Despite the fact that nickel (Ni) laterites accounts for about 60 % of the world?s nickel mineralization, commercial processing of complex, low grade Ni laterite ores by conventional beneficiation (e.g. magnetic, electrostatic and flotation separation) still presents intractable challenges, particularly in heap leaching. Invariably, low grade laterite ores require aggressive hydrometallurgical techniques (e.g., highly acidic lixiviant leaching at ambient or elevated temperatures) for Ni and cobalt (Co) extraction. As a precursor to heap leaching, agglomeration of the multi-mineral phase feed particles into robust and porous granules of 4-10 m permeable bed, is essential. In the present work, several basic and applied studies of the agglomeration behavior of real Ni laterite ores and selected oxides and clay minerals (hematite, quartz smectite and kaolinite) which constitute the predominant host gangue phases of typical laterite ores are performed. Isothermal, batch agglomeration tests involving sulphuric acid solution as a binder were carried out to produce coarse, narrow-sized (5 ? 40 mm) granules which were well characterized. The influential role of feed ore characteristics (e.g., mineralogy/chemistry and primary particle size distribution) and binder composition (30 vs. 44% w/w H2SO4) and dosage (15-25 wt.%) in agglomeration behavior and granule properties were examined through several characterization techniques including granule size, compressive strength, bed percolation and re-wetting stability and 3-dimensional micro-structure analyses. Links between feed mineralogy/chemistry and size, binder formulation, agglomeration behavior, curing conditions and final granule properties and structural characteristics are established. The implications of the findings to Ni laterite plant agglomeration for enhanced heap leaching are discussed. Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. The Bureau of Mines reviewed available data on the effect of crushing high - sulfur coals for the liberation of impurities in the light of increasingly stringent air pollution regulations . The survey , which provided information on Appalachian region coals only , indicated that such important coalbeds as the Upper and Lower Freeport and the Upper Kittanning show significant sulfur reductions when crushed to 14 - mesh top size . For many other coalbeds amenability to sulfur liberation by crushing was indicated , although too few samples were available to draw firm conclusions .

For deposits where a full assay suite of elements/oxides is available and where several variables are critical to the evaluation of the deposit, it is desirable for the estimated block values of all elements/oxides to sum to 100 per cent of the weight per cent. This is difficult to achieve in practice and the estimation methods used need to be designed to minimise bias of the key elements/oxides by ensuring that block estimates are consistent with the individual assays and that the estimated totals are as close as possible to 100 per cent.This paper presents a case study of two domains within a magnetite hematite deposit, one with a high level of drilling classified as Measured and one with a lower density of drilling classified as Indicated. Several estimation methods were tested to evaluate their ability to maintain consistency of the proportions of each element/oxide and sum to 100 per cent. The following methods were evaluated: ordinary kriging, co-kriging, inverse distance and min/max autocorrelation factors (MAF) all as implemented in the Geovariances Isatis software.The comparisons showed that the MAF method produced the most robust estimates in terms of block totals and that grades and tonnages at the reporting cut-off were not significantly different between methods. At an individual block scale all methods produce artefacts that are less than desirable but can only be remedied by additional drilling.CITATION:Kentwell, D, 2015. The environmental compliance process affects all aspects of hardrock-mining operations, from exploration through post-closure. The primary components of the environmental compliance process are requirements under the National Environmental Protection Act of 1969 (NEPA) and the permitting requirements associated with various other federal, state and local laws. This study considers the Greens Creek Mine and the development of two other projects (Alaska-Juneau & Kensington). These mines were used as the foundation for a case study of the impacts of the environmental compliance process on hardrock-mining activity in Southeast Alaska. The case study presents the institutional and legal requirements, followed by a discussion of the impact of this process on the production and timing of the three mines. The results of this preliminary study reveal some interesting findings, some expected and others unexpected, regarding the impact of the permitting process on the exploration, development and (proposed) operation of the three mining projects in the Juneau area. Determining the cost of compliance with these requirements is an important step in evaluating the appropriate course of action to protecting the environment while providing the necessary raw materials needed for society. This preliminary study highlights the initial starting point for such an analysis.

This paper presents a method whereby the amount of misplaced material and the difficulty of the separation can be used to compare coal cleaning equipment of all types, from effectiveness and capacity standpoints. The correlations presented do not include all types of equipment currently available, but the method can be used to evaluate any make or type of coal cleaning equipment, both old and new. THE relative performance of coal washing equipment, or the effectiveness with which any type or make of equipment removes impurities from coal, has been most difficult to evaluate in the past. The most widely used yardstick is the Frazer and Yancey efficiency formula developed in 1922,' but Yancey in a later article states that "washers treating coals of different density composition or operating at different densities of separation cannot be compared directly on the basis of this criterion."' Prior to and since 1922, a variety of other methods has been used for comparison purposes, including the distribution curve, the error area, and the "ecart probable" or probable error. Yancey and Geer in discussing these methods conclude, "Performance can be evaluated in a number of different ways, with the choice of the proper method to use being dictated by the objectives of the investigation and the data available."' It is true that performance can be evaluated in a variety of ways, but if the equipment is to be evaluated on an effectiveness basis, there should be only one universal comparison method. Varying methods have been used because one universal comparison method has not been found or developed. In the article previously quoted, Yancey and Geer state in clear terms the primary concept for a universal comparison method: "One of the simplest, and certainly one of the most obvious evaluations of washery performance is the quantity of sink material in the washed coal and the float material in the refuse. If the washery products are tested at the density at which the washing unit is operated, the sink in the washed coal and the float in the refuse represent material that has been misplaced." The quantity of misplaced material was used as a criterion of washery performance by Lincoln in 1913," by the United States Bureau of Mines in 1938,' by Hancock in 1947," and by the national French research agency Cerchar in recent years.' In 1950 Andersone proposed the use of this criterion as an efficiency value to replace the Frazer and Yancey formula. However, none of the above-mentioned investigators used the misplaced material concept in a manner that would provide universal coal-cleaning equipment comparisons. The Correlation Theory The ideal coal cleaning process would treat all sizes and would make a perfect separation at any given specific gravity. All material lower in density than the desired value would report in the coal product and all material higher in density would report in the refuse product. Unfortunately, no known cleaning process achieves this goal and there seems little likelihood that any process yet to be invented will do more than approach it. When coal is treated in volume under operating conditions, it is impossible to avoid mechanical entrapment, fluctuations in throughput and effective gravity of separation, and the creation of turbulent currents, even when a true heavy-liquid bath is used and the feed is closely sized and contains little intermediate gravity material. This being so, it is possible to appreciate the difficulties inherent in trying to obtain a perfect separation when treating a wide range of sizes and a feed containing high percentages of intermediate material, using turbulent currents to help create the effective separation gravity, under operating conditions which normally tend to be on the overload side. When coal is separated from refuse in any coal cleaning equipment, some refuse always reports to the coal and some coal to the refuse; the writer therefore assumed that there should be a relationship between the total amount of misplaced material produced by any given piece of equipment and the difficulty of separation as represented by the percentage of near gravity material in the feed. IN the course of an investigation of the V-CO system, two intermediate phases were found. One of these phases corresponds approximately to the stoichiometric composition VCo and is isomorphous with the sigma phase in the Fe-Cr system.' The second phase has the composition V3Co; its crystal structure is described in the present note. The alloys were prepared by mixing the two metals in the powder form, pressing a small disk weighing about 5 g at 80,000 psi, and arc melting this disk on a water-cooled copper plate in an atmosphere of pure helium. The details of this technique have been described.' The vanadium powder was obtained from Westinghouse Electric Corp., Bloomfield, N. J. This powder is probably of very high purity, since when it is properly sintered or melted in the above-mentioned arc furnace, ductile specimens are obtained. The cobalt powder, from Charles Hardy, Inc., New York, contained 0.5 pct Ni, 0.1 pct Cr, and traces of Si and Fe. After melting, the V,Co samples were sealed in evacuated quartz tubes and homogenized for ten days at 800°C. Powder diffraction patterns were obtained with a 14.32 cm diam camera, using Ka copper radiation. The patterns were readily indexed on the basis of a primitive cubic lattice with a parameter equal to 4.675A. The density, determined by the immersion method, was 6.71 g per cu cm; hence the number of molecules per unit cell is approximately 1.95; i.e., 2. At this point, the possibility that the structure might be that of beta tungstena became apparent. The beta tungsten structure is described as follows: Space group 03,, — Pm3n 2 Co in (a) : 000; ?4lhYZ (hhl) reflection present only if 1 = 2n. Assuming this structure to be the correct one, intensities were computed by means of the usual eauation: 1 + cos220 I oc p F sin 0 cos 6 where F is the structure factor, 0 the Bragg angle, and p the multiplicity factor. The observed and calculated values of sin 0 and the intensities are given in Table I. The agreement between the observed and the calculated sin 0 is good and there are no flagrant discrepancies between the calculated intensities and those estimated visually. The (hhl) reflections for which 1 is odd are not observed, as required by the space group. In addition, the (410), (430), and (531) reflections are missing as expected, because of the special (a) and (c) positions in0%. However, six reflections—(llo), (220), (310), (411), (422), and (510)—which have very weak computed intensities were not observed. For these reflections, the structure factor is proportional to the difference between the scattering factors of the two atoms in the structure. Since the scattering factors of vanadium and cobalt are not very different, these reflections are weak. However, by using Ka chromium radiation, whose wavelength is just above the absorption edge of vanadium, the effective scattering factor of vanadium may be decreased by one or two units; consequently the difference between the cobalt and vanadium scattering factors is increased. It was, indeed, found that in a powder pattern taken with chromium Ka radiation, the three reflections (110), (220), and (310) were actually present. The three other reflections (411), (422), and (510), with spacings smaller than half the wavelength of chromium Ka, were obviously not obtainable with chromium radiation. All the experimental results appear to confirm the beta tungsten structure for V,Co. In this structure, each cobalt atom is surrounded by twelve vanadium atoms at 2.61A; each vanadium atom is surrounded by two vanadium atoms at 2.34A, four cobalt atoms at 2.61 A, and eight vanadium atoms at 2.86A. OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. "Maclaren Forest Products Inc.Lime is commonly used for the neutralization of acid, and the removal of heavy metals in mine waste waters. However, the precipitation of heavy metals as hydroxides must take place under conditions of controlled pH, to produce minimum concentrations of dissolved metals. An account is presented explaining the concepts applied to lime-treatment processes at Bell Mine during the period of a supernatant discharge to Babine Lake; October 18, 1982to January 25, 1983. IntroductionBell Mine of Maclaren Forest Products Inc., Babine Mining Division, an open-pit copper mine, is located on Newman Peninsula, Babine Lake approximately 65 kilometres northeast of the town of Smithers, British Columbia (Fig. 1).A depressed market for copper metal in 1982 forced a management decision to suspend operations at the mine for an indefinite period from October 3 I, 1982. For some time prior to the mine closing date, mine management was concerned about the increasing level of supernatant in the tailings pond , and its possible effects on the stability of the dam when cycloning of mill tailings ceased. Consideration of these potential hazards led to an application being filed with the Provincial Waste Management for a permit to discharge the excess water to Babine Lake. This large lake, an important link with several significant salmon spawning sites, is a major contributor to the British Columbia commercial fishing industry. Jurisdiction for the environmental affairs in the area is shared by the Department of Fisheries and Oceans, the Environmental Protection Service, and the Provincial Waste Management Branch. These agencies were directly concerned in the formulation of discharge permit following joint consultation, and exchange of information with the company on environmental concerns. An approval was finally granted to discharge approximately 1,000,000 cubic metres of supernatant from the tailings impoundment at Bell Mine into Hagan Arm, Babine Lake from October 18, 1982 with a daily discharge not to exceed 9000 cubic metres. Provisions were made that a particular discharge procedure be followed, and that the company would be responsible for setting up a sampling and monitoring program to safeguard the quality of the effluent."

Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.

Planning for flooding and assessment of flood impacts are important requirements for mining projects, as they are also for other types of development. With more intense development and concern from the community, supported by government regulatory requirements, assessment of flood concerns and impacts has become of increasing importance. To ensure that flooding issues are fully understood and results presented in an appropriate format, advanced hydraulic analysis procedures have been developed and are beginning to be applied. These procedures must be rigorous in an engineering context but the results must also be readily understood by the community and government agencies. Advanced two-dimensional hydraulic modelling is becoming accepted as an important means of assessing flooding issues for mining projects. With presentation of results from hydraulic models with Geographic Information Systems (GIS), flood impacts can be analysed rigorously and presented clearly. This paper discusses the application of advanced hydraulic modelling in the planning and impact assessment of a major mining project located on a floodplain where there is extensive inundation. The analysis provides for both input to the planning of the project and for detailed assessment of potential impacts. This case study illustrates some important aspects of the application of hydraulic modelling using a two-dimensional modelling to a critical flood design.

The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

INTRODUCTION The resurgence of coal mining activity in the United States, brought on by the spiraling costs of fossil fw1 energy in the Seventies, has come at a time of intense public concern for the quality of the environment. Notwithstanding pressure on our economy to develop alternate sources of fue1 energy to the import of oil, the legislatures of several states have reacted to public concern over the environment by passing strict regulations aimed at con- trolling the subsidence effect s of underground mining. Agencies of the federal government charged with assistance to the mining industry, including the Department of Energy and the Bureau of Mines, have sponsored a number of instrumentation and field measurement projects aimed at the development of subsidence prediction models that can aid the mine operator's task of subsidence control. There are good empirical models developed in Europe for subsidence prediction, but they were made possible by a large body of mining-induced subsidence data collected there over a long period of time. No com- parable subsidence data base exists in the United States, and consequently empirical modeling of subsidence is not a realistic approach for our near term needs. Moreover, the geologic and topographic diversity of the several coal regions in the United States is expected to necessitate the development of several empirical models, each one expected to be relevant to its own region. Because of the time and costs that are likely to be involved in an empirical modeling approach, it is considered more expedient and cost effective to develop a general, mechanistic model for subsidence prediction purposes. In order to develop such a model, it is necessary to investigate and quantify the mechanics of the subsidence process from the mine level up to the ground surface. The series of projects discussed in this paper are designed to achieve this objective and include the following work: (1) the identification of geotechnical instrumentation that will pro- vide mine level overburden and surface subsidence data. (2) a field demonstration of selected instruments, and (3) documentation of case histories for complete subsidence mechanics, using the demonstrated and preferred instruments. An identification of feasible instrumentation and monitoring techniques was completed by Woodward-Clyde Consultants (WCC) in 1977 (O'Rourke and others). This paper discusses a demonstration of those instruments at a mine in Utah, and at two subsequent projects, currently underway at longwall mines in Colorado and West Virginia. 'he latter two projects when complete will provide documented case histories of subsidence mechanics. The process of optimizing subsidence instrumentation and monitoring techniques to the conditions encountered during installation and monitoring for these underground mines is shown to be an evolving one, and one which has had some notable successes to date. INITIAL DEMONSTRATION The initial design and demonstration of selected monitoring systems was carried out at the SUFCO No. 1 mine, near Salina, Utah. The instrumented panel was approximately 152 m wide. 640 m long. and was 290 m to 320 m deep. The mined height of coal. seam averaged 2.4 m. The mining method was room and pillar using continuous mining machines. This method allowed some monitoring of the supported condition during development, and eventually allowed monitoring of a caved system when both chain pillars and room pillars were extracted on retreat. The two instrument systems shown on Table 1 were selected from the earlier feasibility report for demonstration at SUFCO No. 1. Collectively, the two systems, one for a fully-supported mining method and the other for a fully-caved method, incorporate most of the instrumentation to be found within all five systems listed in the earlier feasibility report. The instrumentation includes surface, subsurface and mine monitoring installations. All of the SUFCO instruments selected to meet the specifications of the general instrument types listed on Table 1 were manually operated. That is, data from the installed system could only be obtained while a person was there to physically observe or operate the system readout. Automatic data recording equipment was available for some installations, but the objectives were to keep the systems as simple as possible for the demonstration project. A complete description of the surface, sub- surface and mine level instruments, and the demonstration project results are given in WCC (1982), and selected features are discussed in this paper.

Pilot-scale tests indicate that effec¬tive concentration of fine gold from Colorado River sands can be achieved by flotation with the air-sparged hydrocyclone. The fine sands (55% minus 400 mesh and 0.01 opt*) from gravity concen¬tration were processed with a 5-cm air-sparged hydrocyclone (capacity -1.0 tph dry solids). Concentrate grades as high as 5.0 opt were produced in a single stage at a recovery of 75.0%. The separation efficiency was significantly better than that achieved in conventional batch flotation experiments.

The inherent difficulties of zinc smelting arise from the fact that metallic zinc is volatilized at the reducing temperature of zinc oxide and thus is liberated in the form of a vapor. This vapor must be subsequently condensed to obtain metallic zinc, first in molten and eventually in solid form. Zinc vapor is sensitive to oxidation not only by air but by combustion gases containing carbon dioxide. It is, therefore, necessary to carry out both the reduction and the condensation operations in a closed system consisting of an externally heated muffle with attached condenser from which extcrnal oxidizing agencies are excluded. However, the reoxidation of zinc vapor cannot be entirely prevented by excluding external sources of oxidation. Internal sources of oxidation are necessarily present when oxidic zinc ores are reduced by a carbonaceous reducing agent. The reduction reactions themselves involve, first, the production of carbon monoxide in an amount at least equal in volume to the zinc vapor produced in the reaction, and, second, the formation of carbon dioxide. Not all of the carbon dioxide is reduced again to carbon monoxide by the excess carbon in the time available, and the slightly oxidizing condition, which results, seriously affects the efficiency of the condensation of the zinc vapor to the metallic state. In the past the difficulties arising from these causes have limited practical zinc smelting on an industrial scale to the use of small retorts equipped with small condensers. The retorts had to be small, because a closed refractory container capable of excluding oxidizing gases from the heating chamber surrounding the retort could not be built in large dimensions. The size was also limited because ordinary refractories when thin enough to conduct heat readily are not capable of sustaining a heavy load of charge at high temperature. Moreover, a loose charge of zinc ore and carbonaceous reducing material such as fine anthracite coal or coke breeze is a poor conductor of heat, thus limiting the cross section of the retort. In Alaska?s southwest corner, in the Bristol Bay region, 476 holes have been drilled to help define the size of the Pebble Project. The results indicate that the deposit holds close to 32 Mt (72 billion lbs) of copper and 2.9 Gt (94 million oz) of gold. The Pebble Partnership, an Alaskan limited partnership of Anglo American and Northern Dynasty Minerals, owns the project that consists of two world-class mineral deposits. Currently in the prefeasibility and prepermitting stage of development, the Pebble Project is one of the largest and highest profile exploration projects in North America. History The Pebble West Project was originally discovered in 1988 by Cominco (now Teck Cominco). Drilling programs in 1997 defined a near-surface mineral deposit of 1 Gt (1.01 billion st). Minerals found included copper, gold and molybdenum. Northern Dynasty Minerals acquired the property in 2001 and, by 2005, it had confirmed a measured and indicated resource of 4.1 Gt (4.5 billion st) containing 1.2 kt (42.1 million oz) of gold, 11.2 Mt (24.7 billion lbs) of copper and 612 kt (1.35 billion lbs) of molybdenum and additional silver. By September 2005, Pebble East, a deeper, but richer deposit had been found. Drill data by the end of 2005 confirmed a 3.4-Gt (3.7-billion st) inferred resource containing 19 Mt (42.6 billion lbs) of copper, 1.2 Mt (39.6 million oz) of gold and 1.2 Mt (2.7 billion lbs) of molybdenum.

The River Island mining site is located at approximately river mile (RM) 15 on the Clackamas River, a large gravel-bed river in northwest Oregon. During major flooding in February 1996, rapid channel change occurred. The natural process of meander cutoff, slowed for several years by dike construction, was accelerated by erosion into gravel extraction ponds on the inside of a meander bend during the flood. In a matter of hours, the river cut off a meander and began flowing through a series of gravel pits located on the inside of the meander bend. The cutoff resulted in a reduction in reach length of approximately 1,100 m. Erosion by bed lowering, knick point retreat and lateral erosion of upstream river banks occurred quickly. Within two days of the peak flow, 3.5 hectares of land and 105,500 m3 of gravel were eroded from the river bank just above the cutoff location. Much of this gravel moved a short distance downstream into the excavation. Reach slope increased from 0.0022 to approximately 0.0035 in the cutoff reach. Between 1996 and 2003, the knick point from the meander cutoff has migrated 2,290 m upstream, resulting in increased bed load transport, incision, and local lowering of the water table. In 1993, prior to the meander cutoff, transects were surveyed in the River Island reach upstream of the cutoff location. Resurvey of these transects and aerial photo analysis indicates that 96% of the knick point migration occurred during the first winter following meander cutoff. Connection of the flowing river to the off-channel ponds has had minimal effect on water temperatures in the mainstem Clackamas River. It is likely that this minimal change in temperature will decrease as ponds are isolated from active river flow by gravel bar deposition. Fish net-ting in spring 2002, suggests that salmonid use of the pond in the spring is minimal. The most abundant native species netted were large-scale sucker and northern pikeminnow. The most abundant non-native species netted was brown bullhead. Early regulation by state and federal agencies did not adequately evaluate potential impacts to the river and the floodplain; nor did it evaluate future impacts related to geomorphic processes and sediment transport. New permit evaluation methods, currently implemented by both Oregon and Washington, incorporate 1) river dynamism through historic river migration analysis; 2) stability of human structures in light of river dynamics; and 3) sediment transport and its impact on channel stability and dynamics. The gravel pit capture at River Island highlights the potential risks of mining in an active secondary channel of a large gravel-bed river. Mining deeper than the depth of the adjacent channel, within the active migration zone, may increase off-site impacts. In locations where multiple gravel excavations are present within the meander zone, a comprehensive reclamation and restoration plan should be developed which provides long-term channel stability within the natural variability of the entire river reach.
