THE form of dip chart here presented for the use of the profession was devised by the author when he was confronted with a particularly heavy job of geological section making and. did not have any of the usual tables or charts at hand. This was at the property of the Teziutlan Copper Co. in Puebla, Mexico, where the orebodies are much faulted and lie conformably with a slightly inclined and. much folded schist. Because of the low dip and the folding of the orebodies, the engineering, and geological data respecting them were best represented on vertical cross-sections quite closely spaced. A less finished form of the chart was published in the Mining & Scientific Press of Aug. 6, 1921, with an explanation of its use. I have checked the new drawing for accuracy against the calculated table given, and constructed an explanatory diagram beneath. As some geologists are accustomed to using the table, I have included it, since no advantage is obtained by mere interpolations from the chart to get the required angle, except as it gives a mental picture of this angle. The chart gives a more rapid and much easier solution when cases multiply so that it becomes desirable to eliminate the tedious manipulations of a separate protractor. In fact, using the parallel ruler as des-cribed, it is not even necessary to make note of the angle sought. It is brought out graphically, leaving the mind free to note the correlations. The chart itself may be made more convenient by reproduction on celluloid with a slot running on the zero line of the protractor.

"Some experiments with different temperatures (1173, 1223, and l273K) and different annealing times (3, 4, 5, 6min) were carried out on cold-rolled plate of Fe-36Ni invar alloy. The microstructure and the mechanical properties were observed and tested respectively, and the fracture morphology was observed by SEM. The results show that with increasing of the temperature and the annealing time, the austenite grains gradually grow up accompanied by a small amount of annealing twin crystals, meanwhile, its plasticity and toughness are improved, and it is typical ductile fracture under the condition of tensile failure. After annealed at l223K, the invar alloy has better comprehensive properties than that at the other annealing temperatures, and the grains size is more uniform. Furthermore, when the annealing time is 4min, the invar alloy has the best comprehensive properties.IntroductionAs we known, most metals and alloys expand with increasing temperature. More than one hundred years ago (in 1897), Guillaume observed that Fe-Ni alloy with face-centered cubic (fcc) crystal structure, consisting of36%Ni, showing a very small thermal expansion coefficient below the ferro-to-paramagnetic transition, the thermal expansion coefficient around room temperature( <2 X 1O-6K-1 compared to most metallic materials which have a thermal expansion coefficient of 10-20 X 1O-6K-1) [1,2]. Since then, the subject has attracted many researchers, and various alloys with low thermal expansion coefficients have been developed. These alloys, generally known as ""invar alloys"", are in demand where dimensional changes due to variation in temperature must be minimized and where high stability is required [3, 4]."

(written discussion?).-An employment department operated only with the object of relieving the foremen from hiring and for the purpose of centralizing record keeping is not likely to be entirely successful, and is doing but a small part of the good that practice has shown is possible; although it was .probably a desire to save time and to conduct the business more conveniently that led many mining companies to centralize their employment department. The ultimate object, however, is the reduction of labor turnover, by obtaining men better qualified to fill the positions to which they are assigned, by following up their work and providing for transfer to other departments or for promotion, if advisable, by reducing the number of quits for inconsequential reasons, and by supervising such laying-off as is necessary in such a way that the permanent force is not upset. It provides a stability &apos;of employment, free from favoritism and paternalism, probably the best form of employment insurance that we can have. The value of the employment department is in direct proportion to the breadth of its supervisor, his ability to estimate and place men, his sympathy in dealing with their petty troubles, and his analysis of quits and the reasons therefor. There is probably no better index of the soundness of the industrial relationship between the employee and the employer than the reasons why men quit; an intelligent, unbiased analysis of these reasons tells where corrective measures are necessary. In nine cases out of ten the reasons are small grievances, easily corrected, and are things usually overlooked by mine officials.

At their last meeting, the Directors of the Institute passed the following resolution regarding Robert W. Hunt, who was president of the Institute in 1883 and 1906. This resolution was engrossed and presented to Captain Hunt at a dinner given to him in Chicago, December 9, on the occasion of his eightieth birthday. Resolution At that time it was announced that $5000 had been guaranteed as the nucleous of a fund, the income of which will be used for prizes to be awarded each year, under the supervision of the American Institute of Mining Engineers, for the best papers on iron and steel subjects. The Board of Directors of the American Institute of Mining Engineers extend to their distinguished colleague, Robert W. Hunt, a hearty greeting upon his eightieth birthday anniversary. They congratulate him upon his notable achievements as a pioneer in ,the manufacture of iron and steel, and his long and admirable service both as a practical director and as a wise critic and counselor in that art. They remember with gratitude his successful administration, for two separate periods, of the Presidency of the Institute, and they recall with pride the honor conferred upon it through the award to him of the John Fritz Gold Medal. Not least is their satisfaction in the retrospect of forty-four years of his membership in the Institute, with its unbroken record of loyal friendship acid delightful companionship; and they pray, that this record may be continued for happy years to come. In witness whereof, they have ordered this minute to be entered upon the records of the Board, and a copy duly attested to be sent to Captain Hunt.

Mining project development, permitting, environmental regulatory and compliance issues in Uzbekistan and the CIS are every bit as complex as those in the western world. The vast array of environmental permitting, monitoring and reporting regulations for mine project development and operation in the CIS are based on existing Soviet environmental regulations and policies which have remained in place after these countries gained independence from the former Soviet Union. The approach to mine project permitting in the CIS differs from the western world. Similar pre- feasibility, baseline data collection, and environmental monitoring requirements allow the project proponent to coordinate preparation and submission of documentation to support project permitting for Uzbek regulatory requirements with environmental requirements imposed by financial institutions and western environmental compliance structures. Implementation of generally accepted western environmental best management controls and monitoring into mine design, construction, and operation will not, however, ensure automatic compliance with Uzbek environmental regulations. Uzbek environmental compliance requirements that differ from western requirements include: 1) development and maintenance of an environmental database constructed specifically to address annual, biannual and quarterly statistical reporting requirements for emissions of "environmental pollutants" from the facility into air, surface water, ground water and soil; 2) preparation and submittal of specific permits for water utilization, hazardous waste storage and disposal, landfill construction and operation, and stack emissions inventories; and 3) procurement of approvals from the Uzbekistan State Committee for Nature Protection (generally analogous to the US Environmental Protection Agency). This paper outlines and summarizes the regulatory requirements for mine site permitting and the procedures for environmental monitoring and reporting during mining operation in Uzbekistan and the CIS.

The furnace in which rimming steel is made has an important bearing on the quality of the steel produced. Furnace.—Particularly in the manufacture of low-carbon rimming steels, it is necessary to have an efficient, easily regulated furnace, because of the relatively high finishing temperature requirements. In recent years, the most important development in design of open-hearth furnaces has been the sealing and insulation of the greater part of the furnace to prevent air infiltration and loss of heat. Efficient, straight-line valves insure proper draft. Combustion controls guarantee correct gas-air ratios. Furnaces of all sizes ranging from 20 to 200 tons have been used successfully in the manufacture of rimming steels. Metal bath is varied from 20 to 40 in. in depth without appreciable variation in quality. Charging.—A normal open-hearth charge consists of pig iron (hot or cold), scrap of miscellaneous nature, and slag-making additions, such as limestone and burnt lime. Because of local conditions, some plants find it necessary to discard the use of pig iron and use some carbonaceolis substances with varying percentages of cast iron to replace the pig iron. It is questionable whether such practice will consistently produce the quality of rimming steel required for auto stampings and other severe drawing requirements. Pig Iron.—An open-hearth furnace under proper control should melt 150 tons of low-carbon rimming steel on about 35 to 38 per cent pig-iron charge basis. The desirability of bringing about greater uniformity in specifications governing iron and steel is generally recognized, and has found expression within recent years, in the efforts of numerous technical societies in that direction. When the International Association for Testing Materials was organized at Zurich in 1895, a committee was appointed, charged as follows: " On the basis of existing specifications, to seek methods and means for the introduction of international specifications for testing and inspecting iron and steel of all kinds." The American representation on this international committee consisted originally of five, and now of eight members. In view of the magnitude and importance of the subject, the Executive Committee of the American Section of the International Association for Testing Materials, since incorporated as the American Society for Testing Materials, appointed a committee of 34 members, including the American members of the above-named international committee, to frame standard American specifications for iron and steel. This committee reported on specifications for (1) Structural Steel for ridges and Ships; (2) Structural Steel for Buildings; (3) Open-Hearth Boiler-Plate and Rivet-Steel; (4) Steel Rails; (5) Steel Splice-Bars; (6) Steel Axles; (7) Steel Tires; (8) Steel Forgings; (9) Steel Castings ; (10) Wrought-Iron. These specifications were designed to be fairly representa-tive of the best current American practice, and were adopted by letter-ballot of the Society in August, 1901. The leading engineering societies have participated at various times in the discussion of these specifications and have lent valuable assistance through the appointment of special committees on like, or closely related, subjects. The Tigre Mining Co. of Mexico, owned by the Lucky Tiger Combination Gold Mining Co. of Kansas City, decided early in 1910 to enlarge its mill, which consisted of a concentrator milling 3,000 tons of ore per month. The enlarged plant was designed to crush and concentrate 6,000 of ore and to cyanide 7,500 tons per month. The extra tonnage cyanided was to be obtained from tailings which were stored below the old mill. Power was supplied to the old mill from four boilers; a 150-h-p. Corliss engine and two Weber 60-h-p. gas-engines using producer-gas made from charcoal. The total horse-power required, including 60 h-p. used for machine-drills in the mine, was approximately 275. Cord-wood cost $4.32 per cord, 8 by 4 by 3 ft., and charcoal $15 per ton. The fuel supply in the surrounding country was approaching exhaustion; more than 150 mules and 50 men were engaged in cutting and transporting this fuel, and the unsettled political conditions in Sonora were such that it would be practically impossible to keep an organization of this kind together. The price of fuel was steadily rising and at times it became almost impossible to get sufficient fuel to operate. It was estimated that the enlarged plant, together with the mine, would require 750 h-p., as follows: Horse-Power. Over the past few years the Cape Breton Coal Research Laboratory&apos;s staff designed, built, tested and proved the necessary hardware, software and methodology of tracer gas based surveying techniques applied in the field of mine ventilation. These methods are now used routinely in a variety of applications where traditional anemometric methods do not provide the required accuracies or cannot be effectively employed. Irregular or highly turbulent flows, leakages, geometrically complicated or highly obstructed airways are just a few examples where traditional anemometry can produce unacceptable errors in calculated ventilation parameters. Tracer gas based ventilation techniques have been used in many problematic situations where the standard ventilation methods are inadequate. One such problem, faced by many mine operators, is the emergency imposed by the ever present threat of a mine fire. An understanding of the propagation of smoke contaminants and the demonstrated integrity of appointed escape routes can save lives and property during a fire. That knowledge can be gained quickly and inexpensively by the application of tracer gas smoke simulation methods. The concept of controlled air recirculation has recently gained considerable attention in the mining industry. While mathematical models can be used to predict performance, the ultimate proof of a ventilation system&apos;s performance can best be provided by a tracer gas based simulation of contaminant levels. Fan performance tests and assessment of auxiliary ventilation systems are highly dependent on accurate definition of airflows; precise data can be easily obtained by tracer gas based volumetric surveys. IN smelting copper, lead, and silver ores, it is scarcely possible in every case to make analyses of the various parcels of ore, with the view of combining these and the fluxes so accurately as to yield, in the furnace, slags of exactly the most favorable composition. This is even more difficult with ores which require previous calcination, or with mattes which have been roasted in heaps. Even in cases where the greatest pains have been taken and the most elaborate calculations made beforehand, it frequently happens that variations in the working of the furnace interfere with the result so much desired. Generally, the practical metallurgist must be content with ascertaining the average composition of his ores and fluxes, making a calculation once for all as to the most advantageous mixture, and leaving slight changes in its composition to be taken care of as it is passing through the furnace. The various products then afford him the best material whereon to base his judgment as to the manner in which his smelting mixture is working. Of course the character of the slag is one of his chief guides, but it is not always possible from its outward characters alone to form a correct judgment as to its composition. Neither would it be possible or practicable to apply chemical analysis for this purpose, as it would be impossible to wait for its results while working a furnace. Abich was, I believe, the first to point out the relation existing between the composition of volcanic rocks and their densities, and to show that, the latter being ascertained, very correct conclusions

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company&apos;s policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

THE late George S. Rice was active in the investigation of bumps, particularly in the last ten years of his career as chief mining engineer of the U. S. Bureau of Mines. Since most of his investigation was carried out in Great Britain, continental Europe, and-to a lesser extent-Canada, his thinking on prevention was influenced considerably by the experience of those countries. It is not surprising, therefore, that when he was called upon a few years before his retirement to investigate bumps in the U. S. and suggest ways to prevent them, he turned to longwall mining. A longwall method had been most successful in combating the bump hazard in mining coal under deep cover, especially in Great Britain, but the prevailing method there at the time was advancing longwall mining, which he knew was uneconomical under U. S. mining conditions. For this reason he proposed a modified retreating longwall system that he believed included the best features of the advancing method. As brought out by Rice,1 if the cover is 2000 ft and 50 pct of the coal is extracted, the static load on the remaining pillars will be about 4000 psi, which exceeds the ultimate crushing strength2 in most instances. If the pillar coal is overloaded before a pillar line is established, then the abutment zone preceding a line of extraction is no place to split pillars or extract them by any method other than an open-end system. Rice therefore advocated open-end mining, preferably by longwall, but he was willing to compromise with long-face mining if the longwall method was not acceptable.

The mining industry has been put under closer scrutiny in recent years, which has led to the adoption of a plethora of initiatives in countries around the world and by international organizations, some voluntary and others mandatory, governing economic, ethical, social and environmental practices of this industry. In order to plan appropriately, secure project financing, build value and manage risks, it is imperative to identify and understand the application of this new and evolving regime, which can be described under the general label of corporate social responsibility (?CSR?) law, and to incorporate compliance policies into the day-to-day operations of mining companies. Our paper and presentation will describe this new legal framework, which includes both ?soft? law and ?hard? law adopted at the international and domestic level that governs the actions of mining companies, particularly when operating in developing countries. While the notions of hard and soft law may seem abstract and grounded in legal theory, this paper shall demonstrate how these concepts concretely apply to companies in general, and to mining companies in particular. An analysis of the recent case law in this area as well as examples of corporate ?best practices? will illustrate the application of this body of law. As will be demonstrated through the case law, non-compliance of CSR law (both ?soft? law and ?hard? law) can lead to economic penalties, difficulties in accessing capital, loss of social licenses and even the withdrawal of permits and concessions. This confirms that now more than ever, ethics and sustainable practices in mining are fundamental to building a successful business model.

The specifications for bridge-steel are usually not severe. The main difficulty is to secure a material which will roll easily, without showing signs of cracking on the corners of the blooms or on the flanges of the beams. In many mills sulphur has been deemed the most harmful constituent in this respect. It has been thought hazardous.to roll steel containing over 0.07 per cent. of sulphur. Yet, in making steel for the Phoenix Iron Company, I have produced from stock running as high as 0.13 per cent. of sulphur a material which rolled very satisfactorily. It is reasonable to infer that the injurious effect of sulphur can be neutralized, to a great extent, by proper treatment in the open-hearth furnace; and the following notes from my usual practice here may be of interest to those obliged to use high-sulphur stock. The steel made at Phoenixville in the 20-ton furnaces has about the following composition : Per cent. Carbon,...0.15 to 0.20 Manganese,.........0.50 to 0.60 Sulphur,..........0.11 to 0.13 Phosphorus,.: .0.04 to 0.06 Silicon,.......... 0.01 to 0.02 The best running heats were made with a small amount of pigiron. In using large proportions of pig the quantity of ore is also increased. This not only cuts the bottom, but also lengthens the time required to bring the charge down. Up to 50 per cent. of pig may be used, but 25 per cent. is much better. A 40,000-pound charge, containing 10,000 pounds of pig and 30,000 pounds of Bessemer butts or beam-scrap, works very well.

The paragraphs quoted, regarding Mr. Hoover&apos;s appointment as chairman of the newly organized food board of the United States, are taken from the editorial page, of the New York Times for April 13: ?The country is fortunate in commanding the services of Herbert C. Hoover as Chairman of the newly established Food Board. This is n, problem of first importance. Few realize the extent to which American food stuffs will enter into the decision of the war, and it is doubtful if it has occurred to many minds as yet that we shall have to deny ourselves what we have regarded as necessaries in order to keep our European allies supplied. " Mr. Hoover is one of the leading mining engineers of the country. At the outbreak of the war he put his private affairs aside to become the head of the American Commission for Relief in Belgium. He has had an experience that perhaps no other man has ever had, covering the raising of money and the purchase and distribution of supplies on a large scale; He has been brought into close relations with the neutrals and the belligerents on both sides. By them all he is recognized is one of the best executives brought to the fore by the mar. Mr. Hoover is in a position now to place abilities and experience at the service of his country. He will come back with comparative data that will enable him to measure resources and deficiencies accurately. This appointment gives renewed assurance of our Government&apos;s grasp of the problems of war and its resolve to apply, business principles to their solution."

Recovery of metals contained in the electrode materials of batteries was studied considering an integrated recycling process constituted by physical and chemical operations. The physical treatment included the shredding of the spent batteries, followed by a wet sieving operation of the fragmented material. The physical behavior of Ni-Cd and Zn-Mn based (alkaline and saline) system batteries was studied and compared. In that sense, shredding operation was performed and the sieving of shredded fractions was accomplished to evaluate the efficiency of the separation of electrodes and scrap. For Ni-Cd batteries the loss of electrode material with the supra fraction (scrap) after the shredding operation was lesser than the Zn-Mn batteries. Especially for saline-type batteries, the electrode attached to the scrap was substantial leading to important losses. This difference can be explained by the composition of the case materials and the internal physical constitution of the electrodes. The wet sieving studies carried out allowed optimizing the separation of the electrode fine fractions from the scrap materials through the analysis of selectivity Cd/Fe or Zn/Fe. For Ni-Cd batteries, maximum selectivity was achieved for the granulometry of 1.4 mm, while for alkaline and saline systems best selectivity were obtained at 2.8 mm and 5.6 mm, respectively. This process allowed the recovery of about 70% of electrodes for Ni-Cd and alkaline systems, and 50% for saline batteries, with less than 5% of scrap as contaminant. This physical step can be considered as a pre-treatment of this type of waste material envisaging its valorization by chemical treatment, as improves the concentration of the elements of interest and decreases the iron content.

William H. BLAUVELT, Anaconda, Mont.: Mr. Stetefeldt&apos;s comparison of the producer-plants at Aspen, Colorado, and Park City, Utah, is of special interest at this time, when the attention of all western metallurgists is so forcibly drawn to the necessity of reducing expenses and losses. The fact that wood was used at Park City before gas was introduced, for firing the Stetefeldt furnace and dryer, offered an excellent opportunity for showing the economies resulting from the adoption of gas in place of wood, as well as a comparison between the two gas-plants. Some time ago Mr. Stetefeldt contributed an article to one of the technical journals, in which the economy obtained by the substitution of gas for wood at this plant was shown quite in detail. I regret not being able to quote from his article at length, but, remember that the total saving effected would pay for the producer-plant in about one month. This is a striking instance of the advantages to be secured by the adoption of the best methods of using fuel in our metallurgical works. In comparing the figures from the Park City and Aspen plants, the difference of over 20 per cent. in the fuel used in the Stetefeldt furnaces, seems remarkable, even considering the larger amount of sulphur in the Aspen ore, and the greater rapidity with which it was roasted. It would be interesting to have Mr. Stetefeldt&apos;s, opinion as to the cause of so great a difference. The inferior economy of the revolving dryers at Park City might be overcome by lengthening them, or so arranging a second one above
