The Federal coal Mine Health and Safety Act of 1969 has been criticized by those who say it goes too far in controlling the activity of private enterprise and by those who say it does not go far enough in eliminating fatalities and accidents in an accident prone industry. Possibly a better evaluation of this legislation lies somewhere in between. From the viewpoint of the coal industry it can be said that through the efforts of those engaged in mining, both the operator and the miner, the year 1969 marked a record year in mine safety with only 190 fatalities and a frequency of 0.84 per million man hours exposure. This outstanding achievement compared to any previous was the result of a determined effort on the part of a concerned industry to improve its reputation as being the most hazardous industry in the nation. After the effective date of the Act, March 31, 1970, the Bureau of Mines assumed complete control of all safety and health activities of the mining industry. Unfortunately, there was no improvement in the safety record of underground mines in 1970 with the total of 255 fatal injuries and a frequency of 1.04 for the year. The number of fatalities declined to 177 in 1971 but the number of underground coal mines had declined from 5,955 to 2,268 during the two year period. Meanwhile, surface mined coal increased from about 38% of total production in 1969 to over 50% in 1971, keeping the annual production of coal at a normal level but involving fewer men.

"This is a reprise of the paper ‘Back to the Future – Why Change Doesn’t Necessarily Mean Progress’ presented to the Tenth Mill Operators’ Conference in 2009. It was observed that the ‘boom and bust’ cycles of the industry, together with trends in tertiary education and the effects of fly-in fly-out (FIFO) operations raised serious questions about the sustainability of human capital in the mineral processing sector.In 2016 we find ourselves in a ‘bust’ after enjoying a decade of the longest commodity price ‘boom’ in a century. In the ‘boom’ did we:make any technological breakthroughs?put measures in place to improve our human capital, especially in the area of ‘professional formation’?The paper makes observations on the current performance of mineral processing engineers and the organisational milieu in which they operate. It questions whether mineral processing engineers are actually ‘adding value’ at some sites given their organisational and operational practices.Some technical trends are examined and what it might mean for mineral processing engineers.Given the above and demographic trends for mineral industry professionals, changes to the seemingly current laissez-faire model of professional development are proposed.Citation:Munro, P D, 2016. This Bureau of Mines report describes 147 known fluorspar deposits in New Mexico and briefly mentions 54 miscellaneous occurrences for which little or no information was obtained. Most miscellaneous occurrences are minor and too poorly exposed to be considered more than prospects. History and production of fluorspar in New Mexico, type of deposition, mineralogy, uses, and grade specifications are discussed. Total mine production of fluorspar in New Mexico is nearly 641,000 tons of various grades of crude ore and hand-sorted material. Fluorspar deposits occur in 13 of the state's 32 counties. Grant, Valencia, and Luna Counties account for 86.4 percent of the total production. During the investigation, 141 deposits were visited. A total of 72 character samples was collected for assay, and 3 larger samples were collected for bench-scale metallurgical tests. Results of these metallurgical tests indicate that an acid-grade product can be obtained with 95 percent recovery of the CaF2 content of the crude ore.

The National Institute for Occupational Safety and Health has observed that many control rooms and operator compartments in the U.S. mining industry do not have filtration systems capable of maintaining low dust concentrations in these areas. In this study at a mineral processing plant, to reduce respirable dust concentrations in a control room that had no cleaning system for intake air, a filtration and pressurization system originally designed for enclosed cabs was modified and installed. This system was composed of two filtering units: one to filter outside air and one to filter and recirculate the air inside the control room. Eighty-seven percent of submicrometer particles were reduced by the system under static conditions. This means that greater than 87 percent of respirable dust particles should be reduced as the particle-size distribution of respirable dust particles is greater than that of submicrometer particles, and filtration systems usually are more efficient in capturing the larger particles. A positive pressure near 0.02 inches of water gauge was produced, which is an important component of an effective system and minimizes the entry of particles, such as dust, into the room. The intake airflow was around 118 cfm, greater than the airflow suggested by the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) for acceptable indoor air quality. After one year, the loading of the filter caused the airflow to decrease to 80 cfm, which still produces acceptable indoor air quality. Due to the loading of the filters, the reduction efficiency for submicrometer particles under static conditions increased to 94 percent from 87 percent.

The objective of the research in this project is to develop a knowledge based expert system for aiding the planning of mine ventilation systems. This system focuses on mine ventilation system design from a coal mine dust control standpoint. It is recognized that mine ventilation system design is an engineering problem involving not only rote numerical calculations to solve the pressure quantity problem but also substantial judgement and expertise to analyze a problem situation and Interpret the results of an algorithmic program. The thrust of this project is to i) extract this knowledge from public domain sources and recognized experts in industry, government and academia, 11) represent this knowledge in the form of IF ... TI-IEN rules in an expert system (ES) and 111) interface the developed expert system with a mine ventilation network analysis program vis. PSUMVS (Pensylvania State University Mine Ventilation Simulator). By providing the numerical computing and qualitative reasoning aspects of mine ventilation system design in a single Integrated system, better quality decision support will be made available to apprentice users.

As part of the Demand Evaluation Program of the Bureau of Mines to determine future needs for minerals, a study was instituted to develop and describe a methodology for approaching the problem of substitution between mineral commodities and between mineral commodities and other materials. The report comprises three sections: A review of general factors relative to substitution, a case study of the effect of substitution on zinc die-casting markets in recent years, and a general methodology for reviewing materials substitution with specific emphasis derived from reviewing substitution in the domestic zinc die-casting markets.

Voice Frequency (VF) electromagnetic trapped miner location devices were tested for reliability and effectiveness in 93 coal mines. Tests included uplink pulsed CW, downlink pulsed OW and downlink voice evaluations. Frequencies were 630, 1050, 1950 and 3030 Hertz. Overburden depths varied from 70 feet to 1550 feet. Successful communications were established at 91 of the 93 mines. Data indicate the transmitters and receivers will operate in practically all coal mine environments. Reliability and accuracy as location devices appear to depend on noise, depth and presence of metallic objects which distort the magnetic field. In addition, theoretical models appear to define best case situations in terms of noise and conductivity. Minor hardware problems were encountered, mostly involving battery contacts, switches and antenna cables on the receivers. No hardware problems occurred with the transmitters.

This work relates to wafer bumping technologies for flip chip packaging applications in the electronics industry. Nickel and its alloys are alternative under bump metallization (UBM) materials because of their slower reaction rates with Sn-based solder as compared to Cu-based UBMs. In this study, we compared the morphologies of the intermetallic compounds (IMC) formed between Sn-bearing solders (Sn3.5Ag and eutectic Sn-Pb) and two types of nickel- based UBMs, electroless Ni-P (EN) and sputtered nickel. Both chunky-type and needle-type of intermetallics were observed between the EN UBM and the solders. In the case of sputtered Ni UBM, there is only a layer of scallop-type intermetallics formed. The morphology change and growth kinetics of the IMC in thermal aging process were analysed. Kirkendall voids were noticed from samples of Sn3.5Ag solder vs Ni-P UBM that have undergone prolonged thermal aging at high temperature.

The various Latin American countries are undergoing a slow process of industrialization. The harvesting of one or two agricultural commodities or the mining of a few marketable minerals is being supplemented by development of an Integrated industrial economy. In many countries, progress in this direction has not been rapid, but as it gains impetus an increasing market for cement is a natural consequence. This is evident from the fact that industrialization is linked with increasing transportation, and means of transportation are very poor in much of Latin America. Bridges, culverts, and concrete Highway's, now scattered sparingly throughout the vast land areas south of the United States, must multiply as the demands of industry increase and as a higher scale of living is attained. Eventually the South American countries will be linked by modern highways. Furthermore, the arid climate of many regions creates a demand for construction of dams and irrigation works, and a continent poor in coal reserves but with abundant water power inevitably must direct its energies toward the construction of hydroelectric power plants. Countries rich in raw materials but with few natural harbors have urgent need of massive concrete breakwaters and docks. The demand for concrete in houses will also grow. Standards of living are low, and perishable building materials are widely used. As living conditions improve cement will be used increasingly in home construction. Even in the field of simple and modest housing cement affords a means of creating low-priced verminproof and fireproof homes, for which the need it imperative under climatic conditions that prevail in this area of the world. Already many of the countries have undertaken extensive public works, and such programs are likely to increase. Assuming moderate industrial progress and stabilized governments the demand for cement in this great southern area promises substantial growth.

Dust-related respiratory disease remains the major health concern in mining, and health agencies are proposing more stringent standards. The U.S. Bureau of Mines (USBM) is investigating techniques to continuously monitor respirable dust in real-time during the coal or ore extraction process. Continuous monitoring will allow mine operators to evaluate hazardous dust concentrations and adjust the operations to produce less dust. Mine instrumentation applications include machine-mounted and hand-held monitors, personal monitors, and area/environmental monitors. Six dust detection methods have been considered to meet application requirements. These are: light-scattering instruments, a smoke-particle detection technique, correlation of pressure drop across the collection filter with amount of dust deposited, the Tapered-Element Oscillating Microbalance (TEOM) instrument, a method that relates the amount of dust collected on a filter with the vibration of the filter, and beta attenuation measurement of dust. Studies to date have identified the TEOM instrument and the technique of correlating the amount of dust collected with the vibration ofthe filter as having the most promise for success. Development of the machine-mounted monitor is the highest research priority. The application options and progress to date in developing continuous monitoring instrumentation are presented.

U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.

INTRODUCTION An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contribute to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. This Country Documentation Report presents the development of economic indices for the Philippines for the period from 1970 through 1981. The work was done through the Bureau of Mines, Minerals Availability Program, under Contract number J01225001. This contract calls for the development of twelve index time series describing factor input costs in the mining sector of 95 countries. The twelve index time series describe the costs of: 1) mining wages, 2) construction wages, 3) equipment and repair parts, 4) bits and related steel, 5) eimber and lumber, 6) fuel, 7) powder and balsting agents, 8) tires, 9) construction materials, 10) industrial materials, 11) transportation, and 12) electrical power. These indices combined with weight factors being developed by the personnel of the Minerals Availability Field Office (MAFO) of the Bureau of Mines in Denver, Colorado, will be used to perform instantaneous updates of all costs relating to the mining industry. The indices were developed primarily for use in the Bureau's Minerals Availability Program in assessing the worldwide availability of nonfuel minerals.

A methane monitor that complies with 30CFR75.313 has been designed and fabricated using a novel pressure modulated infrared absorption technique. The methane monitor met or exceeded in performance all of its target specifications. The monitor was operated continuously during production mining for the entire duration (45 days) of the in-mine test; no failures occurred during the test. The monitor was regularly checked with calibration gas and no shifts in calibration were found during the in-mine test. Operating principles, performance data and electrical schematics are included in the report.

This report by the Federal Bureau of Mines Particulate Mineralogy Unit recommends mineralogical definitions and identification-characterization concepts for selected silicate minerals and their asbestiform varieties. Precise definitions acceptable to mineral analysts, regulatory personnel, and medical scientists are essential because of the present lack of conformity in terminology concerned with measuring and controlling asbestiform particulates and their related health effects. Because of the complexity and variability of crystal morphology in different mineral groups, the descriptive terms are generally explained by illustration rather than by numerical values. Applications and limitations of several analytical techniques for particulate identification and characterization are discussed.

This paper describing the inclined cut-and-fill, and the semishrinkage methods of mining at the Campbell mine of the Calumet and Arizona Mining Co. at Warren, Ariz., is one of a series being prepared by the United States Bureau of fines on mining methods, practices and costs in the various mining districts in the United States. The major portion of the production from the Bisbee mines of the company is mined by these methods. The total average yearly production for the last two years has been 493,612 tons of 5 per cent copper ore. The average employment in the mining department eras 940 men. With the exception of a small tonnage mined for the high iron and sulphur content, the ore is direct-smelting and is mined for its copper con¬tent and associated gold and silver values.

An empirical equation is presented for the maximum airblast from unconfined charges. This has been tested at a number of sites and with charges ranging from 0.1kg to 311kg. The equation is developed to predict community response to potential explosive test range sites and the testing has added to our knowledge of the effectiveness of mitigating measures. The first site had 10m to 15m high walls that were intended to ameliorate the airblast. These walls functioned to a limited extent and reduced the airblast levels by 2dB to 5dB. The airblast was affected somewhat by topography. Noise levels at the nearest residences exceeded 130dB for charges larger than 1kg, whereas the vibration levels were very small. Formal complaints were received where the airblast level exceeded 128dB as per conventional expectations. Pedestrians and pets in the suburbs were startled by the blasts, emphasizing that the community response is much more sensitive to noise and airblast than vibration levels. The maximum airblast levels were too high for this site to be used on a regular basis. At another site, the airblast levels were significantly increased downwind by up to 10dB due to a moderate wind. A third site, at a quarry, produced unconfined airblast levels beneath the derived limits, but are much higher than the normal quarry blasting. By involving community forums there were no complaints, possibly due to desensitization by the normal blasting activities. Scope of the Courier 300 System The fact that reliable on-stream analysis is a prerequisite for effective flotation control is hardly disputed today. Nevertheless, up to now no system has been available that includes all the equipment necessary for successful analysis. However essential an on-stream analyser is in itself, reliable and accurate assaying can only be assured after techniques for sampling, handling the slurries and computing the X-ray data have been developed for the purpose. The Outokumpu Company's Courier 300 System is a complete package that can be installed and handed over with the key. It includes the equipment needed for sampling and handling the slurries. It has been developed from the start to meet industrial demands. Obviously an on-line system must comply with far stricter standards than one designed for a laboratory. Assays are computed by an Outokumpu 316 digital data processor, which is an integral part of the system and controls its entire performance. The computer software is programmed as a standard package, including a highly advanced new model for assay computation. Analysis output is available for a process computer, report typewriter:, and recorders. The package also includes calibration for slurry assays at our pilot installation before delivery. A complete Courier System can analyse up to 4Z slurries and six elements in each slurry. Thanks to its modular design, it can be dimensioned initially to the customer's requirements and is easy to expand later at low cost. Being a mining company itself, Outokumpu has been able to utilize its own long experience in non-ferrous metallurgy - an important factor contributing to the success of the Courier system.
