This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

The operation is now amongst the industry leaders in plant availability.The integrated maintenance service has delivered: An increase in plant availability from 93%, in the first year, to 96.5% today, generating approximately $50 million additional income per year, Quality work procedures, Process and equipment improvements, Major shutdown planning involving more than 700 personnel, 6000 parts and over 2 000 discrete activities.The ongoing success of the partnership requires a high level of understanding between both companies. A commitment to maintain a long term sustainable relationship, based on a ""win - win"" culture, is the key to this success. ORIGINAL experimentation in specially designed arc-melting furnaces and a comprehensive review of technical literature have helped with an understanding of electric arcs as used in metallurgical applications. Results relevant to the distribution of electric potentials and currents, temperatures, pressures, the consumption of electrodes, the identities of particles participating in electrical conduction, and the modes and mechanisms of discharge are presented and discussed. Present knowledge of high-current arcs is insufficient to test pertinent theoretical suggestions. However, the chief doubts concern the identities and the liberation or formation of current-carrying particles. It seems that either (1) novel formulations of existing concepts are needed, or (2) essentially new concepts must be recognized to explain observations. An analysis of the situation has led the authors to favor the latter possibility and to suggest the existence of supplementary conducting particles. The conduction of current by the streaming of charged agglomerates is postulated. Another outgrowth of analysis is an equation for the arc potential as a function of current densities in the arc. In lieu of conclusions, the potentialities of practical applications and specific needs for fundamental clarification are summarized.

A circuit is considered intrinsically safe when any spark or thermal effect produced normally (that is, by operating the equipment in its correct operational manner to fulfill its purpose) or accidentally (caused by short circuit, earth fault, defective components, breaking the wiring, etc.) is incapable under prescribed test conditions of causing ignition of a prescribed gas mixture. The test conditions and gas mixture should be at least as hazardous as the true parameters of the environment where the circuit will be operated. According to present practices, the question of whether or not a circuit is intrinsically safe is decided upon experimentally. The circuit is inspected first for mechanical soundness and a survey is made to determine what faults should be considered as probable. Then the individual branches are connected, in sequence, to a test apparatus called 'breakflash" which acts as an opening, closing contact and thus draws sparks from the circuit. This test is repeated a given number of times in the presence of the prescribed gas mixture under specified conditions (electrode configurations, gas parameters, etc.). The equipment will be regarded as intrinsically safe if during testing no ignition has occurred.

Complete gasification to produce synthesis gas for manufacture of synthetic chemicals and fuels offers possibilities for utilization of the vast lignite fuel deposits in the U.S. The design of a slugging, fixed-bed, pressure gasification pilot Plant is described. Results are presented for initial operation of the plant at moderate pressure and using low-temperature char as fuel. Gasification of solid fuels is becoming increasingly important in the future overall energy picture, both in this country and abroad. Snythesis gas from gasification of coal consists chiefly of carbon monoxide and hydrogen, and after suitable purification and modification this gas can be used in the production of synthetic ammonia, methanol, higher alcohols, and synthetic liquid fuels, or as a reducing gas in the metallurgical field.' Most synthesis gas used in this country is made from natural gas, petroleum oils, and refining tail-gases, but the direct gasification of coal will become more attractive as costs of petroleum oils and natural gas increase.' A gasification process designed for use with brown coal and lignite was developed by the German Lurgi Co. prior to World War 11. In this process a fixed bed of lump-sized fuel is gasified with steam and oxygen at pressures ranging from 370 to 440 psi. Effective heat exchange between the ascending high-temperature gases and the descending solid fuel results in low gas outlet temperatures, high thermal efficiency, and favorable oxygen consumption. Lurgi gasifiers are used commercially for the production of synthesis gas or as a substitute for coal gas in many countries, including Germany, Czechslovakia, Great Britain, South Africa, Australia and Pakistan.3-6 The chief disadvantage of the conventional Lurgi gasifier which operates under nonclinkering conditions is that large quantities of excess steam must be supplied with the oxygen-steam mixture to reduce the temperature in the fuel bed below fusion temperature of the ash. Most of the steam leaves the gasifier undecomposed with the product gas and, after cooling, produces large amounts of dilute liquor. Evaluation of fixed-bed gasification experiments using dry-ash removal indicated that by increasing the oxygen concentration in the oxygen-steam blast the temperature in the combustion zone could be raised high enough to operate under slagging conditions. 7-8 Operation of a fixed-bed pressure gasifier under slagging conditions would reduce the steam requirements and the volume of waste liquor and would increase the steam decomposition, the overall thermal efficiency of the process, and the rate of gas production per unit cross sectional area of the gasifier. Because the Lurgi gasification process, modified for slagging operation, offered possibilities for efficient gasification of American lignite, the Bureau of Mines decided to investigate the process on a pilot-plant scale at the Grand Forks, N. D., Lignite Research Laboratory. DESIGN Description of Pilot Plant: A flowsheet of the Grand Forks slagging gasification pilot plant is presented in Fig. 1. The gasifier unit consits of the coal lock, the gas generator, and the slag lock. The fuel, which is periodically charged to the coal lock, moves by gravity flow into the generator and is continuously gasified by an oxygen-steam mixture introduced at the bottom of the gasifier. Molten slag is formed at the hearth and flows through a central taphole into a water quench bath. The slag-water slurry is periodically discharged from the slag lock. Process steam is generated and superheated in separately-fired, oil-burning units. Oxygen is supplied to the gasifier from a gas storage bank located some distance from the pilot plant. The capacity of the oxygen storage bank is about 130,000 standard cu ft at 2200 psig. Liquid oxygen is delivered by truck and is converted to gas during the filling operation. The superheated steam and oxygen are metered separately, then mixed and fed to the gasifier tuyeres. The gas generator is surrounded by a water jacket. INTRODUCTION THE Wisconsin zinc district, or the Upper Mississippi lead. and zinc district as it is also termed, lies in the southwestern corner of Wisconsin, and embraces adjacent portions of Illinois and Iowa. It includes Iowa, Grant, and Lafayette counties in Wisconsin, and Jo Davies county in Illinois. In Iowa, Dubuque formerly produced considerable lead, but there has been little mining there in recent years. The map, Fig. 1, shows the entire district, with roads, railways, streams, and the various towns, or "camps," around Which the mines. are clustered. The hatchwork indicates the areas iii which lead and zinc have been mined. The district is about 60 mi. (96 km.) north and south and about 40 mi. (64 km.) east and west. Not all of the territory is mineral bearing, and there are considerable areas that are believed to be barren. The grouping of the mines is patchy and irregular, though certain broad zones of mineralization extend almost the full width of the district, as from Mineral Point west through Mifflin and Livingston, and from Shullsburg west through New Diggings and Hazel Green. It is worth noting that the best mines of the district have, to date, been found within 10 mi. east or west of the fourth principal meridian line, thus lying within a long, narrow, north-and-south belt extending the length of the district. In a field as large as the Wisconsin, which has only within com-paratively recent time been worked intensively for zinc, the. chances are good for, opening new and important orebodies in parts of the district not yet, or insufficiently, prospected. However, the prospecting has been most successful around, or adjacent to, the old lead diggings of nearly a century ago, and the camps that were well known then are still centers of activity. In their order of importance they are: New Diggings, Benton, Mifflin-Livingston, Galena, Linden, Hazel Green, Shullsburg, and Highland.

Although the outdated idea of calculating risk as the deterministic product of its likelihood and impact is not entirely a thing of the past, a multitude of organizations have adopted the usage of probabilistic methods for risk analysis, as they better reflect the inherent uncertainty of cost and risk estimates with ranges. But are these advancements sufficient in a complex environment such as tunnelling projects, where inadequate modelling of cost and risk can result in estimate discrepancies that run into millions of dollars? This paper explores two advanced probabilistic modelling techniques for tunnelling projects. The first one demonstrates how the cost and schedule uncertainty related to changes in excavation and support classes can be modelled with correlated variables. The second example models the risk related to explosive ordnance clearance on construction sites using a probabilistic event tree.

This work is both a revision and an elaboration of Bureau of Mines Bulletin 371, which was published in 1934 and included data available to October 1933. During the intervening years, a large number of new experimental, high-temperature, heat-content data have become available through continuous, systematic efforts of the Pacific Experiment Station of the Bureau of Mines and the Laboratory for Inorganic and Physical Chemistry of the University of Groningen (Netherlands), coupled with various individual investigations at many institutions. In addition, calculations from spectroscopic and molecular constant data have been extended and applied to a wide variety of gaseous substances. This bulletin purposes to collect and correlate all available high-temperature heat-content and specific-heat data for inorganic sub-stances and to formulate tables and algebraic expressions for their representation. It is hoped in this manner to remove some of the tedium of thermodynamic calculations for industrial metallurgical research workers and engineers who often have available only an inadequate library in this field. It is expected also that this bulletin will have value to those teaching courses in metallurgical and chemical thermodynamics.

Several research projects have been conducted in the western United States to determine the optimum soil replacement thickness for reconstruction of rangeland and cropland. However, the information gained from these studies tends to be site-specific and not broadly applicable. Moreover, the possible interaction between soil thickness and mechanical and fertilizer manipulation of the overburden has not been adequately studied. To meet these information needs, research was initiated at Trapper Mine in northwestern Colorado in 1980 to study vegetation response to soil thicknesses of 15,30,45, and 60 cm and five manipulations that included disking, ripping, and fertilizing. All crops were harvested at peak standing crop and then weighed in the laboratory. Wheat grain yields were highest when soil thickness was 45 cm and the soil and overburden were ripped. Alfalfa yields appeared to be highest when overburden was disked and fertilized and soil was replaced to a thickness of 60 cm. For range vegetation, standing crop biomass was highest when overburden was ripped and soil was replaced to 60 cm thick. However, optimum performance was obtained from the maximum number of species and life forms by disking overburden and replacing 15 cm of soil. The performance of most range plant species has improved over the three years of the study. When the results of this study are compared to the results of other soil thickness studies, we can conclude that selection of management practices should be influenced by local climate, local soil and overburden conditions, type of crop or vegetation to be grown, and specific management goals for that crop or vegetation.

The diverse priorities, drivers and concerns of multiple stakeholders in the minerals industry complicate the integration of sustainable development considerations into mine design, as well as operational and strategic decisions. The ability of the industry to address all role-playersÆ needs, or indeed, to achieve consensus among all role players on the plethora of sustainable development issues seems a noble yet unattainable goal. One of the difficulties in assessing the relative importance of sustainable development issues across many stakeholders is the inevitable lack of impartiality in valuing these issues. Starting from a premise that transparency and fairness of the process are absolute prerequisites for progress, but that consensus is not, an approach has been developed in which all stakeholders are asked to assess the importance of all other stakeholdersÆ priorities, excluding their own. The approach recognises that stakeholders have different levels of contribution, understanding, vested interests, and perceptions of legitimacy and entitlement, across the diversity of sustainable development issues and decision criteria. Using Triangular Value Analysis, the relative weightings of each of the stakeholderÆs priorities are determined through a regression-like technique. The uniqueness of this approach is the manner in which self-assessment bias and overemphasis of stakeholdersÆ own priorities are avoided. The methodology can be used for both internal and external stakeholders, and in conjunction with other group decision making techniques, such as the nominal group or Delphi techniques. This paper will illustrate how Triangular Value Analysis may be applied in the minerals industry to determine priorities in various decisions relating to potentially conflicting sustainable development priorities within the industry.

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

"Previous investigations, too numerous to be listed in entirety, have been performed to determine the physical properties of rock. When considered according to their objectives, most of these investigations can be grouped as follows: First, the geologic group (1,2),4/ in which the purpose was to obtain information on the physical properties of the rocks that make up the earth's crust. Particular emphasis has been placed on the determination of the elastic constants--that is, Young's modulus, the modules of rigidity, and Poisson's ratio – as these quantities determine the propagation characteristics of seismic waves. Second, the structural properties group (3 - 11), in which the physical properties of architectural or monumental stone, concrete and aggregate rock, road blocks (cobblestone), and the like were desired. The tests have been quite general and include, besides the elastic properties; the compressive and tensile strength, and the toughness, hardness, and weathering properties of many types of rocks.To .a lesser degree, investigations have been carried out to determine the physical properties of mine rock. A few reports (12 - 14) present data on the crushability and grindability of mine rock, and a large number of papers discuss grinding and crushing procedures and methods of analyzing the data (for example, see references 15 - 17). Some of the latter group also have given the results of tests on mine rock; however, comparatively few include an adequate petrographic description or information on other physical properties of the rock. A few papers,(18 - 22) have reported studies of the strength of rock specimens in respect to the strength of parts of mine structures, such as pillars, roof, arches, etc. Other papers (23 - 26) have discussed investigations on such subjects as primary and secondary crushing, diamond and pneumatic rock drilling, explosive breaking and shattering of rock, rate of drifting and miring, and other allied problems. The majority of these reports have given no more than a cursory, description of the rocks and have included no statement regarding the physical properties. When statements have been given regarding the physical properties, they have usually referred only to isolated tests, making correlations between variations in the physical properties and variations in the .test under consideration difficult, if not impossible. Some reports have included handbook values on such characteristics as the crushing strength, hardness, and toughness. This practice is not satisfactory, because these values are usually given for col¬lective types of rocks, such as granites, limestones, and marbles, and it is known that the variations of the physical properties within these groups is often larger than the differences between the groups."

Through the courtesy of the State Department, the Bureau of Mines has received a compreensive report on the jede industry of Burma, pre- pared by American Consul Winfield H. Scott, Rangoon, Burza. This mater- ial is the main basis for the present circular, although free use also has been made of reports on the jede industry in China and Germany by consular officers in those countries, to whom footnote credit is given. The word "jade" is said to be derived from the Spanish "piedra de ijada" (hijada) meaning, literally, "stone of the side," as jade was supposed to cure pains in the side; nephrite (a jade mineral) was named from the Greek word meaning kidney, because it was formerly warn as a re- medy for kidney diseases. To the Burmeso, jade is known as "Kyauksein," or green stone, and to the Chinese, all varieties of the material are referred to as "Yu" or "Yu-chi", According to Confucius, jade was symbolical of. justice, harmony, intelligence, and humanity, and the Chinese of today believe that by using ornaments made of this stone, the wearer is. protected from the "evil eye" as well as from diser.se. Ornaments of carved jade were known to the ancient civilizations of Mexico and Peru and to the peoples of other sections. of Central and South America, Jade ornaments also have been found in the lake dwellings of Switzerland and in Crete; thile in China, as far back as the Chou dynasty (B. C. 1122 B. C. 255) it was used in the production of various classes of precious vessels and as insignia of rank.

"NIOSH has observed that many control rooms and operator compartments in the US mining industry do not have filtration systems capable of maintaining low dust concentrations in these areas. In this study at a mineral processing plant, to reduce respirable dust concentrations in a control room which had no cleaning system for intake air, a filtration/pressurization system originally designed for enclosed cabs was modified and installed. Eighty-seven percent of submicron particles were reduced by the system at static conditions, meaning that greater than eighty-seven percent of respirable dust particles should be reduced. The particle size distribution for respirable dust particles are greater than for submicron particles, and filtration systems usually are more efficient in capturing the larger particles. A positive pressure near 0.02 inches of water gauge was produced which is an important component for an effective system and minimizes particles (e.g. dust) from entering into the room. The intake airflow was around 118 cfm, which is greater than the airflow suggested by ASHRAE for acceptable indoor air quality. INTRODUCTION Chronic overexposure to respirable silica dust (particle diameter < 10 microns) leads to a progressive lung disease known as silicosis. Workers who develop silicosis have an increased incidence of lung cancer and pulmonary disorders. In June 1997, the International Agency for Research on Cancer (1) found sufficient evidence to declare that inhaled crystalline silica in the form of quartz and cristobalite is carcinogenic. Mining is one of the leading industries for occupational exposure to silica dust (2-7). Control rooms located in dusty areas in some mines are of particular concern (8). Many mineral processing operations utilize operator’s compartments and/or control rooms to house workers who are performing particular job functions. Most industrial processing mills have rooms where a worker looks out over the facility and has direct control over the product flow throughout the entire building. In addition, primary crusher operators are often located in a compartment from which they are able to view the primary crushing function. Their job is to control when trucks dump into the primary jaw crusher and the rate of feed of the ore from the hopper into the crusher. Many of these control rooms and operator booths do not have filtration systems capable of cleaning air entering the control room or booth, which can result in elevated concentrations of dust in the room or booth. To reduce the dust concentrations in these rooms, it would make sense to clean the entering air with filtration/pressurization units similar to those proven to provide a clean environment in enclosed cabs."

"Pilot plants for pressure hydrometallurgy represent special design and project execution challenges. Over the past twenty years, Zeton has designed and fabricated a variety of world-class pressure hydrometallurgical pilot-plant facilities for the nickel industry, and this paper discusses design considerations and strategies related to such projects. Project execution methods are also discussed, and guidance is given for the selection of materials of construction and for the selection of appropriate pressure and temperature design points for pressure hydrometallurgical pilot equipment. The paper concludes with a discussion of the need for process similarity with future commercial operations and the realities of pilot-scale equipment.INTRODUCTION The process technology developer or owner and the designer/fabricator of a new pilot-plant facility are faced with some difficult technical choices even after the decision to build a dedicated plant has been taken. A pilot-plant project is usually on the critical path of a large commercial project involving investments many multiples greater than the capital cost of the pilot plant. Schedule savings in the design, manufacture, and commissioning of the pilot plant or in a rapid completion of the experimental program can be disproportionately beneficial to the overall development project. However, inappropriate shortcuts resulting in major oversights can be disproportionately problematic. A number of considerations and suggestions for both the project execution approach and the process engineering design of pressure hydrometallurgical pilot-plant facilities are presented as a guide for potential owners and operators of new pilot-plant equipment and facilities. These suggestions are particularly applicable to the nickel industry, where the majority of our firm’s prior hydrometallurgical experience was obtained. This paper is an update to an earlier publication (Martin, 2004), offering an opportunity for a new generation of metallurgists and engineers to learn the specialist requirements of pilot- and demonstration-scale plant design, which are key functions in the development and commercialization of new processes."

Carbonyl nickel powders of irregular particle shape and low a11parent density are used extensively in the production of porous nickel electrodes for nickel-cadmium storage batteries and hydrogen-oxygen fuel cells employing alkaline electrolytes. Such porous nickel matrices are at-tractive for these intended applications as they are relatively inexpensive, are corrosion resistant, have good electrical conductivity, can be welded to form electrical contacts, have a long life (as demonstrated in alkaline storage batteries), and are rugged and vibration and shock resistant. This paper describes a feasibility study concerning the production of porous multi-layer nickel electrodes by the pressing and sintering of stacked layers of green-powder rolled nickel sheet. Background H AUSNER (1) conveniently listed nine different powder compaction processes used for forming metal powders into useful shapes. These are shown in Table I. There are additional powder metallurgy processes; however, most of these are combinations of two or more processes listed in the Table. A study of the literature revealed that every powder compacting process, with the exception of isostatic pressing and explosive forming, has been evaluated or is being used for the manufacture of porous metal electrodes.

A resume of the history and state of the art of physical beneficiation of uranium ores is presented along with a detailed description of research on concentration of uranium ores by attrition grinding. The information on flotation, gravity concentration, electronic sorting, and selective grinding was gathered to complement the study of attrition grinding methods. Both dry and wet grinding procedures were investigated as potential methods of upgrading a variety of ore types, ranging in grade from 0.02 to 0.42 percent U308. A Mardun4 disintegrator that employs high-speed rotating paddles in a cylindrical shell lined with interrupter bars was used in most of the dry grinding studies. Attrition scrubbing devices, which impart a violent mixing or attritioning action to ore pulps, and cylindrical mills, employing rods or punchings as grinding media, were used in the wet grinding tests.

The results of designing, constructing, and laboratory testing of a modular, distributed, microprocessor-based mine monitoring and control system are presented. A standard computer communications protocol (DDCMP) was utilized throughout the system. Tests were performed on the utilization of a high-level language for programming mine monitoring and control systems. Laboratory tests were run on a combined air velocity/methane sensor.

The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world&apos;s supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.

THE text of my talk was suggested by the invita-tion of your secretary, who said that the excess productive capacity of the bituminous industry was a matter of common concern to engineers and coal operators. Cognizant of the depressed condition of the industry, he tactfully added that in common council we might find wisdom. Certainly it would seem that the application of the best engineering knowledge available would be helpful in solving mining problems. There is no doubt that clear thinking, characteristic of the engineering type of mind, is essential to untangle the shapeless pattern which increased complication, so often mistaken for progress, has developed. There is much thinking today which neither looks forward to a logical combination of ideas nor backward to simple fundamentals. The result of that sort of thinking is hopeless confusion. Lately we have heard much about excess capacity and overproduction, along with their attendant evils. Respecting the bituminous coal industry, these terms have been frequently misused. How many of us have seen them applied to the coal industry but how few of us have understood them. I am reminded of a state-ment which William Green, president of the American Federation of Labor and a former miner from the Ohio field, gave to the Associated Press last month, in which he was quoted as saying: "The coal men must realize that conditions have altered since the World War. To-day they are producing a billion tons a year, with a market for only half that tonnage." I cite this instance as a glaring example of the flood of. loose statements about the bituminous industry with which the public is being deluged. If the general public, or some of the newspapers, had any passion for the facts, this sort of misleading statement would not get very far. Unfor-tunately, in these days, opinions are more sought after than facts, and statements by such a person as Mr. Green and are promptly accepted by a credulous public.
