The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

FULLY 60 per cent of the serious and fatal accidents in Maryland coal mines are due to falls of roof and side. Usually, the victim of the fall sustains a broken back, sometimes not only the vertebrae being fractured but the spinal cord also being severed. When the spinal cord has not been severed and yet the vertebrae have been broken or injured, it is often possible to rehabilitate the victim of the broken back. - Such accidents are classed as Permanent Total and the victim receives a certain compensation from the State Industrial Accident Commission; sometimes the amount is awarded in a lump sum, but usually it is paid weekly. When the amount allotted to the victim of such an accident has been expended, either in a lump sum or weekly payments, the victim of the accident is dependent on public charity. Some efforts have been made to physically rehabilitate the victims and make them at least partly self-supporting before the expiration of their compensation payments. The State Industrial Accident Com-mission has done some of this rehabilitation. The Maryland Bureau of Mines, in cooperation with R. C. Thompson, Supervisor of Vocational Rehabilitation, State Department of Education, and his assistants, has, through an informal cooperative arrangement, placed several of the victims in hospitals in Baltimore for treatment. Six years ago, through the efforts of the Maryland Bureau of Mines, a dozen or more broken-back victims were examined by an orthopedic surgeon and report was made to the Bureau regarding such cases and the possibility of their rehabilitation. The paper covers many literature reports of processes using nitrogenous species as an oxidant for processing refractory gold ores, especially development in the pretreatment of refractory gold minerals by nitric acid. These processes include the high-pressure and the atmospheric-pressure oxidation methods. High-pressure oxidation processes are difficult to carry out, because they require high-capital cost autoclaves. Atmospheric-pressure oxidation processes are easier to manipulate, but complete absorption and reuse of NOx is difficult or multiple-stage absorption must be established for its reuse. The hot deformation behavior of Pure Mg and Mg-0.29Ce alloy were studied by isothermal hot compression tests in the temperature range of 250 - 500°C and strain rate range of 10-3 - 102 s-1 in a computer-controlled 50kN servo hydraulic universal testing machine (UTM). The results show that the flow stress of Mg pure and Mg-0.29Ce alloy increases with strain rate and decreases after a peak value, indicating dynamic recovery and recrystallization. Process efficiency was increased by nearly 10 to 12% by addition of Ce in Mg. Mg pure exhibits instability zones between 250-275°C at 10 ? 102 s-1 and 400¬500°C at 101 ? 102 s-1 temperatures and strain rates respectively, rest is the safe deformation zone. Wherein, Mg-0.29 Ce exhibits two low efficiency zones from 250 ? 300°C at 10-2? 10° s-1, 400 ? 500°C at 101 ? 102s-1 and high efficiency zone at 450 ? 500°C at 10-3? 10-1s-1. 4D process maps were generated for the above said alloys which illustrate contours of power dissipation and instability in the 3D space of strain rate, temperature and strain.

THE product obtained by roasting stibnite is likely to contain some unoxidized antimony trisulphide and a mixture of antimony trioxide and antimony tetroxide. It was desired to determine, as accurately as possible, the condition of the antimony as well as the total quantity present. Attempts were made to separate the trisulphide and the two oxides by methods based upon their varying solubilities in different solvents, but no satisfactory results were obtained in this way. It was found, however, that by determining the total antimony content, the antimony present as trioxide, and the antimony present as trisulphide, a good idea of the chemical composition of the roasted product could be obtained. The total antimony was determined by dissolving the sample in concentrated hydrochloric acid, reducing the antimony entirely to the trivalent condition by means of hydriodic acid and eventually titrating the antimony back to the pentavalent condition by means of iodine in the presence of sodium bicarbonate.' The details of the procedure are as follows: Weigh out 0.25 gram of the roasted product into a trapped flask (Fig. 1), add 4 grams of powdered tartaric acid, 2 grams of potassium iodide and 40 c.c. of concentrated hydrochloric acid. Boil the solution gently for 5 min. and then cool to room temperature by shaking the flask while holding it under running water. Then, very carefully discharge the iodine color by the cautious addition of 0.05-normal sodium thiosulphate solution, adding a little starch toward the last. Weightings and water inflows into longwall workings often occur together, giving rise to discussions on their relative genesis. Case histories are introduced which indicate that most water inflows are associated with heavy weightings. Resultant large releases of energy can lead to extensive vertical fractures, which can drain water from aquifers or other sources, such as separation accumulations, onto the face. Effectively control of water inflows in these cases depends on face support and weighting control.

This paper presents sulfur isotope data obtained for the deposits and country rocks of the Bailadores and Aroa Mining District, Venezuela. The study is a part of an extensive geochemical investigation of the mineralized belts that has as their aim the elucidation of the genesis of ores. The Bailadores deposits are located at about 600 Km. west-southwest of Caracas, or about 10 Km. southeast of the Town of Bailadores, Merida State (Fig. 1). The mine concession is held by the Ministry of Mines and Hydrocarbons (De Lima I, De Lima II and La Cascade areas). In a straight distance the mine is about 90 Km. southwest of Merida, the capital of Mérida State. From Mérida to Bailadores, through La Victoria and Tovar, it takes 3 hour by car. From Bailadores to the mine site it is about 40 minutes by jeep. The Aroa deposits are located at 4 Km. east of Aroa Village, Yaracuy State, about 220 Km. west of Caracas. It is 83 Km. from San Felipe, the capital of Yaracuy State to the mine (Fig.2). The mine is about 600 m above sea level, situated on the northern foot of the E-W trending Andes. The topography of the mine are shows a mature stage and is somewhat rugged. As the climate is warm and humid, the area is thicky covered with jungle.

"Beneficiation of the finely disseminated valuable minerals has been an important issue in the mineral processing field for decades. Treatment of the fine materials becomes difficult with using traditional gravity concentration equipment. To investigate particles behavior in a commonly used conventional gravity concentration equipment, a comprehensive study was undertaken in a plant, which only consists spiral concentrators as concentration units. Spiral concentrators require relatively coarse material to effectively concentrate valuables as well as offering greater simplicity for especially higher grade feeds. In the current work, chromite ore (d80 = 290 µm) was treated using spiral concentrators and the performance of spiral concentrators was examined. The design of the separation circuit comprised of rougher, cleaner and scavenger stages. The resultant fractions produced by each separation unit and feed samples were analyzed to identify the particle sizes, mineral liberations and chromite content. Grade and recovery comparisons were presented in size-by-size manner and the separation tendency of the particles were determined in varying feed rate conditions. The overall results indicated valuable mineral loss of the plant and alternative suggestions were pointed to reach the target values.INTRODUCTION Spiral concentrators are simple low energy consuming devices, which are generally used for pre-concentration of the minerals. They are cost efficient equipment separating minerals mainly based on density differences of the minerals. The adjustable splitters remove the concentrate as the remaining stream continues to move down the spiral. Separation on a spiral is achieved through a combination of forces that act on particles as they move down the trough of the spiral. The main forces known to act on the particle on a spiral are the gravitational force, centrifugal force, hydrodynamic drag and Bagnold force (Atasoy and Spottiswood, 1995; Burt, 1984). Since the classification in a spiral concentrator depends on particle specific gravity and size, the operation of spirals can be analyzed using size recovery or partition curves (Bazin et al., 2014). Spiral concentrators possess multiple design parameters for a variety of applications. The design parameters that govern the performance of the spiral can be identified as the diameter, number of turns, slope, pitch and the profile of the trough. For an efficient separation on a spiral concentrator, the properties of the slurry flowing on a spiral, ore texture, percent solids and flow rate play important roles."

Oceanology International The next 01 World Conference is to be held Brighton, England, from 2nd to 7th March, 1980. The programme will concern technical advances in the offshore oil and gas industries, and is expected to include 140 papers from 20 countries.

Abstract - A simple linear model for interpreting duplicate analytical data for a range of values is described. The conceptual model can be quantified using a reduced major axis model rather than the inappropriate traditional least squares approach. The reduced major axis parameters (slope, intercept) and associated errors provide a quantitative basis for: (1) defining bias, and (2) comparing results within laboratories, between laboratories and between sampling/analytical methods. Application of the linear model must be preceded by extraction of obvious outliers or small groups of values that have an inordinately large impact on values of the statistical parameters defining the model. In addition, consideration must be directed to the presence of more than one population of sampling error, as in the case of multiple styles of mineralization being sampled.

In 1973, the United States production of marketable phosphate rock set a record in excess of 42 million tons. This production rate is expected to continue to increase, due to the growing international requirement for fertilizer, at a rate exceeding 5% per year well into 1977. This trend contrasts sharply with the reduced phosphate rock production levels of the 1966 - 1971 period. The natural consequence of this growing phosphate rock market is an evaluation of the variety of means whereby plant capacity can be most effectively increased. One approach toward increased plant production capacity is through large capacity flotation cells provided they can be successfully applied to the recovery of the relatively coarse product which is characteristic of the phosphate rock feed. This paper will summarize the results of a nine month evaluation test program, conducted at the Haynesworth Mine at Bradley, Florida in which the flotation circuit "specific capacity" (tons feed/ft.2 floor space) and "specific input power" (Hp/ton feed) were determined, and the feasibility of achieving economically acceptable concentrate grade and recovery levels was demonstrated, using large, high capacity, flotation cells.

The occurrence of twins in large ferrite crystals, made by a new process, was reported in a recent note.' This paper describes a typical case of such twinning and suggests, on the basis of the observed facts, why smooth slip-planes are rarely observed in this metal. Method of Preparation The material in which the crystals here dealt with were grown was made from 1/8in. Armco iron welding rod containing C, 0.04; S, 0.037; P, 0.003; Si, 0.008, and Mn, 0.02 per cent. This rod was cold drawn into wire about 1 mm. dia. A piece of this wire was supported vertically and was locally heated in hydrogen at atmospheric pressure to about 1400" C. by an alternating current (60 cycles per sec.) of about 35 amp., passed through it between a pair of traveling contacts about 8 cm. apart. The rate of travel for the case in hand was 12 cm. per hr. After some 30 cm. of the length of the wire had been heated and cooled in this manner the whole wire was immersed for a few seconds in dilute nitric acid, not restrained by alcohol. Etching was continued until, as nearly as could be judged by eye, the original smooth cylindrical surface of the wire was no longer capable of specular reflection. Measurements The wire in the etched state was next mounted in a goniometer of special form which allowed the measurement of the spherical coordinates of the normals to any plane surfaces left by the etching. These coordinates were most conveniently a polar distance, 8, from one direction of the wire axis, and an azimuth or longitude, ?, from an arbitrary prime meridian. The region to be described more particularly is shown at a low magnification in Fig. 1, which gives two different views, differently illuminated to show the spatial relationship of a crystal occupying most of the part shown and of an inclusion, or rather a series of three inclusions suspected of being twins based on the principal crystal.

A study was made of the effectiveness of dust-control methods being employed in connection with continuous-mining operations. Airborne dust exposures of workmen and dust loadings of return air were determined for six types of continuous-mining machines. The conditions required for control of dust exposure are summarized and include ventilation of the working face by an exhaust system. Return-air dust loadings ranging up to 13 pounds per hour are reported.

Hilltop Interceptor Contract G is one of the segments of the wastewater control system in the greater Cleveland area. The tunnel is a relief interceptor constructed by the Northeast Ohio Regional Sewer District to minimize combined sewer overflows in the Easterly Service Area. The design study identified the need for a 3.35 m (132 in) diameter, 3.35 km (11,000 ft)in-line storage conveyance tunnel to be constructed at depths of 30 to 70 m (100 to 230 ft).Six structures for access, future flow drop, work shafts and overflow control were required to complete the system. The interceptor reduced the design peak flow from 12.5 m3/s(285 mgd) to 6.1 m3/s (140 mgd) by detaining in line 22,800 m3 (six million gallons) of wastewater.

T HE engineer of today is by his training, by his traditions, and by the service which he must render, irrevocably committed to taking his part in public life along with the members of the older professions of ministry, medicine and law. Nevertheless, in comparison with these: three, so long recognized as the "learned professions-all three of which grew out of the functions of the priesthood-engineering in any modern sense of the word is a youthful profession indeed. So youthful is engineering in its present significance, that it may be said to date from the labors of John Smeaton, the lighthouse builder; of Simon Newcomen and James Watt, the inventors of the steam engine; and of George Stephenson, the inventor of the locomotive; at the dawn of the 19th century. Great works of an engineering character had, it is true, been executed long before this, but practically all of them had been rule-of-thumb enterprises, dependent upon a plethora of slave labor for their accomplishment. For illustration it is said that at Rio Tinto in the days of Hiram, king of Tyre, 40,000 men worked for a year to produce three tons of silver from the rich outcrop ore. Such an operation can scarcely be called an engineering enterprise, however, when we remember that a fourth of this number of men in these same mines, from which the richest ore was long ago extracted, produce at present over 100 tons of copper per day.

This paper deals chiefly with the preliminary examination, when a decision has to be made as to whether a prospect has a chance of developing into a mine or not. At this stage it is important to have a fairly clear conception of what is expected of the prospect, andjust what type of mine is sought. Much money can be wasted testing a prospect suitable for a prospector or small syndicate, but which never looked like becoming a mine of sufficient size to interest a company. When undertaking an inspection, therefore, it is necessary to have a broad outline, at least, of the policy of the principals for whom the report is intended.At this early stage it is frequently necessary to form an opinion of the prospects of a property on very meagre data. When new to this type of work one's first reaction is often th~t it is impossible to pass an opinion on the data available. It. is absolutely necessary,however, that an opinion of the possibilities and chances of favourable development be given; The report should strive to convey this information, making quite ::lear the risk involved, how complete are the data on which this opinion is based, and the possible magnitude of the prize. A Preliminary report has to state whether a property has sufficient prospects to warrant testing.The following procedure is suggested in order to make best use of the data and minimise hasty conclusions influenced by preconceived ideas-an ever-present danger.Examination.The first stage is the examination. This should aim at collecting all available significant data, but avoid clouding the issue with detail which, at this stage, will not affect the decision. The following points are considered to be the main ones for which to look:-Geological Environment.As good a working knowledge as possible'of the geology of the area should be obtained. Government Geological Survey reports and maps, if available, will be a big help. A detailed knowledge of the regional geology is not necessary a,t this stage, but a broad outline of the geological setting of the prospect under review, and also of any other important mines in the district, is often helpful in the final decision.The Nature of the Ore-Body.Any facts concerning the nature or occurrence of the lode should be noted as, coupled with experience of similar bodies, they affect the ultimate decision.Structural Control.This is probably the most important factor, in the light of present geological knowledge. Its chief importance is due to two facts:-(a) Structure plays one of the prime parts in ore deposition.(b) Geological knowledge, of structure is somewhat in advance of knowledge of other factors influencing ore deposition.

This study estimates costs of producing bituminous coal and lignite by strip-mining methods in 12 hypothetical mines. Basic costs are developed by geographic area, rank of coal, and output capacity. Seam thickness and depth and type of overburden are considered typical for the area in which the hypothetical mine would be located. The cost analyses are based on the use of new equipment, the prevailing union wage scales, and the payment of all miscellaneous costs including royalties, contributions to the miners' welfare fund, and license and permit fees. All model mines are considered to have a life span of 20 years. Capital costs of bituminous strip mines with a capacity of 1 million tons per year range from $12.7 million in the Appalachian region to $16.0 million in the Interior province. The corresponding selling price, assuming a discounted cash flow return of 12 percent on investment, is $5.40 and $6.95 per ton, respectively. For bituminous coal strip mines producing 3 million tons annually, a capital investment of $24.9 million will render a selling price of, $3.46 per ton in the Interior province, whereas a similar mine in the Appalachian region requires a capital investment of $28.0 million to produce coal selling for $4.01 per ton. Subbituminous strip mines of 5 million tons of output per year range in capital costs from $28.7 million in the Southwest to $13.9 million in Wyoming and Montana. Coal produced in the Southwest would sell for $3.03 per ton, while coal from Wyoming and Montana would sell for $1.83 and $1.64 per ton, respectively. The capital costs for the strip mining of lignite range from $6.4 million for an output capacity of 1 million tons annually to $20.7 million for an annual capacity of 5 million tons. The corresponding selling prices of $3.01 and $2.12 per ton, respectively, Indicate the advantages of a large-capacity strip mine.

The calibration of these instruments is not difficult but must be performed carefully and with consideration for the principles of X-ray spectrometry. A discussion of successful calibration procedures as well as examples of several common mistakes is presented.IntroductionOn-stream X-ray analyzers (OSA) have become an integral part of modem mineral dressing plants. Advances in instrumentation and computer software make the analysis of process streams fast, accurate and precise. Proper instrument calibration that respects the fundamentals of X-ray spectrometry is essential if the data generated are to be reliable. Often the importance of this task is underestimated and delegated to a person with inadequate XRF training. Successful OSA calibration is the result of careful, systematic procedures.On-stream analysis is perhaps the most important tool that has been provided for the concentrator metallurgist. Combined with powerful, low cost PC's and distributed control systems, real-time elemental analysis affords today's metallurgist many opportunities to troubleshoot and optimize his process.Before OSA, operators had to be very experienced if they were to achieve good results. Even with hourly grab samples, most changes in control approach would still be based on visual cues from the circuit and gut instinct. Real-time analyses have changed that completely.The last two decades have seen a persistent drive to reduce production costs. Operations utilizing OSA have been the most successful in this endeavor. Direct benefits from the application of OSA are fairly obvious. Operators are able to make incremental changes in operational parameters (e.g. reagent addition, pH, cell level), and immediately monitor the effects. Variations in the characteristics of the mill feed can be identified and addressed immediately. More progressive operations have linked analyses to control loops to adjust process setpoints ( e.g. reagent additions), and to change them automatically according to formulas based on previous experience."

Mr. Chairman and Members of the Rocky Mountain Coal Mining Institute: Your Secretary has asked me to write upon a subject' which is a most interesting one, and which has a very wide scope. In view of the great need for further decreasing costs at its coal mines, the Colorado Fuel and Iron Company began early in 1924 to experiment with methods of mining which had not previously been. tried out at its mines, and which were selected because of the greater possibilities for the concentration of the work, better grouping of workmen, and increased tonnage per workman, with a resultant increased efficiency, better supervision, and lowered costs. Because of the great competition of the day, means and methods must be provided by which fewer mines can be made to produce larger tonnages and at a lower cost. Western physical conditions are such as to make our problems far more complicated and not so easy of solution as compared to many of the eastern fields where conditions are more favorable for the operation of the mines. The dry condition of our Western mines on account of a relatively low humidity, and with additional gaseous conditions, makes the problem still more difficult to solve. A study of new methods was necessary before adoption, and this was particularly true of the method of extracting the coal. Where mechanical means are used, particularly in the coking coal mines of this state, due consideration must be given to the type, and machines or conveyors should not be installed solely on the basis of their performance elsewhere, without the knowledge of local influencing factors. In trying out the newer methods of extraction at our mines, very careful consideration has been given to the question of safety and the adoption of any new methods must provide adequate means of protection to employes, and be approved by' the State Coal Mine Inspector. In any large industry there are a few outstanding operating costs, and usually the leading ones in their order are labor cost, material cost, and power cost. The things which we, hope to accomplish: 1. Reduce labor costs. 2. Reduce material costs. 3. Reduce power costs by the con 4. Reduce the amount of powder used per ton of coal produced. 5. Increase the lump percentage (particularly at the domestic mines). 6. Reduce accidents and annual compensation payment. 7. Reduce haulage costs. 8. Reduce cost for track work. 9. Reduce cost for timber and timbering, and increase the recovery of timber at a considerable additional saving. 10. Reduce the brushing costs. 11. Reduce the amount of rock hauled to the outside. 12. Reduce the cost for drainage. 13. Reduce the cost for ventilating. 14. Reduce cost of inspection and supervision. 15. Reduce the cost for shot firing. 16. Reduction of number of working places. 17. Grouping of men with increased sociability. 18. Increased tonnage per man. 19. Reduction in total number men employed. In the consideration of the methods used and now working successfully, there were three points which were considered outstanding, to make them wholly successful: ventilation, roof control, and transportation. Cansiderable time and effort frequently are expended to establish, with a degree of confidence, the PVT behavior of pure substances. In particular, a great deal of experimental information contributed by a number of investigators is available in the literature. The data of each investigator, although significant in themselves, cannot be used with a high degree of confidence until they are compared with the continuum of information presented by others. Current interest in thermodynamic and transport properties, for not only the gaseous state but the con-densed state as well, requires that PVT infarmation be presented for both regions. The density dependence on temperature and pressure, when presented as a continuum, is of considerable value in itself, especially since the available equations of state fail to properly account for the PVT behavior in the condensed state. For this reason and to incorporate PVT data recently presented in the literature, this investigation was carried out. In their studies concerned with the thermodynamic properties of methane, Matthews and Hurd in 1946 utilized the data of Kvalnes and Gaddy and Olds, Reamer, Sage and Lacey to establish the PVT behavim of methane in the superheated region and the saturated liquid densities of Keyes, Taylor and Smithl in conjunction with the Clapeyron equation to develop the densities for the saturated envelope. Current activity sponsored by API Project No. 44 under the direction of F. D. Rossini has led to a tabular presentation of compressibility factors for gaseous methane in the superheated region.la These values were obtained by using smoothed residuals, developed from experimental data and the Ben edict-Webb-Rubin equation,' to establish internally consistent compressibility factors for the real gas. This approach offers probably the most precise presentation of PVT information for gaseous methane to date. The PVT behavior of methane also can be represented accurately by equations of state such as the Benedict-Webb-Rubin equation or the Martin-Hoa equation.' These equations, although valuable for analytically representing the PVT behavior, lack precision in the compressed-liquid region. The PVT data available in the literature for methane were utilized to obtain reduced densities that are presented in Figs. 1 and 2 as functions of reduced temperature with parameters of reduced pressure. The critical constants utilized for methane are those reported by Kobe and Lynn." These critical values, T, = 191.1°K, PC = 45.8 atm and p, = 0.162 gm/cc, produce a critical compressibility factor, z, = 0.289. The PVT information, as obtained from the literature, in many instances was not presented in an immediately
