hardware and software being used are reviewed. The extent to which computer applications are incorporated into mining engineering courses is also surveyed. Today&apos;s capabilities and practices are compared with those of the past to establish, trends in computing education. The concerns of mining educators regarding computers are addressed, as are views on the direction in which mining engineering programs appear to be heading in preparing students to meet the computing needs of industry.

A Colloquium on &apos;Control and Simulation in the Minerals Industry&apos; was held at the Holiday Inn, Milner Park, on 20th September, 1984, in conjunction with the Electra Mining Exhibition. A total of 170 persons attended the very full morning programme, which began with an opening address by the President, The South African Institute of Mining and Metallurgy, Mr l.D. Austin. He outlined the reasons why computers were being used to an ever-increasing extent for control and simulation in the minerals industry. The computer was even used to check, among other things, the validity of the signals it was receiving by mass-balance calculations.

Guidelines are provided for the design of explosion-proof electrical enclosures that will meet MSHA certification requirements according to Part 18, Title 30, of the Code of Federal Regulations, and fulfill their intended service underground. The guide covers only those aspects of design which affect enclosure strength, ruggedness, endurance and flame path, i. e., the enclosure ability to properly contain an internal explosion. Internal static and explosion pressures, external impact and thermal heating load are treated as well as the proper selection of materials and welding procedures.

Large diameter autogenous and semi-autogenous grinding mills represent the primary thrust of the expanding grinding technology. In spite of initial difficulties, large autogenous and semi-autogenous mills have reached an acceptable level of technology which provides the mineral engineer with a reliable, low cost means of ore comminution. A successful milling installation begins during the design stage of the grinding mill and the plant it is to be installed in. This is particularly true in autogenous and semi-autogenous mills. Critical mill and plant design factors should be considered while the mill and installation are still only ?paper.? Various current liner designs will be discussed ranging from lifter bar/plate to integral types. Modes of operation such as "high-low" will be considered. Liner maintenance procedures ranging from laydown area in plant design, proper mill shutdown methods, to installation and bolt tightening complete the equation to yield optimum performance possible for any particular grinding application. The objective of this paper is to discuss trends in wear materials, designs and operating practices, and provide some guidelines for good practice as we move through the 1980&apos;s. We will put together concepts that relate to the designs, materials and applications so that higher performance can be obtained by the operator for his specific application. The concepts are shown as being in series because they are dependent on each other to achieve the desired performance.

INTRODUCTION The Bullmoose Coal Project is part of a major development in northeastern British Columbia which comprises a new rail line, a new townsite, powerline, highway, the upgrading of the Canadian National Railway&apos;s main line, a new coal port at Prince Rupert and two new coal mines, the Bullmoose mine and the Quintette mine. The total investment by all parties is estimated to be in excess of $2.6 billion and made up approximately as follows : [Table No. 1 $ Millions - Quintette Coal Limited 950 Teck-Bullmoose Coal Inc. 275 Canadian National Railway Company 800 6 British Columbia Railway Company Port at Prince Rupert 280 Townsite, Roads 6- Power ] The new infrastructure is intended to serve not only the Bullmoose and Quintette coal projects but also eventually a number of other coal properties in northeastern British Columbia. The Bullmoose project is structured on a joint venture basis as follows : [Table No. 2 Teck Corporation 51% Lornex Mining Corporation Ltd. 39% Nissho Iwai Coal Development 1 0% (Canada) Ltd. -- 100% ] The mine has a capacity of 2.3 million tonnes of clean coal per year. In the initial years 1.7 million tonnes will be metallurgical coal and 0.6 million tonnes thermal coal. After the first three years of operations the annual production of metallurgical coal will increase to an average of approximately 2.1 million tonnes and the production of thermal coal will decrease to an average of approximately 0.2 million tonnes. At this level of 2.3 million tonnes annual production, the Bullmoose mine has sufficient reserves for at least 26 years of production. History Brameda Resources Ltd. commenced coal exploration in the Bullmoose-Sukunka area in 1969. Teck obtained an option on the Bullmoose coal licences in 1970 and started surface exploration and diamond drilling in 1971. Teck earned a 50% interest in the property, and thereafter expenses were jointly financed by Teck and Brameda. In 1981 Brameda merged with Teck making Teck the sole owner. The initial phase of the exploration program, which was completed in 1975, included 7,200 meters of diamond drilling in 35 holes. During 1976 and 1977, detailed exploration and test work were carried out on the South Fork and West Fork areas where multiple seams close to surfaces indicated the potential for large tonnages of strippable coal. In those two years, work included road construction, detailed mapping and trenching to outline the coal seam traces at the surface, 6,300 meters of diamond drilling in 80 holes, and 300 meters of underground bulk sampling from seven adits. Washability tests and analysis work were carried out on the drill cores and adit samples, and pilot plant washability studies were undertaken. In 1978 and 1979 Teck engineers prepared open pit mining plans and production schedules and Kaiser Engineering was retained to prepare a layout of the plant preparation facility. A feasibility study prepared by Teck&apos;s engineering group in January 1982 was the base document used by the Lenders in assessing the technical and economic viability of the project. Property Location The property lies some 650 kilometers northeast of Vancouver, and 87 kilometers south by road from the village of Chetwynd. The Sukunka property (British Petroleum) adjoins to the north, the Mount Spieker property (Ranger Oil Option) adjoins to the east, and the Quintette property is located to the southeast.

The White River Shale Oil Corporation (WRSOC), as agent for Phillips Petroleum Company, Sohio Shale Oil Company, and Sun Shale Oil Company, is developing a prototype oil shale facility on Federal Lease Tracts Ua and Ub, located in northeastern Utah and known as the White River Shale Project (WRSP). The Ralph M. Parsons Company (Parsons) has been retained as the design engineer/constructor for the project. This paper covers the successful pregrouting of the Bird&apos;s Nest Aquifer in conjunction with the sinking of a 9.2-m (30-ft)-diameter shaft and driving of a 3.89-m by 5.64-m (18.5-ft by 12.75-ft) decline. The Bird&apos;s Nest Aquifer derives its name from the ellipsidal solution cavities caused by leaching of random-size nacholite nodules. The sodium bicarbonate nodules occur as persistent bands within a matrix of siltstone and marlstone. The team, made up of the owner, engineer/contractor, and subcontractor successfully grouted the shaft down to an inflow of less than 0.06 lps (1 gmp) and the decline down to less than 0.12 lps (2 gpm) by injecting a total of 213.190 kg (470,000 lb) of Celtite Terraseal, 113,400 kg (250,000 lb) of limestone dust, and 41,730 kg (92,000 lb) of cement into the formation.

It is both an honor and a pleasure for me to be the keynote speaker for the Paul F. Kerr&apos;s Symposium on Applied Mineralogy. Professor Kerr was a man for all seasons to his students, and he treated all students as distinct individuals. Philip Bethke in his memorial to Dr. Kerr summed up our remembrance best by stating that "We have lost our most successful educator-administrator-scholar, who was our steadfast teacher-counselor-mentor-friend." His unique trait was the ability to bring out the best in a variety of individuals In order that their performance was at the peak of quality.

To resolve drilling and blasting problems, rather than treating symptoms and allowing problems to grow, the mine operator needs to change the way he operates. When a mine operator discovers a drilling and blasting result that he doesn't like, it is easy for him to think of that disappointing result as a problem. More often than not, however, that result is only a symptom of a problem, and the real, underlying problem cause can be seen when the operator looks in the mirror. Symptoms and problems relating to drilling and blasting are resolved when the mine operator makes appropriate changes in the way he manages his operations.

Ce Centre de recherches met également à la disposition de l&apos;industrie une usine-pilote permettant de reproduire les résultats du laboratoire au moyen d&apos;un appareillage de type industriel, d&apos;obtenir des échantillons en quantité suffisante pour une exploration du marché et de familiariser du personnel avec les opérations normales de l&apos;industrie. "The opening chapter of this volume, by A. Ignatieff, places in perspective Canada's coal resource base as part of the world scene. This chapter will focus on the Canadian scene.Units of measurement in this report are in the International System of Units (SI) as approved for official use by the Canadian Standards Association and Metric Commission Canada. These units have been adopted by the Mining Association of Canada and the Coal Association of Canada. To assist with the shift to metric units these two associations have published ""Metric Practice Guide for the Canadian Mining and Metallurgical Industries"", 1978(1J, Appendix ""A"" lists some useful conversion factors along with SI prefixes. The last official assessment of Canada's coal resources and reserves was done by the Department of Energy, Mines and Resources and presented in Report ER 79-9 ""Coal Resources and Reserves of Canada"", published in December 1979 and authored by H.U. Bielenstein, L.P. Chrismas, B.A. Latour and T.E. Tibbetts(2). The Geological Survey of Canada has a continuing project concerned with coal resource assessment as does CANMET, whose concern is with coal reserve assessment and coal quality. As well, Alberta's Energy Resources Conservation Board (ERCB) has a continuing assessment program for coal in Alberta and publishes an annual reserves report, the current issue of which is cited as reference No. (3). The difference in resource and reserve terminology as used by EMR and ERCB has a major effect on derived tonnages for Alberta. This difference will be discussed later. In 1982 the Department of Energy, Mines and Resources produced a map titled ""Canada-Coal""<4J which outlines coalfields and illustrates coal import and export movements for the years 1981and1980. A copy of this map is contained in the map pocket of this publication. Two other resource assessment reports are noteworthy, the first is ""Coal Resources of Southern Saskatchewan: A Model for Evaluation Methodology"", by J.A. Irvine, S.H. Whitaker and P.L. Broughton<SJ which is one of the major outputs of a joint federal-government study of southern Saskatchewan's lignite deposits. (Another output from this same study' is the Geological Survey of Canada's SASCO file, a computer processable file holding borehole and coal quality data.) The second is ""Deep Coal Resources of the Interior Plains, Estimated from Petroleum Borehole Data"", by G.D. Williams and M.C. Murphy(6) which identifies coal resources from nearly 4,000 petroleum exploration boreholes distributed uniformly over an area spanning Manitoba, Saskatchewan, Alberta and British Columbia."

The economic, social and political environment of the mining and minerals industries is, as we all know, volatile and affected by constantly changing international forces. In addition, the outcome of negotiations with overseas customers is often uncertain for long periods, or even unfavourable. The industries and companies represented at this Conference are in an arena of high competition, risk taking and enormous capital outlay. They are industries which our overseas markets (rightly or wrongly) have criticised for industrial relations problems, unreliable production and uncertain deliveries. They are industries which have an urgent need to be cost effective and competitive at all levels of activity.A critical factor in the mining and metallurgy industries is, therefore, its human resources and its human resource management. It requires the full use of available talent, innovation, skills and qualifications within its workforce, and the appropriate management of these resources.

The second section examines trends in absenteeism in underground coal mines over time. The third section examines causes of absenteeism. Models were examined. The first model looks at self-report reasons for absenteeism. The second examines demographic correlates of absenteeism. The third model includes demographic and attitudinal predictors of absenteeism. The next section of the report examines the effect of absenteeism on accidents. The last section contains strategies for reducing absenteeism.

Uncertainty and debate currently pervade the mining industry in New Zealand. The operational uncertainties, whether external (eg gold prices, the exchange rate), or internal (eg coal expansion difficulties), are large. In addition, many wider factors which influence mining are in a state of flux. State Coal Mines, the operating branch of the Mines Division of the Ministry of Energy I may be made a state corporation, with the remaining Mines Division functions being revamped. The agencies administering environmental legislation are to be restructured. Mining legislation amendments have been proposed and then dropped, and the area is now to be reviewed (The Press, 31 July 1985). Some mining licences have been withdrawn, and become the subject of heated debate in the community (The Press, 19 July 1985, and subsequent letters to the editor).

INTRODUCTION The toughest job for any mining company, large or small, is to locate and identify a property which it feels has the potential for development and which can be tied up through location, lease or option under terms within their means. In the case of a small company, this precludes grass-roots exploration with its attendant high costs and the extended time required to develop a prospect to the point of being a project. The small mining company, therefore must limit its search to known properties which, for various reasons, have been shut down or were never thoroughly developed at the time of discovery. These types of prospects are located either through literature search, familiarity with many mining areas in general, or through contacts and submittals from a variety of sources. In order to develop a marketable presentation to any investor, the basic requirements are the same: - the property must demonstrate the potential to provide a satisfactory return on investment - the evaluation study must be thorough and professionally developed. In order to promote any mining property, it is first necessary to know what you have. INFORMATION DEVELOPMENT We normally begin with a detailed literature search of the district, assembling all available data on the basic geology, production records, and old reports of this or neighboring properties and any other information which can be found. This will aid in the general understanding of the basic geology and hopefully allow a fairly detailed knowledge of the specific occurrence. With this information one can begin to speculate on the reserve potential and develop some high and low figures for estimating purposes as to mining method, production rate, metallurgy and begin developing estimated capital and operating costs. Cashflow runs are developed for varying tonnages (high and low), estimated high and low grades of metal and at differing market prices for the product. FINANCE CONTACTS Brooks Minerals, from its inception, has been an operating company and we have been able to assemble a small but experienced operating staff. For this reason we try to put together projects and joint ventures where we can be the operator and maintain a certain degree of control. Whether due to familiarity with many colleagues in the mining industry or due to unfamiliarity with the banking houses and securities markets, the approach to raising finance has generally been to contact the established mining companies. This requires a familiarity with the corporate philosophies of these companies with respect to their development goals and financial capabilities. A common mistake is to shotgun the proposal to many companies of different sizes and goals in hopes that one might be interested. It is more beneficial, when possible, to tailor a proposal to each company, stressing the positive points where the specific proposal best meets their interests. One company may be more interested in a development program with fairly certain and conservative return potential. The property may well contain both possibilities but a lack of understanding of the individual company&apos;s method of operation could spoil the deal. In another instance, one company may look at a property as a moderate income producer over an extended life, yet a second may elect to high-grade the deposit over a shorter period in order to provide early cash flow or take advantage of a favorable market situation.
