The purpose of this study was to determine mine workers' state of fire-fighting preparedness and the technology being used to detect and respond to underground coal mine fires. To investigate this problem, 214 underground coal miners were interviewed by U.S. Bureau of Mines researchers. Frequency distributions of workers ' responses are presented in this report, along with segments of narrative accounts, to profile miners' fire-fighting capabilities. The data indicated that much variability exists from mine to mine and that there are several important changes operators may undertake in order to make miners better prepared to deal with fire underground: select appropriate sensors, establish and test a warning and communication protocol, construct a system capable of delivering hundreds of gallons of water per minute for sustained periods, institute formal fire preparedness audits, develop case studies of events that occur at an operation to use as teaching and assessment tools, and provide structured practice that can be incorporated into fire drills.

In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

"The naturally occurring carbonaceous material (CM) in gold bearing ores often exhibits strong-preg-robbing properties. It can adversely affect the process of gold recovery during the cyanidation due to its ability to adsorb, or preg-rob gold from the cyanide leach solution.Treatments of carbonaceous ores with chemical surfactants as blinding agents to limit preg-robbing have shown promising results but at the same time have demonstrated that, if not properly used, could have a strong detrimental effect on the gold recovery process. High dosages of surfactants used as passivating agents for carbonaceous matter could lead to unwanted partial passivation of the activated carbon added during the CIL process and severely impact the gold recovery. Optimal dosage for various surfactants would strongly depend on the ore mineralogy and the parameters of the pulp (temperature, pH, surface area and maturity of the carbonaceous material, etc).This paper describes an experimental study on the effectiveness of various commercially available blinding agents used to minimize the preg-robbing capacity of naturally occurring carbonaceous matter. The scope of the study was to: i) establish the optimum addition of blanking agent (surfactant) to minimize the preg-robbing capacity of the CM in the ore, and ii) establish maximum threshold amounts of blanking agents to be used before it negatively impacts the preg-robbing capacity of the activated carbon used in the CIL process. The study procedure involves standardized doping tests to evaluate the maximum preg-robbing capacity of treated CM, coupled with surface analysis with ToF-SIMS to monitor the presence and the degree of loading of these chemical surfactants on both the naturally occurring CM and the added activated carbon.INTRODUCTIONNaturally occurring carbonaceous material (CM) in gold bearing ores often exhibits strong-preg-robbing properties. The degree of preg-robbing related to the CM within an ore is defined by several parameters: total organic carbon (TOC) content, surface area, maturity (i.e., crystallinity) of the CM and the presence of various functional groups on the surface of the CM. Preg-robbing gold ores continue to be a significant challenge because of the lack of a single or universal solutions."

The outstanding developments of the year in southwestern Pennsylvania were the establishment of the Summit Fayette County gas pool and the gas pool in Nicholson township, Fayette County, and Monongahela township, Greene County, as major producing areas, and the indication of four new shallow gas pools. Curtailment of drilling for shallow gas is expected to follow order M68 of the Office of Production Management. Gas completions were approximately 70 per cent higher, oil completions nearly 25 per cent lower, dry holes were unchanged and drilling wells as of Dec. 31, 1941, nearly loo per cent higher than last year. Shallow Development Oil.—Outside Butler County, only 11 producers were drilled, with a total initial of 221 bbl. The best of these was in a portion of Gilmore township, Greene County, which ordinarily produces gas. This well flowed 77 bbl. in 11 hr., along with about one million cubic feet of gas from the Fourth (U.Dev.) sand. Washington County had a 10.20 and a 25-bbl. well in Morris township and a 20-bbl. well in South Franklin township. These were all in the Fifth Sand. The price of oil to Jan. 27 was $1.80 per barrel, when a 15¢ increase was made. This was followed by a raise of 20¢ on Apr. 23, 15¢ on May 21, 20¢ on June 18 and 25¢ on Aug. 14. The last increase was canceled on Aug. 23 by the Office of Price Administration, which pegged southwestern Pennsylvania crude at $2.40 per barrel. Gas.—An almost doubled initial production of natural gas is the result of the large increase in number of wells drilled. The outstanding discovery of the year was in the vicinity of Armbrust, Hempfield township, Westmoreland County, where a well drilled to what at first was considered the Bayard sand, but what is now known to be the Fifth (U.Dev.) sand, at 2100 ft. found nearly 5 million cu. ft. of gas. Since this completion 14 wells have been finished, only one of which was dry, giving a combined total open flow of approximately 15 million cu. ft. The sand is 35 to 40 ft. thick and the saturation extends through most of that thickness. Rock pressure, which is 1040 lb. per sq. in., is abnormally high. An area of only about one square mile has been proven but some of the 24 new wells drilling as of Dec. 31 will no doubt extend it considerably. This development has taken place in an area heretofore considered to have had little prospect. There were three good wells in other parts of Westmoreland County. One well in Franklin township, which had 12 million cu. ft, of gas in the Fifth sand, was entirely surrounded by dry holes but is still pro- . ducing at a high rate. In Bell township a 1.6 million cu. ft. well was found in the Speechley (U.Dev.) sand and in Washington township the same sand produced 2.7 million cu. ft. with shut-in pressure of 970 Ib. at 2820 ft. This well is offset by two dry holes and one well with a capacity of only 10 M cubic feet.

This paper focusses on the identification of operational opportunities in a 1100 tph pellet plant to reduce the specific energy consumption in its comminution circuit, which is designed to process magnetite ore and produce pellets to be used as raw material in the iron and steel industry. The assessment is carried out through a frequency analysis for three of the four processing lines of the plant, consisting of one ball mill each with an installed power of 4.5 MW and 280 tph of mill throughput design capacity. The methodology, as described in this paper, facilitates the visualisation and quantification of plant performance and provides a good first approach to prioritise alternatives for optimisation. In a pellet plant, grinding is a critical stage due to its high energy consumption and its major impact on the physical properties of the iron pellets, which quality depends to a large extent on grind size and Blaine index. From the evaluation that was performed it can be concluded that production line 2 has the lowest specific energy consumption of 15.1 kWh/t, while line 1 has the highest with an average of 16.6 kWh/t for the same type of ore. On the basis of the results and current operational practices, it is recommended to increase the average mill throughput from 240 tph to 265 tph, translating into specific energy reduction of 10%, without affecting the chemical and physical properties of the final product. The implementation of an HPGR for regrinding the magnetic concentrate is proposed to assure adequate specific surface area in case grinding coarser becomes an alternative, which would also be beneficial for the subsequent water recovery stages. Novel solvent extraction technologies in recent decades have made attempts to show the problems in applying this method for dilute solutions and find appropriate solutions to overcome them. Improving the equipments performance used in this method for dilute solutions, cause development of usable resources and reduction of operational costs. Furthermore, appropriate conditions provide for using dilute solutions produced in various industries as a new source of valuable elements. Thus, this proposal can be a very good solution for treatment of these solutions and reduce the environmental impacts associated with them. The purpose of this study is to introduce a new method of Column Floto Extraction (CFE), which has been invented in this regard. In this method, using spargers similar to Jameson cell downcomer in floatation process, the organic phase bubble dispersion has been used instead of its drop dispersion in aqueous phase for the two-phase mixture operation. This operation mode has caused a higher extraction percentage of solute in high aqueous to organic ratios due to enhancement of contact area. In this study, in addition to explaining the advantages and features of this method, we have dealt with its design and performance mode.

MINE models have three distinct uses: 1. As exhibits in expositions and museums. 2. As exhibits in law suits. 3. As illustrations in teaching mining engineering. All three uses are in a sense educational. The third, or distinctively teaching function, has not been extensively developed in America as it has been abroad, chiefly because of the cost of the models and the scarcity of model makers. In connection with expositions, such as the Columbian, the Louisiana Purchase, and the Panama-Pacific, a number of very good mine and metallurgical models were prepared with funds furnished by State commissions, by mining organizations or mining companies. At the close of these, expositions, some of these models have been deposited in National or State museums or in educational institutions, but too many of them have been lost, or have been stored, away in some mining company's office or in the basement of some State building, where they have been lost sight of and have gradually fallen to pieces. A visitor to a German mining school is impressed by two facts: 1. The mining laboratories are in general inferior to those in America. 2. The mining museums are infinitely superior -to ours, particularly in models exhibited. One may reply to this comparison by saying that a museum is necessarily a work of time. From the historical standpoint this is, of course, true, but it is not necessarily true in connection with a working museum intended to illustrate current practice. For instance, the oldest mining school in Germany, that at Freiberg, has much excellent historical material, but very little on modern practice, while Berlin, one of the youngest German mining schools, has a most extensive and valuable collection of modern appliances and models. This is true in spite of the fact that one of the best-known model shops is at Freiberg, from which many of, the models to be seen in America have come. Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

The Bureau of Mines is conducting research to boost domestic production of manganese. Virtually no mining exists in the low grade and/or small deposits that occur in this Country. One large, low-grade manganese deposit located in westcentral Arizona--The Artillery Peak district--was extensively studied and sporadically mined during the 1940's and 1950's. Although manganese mining in the district has been long dormant, recent studies indicate that the deposits may be amenable to economical production by heap and/or in situ leaching methods. A conceptual design for an in situ leaching system features undercutting and blasting a block of ore, leaching with SO2, and extracting the manganese as a sulfate or oxide. Possible applications to other manganese deposits depend upon formation permeability and specific manganese mineralogy.

In an effort to recover Polychlorinated biphenyls (PCB’s) that had leached into bedrock below the Hudson River in Upstate New York, a shaft and tunnel complex was designed that would allow installation of inclined and vertical wells into the zones of contamination to recover PCB’s by gravity. A joint venture of Merco Inc., of Lebanon, NJ, and Obayashi Corporation, of San Francisco, CA, was awarded the contract for constructing the first Tunnel Drain Collection System in the world. Conventional drill and blast techniques were the most economical method to construct the project but due to the presence of PCB’s and community concerns, innovative drill and blast practices were needed.

Thermal Treatment Technology Division Albany Research Center, U.S. Dept. of Energy Oregon. This evaluation included a characterization study and direct smelting tests conducted in a bench-scale electric arc furnace (EAF). In contrast to other thermal treatment technologies considered for these wastes (i.e., fluidized bed combustion), direct smelting in the EAF can process 100% of the wastes without prior beneficiation, and utilizes solid oxidant additions (in this case iron ore) rather than air to oxidize the carbon. This solid oxidant addition is advantageous because it results in the production of several value-added furnace products. These products include cast iron resulting from the reduction of the iron oxides, baghouse dust containing virtually all of the zinc from the residues, and a clean (nonhazardous) slag product suitable for recycle as concrete aggregate or construction fill. Offgas from the smelting furnace also holds potential as fuel gas for cogeneration. The direct smelting tests conducted thus far were successful at producing the desired furnace products, exhibiting the potential for complete recycle of the waste pile. A cast iron product of comparable quality to conventional cast irons was produced, at nearly 80% iron recovery to the metal. The slag product was determined to be nonhazardous, based on the EPA TCLP. Lead and zinc partitioning to the dust product was greater than 99%. The material balance over the furnace indicates that for every ton of feed processed, 540 lb. of cast iron, 600 lb. of slag, and 150 lb. of dust would be produced. Energy consumption was roughly 1.10 kWxh/lb of feed material. Prior experience suggests that these figures measured in the bench-scale furnace would translate to 0040 to 0.50 kWxh/lb at the industrial-scale.

Subsidence was monitored by the U.S. Bureau of Mines over the ends of longwall panels operating in the Pittsburgh, Kittanning, and No. 2 Gas Coalbeds of the northern Appalachian Coal Basin. The final subsidence over the finishing ends of three panels in the Pittsburgh Coalbed are compared with the subsidence measured over the rib at these panels. The characteristics of subsidence are different. At Mine A, data over the start of a longwall panel shows similar characteristics to the subsidence measured over the rib. Subsidence over the fmishing ends of panels in the Kittanning and No.2 Gas Coalbeds are also different from the subsidence over the rib. The use of a subsidence prediction model based on data gathered over the rib of a panel will not yield accurate results if it is applied to the finishing end of a longwall panel. Acceptable results may be obtained along the centerline over the starting end of a panel.
