The Mungana group of mines, in the Chillagoe district, yielded 334,000 tons of ore giving 31,831 tons of lead, 7,907 tons of copper and 3,228,600 ounces of silver. The Girofla mine produced approximately 220,000 tons of ore, and with the Lady J ane mine supplied most of the ore from this centre. The deposit was discovered in 1888, but active development did not commence from the main shaft until 1898. A subsidiary of the New Chillagoe Railway and Mining Co. Ltd., the Mungana (Chillagoe) Mining Co. Ltd., worked the mine from 1902 until 1914, selling copper, copper-lead, lead ores and fluxes to the smelters at Chillagoe. The smelters stopped operations in 1914 when the richer ores of the Girofla had been worked out and production from the Lady Jane had ceased due to heavyground and fire. The Girofla shaft was 823ft. deep with a cross-cut at 810ft. At the 710ft. level contour drives had delineated the orebody, which had been stoped about 10ft. above the level. Except for flux ores which had been stoped only for favourable smelter tariffs, the orebody was practically exhausted above the 610ft. leveL Under company ownership the mine yielded 139,265 tons of an average grade of 4.QlYr copper, 16.2% lead and 12.5 oz. per ton silver.In 1921 the Queensland Government re-opened the mine and worked it until 1927. The North Lode (Fig. 2) was discovered almost immediately at the 100ft. level and was worked down to the 410ft. leveL The ore from this branch and the completion of the stope at the 710ft. level yielded about 80,000 tons of ore averaging 0.4 copper, 9.8 lead and 7.8 oz. per ton silver during this period.

INTRODUCTION A way of producing 3,000 tpd from the El Mochito Mine was needed. Of this production, 2,000 tpd must come from the San Juan orebody. The original sub-level stoping method did not give satisfactory results due to ground instability, and the highly irregular ore/waste contacts encountered . The experience gained from the initial system helped guide research into the ground instability problem. Results from this work, combined with knowledge gained about the orebcdy configuration, defined constraints that were previously not fully appreciated. These constraints, and others, combined with objectives, were considered together to develop a new mining method. No single technique was found to be suitable, so a hybrid mining system was developed. A combination of ramping, cut and fill, and vertical crater retreat, with an option to use top heading and benching was developed. To complement the mining system, the type of equipment needed was decided upoun. Also, to support the mining system at this expanded rate of product ion, major modifications of existing infrastructure were required. THE EL MOCHITO MINE The El Mochito Mine, of Rosario Resources Corporation, has been in continuous product ion since 198. The mine began operations in April of that yeas at a rate of 100 tpd. The reserves in 198 were 100,000 tons of silver ore assayed at 1,250 grams per tonne. As of the end of 1979, the El Mochito orebodies have produced over 5.6 million tonnes of ore averaging 516 grams per tonne silver, 6.8 lead, and 7.8% zinc. Present ore reserves are about 7.9 million tonnes, averaging 138 grams per tonne silver, 4.6% lead, and 8.7% zinc, with minor quantities of copper, cadmium and gold. An expansion plan to increase mill production two fold to 2,500 tonnes per day is underway. This expansion will require the mine to produce 3,000 tpd. The mine consists of numerous orebodies, all of which have been mined to a certain extent. Of all the orebodies, the San Juan contains 8% of known reserves. This amounts to about 6.7 million tonnes. The significance of the San Juan orebody to the future life of the El Mochito Mine is obvious. If the required mine production of 3,000 tpd is to be sustained, the San Juan must be the source of the majority of that production. Due to the mineability and overall logistics concerned with the other orebodies, the San Juan must be able to reach and maintain a production rate of 2,000 tpd by 1982. GEOLOGY OF THE SAN JUAN OREBODY The El Mochito Mine is a classic example of a chimney replacement deposit in limestone. Similar deposits axe found in Mexico, at the Naica, Providencia, and Santa Eulia Mines. The El Mochito Mine is located at the south- western end of the Sula Valley on the western edge of the Honduras Depression in the Central Cordillera and Central Highlands of Honduras in a setting of Mesozoic sediments. The orebodies occur in a structural basin developed between NNE trending normal faults and apparently hinged on the south end. Topographically, the Mochito Basin lies between the uplifted Santa Barbara mountain in the west and the Palmer Ridge on the east. The San Juan orebody occurs near the intersection of the NE trending San Juan fault and the ENE trending Porvenir fault. The downward continuation of the orebody is controlled by the westward rake of these NW and N dipping structures. The discovery of the San Juan orebody is attributed to analysis of structural evidence of known ore deposits by in-company geologists. The composition of the San Juan orebody is primarily garnet skarn, with local concentrations of hedenbergite and magnetite. The economically important sulfide mineralization consists of (in decreasing abundance), sphalerite , galena, pyrrhotite , and chalcopyrite. There is some indication that a Cu-Ag mineral such as tetrahedrite may also be present. The skarns were formed by replacement of the original limestone by hydrothermal water migrating upward roughly along the intersection between the Porvenir fault system and the San Juan fault system. Textural evidence suggests that the orebody is a composite of several pulses of hydrothermal activity which would explain, in pat, the great irregularity of the contacts and the large horizontal variation in mineralogy. A general pattern of skarn types can be seen in the orebody, partially accounting for the observed lateral variation in grades. This zonation is very generalized, and one or more zones may be missing in any given locality. The orebody is almost invaxiably surrounded by a 2 cm to 25 cm zone of bustamite skaxn with low values. During 1984, minerals exploited in Burundi included gold, kaolin, lime, and peat. Over 1,100 troy ounces of gold was extracted and traded during the year as a result of the lifting of the Government ban on gold mining in mid-1983 and the establishment of an artisan mining program and licensed trading counters. Almost 2,000 tons of kaolin was mined for the manufacture of insecticides. Lime production was for domestic fertilizer applications. Amoco International and the Government signed an accord late in the year for a petroleum exploration program covering 600,000 acres of Burundi's onshore Ruzizi Plain and part of northeastern Lake Tanganyika. Amoco was expected to begin the exploration program by mid-1985. Anticipated program costs could run as high as $200 million.2 The Finnish company Ekono Oy completed its peat industrial energy development studies for the Buyongwe peat deposits of northern Burundi by the end of the year. The project assessed the quantity and fuel quality of 13,000 hectares of peatland and was part of a larger study for developing the Musangati lateritic nickel deposits of Burundi, estimated at 3% of the world's reserves of nickel. The Buyongwe peat would fuel dryers and an electrical generating plant for supplying power to nickel ore processing facilities. Briquetted peat would also be used as a substitute for wood and charcoal, presently the main sources of rural energy in the country and rapidly depleting because of deforestation. The study also evaluated the most economical methods to harvest the peat bogs. The study was financed by the International Development Association (IDA), United Nations Development Program (UNDP), Finnish Aid-Finnida, and the Burundi Government.

Application of computers to present-day open-pit mining with bucket wheel excavators (BWE) is discussed. The development of the wheel excavators and their use in mining are discussed along with the necessity for building a computer model of the bucket wheel and the mathematical formulation of the problem. The simulation procedure, testing the model, and test results are summarized. Even though the mining industry in 1966 produced more ore than ever before, current extraction rates are only a fraction of what is expected in the later years of the 20th century. Nearly 90% of all metals and mineral products consumed last year was recovered by open-pit mining. This has placed great pressure on this segment of the industry which has, consequently, resulted in some spectacular developments. With increasing size of projects, the need for increased sophistication of engineering, planning, management, and administration of modern mining installations has never become more apparent. The design of complete systems for the mine and plant that fit the mold of today's business and social environments is undergoing an evolutionary process. Traditional concepts in mine development and operations are being sidestepped in favor of new ideas and principles. As the overburden thickness increases, materials handling presents a major problem to mining companies, especially those concerned with the mass production of ore and waste from low-grade deposits. The profit margin here is likely to be significantly less as to take chances with capital investment. Constant efforts are needed to improve upon productivity if the ore is to be economically mined. The development of vast low-grade deposits and thick overburden deposits calls for better tools to handle the enormous amount of materials. A natural solution to this problem is the use of bucket wheel excavators (BWE), which employ a continuous cutting head to feed the materials handling system. High productivity, versatility, economy of operation, and adaptability to most types of haulage systems combine to make BWE's attractive for large earth-moving operations. "Operating costs are being pushed down by the impact of giant haulage units, by high-speed conveyors, and computerized railroads. Matching all these with the continuous output of BWEs, one can visualize increased production at much lower costs." Historical Background The wheel excavator, which was patented in Germany in 1913, made its first appearance in an open-pit lignite mine in 1920. From this early beginning, however, BWEs were slow coming into practice. Initial developments were dampened by many design problems. From 1936 onward, major developments in design improved the wheel's ability, capacity, and versatility. A literature survey shows that wheel excavators are being used in Australia, Zambia, South Africa, the Congo, India, Indonesia, Czechoslovakia, Russia, Great Britain, Guyana, Yugoslavia, Morocco, Germany, Canada, and the U.S. for mining and loading chalk, lignite, clay, sandstone, phosphate, broken ore of iron, coal, shale, loose and semi-loose rock overburden.' A recent LMG* BWE at work in a German lignite mine weighs 6790 tons with an hourly capacity of 11,000 cu m. Although the BWE has wide applicability, its application to new mining areas poses a problem. Because of the large capital investment involved in BWE application and the narrow profit margins in mining low-grade ores or coal at depth, little margin of error can be tolerated in the selection, design, and operation of these machines. The questions that need to be answered prior to installation of a BWE for a mineable deposit are: 1.) What are the anticipated BWE performance characteristics? 2) Which method of BWE operation is most efficient? Attempts to answer these questions require a thorough knowledge of the mining system and the BWE operation. One approach is the building of a computer-ori-ented simulation model to determine how information and policy create the character of the BWE system under consideration. BWE Operation Modern BWEs generally excavate in blocks. Fig. la shows a BWE working in an established cut. The wheel is positioned to travel on the pit floor in line with the top edge of the old highwall. As it advances, a new highwall is exposed in the direction of excavation. Digging is done by rotating the wheel, swinging it from side to side in long parallel arcs, and "crowding" into the bank, by advancing the entire machine, or by the travel of the digging boom if an automatic crowd is available (Fig. lb). A second way by which the wheel can be advanced into the bank is by the falling cut method. A brief description of each of these methods follows. Cut with a Crowding Machine: At the end of every swing, the digging boom can be extended by the thickness of cut desired and the boom swung back in the reverse direction. Obviously, the thickness of bank excavated does not vary with the boom position; therefore, the slewing motion of the boom is fairly constant for uniform output. Poor phase separation and fine dissemination of the desired components within congruous slag phases are key challenges limiting the recoverability of values from slags by conventional beneficiation methods. Slag microstructure conditioning is a pragmatic approach to increasing themvalue-in-use of discard slags, especially when integrated with the broader smelter infrastructure. Although not yet tested on oxide slag systems, this paper explores the potential application of magnetohydrodynamic principles to the crystallization behaviour of bulk slags. Integrating the slag microstructure conditioning infrastructure to the existing smelter infrastructure is key to unlocking the economic value of slags because it is most economic to condition the properties of molten slag directly after tapping. A new business model that integrates smelting units to transversalmeconomic activities, such as cement production and suppliers of construction aggregates, canmsignificantly increase the circularity of metallurgical slags.

mountain region to M tht Coast points for domestic consumption and for export are shown in Table 11. There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system. A lead-zinc orebody, in fairly strong quartzite and with a dip of 35" to 60°, is block-caved by use of scrams in a stair-step pattern up the ore footwall. Scram linings to handle coarse muck and permit the use of folding scrapers are developed by the use of end-grain wooden blocks to reduce maintenance and keep operating cost to a minimum. THE Bunker Hill mine, since its discovery in 1885, has steadily produced a high grade of lead-silver-zinc ore. By the end of 1952 over 21,000,000 tons of this high-grade ore had been produced by square-set mining, and reserves in the mine continue to be very satisfactory both as to quantity and grade. For many years prior to 1941, mine production and mill capacity had been 1200 tons of feed per day. Closely adjacent to the mill, and stored behind dikes, coarse jig tailings had been impounded during the time preceding the advent of fine grinding and selective flotation. When manpower became short in 1941 and sink-and-float preconcentration was proved successful, mill capacity was increased to 1800 tons per day to treat these jig tailings economically. By 1946, because the supply of jig tailings was limited, underground exploration was started to discover and prove ore reserves of low-grade material which could be mined by an appropriate bulk mining method. During the years of square-set mining many possible areas of low-grade mineralization had been observed. One chosen for the first exploration work was sufficiently remote from active mining areas so that subsidence, if an ore-body were proved, would cause no problem. Also, old adits and workings were still open and in good enough condition so that exploration in the mineralized zone could be started with a minimum of preparatory work. In 1948 an orebody was proved of sufficient tonnage, of a grade about 2 pct Zn, 0.5 oz Ag, and 1.0 pct Pb. It was decided to use block-caving, the only appropriate mining method by which this grade of ore could be economically recovered. Exploration for additional reserves in other areas of the mine is continuing, but ultimate results are not known at this time. With more sink-and-float capacity, larger ball mills, and more flotation machines, mill capacity was increased to 3000 tons per day, permitting the mining of ore in the square-set area at a maximum rate not usually achieved, because of the scarcity of labor. Increased mill capacity also permits block caving and the mining of jig tailings at variable rates to keep mill feed up to 3000 tons per day. Fortunately the three types of feed are amenable to the same mill circuit and reagents for recovery of Pb and Zn. For example, during the first 10 months of 1952 square sets produced 827 tons per day, block-caving 1421 tons per day, and jig tailings 643 tons per day, an average daily production of 2891 tons for all three products. Exploration had proved the existence of an ore-body 1000 ft long and 165 ft wide in horizontal section, see Fig. 1. Company engineers were concerned only with the vertical extension, about 300 ft, from an old level to the surface. Much of this almost outcropped, Fig. 2. The ore lies in the hanging wall of a major fault of the Bunker Hill mine, standing at 65" in one end of the zone and separated from the fault by a wedge of waste, see Fig. 3. This wedge pinches out near the center of the zone, at which point the ore dips 45", lying nearly on the fault, Fig. 4. The remaining portion lies on the fault and conforms to the fault dip of 35", Fig. 5. Open-pit mining for the top of the ore was considered, but since the ore zone dipped into and under the mountains, adverse waste-to-ore ratios precluded use of this method. The ore occurs in massive quartzite of sufficient strength to support untimbered drifts, crosscuts, and raises. Zones of weakness in the quartzite are bedding, jointing, and small faults or slips. The mineralization, which occurs as small stringers of sphalerite and galena as well as pyrite, creates another line of weakness. The mineral veins or veinlets in themselves are high-grade. Their size and regularity and the amount of barren quartzite by which they are separated determined the limits of mineable ore, which are all assay limits except for the one determined by the major fault. Block 1 Without any background of caving in this type of quartzite, engineers selected the first block on the very steep end of the zone. Compelling reasons prompted this decision. The steep portion of the ore in Block 1 was of the lowest grade, so that if difficulties were encountered no very valuable ore would be lost, while the experience gained might be applied in mining the remaining blocks. A block 200x200 ft was laid out, with four scrams spaced 50 ft apart for drawing and placed at a right angle to the strike. The final session of the meeting was preceded by a movie, "Contact That Kills," which was a color film clearly pointing out various causes of electrical accidents in mines and how such accidents could he prevented. This film was made underground and produced by the U. S. Bureau of Mines for use in teaching accident classes. President R. R. Williams, Jr., called the meeting to order and introduced Mr. Leif Arentzen of the Lee-Norse Company, Charleroi, Pennsylvania, who spoke on "Coal Mining in Australia." The text of his address is as follows: "I arrived in Australia in February of this year-my father sent me over there for an installation. He preceded me as he does in most things, and set up a showing of our machine in Australia. We had 200 of the top level coal mining men visit this showing. They were interested in what the Americans are doing and what the American manufacturer had to offer them. Conditions in Australia are very similar to our mining conditions in the United States and they have looked to us, the coal industry in general, because we have the know-how in answering some of their problems. They feel that European methods and their type of machines are too inadequate to cope with their conditions. My visit was to South Wales, 60 miles south of Sidney. Their mining operation resembled mining coal in Florida. The work is on about a 500-ft. elevation about three miles from the ocean and when you turn around and see about 30 miles of beach, it is quite a picture - the Pacific Ocean is so blue. The coal seam is about ten feet of relatively clean coal. Labor relations are very, very taught right now. They are agitated by a strong Communistic influence and their weekly publication is known as the ?Common Cause,? which is against mechanization of coal mines." Mr. Arentzen enlarged on the fact that America was the example they held before them and described the Australian coal men and their character.

Coal mine fires pose a constant danger to the safety of miners and to their livelihood. Underground mine fires pose an added hazard because of the confined environment with remote exits. Enactment of safety regulations [30 CFR2 75 and 771 for under- ground coal mines and surface coal operations has greatly improved the safety of miners. However, mine fires and fire injuries remain serious hazards for all coal mining operations. This report analyzes mine fires and fire injuries for all U.S. coal mining categories (underground coal mines, surface of underground coal mines, surface coal mines, and coal preparation plants) during 1990-1999. Fires involving contractors are also included in the analysis. Similar analyses (for underground coal mines only) by the former U.S. Bureau of Mines (USBM) were reported by McDonald and Pornroy [I9801 and Pornroy and Carigiet [I9951 for 1950-1977 and 1978-1992, respectively. For comparison purposes, data for 1978-1 992 are mentioned in the "Underground Coal Mine Fires" section of this report. Detailed analyses of mobile equipment fires for all underground and surface coal and metal/nonmetal mining categories during 1990-1999 have recently been reported by NIOSH [De Rosa 20041. Risk rate values (fire and injury risk rates) for the 10-year period (1990-1999) and for five successive 2-year periods within the 10-year period are derived. Risk rate values for individual states for the 10-year period are also derived. Other variables by state and time period include employees&apos; working hours, lost workdays, and coal production (underground and surface coal mines only). The number of fire fatalities is reported by time period. Variables such as ignition source, method of detection and suppression, equipment involved, location, and burning material are reported by five 2-year periods only. Furthermore, the number of fire injuries per number of fires causing injuries and total fires has been analyzed by year, ignition source, equipment involved, and location. For comparison purposes, the major fire and fire injury findings for all coal mining categories have been reported. The data in this report were derived from "Injury Experience in Coal Mining" [MSHA 1991a, 1992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001, "Fire Accident Reports" [MSHA 199 1 b,c; 1994b; 1995b,c; 1998a,c,d,e,f; 1999a,b,d,e], MSHA "Fire Accident Abstracts" internal publications, and verbal communications with mine personnel. Mining companies are required by 30 CFR 50 to report to MSHA all fires that result in injuries and fires that are not extinguished within 30 min of discovery. A small number of fires lasting <30 min without injuries reported in the "Fire Accident Abstracts" have been included in this report. The analysis in this report will provide the National Institute for Occupational Safety and Health (NIOSH), the Mine Safety and Health Administration (MSHA), and the mining industry with a better understanding of the causes and hazards of mine fires and fire injuries. It will also form a basis for developing future fire research programs.

The mineral industry, so important to industrial development, faces a major challenge in creating the most effective financial structure to provide funds essential for seeking, evaluating, developing, and extracting minerals. The acquisition of funds for mineral development and plant erection do not differ greatly from fund-raising in nonmineral ventures because risks are essentially comparable. High-risk exploration funds, however, are more difficult for the mineral industry to acquire. With the world&apos;s ever-increasing appetite for minerals, the internally generated cash of major oil and mining companies cannot be expected solely to maintain the world&apos;s mineral supply. The augmented costs, risks, and difficulties of exploration have been shared increasingly by the smaller independent operator and by private and public participation drilling programs within the petroleum industry over the past 30 years. Only recently has the mining industry awakened to the need for utilizing exploration and development funds derived from sources other than established mining and banking circles. Almost from its inception, the oil industry was forced to drill deep holes through overburden without the aid of a mineral "outcropping" which required geological, and in subsequent years, geophysical interpretation. The poorly financed, nontechnical prospector, who depended on a mineral outcrop, was not to play an important role in oil exploration as he did in mining. Because of the high cost of drilling and the demands for technical judgment to locate an exploration drill hole, corporate and sophisticated private funds generally financed oil discoveries. When external funds were subsequently required, these financially sophisticated explorers would turn to the banking community from which came numerous ingenious innovations, taking cognizance of existing tax laws. Like the oil explorer, the miner is now faced with probing below the surface, relying solely on regional geology and geophysical anomalies. The day is gone, for practical purposes, when the prospector discovers a deposit from a mineral outcrop. There is little doubt that the mining industry will now follow the course taken by the petroleum industry in acquiring external funds if it is to meet the future raw material requirements of the world. The oil industry has been able to attract bank funds more readily than the mining industry after a mineral discovery has been made because: (1) with few exceptions, an oil discovery can be placed into commercial production and will generate cash at much less expense and time than a mine; and (2) generally, costs of oil production, the value

DUE to its location in the Atacama Desert, one of the most barren of the earth&apos;s surfaces, Chuquicamata&apos;s water supply presents unusual problems. Yearly rain-fall averages less than one tenth of an inch at the plant. However, there are summer showers above 12,000 ft in the Cordillera to the east, the resulting run-off flowing through old river valleys buried beneath more recent volcanic formations, to be impounded within sediment-filled basins. This water emerges at springs where the outlets of these basins are blocked by lava flows, and here are formed the small streams which feed the only important river of the region, the Rio Loa. Chuquicamata&apos;s water is obtained from these springs and rivulets. [ ] The map above indicates four pipe lines from which potable and industrial water are supplied. Potable water, amounting to 4500 metric tons per day, is conveyed in the Toconce pipe line from springs 59 miles due east of Chuquicamata. This water is used not only for drinking, but also for boilers and other needs requiring high quality. For industrial water at the oxide plant, there are two 12-in. pipe lines from the Rio San Pedro, carrying a total of 17,000 metric tons per day of slightly brackish water. This water is at present used mainly for leaching and for hygienic purposes. Water Source Found For the present and future needs of the sulphide plant, it was calculated that at least 32,000 metric tons per day of make-up water would be required. For this purpose, a pipe line of 44 miles length was constructed to bring in the entire flow of the Arroyo Salado, one of the eastern tributaries of the Loa. The salt content of this water is so high (over 5000 parts per million of solubles, mostly chlorides) that it is highly detrimental to farming, and the Chilean Government had been studying projects to separate these waters from others of the Loa system in order to improve agricultural conditions in the fertile valley of Calama. So it happened that the Government was willing to award rights to the Arroyo Salado waters under agreement whereby the Mining Company removes waters from the Rio Loa system above Calama for all time. The outlet of these waters, after serving their purpose at the new concentrator and leaving the plant in tailing, is the Salar de Talabre, an old salt lake which presents fully ten square miles of surface to serve as an evaporating pan, the outlets having now been blocked by dams. Here the dry climate of Chuquicamata is a favourable factor, evaporation averaging slightly above 1/4 in. per day. The Toconce and San Pedro pipe lines have been functioning from 26 to 34 years, and through the use of special cleaning tools which were developed at the plant, as well as deaeration of the more active Toconce water, these pipes are now maintained at capacities which do not diminish as years go on. Constructing the Dam The Arroyo Salado pipe line design and construction involved certain special and interesting features, and inasmuch as this line and its intake works are solely for the needs of the new sulphide plant, more detailed description is given. The waters are impounded at a gravity dam constructed of concrete to a height of 100 ft above the river bed, keyed into the precipitous Dacite walls of the narrow canyon (barely 6-ft wide at the bottom, only 25-ft width at 50 ft above). A small secondary dam was built 100 ft down stream from the main dam, providing a pool of 15-ft depth to protect the main structure from flood flows over the spill-way during the rainy season. A system of four 36-in. syphons was designed for discharging these flood waters from the lower depths of the lake, in order to avoid eventual sedimentation behind the dam. The lake has a length of 3300 ft, and its water level is controlled by an adjustable spillway permitting draw-down of eighty inches, amounting to 41,000 metric tons of available capacity. This regulation is necessary because of wide fluctuations in stream flow between day and night due to freezing of feeders. MR. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can&apos;t be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don&apos;t have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don&apos;t think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety&apos; lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW&apos;s position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don&apos;t need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion&apos;s share of the risk while the uranium mining companies take all the benefits.

The cultural ages of man have been defined in terms of smelting and hence as a prerequisite, mining for example the iron age and the bronze age. There could be no separation of the man from his role as the technologist (miner/ smelter) for his early metal working efforts were to enhance survival. In the millenniums since, the artisan specialist developed and the technologist emerged. The process is a sort of technical natural selection. From the generalist hunter, gatherer, miner, metalworker we advanced over the centuries with great &apos;steps for mankind&apos; to the series of specialists each largely intent on securing his/her technical functions from the curious assaults of other tribal members. The relevance of all this to the theme, &apos;Past, present and future of the Victorian mining and metallurgical industries&apos;, is simply that people have always, and will always, be the moving force in our industries. It is the effectiveness of people now and in the future that this paper addresses.

During July and August, 1899, the writer took advantage of an opportunity of going to Shansi to gather some information concerning the geology and value of the already famous coalfields of that province. The long journey, mainly on slow river-boats, and the limited time at command, allowed only about ten days of work to be done in the coal-fields around Tsê Chou. The geologic structure and the rock-formations were found to be simple and quite regular, so that in that time the accompanying sketch-map (Pig. 1) was made, and a fairly good idea of the distribution of the coal and general geologic features was obtained. The map was made by measuring a base-line about three-quarters of a mile long, triangulating for principal points over the field, and filling in the details by rapid sketches. The few elevations marked on the map were taken with an aneroid barometer. Only a few of the great number of towns and villages that are within this densely populated area are shown; and the coal-mines indicated are not the only ones within the area, but the ones where most of the following information about the coal was obtained. The value of this coal-field was first clearly set before the scientific and commercial world by Baron von Richthofen,* who made a geologic reconnaissance of Shansi in 1870. Since that time the hostile attitude of the Chinese government and people towards foreigners and their enterprises has kept the coal-fields from being developed. But the last few years of rapid change in the conditions of China have at last apparently opened a way for the exploitation of this coal-field. FROM the engineer&apos;s standpoint, labor organizations are of interest in so far as they &apos;affect efficiency, maximum production and unit cost, and in this respect the earlier labor organizations&apos; which existed in the age of the Guilds were ideal, inasmuch as they stood &apos; for competency of the apprentice and close cooperation &apos; between employers and employees. In later years the tendencies of the labor organizations have gone in the opposite direction and, instead of cooperating &apos;with the engineer, they usually oppose him on the mistaken theory, that labor-saving devices reduce forces, and costs; in this respect, the united Mine Workers of America have been particularly active and, to a very great extent, successful.

Flotation variables were investigated for the re-clamation of phosphate from a Florida washer slime. Under optimum conditions, 92% of the phosphate was recovered. Further cleaning of the rougher flotation concentrate resulted in a product containing about 30% P2O5 with a phosphate recovery of 65%. The enormous amount of slimes rejected in the Florida pebble phosphate fields, containing roughly one-third of the phosphate in the pebble matrix,1 has long been considered as a serious problem to the industry. The mere disposal of these slimes has posed an almost insurmountable task for several investigators.2-5 Some companies still resort to huge surface dams, some covering 1800 acres, for slime disposal.6 Information on the recovery of fine phosphate from these slimes is scanty. Dry separation8 and electrostatic beneficiation8 were suggested, but would necessitate radical changes in the present mining and concentration methods. Haseman10 proposed the selective flocculation of colloidal phosphate with starch, while Ralston11 suggested the removal of clay from the matrix by amine flotation. Leaching of the slimes for recovering the small amount of uranium was attempted by the Battelle Memorial Institute12,13 but proved to be economically unfeasible. The purpose of the present investigation was to determine the optimum fatty-acid flotation conditions for reclaiming the phosphate discarded with the Bartow washer slime. Prior to the flotation experimerits, however, the size distribution and the minera-logical composition of the employed slime had to be determined.

Following several roof falls in the E3 longwall development of a Consol Pennsylvania Coal Company underground coal mine, an underground roof geology reconnaissance program consisting of twenty-nine 20-foot deep roof holes had identified the presence of thick sandstone layers with abundant shale and micaceous streaks. The base of the sandstone was 4 to 8 feet above the roof line within the fall areas. The presence of micaceous streaks created extremely pronounced planes of weakness in the sandstone. A structural irregularity, which extends into the E4 and E5 developments, exists between crosscuts I 1 and 30,where all roof falls occurred. Immediately to the east of this structural irregularity lies a huge syncline. The presence of thick sandstone units within the typically all shale environment and within such a structural irregularity helps to maximize stress concentration and creates closely spaced joints in the sandstone, which explains why many cracks are present in the macroscopically massive sandstone upon development. The approaching E2 longwall gob to the south and on the down-dip side, on the other hand, provided horizontal stress relief in the sandstone, which helps to explain the many roof falls in the E3 development that occurred during or immediately after the formation of the E2 gob. Finite element modeling confirmed the presence of such horizontal stress relief. Since the E3 longwall was a right-handed face, stress concentration was expected at the longwall headgate T -junctions, and further delamination of the sandstone was expected upon arrival of the E3 longwall face. Based on the results of the roof geology reconnaissance program and a roof stability analysis that took into account up to eleven parameters, supplemental headgate and track roof support consisting of 16-foot and 20-foot long cable bolts was successfully implemented within the zone of thick sandstone with micaceous streaks and structural irregularity and at other potential roof instability areas along the E3 development. The cable bolts were designed to be anchored at least 4 feet above the sandstone unit into the mostly competent sandy shale layers. No headgate roof control problem was reported within the sandstone and structural irregularity zone during E3 and the subsequent E4 longwall extractions.
