This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

Mineral exploration conducted over a wide area of the State during the period 1960 to 1973 has resulted in the discovery of a number of significant deposits. Base metals, particularly copper, have been of prime interest while, more recently, the search for uranium and coal have assumed import- ance. Expenditure of $27.6 million by companies during the period under re- view has located 580,000 tonnes of cop- per, 370,000 tonnes of zinc, 350,000 tonnes of lead, 24 million Kg of uran- ium oxide and 2,500 million tonnes of coal. A variety of other metals and non metallic and industrial minerals have been investigated in a diversity of geological environments.

INTRODUCTION From the point of view of the consumer, the cost of mineral commodities might be viewed as the total price industry pays for mine output. Similarly, the mining company engaged in the ongoing business of finding, developing and operating new mines is concerned very much today with the distribution of all the revenue paid for mine output and not just with its direct or controllable cash costs. In other words, what will the labor force, the supplier of energy, explosives, and reagents, and the supplier of government services, management, capital, and the ore reserves receive for their contribution to production? A significant amount might be categorized as what economic theory classifies as economic rent. Mining companies are finding it increasingly difficult to negotiate concession or work contracts to develop ore reserves in lesser developed countries, just as they find themselves accused of taking excess profits in their own countries. The principal difficulty in reaching mutually satisfactory agreements in many cases is the difficulty in establishing an acceptable distribution of income, in particular the distribution of economic rent. (See Chapter 7). Further, it is logical that the decisions and policies of the interested parties be they government or industry should be and will be influenced by their competitive position relative to determining the distribution of economic rent. The raising of finance for a mining project today may be inhibited by too biased an extraction of economic rent by entities other than the risk takers, the mining companies. ECONOMIC RENT A British economist (Ricardo D. McGraw-Hill, 1955) first proposed the concept of economic rent (See Drechsler, H.D. earlier in this Chapter.) Ricardo pointed out that no rent would be paid until land became scarce. Ricardo also stressed the distinction that the price of farm produce was not higher because of the rent paid on farm land but that the rent or price of more fertile farm land was higher because the price of produce is higher. This led to the concept that economic rent is not a cost and that it is therefore not price determining, but is itself price determined. Economic rent may be viewed as a cost if cost is equated with the concept of payment or distribution of income to any factor used in production. However, if it is a criterion that a payment must be made to the supplier of the factor of production, then economic rent is not truly a cost because it is not necessarily distributed or "paid" to the supplier. Consider the commodity A which occurs in three grades: Al, A2, and A3. Any grade may be used as a substitute for another grade in all of the industrial uses of A. However, in industries X and Y the different grades have different productivities. Table 1 shows the relative productivities of each grade in industries X and Y, and in all other industries [~]. [ ]

In May 1975 the U. S. Bureau of Mines contracted with the University of Missouri-Rolla, Rock Mechanics and Explosives Research Center to develop a Hydrominer modification to a long-wall shearer unit, wherein the rotating pick-laced drums and connecting gear drives are replaced by a water jet cutting head.1 The concept of the water jet cutting head is based on using the high localized energy of the water jets to isolate a slice of coal by cutting a slot under, at the back of, and at the top of the web. The plow blade of the head then advances into the cut and wedges the pillar over onto the conveyor (Figure 1). There were several potential advantages foreseen for the system of which perhaps the most significant were the elimination of coal dust from the working area2 and the ability, with a variation in nozzle geometry, to cut webs of greater depth with a small increase in equipment horsepower. The University initially designed the head, based on experiments carried out in the laboratory, under an earlier Bureau of mines contract. The experiments showed that it was more advantageous to work at a pressure of 10,000 psi with an estimated flow rate of 50 gpm than go to the higher pressures and lower flow rates which have been advocated elsewhere.

Those who remember the years of patient effort and the slow results obtained in the first introduction of electrical coal cutters and locomotives will, I think, admit that mechanical loading of coal is unquestionably being established at a much more rapid rate than any previous application of machinery to reduce manual labor in mines. There are many operators who consider the progress of the loaders today as slow, but considering the number of years it took to thoroughly establish electrical coal cutters and locomotives, and comparing it with the short time that the mechanical loader has been on the market, and the results that have been obtained today, they will admit, I think, that the progress of the latter is much more rapid. It is about 35 years since the advent of the electrical coal cutter and electric locomotive. Their use has brought about these improved conditions, increased tonnage per mine and other features, which are of assistance to the installation of mechanical loaders. The management and the technical staff in practically all of the American mines are trained in the use of electrical machinery and understand its operation, care and maintenance. . There is frequently, a surplus of electrical power and wiring available to take care of the small requirements of the electrical loader. The mechanical loader, therefore, starts today with the ground prepared for it. Those manufacturing companies who have had years of experience in the design and construction of mining machinery, know in a large measure what to incorporate in their designs to make the parts of the new type of machine effectively strong and to operate with efficiency under the severe conditions encountered in mining service. All these advantages greatly assist the success of a new type of machine such as the mechanical loader. In spite of these advantages, however, there are bound to be some failures. All new types of loaders have to be developed. We hear of some that are a success and some that are set aside. The field of application of each type and its limitations first must be determined by actual operation. The earlier loaders had to be changed and improved in design as weaknesses developed. Not all of the new types of coal loaders have been built by mining machinery manufacturers of long experience, and the lack of experience in this line is responsible for some of the early failures. The coal mining company staffs and also those of the loader companies had to learn what the operating factors were that made mechanical loading a success. The difference in results obtained by loaders in different properties under similar physical conditions indicates that the mine management is a very large, if not the major factor, affecting the efficiency of mechanical loading. Many articles have been written on the question of loading. The subject has been quite fully discussed at recent coal meetings and in the technical press. It is not always as easy or simple a matter to form conclusions as may first appear as to one's own particular loading problem. Mechanical loading is a comparatively new art, and many companies while claiming that loaders are quite successful, do not have an accurate line on the actual saving they are affecting. Many of them have only a few of the factors taken into account in their costs. Many loaders have been generally bought without very careful consideration given to all details and except where extremely favorable conditions prevail, failure resulted. In this decade mining companies in western Canada have searched for reliable and inexpensive ways to improve mine productivity. Truck dispatching systems, equipment vital sign monitoring and sensing, vehicle guidance systems, have all been considered. In this paper the off -highway vehicle monitoring systems used or planned to be installed at surface coal mines in western Canada are described. The monitoring systems are divided according to their function and application; installation and testing procedures are described, as well as the economic benefits to the mining operation.

"The paper presents the engineering design and experience gained so far with a dewatering system for an open-pit uranium mine planned at Key Lake in Northern Saskatchewan.The results of hydrogeological investigations preceding engineering exhibit an extensive unconfined overburden aquifer hydraulically connected with the underlying Athabasca Formation and basement rocks, both of relatively low hydraulic conductivity. The overburden aquifer is embedded in a bedrock trough, with the deepest depression between the planned pits. The hydrogeological data were used in a numerical dewatering model simulating groundwater flow atdifferent stages of the pit development.Based on the model results, the engineering design had to provide for different pumping rates, varying between 1.0 and 0.21 ms/sec. This problem was solved by using a double line pressure system. The design concept for the complete peripheral discharge system and the well design used for 26dewatering wells are discussed.Experience with reverse-circulation techniques applied for the construction of the dewatering wells is presented. Theoretical and practical considerations which led to the constructionof wells of different diameters are discussed.The design of the in-pit dewatering system provides for seepage ditches, horizontal drains, pit-bottom sumps and inpit dewatering wells where required."

The area discussed in this report comprises a group of 38 counties lying in the northeast corner of Texas. It covers all, and extends beyond, the borders of what is commonly described as the East Texas Basin. It includes two major oil fields, Van and East Texas; two major gas fields, Bethany and Waskom; and a number of fields, both oil and gas, of lesser importance. All commercial oil production comes from beds of Upper Cretaceous age and almost exclusively from the basal member, the Woodbine sand. Gas is produced from both Upper and Lower Cretaceous beds with the newer production from the older beds. East Texas Field This field continued as in 1932 and 1933 to dominate the drilling and production situation throughout the oil business. The U.S. Bureau of Mines conducted a study to evaluate support interaction between conventional bolts and the rib at two Western coal mines. The principal goal was to develop guidelines for designing rib support under various conditions. At mine A, seven rib bolts were installed with load cells and monitored over a 4-month period. Fifty-seven pull tests were conducted with two types of anchors at various depths. At mine B, 163 pull tests were conducted. Results showed that during the 4 months of monitoring bolt load, tension in the bolts decreased over time in some situations and that anchorage capacity was reduced in a yielded zone. Load-versus-deformation plots from pull tests in the rib showed fundamental differences in anchorage behavior at the two mines, particularly when comparing results of tests in old pillars at mine A and tests in new ribs at mine B. Numerical modeling experiments indicate that coal bonding strength was the most significant factor in determining postyield anchorage capacity. Correlation of anchor yield point with anchor depth were more pronounced at mine A than at mine B; measuring torque may be a reasonable method of monitoring deteriorating anchorage capacity in a rib undergoing fracturing and yield.

The U.S. Bureau of Mines is conducting research to evaluate the potential for developing an in situ leach mining process that will selectively extract manganese from oxide ores, leaving gangue relatively undisturbed. To accomplish this, a geochemical approach, based on deposit-specific information such as mineralogy and geology, is used to constrain the operating parameters of the system. Among the studies being conducted are (1) leaching experiments to define reaction mechanisms and kinetics, (2) detailed petrologic characterization at the microscopic scale to assess Mn distribution and leaching efficiencies, (3) deposit characterization and evaluation, and (4) development of potential Mn recovery schemes. Data from these studies are being used to develop engineering design information for an in situ mining process. Specific details of the Bureau's research project are discussed, including results obtained to date.

THE THEME of my remarks provides a great deal of latitude. I shall therefore take advantage of the scope it offers to look at our industry across a broad spectrum. My observations reflect a Canadian mining man's varied career as a geologist, mine operator, geological consult ant and company executive in Canada and overseas ... under differing cultures, business environments and political jurisdictions. I was fortunate to come into this industry in the mid-1930's when it was characterized by great enthusiasm, drive and resourcefulness. It was the beginning of a burgeoning era of some 30 years' duration in which the individualist, the entrepreneur and the builder found ample room for expression. As I contemplate the environment in which we now have to operate and try to perceive what lies ahead, I find myself deeply disturbed. Something serious has happened to this industry along the way. It appears that our very success has been the source of our undoing. I believe it is useful to summarize our industry's basic strength at home as a take-off point f or assessing its position in world terms. I hope that I can focus on some of the things that, in my view, must be done for this industry and by this industry to restore Canada's historic role in the world mining community. The Canadian mineral industry provides 140,000 jobs. It pays the second -highest average weekly wages and salaries among the country's major industries. The output per employee in the mining industry is estimated at about three times that for the economy as a whole.

FROM the results of his investigation of the hardenable copper-nickel-silicon and copper-cobalt-silicon alloys, M. G. Corson1 explained the dispersion-hardening effect by assuming the precipitation of the inter-metallic compounds nickel silicide and cobalt silicide, and on this basis he constructed diagrams for the pseudobinary systems copper-nickel silicide and copper-cobalt silicide. A consideration of these diagrams and of the factors that exert such an important influence upon the rate of precipitation, such as degree of supersaturation, nucleus number and rate of diffusion, leads to the expectation that the rate of precipitation of the silicides on reheating the quenched solid solutions at temperatures below the alpha-phase boundary should increase continuously as the reheating temperature is raised. The present investigation shows that while this rate does increase with the reheating temperature in a general way, it does not do so continuously. Supplements to Corson's diagrams are offered, showing the discontinuities, and slight modifications in the solubility curves are suggested.

Anatolia Minerals Development Limited (AMDL) is constructing the Çöpler Gold Project in eastern Turkey and commenced mining in the fourth quarter of 2009 with gold production scheduled to begin in the fourth quarter of 2010. The project is a 15,500 tonnes/day oxide heap leach with three-stage crushing, agglomeration, carbon adsorption and electrowinning for final metal recovery. Leach solution copper levels are expected to be relatively low during the first two years of production but will increase in later years due to higher copper content in the mined and processed ore. Over the mine life approximately 40 million tones of ore will be placed on the leach pad, which will contain about 35,000 tonnes of copper. Metallurgical testing indicates copper extraction will vary by ore type and, if controls are not implemented, may lead to copper levels exceeding 1,000 mg/L in pregnant solution. High copper levels in leach solution have the deleterious effect of increasing cyanide consumption and potentially overwhelming the ability of the carbon circuit to effectively adsorb the principal economic metals, which in this case are gold and silver. Using data obtained from laboratory leach column testwork, the heap leach facility was modeled using METSIM process simulation software to estimate the build-up of copper in leach solution over the mine life. Laboratory testwork was also performed to evaluate process conditions for treating a portion of pregnant leach solution via sulfide addition to precipitate saleable copper as copper sulfide (Cu2S).

In the debate between miners and ecologists, our industry has at last begun to get some of its story told. I have been told many times that it is hopeless to even try to get our side across. Some are sure that no one will believe us even when our cause is just. My reply would be that we have to tell the truth; again, again, and again. We will never convert a fanatic, but we must try to reach the reasonable and thinking people. I am encouraged because more of us are trying. Various mining companies here in Arizona have bought newspaper space to set forth some of the facts around our local environmental problems. The Arizona Mining Association co-sponsored a symposium in March: Mining and Ecology in the Arid Environment. The symposium program included tours arranged with local mining companies. The participants saw an acid plant, an acid leaching operation, an alluvial tailings dike, a tailings pond, a smelter, and a couple of open pit mines. This wouldn't phase you until you realized that half the visitors were ecologists, watershed and wild- life managers, and other assorted conservationists. It took a lot of guts. I am proud that we had that much confidence. As Pogo said, "We have met the enemy and they is us!" Actually, we met the enemy and they were just like us-concerned.

The demand for crude oil on the Pacific Coast during the year 1945. was so acute that the California crude supply had to be augmented by tank-car imports from the Texas and Rocky Mountain fields. Crude imports reached a high of 64,800 bbl. per day during June, with a total of 14,259,000 bbl. imported during the first 11 .months. The U. S. Navy also implemented the crude output from California pools by drilling and completing approximately 300 wells in the Naval Petroleum Reserve No. 1 (Elk Hills), from which an established production of 65,000. bbl. per day was reached in late February and maintained until Aug. 17, 1945, when it was reduced to its preprogram level of 15,000 bbl. per day. Even with the conclusion of the Pacific war on V-J day (Aug. 14), the military petroleum product requirements have permitted little material reduction in output of California crude to prewar rates. During the year, a total of 327-760,000 bbl. of crude was produced, or 19 per cent of the total crude production within the United States during the same period, as compared with 310,996,000 bbl. or 18.4 per cent of the nation's crude production in 1944.

At Broadlands-Ohaaki geothermal system, TVZ, mineral distribution patterns in geothermal wells are analogous to those in epithermal veins. Fluid flow through geothermal wells is focused over vertical intervals >500 m with discharge at rates up to 90 l/s. Focused flow at similar rates also occurs in natural systems where hydrothermal eruption vents provide enhanced vertical permeability. These vents are commonly aligned with the tectonic fabric, indicating fault control at depth. We suggest that host rock strength and structural context exert significant control on the hydrological regime conducive to epithermal mineralisation.

This U.S. Bureau of Mines study found that the performance of the active noise cancellation hearing protector in a reverberant field was mixed. The performance varied when the conditions changed from ideal to nonideal. The active noise cancellation (ANC) component provided substantial additional noise reduction from 125 to 500 Hz for all testing conditions (broadband noise or pure tones both with and without safety glasses). While the ANC under ideal conditions provided additional attenuation from 500 Hz and below, under nonideal pink noise conditions the ANC amplified noise below the 125-Hz third octave band. There was a middle band of frequencies at which the ANC amplified noise levels ranging from 630 to 4,000 Hz. The results for pure tones showed that attenuations were higher but that they followed the same general trend.

The mining industry is becoming increasingly focused on pre-concentration due to its potential economic and environmental benefits, particularly for the more complex, low-grade, high throughput operations now being developed. Advances in technology have seen bulk ore sorting (BOS) trialled at several operations. However, BOS should not be seen as a ‘silver bullet’, it can offer significant benefits, but only under the right conditions. Deposits with interspersed mineralogy or disseminated, fine-grained minerals can be difficult for BOS. Large batches of barren or low-grade material are required for BOS to be effective. Hatch has recently completed several studies for clients who believed that bulk sorting was the most suitable pre-concentration technique for their operation, based only on an assumed sorter recovery or on laboratory trials of the chosen sensor. However, minimal consideration had been given to the heterogeneity of the deposit, the achievable separation batch size or sensor repeatability. Evaluation of BOS needs to consider both heterogeneity and sensor suitability. The valuable or gangue mineral must be present in such a way that it can be separated effectively in the large bulk sorting batch sizes, without competing minerals or changing ore characteristics affecting the metal upgrade or recovery. Also, the sensor chosen must be able to detect either the valuable mineral, a proxy for the valuable mineral, or a gangue mineral for rejection with sufficient accuracy and precision (repeatability). This paper presents three recent case studies, emphasizing markers which indicated that bulk sorting was unsuitable for the project whilst highlighting the pre-concentration technologies which were applicable (including particle sorting, and coarse particle gravity separation). The modelling methodology, equipment sizing and forward work plans developed to verify these alternative solutions are also presented, demonstrating the key factors contributing to a thorough scoping assessment.
