The approach to Risk Management during the procurement of major projects often has a significant outcome on the ultimate successful delivery of a project. The $NZ4.4B Auckland City Rail Link project is the largest and most complex transportation project yet undertaken in New Zealand. Risk management prior and during procurement was undertaken in accordance the ITIG Code of Practice for Risk Management of Tunnel Works (TCoP) and through the use of an Alliance Geotechnical Baseline report. This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. This included the use of cloud-based delivery of geotechnical data and 3-D geological models, reducing tendering costs and allowing a focus on risk mitigation measures during the tender rather than data management.

A working group from Anglo American, BHP Billiton, Rio Tinto and Xstrata reviewed supply and demand for graduates from mining education departments in countries where they normally recruit: Australia, Canada, Chile, Western Europe, South Africa and USA. Departments are typically small and increasingly unsustainable, resulting in a steady rate of closure. Supply and demand for graduates in the minerals industry is cyclical, with supply lagging behind demand and trending downwards. Currently, supply is tight and the industry is trying to expand with an ageing workforce. Greater collaboration between universities and within the industry is recommended to address these issues.

The effect of carbonaceous matter on gold extraction was investigated in cyanide systems with pure gold as well as pre-robbing sulfide gold ores. Auger studies demonstrated that the carbonaceous matter preferentially smeared on iron sulfide rather than aluminosilicate surfaces during wet or dry grinding. During mechanically mixed leaching, coating of sulfides and silicates and stripping of carbonaceous matter occurred simultaneously. TEM and XPS studies indicated preferential coating in the form of elemental (graphitic) carbon at the edges and the defect sites of particles. Interestingly, carbonaceous matter extracted from the gold ore was predominantly graphite and not preg-robbing in a solution with a high KCN concentration. However, the carbonaceous coating had a significantly detrimental effect on gold dissolution when gold was pre-ground with the gold ore. Artificial coating on gold surfaces with the natural carbonaceous matter from the ore was also found to substantially retard gold dissolution. With the addition of the natural carbonaceous matter from the gold ore, gold extraction from two non preg-robbing sulfide gold ores was inhibited owing to carbonaceous coating. The presence of carbonaceous matter significantly reduced the current density for gold oxidation and increased the current density for pyrite oxidation. This could explain the fact that carbonaceous coating hindered gold dissolution while enhanced sulfide preg-robbing.

A surface copper mine in the Western United States faced challenges in recovering rock and ore from final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall conditions. The operation had been using the same drill and blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at approximately 380,000 tons a year generated from an average of 60 final wall blasts performed annually. The mine engineering team and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. In this paper we present how we collected data, reviewed design standards, and found opportunities to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71% on the mine’s highwalls.

In this paper, in order to solve the problems of low accuracy and slow speed of fire flame recognition, an extreme learning machine (ELM) method based on improved Harris hawks optimization (IHHO) is proposed for fire flame recognition. A novel Harris hawks optimization (HHO) is used to solve the problem of parameter selection of ELM. In order to solve the problem that the original HHO is prone to fall into local optimum, firstly circle mapping is used to initialize the population to solve the problem of uneven distribution and small range of the initial population. Then the formula of escaping energy of HHO is modified to make the population have a large range in the middle and late iterations while gradually decreasing in the whole iteration process. Thus, the exploitation stage in HHO is improved to make the search range smaller near the optimal solution to accelerate the convergence process. Finally, at the end of each iteration, a certain number of individuals are selected to perform Gaussian and Cauchy hybrid mutation to prevent the IHHO from falling into local optimization. Through three groups of experiments, the effectiveness of the proposed IHHO and IHHO-ELM is verified. In experiment 1, the convergence performance of IHHO is significantly better than that of the other remaining algorithms in the test results of six benchmark functions. In experiments 2 and 3 of real fire flame recognition case, IHHO-ELM outperforms other remaining algorithms on the whole and has significant advantages in some indexes.

A thermal oil-recovery experiment was conducted in the Venango First sand, Goodwill Hill oilfield, Warren County, Pa., about 10 miles northeast of Titusville. The Quaker State Oil Refining Corp., Bradford, Pa., performed the experiment with assistance from Sinclair Research, Inc., Tulsa, Okla., and the Federal Bureau of Mines. The Goodwill Hill field was discovered in 1885. Primary-production oper- ations continued until 1930 when an air-gas injection project, which is still in operation, was started. At the location of the combustion experiment, the reservoir is 400 feet deep and 30 feet thick, with wide permeability and porosity variations. The crude oil is typical Pennsylvania Grade paraffin- base oil with a gravity of 43.9° API and a viscosity of 4.55 cp at 60° F. The well pattern for the experiment consisted of 5 producing wells, enclosing an area of 1.28 acres, and a central ignition-injection well. An air-natural gas mixture was ignited in the ignition well on July 29, 1961. Ignition was followed by injection of air and natural gas at various rates. The experiment was suspended January 5, 1962, when it became evident that economic oil production could not be achieved. There was no conclusive evidence that self-sustained combustion was achieved or that combustion increased oil and water production. A slight increase in liquid production was attributed to stripping action caused by the air-injection rates, which were higher than those normally used during air-gas injection.

A comprehensive study consisting of stress determinations, core logging, laboratory testing, and numerical analyses was conducted to investigate the cause and potential alternatives to the coal bump conditions that developed in the Second North Panel of the Little Dove mine near Buntington, Utah. Roof rock characteristics were such that a cave did not develop above this 420 ft wide panel. After 700 ft of pillar retreat, severe coal bump conditions developed during pillar mining. The coal bump conditions resulted from excessive pillar stress which was caused by load transfer from the extracted, noncaving, portion of the panel. Site specific data and numerical modeling techniques were used to back-analyze the bump prone condition. This back- analysis lead to the identification of critical stress, closure, and energy release levels. These critical levels were then used to evaluate alternative pillar mining sequences in the hope that the potential for coal bumps could be reduced. It was found that while alternative sequences offered some potential improvement over the pillar mining sequence used in the mine, alternative pillar mining sequences would not significantly reduce the potential for bumps. For the roof characteristics at this mine, coal bumps are best avoided by developing narrow panels or significantly wider panels, which incorporate properly sized barrier pillars. Narrow panels, on the order of 300 ft, would not cave, but panel pillar stresses and the potential for umps would be moderated by the reduced r' panel width. Wider panels, of approximately 650 ft, would allow a cave to develop, also reducing panel pillar stresses and coal bump potential.

Reduced workability and flowability of the concrete through the tremie tubes and drilled shaft reinforcement have been identified as the main causes of tremie-concrete drilled shaft concrete defects. This paper discusses two recent case studies of defective tremie-concrete drilled shafts. The defects (soft inclusions, aggregate segregation, and low concrete strength) were primarily caused by the combined effects of the tremie placing sequence, rapid concrete slump loss, and poor passing and blocking characteristics of the approved concrete mix design. The level of detail contained in the drilled shaft specifications varied between projects. However, even when the specifications incorporated several of the more recent recommendations for tremie-concrete placement, the case studies showed that typical provisions for concrete mix proportioning and placement can be further improved to minimize construction defects such as those described in this paper. Based on the findings of the case studies presented, recommendations for the development of more effective specifications are provided. The recommendations include requirements for mock-up testing of proposed concrete mix designs and evaluation of the tremie-concrete placement sequence. Performance of such testing and evaluation would greatly reduce the potential for drilled shaft defects and consequent time and financial burdens associated with them.

Tonight it is my privilege to present the 1976 Institute Medal to one of our members, Mr L. C. Brodie-Hall, C.M.G.Laurence Charles Brodie-Hall, as chief executive in Western Australia for Western Mining Corporation Limited (WMC) from 1958 to his retirement in 1975, had a profound influence on the company's growth and development which had a significant influence on the prosperity of the State of Western Australia and, in turn, Australia.Following the company's decision in 1952 to diversify from gold mining, he took a leading part in the exploration and development of the bauxite deposits in the Darling Ranges by a subsidiary company, Western Aluminium N.L., and the subsequent formation of Alcoa of Australia Limited, the development of the first long term export contract for iron ore from Western Australia, the development of the nickel deposits at Kambalda and the subsequent establishment of a nickel refinery and nickel smelter in Western Australia.

The Yaojialing zinc-gold polymetallic deposit is a newly discovered, large skarn deposit in the Middle-Lower Yangtze metallogenic belt, East China. It is located in the transitional zone between the Tongling uplift block and the Fanchang faulted basin. It is mainly hosted in the contact zone between early Cretaceous granodiorite porphyry and Carboniferous-Triassic limestone, or occurs in limestone xenoliths within the intrusion. Skarn and stratabound massive sulfide orebodies are the primary ore styles. Sulfide ?34SV-CDT values indicate a magmatic sulfur source, in common with most deposits in the Tongling block. Calcite d13CV-PDB and d18OV-SMOW ratios reveal that marine carbonates were the major source of carbon in late-stage hydrothermal fluids. Centre Jardin Lac Pelletier (CJLP) has been a leading actor in the revitalisation of closed mining sites in northern Québec for over 20 years. Over that period, CJLP developed a cost-efficient technique that transforms sterile mining residue into a substrate able to support a resilient ecosystem. Using a unique mix of organic matter, fertilisers and selected plant species, this technique rapidly builds a microorganic fauna and a layer of humus that will sustain the creation of vegetation coverage. The coverage is composed of over 13 different plant species, each having a unique role in the development of a resilient ecosystem, from soil stabilisation to nitrogen fixing. Considerably less expensive than traditional methods using civil engineering techniques, it does not require the use of heavy machinery or the spread of topsoil. This technique has been successfully used to restore over 20 sites in Québec such as Joutel, Yvan Vézina and Louvicourt. It is a proven technique that has passed the test of actual implementation. The presentation will review the biological, production and economic aspects of the technique through the revitalisation of the Joutel site.

The purpose of this Bureau of Mines project was to develop a method for recovering kyanite and sillimanite from the present zircon-mill tailing of the Jacksonville and Starke, Fla., plants of Humphreys Gold Corp. The kyanite and sillimanite in the ore are not being exploited at present, but procedures for recovering the two minerals were worked out by the Bureau in the interest of conserving natural resources. The current zircon-mill tailing of the Starke plant contains up to 20 percent of a mixture of kyanite and sillimanite. A similar product of the Jacksonville plant contains up to 15 percent kyanite and sillimanite. The average annual production of the tailing now being stockpiled contains several thousand tons of the two minerals. Laboratory batch-flotation tests were made on the materials to determine the feasibility of flotation methods for recovering high-grade concentrates. Various reagents were employed under different conditions to determine the optimum conditions for flotation of kyanite and sillimanite and retardation of the gangue materials. The results of the preliminary flotation tests were encouraging enough to warrant more comprehensive testing of a larger sample of the ore in the laboratory pilot plant.

Polycrystalline tensile specimens of various Zr-0-H alloys have been tested at 298°, 178°, and 77°K. Solute oxygen and hydride precipitates in quenched alloys made individual contributions to the yield strength at 0.2 pct strain which combined to produce a resultant strength increment, a,., Ductility changes which were ohserved can he interpreted in terms of the various oxygen and hydrogen concentrations, testing tem -peratures, and dispositions of the hydride. ADDITIONS of oxygen in solid solution were known to increase the yield and tensile strengths of polycrystalline zirconium as early as 1951.' More recently, the critical resolved shear stress (CRSS) for prism slip in zirconium single crystals was also shown to be affected by the solute oxygen impurity.' This latter work also demonstrated that large increments of strength could be contributed by the finely dispersed zirconium hydride precipitates that are present in quenched Zr-H alloys.3 It was concluded that the combined strengthening due to alloying could be expressed by where to is the increase in the CRSS due to solute oxygen alone and TH is the increase due to finely dispersed hydride precipitates. Eq. [I] is analogous to one used to express the combined strengthening effects of work hardening and neutron radiation damage.4 Eq. [1] was verified only indirectly and for only small amounts of the impurities—up to 0.14 at. pct 0 and 0.63 at. pct H. The present investigation was undertaken to obtain a more direct verification of the validity of the form of Eq. [1] for this system and also to determine the combined effects of oxygen and finely dispersed hydride precipitates on the tensile strength and ductility of polycrystalline zirconium. EXPERIMENTAL PROCEDURE Tensile specimens were machined from the same rolled billet of Kroll zirconium used in the earlier study.' These measured 38 by 4.7 by 0.5 mm and had 10-mm gage lengths which were 2.8 by 0.5 mm. Each specimen was ß-annealed in vacuo at 1173°K for 15.5 hr and a-annealed at 1073°K for 4 hr to D. G. IMD______________ give an equiaxed structure with grain diameters averaging 0.06 mm. Oxygen was added by allowing the metal to react with a known quantity of oxygen during the 0 anneal and known quantities of hydrogen were added during the a anneal. Each alloy was encapsulated in Pyrex under vacuum, annealed at 873°K for 4 hr, quenched into ice water, and polished by immersion in a solution of 46.75 vol pct H2O, 46.75 vol pct concentrated HNO3, and 6.5 vol pct HF (49 pct) at 298°K. Special heat treatments given to a few specimens are described in the results below. Tensile tests were done on an Instron machine and were begun within 20 min after the quench, except where specified otherwise. Tests at 298°K were in air, at 178°K in acetone, and at 77°K in liquid nitrogen. All tests were at a strain rate of 8x sec-1. RESULTS AND DISCUSSION Yield Stress at 298°K. The compositions of alloys and the corresponding yield stresses (0.2 pct strain) are given in Table I. A plot of the yield stresses of the oxygen alloys, A, B, C, and D, indicates that varies linearly with CO1/2, where Co is the oxygen concentration, Fig. 1. This is in accord with Fleischer's6 theory for solution strengthening if the oxygen atoms do not cluster, or the cluster size remains constant with increasing oxygen concentration. In Fig. 1, it appears that if one could prepare some oxygen-free zirconium its yield stress would be very low. Therefore, we shall assume that for the oxygen alloys is equivalent to O0, the strength increment contributed by the presence of oxygen. The relationship between0.2and Co is expressed by 0.2 = 31.3 CO1/2, when the yield stress is in kg per sq mm and the concentration is in at. pct. Each of the hydrogen alloys, Al, A2, A3, and A4, contained 0.081 at. pct 0 as an impurity. In Fig. 1, it appears that this small amount of oxygen makes a significant contribution to the strength which cannot be ignored when we evaluate the contribution of the finely dispersed hydride. Let us assume the validity of the following equation: a0.2 = (a2o+a2R)1/2 [2] which is analogous to Eq. [I] for single crystals, and calculate values of UH for the hydrogen alloys by using the experimental values of 0.2 and o (0.081 at. pct) = 8.9 kg per sq mm. Underground production from the low grade copper orebodies at Mount Lyell in recent years has involved surface subsidence of open cut areas. Relevant structural and lithological features of the geological environment are described. The highly mechanised underground mining system involves sublevel caving and sublevel open stoping with associated hanging wall cave. Monitoring of subsidence and caving has been made by regular visual inspection and measurement of crack development, and by surface profile surveys. These simple techniques have proved adequate in assuring management that ground movement is proceeding normally and safely.

By offering savings in space and capital cost compared to ducted axial and centrifugal fan systems, horizontally mounted jet fans are commonly used worldwide to ventilate vehicular tunnels. They discharge high-velocity jets to transfer momentum to the surrounding airstream to induce longitudinal flow in the same direction as the jet. Vertically mounted jet fans installed in exhaust shafts have been successfully used to ventilate a large passenger rail overbuild in New York City. A comparison of shaft dimensions, vertical placement of the jet fans and measured shaft airflows is presented to evaluate optimum jet fan configurations. Measured shaft airflows are compared to airflows predicted by computational fluid dynamics (CFD) simulations of a three-dimensional model of the overbuild.

Introduction One hundred years ago, a recent college graduate created the US aluminum industry. He found an economic way to crack the primeval bond that makes the metal so special. Aluminum doesn't "rust" - oxidize progressively. Rather, when exposed to air, it instantly forms a gem-hard but microscopic oxide coating. This seals off oxygen from the metal underneath. Scratch it and the seal reforms instantly. That tight chemical bond is the reason the metal is not found in nature; it exists only as a compound. The bond had to be broken to free the shiny metal. But once it is free, that self-sealing protection, alongside a remarkable strength-to-weight ratio, offers a marvelous material. Until 100 years ago, finding a way to do that economically was a challenge that defied science. Then it was solved, in a remarkable coincidence, on both sides of the Atlantic. And the way was paved for a material that would become the second most widely used metal in the world. Until that time, aluminum was a rare and precious metal. But then two young scientists independently invented the process that took aluminum outside the laboratory and into applications ranging from pots and pans to spacecraft. Discovery of aluminum Other major metals - copper, iron, lead, gold, and silver - had been used for thousands of years. But aluminum was entirely unknown until 1782, when French chemist Antoine Lavoisier suspected its presence. It was not actually discovered until Sir Humphry Davy, in England, detected it in clay in 1807. It was first isolated as a free metal only in 1825, by Denmark's Hans Christian Oersted. For years, laboratory methods yielded aluminum only in tiny amounts costing about $1200/kg ($545 per lb) - $13,333/kg ($6000 per lb) in today's dollars. Methods developed by French scientist Henri Sainte-Claire Deville in 1854 cut the cost to about $200/kg ($90 per lb). King Frederick VII of Denmark had a helmet of aluminum and gold. And Emperor Napoleon III of France reportedly served his most exalted guests at a state dinner with aluminum plates. He left the lower ranks to dine from pure gold. Deville and others continued to reduce production costs. But the price of aluminum still rivaled silver - $31/kg ($14 per lb) versus about $35/kg ($16 per lb) for silver. Then in 1884, a 2.8-kg (6.25-1b), 230-mm-tall (9-in.-tall) aluminum pyramid was cast as the tip of the Washington Monument. It was probably the first architectural use of aluminum. And it is still there after more than a century. The attractive properties of aluminum were obvious: it is lightweight but strong, conducts heat and electricity, reflects light and other electromagnetic radiation, and resists corrosion. But its commercial promise was blocked by its cost. In 1885, the price of aluminum was $17.70/kg ($8 per lb). It stayed there for the next couple of years until the Hall-Heroult process brought it down sharply. Hall-Heroult process lowers aluminum costs The characteristic that kept aluminum hidden so long continued to thwart chemists. Aluminum clings to oxygen so tightly that it is never found as a free metal in nature, and it is hard to break that bond chemically. The best chemical methods of the 1880s required sodium, and sodium itself was expensive. At Oberlin College in Ohio, chemistry professor Frank Fanning Jewett advised his students that anyone who could make aluminum inexpensive would do humanity a favor and get rich as well.

Powder metallurgy has been developed rapidly in the last twenty years by overseas metallurgists. The technique of making the powders and their subsequent pressing and sintering into useful forms has' only been introduced into Australia under the stress of war-time economic conditions.The technique involved has very little in common with our usual methods of fabricating engineering alloys by melting the ingredients to a homogeneous mass, followed by casting to shape or casting to ingot form and shaping by application of pressure-so-called mechanical working. On the other hand, the technique includes operations, such as milling and sizing, familiar to the primary metallurgists.The compacting of metal or other powders finds important application in two outstanding fields of engineering production: (a) in making porous bearings and contact brushes, in which such a material as powdered graphite can be incorporated; (b) in making cutting tool tips of hard -carbides, which have a melting point too high to make casting feasible, and which would be too brittle in the cast condition in any case. In both these cases; the final article can be made of the desired shape and size (subject to shrinkage allowances) whilst the compact is in a soft and readily machined condition a consideration of great importance in connection with the hard carbides.In order to develop the necessary equipment and technique and at the same time to assisil in the war effort, it was decided to divert the research work of the Metallurgy Department of the University of Melbourne to the problems associated with the production of hard carbides from local raw materials and the sintering of such into tips for cutting tools. Since this work was started at least two industrial concerns have started to produce these materials in the Commonwealth.The work. to date has included (a) the purification of crude cobalt oxide from Risdon and the reduction of this to metal Particles of less than 10 p. diameter; (b) the production of tungsten powder from King Island scheelite and its conversion into tungsten carbide with particle size less than 4 p. diameter; (c) the sintering of the latter product, using the former as a bond; (d) the production of titanium carbide from titanium dioxide; (e) the separation of columbium and tantalum oxides from a Northern Territory tantalite, and the conversion of these into the respective carbides.
