Since the promulgation of the first Federal Asbestos Standard by the Occupational Safety and Health Administration in 1972, other federal agencies have modified the standard to better carry on their own unique missions. The instruments used to identify and measure asbestos, the sampling protocol, and the criteria used to define asbestos, have been modified to some degree. The Mine Safety and Health Administration regulates and controls asbestos dust in the mining and mineral commodity industries. However, crushed stone and processed ores contain mineral fragments that are frequently difficult to distinguish from asbestos. Mineral nomenclature, instruments for particle analysis, and sampling strategy must be accommodated to some degree to make asbestos control workable and meaningful. Precedent in other agencies has made consideration of these changes possible. Newly identified amphibole asbestos minerals have further complicated the agency?s regulatory charge. Changes in its Asbestos Standard are now being considered. Crushed taconite ore in the Eastern Mesabi highlights many of these issues. ©2008 Published by Elsevier Inc. Of many physical parameters critical to design of grinding processes, impact of grinding media is among the most difficult to measure or predict. Yet impact of falling grinding balls, pebbles, or rods accomplishes the fine grinding essential to metallurgical recovery of most important minerals. Unfortunately, the same impacts that break ore fragments deform or crack grinding mill liners. A project was undertaken at Climax Molybdenum Company to measure impact forces in operating ball mills so that they might be used to calculate stresses in liner materials and be correlated with service performance of mill liner alloys. Towards that end, a method of measuring impact forces on ball mill liners using an instrumented grinding ball has been developed. Preliminary tests show that impact forces and contact stresses imposed on bare mill liners are quite high but are greatly reduced by cushioning when coarse ore particles are crushed between balls and liners. Compressive and shear stresses induced in liners not protected by coarse ore are so severe that deformation or minute subsurface cracking are inevitable in all but the small production grinding mills, regardless of mill liner alloy strength or hardness.

In a Bureau of Mines investigation to develop lead alloys with improved tensile strength and creep resistance, lead-base alloys containing cadmium and antimony in nominal 1-to-1 atomic ratios were melted in air, cast, and rolled into sheet to 90 percent reduction at temperatures varying from room temperature to 175° C. Tensile testing at room temperature and stress-rupture testing at 900±3° F were conducted on the as-rolled alloys. The best tensile properties were observed in an alloy of Pb-4.2 wt pct Cd-4.5 wt pct Sb which exhibited an average tensile strength of 7,270 psi with 36 percent elongation in 2 inches. An alloy of Pb-5.5 wt pct Cd-6.0 wt pct Sb had 100-hour stress-rupture values of approximately 2,100 psi and 1,000-hour values of approximately 1,700 psi.

"In the past few years, various squeeze cast aluminum components have been developed and successfully implemented in various vehicles by the automotive industry because of their superior engineering performance. However, fundamental understanding of the formation of air gap during squeeze casting processes is still very limited despite of its significant influence on the extent of heat transfer between the casting and mould. In this paper, a mathematical model has been developed to simulate phenomena of air gap between the casting and mold' during squeeze casting of aluminum alloys. The model considers the effect of process parameters such as applied pressures and mold temperatures on the events of air gap formation. The predication indicates that the occurrence of highly enhanced heat transfer in squeeze casting of aluminum alloys primarily results from the presence of excess applied pressures.IntroductionA number of squeeze cast Al components has been developed and used in mass-produced vehicles in the past few years, such as steering knuckles, Road wheel, Engine Block etc. This is attributed to their superior engineering performance. In squeeze casting, the cooling rate can be increased by applying high pressure during solidification which results in the noted refinement in the micro structure scale leading to better casting properties. However, the excessive pressure increased interfacial heat transfer coefficient is affected during the solidification by air gap formation and die surface condition etc., which is believed to increase thermal resistance at the casting/die interface [l - 4]."

Safety management can best be described as how each company deals with the control of hazards (human or mechanical) to reduce costly accidents and employee injury caused by accidents. Properly used, effective safety management can mean the difference between being a highly productive, cost-efficient operation or one that "walks the fence," that is less productive with higher product costs. At Utah Power & Light Co's mining division, effective safety management has been used as tool to achieve this difference and remains as the number one priority to maintaining that difference.

FOR the proper understanding of the inclusion of certain elements in this review it seems necessary to state the meaning of "rare metals." Certain elements occur in deposits limited in extent or concentration, so that the extraction of the element in relation to market conditions becomes uneconomical. Others may occur in extensive and rich deposits but the reduction of the metal may be difficult and costly. Both these conditions effect the same result, namely, make the metal rare and costly. As an example of the first kind may be mentioned radium and of the second, calcium.

Subsurface injection of liquid and slurry-type industrial waste is being used as a means of waste disposal. This survey conducted by the Bureau of Mines shows that the method can be economically and environmentally attractive if the proper precautions are taken, especially when the alternative is cursory treatment and discharge at the surface. Attention is called to petroleum technology and experience that can be applied to subsurface waste injection. Part 1 of this report is a discussion of the general aspects of subsurface waste-injection systems. Part 2 is a general discussion and review of the literature concerning the geologic formations available for injection in the United States. Part 3 is a discussion if 15 case histories including information on the source and nature of the waste and the geology, surface equipment, well completion, and operation of the systems.

This examination of Pacific Northwest (Idaho, Montana, Oregon, and Washington) ferrous scrap-industry operations, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the areas generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total crap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

NO important changes in metallurgical practice are exhibited in the smelter that has been erected for treating the Morenci concentrate: the material is charged to reverberatory furnaces without roasting, and the matte subsequently blown in Peirce-Smith converters to separate the iron and sulphur from the copper. In fact the process is essentially the same, except for preliminary roasting of the concentrate, that was adopted in the new smelter that was built for the Arizona Copper Co. at Clifton, a few miles away, to treat Morenci concentrate just before the start of the first World War, and which went into service in October, 1913.

The orientation of planes of inherent weakness (joints) with reference to an excavation in rock is the critical factor determining stability. The purely frictional 'residual' strength remaining following the breakdown of initial cohesion is the only strength which can be counted on to resist sliding for the long term. A simple method of resolving driving and resisting forces in three dimensions along joint intersections 'undercut' by the excavation is presented. Contrary to the case of slope failure in soils, it is shown how significant changes in the slope angle sometimes have no effect on the degree of stability pre-sent in rock slopes. Wall control by reorientation of the slope, the use of cable bolts and water diversion are briefly discussed.

The flotation has been and is still the most widely used mineral concentration method. Because of its complexity, the flotation process required the development of robust control strategies which was facilitated by the introduction of on-line sensing instruments such as x-ray fluorescence (XRF) on stream analyzer (OSA), gamma density gauges and electromagnetic flowmeters. The interest in developing control strategies has persisted because the benefits to be gained in terms of improved metallurgical performance are substantial. As the flotation control becomes more and more difficult due to the emergence of low grade and complex ore cases, other control strategies have to be introduced. Froth based control is one of the emerging useful control strategy This paper will focus on the state of the art in the on-line froth characterization as obtained by numerical image analysis. The technology of machine vision provides a novel solution to several of the problems encountered in conventional flotation systems for monitoring and control, and constitutes a powerful tool for the investigation and interpretation of the effect of various flotation parameters as driven for the froth phases. "Tires, although not always the largest single cost item in open-pit mining operations, will place in the top three, along with explosives and fuel. How this high-cost supply is controlled is dependent upon on an efficient tire program. The success of this program is, in turn, dependent upon the people who are directly associated with tires and their use, namely: the mine's tire personnel, the tire sales representatives and a technician for the rubber company. The technician will relay his observations and information received from the mine personnel back to the manufacturer with recommendations to overcome current problems .Haulage truck tire life and costs in a hard rock open-pit mine are governed and controlled by four important factors:I) Field control.2) Operating within manufacturer's guidelines.3) Different tire purchasing methods.4) Scrap piles.Field ControlPerhaps the most influential people involved in this program are those who live with the tire through every hour of its lifespan: the truck driver, the shovel operator, the dozer operator, the grader operator and the shift boss. Of these, the truck driver has the most control, in that he can drive over or around rock s as these situations arise. The loading area, the edge of the haul road and the dump account for most of the tire injuries.This is why shovel, dozer and grader operators must appreciate their influence on haulage tire life. Spillage cleanup must be ongoing and is not being done adequately if any of these operators are idle. The shift boss that drives by a rock on the road without removing it or calling for a cleanup has little recourse with the truck driver who runs over it-he has sanctioned the driver's actions by his own neglect."

ROCK is no doubt the most abundant of all material things because the planet on which we live is made of it. All animal and vegetable organisms and the multitude of natural and manufactured products that occupy a comparatively insignificant film on the outer surface of the planet are derived from rock. Processes of Nature acting for untold centuries have transformed rock into soil, making possible the development of vegetable and annual life; and rocks have supplied the numerous raw materials, metallic and nonmetallic, wherewith the innumerable appurtenances of a complex civilization have been fabricated. As time goes on we live with increasing speed and with enlarged desires. Time and space are shortened by man's ingenuity, and products for human use must be manufactured with greater and greater celerity. It was inevitable that Nature's slow processes of rock alteration should fail to keep pace with human demands and that the variety of natural products should fall far short of the requirements of an industrial age. Man therefore supplemented these processes by attacking rock in its native bed amid using it to supply needs not otherwise satisfied.

NONMETALLIC minerals (excluding fuels) arid their primary products produced annual in the United States have a value in excess of one billion dollars, or more than that of the metals, yet the lack of expert knowledge of some of the fundamental technical and economic aspects of this most important and complicated business is astonishing. This paper will deal with the economics of this non- metallic mineral field-the business of making money from producing these minerals. The incentive behind all business activity in a capitalistic economy is to make money-to plan so that each dollar invested in property, plant, equipment, services, and so on will return more than a dollar plus simple interest. Of course, business has social, civic, and national duties and responsibilities, but the fulfillment of these is largely dependent upon financial success.

Coastal acid sulfate soils (ASS) are wetland soils and unconsolidated sediments that contain iron sulfides which, when exposed to atmospheric oxygen in the presence of water, form sulfuric acid. ASS form in protected low energy environments such as barrier estuaries and coastal lakes and commonly occur in low lying coastal lands as Holocene marine muds and sands. When disturbed, the iron sulfides in these soils can oxidise and produce large volumes of sulfuric acid (essentially similar chemistry to acid rock drainage with mines) resulting in the subsequent release of toxic levels of iron, aluminium, manganese and possibly heavy metals. This results in detrimental effects on aquatic biota, plants, animals and steel/concrete structures and on human health in the surrounding environment. There are an estimated 2.3 million ha of ASS located along 6500 km of the Queensland coastline. In contrast to many mineral sulfides encountered in the mining industry, the pyrite crystals in ASS can be as small as 2 mm and commonly occur as framboids with extremely large surface area per unit mass, substantially increasing their reactivity if exposed to air (oxidation). Highly reactive iron monosulfides can also occur, particularly in drains and shallow lakes. Many coastal areas, where some 80 per cent of the population of Queensland reside, are coming under pressure for agricultural and urban development. Construction of canal estates, marinas, housing/industrial estates, roads, golf courses, aquaculture ponds, sand/gravel extraction and drainage for sugar cane can disturb ASS and release sulfuric acid, which may then drain into adjacent waterways with heavy rain. As development continues to encroach on coastal lowlands, the identification, quantification and management of ASS must be addressed as part of a commitment to the principles of Ecologically Sustainable Development (ESD). ASS can be successfully managed by adopting best practices and following guidelines, but government, community and industry must collaborate to raise awareness, avoid æhot spotsÆ and develop more cost-effective solutions. Scientists led the education and public awareness program showing infrastructure and environmental damages arising from ASS in Queensland. Using results from mapping and research, they convinced policy makers, industry and polititians to accept the need for legislation founded on good science. The resulting æState Planning Policy 2/02: Planning and Managing Development Involving Acid Sulfate SoilsÆ identifies the StateÆs interest in acid sulfate soils. The Queensland Government considers that development involving acid sulfate soils in low-lying coastal areas should be planned and managed to avoid potential adverse effects on the natural and built environment (including infrastructure) and human health. SPP 2/02 states where the policy applies and when a development application will trigger the policy. It can also be used to assist local governments in preparing their planning schemes under the æIntegrated Planning Act 1997Æ. The SPP 2/02 comes with a æState Planning Policy 2/02 GuidelineÆ to provide advice and technical information on interpreting and implementing the SPP 2/02. This guideline has legal status in assisting in the interpretation of SPP 2/02. Those seeking more detailed technical information can now also access the æSoil Management GuidelinesÆ and ASS æSampling GuidelineÆ, available from the Department of Natural Resources and Mines website. IT seems proper to present in the Transactions of the Institute, from time to time, formal record of the advances made in the arts and sciences to which our organization is devoted-milestones in the highway of progress-from which our successors may measure what they in their turn have gained. The admirable address of the Hon. Abram S. Hewitt, then president elect of the Institute, on "A Century of Mining and Metallurgy in the United States," read at the opening of the meeting held in this hall in June, 1876, forms a point of departure, and the conclusion of the eighth decade of the nineteenth century and the end of the first five years of our country's second century seem to offer a fitting time for again making up our record. The period since 1875 has been marked by a degree of activity in mining and metallurgical industry never before equalled in our history, while the progress made in the science and art has been, if possible, still more noticeable. Whether we consider the mining of iron, ore, and coal, or of the precious metals,-the advances made in smelting the former and in reducing the latter, the extraordinary increase in the production of Bessemer steel, or the science of Thomas and. Gilchrist, which makes the hitherto rejected phosphorus the corner-stone of success,-the past five years are alike memorable for the progress they have shown and to some of the most marked features of this progress I will now oriefly call your attention. It may be of interest in this connection to note the following figures, showing the growth of the population of the United-States during the last three decades :
