THE Jeffrey mine of the Canadian Johns-Manville Co., Asbestos, Que. has operated for a number of years, supplying the parent company, Johns-Manville, raw material for asbestos products. The mine is situated in the 70-mile-long serpentine belt running from Asbestos, Que. on the west to East Broughton on the east. This district is the most important producing area in the world of quality spinning-fiber asbestos, with 11 operating mines supplying 70 pct of the world's needs. The Jeffrey mine, located 90 miles from Montreal and approximately 35 miles southwest of Thetford, accounts for 50 pct of the Canadian asbestos output. Production from the Canadian serpentine belt is the chrysotile asbestos, which is considered the best available for spinning. Consumers in the United States prefer the clean, fine fibers of the Canadian chrysotile of the type produced by the Jeffrey mine. Mining In 1881, when the mine was first opened, all work, including drilling, was done by hand. The deposit, located on a hillside, was first worked as a sidehill cut by hand drilling 15-ft holes and blasting with black powder. The fiber was chiselled from the broken rock. Hand derricks, later powered by horses, were used to raise the rock as the pit deepened. Eventually, the pit became so deep that derricks were, by necessity, replaced by aerial tramways. In the late 1930's, further deepening of the open pit, with the resulting constriction of the pit bottom brought about the need for altering the mining system then in use. The high ratio of overburden to be handled to mill ore mined and the value of surface structures, not company property, that would be destroyed in expanding the area of the pit, definitely indicated vertical rather than horizontal expansion would have to be used. One exception to this was that a small area on company property to north and east of the pit could be opened up. The mining problem then resolved itself into two phases; make the small lateral expansion and as rapidly as possible choose a mining method that would expand the mine vertically. Several methods for vertical expansion were studied and rejected. Methods considered included shrinkage stoping, block caving, glory holing, and various modifications of open workings. Block caving was finally accepted as the most suitable method of underground development. Cost factors and production were important factors in the decision, also, the asbestos mines in the Thetford area were already having success with this method. Original plans provided for the lateral expansion of the open mine where possible and beginning the underground operation. This program was based on the open pit being worked out in 1954, with the underground development and production gradually increasing until the open mine was depleted. In 1949, the plan was changed to allow underground development to progress at maximum so that underground output would be 550 tons per hr by 1951. Any deficit in ore would be mined from the open pit. This change permitted extending the life of the open pit through 1964 and in this time would make available a large quantity of readily attained ore. Block Caving at The Jeffrey Mine Plans for the underground operation were formulated on a 12,000-ton-per-day basis, and the adaptability of block caving methods to high production presented a desirable situation. As shown in the main-haulage plan, a continuous loop was laid out for smooth operation of the underground railroad from the loading points to the underground crusher. A feature encountered at the Jeffrey mine, as well as other asbestos mines using caving methods, is the large size of caved material, requiring that ore be crushed before hoisting.

"The argument has long raged across the oceans as to what the best AG/SAG mill aspect ratio is. The North American practice of a high aspect ratio of two, diameter twice length, through to the South African and Scandinavian practice of an aspect ratio of as low as a 0.5. Within the collaborative P9 AMIRA project the MPRU of the University of Cape Town and the JKMRC of the University of Queensland have been collecting plant data pertinent to this issue over the past four years.The JK SAG mill model developed by the JKMRC is based upon data collected from mills having a range of aspect ratios from 1 up to 2. The maximum mill speed, mill load, and ball filling in the fitted data base were all below the operating range common in South Afr-ica. The extension of the P9 project into South Africa therefore lent an ideal opportunity to collect data in a whole new window of operation that would allow the range of applicability of the semi-empirical SAG model to be greatly extended.At the heart of the differences in aspect ratio is the completely different operating practice for high- and low- aspect mills. The mill filling, mill speed, and recirculating loads of closed-circuit single-stage operation have more influence on the differences in operation than the pure aspect ratio relationship. Relationships for load have been extended to 45% filling, with the modified model showing the measured peak in throughput as the mill filling increases. The ball load relationship now covers fillings of over 30% balls (of total mill volume), thus including so-called SAG-ball mills. The influence of closed circuit operation has been measured. It has been found that a key issue of the high slurry flows associated with closed circuit operation, especially when closed with a cyclone, is the pulp discharge limitation of the traditional grate and radial lifter configuration. It has also been observed that absolute mill length is more of an issue than aspect ratio. Slurry flow along the mill and charge segregation within the load are being investigated on pilot and full-scale mills to provide data for potentially modifylng the perfect mixing model that is used for the SAG mill.Improved understanding of these aspects of SAG mill operation and extension of the JK SAG model to better cover the entire range is allowing serious direct comparison of high- and low aspect mills for the first time. It is the conclusion of the researchers working in this area that there is no one best practice, that in fact mills across the range have their application based on ore type, desired product, available capital and on operating costs. Developing robust designs allows direct comparison of two-stage circuits using high-aspect primary SAG mills, with single-stage closed circuit low-aspect SAG mills. The new operations within South Africa are now considering both circuit types, and data is presented on selections that cover the full range of aspect ratio and operating practice."

The Federal Bureau of Mines has been a leader in resource recovery research since it was founded in 1910. Until the early 19601s, most of the projects were concerned primarily with the task of extending and improving conventional technology oriented to secondary metals and minerals upgrading and processing for marketable products of highest value. By the mid-1960's with the passage of the Solid Waste Disposal Act of 1965, all resource recovery research programs were increased in scope and intensity as an effort to solve the growing number of environmental problems and the rapid depletion of domestic energy and mineral resources. Many new materials were investigated including urban refuse, manufacturing, industrial wastes, and stockyard wastes. The objective was to promote maximum recycling as the most practical answer to problems of waste disposal, pollution control, and the short supply of minerals and energy. The new research projects ranged from the conversion of animal manure and other organics to oil, to the recovery of precious and common metals from demolished aircraft and electronic scrap. This profile includes brief descriptions of many selected research projects that typify, the total spectrum of Bureau of Mines research in the important field of resource recovery.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing minerals substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.

In 1927 the Carbonization Committee of the American Gas Association proposed cooperation with the Bureau of Mines in the development of suitable methods for determining the carbonizing properties of American coals. It was further proposed to apply these methods in the testing of representative coals and to make the information obtained available to the public through Government publications. A cooperative agreement was signed whereby the Gas Association contributed part of the funds necessary for beginning the project and appointed a committee to consult and advise the Bureau in the work. The Advisory Committee has been reappointed each year, and the Bureau has had the benefit of its advice. The composition and carbonizing properties of 33 coals previously tested have been given in technical papers of the Bureau of Mines and in short reports published for the most part in the Proceedings of the American Gas Association. A complete list of publications on the work previous to 1937 is appended to this report. The present report gives the composition and carbonizing properties of seven additional coals from West Virginia. The data include results of blending tests in which Beckley led low-volatile coal was used with all the high-volatile coals except the Alma coal, with which Pocahontas No. 4 coal was used.

It is probably safe to say that, as the economic well-being of the mining industry goes, so goes the fortunes of mineral explorationists. And in 1977 the industry was not well at all. The year-long depression of the copper industry, marked by layoffs, temporary shutdowns, and mine closures, provided an appropriate background for the collapse of the nickel market, passage of a surface mining law that will affect the hard-rock industry in ways that are yet unclear, and the threat of operating under a new set of rules brought on by reform of the Mining Law of 1872.

Introduction In preparing this paper on Recent Developments in Gold Milling Practice, the idea occurred to me that possibly the best way to deal with the subject would be to take you in thought on a visit to the principal gold mining camps of the Dominion, starting at the east and finishing up in the west, and noting, as we go, the outstanding improvements that have been made in the last few years in the practice of gold milling. Before beginning this tour, I desire to emphasize the debt this country, and particularly our mining industry, owes to that body of trained and experienced men, little heard of, but who, working quietly on their problems, are responsible for these improvements. The metallurgists, to whom I refer, have solved many difficult problems for the mining industry, in connection with the treatment of our complex ores; for instance, the silver-cobalt ores of the Cobalt district, the gold ores of the Porcupine district, the gold-telluride ores of the Kirkland Lake? district, the copper-gold ores of Noranda, the arsenical-gold ores of the Beattie mine, the copper-zinc ores of Flin Flon, and the lead-zinc ores of Kimberley. In doing so, they have maintained the high technical standards of the profession, and the practices thus evolved are noteworthy for their high degree of efficiency. When the price of gold increased from $20.67 to $35.00 an ounce, what had formerly been thought to be a low tailing became almost an ore, so that the metallurgists are now busily engaged upon the problem of putting this railing back in its proper place of being a tailing once more, or from its value, at the present price, of anywhere from 50 cents to a dollar or so per ton, to a few cents per ton. Owing to the changing prices of the metals in the world's markets, still greater improvements in metallurgical practices are imperative. An important contributory factor towards improvement in ore dressing is the aid furnished by the microscope in the examination of ores and mill products. By making possible the determination of the mineral constituents of the ore, their association, and grain size, it gives the investigator a knowledge of his problem, before he does any actual test work. In the Mines Branch laboratories at Ottawa, its use has enabled us to predict how an ore should respond to various methods of treatment.

THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to "disseminate information concerning these subjects 'in such manner as will best carry out the purposes of this Act.'" In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960,4 from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963.7 The leading general and technical libraries of the United States maintain files of the Bureau's publications. In initial attempts to mine taconite by conventional open-pit methods, the material tended to break into tabular blocks that were too large to be handled by conventional shovel dippers and were unsatisfactory in an ordinary crusher feed. A great amount of secondary blasting was necessary, which added considerably to the cost of mining. The Bureau of Mines and others are engaged in studies designed to contribute to the solution of taconite-mining problems. These studies concern problems related to drilling techniques and patterns, types and methods of use of explosives, and other factors relative to effecting maximum fragmentation at minimum cost. This report, is concerned with study of the application of shaped charges in drill holes, the effectiveness of shaped charges as compared to capped charges in secondary blasting, and the merits of different drilling patterns and methods of detonation of conventional-explosive charges. Fragmentation of taconite at or near the surface is controlled or strongly influenced by joint and bedding planes. Since all tests in this study were made in a jointed and bedded area, a definite conclusion as to the relative effect of a shaped charge in a drill hole, as compared to a conventional charge at greater depths and tighter ground, is precluded. However, application of shaped charges in primary blasting of taconite appears to be of no advantage. In secondary blasting of taconite, conventional, capped charges produced better breakage than shaped charges of the designs tested. Based on the results of conventional blasting practice in horizontal-, inclined-, and vertical-hole tests, no better fragmentation is obtained from blasting either horizontal or inclined holes, compared to vertical holes. Holes drilled in staggered parallel rows that intersect both series of joint planes at the greatest possible angle, give maximum breakage compared to rows paral-lel to one of the series of joint planes. Methods of detonation made little difference in breakage; but the milli-delay caps produced the best conditions for moving the broken rocks.

"Cable bolts are an important support component in modern underground mines. If an optimized cable bolt system is to be achieved, it is insufficient to focus on cable bolt layout design or on cable bolt installation in isolation. Cable bolt support, like all engineered systems, requires a holistic approach, encompassing integrated elements of design, implementation and verification. The “Cable bolting Cycle” described in this paper incorporates these components along with related tools and procedures which should be used together to ensure effective and efficient cable bolt support.Design involves the consideration of demand, capacity and constraints as outlined in this paper. The demands imposed on the sup-port system by the rock mass response to excavation under the combined action of stress and gravity must be matched to the capacity of the cable bolt array. The cable bolt system capacity is a function of the component strengths of the steel strand and the bond (load transfer) and by the deformation response and retention characteristics of the system. The design is bounded by operational and economic constraints.Implementation of the cable bolt array can then proceed and must include appropriate protocols of communication, training and quality control, in addition to both general and site specific installation procedures. The U.S. Bureau of Mines has long recognized the hazards associated with rock burst activity in underground mines. Concern over lost lives and resources prompted this study to further characterize rock burst occurrence as related to microseismicity and mining. A period of over 1,079 days of mining with 101 bursts, where microseismicity rates and blasting were recorded, was used in this study. Statistical analyses investigated relationships between (1) rock burst occurrence versus blasting, (2) rock burst size versus damage, (3) rock burst occurrence versus average micro seismicity rates, and (4) rock burst occurrence versus local mine geometry. Statistical analyses showed that 91% of all rock bursts occur with blasting while only 3% of all rock bursts occur, apparently, independent of blasting. Additionally, the long-term average daily micro seismicity rates appear to dictate when blasting will trigger rock bursts. Time series analysis on the daily microseismicity resulted in model equations that may be used to forecast the daily microseismic activity.

"INTRODUCTION During the years 1941 to 1945, the United States produced less than one-half of one percent of all primary nickel, whereas the nation's consumption of the metal amounted to nearly three-fourths of the world's supply. Although postwar nickel consumption probably will be less than wartime consumption, trade- estimates for the next 10 years are well above the average established during the 1930-1940 decade. The greatest consumption is expected in nickel alloys, particularly nickel-alloy steels. 3/ The greater use of nickel cast irons and nickel-clad metals also signifies an expanding nickel market. In anticipation of the postwar demand for nickel, and realizing the seriousness of the ""have not"" position of the United States with respect to this metal, the Bureau of Mines, sent an engineer 4/ into the lower Copper River region of Alaska during the summer of 1944 to investigate the nickel deposits near the head of Canyon Creek. Samples from the Spirit Mountain nickel prospect were sufficiently encouraging to justify more intensive exploration. As a result, a program of surface trenching, systematic sampling, and detailed mapping of the property was adopted and directed by a Bureau of Mines engineer 5/ in the summer of 1945."

The leasing or tribute system has been an important factor in the development of our metal-mining industry, particularly in the gold and silver mines of the Western States. It has received its widest application in. the early history of many camps and in the last stages of many mines. The system is especially adapted to mining where the ore's occur in narrow veins or are erratically distributed in small bunches or pockets so that selective mining, hand sorting, screening, or hand cobbing is required to produce shipping or milling-grade ore. The leasing system is also applicable to the development of prospects where the owners are unable or unwilling to assume the risks of searching for ore. The virtue of the system lies in the opportunity it affords miners with little capital to get started; at the same time, it rives owners an opportunity to have their property developed at small cost.

This paper is a presentation of findings based upon an econometric model of the world zinc industry. The model was developed as a simple but useful aid for long-run forecasting and planning purposes. A structure was developed for both simulating real zinc price effects on production and consumption, and for forecasting long-run annual zinc prices and supply/ demand levels. Moreover, a methodology is provided to incorporate the effects of: (1) historic technological advances in zinc supply, and (2) the development of the competitive plastics industry. Finally, reduced form equations are used to generate ex post forecasts to evaluate the model's performance.

"The inert anode is a key enabling technology for dramatic energy and emissions reduction in extractive metallurgy. In molten salts, the materials challenge is nearly insurmountable: the anode must conduct electrons at high temperature in a pure oxygen and molten salt environment. A solid electrolyte, e.g. zirconia, between the salt and anode removes the molten salt stability constraint, and can act as a container for a liquid metal anode. This can be liquid silver for oxygen-generating inert anodes, or several metals for natural gas-fueled anodes; it is possible to switch between these modes. The solid electrolyte brings several other benefits: it eliminates molten salt contamination of the anode gas, creates a reducing environment enabling low-cost steel vessels, increases current efficiency, and eliminates carbon contamination of the product. New developments presented here, including current collector and low-cost anode designs, amplify these benefits for producing aluminum, magnesium, rare-earths, and other metals.IntroductionReactive metals such as magnesium, aluminum and rare-earths play increasing roles in efficient transportation and clean energy. In response to new fuel economy standards, automotive OEMs are planning large increases in use of aluminum and magnesium to reduce vehicle weight. Rareearth permanent magnet motors and generators exhibit better power-to-weight and efficiency than induction motors and other designs, making this today's primary motor technology for hybrid and electric vehicles, and for wind turbines. Nickel metal hydride (NiMH) batteries with lanthanum are dominant in hybrids. In 2011, transportation comprised 28.6 out of 103.1 EJ of US energy consumption [1] and 1,845 out of 5,471 million metric tonnes (MMT = 109 kg) CO2e of US greenhouse gas (GHG) emissions [1], creating big targets for economy-wide reductions.Unfortunately processes for making reactive metals for these applications are very inefficient and heavily-polluting. In primary aluminum production, Hall-Heroult cell electricity use [2] is more than double the reaction enthalpy due to heat losses through frozen cryolite side-walls and anode gases, graphite anode plants add significant energy use and GHG emissions [2] (see Table 1). Magnesium is even worse: silicothermic reduction by the Pidgeon process in China produces about 85% of the world's magnesium using coal or coke gas [3]. Chloride electrolysis begins with high-purity MgO and requires carbochlorination or hydrochlorination and costly chloride dehydration [4]—rendered unnecessary for aluminum by the Hall-Heroult cell. Production of neodymium and lanthanum with graphite anodes leads to inconsistent carbon content: small cells make 1 kg batches for analysis, sorting and sale by carbon content, with very high labor and analysis costs. And vertical electrodes give no incentive to reduce anode effect: some reports indicate that China's rare-earth metal industry emits more CF4 and C2F6—with global warming potential (GWP) 6500 and 9200 times CO2 respectively—than China's aluminum industry [5]."

WHEN mining development began in the Kirkland Lake camp, twenty-five years ago, there was very little information obtainable from surface showings as to the nature of the ore deposits. A length of almost a mile of the main 'break' lay under the south arm of the lake, and elsewhere most of the outcrops were covered with glacial drift. Shafts were sunk on ore-bodies of uncertain value, either on the outcrop of the veins or-because of the lake to the north-in the south or hanging-wall. In the second year of the camp's development, the Great War broke out and retarded progress for its duration. He would have been a real optimist who, in those early years, could have foreseen mining at depths of more than a mile.
