INITIAL PRECONDITIONS To solve tile problem of using the potential reserves of the different coal ranks efficiently (the coal reserves being many times superior in quantity to those of natural gas and oil) one must realise an integrated estimation of the coalfields' and coal deposits' reserves. The actuality of this problem increased especially in the recent years, when the Russian coal industry is being restructured. A structural reorgaisation of this industry, in order to in- crease its efficiency, covers a large spectrum of social and economic problems, comprising a withdrawal from mining the coal reserves that are unsafe from the standpoint of economy and labour protection. According to the information supplied by the 'Rossoogol' company, the Russian coal industry, accounting for abut a fifth of the world coal reserves, has a rather unsafe resource base, for about 5% of the reserves involved in mining do not correspond to the world practice conditions, regarding the coal grade, thickness, geological conditions, proneness to coal and gas outburst hazards. These concern first of all the Moscow, Kizelovsk and Donetsk coal basins, the Prokopievsk-Kiselevsk district of the Kuzbas basin and several other coalfields. Thus, the problem of efficient potential coal reserves' utilization calls for a paramount solution of two basic problems, namely: a) a comparative coalfields' and sections evaluation, and their ranging, in accordance with their industrial importance; b) choosing the 'active' reserves good to be efficiently mined under the present-day conditions. PRINCIPLES OF EVALUATION The investigations that had been carried out make it possible to formulate the following basic principles of the coalfields' reserves' estimation (or assessment). 1. The necessity, possibility and expediency of coal reserves' industrial exploitation are determined by a set of natural, technical, technological, practical, economic, environmental and social factors, thus calling for an integrated and gradual approach to problem solving. 2. One cannot consider the results of same reserves' estimation as being invariable because the former depend both upon constant (mainly natural) and market demands for different grades of coal (those of different power engineering and technological situations), capital investments, material and labour resources, economic (price-forming), technical, technological, environmental and other factors. 3. The rational size and sequence of the operating mines' and reserve sections' resources' involvement into mining depend upon the final aim of posing the problem, whose variants may be (the corresponding limitations being considered) providing for a maximum run-of-mine output (these essentially featuring the past stages of the industry's evolution); providing for a maximum efficiency, measured possibly by the specific or absolute indices of profits an expenses, labour productivity e. al. ; providing for a maximum extraction (maximum integrate utilization) of the known reserves. In this case an important park goes to the economic evaluation (or assessment) of useful application of the by-products being extracted (methane, mine water, rack) compared to the expenses necessary for their utilization. Regarding the steam coal (posing the problem any way it be possible), and extreme limit to the absolute non-efficiency of the coal reserves' exploitation may be posed, using the proportion of energy obtained from the possible amount of the coal to be extracted to the energy consumption necessary to extract, prepare, haul and consume this amount of coal. 4. The most reliable and efficient solutions providing for opening the reserves can be obtained for group of mines, rather than at the level of an individual mine section or an individual mine because it is only in the former case that the possibilities to re- distribute the expenses necessary to develop the good for mining and worse sections and seams can be realized to the greatest extent. Therefore the prospective approach to be considered is the one providing for an integrated organization and choice of the optimum combination of the variants of the ways to use the mines in operation and the free sections of the region in order to satisfy the growing up requirements for coal rather than the one providing for individual mine sections' resources' evaluation. 5. The future possibility and expediency of coal reserves' industrial exploitation will depend upon the prospects to implant at the mines in operation and reserve sections new engineering and technological elements and coal extraction technologies which may essentially change the actual idea concerning the coal reserves worth of being developed in an efficient way. For example, reserves not available to be exploited using conventional coal extraction technology may be regarded as potential resources for in situ gasification, e. g. the operating mines' reserves (non-commercial and non-mined commercial ones), balance and outside balance reserves of the free sections having proved not available to be mined using conventional coal-extraction technologies, as well as the non-extracted reserves of the abandoned and closed mines.

Chromite deposits along the Border Ranges Fault in southern Alaska were investigated by the Bureau of Mines. This report, part 1 of a two- part series, describes the deposits. Part 2 describes the mineralogy and the results of metallurgical tests. Fieldwork began in 1981 and continued through 1983. Ninety-four subeconomic podifom chromite deposits in eight mafic-ultramafic complexes were investigated. Previously unreported chromite deposits at Red Mountain on Kenai Peninsula, on Kodiak Island, and near Tonsina are described. Deposits range in size from less than a thousand tons to over 1.25 million tons of contained chromic oxide (Cr203). Grades range from about 5 to 10 pct chromite. Excluding all deposits more than 10 miles from tidewater or existing roads and all deposits containing only chemical- or refractory-grade chromite, about 2,200,000 tons of Cr203 are contained in 41 hard-rock deposits. A placer deposit contains an additional 556,000 tons. These 42 deposits constitute a subeconomic indicated and inferred reserve sufficient to meet the Nation's chromite demands for about 4 yr, or the metallurgical industry's demands for over 5 yr, at 1981 consumption rates.

This project will report findings on the establishment of a new surface test site at the Colorado School of Mines Edgar Mine. Concerns over the blast effects on site neighbors prompted the study to be conducted. The current maximum charge weight of 20-lb was studied to ensure that all environmental effects were within the range prescribed by state and federal regulations. Geophone locations were surveyed using GPS and monitored using Instantel Minimate Plus instruments. Distances and orientation of measurement sites to the test site were varied according to the local geography and geology. Weather conditions were also observed and recorded during all tests. Neighbor complaints were recorded and taken into account during analysis. Current results show that the current charge limit results in a safety factor of over 200 for all blasting activities at the site. Data collection is ongoing and a review is to be conducted annually. Methods are proposed for predicting concentrations of nitrogen oxides and carbon monoxide in the combustion gases of flames, specifically of lean, stoichiometric, and rich propane-air flames. Calculations are based on kinetic and thermodynamic theory. These theoretical data are compared with concentrations observed experimentally downstream of flat grid-type burner flames (approximately 25,000 Btu/hr) that were used to simulate gas appliances such as water and space heaters. Air pollutant concentrations are also computed for (1) flames chemically perturbed by recycling flue gases into the primary fuel-air mixtures; (2) flames thermally perturbed by cooling the burned gases at different rates; and (3) flames perturbed by combination of these two effects. In general, experimental and computed concentrations agree to within a factor of 2 to 7 with the experimental values always being higher than the theoretical. The theoretical analysis indicates that cooling the primary flame by recycling cold flue gases (with and without excess air) reduces the relative emission of nitric oxide and increases emission of carbon monoxide if the flame stoichiometry does not radically change. Cooling rates of about 5,500° to 10,000° R/sec starting at about 3,500° R generally suffice to prevent nitric oxide concentrations in lean flames from increasing much above the initial values at the combustion zone; these same cooling rates do not prevent oxidation of most of the initial carbon monoxide.

"Quantitative information about the quality of metal balance results is often overlooked when making important plant production planning decisions. Not only is this common omission made in a context where many measurements taken in and around mineral processing plants carry significant errors, but it also conflicts with the AMIRA P754 Code of Practice for Metal Accounting. The fact that metal balances are typically published without any indication of data quality may give the wrong impression that the measurements are unquestionably accurate. While it is true that statistical data reconciliation can improve the confidence intervals of redundant variables, there is no data processing technique that brings them down to zero at a finite cost. In this paper, we review the entire data flow, starting from field instruments to metal accounting-based decision-making to show how measurement errors are transmuted into business risks associated with production planning. Necessary conditions for first exposing then quantifying such business risks are stated. Pitfalls to be avoided are also discussed. Finally, a simplified risk assessment and management procedure which considers the quality of metal balance results are applied to a polymetallic mineral processing plant. INTRODUCTION Each and every mineral processing plant has production reporting obligations. In this paper, we are concerned with metal accounting reports (Morrison, 2008) where saleable metal flows and inventories are estimated and published. These metal accounting reports are delivered to a variety of stakeholders who use them for internal management purposes (day-to-day plant production planning, plant operation optimisation, capital spending, etc.) as well as for external management (royalty settlements, tolling agreements, etc.). Hence, there should be no doubt that spotless metal accounting is instrumental to high-quality corporate governance (Gaylard et al., 2014) of mining and metallurgical companies. To this extent, one would have expected industry-endorsed standards to have emerged a long time ago. However, the lack of an accepted set of standard procedures for metallurgical accounting was explicitly recognized as an industry-wide problem only in August 2001 during an SAIMM workshop held in Cape Town, South Africa. Discussions that followed this workshop led to the initiation of the AMIRA Project P754, “Metal Accounting and Reconciliation”, in 2003."

"Mining in multi-seam workings has been undertaken for many years in the VK Remnant pillars above and/or below current working areas have an important influence on retreat gateroad conditions at five of the remaining six deep coal mines. These interaction effects need lo be predicted ahead of mining so that longwall panels can be positioned to minimize roadway damage and to identify areas where additional support should be installed early into competent strata when and where it is most effective.Currently, three-dimensional elastic stress analysis using MAP3D is undertaken to predict local vertical and horizontal stress magnitudes during gateroad development and in front of the face on retreat. The predicted stress fields are often used as input to FLAC for roadway modelling.Using Maltby Colliery in South Yorkshire as a case study, this paper illustrates the MAP3D approach, together with its current limitations and uncertainties. Possible future improvements in the analysis method are proposed and the authors would welcome comments on these, or suggestions for alternative approaches.MODELLING OF MULTl-SEAM LAYOUT & MULTI-SEAM INTERACTIONThe remaining large coal mines in the UK arc operating at depths of 800-1, 150 m (2,625-3,773 ft). Production panels are now mined on retreat after the accompanying single entry access roadways have been completed. These gateroads are typically supported with a system of steel rock bolts and cable in the roof and steel bolts and glass re in forced polymer (G RP) dowels in the sidewalls.In addition to new panels being mined in the vicinity of old goafed districts, a significant amount of extraction has usually already taken place in coal seams above and/or below the current working areas. This means that there is also interaction between the current workings and the remnants of the old workings in other seams. As a consequence of the mining methods employed, old workings can have a complex geometry compri ing collapsed and partially collapsed excavations intersper ed with small and large pillars of unmined coal. The unmined coal pillar act as stress concentrators that carry the overburden load while the mined out excavations create stress shadows of varying degrees depending on how much collap e and reconsolidat ion has occurred. This is illustrated by a simple elastic model as shown in Figure I."

Gipronickel Institute, JS has developed a new process and equipment for melting copper raw material in a two-zone Vaniukov furnace resulting in the production of white matte and low-grade slag in terms of copper content. Tests on processing copper nickelcontaining ore from Norilsk (Cu - 17 %), Ni - 3 %) were conducted in Vaniukov pilot furnace (total area 11.4m2) of Severonickel Combine. The amount of the processed material was about 11 thousand tons. Principal results of pilot testing are presented.

The purpose of this paper is to demonstrate the value of applying continuous improvement, in particular 5S and standard work, in an underground environment. 5S and standard work are two aspects of Lean manufacturing that have been applied in many industries. At Vale Canada Limited, the focus is to first stabilize the process, commonly through the use of 5S, standard work and other continuous improvement techniques. In parallel with building an engaged workforce, these approaches aim to incrementally stabilize and improve a process. 5S is an employee-driven, systematic methodology to reduce waste in all its forms through attaining, maintaining, and improving workplace organization. Identified as a foundational part of any improvement process, 5S aims to remove wastes that impact on the overall efficiency of the area. Standard work is used to formulate a common approach to how tasks are carried out to ensure consistency. Standardization involves identifying, establishing, and following the best method. The aim is to eliminate the variation that can occur when there is not a pre-defined established standard. Demonstrating the value of 5S and standard work in an underground environment will be achieved by first understanding the overall concept of Operational Excellence and continuous improvement as practiced within our operations. The paper will then cover a real application of 5S and standard work within the underground environment at Thompson, Manitoba.

The use of the Bond Work Index to size industrial grinding equipment is well known. Its use to measure grinding efficiency was presented by C.A. Rowland, Jr. at an AIME meeting in 1976. However, due to a bureaucratic error, the paper was never submitted for publication. This metric has nevertheless been adopted by industry as a widely used standard. The purpose of this paper is to re-present and update the application of this tool as a standard for measuring grinding circuit efficiency. In the 10 years from 1998 to 2008 the annual number of fatalities in the Australian mining industry has plateaued (MCA, 2007-08 and abc.net.au website). Despite significant efforts to eliminate fatalities, this is not a comfortable statistic in this very public performance indicator.GHD has been working with the mining and minerals processing industry to identify the key risks that lead to fatalities utilising a semi quantitative risk assessment technique (SQRA®), initially developed to assist Major Hazards Facilities prepare Safety Cases (OH&S, 2007-08) in response to the Longford Incident in 1998 (Dawson and Brooks, 1999).Workshop cross functional teams are assembled from the sites and led by the GHD facilitators to identify the incident types that can have fatal consequences, the causes of those incidents and the controls that are utilised (or could be utilised) to reduce the risk. The risks for each incident type are quantified to produce a risk profile for the facility and the critical controls – the controls that have the greatest impact at reducing the risk of fatality – are selected. These controls are assessed for their adequacy and improvement actions are identified. Prioritisation of the actions is achieved by re-estimating the incident risk profiles.A review has been undertaken using a small sample from the more than 100 individual studies that GHD has completed at mining and minerals processing sites. The five most significant risks reported by sites are:1. Fall from Heights,2. Vehicle/ Vehicle and Vehicle/Pedestrian interactions,3. Entanglement,4. Molten Metals and Materials, and5. Electricity.The most significant reductions in risk identified were found to be by implementing engineering controls. Examples include:1. Chutes to contain splashes and spills of molten materials,2. Redesigning instrument and equipment layouts to take personnel away form high risk areas,3. Designing remotely operated equipment to remove personnel away from high risk areas,4. Proper fire fighting equipment provisions such as deluges around flammable materials, and5. Adequate risk assessment to ensure equipment is designed to handle the real situations and not a design case to meet an arbitrary specification.All of these cases and many of the actions identified in the studies could have been handled through better design and construction early in the life of a project rather than retrospectively fitted after operations have begun.

DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

This study concerns itself with two topics of the mine ventilation - mine fire interface which, when the work for this study began, did not seem to receive sufficient attention. Section 1: Comments on Spontaneous Combustion of Coal in Mines It is attempted to describe heat generation, heat and oxygen transport, in such a way that existing experimental data for U.S. coals can be used to assess conditions inducive to spontaneous heatings quantitatively. Investigated are, in particular, critical air velocities, minimum sizes of coal accumulations, moisture contents and the influence of mining factors. An extensive, practice oriented literature survey is included. Section 2: The Early Detection of Mine Fires by Assessment. of Mine Gases The suitability of the major constituents of combustion products for an early detection of fires is discussed. The same is done for gas concentration ratios. Since it was felt (at least at the time when this report section was written) that the value of the carbon monoxide/oxygen deficiency ratio was overestimated, the usefulness of monitoring this ratio as compared to monitoring CO concentrations was critically investigated. The state of art concerning instrumentation and organization of fire detection systems is reviewed also.

P. T. Freeport Indonesia (PI) in conjunction with Crescent Technology Inc. has developed a method to predict the metallurgical performance of ores blends based on the behavior of their component ores. The question addressed in this paper is whether ores treated individually could be extrapolated to predict the behavior of a blend of ores. The work further investigates the use of modal analysis to establish individual mineral flotation kinetics in each of the ore zones. This information would lead to the prediction of grade-recovery curves of ores made up of those minerals. Nine samples of ore, representing various zones of FI's Grasberg ore deposit were tested metallurgically and examined microscopically. The same testwork was performed on blends depicting the 1994 mill quarterly feed. Flotation kinetics of the individual ores were then "mathematically" blended and compared to the results obtained from the quarterlies. The calculated kinetics of the actual blends of ore received by the mill were fed to the simulation program and compared to the actual mill performance.

The extraction of minerals and coal at greater depth, employing higher-powered machinery to improve production levels, imposes an increased burden on the ability of a ventilation system to maintain an acceptable mine climate. Hence, mechanical mine cooling systems are often adopted, which can be expensive in terms of both their associated capital and operating costs. Consequently, in order to optimize the total mining costs, it is essential to provide the mine operator with a method with which to determine the most cost effective and efficient mine cooling system. In a previous paper1a novel energy analysis employing the concept of exergy was proposed and applied to cooling systems applied to two conceptual model mines, representative of UK deep coal operations, and their resultant subsurface thermal environ-mental conditions predicted. This paper presents an analysis of the results obtained from the application of this novel technique to assess the performance of various cooling systems applied to a current UK colliery that is experiencing climatic problems due to its depth and highly mechanized production and development workings. To perform this analysis, ventilation and climatic data collected at the case study mine were used to construct balanced mine ventilation and climatic network models to replicate the subsurface environment. Where air conditions exceeded specified climatic limits within identified climatically control zones, mechanical mine cooling systems were employed. A number of cooling system configurations were applied to these model to investigate the potential to satisfactorily regulate the thermal environment. The heat energy transferred out of the air stream by the various cooling methods was absorbed using a variety of chilled water systems, which were designed to operate at various water flow rates and temperatures. Models of various cooling system were developed and applied to control the underground climate within this mine network to within pre-set climatic limits. The results of a comparative analysis of the energy transfers that were produced by the application of the different cooling systems are presented in the form of exergy performance indices. The results produced by simulation models constructed to represent chilled water distribution networks to supply the various air coolers, are designed and balanced. The results of the exergy analyses applied to the operation of the various chilled water pipe networks are discussed and used to assess the exergetic performance of the application of each proposed cooling system to the mine ventilation network.

"All mine shaft conveyances in Canada and most of the United States that are supported by a single hoist rope or attachment point and used for transporting persons are required by regulation to be equipped with safety catches and mechanisms. These safety mechanisms, commonly called safety dogs, are designed to stop and hold a free falling conveyance, with a full personnel load, in the event of a hoist rope or attachment component failure. The conveyance’s safety mechanism must be tested under dynamic conditions before it is used to transport personnel. This paper will discuss free-fall testing and it’s results on conveyance free-fall tests performed in the test tower at INCO Limited, Sudbury, Ontario.Topics covered will be free-fall tests on various wood types such as B.C. fir, Karri wood and Trusjoist MacMillan Limited Parallamwood (PSL), comparison of deceleration rates versus free-fall velocity and the influence of safety dog tooth design on deceleration rates."

It would be nearly impossible to create a one-size-fits-all document that would be totally appropriate for every blasting scenario. A century ago the AIME meeting of 1899 was held at the Palace Hotel in San Francisco California in September. For his presidential address, James Douglas presented this paper which is reprinted in full with the kind permission of the AIME. It presents an interesting comparison relating to events and circumstances in the metallurgical industries at the close of last century. Being on the eve of a new century ourselves, the Editors of this volume of the COPPER 99-COBRE 99 Proceedings considered this paper would be of general interest, hence it is included here. Douglas believed in effective interchange of technical experiences and ideas. He considered the extreme secrecy surrounding the copper works at Swansea, Wales, the world center of copper only years before the time his paper was delivered, as one key reason for its decline, (and eventual closure of all copper plants there). In his paper, the pace of developments in various sectors such as transportation (railroads, the dominant means of I transportation at the time), the iron and steel and copper industries were examined, in much the same way as one might do but on the high technology of today. James Douglas was born in Quebec City, Quebec, Canada and spent his early life there. Forced to move to the United States for family and financial reasons, he went on to become a pioneer in the new Arizona copper industry, and with luck and good judgement with his interest in the new mining properties he also became very wealthy. Douglas was an accomplished mining and metallurgical engineer. He was the first President of Phelps Dodge and helped transform the small trading company of Anson Phelps and William Dodge into a mining giant.

This paper outlines the the methods currently being used in the West Wales Area for preventing the occurrence of any outbreak of spontaneous combustion. Stress is placed on the importance of correlating the position of a Rider Seam which is prone to spontaneous combustion. The recent introduction of the UNOR Recorder has contributed to the ability to monitor the CO content of the general body of the air during any incident. The use of modern sealants and improved methods of applying them have enabled the few instances of spontaneous combustion in South Wales to be treated promptly and efficiently. The authors describe the current spontaneous combustion problems at two collieries.
