"Although coal-mine explosions rank third among causes of underground fatalities, they receive more wide-spread attention than any other accidents in mines because frequently many persons lose their lives in a single disaster. Each bituminous coal-mine explosion endangers the lives of approximately 100 persons--the average number employed underground in a commercial mine. A critical analysis of coal-mine explosions in a restricted district gives a cross-section of relative existing explosion hazards, of common causes of ignitions of gas and dust, and of effective prevention measures. The Safety Division of the United States Bureau of Mines is collecting data on coal-mine explosions in the various States, and this circular is one of a series analyzing the causes and recommending methods for thy prevention of similar occurrences,The data on this circular are based on records of the United States Bureau of Mines and the West Virginia Department of Mines. Unfortunately practically all of the early records were destroyed by fire in the State House at Charleston, W. Va.; the remaining records were made available to the authors by N. P. Rhinehart, chief of the Department of Mines, and his cooperation is gratefully acknowledged.The earliest available reference to coal in West Virginia is that made by John Peter Lally who in 1742 found ""a great plenty of coals"" near a river later called Coal River. In 1809, Nicholas Roosevelt found coal along the Ohio River and used it on the New Orleans, said to have been the first steamboat west of the Allegheny Mountains. In 1810, Conrad Cotts opened a mine near Wheeling and sold coal for domestic purpose in 1812, a mine was opened on the Ohio River opposite Mason City and produced 1,200 bushels of coal that year. In 1840 the total West Virginia coal production was 298,691 tons; in 1863, the production had increased to 444,468 tons, and in 1883, to 2,335,833 tons. During this period apparently most of the coal was extracted from coal outcropping on the hillsides; little danger of gas ignition existed at that time, but explosions from blown-out shots occurred frequently. On February 22, 1383 the West Virginia legislature enacted legislation providing for a mine inspector to inspect the mines of that State, to prevent mine accidents, and to insure properly ventilated mines.In a special report to the Governor on December 31, 1884 the Inspector of Mines reported:We have 5 shafts, in 4 of which there is more or less gas; and in 1 of our drift mines there was an explosion on the 27th day of March 1880, whereby 2 men were killed and a boy badly burned.Table 1 lists 287 explosions in West Virginia coal mines. Several early explosions were listed in the annual reports of the West Virginia Department of Mines as ""blown-out shots"" or ""powder explosions"". The injuries usually were described; explosives accidents have been eliminated from these and other available data, and only those in which dust or gas were involved have been included in this paper as explosions."

Petroleum technologists and progressive operators constantly are striving to increase the percentage of oil that may to recovered from reservoir rocks through wells. The exhaustive studies that have been made of the function of natural as in the production of oil, for example, have aided operators greatly in increasing the quantity of oil recovered from reservoirs. Natural gas dissolved in and otherwise associated under pressure with oil in reservoir rocks, however, is not the only source of energy available for moving oil through sands to wells. In becoming "reservoir—energy conscious" engineers have learned that in many petroleum reservoirs the edgewater flanking the oil accumulation constitutes a potential source of energy capable, through proper control, of increasing oil—recovery efficiencies materially. No longer is the encroachment of water into the oil— and gas—filled tart of the reservoir considered as an evil to be combatted by devious methods but rather a natural consequence, incident to the withdrawal of nil and as from the wells, that may be used advantageously in lengthening the flowing life of wells and increasing the economic recovery of oil and gas.

There are more than 15,000 abandoned mine features in New Mexico. A considerable number of these mines have not been cataloged or assessed for prioritized reclamation efforts. These mine wastes can be examined as a resource of critical minerals. Many of legacy mine waste deposits have undiscovered commodities and critical minerals, due to low recovery processes during past production. In this project, Black Hawk mine wastes in Grant County, New Mexico are examined by thorough mineralogical and geochemical characterization. This project seeks to characterize and estimate the critical minerals in mine wastes of Black Hawk mine, and determine the acid generating potential of mine waste. Identifying and producing critical minerals in New Mexico may directly benefit the U.S economy and national security.

WHAT does management expect of W and from an engineer? First and foremost, it expects that he should become, and therefore should fit himself in every way to be, a part of management so that he may assume as much and as many of the responsibilities of management as his ability and the opportunities of the job permit. Let me make clear at the start that the profession of pure, technical engineering offers but limited opportunities at the top levels because of the inherent organization of engineering work. The line of succession to top jobs may be likened to a cone with a broad base and an extremely sharp point. Consider any oil company, large or small, or any operating function of that company, and you will find few top engineering jobs in the organization. This is true by the nature of the work handled. There will be a few district engineers depending on the spread of operations, a chief petroleum and production engineer, perhaps a few research engineers, possibly some technical executive assistants, and that is usually all. The road to these jobs is a long one and the competition is tough. The larger the organization the greater the opportunity, but always the ratio of engineers to top engineering jobs is only a small one.

Alcoa operates two bauxite mines at Huntly and Willowdale, located within the jarrah forest south-east of Perth in Western Australia. Ore reserves are shallow but extensive, and mining pits averaging around 20 ha in size are distributed across a mining region in a mosaic pattern, linked to a centrally-located crusher by a radiating network of haulroads. A mining or crusher region is defined partly in terms of economic haul distances, and new regions are opened once the current regions’ reserves have been mined. Since commencing in 1973, the Huntly mine has constructed and progressively closed three previous mining regions and is presently in a transition from the fourth and current region of McCoy to the new region of Myara. At present rates of production, approximately 450 ha is cleared, mined and rehabilitated each year.The value of topsoil in returning a diverse mix of native jarrah forest plant species and supplying nutrients, organic matter and soil biota to rehabilitated areas has long been recognised. Managing the topsoil resource is therefore a critical element in the success of rehabilitation outcomes, but the distribution and dynamic nature of mining operations pose significant planning and logistical challenges. The regionalised approach to mining at Huntly also presents a range of issues for what are, in effect, soil management plans for episodic mine closure. The nature of mining and rehabilitation operations are described, together with the planning processes that Alcoa follows to quantify, track and report on soil movement. A case study of the Huntly mine demonstrates that an integrated operational and life-of-mine planning process is essential for successful and cost-effective mine rehabilitation.CITATION:Hackett, L and Grigg, A, 2014. PIG iron was first produced in Alabama in 1818 from limonite or brown ore and since then much of this ore has come from the so-called mineral district of northern Alabama, especially along the Cretaceous-Paleozoic contact. For many years the Russellville district in Franklin County, where the first blast furnace was erected, produced more than 100,000 tons of brown ore annually. Limonite has been reported at many places in the Coastal Plain region, where the formations are of Mesozoic and Cenozoic age, but these scattered deposits were never considered to be of much commercial importance. However, in the last three years a considerable quantity of this ore has been scraped up and shipped, particularly from the city of Greenville in Butler County.

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

Increasing pressure from State and Federal agencies to mitigate mining-induced subsidence damage to overlying structures has presented a unique problem to the coal industry in the western United States. Because sandstone escarpments are an environmental issue, millions of tons of coal reserves that underlie these escarpments risk being classified as unminable by regulatory agencies. At this time, the effect of subsidence on escarpments has not been well documented or characterized. The Bureau of Mines is using numerical modeling techniques to analyze escarpment response to longwall mining. Two- and three-dimensional finite element models have been constructed for a study area near Price, Utah, where longwall panels were mined near an escarpment. This status report includes preliminary results showing that the pattern of subsidence surrounding the escarpment can be simulated through numerical modeling. Models that include such structural details as joint and fracture patterns will better simulate subsidence patterns .and magnitude. By locating longwall panels strategically in relation to the escarpment, stability may be preserved throughout the mining process. Numerical modeling provides a method to analyze relatively quickly the effects of longwall panel location and resulting subsidence on escarpment stability. The goal is to provide a relatively accurate predictive tool for mine planning to determine if escarpment stability can be maintained while maximizing extraction of the coal reserves.

Computer assisted finite element model analysis, originally developed to study stress distributions in aircraft, has been modified into a versatile mining program, that can be used to assist the engineer with predictions of mine subsidence. International Exploration, Inc. has developed an in-house finite element model program which incorporates a multitude of factors influencing mine subsidence such as mine design, physical rock properties, structure, faults, joints and topography. Finite element analysis of a mine model can mathematically determine the magnitude and direction of the principal stresses within each of the elements forming the model. By comparing the calculated in-situ stresses to the actual rock strengths, high risk regions within a mine can be identified. These potentially unstable regions of the mine can be allowed to fail within the model and the resultant stress redistribution and element movement calculated. Thus, the effects of the mine collapse at the surface can be predicted for the purpose of determining the potential damage, if any, that could occur to surface structures from deep mine failure. Stabilization materials can also be mathematically inserted into the model to design and analyze the effectiveness of subsidence prevention programs. Two examples are presented of the finite element program being used to predict mine subsidence at substantially different geologic and mining provinces in Pennsylvania.

The Lick Fork prospect shows appreciable nickel sulphide mineralization in a narrow, steeply dipping, layered sequence of metamorphosed hornblende peridotite, gahhro and hornblende gahhro, intrusive into the Pedlar Formation (charnockitic pyroxene granulite) of the Virginia Blue Ridge Complex (Precambrian). Rocks of the intrusion have equilibrated to granulite- facies metamorphism, as indicated by pervasive polygonal texture of silicate aggregates, development of biotite- and hornblende-preferred orientation, compositional equilibration of the silicate minerals, the Mg-Fe2+ (orthopyroxene-dino- pvroxene) distribution coefficients (average 0.57), (MgO + FeO + Fe20 3)/Al20 3ratios in orthopyroxenes, and Ti contents and AI(i\)/A I(\i) ratios of hornblendes. The sulphides, consisting of pyrrhotite-pentlandite (with up to 4 wt% Co)-chalcopyrite-pyrite-marcasite-violarite- bornite—mackinawite, are virtually restricted to the ultramafic unit of the intrusion and constitute 20-30% of the samples of hornblende peridotite studied. Although the basal accumulation of the sulphides may suggest magmatic segregation, sulphide- silicate textures typical of sulphide liquid immiscibilitv are not present, even in the sparsely mineralized gahbro units. On the other hand, the transgressive and relict textures are strongly suggestive of replacement of the silicate minerals by sulphides. These include chaleopyrite ± pyrrhotite ± pentlandite (violarite) ± pyrite ±magnetite veins crosscutting silicates, sulphide penetration into silicates at silicate-sulphide contact zones, rounding of silicate grains against sulphide matrix, and islands of silicate minerals (olivine, hornblende, pyroxene, biotite) in sulphide masses. Metamorphic mobilization of pre-existing sul­ phides is a possibility, but involvement of post-metamorphic, hydrothermal fluids is suggested by the following features: paucity of annealing and deformation textures in the sulphides, replacement of metamorphic and deformed silicates, lack of differential sulphide mobilization and the common occurrence of sulphides along grain boundaries and triple junctions of poly gonal silicate aggregates. The consistent association between sulphides and hydrothermal alteration products of silicates suggests that they are cogenetic. The hydrothermal fluids may have merely mobilized and concentrated the pre-existing, disseminated, magmatic sulphides, or there may have been significant addition of sulphides during this process. This question cannot be resolved unequivocally with the existing data.

Demand for metals will continue to grow as global population numbers and prosperity levels steadily increase. Consequently, there will continue to be a need to design and construct new metallurgical plants. Business success in general requires projects to be financially successful and return appropriate value to their owners. However, in the metals industry, private and public sector financing sources have become very sensitive to the perceived inability of projects to contain costs and meet other business objectives. Thus, the capital for projects has become more difficult and expensive to obtain. It is instructive to note that Ernst and Young (2011) identified that: “Delivery of predictable project results bestows competitive advantage and market confidence to those corporations who successfully instill this discipline”. The implication for future projects is that they must be systematically developed to minimize perceived risks—and more importantly—to demonstrate that the risks are managed to achieve the business case. Then, provided that the project has been developed in a well-structured way, project success can again be defined as a project with: a final cost within 10% of the budget approved at the end of FEL3, when the project is properly defined and the permit conditions are agreed upon; a start-up date within three months of the definitive, scheduled startup date; production levels at 85% of design capacity within a year of starting commercial operation; production meeting the target environmental restrictions; and with zero lost time accidents during construction and startup. The plant design is one of many integrated activities required to achieve these objectives. This book represents a valuable link between the existing engineering literature that encompasses a wide range of engineering fundamental textbooks and design manuals and the project management literature such as the Project Management Body of Knowledge, or PMBOK® (Project Management Institute, 2014). It is evident throughout this book, that the design team is a small but essential part of a much larger project team comprising the project management, construction management, and construction contractor staff. "A numerical-model-based approach was recently developed for estimating the changes in both the horizontal and vertical loading conditions induced by an approaching longwall face. In this approach, a systematic procedure is used to estimate the model inputs. Shearing along the bedding planes is modeled with ubiquitous joint elements and interface elements. Coal is modeled with a newly developed coal mass model. The response of the gob is calibrated with back analysis of subsidence data and the results of previously published laboratory tests on rock fragments. The model results have been verified with the subsidence and stress data recently collected from a longwall mine in the eastern United States. INTRODUCTION In 2015, there were 40 longwall mines operating in the United States, each producing an average of 4.5 million tons of coal per year, and they supplied 60% of the U.S. underground coal production. This represents a substantial increase from 50% three years earlier (Sears, Tulu, and Esterhuizen, 2017). During this period, reportable roof fall rates in U.S. longwall mines also increased. Large roof falls that can block the gateroads are not only a ground-fall hazard, they can disrupt the ventilation system, block the escapeways, and increase the potential for elevated methane levels in the gob. To address these hazards, the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) is conducting research to improve the design of ground control systems in longwall gateroads. Gateroad stability is primarily determined by the longwall pillar design. Generally, the required dimensions of the pillars around a longwall panel are determined first, which then dictates the location of the gate entries relative to the mined panel. The Analysis of Longwall Pillar Stability (ALPS) method is the most accepted gateroad pillar design procedure in the United States (Mark, 1992). The ALPS method accounts for local roof geology in the gateroad stability assessment by including the Coal Mine Roof Rating as an input parameter (Mark, 1992). The key assumption in the ALPS method is that unstable pillars result in unstable gate entries. However, experience provides examples of mines where pillar stability and gateroad stability are only loosely correlated (Su, Draskovich, and Thomas, 2003)."

Yet free milling ores occur in many localities, and it may be interesting to have on record some data as to details of running a small test-mill, especially as details of results do not seem to be accessible to students and investigators. Küstel, in 1863, under battery amalgamation, dismisses the subject by stating that "amalgamation on copper-plated platforms, troughs, and other copper fixings" is " very imperfect, and mostly abandoned." "Numerous accidents are still being reported that have resulted from the delayed explosions in drill holes. Some of these accidents have boon due to retarded burning of the fuse, causing the charge to explode after the miners had returned to the face, but the majority have been caused by the minors drilling or picking into unexploded explosives, either in unexploded bolas or in broken rock. Although the industry has been cautioned by the Bureau of Mines, manufacturers of explosives, and other agencies regarding the care that is necessary in the handling of explosives, yet reports of these accidents are still being received and many of the accidents are fatal, They occur in spite of the best efforts of the mine officials and men, but many of those that have been reported could have been avoided if the following precautions had been observed:Misfires should not be approached even for the purpose of inspection until three hours have elapsed if fuse was used, and ten minutes if electric detonators or electric igniters were used. These are minimum recommendations. It would be preferable to allow a longer time, for fuses have been known to hang fire for twelve hours."

The nation is confronted with thousands of acres of abandoned coal lands. In Pennsylvania alone, these lands have been estimated to cost $15 billion to reclaim (Pennsylvania Bulletin, 1985). One way to deal with this problem is to provide a mechanism by which the active mining industry can undertake to remine certain of these abandoned mine areas. Remining is classified as reaffecting previously mined areas in order td extract the remaining coal reserves while improving the environmental quality of these lands through land restogation and abatement of pollutional discharges. However, there currently is a disincentive for operators to plan to extract reserves on these abandoned mine lands which have preexisting pollutional discharges. Therefore, they presently avoid them. This is because of the "potentially unlimited liability of post- mining treatment for any discharges that would remain after mining? (Pennsylvania Bulletin, 1985).

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

Abandoned coal mines have many underground space resources, such as roadways, shafts, and gobs. Among them, abandoned roadways are the best gas storage space for underground compressed air energy storage (CAES). However, CAES caverns have high air pressure and strict sealing requirements. Therefore, the stability and sealing of abandoned roadways under high internal pressure must be analyzed. Afterward, the suitability of abandoned roadways used for CAES caverns should be evaluated. In this study, the numerical simulation software FLAC3D was used to calculate the stress, deformation, plastic zone volume, and pore pressure of surrounding rock in an abandoned roadway under 10 MPa internal pressure. The influence of buried depth, surrounding rock grade, and in situ stress state on roadway stability and the effect of surrounding rock permeability on roadway sealing were analyzed. Results showed that the stress, displacement, and plastic zone volume of surrounding rock were affected by high internal pressure when the buried depth was less than 300 m, but high internal pressure had little effect on them when the buried depth was more than 300 m. The suitable range of buried depth was more than 300 m. The optimal choice of surrounding rock grade was I and II, followed by grades III, IV, and V. The optimal choice of in situ stress state was σH > σh > σv, followed by σH > σv > σh and σv > σH > σh. The sensitivity of the stability evaluation parameters was ranked in descending order as follows: buried depth, surrounding rock grade, and in situ stress state. When the surrounding rock permeability was less than 1 × 10− 14m2, the 24-h air leakage rate of the roadway was less than 1%. The suitable range of surrounding rock permeability was less than 1 × 10− 14m2.

Due to the global financial crisis, the world economy has turned upside down and most major economies in the world are facing severe recession for the past one and half year. During this period most commodity prices have tumbled by more than half from their peaks and such a sudden and severe economic downturn is not seen since the great depression. This sudden drop in commodity prices and lack of credit made many mining operations unviable and even those mines that are marginally viable at this point are operating under severe cost pressures and capital expenditure restrictions.

"Non-destructive testing and evaluation (NDT/NDE) methods have become standard tools as part of the post-construction quality assurance of drilled shaft foundations. In responding to anomalies, foundation designers, owners, and contractors face a number of choices, including: (i) acceptance of a shaft with known anomalies, (ii) further investigations of integrity (e.g., concrete coring), (iii) repair schemes, and (iv) reject and replace. To assist in selecting the best option, analyses are often performed that involve assessing the structural performance of reinforced concrete shafts that may include defective concrete or voids. Currently, the analytical tools for predicting the flexural strength and stiffness of drilled shafts with defective concrete located in discrete regions of the cross section are limited. This paper presents a robust moment-curvature analysis tool for drilled shafts based on the fiber-element discretization method. The tool allows for consideration of anomalous or defective concrete regions in the shape and location that they are believed to exist in the shaft while considering explicitly the nonlinear material behavior of the intact regions based on expected material properties. A case study is used to illustrate the practical application of the analysis to drilled shaft projects.INTRODUCTIONImperfections such as defective concrete or accidental eccentricity of reinforcing cages are an inherent part of the drilled shaft construction process that will occur occasionally even when construction best-practices are followed. Petek et al. (2002), O’Neill and Sarhan (2004), Poulos (2005), and others have described the effects that construction defects can have on the axial and lateral performance of drilled shafts. Our industry has seen rapid progress in recent years in the development and improvement of tools for detecting drilled shaft anomalies, such as gamma-gamma and crosshole-sonic logging, sonic-echo testing, thermal integrity profiling, and even visual inspection with invasive video cameras. Nonetheless, in most cases the wealth of data from these tests is used by foundation engineers to make a fairly “black or white” decision—should the defects be repaired, or should the shaft be rejected? A third option that is not typically considered is to directly analyze the section, including anomalies, and compare the reduced strength and/or ductility to the actual project demands. This option takes full advantage of the data collected during integrity testing, and may provide a justifiable means for avoiding further construction costs and delays, whether for repair or replacement."
