The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000 cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

This paper focuses upon the changing character of the market for Western bentonite, and upon transportation methods and costs affecting this market. The basis for the data in this paper, in addition to public sources of information such as federal and state government agencies and the open literature, was a program of 57 face-to-face interviews with individuals knowledgeable in the bentonite production, consumption, and transportation industries. FOR a number of years, the Department of Petroleum Economics of The Chase National Bank has been conducting a study of the capital employed in the petroleum industry. The technique followed is that of combining and summarizing the available financial and operating data for a group of thirty representative oil companies, doing about two thirds of the domestic business of the entire industry. This paper presents the results of the findings for the year 1943, and supplements the survey, "Sources, Disposition, and Characteristics of the Capital Employed by Thirty Oil Companies During the Nine-Year Period, 1934-1942," presented before the Petroleum Division of the American Institute of Mining and Metallurgical Engineers on Feb. 24, 1944, and also published as a pamphlet by The Chase National Bank.

"Diesel-powered equipment has allowed the mining industry to raise production rates and significantly improve productivity, as it is rugged, mobile and reliable, but its widespread use in underground mines has generated concerns regarding the exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as diesel particulate matter (DPM), which has recently been classified as a human carcinogen by the International Agency for Research on Cancer. The agency expressed further concerns that workers’ exposure to high DPM concentrations can increase the risk of cardiovascular, cardiopulmonary and respiratory illnesses. Three emerging technologies could have the ability to replace dieselpowered equipment and remove DPM from underground mines: fuel-cell-powered mining equipment, battery-powered mining equipment and advanced material handling systems. This paper reviews them and assesses whether they have reached the point where the pollutants emitted by diesel-powered equipment can be removed from underground mines through the introduction of zero-emission mining equipment and power systems. Information is also provided from the results of a feasibility study, including a detailed cost benefit analysis, carried out at six Canadian and nine U.S. underground mines, which looked at the possibility of replacing diesel-powered production equipment with fuel-cell-powered equipment. The remarkable pace at which battery technology is progressing is also reviewed, and the feasibility of replacing diesel-powered mining equipment with battery-powered equipment is assessed. IntroductionHazardous pollutants in underground mines. Why is it important to remove diesel particulate matter (DPM) from underground mines? Over the past 40 years, diesel-powered equipment has allowed the mining industry to achieve rising production rates and major improvements in productivity, as the diesel engine is an economical source of power and diesel-powered equipment is usually rugged, mobile and reliable. On the negative side, the toxicity of some diesel exhaust gases is well known (Grenier et al., 2001), and the widespread use of diesel-powered equipment in underground mines has generated increasing concerns about the occupational exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as DPM. Diesel equipment also entails other hazards like heat and humidity. Exposure to excessive heat can cause heat illnesses, such as heat rash, heat exhaustion and heat stroke (Donoghue, 2004; Roghanchi et al., 2016), and a hot and humid underground environment negatively affects the efficiency of the workforce, which may result in a decline in production output (Roghanchi et al., 2017)."

The $650 million financing for Into Ltd.'s Soroako nickel project is a story worth telling-not only because the project itself represents a significant achievement but also because there are certain important lessons that can be derived from our experience in financing the project. A critical appraisal of the methods and successes in the financing plan is presented in this article, in light of goals which Inco sought to achieve. A technical assessment of the project is not included, since Inco Ltd. has submitted a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of AIME in February 1979. Cyanide is the most common lixiviant for extraction of precious metals, and its efficient use in open pit mines has contributed to the increase in world production of gold during the previous two decades. With this expansion of precious metals mining using cyanide, public concerns have developed in response to the inherent public perception of cyanide as a tox-in as well as a series of environmental problems that are directly or indirectly related to cyanide use in open pit mining. Some of these have technical or regulatory solutions, while others will require additional investigation before they can be resolved. The following discussion will summarize some of the public concerns regarding the use of cyanide in precious metals mining. The issue of cyanide use in large scale precious mining is controversial, and recent banning of cyanide use in open pit mines in Montana, or complete banning of cyanide in Hungary has reflected those international concerns. The underlying basis for some of the bans (e.g. Montana) reflect a general concern of the environmental impacts of mining, rather than specific issues related to risk of cyanide use. The human safety record for cyanide use, particularly in the developed countries is good, and cyanide is clearly the most efficient lixiviant for precious metals. Indeed, the relatively short lifetime for cyanide in the environment renders it one of the less problematic chemicals used for extraction of gold from ore. Mercury amalgamation or use of bromide as a lixiviant are certainly much more problematic. What, then, is the basis f~r the international concern about precious metals mines that use cyanide. Ifuse of cyanide for gold recovery is to continue, what additional infom1ation needs to be developed that will allow a better management of the risks of cyanide? Which of the concerns are directly related to cyanide, and which are indirect concerns that more related to effects of open pit mining. Under what conditions should use of cyanide be discouraged? DUl::ing June of 2000 the United Nations Environmental Program conducted a two-day workshop on cyanide use in mining that was attended by persons from the mining industry, regulators and environmental community. Support and attendance at this workshop reflected concerns by all three groups on further restrictions for cyanide use and the emerging potential for guidelines for better management of the catastrophic release of cyanide-containing mining waste. The following discussion is meant to focus-on those risks and explore the basis for an often negative reaction to precious metals mining using cyanide. It is presented in the format of a statement, followed by a discussion. While admittedly provocative, the statements are meant to express the concerns? of the public regarding cyanide and the mining industry.

Strip mining of coal, and to a lesser extent limestone, gravel and other mineral deposits in the Appalachian region of the eastern United States has left many large and small areas of devastated land where mining predated reclamation requirements. In Pennsylvania alone, there are between 250,000 and 370,000 acres of strip-mined land 1,2/. A higher percentage, and a greater total acreage of land in Pennsylvania is in need of some form of reclamation than any other state, with the neighboring states of Ohio and Nest Virginia also having nearly the same magnitude of mining.2/ Recent legislation governing strip mining of coal proposed royalties to cover reclamation of such presently unusable land. However, in Pennsylvania and other states some progress has already been realized by utilizing abandoned strip mines and gravel pits for waste disposal sites. Given acceptable hydrogeologic settings, such use of these mined areas for landfilling has provided the incentive for ultimately restoring unreclaimed land to beneficial use, at no cost to the general public.

Advanced high temperature electrochemical systems such as fuel cells, electrolyzers and ionic transport membranes are currently being developed for a wide variety of energy conversion, storage and gas cleanup applications. These systems offer high electrical efficiency, multi fuel capability, modular construction, no/negligible emissions (SOx, NOx, VOC, particulate matters) with capability to sequester green house gas emissions (GHG). Electrochemical processes and electrode reactions will be discussed. Cell and stack component materials and fabrication processes will be presented. Bulk, surface and interface degradation processes responsible for cell and stack performance degradation will be examined.

The annual surveys of corporate exploration expenditures carried out by Metals Economics Group (MEG) show that estimated total spending rose to a record $13.2 billion in 2008 ($14.4 billion including expenditure on uranium exploration). This compares with the previous peak of $5.2 billion in 1997. MEG does not adjust its figures for the effects of inflation but recognizes that the substantial increase in budgets of recent years has not been reflected in a proportionate rise in actual activity on the ground (MEG, 2009). In recent years, costs were boosted by rising prices of fuel and other inputs, and acute shortages of qualified staff and drilling rigs. The inflation rate for exploration substantially exceeded increases in general price levels as measured by national indices. Just how much exploration costs in-creased, however, is probably not widely appreciated. Figure 1 compares the MEG estimates of total annual dollar spending in Australia, Canada and the United States combined with their drilling activity, measured in meters drilled, as reported by national agencies. These three countries accounted for 39 percent of MEG?s estimate of total spending on minerals exploration in 2007 and 40 percent in 2008. Expenditure is shown both in money terms, as reported by MEG, and adjusted to real terms, with the U.S. implicit gross domestic product (GDP) price deflator. The comparison is of index numbers based on 2000 as 100. Comparisons for the individual countries are shown in Fig. 2 to 4. National figures for drilling activity and expenditures cover some minerals like iron ore, coal and industrial minerals (29 percent of Australian spending in 2007 to 2008 and 10 percent of Canadian in 2008) that are not included in the MEG estimates of spending. Such exploration has risen more than the total since 1997 so that the index of drilling activity in the figure may be overstated for recent years on a like for like basis with the MEG data. MEG only includes spending on uranium exploration in recent years whereas the national agencies include it throughout. Figures 5 and 6 com-pare national and MEG estimates for Australia and Canada. No comparable figures are available for the United States. The national estimates have been converted to U.S. dollars at the appropriate annual average exchange rates, and the Australian annual totals have been summed from the published quarterly data. Not only is spending cyclical, but so are unit costs. Australian and Canadian data show that total exploration spending per meter drilled rose by 2.5 to 3 times between 2001 and 2008. These rises may partly reflect increasingly complex drilling methods, and an increased share of assaying and testing in total exploration costs. In Canada, however, diamond drilling accounted for a lower footage of the total in 2005-2007 than in the preceding few years, and spending on exploration, as opposed to deposit appraisal, made up a higher proportion of the total. Figure 7 compares index numbers of exploration spending per meter drilled in U.S. dollars for Australia and Canada. These figures raise a number of questions. First, is the relationship between total expenditure and meters drilled in the three countries for which data are available typical of the global experience? Secondly, has there been a significant change in the make-up of exploration spending in recent years? The Canadian data do not suggest that there has been, but is Canada typical? Has drilling become less important relative to other exploration techniques, or is it just as important as ever in confirming the existence of viable ore deposits?

A study of the interfacial properties of the basal plane and the edge surfaces of talc is described in this paper. The isoelectric point measured at the two different crystallographic planes by the streaming potential method was found to be similar and exists at about pH 3.0. In the case of the edge surface the zeta potential increases at higher pH values which can be attributed to the hydration of magnesium ions at the edge surface. The atomic force microscopy (AFM) colloidal probe technique was used to measure interaction forces. For such experiments a 20 um talc particle was attached to the AFM cantilever and forces between the edge of the talc particle and two different crystallographic planes of talc were measured at various pH values. These measurements, while being qualitative due to the poorly characterized contact area, show differences between the properties of the base plane and edge of the talc and correspond to the results from streaming potential measurements. Finally, the differences in the hydration of the basal plane and the edge of talc are revealed from molecular dynamics (MD) simulations. The basal plane of the talc is much less hydrated than the edge, as can be seen from the water density distribution functions, which correlate quite well with the contact angle measurements at the basal plane surface and the edge surface of the talc sample.

Recently the petroleum market has made us aware that we are indeed global natural resource consumers, and as such, we have become captive to fundamental global resource economics and their attendant vagaries. Global resource supply problems are as old as civilization and mineral exploration one of its important catalysts. On the basis of natural resources empires have been expanded and new frontiers have been developed. Global consumption and production might even be viewed idealistically as a system dedicated to optimizing distribution to the consumer. However, this is not the case. Political instability and increased government polarization make dependency on a global market somewhat insecure. The U.S. must evaluate its domestic mineral re- sources on the basis that all metals are critical and that dependency on even the common and base metals may ultimately weaken our domestic economy and our potential international relationships and could cause critical weaknesses as demonstrated by the petroleum problem. This paper evaluates specifically the Duluth Gabbro Complex, of Northeastern Minnesota, (figure l), as a potential resource of critical and strategic metals. First, a chronology of some of the early exploration, will be followed by more recent intensive company studies and preliminary evaluations of economic feasibility. Lastly, metallurgical data, on some optimum conceptual mining plans will allow metal production data to be compared with an estimate of U.S. domestic needs in 1990. The purpose of this paper is to put into focus the difficulty of converting resources into vitally needed reserves.

ACURSORY glance through the literature on the subject reveals that the ablest minds in the land are devoting themselves to the great question of labor, of which employment is one of the fundamentals. Volumes have been written and the end is not in sight. Employment management is today about in the position that efficiency was 15 years ago. During the early days of the war, and perhaps for a year or so before, labor was plentiful. As the war progressed and Europe drew on us for munitions, employers began to compete with one another for', all, classes of labor. Labor was difficult to obtain, wages rose, the labor turnover increased, and employers began to install employment departments, welfare plans, and all sorts of schemes, but the labor efficiency dropped. As the war progressed, greater and greater production was demanded. New factors were introduced each day. The government, labor unions, industrial councils, all tended, it seemed, to make the situation almost intolerable. Wages rose to fantastic heights, the cost of living rose higher and higher, and the efficiency dropped still further.

"Environmental issues have evolved considerably over the last two decades. The main contributing factors, to name a few, have been the changing values of modern societies, the globalization of trade and its linkage to environment, evolution and accessibility of information/ communication technologies, better educated populations, climate change, longrange transport of toxics, and the increasing influence of non-governmental organizations (NGOs) and multistakeholders.As well, environmental management of mining operations had to be realigned in order to meet these new realities and to respond to more elaborated regulations oriented towards sustainability. Environmental management systems (EMS) have been introduced not only to meet the assurance of conformance to regulations but also to prevent pollution and to apply the continuous improvement of mining processes. EMS models have been developed and certification to international standards (e.g. ISO 14 001) is a common practice.Globalization has imposed challenges and additional requirements to environmental management. Developing a mine in emerging countries implies dealing with international agencies, local communities, and a variety of government infrastructures to obtain a “license to operate.” This paper presents the structure of Cambior’s EMS and how it was adapted and implemented in the company’s operations in South America."

THE Bureau of Mines for a number of years has been seeking additional ways and means of improving the efficiency of its operations and increasing its service to the public. It has become obvious that changes in the organization of the Bureau are essential to a more effective accomplishment of its functions and objectives. The old organization was defective in meeting current needs in that the Bureau's field activities were neither sufficiently coordinated with the national program nor were they particularly responsive to local needs of the mineral industries. Further, the traditional organization hampered the efforts of the Bureau to obtain, analyze and provide to the policy-making agencies of the Government essential information and advice in such a form that the requirements of domestic industry could be fully taken into consideration in the development of domestic and foreign policies. Consequently, the Bureau has now modified its organizational structure.

The south west area of Cyprus has a long history of slope instability problems. The location and extent of these landslides has been influenced by ground morphology, geological structure and the presence of weak rocks and cohesive soils. The main triggering mechanisms have been precipitation and/or seismic events. Landslides have contributed to the decision to relocate villages and considerable efforts have been put into maintaining the integrity of the local transportation network. This paper uses a recent case study of road embankment failure near Pentalia in southwest Cyprus to review the available tools for the analysis of slope instability. It further demonstrates how the shear strength reduction technique can be used in a finite element analysis to better visualise the slope instability mechanism of a road embankment and provide a reliable tool in selecting appropriate remedial measures.
