After European Council’s Directive 93/15/EEC of 5 April 1993 on the harmonization of the provisions relating to the placing on the market and supervision of explosives for civil uses, the so called ”Intra-Community Transfer of Civil Explosives” has been possible between users in the member States of the European Union. In line with this new approach, the placing on the market and the supervision of explosives for civilian use are subject to essential safety requirements. The explosives market in Italy is regulated by the ”day consumption of explosives” that imposes the user to have on site just the strict quantities of explosives and accessories that are necessary for the daily drill and blast activities. Any eventually advanced explosives’ quantities should be destroyed, either returned to the provider’s magazine until the 24:00 hours of the same day.

In the fully mechanized top caving mining of steeply inclined, extra-thick seams with variable angles, the mechanisms of roof rock movement, failure, caving and filling are highly complex. This is due to the varying angle of coal seam in different areas, which makes rock–equipment stability control challenging. In this paper, the surrounding rock deformation and failure mechanisms, bearing structure of the overburden, and working characteristics of the supports are elucidated. The principle and key technologies of rock–equipment stability control are presented and applied to control the overburden of the regional failure and realize safe and efficient mining of the working face.

Significant improvements in surface conditions or mechanical properties of steels have been attributed by several investigators to ladle additions of small quantities of rare-earth metals or their oxides. To investigate systematically these effects in wrought and in cast plain carbon and alloy mechanical steels containing approximately 0.35 percent carbon, heats of four representative compositions were melted by the Bureau of Mines in a 4-ton open-hearth furnace. Each heat was cast into three sets of ingots to exemplify respectively, treatments with (1) rare-earth metals, (2) rare-earth metal oxides, and (3) an untreated set as a control. The development of melting, casting and rolling practices is described and discussed. Lance injection of oxygen shortly after melt raised the temperature of the metal immediately as much as 500° F., principally because mechanical agitation exposed the high-carbon metal to the flame and furnace root. An exceptional degree of superheat in the metal at the termination of the refining period was attributed to oxygen injection during the refining period. Bath temperatures higher than industrial practice were permitted by the all-basic furnace lining. Rates of carbon elimination as high as 0.036 percent carbon per minute were achieved by oxygen injections.

Secondary recovery projects often are not started in oil reservoirs until dictated by rising GOR's or declining oil production. Such circumstances require a well dispersed injection pattern to prevent the oil bank from bypassing the production wells. Many times this purpose is served by using the five-spot or line-drive patterns, in which half of the wells are made injection wells. A regular injection pattern is proposed that is based on the same well spacing as the five-spot but in which only a third of the wells need be converted to injection wells. Fluid flow model studies on this proposed pattern show that production histories will be as good as those for a five-spot pattern at mobility ratios of three and above. The model data are presented in a form that may be used to predict recoveries from both homogeneous and stratified formations. Introduction The injection of fluid into a petroleum reservoir usually is prompted by an actual, or predicted, loss in the productivity of the reservoir. Often, an oil reservoir is produced by pressure depletion until high GOR's dictate a change in policy. Fluid injection also causes increased ultimate recovery, but this usually is of less importance to the operator than is the maintenance of the production rate. It is a fact that the ultimate recovery in any particular fluid injection project is relatively independent of the number and spacing of the injection wells as long as the reservoir voidage through the production wells is balanced by the total injection rate. However, the response of a production well is directly affected by the distance it lies from an injection well. In places where the well productivities are declining, the injection wells should be spaced as evenly as possible among the producing wells ("dispersed" injection pattern). More particularly, if the production response depends upon the formation (and subsequent production) of an oil bank, each production well should be surrounded by injection wells. Otherwise, the oil productivity will increase very little as the oil bank moves past the well.'.' An evenly spaced injection pattern has the best chance of generating an oil kick in the production wells. If reservoir voidage and injection rates are to be equal, the ratio of injection wells to production wells must be equal to the ratio of the average injectivity to the average productivity (in reservoir volumes). This ratio is in strumental in choosing the injection pattern. Table 1 shows the production well to injection well ratio for the dispersed injection patterns that have been described in the literature.'-' All of these patterns will have comparable recoveries and response times (for the same basic distance between wells). The choice of pattern there fore depends upon the relative injectivity and productivity of the wells and upon the type of drilling pattern employed. Another important factor may be the ability of the proposed production wells to make up the lost productivity from those wells converted to injectors. These factors become more pronounced at the higher oil viscosities (low gravity oils). All other things being equal, the probable ratio of single well injectivity to single well productivity will be equal to the water-oil mobility ratio of the proposed flood. Thus, high mobility ratios (due to low gravity oil) should call for fewer injection wells — as long as these injection wells are "dispersed" to obtain more even pro duction response for the remaining wells. Secondary re covery projects in oil reservoirs seldom, if ever, will have mobility ratios requiring more injection wells than production wells. Thus, only the last five of the patterns listed in Table 1 will be of significant interest in oil recovery. DOMEST1C production of carbon black in 1963, remained at about the same level as in 1962. Carbon black produced by the furnace process increased 2 percent to 1,880 million pounds in 1963 and accounted for 91 percent of the total output. Channel black production continued to decline and was 14 percent less than a year ago. Shipments during 1963 totaled 2,098 million pounds, a 1 percent increase for the year. An increase of 88 million pounds in domestic sales was partially offset by a decrease of 72 million pounds in carbon black exports. Total value of carbon black production in 1963 was $148 million. The average value per pound was 7.18 cents or 0.12 cent per pound more than in 1962.

The extent to which sizing by sieves should be carried, as a preliminary to the separation, by jigging, of minerals of different specific gravities, has been a matter of controversy for many years. The subject has been investigated by several authorities, yet the ground does not seem to have been completely covered, nor are the questions involved entirely settled. For my present purpose I shall refer to but three investigators—Rittinger, Munroe, and Hoppe. In seeking additional light, I have gone over part of the old ground which has been considered satisfactorily settled; and since these preliminary tests have thrown light on some points, they have been included in this paper. In the investigations here described, I have confined myself, for several reasons, wholly to small sizes—grains of 0.1 inch in diameter and less. Rittinger's work was mainly done upon larger sizes, and there is much need among millmen of information concerning the smaller sizes. Moreover, these sizes brought the investigation within the means at my disposal. The laws that have been claimed as the laws of jigging by the several authorities are: 1. The law of equal-settling particles. 2. The lam of interstitial currents. 3. The law of acceleration. 4. The law of suction. The first of these has been considered by investigators, generally, to be the most important of all, and the larger part of the work of jigging is thought to be governed by it. But that it does not cover the whole of jigging is clear to all; and to account for the increased efficiency which we may call the extra jigging-catch, the other three laws have been advanced. The US minerals posture will be increasingly dominated by three interrelated factors. First, when viewed over the long range, the US supply situation can be expected to steadily deteriorate as demand increases. Domestic high-grade ores have been used up, and other nations compete with the US for world supplies. Second, as environmental awareness becomes more acute, an aroused citizenry is demanding that minerals industries conform their operations to rigorous new standards. Finally, the changing energy situation that confronts the US is forcing an appraisal of energy-use patterns on operations previously guided solely by economic principles and not by national priorities. While future US mineral production and consumption patterns are unclear at this time, it is certain that US demand for minerals will continue to outrun domestic supply. Thus, the US is faced with a challenge of producing more minerals and metals from lower grade resources. Meeting this challenge means a strengthening of US research and development efforts, coupled with their application in the remaining leadtimes available. Some specific examples of how the US Bureau of Mines (USBM) is assisting in the processing of low-grade resources follow.

Four solvent extraction systems were studied to determine their efficiency jor extraction and separation of tantalum and columbium. Aqueous feed solutions of varying HF-HCl concentrations and metal content were contacted with equal volumes of cyclohexanone, 3-methyl-2-butanone, and 2-pentanone and solutions of varying HF-H2S04 concentrations were contacted with equal volumes of 2-pentanone. One multistage continuous test was made in a polyethylene pulse column using cy clohexanone as the organic phase. In each system studied, columbium and tantalum purities in excess of 95 pct with respect to each other were obtained in single-stage tests at low acidities in the feed solution. Separation factors ranging from 1700 to 2400 were obtained when rising HF-HCl mixtures in the aqueous phase. Best results were obtained when a solution of HF-H2S04 was used as the aqueous phase and 2-pentanone as the organic phase. A separation factor in excess of 6000 was obtained in one stage with aqueous solution concentrations of 2 _N HF and 2N H2S0,. When acid concentrations were increaszd to 52 HF and 10 _N H2S0,, 99.9 pct of the tantalum and 98.2 pct of the columbium initially present in the feed solution were transferred to the organic phase. The separation of columnbium and tantalum obtainable by means of the solvent extraction systems presented in this paper was found to corn -pare favorably with other systems, including the HF-H2SO4-methyl isobutyl ketone system currently used by most producers for the extraction and separation of these metals. TANTALUM and columbium are always found together in minerals of commercial significance, although the proportion of the two metals in ores varies within broad limits. Columbium is estimated to be 13 times more abundant than tantalum. Five methods generally employed for the separat:ion of these metals are: 1) fractional crystallization (the Marignac process),2 2) solvent separation, 3) fractional distillation of their chlorides, 4) ion exchange, and 5) selective reduction. Of these methods, the one currently used by industry to the greatest extent is that of solvent separation. One of the early technical developments in solvent separation of tantalum from columbium was reported by the Bureau of Mines: the HF-HC1-methyl isobutyl ketone system; data were presented for both laboratory and pilot-plant experimentation.3 Of twenty-eight organic solvents tested for their ability to extract tantalum from an HF-HC1 solution of columbium and tantalum, 3-pentanone (diethyl ke-tone), cyclohexanone, 2-pentanone, and 3-methyl-2-butanone were chosen for further study. Data on the HF-HC1-diethyl ketone system has been published4 and data describing the use of cy clohexanone, 2-pentanone, and 3-methyl-2-butanone as the organic phase are included in this report. RAW MATERIAL The source of tantalum and columbium oxides for this study was ('Geomines" tin slag from the Manono Smelter, Cie Geomines, Gelges, S.A., Congo. In order to extract the valuable Ta-Cb content, the slags were carbided, chlorinated, and the sublimate from chlo-rination was hydrolized and washed free of chloride with water. The washed material was air-dried and stored in a stoppered container. Throughout the paper, "feed material" refers to this mixture of hydrated oxides which was employed because of its high solubility in aqueous solutions. Typical analysis of the hydrated oxides is shown in Table I. I) HF-HC1-CYCLOHEXANONE SYSTEM Batch Separation. Effect of Acid Concentration. To determine the effect of varying the acid concentration upon the transfer of tantalum and columbium, a series of tests was made in which approximately 2.5 g of feed material was added to 25 ml solutions of 2, 4, 6, 8, and 10 N HF and 0 through 5 N HC1. Tantalum pentoxide concentration of the solu%ons was approximately 21 g per liter and columbium pentoxide was 14 g per liter. These starting solutions were shaken with equal volumes of cyclohexanone in 100 ml polyethylene bottles for 30 min. The phases were carefully separated in 125 ml glass separatory funnels. The time of contact of the solutions with the separatory funnels was kept at a minimum to reduce silica contamination. The measured phases were separated into 400 ml polyethylene beakers and the metal contents of each were precipitated by addition of an excess of ammonium hydroxide. Precipitate from each phase was filtered on ashless filter paper, ignited at 800" to 1000°C for 45 min, weighed, and analyzed by X-ray fluorescence.5 Data tabulated in Table I1 and illustrated in Fig. 1, show that maximum separation of tantalum from columbium for each HF concentration was obtained with no HCl present. Long-term metallurgical coal contracts for high quality, medium volatile, bituminous coal have been signed with nine Japanese buyers for 1.7 mty, and the balance of 0.6 mty will be thermal coal production.Plant construction began in the spring of 1982, and in May 1983, preproduction waste and overburden removal in the mine will commence. The plant should be fully operational by December 1983, and first vessel loading at the Ridley Island port is scheduled for January 1984."

LABOR. conditions have finally caused rock-drilling machines to supplant hand drillers in the Japanese mining industry, and have encouraged this study. During a period of three years 25,000 tests were made on 67 different American, Japanese, and European rock drills, using, respectively, the Paynter testing machine, and drilling in granite and limestone. Recorded were: air consumption, speed of rotation, torque of rotation, foot-pounds of striking energy, air pressures, input horsepowers, and speed of rock penetration. The author expresses his views on the interrelation of these factors and offers theoretical support, as well, by formulas based upon the mechanics of impact. He discusses the different designs of the valves, cylinders, piston hammers and rotation devices involved in the different types of rock drills, with respect to their merits and defects and offers conclusions about the factors that should be considered in the new design of a superior rock drill. The author's mathematical demonstrations and arguments for a value of "best feed clearance" of the drill bit from the rock are based upon the hand-operated screw-fed type of hammer drill. Automatic feeds have not been considered in this paper except for the tests on one drifter with air feed, 10 air-feed stopers, and some hand-held blockholers. The following classes of drills, with one of each model, size, or type, were tested: 23 heavy drifters, 34 light drifters and hand-held drills, and 10 stopers. Coal has been fighting a rear-guard action since the last World War. The battle against competitive fuels has been largely guerilla warfare with more sniping within the ranks than of organized opposition. Oil and natural gas are the fuels that over these twenty odd years have driven coal backward and out of many profitable markets. Now, somewhat timidly, the coal industry is trying a new weapon; namely, Research, or let us more properly say, Organized Research. Engineers have been designing this weapon for many years, supported by those interested in coal, including some coal producers. A part of this pioneer work has been Fundamental Research, the Ph.D. kind that is over the heads of most of us. Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. Need foR Coal Research To utter "Research" is to use the modern magic word; to conjure up the miraculous—rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privatelyfinanced research is just started in the Pennsylvania anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 2 5 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200,-000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1 ,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

Coal has been fighting a rear-guard action since the last World War. The battle against competitive fuels has been largely guerilla warfare with more sniping within the ranks than of organized opposition. Oil and natural gas are the fuels that over these twenty odd years have driven coal backward and out of many profitable markets. Now, somewhat timidly, the coal industry is trying a new weapon; namely, Research, or let us more properly say, Organized Research. Engineers have been designing this weapon for many years, supported by those interested in coal, including some coal producers. A part of this pioneer work has been Fundamental Research, the Ph.D. kind that is over the heads of most of us. Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. Need foR Coal Research To utter "Research" is to use the modern magic word; to conjure up the miraculous—rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privatelyfinanced research is just started in the Pennsylvania anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 2 5 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200,-000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1 ,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

INTRODUCTION Boom-type miners mechanize the cutting and loading of a solid face of rock having a compressive strength as high as 124 MPa (18,000 psi). These machines differ from continuous miners in that they can cut much harder rock for any given cutter-motor power. In addi¬tion, a boom miner is more flexible, selectively cutting any cross-sectional configuration from circular to square arched faces, 1.57-rad (90°) turns, and mixed faces. The basic operational concept of these machines, utilizing a rotary cutterhead mounted on a slewing boom, gained importance in Europe during the 1960s, where, due to their specialized use in roadway development in coal mines, they were called roadheaders. Along with continuous miners, boom miners share the ability to fully mechanize the cutting and loading of rock, while eliminating the need for explosives and the shattering and overbreaking of roof and rib rock that is normal with conventional mining methods. The machines are crawler-mounted and most have a gathering-arm load¬ing system that, moves the cut rock onto an internal chain conveyor, subsequently discharging the rock into a transport device such as a shuttle car or a bridge conveyor. Light- to medium-weight boom miners are cutting softer rocks and minerals successfully, including coal, shale, rock salt, potash, phosphate, weak sandstones (e.g., those associated with uranium ore), and other softer ores such as iron. Heavy third-generation ma¬chines have extended rock cutting to much harder ores such as borate, oil shale, and almost all rock associated with coal seams, except for the harder sandstones and limestones. The mention herein of specific manufacturers, brand names, or models is made by way of example only and does not constitute endorsement by the author or The Pennsylvania State University. TYPES OF BOOM MINERS All boom miners utilize drag bits fixed on a rotary cutterhead that is powered by an electric motor mounted in the slewing and elevating cutter boom. The cutter¬head is either a ripping or a milling type, and the machines have evolved through three generations (Boldt, 1977). As shown in Fig. 1, only one boom miner cur¬rently produced can use both ripping and milling cutter¬heads on one machine. Table 1 lists boom-miner models built in large num¬bers and/or successfully used or marketed in North America. Table I excludes machines of which only a few have been produced and none sold in North America, such as those manufactured by Demag, Eick¬hoff, Paurat, and Thyssen-Rheinstahl. The only Ameri¬can boom miners are the F-16 and Super ROC¬MINER"', manufactured by AEC, Inc., State College, PA. Machine Generations Three generations of boom miners can be distin¬guished according to their times of introduction, their rock-cutting abilities, and their weight classifications. Fig. 2 illustrates typical best-practice production rates possible from boom miners for selected cutter-motor power sizes (other power figures can be interpolated). Originally, mining machines were actuated by purely mechanical mechanisms comprising cams, levers and gear trains, which became more and more complex as demands were made for additional operations that would increase mine tonnage. To simplify these intricate machines, development engineers began utilizing the principles of high-pressure hydraulics long employed for the control of various machine tools. The resulting specificially developed hydraulic systems are. now literally the heart of the mining machine. During world war NO. 2, very little fundamental change in design was made in existing mining machines, but because of the recognition of the merits of hydraulic application to the machines of war, it is reasonably certain that hydraulics will be applied to mining machines in the future to a much greater extent. This potential future indicates that a more thorough knowledge of hydraulics and its maintenance must be incorporated in mine operation. Maintenance of high-pressure hydraulic equipment varies considerably with respect to mine practice and conditions. The success or failure is largely dependent upon the hydraulic fluid and its care. Since all successful hydraulic systems have been designed around the use of mineral oil as the fluid, a complete analysis of this prime factor should be made to make clear the requirements of the fluid in a hydraulic system. Contamination of Oil Manufacturers of mining machinery usually have specified an S.A.E. rating or viscosity index of the proper mineral oil for use with their respective machines without considering the fact that many oils will meet these specifications but will not give the desired life or efficient operation. Hydraulic fluid should be specified as a good grade of mineral oil, such as turbine oil, having rust and oxidation resistance. It must have high chemical stability, high lubricity, and proper viscosity. These factors will minimize maintenance costs by reducing wear and the consequent replacement of parts, and at the Same time will lower costs for the oil by extending its life. Rulk purchases of oil should be limited to small sealed containers provided with a Proper pouring spout, thus reducing the possibility of contamination of the oil before it reaches the mining machine. The introduction of foreign matter, such as sand, water, coal dust and residue oil left in filling containers, will cause untold damage and maintenance expense. Sand, being one of the best natural abrasives1 will soon wear the close tolerances of the various hydraulic mechanisms to an extent that will necessitate complete replacement. Water is considered normally insoluble in oil, but because of the churning action of a hydraulic system water is broken down to particles so small that they remain in suspension.
