"SynopsisThis paper assesses the effectiveness of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH) and its potential to improve mine health and safety in South African mines. Developed by the Chamber of Mines, which represents the majority of the country's large scale mining employers, MOSH was devised to accelerate progress towards achieving health and safety milestones, which were set by tripartite agreement in 2003. The paper documents and builds on the findings of a study conducted by the Centre for Sustainability in Mining and Industry (CSMI) in 2011 that evaluated MOSH strategy, structures, and process of implementation.The study found that MOSH operated across the mining sector, was directed and dominated by experts and, despite best efforts to include other stakeholders, was led by employers. Statutory worker health and safety representatives and structures were not integrated into the complex change process developed by MOSH. The Mine Health and Safety Inspectorate (MHSI) and organized labour were ambivalent about direct involvement in MOSH and preferred regulatory measures to enforce the participation of mines. MOSH interventions were not targeted at mines with a poor health and safety record, and MOSH lacked a baseline from which to track impacts on sector-wide health and safety performance. The leading practices most widely adopted by mines were designed to improve, rather than fundamentally alter, existing practice. Although the depth of engagement with MOSH among stakeholders and on mine sites varied, mining companies, labour representatives, and the Mine Health and Safety Inspectorate (MHSI) saw the programme as significant.IntroductionIn 2011, the Chamber of Mines commissioned the Centre for Sustainability in Mining and Industry (CSMI) to evaluate the progress and effectiveness of the rollout of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH). CSMI, based in the School of Mining Engineering at the University of the Witwatersrand, is an independent research centre conducting health and safety research relevant to all major stakeholders in the mining sector. The purpose of the evaluation was to identify the factors that enabled or hampered the adoption of new technologies or practices. The timing of the evaluation, two years before the deadline for the 2013 safety and health milestones, allowed time for adjustments to be made. This paper summarizes the results of the evaluation and includes further analysis and discussion of the nature of the programme and the conditions that act to advance it or it hold back."

The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

More than twenty years ago Sasol, ISCOR, and some parastatals played a major role in ensuring that South Africa had sufficient technical skills. When the economy became tight and business and government were pressurized to decrease costs, the first budgets that were reduced were the training budgets. It seemed to be too expensive and too time-consuming to train apprentices. According to Stacey2, this is a major strategic issue facing the mining industry in South Africa. Two factors added to the shortage of skills challenge: ? Skills erosion and job losses ? Artisans ? currently the economy produces 5 000 but the need is 12 500 ? Level of mechanization in South Africa less than 10 per cent ? Average age of operators and artisans is 50 ? Greater awareness of occupational health effects of hand-held drilling. ? Workplace challenges ? The impact of HIV/AIDS and other employee wellness issues ? Changes and challenges in workplace environment i.e. the mining industry.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

The adsorption of oleate at the surface of titanium dioxide from aqueous solutions was examined by Fourier transform infrared (FT -IR.) spectroscopy using a germanium internal reflection element coated with a thin film of TiO2. This thin film, with a thickness of 100-200 A, was deposited on the surface of a germanium single crystal by RFIDC magnetron reactive sputtering. It was found that significant adsorption of oleate from a 0.02-0.03 mM aqueous solution on the surface of TiO2 thin film occurs at neutral pH, from about pH=5.5 to pH=7.7. Adsorption of oleate at the surface of the amorphous TiO2 thin film appeared to be reversible, involving soap-acid dimers.

The latter part of the 20th century saw great advances in the treatment of refractory gold ores coupled with increased reliance on the use of cyanide for gold processing. Now, in many parts of the world, there is social pressure to limit or eliminate the use of cyanide. As well, treatment of some refractory ores or concentrates which have excessive cyanide consumption, gold cyanide pregrobbing or significant sulfide content remain difficult. This paper will outline the history of the development of alkaline sulfide leaching as an ancillary process to nitrogen species catalyzed (NSC) pressure leaching. Electrochemical fundamentals and the applicable thermodynamics of the alkaline sulfide hydrometallurgical system will be outlined. As well, examples of refractory gold recovery with alkaline sulfide hydrometallurgy such as an arsenopyrite gold concentrate application, a chalcopyrite gold concentrate application, a pregrobbing gold ore application, and a cyanide consuming gold ore application will be delineated in this paper.

The hydrologic characteristics of two abandoned underground coal mine sites, near Latrobe, PA, and Uniontown, PA, were investigated by the U.S. Bureau of Mines for possible implementation of alkaline injection into the mine pools as a means of abating their acid discharges. The Latrobe site was chosen for a one-time application of alkaline injection to achieve a partial, short-term neutralization of a limited portion of the mine pool. A quantity of alkaline reagent (sodium hydroxide) sufficient for a one-time neutralization of the water in this portion of the pool was added. Although nearly all of the neutralizing reagent had moved away from the injection wells within 6 weeks, no evidence of neutralization was noted at the mine discharge during the study period. This lack of neutralization probably occurred because the injection wells did not intercept a primary flow path through the mine. Criteria for successful application of alkaline injection at this or other sites include (1) positive identification of the primary flow paths through the mine pool and (2) addition of quantities of alkaline reagent sufficient to neutralize the entire volume of the pool along the primary flow path.

The feasibility of building a calibrator for the DuPont D-100 audio dosimeter is discussed. The desired specifications are used as guidelines but the possibility of their relaxation is also considered. Commercially available equipment is surveyed and found to not satisfy the guidelines. Several alternate concepts are investigated, and recommendations for further work are presented.

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

I once read an æarticleÆ in FHM Magazine entitled æThe Coolest Jobs There Ever WasÆ. It was about a group of guys who were pursuing careers that any person on the planet would just kill for. I distinctly remember drooling over the pages, thinking how much I would love to be Michael SchumacherÆs Chief Engineer at Ferrari, or the Principal Designer and Tester for one of the big Dutch rollercoaster companies. From that moment on, I decided that I wanted a career that was cool enough to make it into the pages of that article. Throughout my time at university, I always had that article in the back of my mind. As a result I constantly wondered about what sort of job I could end up with once I left university. More importantly, I wondered if FHM would be banging down my door to put me in the magazine! After a long and stressful job hunting process (in between completing a thesis and studying for exams) I finally managed to land myself a job with Orica Mining Services. I can honestly say I didnÆt know what to expect when I first joined Orica. Most of my friends ended up working for big mining companies, while I was offered a position with one of the biggest suppliers to these mining companies. However, I had a feeling when I was discussing the role with my future supervisor during the interview process that the job was going to be awesome. I have now spent a year working for Orica and I absolutely love it! While I feel that my job is worthy of being in that FHM article, unfortunately, I donÆt think I am going to get my opportunity to be in the magazine. Apparently I donÆt look too good in a bikini! However, I would love to have the opportunity to discuss the journey that I have taken so far û from my time as an environmental science graduate, then moving on to mining engineering, to now, being part of the Orica Mining Services Graduate Program. My suggestion is to use this paper as a resource. I have learnt during my time at university, as well as my time in the workforce, that the best people you can learn from are your peers. Take what you feel is relevant from the paper; hopefully it will help guide you in shaping your own career.

"INTRODUCTION In the usual volumetric determination of uranium, the solution containing uranium is reduced in a Jones reductor, yielding a mixture of trivalent and tetravalent uranium; the trivalent uranium is oxidized to the tetravalent state by bubbling a stream of air through the solution. The resulting solution of tetravalent uranium is titrated with a standard oxidant, generally sulfatoceric acid, dichromate, or permanganate. It seemed likely that the same general procedure could be used in determining semimicro quantities pf uranium if the conditions affecting the variables involved were understood more clearly than at present. In the method described below, the use of ferric sulfate to oxidize tetravalent uranium allows the titration to be made at room temperature in an essentially colorless solution with sulfatoceric acid. The latter oxidant in turn permits the use of the very stable indicator, ferroin; with its sharp color change and exactly reproducible blanks.Solutions of uranyl sulfate were prepared by diluting a stock solution that had been standardized gravimetrically according to the method of Lundell and Knowles (8).3/ Solutions of sulfatoceric acid were prepared according to the directions of G. F. Smith (12) and were standardized against arsenic trioxide in the presence of osmic acid according to the directions of Glen (5). The cerium solutions were stored in 18-liter carboys fitted with siphon arrangements so that the bottles did not need to be opened and protected from light in a dark cupboard. Under these conditions, even the 0.01 N solution changed by less than 1 part per thousand over a period of about 6 months."

Liquid incendiaries were burned within the interstices of several different types of sandstone cores to determine the technical feasibility of increasing sandstone permeability by this method. Fuel-oxidant mixtures were tested in 186 cores; six cores exploded when ignited. In virtually all instances, the explosion completely pulverized the sandstone cores. In addition n those cores damaged by explosions, 24 cores were fractured so severely that permeability tests were impossible. Although combustion gener¬ally increased the permeability, specific mixtures at given pressures were inconsistent in their ignition and burning behavior. Tests indicated that the heat of burning incendiaries significantly increased sandstone permeability. The improved permeability ratios were usually less than 2, but one was 10.3. Permeability alteration by other in situ methods was not as effective as that by flame propagation.

The Salt Flat field, formerly called the Joe Bruner field, is located northeast of the town of Luling in Caldwell County, Tex. This field, which is a fault structure, approximately parallels and is about 5 miles east of the Old Luling field. The proved area is approximately 1,280 acres, on which 332 producing wells (September, 1930) have been drilled. The majority of the wells are producing from the Edwards limestone at an average total depth of 2,700 feet. A few wells are producing from the Austin chalk or from other formations above the Edwards limestone. The Wilcox formation is exposed, and the fault trace in places is scarcely evident. The strike of the structure is approximately N. 20 to 45° The displacement of the fault is probably 200 to 500 feet. The discovery well was completed in the Austin chalk by the Lutex Oil Co. during April, 1928. In October, 1926, the Sun Oil Co. completed the discovery well in the Edwards pay. This well was an important discovery, as it indicated the potential oil possibilities of the Edwards limestone in echelon fault structures. The discovery led to the development of the third fault field in the Edwards limestone and opened up a large area for future prospecting.

1. Domestic Production and Use: In 1983, 12 companies operated 27 primary aluminum reduction plants, with 4 firms accounting for 65% of production. Washington, Oregon, and Montana accounted for 35% of the production; Indiana, Kentucky, Maryland, New York, Ohio, and West Virginia 35%; Tennessee, Alabama, South Carolina, and North Carolina 14%; other central States 16%. Based on published producer prices, output of primary metal in 1983 was valued at over $5.7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 37% of domestic consumption in 1983, transportation 19%, building 17%, electrical 9%, consumer durables 8%, and other uses 10%.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

Mining firms are widely criticised for their adverse impacts on the environment. At the same time many firms in the industry devote extensive resources, both financial and managerial, to the reduction or elimination such impacts. Very considerable improvements have been made, although these are sometimes overshadowed by a few high-profile accidents, such as the occasional collapse of a cyanide-containing tailings dam. In parallel, much effort is also directed at projecting a positive environmental image, as witnessed by extensive environmental reporting, both on paper and increasingly through web-platforms. Mining projects today almost invariably involve some form of environmental protection. In industrial countries regulations in this area are extremely stringent, as is enforcement. In less well developed countries, regulation and enforcement may be weaker, but firms are in many cases and for a number of reasons committing themselves to high levels of environmental protection, even if they might get away without doing so. Research in the area of environmental performance of mining firms has so far paid much attention to concepts such as sustainability indicators and the sustainability of individual firms. Given the still raging debates about the appropriate way to determine the degree to which any given firm is sustainable (Welford 1995) as well as the usefulness of what will in the final analysis be a value judgement, anyone on the sidelines of the debate will come back to the fundamental issue, how is knowledge that a particular firm has been judged ?sustainable? going to be made use of. This issue remains unresolved, which may explain the lack of progress in formulating a useful definition of a sustainable firm The question addressed in this paper is not so much about what firms are doing on the ground or in any particular case of environmental protection, but more in the subsequent use of these efforts - and by extension - on the overall direction of corporate environmental strategy. The fundamental problem facing all mining firms is that they cannot easily benefit from unilaterally reducing their environmental impact. The firm can of course avoid liability and keep a variety of stakeholders happy and hence experience lower costs of obtaining the [input] resources they need (in a broad sense, not just minerals), but this represents only part of the opportunities available form pursuing an environmental strategy (Reinhardt 2000). The other part, which may have an enormous potential, involves the concepts of competitor management and product differentiation. The logic of keeping stakeholders happy has been most forcefully argued by Pfeffer and Salanchick (1978) who link the behaviour of firms in all domains to their ability to obtain the resources they need, at a cost that is lower than it would otherwise be (Pfeffer & Salanccik 1978). Several varieties of strategy can be included under this heading, including cost reduction and risk management. The alternative logic is to convince customers that they want to pay more for minerals supplied by mining firm X or directly attributable to mine Y, or by making all mineral users pay more. These two strategies, which may be referred to as product differentiation and competitor management, respectively (Reinhardt 2000) are related to the demand side of mineral supply, whereas cost reduction and risk management are related to the supply side. While the title of this paper embraces the entire West Coast, the author, in the interest of simplification. has confined the discussion to California-particularly the central section. California's population has, risen 45 pct since 1940. Its electric requirements have also increased, not only because of the growth in industry and population but also because of the widespread tendency of all types of electric consumers to use more electricity than ever before. The growth of California's electric utilities is shown by published data covering operations, of three of its large systems and is given in Table 1.

These men we remember because they did not forget us; besides our pride in their wider work and fame, we are proud of what they did with and through us; especially do we rejoice if our early recognition of them opened the way to a recognition by the world; and in their departure we claim to sorrow, not merely as members of an appreciative public, but also as. bereaved personal friends. In common with thousands, we regret our loss, but we do not regret only-we mourn and miss. To this group of those whose death has brought to us the double sense. of public and private grief belonged our strong, bright, dear brother, in whose memory this inadequate tribute is offered. Charles Benjamin Dudley was born July 14, 1842, at Oxford, Chenango county, N. Y. He came on both sides of New England blood, his father being from New Hampshire and his mother from Connecticut. Emigrating from the rocky hills of their native States, they. settled upon the more fertile soil of what was then regarded as the West, and, with thousands of other pilgrim sons, imitating the pilgrim fathers, contributed to the foundation of new commonwealths. The Empire State owes much to this element of its population. Dudley's early education was obtained, like that of the sons of the pioneers generally, by attending the village school and academy in the autumn and winter, while he worked upon the farm during the rest of the year.
