Maintenance costs in the mining industry often account for as much as 18-20% of total operating costs and with the cost of labor and materials rising, they threaten to become an even larger percentage of the total. Yet, without an effective maintenance program costs can soar beyond what they would be without a program. In other words, when production equipment is down, there is no production and no product to sell in the marketplace. This cost of downtime in lost product far exceeds the actual cost of maintenance, which is defined here as labor and materials. Thus, mine management must have an effective maintenance program to avoid downtime and meet production targets. Attaining an Effective Maintenance Program Many mine management and operations supervisors believe that an effective program is a function of how hard they push maintenance. Yet, when vital production equipment is inoperable and production is lagging, no amount of pushing helps. In actuality, maintenance has little control over its own destiny and needs support from other departments to deliver good service. Success of the maintenance program depends on gaining control of those factors that directly influence maintenance. Consider the following. Organization-The maintenance organization must be structured for maximum responsiveness to production needs. Unfortunately, some needs are immediate and many are unknown in advance. The maintenance department has little control over them. These outside influences limit the department manager's ability to control his own organizational structure. Preventive maintenance procedures-Routine lubrication, equipment inspection, minor adjustments and the like are controlled mostly by maintenance. Yet, scheduling preventive maintenance depends also on the availability of equipment controlled by other departments. Planning-The purpose of planning maintenance jobs is to ensure that the best use is made of maintenance resources. If the production department creates an environment of running repairs and emergencies, there can be little planning. Even well-planned jobs will suffer if there is less than full cooperation in carrying them out. As a consequence, the maintenance department is not blocked from planning, but the value of its planning is reduced. Scheduling-Maintenance scheduling should be a joint effort. Although maintenance does the planning, production must agree to the scheduled maintenance of its equipment. Workload-As a service organization, the maintenance department has limited control over its workload because it must consistently respond to other department's demands. At best, maintenance controls only the fixed portion of its workload-utility work, janitorial service, maintenance shop work, and assigned repetitive and preventive maintenance duties. Unscheduled and emergency work are initiated by operations. Major maintenance actions require full cooperation. Labor productivity-The effective use of labor is tied to other key functions of maintenance. These include organization, preventive maintenance, planning, scheduling, and emergency work. An area type organization, for example, can often respond more quickly to immediate needs than a centrally controlled maintenance group. Yet, area maintenance can result in lower labor productivity unless tight control is exercised. One of the advantages of a good "detection-oriented" preventive maintenance program is early discovery of problems and better opportunity to schedule corrective work in advance. Under planned work conditions, use of labor can be more productive. Complete planning and scheduling can minimize time spent on each job, increase effectiveness of supervision, and improve labor productivity. Finally, if emergency work is minimized, there are fewer delays, less lost time, better coordination, and more productive use of labor. While labor productivity is an important factor in carrying out maintenance, it also is influenced by outside factors. However, few realize the impact of being able to improve maintenance productivity. By improving the productivity of 30 men from 30% to 40%, maintenance could accomplish the same work value as if it had added 7.5 men working at 40% productivity. 30 (1800) (40%) = 21,600 man-hr/yr 30 (1800) (30%) = 16,200 man-hr/yr Difference = 5,400 man-hr/yr 1800 (40%) 7.5 men Leadership-The maintenance department can have significant control over its own leaders, the front-line foremen, but they must

Those who have examined beryllium and beryllium-rich alloys under the microscope have noted the results of the difficulties encountered when preparing these materials for examination. Hard constituents are readily chipped and pulled out of the matrix, and the soft ones are easily gouged out or embedded with abrasive or other material. The matrix is easily deformed, which makes it very difficult to remove the effects of scratches. Furthermore, the matrix and some of the constituents are also readily pitted during etching, which makes the structure difficult to develop. The metallographic techniques designed to avoid these difficulties are neither radically new nor necessarily the best possible procedures. They were developed at Battelle to fill immediate requirements as part of a study of the preparation and pouring of beryllium melts as described in a separate paper. A part of the research program on the causes of gas unsoundness in beryllium castings entailed a study of the effects of such gases or gas formers as oxygen or oxides, nitrogen or nitrides, and carbon or carbides. These gases or gas formers, if dissolved in the melt, might be an important factor in the study of unsoundness caused by gas evolution in beryllium. Because it was necessary to be able to distinguish these gases or gas formers, if present as alloy constituents, from metallic phases also present as alloy constituents, a series of alloys was prepared with additions of the various possible metallic and non-metallic constituent formers. It should be emphasized that the constituents referred to as gases or gas formers are important in the study of gases in beryllium only if they form a part of the alloy, that is, if they dissolve in the liquid or solid metal. During the first part of the development of metallographic techniques, the Massachusetts Institute of Technology, unpublished report (TC 3315, Nov., 1945) by Paul Gordon, describing various microconstituents in beryllium, was quite useful. Of particular interest in this report is the confirmation of one of the conclusions drawn from the present investigation, that is, that a distinct oxide phase apparently does not occur in beryllium. The Preparation of Metallographic Specimens GRINDING PROCEDURE The original specimen is either sawed or cut on an abrasive wheel to a convenient size. For best results, the surface to be polished should not be more than about 1/4 in. square, and it is convenient to mount the specimens in bakelite to facilitate handling. Two alternative grinding procedures have been developed. As one alternative, specimens are ground successively on 120-, 240-, and 400-grit, wet-or-dry metallographic discs. The abrasive discs are revolved at 1750 rpm on a conventional pedestal grinder. The coarsest disc (120 grit) is used either wet or dry, and in most instances, it can be eliminated from the procedure. Grinding on the two finer discs (240 and 400 grit) is accompanied by the application of kerosene. The technique consists of holding an oil can, containing kerosene, in one hand and the mounted specimen in the other hand. While the grinding is being done, several drops of kerosene are applied every few seconds close to the center of the disc. Carbon tetrachloride serves at least as well as kerosene as a lubricant; perhaps it is slightly better, but it volatilizes so readily that an additional health hazard is involved. Light oils and water are not satisfactory for the finer grinding operations. The second procedure is perhaps slightly slower than the first and requires a more careful technique, but it eliminates the use of kerosene. The specimen is first ground wet on a 240-grit disc, followed by dry grinding on a 400-grit disc. Finer grinding does not appear to be necessary with either of the two alternative procedures. The pressures used throughout either grinding operation must be extremely light, that is, barely sufficient to hold the specimen in contact with the disc; otherwise, flow and chipping are almost certain to occur. In both procedures, it is essential that the discs be sharp and that they be discarded as they show evidence of becoming dull or loaded. In general, not more than four or five specimens can be ground on a disc before the disc becomes dull enough to warrant discarding it.

Introduction The art of ripping has been around since the Romans built the Appian Way, but only in the last decade has ripping emerged as a close competitor with drilling and blasting in breaking up heavy rock formations. That is not to say ripping is as effective in every case, or even applicable in all cases, but it does provide a cost efficient option in many situations-if the optimum ripping techniques are used. Originally designed only to loosen hard pan, the ripper has evolved into a powerful tool, its capability increasing as the weight and horsepower of tractors increased. The tractor-mounted ripper extended the range of ripping because of the additional weight it brought to bear on the ripper tooth. Tandem ripping added the weight and power of a second tractor, extending the rippability range even further. Of course, the use of ripping depends on the type of material to be ripped. Not all rock can be ripped. Determination of rippability-an art in itself-is often inconclusive but there are certain universal principles that can be considered in the first step toward optimizing ripping techniques. Each of the three basic rock types, igneous, sedimentary, and metamorphic, exhibits characteristics that bear on rippability. Igneous rocks are the most difficult to rip because they lack the stratification and cleavage planes essential to ripping hard rock. Sedimentary rocks are generally the most easily ripped since they are built of layers differing in material, texture, color, and thickness. Metamorphic rocks vary in rippability with degree of lamination or cleavage caused by transformation from pre-existing rock. The condition of rock also affects its rippability. Although sedimentary rocks offer the best opportunity to rip and igneous and metamorphic the least, decomposed granite and other weathered igneous and metamorphic rock often can be ripped economically. Little or no trouble is encountered with hardpan, clays, shales, or cemented gravel. Likewise, highly stratified or laminated rocks offer good possibilities for ripping. However, thicklybedded rock formations generally must be drilled and blasted. The physical characteristics that favor ripping may be summarized as follows: • Fractures, faults, and planes of weakness of any kind; • Weathering, resulting from temperature and moisture changes; • Brittleness and crystalline nature; • High degree of stratification or lamination; • Large grain size; • Moisture permeated clay, shale, and rock formations; and • Low compressive strength. Ripper Types A second fundamental to optimal ripping is choosing the right equipment for a particular job. There are three types of rippers-the hinge, the parallelogram, and the adjustable parallelogram. In the hinge ripper the linkage carrying the beam and shank pivots on a fixed point at the rear of the tractor. The resulting arc from up and down movement causes up to 30° differential in the tip-ground angle. Thus, the tooth angle changes as it enters and proceeds to ripping depth. The parallelogram ripper's linkage maintains the same tip-ground angle regardless of tooth depth. This type of ripper has advantages over the hinge-type when ripping above maximum depth, but does not provide the aggressive tooth angle necessary for hard-to-penetrate materials. The adjustable parallelogram combines the benefits of both the hinge and the parallelogram rippers. It has the additional benefit of being able to vary the tip angle to the optimum angle of penetration. It can also be adjusted while moving, for the optimum ripping angle in any material. Several other factors that are important in selecting the right ripping equipment are down pressure available at the tip of the ripper, tractor flywheel horsepower, and the tractor's gross weight. Down pressure at the tip determines whether ripper penetration can be obtained and maintained. Flywheel horsepower rating determines whether the tractor has the power to advance the tip. The tractor's gross weight determines whether the tractor will have sufficient- to use the horsepower. The best ripping procedure depends on the job's actual conditions. While conditions, vary, it is still possible to apply certain proven techniques to a typical ripping situation. Exploration for active seafloor hydrothermal vent fields has been highly successful, and more than 300 such fields have been discovered to date. Some will most probably be mined, given their high metal grades (Cu, Zn, Au and others). However, the current practice detects active systems, and activity rates, not the size of the deposits. This strategy may leave undetected some of the best targets, for several reasons as follows: 1. Large hydrothermal plumes are a measure of dispersion of ore components, not of efficiency in the generation of orebodies; 2. Deposits formed a few hundred years (or more) before present will generally have ceased their activity and will not be detected by plume studies; 3. Deposits formed under a cover rock (up to a few meters of sediments, volcaniclastics, or the like) may exhibit only minor seafloor hydrothermal activity, possibly diffuse flow. Cover rocks will often host hanging wall rock alteration, expressed in geochemical and mineralogical haloes. It has been demonstrated in many instances, especially for deposits formed in the geological past, now exposed on land, that ore genesis under a cover rock is one of the most suitable processes for generating large massive sulfide deposits. One of the great challenges for submarine resource knowledge will be to develop adequate exploration strategies for sizeable orebodies, not necessarily hydrothermal vent fields, sometimes hidden under a cover rock.

Spiraling costs in every segment of the open-pit mining cycle is a fact of life that every operator must reckon with. The introduction of various shock absorbing devices for rotary drilling is one recent innovation that may significantly reduce overall drilling cost, increase drill availability, and lower maintenance requirements. In a recent all-inclusive test in taconite ores, shock absorbers on Bucyrus-Erie BE 60R and Gardner¬Denver GD 120 rotary drills were directly responsible for overall savings of up to $41.06 per hour. What is It? A shock absorber is simply a device installed between the rotary drive head and drill steel that cushions the two. It functions in the same manner as springs and shocks on an automobile. Some benefits associated with use of the tool are readily apparent on a daily basis; other benefits are realized over longer time intervals and through continued use. A properly designed shock absorber will: •protect the drill from severe vi¬brations, improve rock bit performance, allow application of the best weight-on-bit and rotating speed under all drilling conditions, •function effectively over a wide range of applied bit weights, • have a spring rate soft enough to perform its primary function of absorbing both rotary and vertical vibrational forces generated by rough drilling, •be reliable and subject to as little maintenance as possible, •be easy to install and remove, and • be of such an economic benefit so as to offset the added expense of its application. A shock absorbing tool developed by BJ-Hughes Inc. was used in a recent test. The "Smoothdrill" is just one of the products currently available. This unit absorbs both rotary and vertical shock loads and has no mechanical parts so lubrication is unnecessary. A rebuild of the unit consists of removing the worn rubber element and inserting a new element, an operation taking less than one hour. Minimizing Vibrations Severe vibrations on a blasthole drill operating in broken and discontinuous formations have visible effects. These vibrations often cause structural damage when allowed to' continue, resulting in fatigue cracks in the mast and related structural components in the drill. When rough running formations are encountered, drilling must be interrupted and possibly shut down. Usually, the drill operator resumes drilling using less down pressures and various rotational speeds until firmer drilling is encountered. An effective shock absorber can substantially reduce these vibrational forces so more down pressure can be applied in bad ground. It is generally accepted that longitudinal vibrations and cyclic forces are more effectively reduced if a tool is designed to incorporate a relatively "soft" shock absorber. The softness of any shock absorbing tool is best judged by its spring rate-the weight required to produce a given amount of deflection, commonly expressed in units of kg per mm or pounds per inch of deflection. There has been an increasing trend in recent months by regulatory agencies to require that estimates be made of the hydraulic head acting, under operational conditions, on the surface of primary leach pad liners. This move towards inferred performance standards, rather than specifying a prescriptive standard for all sites regardless of economics, is to be generally welcomed. The theory of flow on a sloped beach pad, which was developed by East et al, 1987 (Reference 1 and 3) has been refined and extended. Unitized curves have been developed by graphically displaying the seepage losses and resulting dissolved gold lost as seepage through the primary liner as an aid to pad liner selection and design. Very little information is available of actual hydraulic head profiles acting on the liners beneath heap leached ores. Attempts have been made to measure these by drilling from the top of the heap and installing piezometers at the base. With this procedure it is difficult to obtain accurate data due to the fact that the drilling operation itself creates a highly permeable vertical flow path which may not exist to the same degree elsewhere in the heap. Combined with the fact that it is almost impossible to ensure that the piezometer tip is sitting directly above the liner without the risk of causing some damage to the liner itself. The best time to install hydraulic head monitoring devices on the pad liner is during construction and when piezometers can be carefully placed directly above the liner and suitably protected hydraulic lines laid to ensure full hydrostatic head measurement with simple manometer devices.

UNDER present economic conditions the necessity of mechanizing the mines of our country has become a very important problem. More and more mines are looking toward increased or complete mechanization of their operations, so in the writer's opinion it is quite pertinent that some of the associated problems that accompany such a program be pointed out. The following generalization on attempting a comparatively slight change in mining methods at the Southeast Missouri properties of the St. Joseph Lead Co. is an attempt to point out to anyone faced with a mechanization program that much time and C. Manuscript received Dec. 27, 1948; revision received Oct. 13, 1949. effort can be saved, and many headaches avoided, if company policy can be established whereby everyone in the organization from the top down is desirous of improvement and is working towards the common objective. Any changes in mining methods, machinery, and so on, must entah coordination of all the other phases of mining as they all have to mesh as accurately as a smooth running chain of gears if satisfactory results are to be obtained. The purpose of this paper is to point out some of the problems which :have to be surmounted when any mechanization program is attempted, rather than to go into the mechanical details and actual operating data of the equipment employed. After all, machines have to be adapted to best suit the local conditions, so no general formula can be given that would apply to other properties. Although St. Josepll Lead Co. has been mechani-cally-minded for a number of years, as shown by the fact that over 110 million tons have been loaded mechanically since 1922, any further mechanization or changes always present a problem. When our ore bodies were of great height and area the breaking and loading were developed to a high degree of efficiency according to known standards. But in recent years, when our ore bodies became smaller and more scattered, the amount of tonnage we were able to break was not sufficient to supply our shovels with enough rock to keep them working to capacity. Our first step in attempting to rectify this situation was to develop a technique of moving the shovels to the broken ore in various stopes, which sometimes entailed a move each shift. A shovel is not producing when being moved, so within the last two years we have been endeavoring to devise some means of getting more rock broken in these smaller stopes and it was then that we became interested in jumbo drilling. To illustrate the fact that mechanization is a process of a chain of developments rather than a stroke of genius can best be shown by a general summary of conditions and obstacles which were encountered in our present attempt to establish template drilling of a standardized round. Our first jumbo was more or less the conventional type with two machines mounted on a crossbar. This arrangement proved to be impractical to duplicate satisfactorily the regular routine of slabbing in a more or less radial pattern as carried out by column drilling. One machine was either too close to or too far from the face and there was another disadvantage in that one drillman was frequently delayed while waiting for his partner to bottom a hole. Our next step was to eliminate the crossbar so the machines could operate independently of each other, but we still encountered the same objections mentioned above except that one drillman was free to drill three holes instead of one in a vertical plane independently of his partner. Time studies while trying to adapt the jumbo to the regular slabbing practice as accomplished by column drilling, revealed that twice as much time was spent in maneuvering the jumbo into position and aligning the holes as was consumed in drilling.

YEAR after year, the kaolin industry of the United States has been setting new production records and making better products. High-grade paper, pottery, and rubber clays are produced in this country mostly in the South. Georgia alone contributes over 70 pct and South Carolina almost 20 pct of the total domestic output. Residual kaolin is mined in North Carolina, highly plastic but naturally sandy Tertiary (Eocene) potting clays are worked in north central Florida, and good white clays are produced in several other states, but the main sources of kaolin or china clay have been numerous deposits in the Tuscaloosa (Upper Cretaceous) formation. This formation of generally sandy sediments is called the Middendorf member in older geologic reports and corresponds in age with some of the New Jersey clays. As shown in fig. 1, it crops out almost continuously in a generally southwesterly direction across South Carolina and Georgia and into Alabama. Clay is mined from this formation in all three states but the principal producing centers lie within about 10 miles of a straight line drawn between Aiken, S. C., and a point about 10 miles south of Macon, Ga. The white kaolins of the South were recognized and used prior to the Civil War but suitable treatment processes were not introduced until World War I when imports, chiefly from England, were curtailed. Although imports of high-grade clays were resumed after 1918, the domestic industry managed to treble its prewar production record during the early 1920's and has continued to grow. Whereas the 1909 to 1913 average total production in the United States was only 132,104 short tons valued at $705,352 f.O.b. mines, the output in 1948 was 1,-568,848 tons worth $19,756,738. Paradoxically, it seems in retrospect that the early failure of the American industry to meet foreign competition was due to the superior quality of our sedimentary clays in their natural state. Kaolin, of course, is the principal decomposition product of feldspars which originate in acidic igneous rocks such as granite, aplite, alaskite, granodiorite, quartz porphyry, etc. English china clays occur in residual deposits and before they can be marketed they have to be treated to remove accompanying quartz, mica, and other impurities. Notwithstanding the relatively crude methods employed, the final product is a beneficiated clay which is subject to a certain amount of technical control as to quality and uniformity. Although the naturally concentrated deposits in Georgia and South Carolina contain some of the finest crude white kaolin in the world, even it can be made better by suitable treatment. In recent years well over half of the high-grade china clay produced in the United States has been used in making paper. Some qualities of paper clays are still produced by the dry process, or air flotation, but the paper industry's specifications have grown so exacting that wet processing was adopted and more refined methods had to be perfected. Notwithstanding notable advances in clay-preparation technology during the past decade, or possibly because these advances have implemented and encouraged technologic changes in consuming industries, demand has grown for products of higher uniform quality than can be obtained from even the best natural deposits without rigidly controlled fractionation. Largely as a result of the wide adoption of machine coating for paper, the clay industry has been obliged not merely to eliminate virtually all mineral impurities but also to segregate the clay substance itself into narrow particle-size ranges. By extraordinary coordination of sales effort and production technology, several Georgia companies manage to market a wide variety of specialized joint products but the commercial success of many producers depends upon their mining only the best parts of their deposits and then skimming the cream of this almost pure clay in order to obtain a maximum yield of kaolinite finer than about 2 microns in maximum particle size and possessing low viscosity as well as the more familiar attributes of suitable color and brightness, or reflectance. In presenting a summary of the uses of fine and pulverized coal the writer has borne in mind that we are not trying to determine what a combustion engineer should know but we are only trying to find out in what ways the consumption of slack can be stimulated. First discussing the use of powdered coal it can be stated that it has passed the first experimental stage but is still capable of much development and improvement. It has already found successful application in stationary and locomotive boilers, cement kilns, calcining furnaces, reverberatory smelting furnaces and many other types of furnaces, such as open hearth furnaces and annealing furnaces. For stationary boilers it seems to have been thoroughly demonstrated that powdered coal is more efficient than stoker installations. Over-all efficiences of boiler and furnace in stoker installations of the best type run from 70 to 76 per cent; whereas the efficiency of powdered coal installations averages slightly over 80 per cent. However, due to the increased cost of pulverized coal, the increased efficiency of these installations over stokers, from a money stand-point, will not be more than 1 or 2 per cent. The fusing of the ash in pulverized coal installations has given some trouble but apparently is easily overcome, on the other hand the fine ash, which is carried along with the draft, causes trouble both in the boiler and by settling on surrounding buildings or ground. Offsetting the disadvantages the great advantages of pulverized coal for stationary boilers seem to be: First-the ease with which a change in the load on the boiler can be taken care of. Second-when a boiler is cut out for a short period the "stand-by" losses are much less and, Third-a much poorer grade of fuel can be used. In many cases where pulverized coal has been used it has replaced slack coal which is of little advantage to the coal operator. However,, in other places it has replaced gas or oil and this is where the coal man is interested. Pulverized coal has the same advantages as the liquid or gas fuel but the question as to which is preferable depends on their relative cost at the point of use. In small stationary boilers where stokers are not used, very frequently the larger sizes of coal are, and it would be an advantage to the coal industry for them to be converted so as to burn pulverized coal, but so far there are only records of a few of such small installations having been a success and there is apparently room for a large amount of experimentation. In furnaces, such as smelting and assaying furnaces, annealing furnaces, etc., slack coal is not used and where pulverized coal has been installed it nearly always replaces fuel oil or gas. Just how much increased consumtion of coal can be made by pulverizing it for use in furnaces of this type can not be determined but it seems worthy of investigation. For locomotive boilers pulverized coal has found some application up to date but where it was being used in the United States it was stopped when we entered the war. In Brazil, however, the Central Railway has been using pulverized coal for locomotives with excellent results. If it could be possible to apply it to locomotive use where fuel oil is now used, or the larger sizes of coal, it would certainly make a big difference in the slack situation. Now as to the uses of slack coal without pulverizing. The writer's investigations lead him to believe that the greatest opportunities in this direction are in the line of increasing its use by apartment houses and small home owners. In fact in looking into the subject I found that a number of men in Salt Lake City are using run of mine coal in the usual type of house furnaces, some of them by separating the fines and wetting them down before feeding to the furnace claim they get no loss whatever through the grate. However, for best results with fine coal different types of furnaces must be installed and for apartment houses it would seem necessary to have either a small automatic stoker or else spray the fine coal in with an air blast from

INTRODUCTION The commercial paper market, unique to the United States, is a direct exchange of funds between high-grade borrowers and large lenders; because it eliminates both the bank's role as middleman and also some significant transaction costs, commercial paper is the lowest cost short term instrument in the world. For this reason, virtually all borrowers would like to enter the market, but only issuers with the highest rating from Moody's and Standard & Poor can attract purchasers at the best rates. COMMERCIAL PAPER The commercial paper market, in existence for over 100 years, has traditionally been used for short-term financings, with most paper maturing within 30-45 days. Under the U. S. Securities Act of 1933, (section 3(a)3) industrial paper can avoid registration only if it matures within 270 days and is used for current transactions. It was first used to finance the short-term seasonal working capital needs of manufacturing companies. Since World War II, commercial paper use has grown steadily, serving in the 1950's as the market in which finance companies financed the explosion in consumer credit purchases of heavy consumer durables. LETTER OF CREDIT BACKING As far as is known, the use of letters of credit to support energy-related commercial paper began about 13 years ago with an arrangement to finance the nuclear fuel for Con Edison's Indian Point 3 Plant. Goldman, Sachs was the architect of this financing and Chemical Bank provided the letter of credit support. After an early burst of interest, this type of financing wobbled severely in the difficult credit markets of the mid-seventies before regaining serious momentum in 1976 and 1977. A mining project would not normally qualify as a borrower in the commercial paper market because of its credit standing and because its large capital needs require long term financing. However, lately, commercial paper has begun to take the place of a bank term loan in limited recourse project financings. L/C backed commercial paper took this new and startling turn in 1982 when it was used as part of the $700 million financing for the development of the Newlands-Collinsville coal mines of Mount Isa Mines Ltd. in Australia. This was the first use of L/C backed commercial paper in a long-term limited recourse project financing. First Boston acted as financial advisor and, again, Chemical Bank provided sole letter of credit support of $155 million. The $785 million BHP financing for the acquisition of the Queensland (Australia) coal assets of Utah International from General Electric Company followed the next year; there we acted with two other Front Banks to provide $270 million of L/C support. These two important transactions indicate that not only has commercial paper become an integral part of a long-term financing package, but also that it is no longer the exclusive domain of the best known U. S. companies. Lesser-rated companies and a multitude of foreign borrowers have gained access to this "exclusive club." How has this become possible? OPERATION OF AN L/C An instrument of the commercial banks, the "direct pay" letter of credit, has enabled lesser-rated companies to issue commercial paper in their own names. The letter of credit allows the issuer to substitute the credit rating of the supporting bank for its own. The L/C in effect allows a lesser-rated company to rent the bank's credit rating. This upgrading is possible because the bank is unconditionally obliged to pay the note-holders at maturity and then turn to the Issuer for reimbursement. The Issuer commonly "rolls over" a new short-term issue and reimburses the supporting bank from the sale of the new issue until cash flows from the project allow the borrower to reduce the level of paper outstanding. The commitment for an L/C facility, up to 12 years in the case of the Broken Hill transaction, governs the life of the commercial paper tranche of the financing. The term of the L/C commitment thus has the power to extend the ordinary 30-45

UNDER present economic conditions the necessity of mechanizing the mines of our country has become a very important problem. More and more mines are looking toward increased or complete mechanization of their operations, so in the writer's opinion it is quite pertinent that some of the associated problems that accompany such a program be pointed out. The following generalization on attempting a comparatively slight change in mining methods at the Southeast Missouri properties of the St. Joseph Lead Co. is an attempt to point out to anyone faced with a mechanization program that much time and C. Manuscript received Dec. 27, 1948; revision received Oct. 13, 1949. effort can be saved, and many headaches avoided, if company policy can be established whereby everyone in the organization from the top down is desirous of improvement and is working towards the common objective. Any changes in mining methods, machinery, and so on, must entah coordination of all the other phases of mining as they all have to mesh as accurately as a smooth running chain of gears if satisfactory results are to be obtained. The purpose of this paper is to point out some of the problems which :have to be surmounted when any mechanization program is attempted, rather than to go into the mechanical details and actual operating data of the equipment employed. After all, machines have to be adapted to best suit the local conditions, so no general formula can be given that would apply to other properties. Although St. Josepll Lead Co. has been mechani-cally-minded for a number of years, as shown by the fact that over 110 million tons have been loaded mechanically since 1922, any further mechanization or changes always present a problem. When our ore bodies were of great height and area the breaking and loading were developed to a high degree of efficiency according to known standards. But in recent years, when our ore bodies became smaller and more scattered, the amount of tonnage we were able to break was not sufficient to supply our shovels with enough rock to keep them working to capacity. Our first step in attempting to rectify this situation was to develop a technique of moving the shovels to the broken ore in various stopes, which sometimes entailed a move each shift. A shovel is not producing when being moved, so within the last two years we have been endeavoring to devise some means of getting more rock broken in these smaller stopes and it was then that we became interested in jumbo drilling. To illustrate the fact that mechanization is a process of a chain of developments rather than a stroke of genius can best be shown by a general summary of conditions and obstacles which were encountered in our present attempt to establish template drilling of a standardized round. Our first jumbo was more or less the conventional type with two machines mounted on a crossbar. This arrangement proved to be impractical to duplicate satisfactorily the regular routine of slabbing in a more or less radial pattern as carried out by column drilling. One machine was either too close to or too far from the face and there was another disadvantage in that one drillman was frequently delayed while waiting for his partner to bottom a hole. Our next step was to eliminate the crossbar so the machines could operate independently of each other, but we still encountered the same objections mentioned above except that one drillman was free to drill three holes instead of one in a vertical plane independently of his partner. Time studies while trying to adapt the jumbo to the regular slabbing practice as accomplished by column drilling, revealed that twice as much time was spent in maneuvering the jumbo into position and aligning the holes as was consumed in drilling.

YEAR after year, the kaolin industry of the United States has been setting new production records and making better products. High-grade paper, pottery, and rubber clays are produced in this country mostly in the South. Georgia alone contributes over 70 pct and South Carolina almost 20 pct of the total domestic output. Residual kaolin is mined in North Carolina, highly plastic but naturally sandy Tertiary (Eocene) potting clays are worked in north central Florida, and good white clays are produced in several other states, but the main sources of kaolin or china clay have been numerous deposits in the Tuscaloosa (Upper Cretaceous) formation. This formation of generally sandy sediments is called the Middendorf member in older geologic reports and corresponds in age with some of the New Jersey clays. As shown in fig. 1, it crops out almost continuously in a generally southwesterly direction across South Carolina and Georgia and into Alabama. Clay is mined from this formation in all three states but the principal producing centers lie within about 10 miles of a straight line drawn between Aiken, S. C., and a point about 10 miles south of Macon, Ga. The white kaolins of the South were recognized and used prior to the Civil War but suitable treatment processes were not introduced until World War I when imports, chiefly from England, were curtailed. Although imports of high-grade clays were resumed after 1918, the domestic industry managed to treble its prewar production record during the early 1920's and has continued to grow. Whereas the 1909 to 1913 average total production in the United States was only 132,104 short tons valued at $705,352 f.O.b. mines, the output in 1948 was 1,-568,848 tons worth $19,756,738. Paradoxically, it seems in retrospect that the early failure of the American industry to meet foreign competition was due to the superior quality of our sedimentary clays in their natural state. Kaolin, of course, is the principal decomposition product of feldspars which originate in acidic igneous rocks such as granite, aplite, alaskite, granodiorite, quartz porphyry, etc. English china clays occur in residual deposits and before they can be marketed they have to be treated to remove accompanying quartz, mica, and other impurities. Notwithstanding the relatively crude methods employed, the final product is a beneficiated clay which is subject to a certain amount of technical control as to quality and uniformity. Although the naturally concentrated deposits in Georgia and South Carolina contain some of the finest crude white kaolin in the world, even it can be made better by suitable treatment. In recent years well over half of the high-grade china clay produced in the United States has been used in making paper. Some qualities of paper clays are still produced by the dry process, or air flotation, but the paper industry's specifications have grown so exacting that wet processing was adopted and more refined methods had to be perfected. Notwithstanding notable advances in clay-preparation technology during the past decade, or possibly because these advances have implemented and encouraged technologic changes in consuming industries, demand has grown for products of higher uniform quality than can be obtained from even the best natural deposits without rigidly controlled fractionation. Largely as a result of the wide adoption of machine coating for paper, the clay industry has been obliged not merely to eliminate virtually all mineral impurities but also to segregate the clay substance itself into narrow particle-size ranges. By extraordinary coordination of sales effort and production technology, several Georgia companies manage to market a wide variety of specialized joint products but the commercial success of many producers depends upon their mining only the best parts of their deposits and then skimming the cream of this almost pure clay in order to obtain a maximum yield of kaolinite finer than about 2 microns in maximum particle size and possessing low viscosity as well as the more familiar attributes of suitable color and brightness, or reflectance. Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. DURING the happy and peaceful years between the Treaty of Versailles and the third New Deal, metallurgy became one of the most cosmopolitan of the sciences. Any metallurgist can name some twenty or thirty scientists whose work, in this country, in England, in Germany, or in France, Sweden, Italy, or Japan was as well known in other parts of the metal-producing and metal using world as it was locally, despite the fact that many of these men never left their native land. One of these metallurgical cosmopolites is Augustus Braun Kinzel, former Chairman of the Iron and Steel Division, A.I.M.E., and now a Director of the Institute. Gus Kinzel, however, is not only a cosmopolite by reputation; he is also a cosmopolite in fact. For many years he commuted at least twice a year between New York and the rest of the world; he is, therefore, not only an expert on the art and science of metallurgy but is equally expert in world travel and can expound with authority on the comparative quality and especially on the cuisine of the great prewar steamship lines; and being a true cosmopolite, he knows, as well as he knows the iron-chromium diagram, the best vintage years in the Gironde, Cote d'Or, and Saone-et-Loire departments in France and along the banks of the Moselle and Rhine in Germany.

Asking the question, “What do the world’s leading corporations and cutting-edge practitioners of sustainability put forth to guide a given mine site for planning and action toward ‘sustainability’?”, this paper explores the spectrum of methodologies and mindsets in available literature, then constructs an example for the large near-closure facility at Kennecott Utah Copper. Values, opportunities and constraints spring from physical, unutilized byproducts, from critical ecosystems and wildlife populations, from location relative to those ecosystems and proximate communities, and from the political will to perform adequate feasibility investigations. Patience, determination and thoroughness are imperative. Identifying most productive and, simultaneously, most protective and restorative, practical methods to approach ‘sustainability’ has become a central mission of industry and business, worldwide. A survey of recent international initiatives finds no single approach that establishes either a readily adaptable methodology or an appropriate set of ‘attention’ points, or agenda, to guide individual mining operations at specific locations toward the elusive but essential goal of ‘sustainable’ mining. Untying this convoluted knot of contending factors requires willingness to recognize and work within ecological constraints for community long-term needs. Occasionally, the task requires the sword of Alexander the Great. Through integration that is unflinchingly honest ethically, culturally, economically, ecologically and scientifically, fully cognizant of place and community at whatever scales are of greatest significance, and integrative of both problem-response and opportunity, we may envision a mineral extraction and beneficiation future that achieves the best, most nearly sustainable, results possible. Industrial ecology (IE), with its clear emphasis on community, ecosystems, and sustainable economic stimulation, presents a sufficiently broad and adaptable discipline to facilitate planning and management toward sustainable mining. The creation of sustainable jobs encapsulates IE’s analogy to the niche survival strategies of organisms in nature. Open to common-sense recognition of faults and opportunities at appropriate scales, IE is less a discipline or prescribed methodology than a mindset, willing to be rigorously scientific when science is imperative, but also willing to exercise “art” when creativity or community engagement are needed. IE is also capable of future-looking compassion for peoples and nature. Looking beyond what has occurred to date, the case of Kennecott Utah Copper provides ample illustration of possibilities for community economic development, environmental management, and significant initiatives beneficial at regional and planetary scales, to become recognizable as deserving of the label, ‘sustainable.’ Through what this researcher terms “whole mine, whole region, whole planet” thinking, strategies become visible and subject to serious consideration, presenting a path to best possible accomplishment in mining. Constituting a maximal broadening of mining’s “traditional” scope, the integrative approach proposed here is the ‘paradigm shift’ being made by many other industries around the world. In aggregate, these steps are the only hope for avoidance of environmental, social and economic risks that threaten to curtail resource development and impair mining companies’ ‘social license to operate.’

The significant capital and operating expenditure of size reduction operations have maintained comminution on the spotlight of mineral processing research during the last century and, more recently, the concerns about the impact of these operations on the sustainability of the minerals industry, will remain to do so in the 21st century. One of the most popular approaches that have been used to deal with these challenges is the application of simulation both to reduce the uncertainty in the design and improve the operation of size reduction operations. From the initially purely empirical approaches, including the energy size reduction ?laws? and the phenomenological approaches, of which the traditional population balance model is, arguably, the best example, comminution modeling now reached a point in which more fundamental and mechanistic models are sought. The paper analyzes some of the advances that now make multiscale modeling of comminution processes realizable. On the microscale, greater understanding of the phenomena involved in fracture and fragmentation of single particles under different stressing conditions now exists. Particle breakage testing methods are currently used in a routine basis by industry and good quantitative descriptions of different breakage mechanisms are now available, although research is still required to develop appropriate models for a couple of them. On the macroscale phenomena, the discrete element method (DEM) has been successfully used not only to provide insights but also quantitative information on the transfer of mechanical energy from the machine to the grinding media in mills and to particles in crushers, while smoothed particle hydrodynamics (SPH) and computational fluid dynamics (CFD) to describe fluid flow. The paper also analyzes the importance of modeling mesoscale phenomena in size reduction, which is the interaction of particles forming assemblies or beds of particles, demonstrating some of the areas requiring further attention. Examples of application of the multiscale modeling approach to the inadvertent comminution of ore lumps during handling, to the comminution in vertical impact crushers and tumbling mills are demonstrated. IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway tyfanage1-s determined 011 and have long applied a test of 1000 pounds falling 101/2 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails fro; our most reliable makers, break under a G foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 138 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent. of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. I n England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. This test has been found satisfactory under heavy traffic on average road-beds, and has been invariablyPILLAR of coal, which are designed and left in our mines as the means of supporting the overlying strata of our coal-beds, and securing protection to the miner, are not only insufficient for these purposes, but the most objectionable means of providing the desired security to life and property. Though such pillars are left at a great sacrifice to the owners of collieries and mineral lands, loss to the resources of the commonwealth, and ultimate privation to the public, they defeat the very ends for which they are designed, and not only do not secure life and property, but are as fatal to the one as ruinous to the other. Propositions.-It is eminently desirable that the resources of the Common wealth-particularly our mineral wealth in anthracite coal, which is limited-should be carefully utilized and made available, not only to ourselves but our posterity. Yet, speaking as an anthracite miner, we are wasting our resources of coal with a recklessness which will bring ruin in the end, unless checked, not only to the iron manufacturing interests of the East, whose chief protection, in competition with the iron-masters of the interior, lies in a cheap and abundant supply of anthracite furnace fuel, but to the best interests of the State. It is, consequently, not only desirable, but necessary, that we should realize every ton of coal from each colliery, and every acre of coal area, in order that our resources may not be wasted at present, to breed want in the future, and to realize the greatest present benefit to the mine, the miner, and the public. It is not possible, however, to secure these ends, if we continue to leave, as we do at present, from one-third to one-half our resources in anthracite as pillars in our mines. But our sad bills of mortality, our abandoned collieries, and our yawning mountain-sides, present ample evidence that even this enormous waste of coal, though left for the purpose of protecting life and property, is as totally inade-

September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

CONSTRUCTION of a ground-water supply includes many operations, which do not end with completion of facilities. Evaluations must be made of the quality of water in various areas and the history of production. Following an analysis of geologic, hydrologic, and chemical data there must be an exploratory drilling program and a study of resulting information. When the well is completed a continuous survey of operating records and basic data is necessary, since designs for future wells are varied as more data becomes available for those already completed. As the following discussion must be limited to a single undertaking, the customary procedure will be outlined for development and construction of a ground-water supply in which more than three wells are involved. Parts of this procedure are applicable for all ground-water supplies. Three possible sites were selected for construction of a paper mill. The problem was that the industry daily required approximately 15 million gallons of water of the best quality available; however, if water of the best quality were not available in the desired amount, water of a poorer quality could be used up to half the required amount, about 7 million gallons. In the preliminary survey approximately 1500 to 2000 square miles were covered for each site. Collected data consisted of several hundred electric logs of oil and gas wells; reports by the U. S. Geological Survey on ground-water resources of localities in and near the area; unpublished records of several hundred water wells including chemical analyses of the water produced and drillers' logs of the wells; records of periodic water-level measurements made in observation wells by the USGS; topographic maps drawn up by USGS and by army engineers; and highway and county road maps. A preliminary report based on study and evaluation of these data was presented to the client, recommending the site with the most favorable and economical ground-water conditions. The study indicated that water of the quality and quantity desired could be developed. In this particular area there were indications that the aquifer could be separated into two zones con- taining water of different chemical character. This chemical character varied somewhat with area, but principally with depth, a factor which later proved an economic advantage in design of the well field. After studying the preliminary report, the client weighed other economic factors as well as ground-water advantages and selected a plant site. Authority was given to proceed with detailed study of the chosen area. Evaluation of preliminary data concerning the area indicated that it should be supplemented with additional information derived from actual exploratory drilling and testing. A flexible plan of exploratory drilling was devised so that data obtained as each test hole was drilled could be correlated with existing data and additional test holes could be located and drilled accordingly. Specific data to be obtained from each test hole were: samples of all formations penetrated; the driller's descriptive log of formations; electric logging surveys; one or more samples of water from selected water-bearing formations; temperature; and water levels and their recovery after periods of production. The area studied in such detail was approximately 400 square miles. Choice of location for the original test holes was based on the preliminary study. The pattern for these test holes was designed to require a minimum number of holes and to allow for interpolation of data between two, three, and four holes. Geologic, hydrologic, and chemical data gathered after completion of the first four test holes showed that the north section was the most desirable in the area, which was then reduced from the original 400 square miles to about 150 square miles for more detailed and intensive study. On the basis of findings from the current test a tentative well field was laid out and a drilling program devised. One test hole was located on the actual plant site and later developed into a small pilot production well equipped with a deep well turbine pump. Water from this well was used for general construction requirements. Another test hole drilled near the pilot production well and adjacent to the proposed route of the well-collection system was used during the pumping test of the pilot production well to determine the degree of interference. (communication to the Secretary *) :-Mr. Hibbard's definition of steel would be the best yet offered were it not for its one defect, the vagueness or equivocalness of "fusion-process." Puddling is surely in one sense a fusion-process, and so are the charcoal-hearth or knobbling-processes. But what he says suggests the following definition, which seems to me a good one: " Steel: any variety of iron which is usefully malleable at least at some one temperature, and is either cast when molten into a malleable mass, or if not so cast can be much hardened by sudden cooling." It is not necessary in a definition that quantitative bounds should be set up, for instance, that the exact height at which dwarf apple-trees cease and standards begin, or at which hills cease and mountains begin, should be stated. These quantitative measures are proper for specifications and contracts, but are not necessary for purposes such as the present. HENRY D. HIBBARD, Plainfield, N. J.
