Mining operations have been carried out in British Columbia since the time of the first settlers in the area. The early developments were mainly small volume, high-grade operations, producing small quantities of tailings wastes. In these early days the nearest stream was a logical first choice for tailings disposal. Where streams suitable for accepting the tailings were not available or where streams crossing the International Border could not be used for this purpose, the nearest convenient land site was selected for storing the tailings. Old tailings waste piles exist at many locations in the Province and are readily evident, for example, in the Princeton and Hedley areas. Figs. 1 and 2 are photographs showing the present condition of two of these old tailings dams. [ ]

Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. While at Mount Morgan he had occasion to test some highly pyritic tin ore by flotation, with a view to separating the cassiterite from the pyritic mineral.Instead of accomplishing that, it was discovered that it would be possible to eliminate as much as 50% of the total weight of ore in the form of a pyritic flotation concentrate, which would contain...

"As-cast aluminum alloy microstructures are highly segregated. Coring occurs when solute is rejected during solidification resulting in a non-uniform solute distribution across the dendrite arms. Furthermore, coarse constituent phases are formed in the interdendritic channels as a result of coring. These constituents are either soluble or insoluble and can form from the major solute elements, or the impurity elements iron and silicon. The dissolution of these constituents, or precipitates, is an important consideration in determining the microstructural evolution of an alloy. The properties of an alloy are significantly affected by the morphology of the precipitates. Precipitates can be either beneficial or detrimental to the properties of the alloy. Regardless of the nature of the precipitates present, it is useful to understand the dissolution process. A diffusion-limited dissolution model for planar precipitates is presented and compared to an analytical solution and to models in the literature. Experimental data for the dissolution of AhCu precipitates in a dilute alloy are compared to the proposed model, and found to have good agreement.IntroductionDuring the processing of precipitation hardening alloys, beginning with the solidification step and ending with the final solution heat treatment step, there are a variety of particles that form. Some of these particles must be dissolved and solute redistributed and re-precipitated in a more homogeneous distribution than as it first appears in the as-cast microstructure. The particles can be classified by size as microstructure develops during processing. Coarse particles that form during solidification can either be soluble, partially soluble or insoluble. These particles can be the result of coring of the major solute elements as well as the limited solubility of elements such as iron and silicon. Iron and silicon can combine with the major solute elements such as copper in 2xxx alloys forming coarse phases often referred to as constituents. Figure l(a) shows the as cast microstructure with the constituent phases, Al2Cu and the insoluble phases containing Al-Fe-Mn-Cu-Si [7]. During preheating the soluble phases such as AhCu that were formed by eutectic decomposition must be taken back into solution, whereas the insoluble phases remain essentially unchanged by most thermal operations. Figure l(b) and (c) show some of these constituents after subsequent preheating steps. In Figure l(b), AhCu platelets are shown and in Figure l(c) the remnants of the AhCu phase are noticeable, along with Mn-bearing dispersoid phases. Reduction in the volume fraction and size of these phases improves the ductility and fracture toughness as well as reducing the inhomogeneities that occur during coring. Also adjacent to the dendrite arm boundaries are smaller AhCu phases that precipitate by a solid-state transformation on cooling to room temperature."

In order to achieve optimum results for money spent in construction of new projects there is a need for mining developers to pay greater attention to cost control. Control is achieved by establishing a frame of reference, a method of checking and a means of remedial action. The frame of reference is a well coded set of budget estimates which graduate into definitive estimates as design is completed, backed up by drawings, specifications and bills of quantities. The method of checking is provided by cost engineering and quantity surveying input, at both feasibility study and design and documentation stages. Remedial action follows if the checking process reveals a need. In large complex projects where construction completion time is often of prime importance, control of costs can sometimes be relegated to second place. To avoid this it may be necessary to include specialists in cost control in project management teams. Quantity surveyors are trained specifically in construction economics and can provide develop- ers and project engineers with valuable support at all stages of construction.

The United States Geological Survey recently published Bulletin 690, which contains those papers dealing with zinc and copper. ores at Ophir, Utah; gravel deposits in Arkansas, with special' reference to their possible utilization as a source of hard pebbles for grinding mills; phosphate deposits in the Uinta Mountains, Utah; quicksilver deposits in the Phoenix Mountains, Ariz.; and manganese deposits near Butte and in Madison County, Mont. This bulletin is completely descriptive and contains important illustrations and maps.

Direct measurements of liquid contents in foams obtained from (x-terpineol a-T) n-pentanol (AmOH) and n-octanol (OctOH) solutions were carried out using a column of special construction. The column enables to determine the liquid contents by cutting-off foam layers of various thicknesses and measuring amounts of liquid contained in the cut-off foam layers. Liquid contents in the whole foam layers, in the top foam layers of thickness 14 ¦ 1 mm and distribution of water alongside foam height were determined. The average liquid contents were high and reached a level of 30, 35 and 40 per cent for foams formed from cc-T, AmOH and OctOH solutions, respectively. The liquid contents in the top foam layers were much smaller. They were of an order of five per cent for a-T and AmOH and 12 per cent for OctOH. On the basis of the liquid distribution alongside foam height some practical conclusions concerning possibilities of minimising amounts of liquid contained in the collected concentrate are presented.

These include improvements and new development in explosives products, the application of these products to blasting technologies, and the study of the peripheral effects of the use of explosives, such as ground vibrations and airblast. Topics of special interest in the last several years include new explosives and detonators, cap timing, explosive casting, high-speed photography, perimeter and slope control, air decking and mathematical modeling of blasting processes.

Society is fully justified in its concern about the environment, but that concern may, at present, be too uncritical It is, for instance, essential to establish that there is a valid environmental impact, and that there is truly a causal link between a human activity and an observed shift in environmental conditions. In establishing these, it inessential to recognize that scientific proof offers consistency, but that it can never provide completeness. Thus, no amount of scientific endeavour can ever prove that mitigation of the effects of human activity will be perfect. Society normally expresses its concern through legislation. The existing legislation in South Africa is reviewed, and it is found that [>legislation regarding water is probably too stringent to be effective, >legislation regarding air and land use is probably too lax, >all the environmental legislation is too fragmented to be efficient, and the Department of Environmental Affairs is hamstrung by inter-departmental rivalry. ] It is accordingly concluded that, if means are to be found for ensuring adequate mitigation of environmental impact in the face of ongoing economic development, it is necessary to establish a Judicial Commission on Environmental Affairs advised by, but given greater powers than, the departments currently active in environmental maters. This Commission should be charged with creating, perhaps over a decade, a body of legislation that would guide development while protecting the environment in its widest sense.

The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed. In 1916, when the Germans invaded Roumania, the oilfields, at the order of the Allies and under British supervision, were destroyed, to pre vent their exploitation by the Central Powers; the wells were blown in the refineries and the storage tanks burnt, and pipelines put out of order This voluntary destruction, which weakened the resistance of the Central Powers, set back the petroleum industry at least one decade. Reconstruction after the war was slow, because of bad transportation conditions the scarcity of drilling and refining material, the insufficiency of. electric power, and the continuous depreciation of the Roumanian money, which made difficult the buying of the necessary materials for reconstruction.

Hard-rock phosphate was formerly the chief source of all phosphate in Florida. Its mining began as early as 1883 or 1884, reached a peak level in 1907 and ceased in 1966. Production began and ended in the Dunnellon area (Marion County). Nearly all the hard-rock was exported because its P205 value per unit weight is generally more concentrated than that of other phosphate rock. Maximum production, achieved in 1907, was greater than 600,000 tons; the total value for that year was more than $4,000,000. The Florida hard-rock phosphate, considered to be of middle Miocene to early Pliocene age, has an intermittent narrow, linear northwest-southeast trend. The Ocala uplift controls the phosphate distribution for more than 200 miles. Other known, isolated hard-rock areas appear to be related to minor folds on the Ocala uplift. The hard-rock phosphate deposits are a heterogeneous mass of sedimentary fluorapatite, chert and quartz with textures ranging in size from clay to boulder, and in thickness from 0 to 40 feet. Phosphate compounds, principally fertilizers, have been in oversupply since before 1968, but by the middle 1970's some experts forecast a supply-demand balance. A brighter future for exploitation of Florida hard-rock phosphate depends upon one or more of these factors: 1) depletion of present premium grades (74 percent BPL and above) of land-pebble; 2) cheaper electric power from nuclear generators for profitable electric furnace operation; 3) supply and price of sulfur; 4) manageable rail-water transportation costs; 5) development of less costly mining and separation methods; and 6) minimum competition from high-grade foreign phosphate.

The recovery of Copper by solvent extraction was arguably the most significant hydrometallurgical development of the 1960's. However, only dilute solutions at relatively high ph. could be treated effectively. ICVAcorga introduced in the 1970's the much stronger salicylaldoxime based reagents, which resulted in a dramatic change in plant configurations. So for example plants which normally use 3 extraction stages and 3 stripping stages could be reduced to 2 + 2 staging or 2 + 1 staging, even for high copper tenors at low ph. Leach liquors up to 40 g A copper are being treated at some locations so that almost any copper bearing liquor can now be purified by solvent extraction. Following a considerable amount of research and development effort ICI/Acorga have made further significant advances in the application of copper solvent extraction. The first of these is in computerised flowsheeting. In conjunction with ICI's Process Technology Department, Acorga have developed the Minchem Computer program, which uses laboratory generated equilibrium data to facilitate optimisation of metallurgical operating parameters. The program can operate in two modes, prediction and assessment so that given suitable extract and strip isotherms plant performance can be predicted for a given set of conditions. Alternatively existing plant performance can be assessed rapidly and accurately, thus providing a valuable quality control tool. Pilot plant work can now be restricted to evaluation of the physical aspects of the SX circuits, and to looking for the unexpected. Secondly using the patented 5-Nonyl Salicylaldoxime in precise admixture with a number of carefully selected strip modifiers, the Acorga M-range has resulted. Reagent selection from these new extractants can now be based on how the reagent can alleviate the remaining problems such as hydrolytic stability, transfer of iron, and organic losses by entrainment which may be related to particular features of the operating plant. Thus the Acorga M-range has enhanced and significantly extended the use of solvent extraction for copper, whilst refinements in the processing of metallurgical data has considerably simplified circuit design and analysis of results.

The year of 1924, in Venezuela, has been one of especial interest. The figures for production marketed are not so impressive, but to the well-informed followers of the development, the ease with which this production has been obtained and with which it apparently can be increased at will merits most careful consideration. For several years, the oil world, especially in the financial centers, has been closely following the slow unfolding. of the' Venezuelan developments, which has been, and still is, one of the great pioneering achievements in the history of oil exploitation. Venezuela, from the first days of its recognition by geologists and financiers as a great future source of oil, has been a field for the enterprising vision of the larger capital groups. The laws of the country have been drafted with almost an inspired foresightedness that has favored the exploitation of the resources along constructive lines, which' has eliminated the irrational promotion schemes that accompany many of the oil developments in the United States. Developments have been exclusively in the hands of strong financial groups, who have followed a conservative policy with respect to the dissemination of detailed information concerning the geological findings and detailed production data. Within the last year, however, the rapid expansion of the production phase of the developments has been on such an important scale and has involved such a large and rapidly increasing personnel, that further restraint with respect to information of a general informative' nature can serve no useful purpose. Certainly, from the volume of references to Venezuelan oil affairs, which are now of almost weekly occurrence in the oil trade journals, the public must appreciate the fact that in Venezuela, and in the Maracaibo district in particular, a new oil region of the first magnitude is about to emerge from comparative obscurity and occupy a commanding position on the stage of world oil affairs.

Introduction As ore grades decline and deposit depths increase, problems and costs of mining construction increase rapidly. Ground water greatly impacts the cost of mining construction. In developing or exploiting ore bodies or coal mines, stored ground water in waterbearing formations is often encountered. Man-made conduits or shafts are constructed, as are raise bores for ventilation (up to 6-m-diam or 20-ft-diam), or smaller diameter drill holes, used for either power cables or rock dust. In underground construction and mining, it is possible to inherit unmapped and abandoned drill holes either from oil or gas exploration, or from previous geological investigations. There also exists within underground work exposure to faults, fissures, and jointing. A mine development may encounter unknown aquifers or, unluckily, have an ore body that is an aquifer. Water may invade an existing underground structure, due to concrete deterioration or to damage that may occur to an existing shaft or tunnel concrete lining. An underground development may intersect a drill hole that was not properly grouted when abandoned. It subsequently formed a conduit or an active path to conduct water into the mine. Water inflow may range from insignificant to a magnitude sufficient to inundate an area or an entire underground development. Corrosion imposes major costs. In shafts, it can cause accelerated wear and deterioration, and subsequent early replacement of hoisting ropes. It can also cause deterioration, misalignment, and subsequent accelerated wear and replacement of timber and steel guides and buntons. Utility maintenance (power cables, air, water, and ventilation lines) also can become a problem. Corrosion imposes major costs. Skips and skiploaders provide a never-ending series of maintenance headaches when exposed to an ingress of water. Numerous problems are found in declines with invert and rail maintenance and with partitions in over-under coal mine slopes. Ground water interacting with an underground ventilation system can result in: • Increased ventilation resistance due to roof falls and the spalling of ribs caused by ice heaving. • Restriction in shaft or slope cross-sectional area due to ice buildup during winter months. This may be a safety hazard to access as well. • An increase in the moisture content entering the ventilation air that condenses underground and causes electrical and equipment maintenance problems. Underground structures also incur water-caused problems. The concrete lining in shafts, slopes, and tunnels may be subject to: • Active mine waters causing concrete and reinforcing steel to deteriorate - perhaps to the point of collapse. • Load redistribution around a concrete lining, caused by soil dislocation due to water movement. The resulting stress may be in excess of the calculated design loading. Backwall injection with grout of the completed concrete lining may solve these water inflow problems through low-pressure injections of cement and chemicals. This fills voids at the interface of the concrete lining with either the soil or rock excavation. Surface structures may be jeopardized by lowering the ground water table, resulting in surface settlements. Surface settlements can occur in buildings, headframes, hoist foundations, mills, conveyor structures, or in rail haulage. Areas of differential settlement can lead to derailments, improper wear of hoisting ropes on sheaves in headframes, and the misalignment of bearings and brakes. Mud jacking and compaction grouting may remedy these problems. To reduce operating costs, increase efficiency, and increase safety, inflow water to the mine should be minimized. For an operating mine with a water problem, a water inflow survey should be taken. Quantities of water flow should be examined at all accesses (shafts, slopes, bore holes, and raise bores) at the faces, haulages (rails or conveyors), and sump discharge. For the mineral industry, sustainability seems to mean socially positive and ecologically neutral mineral extraction. Mines are financed and developed in response to demand for their products. The purpose of my paper is to indicate the potential dimension of demand. As part of an unrelated study which I undertook ten years ago, it became apparent that there is a persistent relationship within communities between infant mortality and mineral use; greater mineral use corresponds to a lower rate of infant mortality. This comes as no surprise; sufficient potable water, a reliable supply of food, hygienic waste disposal, hot water and refrigeration all improve the chances of survival of the more vulnerable members of any community. The predictable provision of these facilities requires the application of minerals. This relationship is supported by a table (Appendix 1) included in the UNICEF publication, æThe State of the WorldÆs Children 2001Æ. This table lists regional infant mortality rate (IMR) statistics from around the world, including a listing for æindustrialised countriesÆ. Such countries experience an IMR lower by an order of magnitude than any other region. æIndustrialisedÆ inevitably involves the use of metallic and energy minerals. The principal use of copper is in the generation and distribution of power; it is fundamental to any industrialisation. IMR is a valuable connection because it quantifies caring for the young, a vital strategic driver of human behaviour independent of time, place, fashion or economic circumstances. I have tabulated the population, IMR and the copper demand per head of population for countries containing over 99 per cent of the population of the world in the years 1950, 1960, 1970, 1980, 1989, and 1999. These countries have been consolidated into four groups, Very High, High, Medium and Low rates of infant mortality (UNICEF has used this terminology; the Low group includes all the æindustrialised countriesÆ). The purpose of this consolidation was to reduce the volume of work, to dampen out the impact of regional wars and business cycles, and to dampen out the variable quality of information. Based on the pattern of the copper demand, population and IMR over the last 50 years, I have projected the likely copper demand in 50 years time. A dominant feature of my tabulation is the increase per decade in copper use per head and a corresponding reduction of the IMR. The word æuseÆ is preferred to æconsumptionÆ because it is estimated that over 80 per cent of all the copper ever mined is still in circulation There are two major influences at work; one is the absolute increase in population (UN estimates for 2050 are updated periodically) and the second is the movement of countries into a higher pattern of use and lower IMR. For example the Medium group in 1989 had an infant mortality rate approximating that of the Low group in 1960. With the population of the Medium group (which includes Russia and China) forecast to reach 2.6 billion in 2050, the world copper demand in that year will be significantly greater than the present figure. Nevertheless it will not be as great relatively as the increase of over 300 per cent in the last 50 years.

In this, the centennial year of The Institute, it is appropriate that the history of the Institute in New Zealand be recorded. I am indebted to John Dew, compiler of the centenary publication æMining People A Century - Highlights of the First Hundred Years of The AusIMM 1893 - 1993Æ, for many of the early historical references in this paper. In July 1892 the Amalgamated Mining Managers' Association of Australasia held its annual conference in Ballarat, Victoria, Australia, when it was suggested by the delegate from Broken Hill that the time had arrived for the establishment of an Australasian Institute of Mining Engineers. Resulting from this meeting at Ballarat, a Provisional Committee was formed at Broken Hill with the object of forming The Australasian Institute of Mining Engineers having the following objectives. To promote the arts and sciences connected with the economic production of the useful minerals and metals, the welfare of those employed in those industries by means of meetings for social intercourse, and the reading and discussion of professional papers with the circulation by means of publications amongst its members and associates the information thus obtained.

A method of illumination that enhances the value of microscopic study of opaque materials, as in metallography. By simulating natural lighting, structures. That possess relief are given a natural appearance. An example is included of the revelation of a hitherto invisible microconstituent. Erroneous interpretation is avoided. For example, etching figures in ferrite, heretofore considered to be pits, are revealed as pyramids, standing in bas-relief. Suggestions on technique are given, for, while the method is obvious, practice and attention to detail are requisite. ON one occasion when it seemed desirable to reveal under the microscope not only the metallic structure of an alloy, but certain small non-metallic inclusions, that are ordinarily obliterated by etching, it was discovered that, by partly eclipsing the illuminating pencil of light rays, the residual light was thrown on the object from one side and the structure was brought out in relief. At the same time, the non-metallic inclusions were retained in clear view. In this first demonstration of lighting obliquely through the objective a card was thrust part way into the light beam between the arc iris, and the light filter; the shadow of the card on the filter served to locate its position. Next several stiff-paper disks of various diameters were mounted on flexible wires some plasticine on the other end of the wires made it easy to adjust and maintain a disk at any desired position in the light beam. To facilitate manipulation, an assortment of disks, was mounted on a wheel, as shown in Fig. 1. The purpose of partly eclipsing the light beam was discussed in an earlier paper.1 There it was pointed out that the usual methods of illuminating opaque objects for microscopic examination lend an, un-natural appearance to, the view, while the new method, which has been termed conical illumination, revels the true relationship of constituents by simulating natural lighting.

In most industrialized countries, the largest element of the mining industry in physical volume is that devoted to the extraction and processing of materials for use as construction aggregates. Required for all developments in industry and commerce, power and transportation, and housing and public services, their use is so widespread that possible sources are exploited throughout all geographic regions, as close as possible to the point of use. Thus, it is also the most frequently encountered form of mining throughout the world. These materials come from four main sources:- (a) Excavation of unconsolidated deposits of sand and gravel (b) Stone quarrying. (c) Processing of slags and other mineral wastes. (d) Manufacturing from clays and shales by heat fusion. The major uses are in: (a) Portland cement concrete, that most versatile of construction materials, including the many concrete products in current use. (b) Asphalt cement concrete; widely employed for paving roads, parking lots, airfields, etc. (c) Foundation materials, such as road base, granular backfills, railway ballast, etc.

The mining industry has searched for a message that will resonate with the public while focusing on the industry’s positive contributions to society. So far, environmental groups remain unconvinced and the public is still largely uninformed. In the authors’ opinion, a number of recent events and experiences have converged to help shape a more effective public communication on mining’s important role. This article presents a perspective on coal’s role in sustaining society by anchoring the message in a transparent way, including a material flow analysis, that links coal’s impacts across a range of social and environmental aspects. Past and continuing image problems In her 1994 paper, Nancy Bingham, with Caterpillar, outlined what the public thought about mining. Based on extensive interviews, the following results were found: • The public believed mining harms the environment. • The public believed mining harms people in nearby communities. • The public believed mining exploits workers. • The public believed mining has little personal benefit to the individual.

Introduction In this review, which is the fifth of the series on the Progress in Coal Technology, an attempt has been made to outline some of the more important developments that have taken place in coal carbonization during the last decade. Research into both high-and low-temperature carbonization has been active for three principal reasons: (1) the growing shortages in most countries of high-quality coking coals; (2) the demand for smokeless fuels for domestic purposes; (3) the need for metallurgical coke for the increased output of steel in the post-war years. The growing importance of coal tars as a source of chemicals for the preparation of synthetic products and of coal gases for the recovery of sulphur is evident. Many of the researches initiated because of wartime necessity have been continued .and even expanded in the post-war years. High-temperature carbonization with a suitable coal yields a strong coke which is used primarily for metallurgical purposes, a tar with good marketable value, and a large yield of gas of medium calorific value. Low-temperature carbonization gives a more free-burning solid product suitable for a domestic fuel, a high yield of a tar which is generally regarded as superior to high-temperature tar for chemical purposes, and a smaller yield of a higher-heat-value gas.
