This is the 3rd Paper in a series by this author, the first two being published at the two previous International Conferences. Since the Aachen Conference, Rio Tinto has carried out an extensive benchmarking exercise to see how we are positioned with respect to other leading companies (in our sector and other sectors of major economic importance). We need to be sure that Rio Tinto is at the forefront of best practises in Sustainable Development (SD) and is using the most effective tools and methods. This paper will present key findings from this work. Rio Tinto Minerals, working as representatives of IMA-Europe was a leading contributor to the European Commission DG Enterprise Voluntary Reporting Scheme for SD Indicators in the Non-Energy Extractive Industry. In Rio Tinto Minerals we have been using these SDIs in the management of our business and the paper will report on how they contribute to the management of our business and the paper will report on how they contribute to business value in: deepening customer relationships, eco-efficiency of operations, land use planning and permitting for new and expanding facilities, community relations, policy engagement with government authorities and strengthening the bond between the company and employees. We continue to support the Voluntary SDI Reporting Scheme, considering it to be important in the expanding EU and as a model for other regions globally. For example we have ore suppliers in developing countries and we use these SDIs in assisting them to better their performance, for we have an obligation to use our influence for continuous improvement. The paper will describe this work. Over the last 12 months our company has created a new Industrial Minerals unit called Rio Tinto Minerals which brings together all the borates, talc and salt operations, R&D, marketing, sales and customer care worldwide. The paper will present also the new Sustainability Policy of Rio Tinto Minerals.

Iran has had an active mining sector for some 7000 years. Exceptional in terms of its mineral diversity, Iran produces 62 minerals, and is ranked among the world’s 15 most mineral-rich countries. Many people around the world know Iran as one of the major petroleum exporters. Oil and natural gas dominate Iran’s economy, and oil exports provide the principal source of income, contributing more than 80 per cent of foreign exchange earnings. Transformation of Iran from an oil exporter to an independent country to oil has been on the table for many years, even before the Islamic Revolution of 1979. Development of the Iran’s mineral industry is one of the major replacements for petroleum exports. In the last decade, Iran invested billion dollars in the mining and mineral industry sectors and to increase the added value, tried to export processed minerals instead of the raw materials. In accordance with the ‘20-year Perspective 2025’ that targeted by the Supreme Leader, Iran will be a country with the first rank in economy, science and technology in its region. The objectives over this perspective include briefly increasing annual production to 55 Mt of crude steel, 800 000 tonne of copper cathode, 1.5 Mt of aluminium, 200 Mt mineral products, 300 000 tonne of zinc and 5 000 kg of gold. These goals are achievable in normal circumstances, but concurrency of the 20-year Perspective 2025 with commencement of the UN Security Council sanctions against Iran, frustrated objectives of the perspective, at least the ones related to the mining and mineral industry sectors. This paper tries to elaborate the development programs and following challenges for the mining activities of Iran by 2025.

High-volume, low-pressure water jets have been employed for erosion of loosely consolidated rocks for centuries. This excavation method finds application in specialized circumstances even today. The use of high-pressure, low-volume water jets for rock cutting is more recent and was made possible by the development of high-pressure water pumps. Despite the benefits often claimed for these systems, high-pressure water jets still have not found widespread application. In this report, the U.S. Bureau of Mines has reviewed the various methods that have been employed using water jets to break rock and has focused on one method, termed "jet-assisted cutting," which was determined to be the closest to commercial development. The current state of knowledge based on laboratory and field experiences using this cutting method is reviewed, and possible future developments for this approach to excavation are assessed.

The disseminated lead district of Southeast Missouri lies 70 miles south of St. Louis. The only metal of economic importance in the ore is lead, but minor amounts occur of iron, zinc, copper, cobalt, nickel, silver and cadmium. These minor metals, as might be expected, tend to concentrate in both the flotation and table middlings. In the past, some zinc has been recovered by differential flotation. The silver and cadmium tend to associate with the zinc, and some recovery is made of these two metals at the smelter. The lead occurs as galena, or lead sulphide. The minor metals are also present as sulphides. The presence of oxidized lead is suspected, but has not been definitely proved. The gangue is chiefly dolomitic limestone, with small amounts of sandstone and shaly glauconitic and chloritic minerals. The ore contains about 3.25 per cent lead, occurring as galena disseminated through the gangue. Some of the galena is very finely disseminated, and the mineral in the gravity tailings, or chat; is seldom or never in the free state. The method of treatment of the ore has been evolved over a period of 75 years; hence probably is not far from correct. The milling processes have tended toward simplification during the past 15 years, but recoveries have never been sacrificed for the sake of simplicity. In many cases, simplification of flowsheets has led to better recoveries and operating economies. A simplified flowsheet is shown in Fig. I. The St. Joseph Lead Co. operates four mills in the Flat River district, with a normal total capacity of about 21,000 tons per day, divided as follows: Federal mill, 11,000 tons; Leadwood mill, 4500 tons; Desloge mill, 3400 tons and Bonne Terre mill 2400 tons. The methods of concentration used at these plants are similar in principle; they differ mainly in details and in the type and size of the equipment used. The process of concentration may be divided into five main steps; i.e., dry crushing, wet grinding, classification with its attendant desliming, tabling and flotation. A brief description of these processes will be given, noting important differences in the various plants, and also noting the more important changes or developments of the past few years. Dry Crushing The run-of-mine ore is hoisted in skips, the capacity of these skips ranging from 23/4 tons to 81/4 tons. At the Desloge plant, the ore is hoisted in 2-ton mine cars on self-dumping cages. All ore is hoisted at shafts adjacent to the various crushing plants, no ore being transported on the surface. Within the Pofadder district of Namaqualand, South Africa, economically exploited deposits of bedded barite and zinc-lead-silver-copper sulfides occur in close proximity within highly metamorphosed mid-Proterozoic pre-tectonic para¬gneisses of the Namaqualand Metamorphic Complex (NMC) (figure i). The paragneisses belong to the Bushmanland Group (SACS, 1980) that comprises a relatively straight-forward regional sequence of basal leucogneisses, intermediate mica-sillimanite schists and glassy quartzites, and a mixed upper zone of banded iron formations (BIF), minor marbles, quartz muscovite schists and localised uppermost quartz-pebble conglomerates and amygdaloidal mafic gneisses (Joubert, 1974) (figure ii). The base metal and barite mineralisation occurs in close association with BIFs, generally above the glassy quartzites, although in some cases possibly below them. In the regional context, the Bushmanland Group paragneisses are, to the north, intercalated with and ultimately replaced by meta-volcanic sequences of talc-alkaline affinity (Reid, 1977) belonging to the Orange River Group (SACS, 1980). The metavolcanics are generally of acidic to intermediate composition and show evidence of subaerial formation from 'high altitude shield volcanism' with many acidic ashflow and welded tuff bands, mesocratic and lesser melanocratic lavas and some fanglomerates (Ritter, 1980). To the south and east, the schist/quartzite associations are initially intercalated with and eventually replaced by cordierite gneiss/metacarbonate/biotite gneiss associations of shallow marine affinity (Moore, 1980a). The Bushmanland Group paragneisses appear to represent sedimentary material in the extreme distal portions of a talc-alkaline volcanic environment adjacent to a shallow platform sea.

In 1957 and 1958, ten topographically suitable damsites were investigated along the Peace river between Finlay Forks and Hudson Hope, B.C. Of these, three were eliminated after a reconnaissance survey indicated that the geology was unsuitable for the 650-ft.-high dam contemplated. ?After extensive drilling, five other sites were deemed unfeasible because of geological factors and, in 1959, the two remaining sites were designated as being suitable, one for the high dam and the other for a low dam downstream. The sites are located in the Peace River canyon, on the west and the south? side of Portage mountain, west of Hudson Hope. The site for the large dam, the Portage Mountain dam, has since been investigated by surface mapping, thousands of feet of diamond drilling, a seismic survey, laboratory rock tests and on-site grouting tests in order to establish the possible effect on the dam of all facets of the foundation rocks. Three diversion tunnels, 50 ft. in diameter and 2,200 feet in length, have been driven through massive sandstone and shale, and an intake cut, 500 ft. in length, 200 feet in width and 200 feet in depth, has also been excavated in rock.

Eight blasts were fired in a 2-1/2-ft bench in the Stewartville member of the Galena Limestone formation in an aggregate quarry near Stewartville, Minn. The shots were dimensionally proportional to production-size bench blasts and were about 5 to 10 percent of full scale. The effects of site, timing of initiation, and burden-to-spacing ratio were studied in a 2 x 2 x 2 factorial experiment, using three boreholes, caw;, containing a 1/2-in charge diameter of high-density ammonia dynamite, in each blast. Detonation velocity measurements indicated that the dynamite detonated satisfactorily in the 1/2-in charge diameter. The effects of the three experimental variables were analyzed by weight for the percentage of oversized material produced and for size distributions determined by screening the entire muckpiles. The bench faces were painted before each shot in an effort to determine the origin of the oversized material. The square pattern (burden and spacing = 15 in) produced finer overall fragmentation and less oversized material than the rectangular pattern (burden = 15 in; spacing = 22-1/2 in). Sites 1 and 2 were about ft apart. Although site 2 produced slightly better overall fragmentation than site 1, the amounts of oversized material produced showed no significant difference. The timing of initiation (instantaneous or delayed) did not significantly influence the overall fragmentation or the amount of oversized material produced.

In mid-April 1992, MINING ENGINEERING mailed a survey questionnaire relating to mining shovels and hydraulic excavators to 125 SME members working at surface mines or at the headquarters of companies that operate surface mines. The mailing was directed to individuals whose titles indicate that they have management or mine planning responsibilities for surface mining operations. A total of 56 usable surveys returned by June 17 are the basis of this report. Precious metals mines Eighteen precious metals mines or mining companies returned completed surveys in time to be included in this report. Of these, 14 use hydraulic shovels only for both ore and waste, I uses both hydraulic and rope shovels, and 2 use Caterpillar 988 front-end loaders for both ore and waste. (Of the latter 2, neither expects to be in the market for a shovel in the next three years. I of these 2 placed Harnischfeger P&H number one and O&K number two in response to the question, "Based on your current knowledge of their machines, which manufacturer would you likely chose to supply new shovels or excavators to a mine or mines operating under your responsibility, if you were in the market?") Another uses front-end loaders, make not designated. The latter does not expect to be in the market for mining shovels or excavators within the next three years. Of the final total of 14 precious metals mines using only hydraulic excavators to load ore and waste, 8 use Hitachi excavators only, 1 uses Demag excavators only, 1 uses Liebherr excavators only, 1 uses O&K excavators only, 1 uses Harnischfeger P&H and O&K excavators, 1 uses Harnischfeger P&H and Hitachi excavators, and 1 uses Hitachi and Demag excavators. Of the 14 precious metals mines using only hydraulic excavators, 7 use excavators in the 7.6 to 11.5 m; (10 to 15 cu yd) size range. Of these 7, 5 use only excavators in this size range, and they are used to load both ore and waste. 1 of the 7 also uses 11.5 to 17 m' (15 to 22 cu yd) excavators, and I also uses a 17 to 23 m3 (22 to 30 cu yd) excavator. Of the 7 remaining of these 14 precious metals mines that use only hydraulic excavators, 3 use 11.5 to 17 m' (15 to 22 cu yd), 2 use 17 to 23 m3 (22 to 30 cu yd), and 2 use less than 7.6 m' (10 cu yd) units.

The East Boulder Mine located in Montana, U.S.A. utilizes snowmaking to assist with mine water treatment for nitrogen removal. Nitrogen species, including ammonia, are common contaminants in mine water from underground mining operations. Snowmaking provides secondary treatment of nitrogen during the winter due to the chemical and physical processes that occur during snowmaking, in the snow pack and in the snowmelt. The primary processes include atomization, evaporation, sublimation and volatilization. The snowmakers also provide secondary treatment for nitrogen removal when used as evaporators and/or land application units during the summer. In 2002, the snowmaking process was successful at reducing total nitrogen in the mine water by up to 87%. If additional losses due to soil and root zone processes are included, total nitrogen reduction would increase to between 87 and 97%. Snowmaking is an effective nitrogen reducing treatment method during the winter when other treatment methods such as land application cannot be used.

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. The detailed record has been filed in the Archives Building, Washington, D. C."

IAMGOLD?s Westwood project is the site for the largest, by volume, bored vent raise in North America. When completed, it will be the fifth largest bored worldwide in a single pass. This paper will review the highest capacity raise drill system ever built (Redbore 100); as well as the technical difficulties in a single pass boring a 2,773 ft x 20 ft to 22 ft diameter raise. The difficult ground conditions and associated problems will be reviewed, as well as the solutions to overcome them. Use of the RVDS drilling tool to achieve .04% accuracy (14.5?) and the Geotube® water filtration system will also be covered.

A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

Much benefit can be achieved by a mining company and a manufacturer if both parties can communicate effectively with each other and assist in product development; mutually beneficial ideas and products will develop. This communication can best be achieved if both parties have the opportunity of having on their respective staffs, specialists whose function is to improve the use of products used in mine development. Although a great wealth of roof control knowledge has long existed among mine operators, until recently there was not an abundance of joint development of roof control material by manufacturers and mine operators. This was perhaps due, in past lean years, to the preoccupation of mine management with other overwhelming problems that arise in mining. Manage¬ment had little time for the lengthy process of product development. Until recently, only a few of the largest mining companies had fulltime personnel devoted to roof control. A bolt manufacturer who is invited to work with an operator's roof control people in developing new material is lucky indeed in that he learns what is wanted and he acquires the benefit of the operator's knowledge and experience. He has only to come up with a satisfactory product at an acceptable price - which is not always easy: The development of new products is usually costly and time consuming, and many new products fall by the wayside. In the case of point anchors, however, this product is here to stay. The advantage of point anchors over mechanical anchors is now a proven fact. This advantage is due to less bleed off and higher ultimate load capacity of the resin point anchors. Point anchored bolts have proven to be superior to fully grouted bolts in many areas. We at Birmingham Bolt Company are fortunate in that we have been involved in joint efforts to develop point anchors with several coal companies from whom excellent advice and direction was received. It is appropriate to mention before continuing that the use of point anchors began in the 1960's in Europe and became widespread only recently in the United States. They fall in two categories, point anchors and combination point anchors. These categories have been defined by the Bureau of Mines as follows: (1) point anchors having 24" of grouted length and (2) combination anchors having 24" or more of grouted length. In the present nomenclature, all are anchored with resin or some sort of cementing compound between the rebar or tensioned element and the wall of the hole. The latest development includes an expansion shell as well as rebar, the purpose of the expansion shell being to facilitate installation without the delay necessary in use of types that require a waiting periond for setting of the resin before tightening. FMC Gold Company start.ea processing ore at their Paradise Peak Mine in 1986. Gold, silver and mercury haye been produced from the Merrill-Crowe milling circuit and from heap leaching. There are three heap leach circuits, Paradise Peak, Ketchup Flat and County Line. The Paradise Peak and Ketchup Flat heap effluent solutions are routed into the zinc precipitation plant which is associated with the mill for recovery of the precious metals. The County Lne hea lech circuit is a stand-alone operation, again with a zinc precipitation recovery circuit. The mill was shut down in May, 1993 due to depletion of ore reserves with the remainder of the heap leach ore due to be placed on the leach pads by late summer of the same year.

THE following report covers the history of the development of the mine, present equipment, methods and costs of mining and milling. In addition, a description of the ore deposit is given with emphasis on the origin of the fractures, mode and types of ore occurrence, and mechanics of granite emplacement. An endeavor has been made to present a complete and accurate statement of the San Mauricio mine, the highest grade gold mine in the Philippine Islands. Credit is gratefully acknowledged to the mine staff for descriptions and details regarding their particular field of work. All analyses were made by Mr. T. A. DeVore, head chemist, San Mauricio Mining Co. Messrs. Edward Wisser, J. E. Fyfe, A. F. Skerl and W. B. Meek, geologists, have contributed geologic information and ideas, for which thanks are extended. The Executive Committee of Marsman and Co., Inc., Managers of the Company, has kindly given permission for publication. Mr. J. B. LOCATION OF AREA AND SCOPE OF WORK San Mauricio Mining Co. controls a group of 113 claims that lie immediately north of the town of Jose Pañganiban (formerly Mambulao), Camarines Norte, Luzon, P. I. (Fig. 1). Exploration work commenced in the spring of 1934; active development began in the fall of that year and has continued to the present date. Ore blending for process optimization is becoming an increasing factor for managing cost and productivity. Economic mining and processing a very low value ore in an extremely competitive market results in constant cost-cummng initiatives. The inherent conflict between the lowest possible mining cost and the lowest possible milling cost is reviewed here in the context of blasting for autogenous mills. Iron ore blending focuses on a number of properties-liberation values, weight recovery and concentrate silica being the most important. Other chemical and metallurgical factors are also commonly controlled. Recent research has fueled an emerging interest in blending on physical ore properties as well. Fully autogenous mills rely on the large, competent fraction of crushed feed to act as grinding media. Previous test work indicated that Hibtac mills require specific amounts of 6- to 10-inch ore. High recirculating loads require a steady influx of large rock fragments. Blast designs, therefore, are presently characterized by wide patterns and low powder factors. Current efforts are aimed at improving mill throughput while reducing overall energy costs. Based on research and published case studies and the advent of optical measuring devices, Hibbing Taconite Company has embarked on a blast optimization program to identify optimum mill feed and to design blast fragmentation goals for each geological unit and each mining area. This paper outlines the preliminary findings of an ongoing, broad-based team effort which requires close cooperation of geologists, mine engineers, crushing and milling personnel. Three specific areas of investigation are reviewed: I) Historical relationships between powder factor and mill performance, 2) Blast fragmentation modeling using the Kuz-Ram model, and 3) Drill

CHARLES CATLETT, Staunton, Va.-A great many important things have been said in an interesting way but the most startling, to me, is that for 25 years, the price has been in the neighborhood of $1.00, with a minimum of 86 cents and a maximum of about $1.25. It is evident that during all that time the price was inadequate. The amount paid to be divided between the land owner, the capitalist, and the laborer was too limited or too irregular to permit of a healthy condition; yet it is evident that the enormous industrial development of this country was fostered by this very cheap coal, probably the cheapest that has been provided in quantity in any country. I entered the coal business when the price was lowest and my interest and sympathy went out to the man who spent his days in the dirt and foul air of a mine and I was filled with schemes for helping. But at the end of the year, after exercising every economy and in blissful ignorance of proper depreciation and obsolescence, there was still only a profit of 1 cent per long ton for what I think is one of the best coals in the world, the best grade of New River coal. We are now paying a great deal more than we did a few years ago and probably will continue to pay more for some time; but any one who thinks we will not have low prices again is very young or very forgetful. Yet we must have larger profits if the industry is to be healthy, if the three parties to the production are to get adequate returns and be in shape to provide the improvements which will be needed to take the place of and supplement the man-power. This will come when the men are making so much money that the operator wants to replace the man by a machine, and when the operator is making so much money as to be in a shape to make the improvements. He will not put in machinery unless the machinery will save money. We have got to pay a higher prime cost for coal, but engineering skill will teach us how to handle it better and use it more economically, and the ultimate result ought to be of advantage to the public.

Long term production planning in open pit mines requires the determination of cutoff grade, mining and milling production rates, mining sequence, mine life, and ultimate pit limits. These variables interact in a circular fashion, that is, the value of a variable can not be determined without the knowledge of the value of the preceding variable in the circle. Therefore, a genuine solution to the problem necessitates simultaneous determination of the variables. Such a solution methodology, comprised of a group of heuristic algorithms and an unconventional dynamic programming algorithm, is described in this paper. The methodology is applied to a small size Western US gold deposit to illustrate its logic and capabilities.
