As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

A single stage ball mill-cyclone circuit was extensively tested for its reactions to step changes in three controllable variables: feed rate, water to cyclones, and water to the ball mill. A series of carefully designed tests are to be carried out in order to determine relationships between the various ball mill and cyclone parameters. Cyclone overflow particle size distribution is to be continuously monitored during the tests using an ultrasonic device. Other circuit variables that are to be measured and recorded are feed rate, ball mill mass flow, cyclone feed and overflow densities, cyclone feed sump level, water flows, etc. Once the circuit performance is defined, two types of grinding circuit control systems will be evaluated: (a) mass flow-based; (b) particle size- based. Results obtained by each approach in terms of feed rate and cyclone overflow size distributions are discussed. The high sensitivity of continuous particle size measurements to grinding circuit disturbances is emphasized.

INTRODUCTION Insofar as I am aware, the term rock mechanics was not in the English dictionary in 1930 when I started my graduate program at West Virginia University. Hence, I never thought that I was undertaking studies in rock mechanics when I undertook to write a thesis on the physical properties of West Virginia coal. In this case, the subject was primarily concerned with the compressive strength of coal, the elasticity of the coal, the physical weathering properties of the coal and its friability. These days investigations of rocks pertaining to such properties are included in the term "rock mechanics". Other than this aspect, the principle interest in this part of my program was that I became interested in the strength of coal from the standpoint of structural purposes, and also became cognizant of its elastic properties as well as its energy storing properties. This research also tied in with a remark that Professor Lawall made in a Mining Methods class in 1928 when he remarked that a peculiar thing was happening in the southern part of West Virginia, namely, in the Pocahontas coal field. His remarks were to the effect that pillars were blowing up in the mines and when asked why he replied the cause was not known. The failure of three-inch coal specimens, especially those in stronger coal, in non-hydraulic actuated testing machines was reminiscent of his description of those pillar bursts or bumps.

Mining companies are unique in that they extract mineral resources and must therefore deal with ecological disturbances and other special problems. Like most enterprises, however, their primary motive must be to make money. The problem of mining investment starts with the question of what "make money" means. This article proposes an answer consistent with what economists call the theory of the firm and then applies it to two of the common, and perhaps unrecognized, problems connected with min¬ing investment. In essence, the concepts presented here call for thinking to terms of the income change associated with a given change it outlays or operating procedures To illustrate. ABC Distributing Co. has just discovered the power of advertising. It has raised its annual advertising budget from $25,000 to $50,000, and sales have, zoomed from 250.000 to 350,000 units. The company buy, for 50e per unit and sells at $l. This move has produced $50,000 of operating income for $25.000 in additional advertising expense. This looks great, so the next year the advertising budget goes up to $100,000. Sales go to 440,000 units. With 90,000 more units at 50[c] per unit, ABC sales are up by $45.000. Its advertising costs, however, went up $50,000.

or more than 50 years the Portland Cement Association has represented the United States cement industry in matters relating to the technology and use of cement and concrete. Interestingly enough, PCA?s emphasis has been on concrete and its uses rather than on Portland cement. The cement industry realized long ago that cement is basic and serves its fundamental purpose as an ingredient in concrete. Cement could never be successful if concrete were not. Work with the users and specifiers of concrete had to be done at its end point of application--in a building, bridge, dam, highway or home. PCA, over its half century of existence, has been dedicated to this job. I should like to talk to you today on the less technical side of concrete--what it has been--what it is today--and what it can offer in future construction. Concrete, in many forms, has a long background extending from such notable historic times as the Roman Empire. Here, concrete made from pozzolanic cement from the slopes of Mt. Vesuvius was used to construct the Coliseum, home of the Roman circus; for the Appian Way, the ancient forerunner of the Interstate system; and the miles of aqueducts throughout Europe, many of which still carry water. The New South Wales coal industry is a highly mechanised well organised industry which has developed from an annual production of slightly less than 13 million tons in 1950 to over 33 million tons in 1969. Although continuous miners were not introduced into the mines until 1950, by Jillle 1969 the percentage of coal won by these units was 87.3. The paper describes mining conditions in the various coalfields of the State, their complexities and problems and how these have been dealt with. The introduction of fully mechanised long wall faces has presented a challenge which has been accepted and descriptions of systems in use are discussed. Major expansion of the industry is anticipated to meet the requirements of the growing Australian steel industry, for local power generation and to meet the increasing demands of overseas markets.

It is the hope of the author that this paper, largely a compilation of observations and opinions built up over 20 years of experience in cold and remote areas may be of some help to others in designing better plants for the future in the north. The north is not as difficult to operate in as the better story tellers make it appear to be. ()n the other hand for 6 months of the year the cold is always there, and it seems to be waiting for someone to make a mistake. The simplest things can shut a multi-million dollar plant down at -4n' F with a 4n M.P.H, wind. It only takes one man door improperly latched to freeze up all the pumps on the bottom floor. Someone can poke a one inch hole in an outside wall in July and six months later while you are having Christmas dinner, a watchman will call up to report that the whole plant is flooded because the main water line just froze up and burst. Basic things to remember in plant design for cold and remote areas are: everything in these areas is more expensive due to long and difficult supply lines. Fuel is expensive and would be a major cost item even if it were not expensive, due to the extended periods of low temperatures. Building volumes should therefore he kept to an acceptable minimum. Service areas on the other hand must he adequate, because maintenance generally has to be conducted inside in a heated area. Supply vehicles for instance have to get completely inside the building to unload. If you try to unload a supply vehicle with the door open at -50° F, you won't be able to find the vehicle for fog and if you take more than 5 minutes half the water lines in the plant will freeze up. People in a remote area are expensive. The capital investment per employee may be as high as $30,000; with fringe benefits per annum costs of an employee will he as high as 812,000 per year regardless of basic wage rate. It

Liquid incendiaries were burned within the interstices of several different types of sandstone cores to determine the technical feasibility of increasing sandstone permeability by this method. Fuel-oxidant mixtures were tested in 186 cores; six cores exploded when ignited. In virtually all instances, the explosion completely pulverized the sandstone cores. In addition n those cores damaged by explosions, 24 cores were fractured so severely that permeability tests were impossible. Although combustion gener¬ally increased the permeability, specific mixtures at given pressures were inconsistent in their ignition and burning behavior. Tests indicated that the heat of burning incendiaries significantly increased sandstone permeability. The improved permeability ratios were usually less than 2, but one was 10.3. Permeability alteration by other in situ methods was not as effective as that by flame propagation.

The past decade has seen remarkable progress by the railroads both in equipment and concepts in the handling of dry bulk. materials. While such shipments have always been an important part of the traffic handled by the railroads I little was done to improve the efficiency of handling or toward attempted optimization of equipment design before 1960. Several developments at about that time turned attention to this important segment of railroad traffic. One was the construction of a successful coal slurry pipe-line. Another was the promise of substantial economy in electric power transmission by ultrahigh voltage systems and finally, came the growing technological and economic feasibility of nuclear fuel electric generating plants. Each of these developments was a threat to the coal traffic of the railroads --the most important single commodity they handled in terms of revenue and tonnage. By the mid-1950's I Southern Railway management had become most concerned with its growing investment in freight car equipment and the declining revenue productivity of the capital employed. Additionally I there was substantial concern with the loss of business and potential losses in the area of the railroad's greatest economic advantage --bulk commodity movements. In 1958 a small team was established to study this problem. They arrived at two conclusions. The first conclusion was that within limits of maximum gross allowable weight on rail the lowest unit net capacity cost of investment came at maximum allowable gross weight per car unit. Many thousands of years ago when our earliest ancestor first swung out of a tree, picked up a rock, and threw it at what he hoped might be his lunch, the minerals industry, in a manner of speaking, was born. It was then a very long step indeed to the primitive metal industry of our early civilizations, for we know that precious metals were accumulated and some metal objects were produced several thousand years ago. Prospecting, or "exploration" to use the modern euphemism, consisted of little more than outcrop examination and the use of a gold pan, and it probably did not change much from our earliest civilizations until relatively recent times. In a general sense, all the early explorers of North America were also prospectors, for mineral wealth was certainly one of the goals of the first pioneers and settlers. The earliest pioneers didn't do too badly either, for they discovered copper and iron in various places in the Appalachians and Michigan, gold in the Southeast Piedmont and many mineralized areas in the Southwest. In most places these were outcropping ores or gossans, and the prospecting was incidental to the arduous task of ekeing out a living in a new land. It was the explosive discovery of rich placer gold deposits at Sutter's Mill in California that caught the public fancy and precipitated the establishment of prospecting as a full-time occupation. After the end of the Civil War in 1865, full-time prospecting became an important occupation and continued as such for almost three generations. Prospectors equipped with picks, shovels, gold pans and four-footed transportation swarmed all over what are now our Western States, discovering thousands upon thousands of mineral showings-and certainly most of today's large mining districts. Our vigorous western mining industry is a tribute to the courage and persistence of these men. The techniques of these picturesque prospectors, however, were essentially the same as those of their predecessors-examination of every outcrop and assiduous use of the gold pan. The great increase in discovery at this time was therefore due to increased activity rather than to different techniques. An important result of this in- creased prospecting was the growth of interest in geology. It was during this period that the U.S. Geological Survey began to grow. Many of the major mining districts were mapped, and geological studies and projections began to have an impact on further ore discovery. Ore search and development gradually became more geologically oriented and the geologist became a fixture in most mining camps by the 20th century. The development of mass-mining techniques in the early part of the century also changed exploration concepts.

The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. A small displacement-small strain finite element technique utilizing the constant strain triangle and incremental constitutive equations for elastic-plastic media that are nonhardening and obey a Coulomb yield condition has been applied to the analysis of gravity flow initiation in a V-shaped hopper containing a powder under lunar environmental conditions. Three methods of loading were examined. Of the three, the method of computing the initial state of stress in a filled hopper prior to drawdown by adding material to the hopper layer-by-layer is superior (as expected). Results of the analysis of a typical hopper problem show that the initial state of stress, the elastic moduli, and the strength parameters have an important influence on material response subsequent to the opening of the hopper outlet.

"Arctic Canada is one of the largest undeveloped terrains remaining in the world, and is in many ways unique. The ecological balance of the region is more delicate than tropical or temperate regions of similar size. This region is likely to be developed by research for and production of resources, primarily petroleum, in the immediate future. As well as sensitive terrain surface caused by permafrost in some areas, many large and small mammals and birds are also in a delicate balance with the environment. Small changes in this balance can have large effects.The probability of finding petroleum in different regions varies widely, but already there are good indications on the mainland and in the Islands that both oil and gas are present. Geophysical work in the offshore, particularly the Beaufort Sea, suggests further promising potential. Possible reserves in the Islands and mainland Arctic may amount to 50 or more billion barrels.A responsible approach to problems facing exploitation in an Arctic environment includes the careful monitoring by industry of likely effects of their activities. The Mackenzie Valley Pipeline Research Association test loop at Inuvik provides an example of such monitoring. Outside Canada, the operations at Prudhoe Bay on the north coast of Alaska show how major companies may operate responsibly and reduce environmental interference to a minim'.::at. Nevertheless, four variables must affect any decisions to be made concerning energy resource exploitation in the Arctic. These are man's need for energy, economic and industrial pressures to develop energy sources, the desire to preserve a deteriorating environment, and the role of government as representing all individuals in the country and their several points of view. Factors that must be taken into account in making any decisions include the importance of Canadian oil in a world picture, the need for alternative sources of energy in the near future, the depletion of nonrenewable resources at an accelerating rate and the increasing awareness that the major problems facing man have no direct technical solution and that social or political decisions must precede further techno-logical development."

The continental margins and ocean basins represent by far the largest unexplored frontier for discovery and development of mineral values. In April 1971, Deepsea Ventures, Inc., at a press conference in its Gloucester Point, Va. headquarters, announced what may become the first commercial deepsea venture--15,000 ft below the ocean surface. During the presentation, Deepsea's president, John E. Flipse, announced that studies made by company personnel had proven the feasibility of mining, transporting, and milling L million tpy of manganese nodules taken from the ocean floor, and that, based on current conditions and prevailing construction costs, a venture of this magnitude would cost about $200 million split evenly between mining and processing facilities. A subsidiary of Tenneco, Deepsea has tentatively reserved 1976 as the year in which it plans to mine, process and market the nodules.

With the recent advances which have been made in science and technology and the increased use of mathematics in this area, the question of the best mathematics courses for a mining engineer to take is of major importance. The question becomes even more difficult to answer due to the recent increase in the number of different mathematics courses in the last two decades offered by the mathematics departments. Therefore, the National Study of Mathematics Requirements for Scientists and Engineers (NSMRSE) was designed to provide some answers to these questions. Approximately 10,000 scientists and engineers were selected for the Study, These individuals were placed in two categories: (1) The Awards Group, recipients of national honors or awards and those recommended by the members of the Board of Advisors as having national and international reputations in their areas of specialization and (2) The Abstracts Group, persons exceptionally productive in their research, based on the number of journal articles listed in the last five years in the Engineering Index, Scientific and Technological Aerospace Reports, Chemical Abstracts, Biological Abstracts, and the Physics Abstracts. The NSMRSE Course Recommendation Form and the Instruction and Course Content Sheet were constructed with the aid of the Board of Advisors and other consultants. For the Study, 40 courses were selected by the mathematical consultants. In order to make sure that the basic content of the mathematics courses was the same for all respondents, a brief resume of each of the 40 courses was given. The NSMRSE Course Recommendation Form consisted of seven sections. These sections were as follows: Section 1, 38 different specializations; Section 2, orientation of work (applied through theoretical); Section 3, highest degree obtained; Section 4, place of employment (academic, nonacademic); Section 5, administrative capacity (administrative or nonadministrative); Section 6, age groups (five-year intervals). Section 7 contained the 40 courses which were to be marked according to five categories: (1) Course Length, 3 to 36 weeks; (2) Applied-Theoretical Orientation, a five-point scale; (3) Course Level, freshman through graduate; (4) Knowledge of Course; and (5) Use of Course Content in Work. The Analysis The report of the data is based on the replies received from 44 mining engineers. This group was part of the Awards and Abstracts Group for all engineers. The resume of the recommended courses is reported in quintiles (upper fifth to lower fifth), since recommendations of this kind are not precise. The results of the Study are based on recommendations of the most active research men in engineering in the U.S. today; therefore, the reader should realize that these course recommendations represent an upper bound of mathematics requirements for the Ph.D. in both undergraduate and graduate work. Conclusions and Recommendations 1) Mining engineering students who plan to be active research specialists should take all those courses which are "very highly recommended" (80-10070) and "highly recommended" (60-79.9%). Those courses in the upper two quintiles and recommended by most mining engineers are: first-year calculus, third-semester calculus, elementary differential equations, applied statistics, and machine computation. Courses of "moderate recommendation" (40-59.9%) are: vectors, intermediate ordinary differential equations, the first course in partial differential equations, elementary probability, and linear programming. 2) The great majority of mining engineers indicated that they prefer a course which is concerned primarily with applications. Only the standard courses such as first-year college mathematics, calculus, differential equations, and advanced calculus received a recommendation for 50% theory and 50% practice. Therefore, all mathematics courses given to mining engineers should contain many applications and little theory. Engineers in both the applied and the combination (ap-plied-theoretical) groups indicated a definite need for applications in all courses. 3) In general, recommendations were for mathematics courses to be given for short intervals of time such as 3, 6, or 12 weeks. Only the standard courses mentioned previously received the usual one-semester or one-year recommendation. Therefore, it is of value to combine several related courses into a one or two-semester course so that the mining engineering student could acquire important mathematical knowledge at an early date in order to prepare him for his research. 4) There was little use for the newer courses in modern mathematics such as the functional analysis sequence, the modern algebra sequence, and the group theory sequence. In addition, there were uniformly very low recommendations (0-19.9%) for multilinear algebra, complex variables, mathematical logic, special functions, integral equations, approximation theory, analytic mechanics, integral transforms, and geometric algebra. Therefore, these courses should be given a low priority. 5a) Comparisons among mining engineers with different backgrounds showed that the combination ap-plied-theoretical group recommended more mathematics than the applied group. 5b) There was little difference in recommendations between the administrative group and the nonadminis-trative group. 5c) Analysis of age groups showed that those in the lower age groups gave significantly higher recommendations to courses such as the first course in partial dif-

In Pennsylvania, 310 sampled sites of clay and shale have been evaluated for: potential use, chiefly as structural clay products, refractories, and lightweight aggregate; lithology; physical properties tests; fired tests, both quick-fire and rotary kiln; major-element chemical analyses, and quantitative five-component X-ray mineralogy for quartz, mica, feldspar, kaolinite, and chlorite-vermiculite-montmoril-lonite. Approximately 80 percent of the samples are of some potential use. Of 220 shale samples, 84 were potential lightweight aggregate sources and 83 potential brick sources. Binary correlations of test data versus potential use indicate that certain empirically determined parameters may be critical. These are: lithology, particularly for medium to super-duty refractories and lightweight aggregate; kaol-finite content for refractories versus low-temperature fired product sources; quartz content illustrating that there is an apparently necessary minimum quantity for brick; quartz content, which is low in high grades of lightweight aggregate; mica content, which is low for refractories and possibly high for lightweight aggregate; total iron, which is low for refractories and shows a 40 percent minimum for lightweight aggregate; carbon dioxide, which is low for refractorfes, beneficial in lightweight aggregate, and probably restrictive for some tiles choroite yermicalite, which is low for refractoies and possibly beneficial in lightweight aggregate. In Pennsylvania, clay and shale materials constitute one of the state's major economic mineral resources. To date, the testing program indicates considerable development potential in brick, tile, and lightweight aggregate industries, and perhaps a future potential for aluminum from shales that exceed 20 percent A12Q3.

The drive selected for any piece of machinery must adequately satisfy the application requirements both during the starting interval and at running conditions, All loading possibilities of the drive must be known and allowances made for any adverse limiting conditions such as extreme cold, or perhaps an intermittent excessive loading situation etc. In general, the drive must be selected to provide the required operating characteristics with maximum reliability and at minimum cost. Simplicity of overall design is always an advantage and care must be exercised to insure that systems incorporating unnecessary complicated parts are not indiscriminantly provided. Important non-technical considerations such as equipment avail-ability (on an overseas project) as well as standardization details also play a role in the drive selection process. Additionally, an assessment of the potential capabilities of the personnel that will have to maintain the equipment can have some influence on the final choice. Several types of prime movers are available but this article will restrict itself to the use of induction motors operating from an available alternating current power source. Many drive arrangements are possible, the most common being the direct coupled single motor arrangement. As part of the Demand Evaluation Program of the Bureau of Mines to determine future needs for minerals, a study was instituted to develop and describe a methodology for approaching the problem of substitution between mineral commodities and between mineral commodities and other materials. The report comprises three sections: A review of general factors relative to substitution, a case study of the effect of substitution on zinc die-casting markets in recent years, and a general methodology for reviewing materials substitution with specific emphasis derived from reviewing substitution in the domestic zinc die-casting markets.
