With the ambitious target of adding another 2,00,000 MW of power generation by the year 2017 in India the demand for coal is bound to grow. The non-coking coal deposits in India are characterized as high ash and difficult-to-wash coals. Quality improvement by beneficiation is almost mandatory due to MoEF notification to use <34% ash coal for all power plants except those located at pithead. Most of the coal washeries in India are based on wet process, where the coal fines are allowed to settle in thickeners. The coarser particles settle faster leaving the fine particles suspended for longer period. The dispersed fine coal particles contain some surface charge, which leads to the development of electrical repulsion between the particles, and as a result of this, the suspension becomes more stable. In order to destabilize the colloidal suspension, flocculants are usually added, so that the settling rate of the fine particles also increases. These flocculants are of cationic, anionic and non-anionic depending upon the type of charge released when dispersed in water. The flocculants may act partly for charge neutralization and partly for inter particle bridging and electrostatic patch formation. The effectiveness of any type of flocculants depends upon the molecular weight and charge density of the polymer. Computer assisted mine planning and design applications are routinely used by many Australian mining companies, However, the design process requires human expertise to recognize and evaluate the potential pitfalls. This paper introduces the application of a commercial optimization software (WHITTLE 4D) for strategic planning of an open pit mine in Western Australia. The authors present their experience in intelligent application of the optimization program while incorporating many technical and nontechnical obstacles. This paper provides some guidelines on how to apply the optimization software without loosing sight of practicalities. Moreover, this paper also shows how to build project evaluation guidelines for non-experts.

Gentlemen, today I would like to talk to you about metal and nonmetal mine health and safety--past, present and future. Briefly, I will comment on the past because it is important to an understanding of our present activity and our plans for the future. Federal inspection of noncoal mines was not authorized until 1966, when congress passed the federal metal and nonmetal mine health and safety act; public law 89-577, with the passage of this act, the federal inspector, for the first time, had the delegated authority and responsibility to enforce health and safety regulations designed to prevent personal injuries and occupational diseases, the new law also provided for the education and training of our miners; assistance to the operator through the transmission of technical and scientific information and assistance and equally important, the law made provision for state participation in the congressional mandate to prevent injuries and save lives in the mineral industry, Before I tell you about our program and our future plans, I want you to know that I am here to listen as well as to talk! In my view, the only kind of communication that is meaningful is two-way communication. Our nationwide progress in metal and nonmetal mine health and safety during 1972 cannot be measured in reduced fatalities or injuries. The unforeseen tragedy that took pace in Kellogg, Idaho, in may of last year mode that almost a certainty.

Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker&apos;s exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

The glass tube of spent fluorescent lamps is contaminated with mercury, which might be a serious hazard in the case of conventional recycling by melting with other glasses. A possible solution could be its incorporation into a clay body to fabricate common fired ceramics such as bricks and tiles. The objective of this work is to characterize a type of fluorescent lamp glass waste to be incorporated into a clayey ceramic. The characterization was performed in terms of wettability tests to evaluate the interaction between the surface of the clayey ceramic and glass waste as a function of the firing temperature. The results showed that the contact angle decreased with increasing temperature, reaching a value of 79°, at a temperature of 1100°C, but not sufficient to completely wet the ceramic. However, compatible chemical composition and reduction of porosity by the flow of soft glass waste between the clay particles favor the consolidation of the ceramics structure above 900°C.

American Indian lands contain a vast amount of renewable and non-renewable resources that have consequently been mined (Smith and Frehner). Therefore, it is understandable that tribes are concerned about environmental impacts from mining and their ability to minimize and mitigate these impacts. This has created a need to better understand mining and its environmental impacts. The University of Arizona Superfund Research Program Mining educational modules developed educational modules for tribal colleges focusing on environmental impacts of mining, remediation of mining wastes, and sociocultural impacts of mining. Educational modules are independently packaged units of study designed to enhance the learning process and can be modified and adapted to different learning scenarios and objectives. In addition to providing specialized knowledge, the modules feature hands-on activities, incorporation of technology, student involvement, discussion, and exchange of ideas. Modules will aim incorporate traditional ecological knowledge and approaches that promote effective science learning for native students. Modules are designed to augment existing associates of science programs (e.g. biology, chemistry) currently offered at tribal colleges and can be modified for use in K-12 education and for non-tribal audiences.

In 1988, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied additional areas, encompassing 11,303 acres, on the east and west sides of the 20,727-acre Badlands study area (Olson, 1987) in order to evaluate their identified mineral resources. The Badlands study area additions are located in Crook and Deschutes Counties, OR, about 10 and 18 miles east of Bend, OR. No mineral resources were identified. The additional areas studied are underlain by Tertiary-and Quaternary-age basalt flows which are largely covered by a veneer of sand and silt. No mines, prospects, mining claims or mineralized areas occur within or near the Badlands study area additions. Slab lava of marketable grade and quantity was not found in either area. None of the study area is of current interest for geothermal resources, but the eastern study area addition has been leased (1984) for oil and gas.

This document discusses commercial strategies and applications of specialty processing plants for the recycling of nickel, copper, zinc and cobalt bearing by-products. For this discussion, I will focus on materials originating from the metal plating, electronic circuit board· and chemical industries. The review of select processes and the required service, sourcing, material handling, processing and marketing strategies necessary for a successful recycling program are highlighted. Materials discussed in this summary include filtercakes, filters, dusts, spent catalysts, spent solutions and solids. Both pyrometallurgical and hyrometallurgical applications to these materials are addressed. A comparison of targeted finished markets, including smelter feeds and value added products are also reviewed.

The Stillwater District is located in south central Montana approximately 75 miles southwest of Billings, the state&apos;s largest city. It lies along the northeast front of the Beartooth Mountains and is within the boundaries of the Custer and Galatin National Forests. The first white visitors in the district were the early trappers, who were soon followed by the prospectors. These early prospectors were drawn to the area by gold and silver discoveries at Cooke City in 1870 as well as by the large gossan formation in Verdigris Creek near the west bank of the Stillwater River and by several scattered smaller gossan exposures throughout the area. The first patented mining claims were recorded in September, 1886.

A sizable surface mining industry exists in Western Canada. There are the surface coal mines in the provinces of Alberta, British Columbia, and Saskatchewan producing the bulk of Canadian Coal. The two oil sands plants in Fort McMurray, Alberta producing synthetic crude oil are surface mining operations. Much of the metalliferous mining in British Columbia is carried out by open pit methods. This paper discusses the current surface mining methods in both of these industries with particular reference to Alberta. Issues relating to environmental impact assessment, mine reclamation and mine site closure have been dealt with.

For the past 120 years, Portland cement manufacture has been undertaken on the shores of the Whangarei Harbour in northern New Zealand. Through a serendipitous conjunction of geo-chemistry, the argillaceous marl found on Limestone Island in the harbour and Tikorangi Hill provides a perfect mix of the various elements required for strong and durable cement. Golden Bay Cement, and its predecessors, have been the guardians and managers of the use of these minerals. As the demands of the concrete industry have increased, so have the needs of the manufacturing process. Careful mapping of the resource at both Portland and Wilsonville Quarries has been undertaken. This has allowed the Company to change the Quarry operation from a purely volume basis to one of selection and blending of constituent minerals. Within the manufacturing process, change has also been introduced. Analytical techniques, using x-ray fluorescence spectrometry, microscopy and the application of modem data collation, has allowed fine tuning of the process. The Company now produces an increasing diverse range of products for both the domestic New Zealand market and exports to various South Pacific countries. This paper discusses the processing of limestone and æcement rockÆ into cement clinker, an intermediate synthetic mineral ground into cement. It examines control and blending regimes, and some methods used in determining process efficiency. An important technique ærediscoveredÆ has been the application of microscopy to clinker. &nbsp;Examination of the major silicate minerals enables interpretation of the kiln processing and feedback to process operators. It also enables a prediction of indicated performance when ground into cement. Examples this paper give an insight into the use of minerals from Northland in some of the more important construction projects in modem New Zealand.

Water management at a mine site is a critical component for the design of ponds for mine facility operation and mine facility closure. A comparison of pond sizes designed using both a probabilistic and deterministic dynamic water balance model is made. In this sense, the paper point out the probabilistic design of mine-site ponds using a dynamic water management model. The two models both have the capability of using actual operational data and climate inputs to give storage requirements of the ponds Both short-term (60 days) and longterm (many years) designs incorporating a user-selected storm event and a probabilistic or deterministic analysis may be utilized for calculating storage volumes for various mine facilities. Based on these, operational decisions based on actual values or probabilities over time can be made.

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man&apos;s margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

To forecast the future of coal intelligently, one must first consider the market outlook. Coal can be used for many purposes, but currently about 25% of it goes into metallurgical coke, while 75% serves as fuel. Coal for metallurgical coke should show a modest growth for at least the next decade, primarily because of increased exports, but the important factor in the coal outlook is energy. Today, this country faces a serious shortage of energy, and its requirements are growing at an almost unbelievable rate. Last year the United States consumed 68 quadrillion Btu, or double the energy it consumed in 1950, and, if projections are correct, this figure will grow to 150 quadrillion Btu by 1990. Thus, in one working lifetime, the nation&apos;s energy consumption is expected to increase by roughly five times. The future of coal hinges on its degree of participation in meeting this energy need. The Federal Power Commission predicts that coal consumed by electric utilities will increase about 4-576 per yr, reaching 472 million tons by 1980 and 615 million tons by 1990. If this projection proves correct, 1980 consumption will be double that of last year and, even more startling, the utility industry alone will use more coal in 1990 than the entire coal industry produced in 1970. This is a tremendous increase, but in view of the projected energy growth, it is difficult to see how this country&apos;s needs can be satisfied with- out a coal contribution of this magnitude. Unless some new source such as solar energy is discovered, it must be assumed that the projected energy will come principally from the present-day sources-oil, gas, nuclear materials and coal.

A new process of recycling valuable metals containing in the slag of jamesonite smelting in the blast furnace was studied. In this process, the valuable metals such as Pb, Sb, Zn and In etc. were fumed and volatilized and enriched in the dust firstly and then the dust was leached by sulfuric acid. In the leaching procedure, Zn and In in the dust entered into the leaching solution and were separated from Pb and Sb which remained in the residue.The optimal operation conditions of the fuming procedure are as follows: the mass ratio of the blast furnace slag, coal powder and lime are 100:22:10 respectively and the fuming time are 1.5~2.5 h, the fuming temperature is not below 1200C and the volatilization rates of Pb, Sb, Zn and In are 95%, 92%, 86% and 75% respectively. The optimal conditions for the leaching procedure are also presented: the consumption of sulfuric acid is 1.15 times of the theoretical consumption, the ratio of liquid to solid is 4:1 and the leaching temperature, leaching -1time and stirring speed are 90, 1.5h and 300 r?min separately. The leaching rates of Zn and In are 98.5% and 95.2% respectively. The experimental results shows that the valuable metals in the dust can be recovered and separated effectively by this process and the?ir recovery efficiencies are as follows: Pb94%,Sb91%, Zn84% and In69%.

Recent re-classification of crystalline silica as a potential human carcinogen has resulted in a new limit of 0.1% free silica in bulk powdered minerals. Detection of silica at this level can be expected to severely challenge or exceed the capabilities of existing protocols for x-ray diffraction, the traditional method for free silica determination. Automated SEH-EOS analysis provides an attractive alternative method, with direct analysis of individual particles for the determination of the concentration of free silica, and a direct measurement of silica particle sizes. This paper will discuss automated SEH analytical procedures, sample preparation, and statistical considerations.

To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules. Recent worldwide demand has driven nickel and molybdenum prices to record high values. Alloys containing significant amounts of nickel and molybde- num, such as the austenitic and duplex grades, have experienced significant price increases and some spot shortages have resulted in some regions. With low or no nickel content and reasonable molybdenum content, super-ferritic stainless steels are now proving to be the most cost effective corrosion resistant materials. The electrochemical behavior APMT® (Fe–21Cr–5Al–3Mo–0.04C) and 4C54® (Fe–26.5Cr–0.8Mn–0.5Si) super-ferritic stainless steel in NaCl solutions has been studied using open circuit potential measurements, potentiodynamic polarization curves, and electrochemical impedance spectroscopy. The aim is to compare the behavior of these materials with austenitic stainless steel alloy 316 (Fe–18Cr–10Ni– 2.5Mo). The results indicate that the APMT alloy presents a better performance than the AISI 316 stainless steel, while 4C54® does not, especially at anodic potentials. The good behavior of APMT® may be attributed to Al and Mo content in its composition.

The oxidation of sulphide minerals in aqueous suspension is discussed from several viewpoints. Limitations of our present knowledge are pointed out, and several points where further information would be of special interest are mentioned.Firstly, some properties of minerals and their effect on oxidation are discussed. Properties of different species, such as crystal structure, lattice bonding, and &quot;metallic&quot; properties are mentioned, and then the effect of variation within a given species is discussed. The effect of physical factors, especially particle size, is also considered. Other variables discussed include the importance of solution composition, and its effect on the nature and rate of reaction, and the use of various oxidising agents. Some factors concerned with the whole system, such as temperature, pulp density and stirring rate are then considered.Finally, the nature of various oxidation products is discussed with reference to the kinetics of reaction and the nature of the rate limiting step. It is suggested that more attention should be paid to electrochemical explanations of the reaction mechanism.INTRODUCTIONKnowledge of the factors governing the rate of oxidation of sulphide minerals in aqueous suspension is a prerequisite for the effective control of many ore treatment operations. Rapid oxidation of sulphides is usually desired during the leaching of sulphide ores and concentrates, but in the cyanidation of gold ores, or in the leaching of uranium ores, any oxidation of sulphides may be regarded as an undesirable side reaction.
