Although the last decade has seen the growth of many new licencing and approval requirements for the exploration and mining industries, there remains in each State of Australia and the Northern Territory a predominant "Mining Act" containing provisions for the grant of exploration and mining tenements. What then are the rights and duties of tenement holders either by virtue of a Mining Act or through other approval and licencing mechanisms? What rights and duties does a person acquire when he is granted an exploration licence or a mining lease? In this paper I will attempt to cover these types of questions using in particular examples from New South Wales. I will also refer to a range of other subordinate approvals and licences which today's society requires and the need for ethics and recognition of liabilities.

Fine coal cleaning by froth flotation has become common practice in the US with more than 73 kt/d (80,000 stpd) treated in this way. In spite of this large tonnage, developments in the automated control of coal flotation circuits have lagged significantly behind those for mineral systems. The primary reason is that instruments have not been available for the online measurement of carbon ash content or other critical variables in coal slurries. A second reason is that the influence operating variables have on coal flotation are not completely understood. During the last few years, some of the needed instrumentation has been developed, while an improved knowledge of the flotation process itself has occurred through mathematical modeling. As a result, certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, Dynafloat. After construction of a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables were analyzed. To develop combined grade and recovery control strategies, it was necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known, final, feasible grade/recovery operating conditions. Finally, an advanced strategy that uses an on-line model to identify disturbances and take control actions is proposed.

"As a new method to support gate roadways, rock bolting has been widely used in the big coal enterprises for its superiority. The disturbed stress field of surrounding rock and anchor pre-stress field were divided into 3 areas in consideration of s1, s3. The surrounding rock failure form and characteristic were analyzed in combination with parameter f, the failure mechanism was explained using the slip line theory, furthermore, the rock bolting mechanism and its arrangement were studied. After roadway excavation, the tensile stress area appeared at the surface of the surrounding rock. The failure type changes from shallow tension-shear form into deep compression-shear form and the failure shape is an “incense burner”, surrounding by high risk failure area in butterfly shape. The maximum principle stress in roof appears discontinuous distribution because of layers separation. The failure type of surrounding rock is intensity-stress environment-weak plane control model. The internal reason of roadway macroscopic failure is the displacement between the surface plastic area and the deep elastic region along the tangential direction of slip line. In condition of rock bolt support, there is one-way tensile stress area in small range at the surface of surrounding rock, inside is the bidirectional compressive zone in uniform distribution form, stress environment is improved by the superposition of anchor pre-stress and disturbed stress field, anchor rock bolt arrangement and pre-tightening force distribution is decided according to the distribution of f parameter. Finally, supporting method and parameter reasonability was proved by the roadway deformation monitoring, damage depth drilling peep test in the 8101 transportation roadway in a mine.Introduction The stability of roadway support is very important to the safety and sustainable development of coal mine. In recent years, the focus of China's coal mining industry began to move to West China, the thick-extra thick coal seam is developed in the West. The latest technology and equipment have been put in to service, the occurrence condition of thick coal seam and the increasing of productivity lead to the cross section of the roadway increasing continually, hence, it is more difficult to control the surrounding rock. At present, the most common way to support the roadway is rock bolt (cable) support (Wang 2007); Scholars have been deeply studied on the mechanism of rock bolt. It is reported (Wang et al 2012, Gao 2007, Zhang and Yuan 2006) that the influence of rock bolt on physical and mechanical parameters of coal and rock mass in the anchorage zone, It is believed that the rock bolt can improve the peak strength of surrounding rock, especially the post peak strength, and the failure mode of rock mass under the rock bolt support is analyzed. It is reported (Wang et al 2014, Xiao et al 2013, Li et al 2007, Yan et al 2012), according to different geological conditions, the failure mechanism of surrounding rock and supporting technology of the whole coal roadway were studied. Focus on the failure mechanism of roadway surrounding rock, different forms of high strength support methods were proposed, which achieved good results. It is reported (Wang et al 2012a, Zhang et al 2011, Wang et al 2012b, Kang et al 2010, Zhang et al 2010, Kang et al 2007) that the supporting mechanism of pre-stressed anchor was analyzed from the point of the distribution of the maximum principal stress in the pre-stressed anchor field, and the influence of the rock bolt support parameters and surrounding rock characteristics on the supporting effects were studied. Based on the latest research results, this paper analyzed the failure mechanism of surrounding rock of coal roadway, proposed the high strength anchor net cable combined supporting technology based on the feature of stress zoning distribution of surrounding rock, to provide reference for the coal roadway rock bolt (cable) support technology."

The in situ behaviour of claystone floors associated with the Wallarah, Great Northern and Fassifem Seams has been studied using a comprehensive suite of stress and displacement monitors. The instrumentation was supplemented by in situ and laboratory testing of the claystone materials. The instrumentation demonstrated that the presence of claystone floors is associated with floor heave, extra rib spall, and settlement of the pillar into the floor. Horizontal floor extensometers showed that the depth of extrusion of clay was limited to 1-2 in. A pore pressure transducer installed in a claystone floor demonstrated the possible existence of short-term undrained behaviour of the claystone. Long term swelling of destressed claystone was also documented. Settlement of pillars into claystone floors can be analysed using simple elastic theory. The assumption of plane strain is valid for most claystone thickness/pillar width aspect ratios. Floor heave can be analysed using bearing capacity concepts. However, it is considered that heave is the result of local bearing capacity failure in the rib spall zone. The advantage of this model is that the bearing capacity equation can be applied without resort to unrealistically high factors of safety.

Since 1991, Pittsburgh Research Center (PRC- formerly part of the Bureau of Mines) researchers have recorded extensive interviews with 30individuals who are experts in the area of mine emergency response. These individuals, who have an average of 35 years of mining experience and 29 years of mine emergency response experience, related stories and observations from events that they experienced during their combined 850 plus years in mine emergency response. The purpose of this effort was to gather information that could be passed onto both today?s and tomorrow?s mine emergency responders to train and guide them in handling future events. This is the second of two articles which report experts responses to questions about training for future mine emergencies. During the interviews they discussed how training should be conducted, who should be trained, and what topics should be included. This article will cover the third area: Topics that should be included in training for mine emergency response managers.

This report was limited to a search of available literature on under- ground methods to combat acid water pollution. From this review it is evident that very little work has been done in this specific area. It is also evident that there are specific areas of mining engineering and mining related hydrology and geology that need further research efforts to solve the many water problems. They are: (A) Composition, variation and availability for oxidation of sulfur in strata. (B) Rate of oxidation of sulfuritic materials. (C) In situ limestone and its influence on underground acid drainage. (D) Structural, stratigraphic and hydrologic character of old mining areas as a basis to make decisions about adjacent new mining areas. (E) Operational changes in mining methods to prevent pollution. (F) Sealants for underground coating to exclude water from contact with pyrite to inhibit formation of the contaminants. Such a program has been initiated on refuse piles. The prime purpose of this report is to investigate those practices which have been used to regulate or control water accumulation and prevent harmful mine drainage. A supplemental purpose is to indicate those areas which need further research to prevent underground mine water pollution.

The process to be described, whatever other merits (or demerits) it may have possessed, certainly proved a financial success under the conditions of the locality where it was introduced and where a refining process had been sought previously in vain. I have ventured to bring it to the notice of the Institute in the hope that it may prove of some interest as a solution of a practical problem, such as is often presented to the metallurgist in the remote mining regions of the West. The method was used first at the Lyon Mill at Dayton, Nevada, and has been adopted at other tailings-mills on the Cornstock. The past ten years have witnessed substantial development of electronic equipment for execution of process control functions. The methodology of giving instructions to the data-handling system and the organization of the system, both the equipment and instruction coding taken together, have developed simultaneously. Examples of the technology specific to the mineral processing industry can be cited. Approaches to system design developed for the Pinto Valley concentrator incorporating slave and master data processing have been described by Arney, and his associates (1974). Madge (1970) has described the hierarchical systems employed at the operations of Cominco Ltd. The Kennecott Garfield smelter is controlled by a system of microprocessors linked to a general purpose data processor (Marchant, et al., 1977). These systems provide innovative approaches to couple advancing technical capability in electronic data processing to the objectives of process management. The current state of the art described in this chapter is certain to require updating in the 1980's with the advances in technology anticipated.

Water supplies dependent upon induced infiltration can be developed by vertical wells, by infiltration galleries, or by horizontal water collectors. Each method is described and the advantages of water obtained by induced infiltration with respect to cost, chemical quality, and temperature are shown by specific water supplies. THE subject of ground water in industry is assuming increasing importance as new processes and new industries are developed. Industrial specifications of chemical quality and temperature for process water and for cooling purposes are becoming more rigid, and water must now have many properties to meet these requirements. As ground water is usually more constant in quality and temperature, many industries are turning to ground-water supplies to satisfy their growing need. As many published articles have stated during the past several years, the ever increasing demands have caused shortages of water supply in many localities throughout the United States. Although such shortages are generally of a local nature, they have given rise to many attendant problems, such as increased pumping costs, salt water encroachment, and rising ground-water temperatures. One partial solution to the problems of overdevelopment of the ground-water reservoirs in many areas can be accomplished by developing ground-water supplies that are dependent upon induced infiltration and by planning the use of underground reservoirs. These reservoirs can be filled during periods of excess precipitation and stream flow and can be emptied during periods of drought, in a manner similar to the use of surface reservoirs. In this way water that otherwise would be wasted into the oceans is salvaged during periods of excess. The development of water supplies dependent on induced infiltration is a relatively new concept and should be defined. When a well is pumped, the water level around the well is lowered in the shape of an inverted cone or cone of depression. As pumping is continued, the cone of depression will continue to expand, horizontally and vertically, until the quantity of water crossing the perimeter of the cone plus the recharge within the area of the cone is equal to the quantity of water being pumped.

"Garnet occurs in schists and gneisses in all provinces of Canada, all mainly in Quebec and Ontario. There is currently a renewed interest in exploration for economic sources of garnet for abrasive applications because of the inherent dangers from exposure to ground silica from sandblasting operations.High-quality garnet is used for lapping and grinding of glass and ceramics; for coated and bonded products such as sandpaper and cloth; and abrasive wheels for grinding and finishing various metals, woods, rubber and plastics. Low-quality garnet is used for cleaning and conditioning aluminum and other soft mewls, particularly by aircraft manufactures. Garnet may be added to grouting cements for oil-well drilling applications, and it has also been used for low- to medium-level radiation shielding. Garnet has been studied extensively by CANMET and its predecessor, Mines Branch, between 1917 and 1990. Twenty-nine studies relating 10 various aspects of beneficiation are presented and a review of the more important studies is presented. The information includes mineralogy, beneficiation methods, product sizes and analyses."

The measurement of greenhouse gas (GHG) emissions from primary aluminium production and inventory of these emissions of carbon dioxide and PF Cs have become an important issue for primary aluminium producers. Most global producers have either voluntary emission goals or emissions limits established through national regulatory requirements. International good practices for inventory of these emissions for national governments are established through the Intergovernmental Panel on Climate Change (IPCC). The current good practices, last updated in 2000, are being revised and are expected to be adopted by governments in the spring of 2006. There are a number of changes expected in the guidance that will impact how facilities account for their GHG emissions. This paper describes the changes to the guidance and the implications of these changes for aluminium producers.

High-fidelity, immersive training is known for its learning and logistical benefits. While other industries have used virtual reality (VR) for decades, the same uptake has not been seen in mining. NIOSH recently developed an adaptable, scalable VR training platform, VR Mine Rescue Training (VR-MRT), which has attracted significant industry interest. NIOSH is using VR-MRT to understand the barriers to adoption and implementation of VR. As a part of a larger effort to assess the effectiveness and implementation of VR-MRT, researchers have conducted pre-implementation interviews. In this paper, the authors use feedback from individuals at various implementation levels to assess the acceptability and appropriateness of VR-MRT and identify potential implementation barriers for VR more generally. Researchers also describe ongoing efforts to overcome these barriers as NIOSH works to position VR-MRT as a supplemental resource more generally for mine safety training.

THE purpose of this study is to investigate the effect of agitation upon the flotation of chal-cocite. It is believed that the concentration of collector which is required to produce a water-repellent surface upon the mineral is determined among other things by the rate of collector diffusion through an impeding film of more or less stagnant fluid. Its thickness depends upon the intensity of agitation. In the first part of this study a method is developed for determining the thickness of the fluid film upon a polished surface of synthetic chalcocite. The film thickness is then determined as precisely as possible under three readily reproducible condi-tions of agitation intensity. These determinations serve as a quantitative evaluation of agitation. In Part 2 it is demonstrated that in solutions of lime at PH 10.5 and in the absence of air or dissolved oxygen the concentration of collector required to develop water-repellency upon the surface in any given time is a function of the fluid film thickness, and that after about 10 min the relation becomes linear. This points to the possibility that the collector ions may be involved in a diffusional process through the fluid film. In Part 3 it is shown that where air is present more collector is required to produce water-repellency than for the case in which air is excluded. Next, it is shown that for the latter case the most minute amount of sodium sulphide suffices to preclude development of water-repellency. Both oxygen and sulphide are in a sense, therefore, depres- sants for chalcocite in a lime solution at PH 10.5. When oxygen and sulphide are present simultaneously there is a region of minimum critical collector concentration for water-repellency which is very markedly lower than the concentration where oxygen alone or where sulphide alone is present. Moreover, this minimum appears to be identical with the collector concentration which is required where sulphide and oxygen are both excluded. This would appear to indicate that in certain ranges of concentration of oxygen and sulphide, each cancels the effect of the other. The range of concentration of solution for this effect in solutions saturated with oxygen is a function of the agitation intensity. Thus we are led to believe that a chemical reaction involving sulphide and oxygen occurs at the surface of the chalcocite. Part 4 of this study is a further development of this idea and some of its consequences from an electrochemical standpoint, while in Part 5 the disappearance of sulphide from pulps of several minerals is noted with an indication that both dissolved oxygen and the mineral are necessary, the reaction being catalytic or pseudocatalytic. Part 1. Determination of Fluid Film Thickness The Fluid Film Concept: The hindrance to the diffusion of collector to the surface of the chalcocite is a barrier of stagnant fluid in the vicinity of the surface. It is the same barrier that limits the rate of transfer of heat, the rate of solution of dissolving crystals, or any of the other rates pertaining to chemical engineering unit operations in which the film resistance to diffusion plays a principal role.' Fluid films are present upon the surface to an extent which varies with the geometry and intensity of agitation. They result from the fact that in the region within the fluid near a surface, motion is entirely parallel to it. The Achotla mill of the Cia. Minera de Penoles is of special interest in that it is one of the few still employing the chloridization process. The ore milled comes from the Suriana mine and consists of both oxide and sulphide, from neither of which can the gold or silver be extracted by a simple cyanide treatment. The mill was built in 1927, after several years of study in the development of the process1, and operated from December of that year until October 1930. Operations were resumed in February 1935, and have been continuous since, treating approximately 5000 tons per month, while the mine is getting up to full tonnage of 6500 tons per month. Transportation of Supplies The property is in Guerrero, Mexico, some 175 km. by airline southwest of Mexico City. The mill site is at Temisco (Fig. I), 8 km. from the Balsas River and 4.8 km. by aerial tram from the mine. At Temisco are the general office, shops, warehouses and laboratory serving both mine and mill. Here sufficient water is available either from a small creek running through the property or from the Balsas River, also convenient and ample storage space for the tailings. With the exception of the mine timber and a few native building materials which may be obtained locally, all supplies for both mine and mill are brought down the Balsas River from Balsas, the terminal of a Mexican National Railway line out of Mexico City. The method of transportation on the river is interesting. Rapids with very fast water are numerous, prohibiting the use of mechanically propelled boats. Those used resemble large, flat-bottomed rowboats some 22 ft. long by 8 ft. wide (Fig. 2). They are manned by two oarsmen sitting in the bow, each handling one large oar, and usually another man in the stern who, with his oar, assists in steering the boat, especially when the rapids are run. APATITE, the most abundant crystalline phosphate mineral, is found in igneous rocks and probably is the primary origin of all other phosphates, whether mineral or organic. Its chemical formula may be expressed as Ca5(Cl,F) (PO4) 3. The chlorine may be replaced almost entirely by the fluorine. It is found in large or small hexagonal prisms, usually of a vitreous luster and a green or red color, but also violet, white, or yellow. It is found largely as an accessory mineral in granitoid rocks. Its hardness is 4.5 to 5 and its specific gravity is about 3.2. There are many other phosphate minerals-for instance, amblygonite, autonite, collophane, lazulite, monazite, pyromorphite, torbenite, triphylite, turquoise, vivanite, wavellite-with base elements of calcium, magnesium, iron, aluminum, manganese, lead, cerium, lanthanum, lithium, or several of these in combination and with various amounts of water of crystallization. However, these phosphate minerals have but little value save as specimens for mineral collections, the exception perhaps being turquoise. While large deposits of igneous apatite are mined today for the production of fertilizers and chemicals, more than 90 pct of the world phosphate production is derived from secondary apatites, called phosphorites. These calcium (and magnesium, aluminum, and iron) phosphates have been formed in the alteration of sediments by solutions containing phosphoric acid. Such solutions have come from the weathering or leaching of igneous rocks containing apatite, bone deposits of prehistoric animals and marine life, or guano deposits (excreta of birds). These phosphorites are mostly alterations of phosphatic limestones that took place slowly over many years. Whether it is apatite or phosphorite that is being produced, it is known in the trade as "phosphate rock." The sedimentary phosphate deposits are of marine origin. Some, as laid down, were rich in phosphate or have become so by subsequent subaqueous action and have not been further enriched since emergence from the sea. Some were originally phosphatic limestones or marls from which calcium carbonate was dissolved away by waters containing carbon dioxide, in which calcium carbonate is much more soluble than

In this discussion of stress-corrosion cracking of widely used copper-base alloys, no attempt has been made to prepare an extensive review or bibliography since this has been quite ably covered by other investigators. An excellent bibliography was published by H. P. croft(1)2 in connection with his studies of stress-corrosion cracking in mercurous nitrate solutions and his analyses of the magnitude and distribution of stresses in brass parts. We are reporting on a few of the results which have been obtained to date in connection with an ammonia vapor test and an alternate immersion test. These are accelerated corrosion tests for determining the susceptibility of materials to failure from season or stress-corrosion cracking due to the presence of moist ammonia and oxygen so prevalent in nature. Our experiences with the ammonia test seem to indicate that it is a more searching test, than the mercurous nitrate test.

This paper was prepared as a supplement to the general review by Dr. N. G. W. Cook. His analysis of the problem in terms of the strain energy involved in making the excavation is excellent. It will contribute much towards a clearer understanding of rock behavior and control. Several of the practical applications described herein can be directly related to Dr. Cook's theories and conclusions, and are based on the very same principles. CONTROLLED BLASTING IN ROCK EXCAVATION Generally speaking, the natural rock is a relatively strong and competent structural material, if we conserve its inherent good properties and perhaps reinforce its weak spots. The difficulty often lies in blasting out the tunnel or chamber without damaging the walls and roof we wish to have remain afterwards. Much progress has been made in the last five years in better understanding the controlled excavation of rock. The specialized techniques known as smooth wall blasting and presplit blasting have now developed from the status of curiosities of rock excavation to the point where these techniques are specified in contracts drawn up for such rock excavation projects as tunnels, underground pourer houses, etc. These techniques have been well described and discussed in previous publications; there is no need to reiterate here. It might be well to point out that recent research has demonstrated the effect that inherent rock stress may have on presplitting in certain directions. Material can be presplit most readily parallel to the direction of maximum compressive stress, and this may not always be in the direction desired. Inherent rock stress measurements by stress relief over coring, etc., may have important value in deciding how to best presplit proposed excavations.
