"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). The ranking of other coal producing states are similarly low:• Ohio 20• Pennsylvania 21• Virginia 38• West Virginia 44• Wyoming 45• Kentucky 48• Alabama 50"

West Virginia, although having adequate solar insolation, has witnessed very little actual solar development to date. The reasons for this lack of development are varied, but the primary obstacles to future development appear to be the absence of state-level policies and regulations promoting growth in the solar industry. West Virginia possesses large tracts of under-utilized land throughout the state created by previous mountaintop mining operations that could theoretically be re-purposed for solar farm development. Accomplishing this task will require not only revisions to the current legislation, but also acceptance by utility companies, landowners, and mining companies. Solar developers will need confidence that they can secure revenue from the electricity and Renewable Energy Certificates (RECs) generated by solar projects. Additionally, solar companies will need assurance they will be protected from any non-related environmental liabilities that could arise in the future. The primary avenue in bringing significant solar development to West Virginia will come through large corporate clients demanding or partnering with utility companies for incorporation of solar options into their energy portfolio to help meet established sustainability goals. This scenario has been witnessed in other states where a large client demands renewable options. Solar development could also represent a means through which mine operators might alleviate some of their reclamation and bonding obligations; where the landowner could supplement income from their underutilized land holdings; and where displaced miners could be repurposed in solar installation/maintenance jobs. Utilizing data from the West Virginia Permit Database, this report identifies several mine sites that hold potential for solar development in the future. This publication contains routine analyses and related source data for 295 natural gas samples from 18 States collected during calendar year 1963 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Five previous publications have been made to present the results of 5,998 gas analyses made by the Bureau of Mines Helium Activity , prior to 1963. The first three , Bulletin 486,5 Bulletin 576,6 and Bulletin 617,7/ contain analyses and source data on 5,214 gas samples collected from 1917 to January 1 , 1961. The fourth and fifth publications , which are published as Information Circulars , supplement the three Bulletins and contain 784 analyses of samples collected during 1961 and 1962. The present Information Circular is the third annual publication supplementing the three Bulletins .

"Location. The copper mines of Michigan are all in the northern part of that state on the Keweenaw Peninsula, which extends from the (Michigan) mainland for about seventy miles northeasterly toward the middle of Lake Superior. The mines occur in a belt or zone occupying the central portion of the peninsula from end to end.. The most productive mines for many years past have been those located not far from the city of Houghton in' the central part of the zone, in a section extending about ten miles southwest of Houghton and fifteen miles northeast. The most important mines in order of location, from the northeast to south¬west, are the following: Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet. and Hecla, Osceola, Franklin, Quincy, Hancock, Isle Royale, Superior, Baltic, Trimountain, and Champion. The first three named are in Keweenaw county and all of the others are in Houghton county. Still farther to the southwest are the Lake, Mass, Adventure, Michigan, Victoria, and White Pine mines. These are in Ontonagon county.History. The exploitation of these copper mines extends back into prehistoric times. There is little evidence that the American Indians carried on mining operations in this region in the period shortly before the advent of white men, but there is abundant evidence that the ancestors of the Indians, •or some earlier inhabitants of the region, carried on primitive mining operations. For example, Mr. S. O. Knapp, Agent of the Minne¬sota Mining Company, in the winter of 1847-48, made the first discovery of prehistoric mining. "The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

"Income based taxes are significant cost elements to be considered in evaluating investment in new mine development. This paper presents the results of comparative analysis of effective income-based tax rates for mining in the Northwest Territories (NWT), selected Canadian provinces and international jurisdictions. The study was done as background to a review of royalty regulations for the NWT. ObjectiveThis paper presents results of comparative analysis of effective mining royalty1 rates, and combined effective mining royalty and income tax rates on selected mine models for the Northwest Territories (NWT), with those for several other jurisdictions in Canada and abroad which compete with the NWT for mining investment.BackgroundThe February 27, 1995 federal budget directed the Department of Indian Affairs and Northern Development (DIAND) to proceed with a comprehensive review and amendments to northern natural resource management legislation in order “to increase revenues and ensure a fair return to the Crown.” DIAND is responsible for the administration of the Territorial Lands Act, and its regulations.The Territorial Lands Act gives the Governor-in-Council the authority to “… make regulations for the leasing of mining rights in, under or on territorial lands and the payment of royalties therefor,…”. In the NWT, the Canada Mining Regulations (CMR) provide for the disposition of mineral rights for most minerals, other than coal, petroleum and related hydrocarbons, in return for the payment of a royalty to the Crown.As part of this review of the NWT mining royalty regime, several computer mine models were developed and tax regimes in a number of jurisdictions were analyzed. Effective mining royalty rates, and the combined effective mining royalty and income tax rates were compared across the jurisdictions. The results presented in this paper are a part of the background work done in preparing a discussion paper on proposed changes to the NWT mining royalty that is expected to be released for public consultation in the very near future."

METHODS of determining the grade and tonnage in a mineral deposit have not kept pace with scientific developments in certain other fields. The most commonly used methods of computing ore reserves and grade based on diamond-core-drill sampling are the cross section, the polygon, and the triangle. Tonnage and grade may be determined by these methods with acceptable accuracy, providing a sufficient number of samples is obtained; however, there is no means of determining when an adequate number has been taken or conversely if the deposit has been sampled excessively. It is demonstrated that, by using the techniques of statistical analysis, a mining engineer will be able to determine when a sufficient number of samples has been taken to determine the grade of a mineral deposit within a specified degree of confidence. Using statistical analysis to compute the estimated average grade of the ore makes it possible to compute a fiducial interval, when a distribution of the sample means is normally distributed, so that there is 95-percent confidence in the statement that the true average grade of the deposit is covered by the interval. This report utilizes data obtained from the Maggie Canyon manganese deposit, Artillery Mountains region, Mohave County, Ariz. Four separate exploration projects were conducted at Maggie Canyon between 1936 and 1950. Present economic conditions have made it desirable to determine the amount of 5-percent manganese ore developed by these projects.

Introduction The Corbin coalfield is one of the smallest, and at the same time one of the principal, producing bituminous-coal areas in southeastern British Columbia, and is unique on account of the great original thickness of one of its coal seams and the remarkable concentration of coal in a small area that has occurred through intense folding and faulting of the measures. These are such that the deposit has been referred to at times as "the world's thickest coal seam" and as" a mountain of coal." The determination of the number, thickness, and character of the seams present, and the structure, extent, and geological relationship of the several deposits, are of vital interest both to the operating company in its endeavour to evolve the most efficient method of mining these exceptionally thick deposits and to the Government in estimating the coal resources of the different fields. With the object of ascertaining these data the writer was assigned in 1930 to geologically map and study the Corbin coal deposit. A topographic map covering Coal mountain and the immediate vicinity on a scale of 1 inch =800 feet, with a contour interval of 25 feet, made by the Topographic Division of the Geological Survey, served as the base for the geological mapping.

This paper presents a successful case history of the ground improvement efforts and excavation of twenty-three cross passages between twin bore tunnels driven by EPB tunneling machines in Los Angeles, California on Section 1 of the Westside Subway Extension. Unique and complicated ground conditions local to the tunnel alignment include San Pedro sands, siltstone/claystone Fernando Formation, and zones of “asphalt impacted soils.” To provide water cut-off and soil stabilization, jet grouting was performed prior to TBM excavation at the location of many of the cross passages. However, upon investigating the cross passages prior to excavation, the subsurface conditions required additional measures and SEM tools to ensure successful completion of the project.

Surface subsidence events induced by underground longwall coal mining operations can cause various disturbances to surface structures ranging from integrity and stability to functionality problems. Highway bridges, as a kind of special road construction that can only tolerate smaller movements and deformations than road pavements, are particularly susceptible to severe influence caused by subsidence-induced ground movements and deformations. However, based on accurate subsidence prediction and correct influence assessments, efficient and effective mitigation and remediation measures can be designed and implemented to ensure the continuous service of bridges, safety of the travelers and smooth mining operations. In this paper, based on the predicted final and dynamic surface movements and deformations, the techniques to assess subsidence influence on the integrity, stability and functionality of bridge structures (e.g., decks, beams, abutments, etc.) are presented. A number of mitigation measures to protect the bridge structures are recommended along with an actual application case.

The Morning Star Gold Mine presents an example of a prolific operation with considerable historical records, mine workings, drill hole logs and countless plans from greater than 20 adjacent mines which have now been consolidated to form the current project. Implementation of 3D computer modelling in the planning stages has provided an additional tool to integrate and refine geological models as a guide to some exploration strategies. It has allowed for a re- interpretation of the host rock units, dimensional constraints, new exploration extensions and provisional resource modelling. The initial consideration of this project was to integrate 135 years of mining history into a single database. Each historic mining area had an unrelated mine grid, often established parallel to the long axis of their main stopes; some were based on magnetic or true north. Survey plans were in chain, imperial or metric units. Through the manipulation and rotation of old grids, previously unrelated mine workings began to form continuous mineralised zones, with unmined portions still remaining in between the existing development. Furthermore the current drillhole database of >433 holes showed numerous confirmatory intersections of new mineralisation. A series of tiered tables were created within a relational database to derive guidelines for assessing data to attribute a Mineral Prospectivity Value [MPV] based on key indicators of mineralisation. Indicator logging now forms the basis of geological descriptions.

Southern Ohio Coal Company (SOCCO) and the U.S. Bureau of Mines have identified techniques to optimize the use of scrubbers on continuous miners. The techniques provide maximum respirable dust control while maintaining a high output. The use of radio remote control and scrubber help to achieve greater advance between lifts by locating the operator in fresh air during the mining cycle. He is also kept away from newly exposed roof, which is not supported. An alternative to fan-powered scrubber was also evaluated at SOCCO. A high-pressure water-powered scrubber system eliminated the noise associated with fans, and achieved an intrinsically safe system. Experience in the use of these scrubber systems and remote control at SOCCO are discussed.

"Since the inception of spherical agglomeration, few investigations to exploit commercially the technique in the metallurgical field have been conducted. Of these, none appear to have been carried sufficiently far to demonstrate commercial feasibility.This paper describes a continuous agglomeration-separation process that can rapidly handle large tonnages of ore material. A small pilot plant de-signed from information obtained with the semi-batch unit described herein is currently in operation.In the absence of a reagent recovery system or cheap reagents, the process is probably not economically attractive for many common ores. However, for iron ores, the fuel content of the agglomerates can be used in a subsequent step such as direct reduction."

"Department of Mechanical Engineering, University of Minnesota, Minneapolis, MNExperimental and correlated stage responses (the fraction of particles entering an impactor that are collected on a stage) are presented for the Andersen Mark III and Marple personal cascade impactors. The impactors were operated upright and fully assembled so that interstage interference and wall losses could be properly studied. The observed stage responses showed maxima that fell significantly short of unity, meaning that a monodisperse aerosol is never collected exclusuvely on one stage, but is distributed among several stages and internal losses. Correlations for the stage responses are presented so that the experimental results can be used to determine size distributions with available data-inversion algorithms. Simulations with log-normal distributions show significant differences between dpa50 histograms and the more accurate distributions that result by taking the response functions into account.Cascade impactors are widely used for the measurement of aerosol size distributions; their ruggedness and simplicity of operation make them an attractive choice for a variety of environments. In one common application, the aerosol of interest is drawn through the impactor, and the amount deposited on each stage is determined gravimetrically. The primary objective is to extract as much information as possible about the initial size distribution from the resulting set of weights. Unfortunately, the reconstruction of contin-uous size distributions from finite data sets is an ill-posed problem. Not surprisingly, a variety of such reconstruction techniques are presently in use; the success of each method depends on the particular nature of the aerosol sample and the instrument response.Inversion of impactor data by any of these techniques requires that the response functions for each stage be known. The stage response function gives the fraction of particles entering the impactor that deposits on that stage. Values of the response function range from zero to one, and depend on impactor operating conditions (e.g., geometry, flow rate, and gas properties) and particle properties (e.g., diameter, density, and shape factor). As interstage interferences and particle losses will affect each stage's response, experimental determination of stage responses should be made for fully assembled impactors. Unfortunately, impactor stage response functions are rarely reported; rather, single-stage efficiency curves are given that provide an incomplete description of impactor performance.This paper presents experimental stage responses for two fully assembled cascade impactors: the Andersen Mark III and Marple personal impactors (model 298, Andersen Samplers, Inc., Atlanta, Ga.). These calibrations were performed with monodisperse liquid droplets for both impactors and also with monodisperse solid spheres for the Marple personal impactor. The calibration results for the Mark 111 impactor presented here have been previously reported in the response-function format (Rader et al., 1989). The calibration results for the Marple personal impactor, however, were originally presented in the single-stage efficiency for¬mat (Rubow et al., 1987) and have been reanalyzed in this work. Losses within both impactors are considered, and their treat¬ment within data inversion techniques is dis¬cussed. In addition, correlations for each impactor's response functions are presented so that these calibration results can be easily included in data-inversion algorithms. Size distribution inversions using these response correlations are compared with the standard cut-point method for two lognormal test dis¬tributions."

HALLOWAY mine of Tennessee Copper Co. at Copperhill, Tenn., has been under development for several years. It has two shafts, the A shaft, 1336 ft deep from the surface to the 16 level, and the B shaft, lying 500 ft to the southeast and extending 1385 ft deep from the 10 level down to the 24 level. A section through the two shafts, Fig. 1, shows the development work entailed by the proposal and the area involved. The Problem: For operational reasons it was necessary to extend the B shaft from the 10 level to surface, and the pilot hole and raising method was chosen. This method had been used to extend the Company's Boyd manshaft from the 10 to the 14 level in 1954, but no satisfactory hole surveying method had been employed. In that instance, when the hole was located it was found to be about 8 ft from its calculated position. The success of this shaft extension method lies in the ability to keep the pilot hole within the proposed shaft diameter for nearly the entire length. The approximate 670 ft of extension distance in one hole was thought to be excessive because of deflection encountered locally in other core drilling. Since a connection between the two shafts, intermediate between the surface and the 10 level, would be required at some future date, the pilot hole drilling was done in two sections. This intermediate level was fixed at the 6 level and distances became 470 ft from surface to the 6 level and 230 ft from the 6 to the 10 level. A rock pentice of 25 ft was left temporarily in place just above the 10 level.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

The specific objective of this investigation was to determine the compressibility factors for helium and carbon dioxide mixtures at -10° and -20° C and pressures to 1,000 psia. A Burnett apparatus was used. Data from the experiments were treated by the method of Barieau and Dalton. Tables of compressibility factors and approximations of the virial coefficients are presented for 10 binary mixtures as well as for helium and carbon dioxide. The results follow the same trend as data previously reported.

A crucial step in the acquisition by one company of the assets of another, the acquisition of the stock of another company, or the merger of two com-ponies, is the legal due diligence which needs to be performed in order for the acquirer to ascertain or confirm the obligations, liabilities and exposures to risk that are being assumed along with the assets or corporate stock being acquired. Where the obligations, liabilities, or exposures to risk arise from existing contracts, or from pending lawsuits, administrative proceedings, or threats of these actions, those matters are relatively straightforward to discover by careful review of the files of the party whose assets or stock is being acquired. However, where a company is engaged in ongoing mining or processing operations and has operated or owned mining proper-. ties, there are many sources of liability and exposure to risk which could have major adverse economic consequences to the acquiring party and which are not revealed, or at least are not clearly delineated, by the records of the company whose stock or assets are being acquired.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specificetiona that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, end that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions3/ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and "tipple" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered 1s a check on the practical results obtained in burning the coal.
