A number of improvements in the techniques of budgetary control have been developed in the 1970's. The most significant of these is zero-base budgeting. This procedure is a marked improvement, because it overcomes some of the key weaknesses inherent in most traditional approaches to budgeting. It incorporates techniques and disciplines which improve the quality of both the budgeting effort itself and the documents that most senior managers will need to evaluate. The end result is a budget that establishes and improves cost effectiveness. This budget is based on resource allocations using cost-benefit criteria and on a system of prioritization for making funding choices. Zero-base budgeting is applied only to costs and expenses that are not conducive to control using industrial engineered standards. Therefore, the benefits attributed to zero-base budgeting will only hold true for administrative, selling, exploration, safety, fire protection and overhead, and other indirect types of costs and expenses. It is in this context that the question of its attractiveness for the mining industry is dealt with.

The disseminated lead district of Southeast Missouri lies 70 miles south of St. Louis. The only metal of economic importance in the ore is lead, but minor amounts occur of iron, zinc, copper, cobalt, nickel, silver and cadmium. These minor metals, as might be expected, tend to concentrate in both the flotation and table middlings. In the past, some zinc has been recovered by differential flotation. The silver and cadmium tend to associate with the zinc, and some recovery is made of these two metals at the smelter. The lead occurs as galena, or lead sulphide. The minor metals are also present as sulphides. The presence of oxidized lead is suspected, but has not been definitely proved. The gangue is chiefly dolomitic limestone, with small amounts of sandstone and shaly glauconitic and chloritic minerals. The ore contains about 3.25 per cent lead, occurring as galena disseminated through the gangue. Some of the galena is very finely disseminated, and the mineral in the gravity tailings, or chat; is seldom or never in the free state. The method of treatment of the ore has been evolved over a period of 75 years; hence probably is not far from correct. The milling processes have tended toward simplification during the past 15 years, but recoveries have never been sacrificed for the sake of simplicity. In many cases, simplification of flowsheets has led to better recoveries and operating economies. A simplified flowsheet is shown in Fig. I. The St. Joseph Lead Co. operates four mills in the Flat River district, with a normal total capacity of about 21,000 tons per day, divided as follows: Federal mill, 11,000 tons; Leadwood mill, 4500 tons; Desloge mill, 3400 tons and Bonne Terre mill 2400 tons. The methods of concentration used at these plants are similar in principle; they differ mainly in details and in the type and size of the equipment used. The process of concentration may be divided into five main steps; i.e., dry crushing, wet grinding, classification with its attendant desliming, tabling and flotation. A brief description of these processes will be given, noting important differences in the various plants, and also noting the more important changes or developments of the past few years. Dry Crushing The run-of-mine ore is hoisted in skips, the capacity of these skips ranging from 23/4 tons to 81/4 tons. At the Desloge plant, the ore is hoisted in 2-ton mine cars on self-dumping cages. All ore is hoisted at shafts adjacent to the various crushing plants, no ore being transported on the surface. Definition of mineral resources and reserves forms the basis for effective mine planning and reliable public reporting of mineral assets. Historically the mineral resource and reserves declaration process has been the domain of the geology and surveying disciplines, with the declaration of the reserves by the surveyor being based on the application of modifying factors to the declared resources available for mining. As part of an ongoing process to improve efficiency, reliability, and reproducibility of results, this approach has been revised and enhanced through the introduction of a revised process and reconciliation tools. The revised approach to reserve definition is based on the definition of scheduled resources, at an appropriate confidence estimate in the context of an approved business plan, over the anticipated life of the mineral asset being applied to define reserves. This planning and scheduling is developed, during the annual business planning process, by the mine planning department using tools such as CADSMine?. The scheduled area together with the application of revised modifying factors is tabulated in the BME (basic mine equation) and reflects the mine production plan over time. Simplification of the modifying factors to dilution and losses underpins the simple yet robust approach to improved definition of reserves in this process and in the basic resource to reserve equation (BR2RE). Dilution intrinsically affects grade but not metal content, whereas the losses reflect both the efficiency of mining and planning and are reflected in metal losses, area losses, or both. Reconciliation of the derived ?resource converted to reserve? area, (which is based on the business plan from CADSMine?), versus the ?resource available for mining?, (which is derived from Datamine?), underpins the robustness and auditability of the reserves declaration. This R&R accounting and reconciliation approach is transparent and facilitates interrogation of the logic and rationale of long-term business planning and project strategy. These numbers are processed and reported in the logic of the basic resource equation (BRE), which also addresses aspects such as white areas (future and historic), tail management, and partial extraction (non-scheduled pillars, etc.) in compliance with SAMREC definitions. Areas that do not have the necessary confidence and data support to be declared as resources find their space as pre-resource (outside the domain of public reporting), outlining existing potential for future extraction and reporting. Use of the BRE leads ultimately to a complete, refined accounting and reconciliation-oriented approach for all production entities. The revised resource and reserve process includes the discipline of mine planning as intrinsic to the definition and declaration of resources and reserves. Subsequent to the change in process, the resources and reserves have truly become the domain of the mineral resource management discipline. This paper defines the logic of the basic resource equations and outlines their application in the definition and reconciliation of mineral resources and reserves at Anglo American Platinum Limited.

Section 25 has been assembled to give the geological, mining, or metallurgical engineer an overview of some of the important downstream operations that typically follow mining activities. This subject is obviously too broad and complex to be covered in detail within this Handbook. However, the engineer will be interested to learn about the basic fundamentals, and especially how they might affect the economics of the total project from prospecting and mining through to metals recovery and marketing. In this way, it is hoped that the engineer will have a better overall appreciation for the technical and commercial prospects of a mining and metal-producing project.

From 19BS thru the present, Guy F. Atkinson Construction Company has been involved in several transportation construction projects in the Seattle area. Two of these contracts, the Mt. Baker Ridge Tunnel, and The Seattle Bus Tunnel, had unique foundation features. MT. BAKER RIDGE TUNNEL ACCESS PITS The Mt. Baker Ridge Tunnel is part of the general upgrading of the I-90 freeway between I-405 and I-5 (see Fig. 1). It is located on the western shore of Lake Washington and consists of a 1300 foot long large diameter tunnel thru Mt. Baker Ridge. The ridge consists of over consolidated silts and clays overlain by a loose to medium dense silty fine sand. The water table is perched in this upper layer of material. The clays of Seattle have a history of being very sensitive to excavation. The hills are marginally stable and numerous landslides have occurred recently in the area of the tunnel. [ ]

"INTRODUCTION In December 1942, the-Bureau of Mines reported favorably on a proposal to grant Government assistance-in constructing an access road (consisting principally of a timber-pile bridge across the Rio Grande at Hot Springs, N. Mex.) to the property under lease to the United States Fluorspar Co. At that time the property was being developed actively, and there appeared to be no immediate-need for exploratory or metallurgical assistance by the Bureau of Mines.Because milling facilities were inadequate; the access-read project was eventually disapproved, but prior to disapproval the company had discontinued operations. In June 1943, exploration was resumed by the Humphreys Gold Corporation of Denver, which had subleased the property. Difficulty of access continued to interfere with exploratory progress. In July 1945, at the request of the lessee, the Bureau of Mines directed sampling, using company employees.At the completion of this sampling program, the Bureau of Mines concluded that the property was potentially a important source of fluorite but that further development for production appeared to depend largely on the establishment, by exploration, of adequate reserves. Because of the relatively easy position-of metallurgical-grade concentrate and ores, it also was deemed advisable to investigate the possibility of producing acid-grade concentrate from the ore, for which a demand was becoming evident. Accordingly, a program of trenching, diamond drilling, and metallurgical testing was undertaken by the Bureau. The results of its investigation are reported herein."

The investigations carried on at the fuel-testing plant of the United States Geological Survey at St. Louis in 1904-1907 included tests of the steaming and gas-producing qualities of many coals and of the possibilif3 of their improvement by briquetting, together with washing and coking tests and tests of some of the resulting coke in the cupola. These tests were part of a general inquiry into the manner of utilizing most efficiently each of the coals under investigation. The equipment used in the cupola tests of coke, the manner of conducting the tests, and the essential results have been described in publications of the Geological Survey," and only the more important conclusions to be drawn from the tests are mentioned in the following pages. The tests were made to show the fitness of the cokes for foundry purposes, but an incidentlll result was to show foundry men and the coke producers the advisability of studying the conditions of foundry practice. The present bulletin, published by the Bureau of Mines because the analyzing and testing of fuels have been transferred from the Gilological Survey to the Bureau of Mines, briefly reviews the status of the coke industry, some features of practice in the use of coke in the foundry, the probable happenings of a cupola heat, and the reasons for modifying charging practice so that a particular coke can be used to best advantage.

A review is given of the nomenclature, sources, imports, statistics, common methods of preparation, and testing of mineral pigments. A description of the Deer Park-Spokane colored-clay district and the laboratory methods of preparation of these colored clays, others, and siennas follows. The mineral pigments were prepared by washing or grinding the original material as received and by calcination of the yellow ocher and brown sienna with and without manganese dioxide to produce red, brown, and black colors. These prepared powders were tested for fineness, oil absorption, and color as compared with well-known brands of commercial pigments. Similar tests were made with several basalt red clays occurring in the neighborhood of Salem, Oreg., and Kalama, Eatonville, and Clay City, Wash. The color particularly was studied, since this property is the most important commercial characteristic of the minerals. PURPOSE OF INVESTIGATION Since the development of the clay industry in the Pacific Northwest, some curiosity and interest have been aroused by the red and yellow clay or ocherouslike material that has often been found associated with the commercial clay deposits. These include the red and yellow "paint pots" near Deer Park and Spokane in eastern Washington, a red clay at Clay City, another close to Eatonville in western Washington, and red basalt earths near Salem, Oreg., and along the Columbia River near Kalama, Wash. Several companies have been organized to produce pigment colors from two of these deposits but have either discontinued or never started operations.

Long term production planning in open pit mines requires the determination of cutoff grade, mining and milling production rates, mining sequence, mine life, and ultimate pit limits. These variables interact in a circular fashion, that is, the value of a variable can not be determined without the knowledge of the value of the preceding variable in the circle. Therefore, a genuine solution to the problem necessitates simultaneous determination of the variables. Such a solution methodology, comprised of a group of heuristic algorithms and an unconventional dynamic programming algorithm, is described in this paper. The methodology is applied to a small size Western US gold deposit to illustrate its logic and capabilities.

The East Boulder Mine located in Montana, U.S.A. utilizes snowmaking to assist with mine water treatment for nitrogen removal. Nitrogen species, including ammonia, are common contaminants in mine water from underground mining operations. Snowmaking provides secondary treatment of nitrogen during the winter due to the chemical and physical processes that occur during snowmaking, in the snow pack and in the snowmelt. The primary processes include atomization, evaporation, sublimation and volatilization. The snowmakers also provide secondary treatment for nitrogen removal when used as evaporators and/or land application units during the summer. In 2002, the snowmaking process was successful at reducing total nitrogen in the mine water by up to 87%. If additional losses due to soil and root zone processes are included, total nitrogen reduction would increase to between 87 and 97%. Snowmaking is an effective nitrogen reducing treatment method during the winter when other treatment methods such as land application cannot be used.

With the ever increasing consumption of mineral commodities, the vital question is not whether sufficient mineral quantities will be available, but rather can the known existing low grade resources be mined economically. Conventional conveyor systems are being used in some open pit mines to decrease haulage costs. n an effort, to take this concept one stop further, this contract study examines the use of a high angle conveying system in an open pit mine. It identifies available high angle conveying equipment and examines the haulage and crushing costs associated with both a conventional truck and shovel mining operation and a high angle conveyor operation. These costs analyses were performed on a hypothetical copper, taconite and phosphate mine. Information was gathered from a series of high angle conveying equipment and open pit mining operations in the U.S. Volume I includes a detailed review of the state-of-the-art in high angle conveying concepts, the, hypothetical mine development, and the cost analyses. Volume II includes the appendices.

The Runruno Gold Project is located on the island of Luzon, approximately 200 miles north of Manilla in the Philippines. The mine is an open cut operation and uses the proven BIOX® and carbon-in-leach (CIL) processes to recover gold, and the ASTER™ process for detoxification of the CIL residue prior to discharge to the Residue Storage Impoundment (RSI). Work to date has defined a mineral resource of 1.39 million ounces (Moz) of gold, and the operation will produce 96 700 oz of gold per annum over a mine life of 10.4 years. The BIOX circuit is designed to treat 140 000 t/y of concentrate with a design capacity of 404 t/d of concentrate at a design sulfide sulfur grade of 17% S2-.The Runruno BIOX Plant is the first application of the Outotec BIOX Generation III design principles, focussing on ease of operation and maintainability. During development and implementation, the project team focussed on identifying opportunities to optimise the capital efficiency while not compromising on the operability or overall efficiency of the process or the equipment. The BIOX plant also incorporates the latest developments in the design of the BIOX agitators for more efficient mixing and gas dispersion. This paper will discuss some of the critical aspects and decisions taken during the development and implementation of the BIOX Process at the Runruno Gold Project. The paper will highlight some of the factors affecting the commissioning process as well as the improvements seen through the introduction of the Generation III BIOX design principles. Blaster training manuals used by the Office of Surface Mining (OSM) and others are outdated and cumbersome. A new approach has been developed using Microsoft PowerPoint with a Visual Basic overlay to produce modules on CD’s that present state of the art blasting techniques. The education modules contain enhanced information on topics such as explosives and initiation products, blast design, drilling, and vibration control. The content is based on safe practices and illustrated with numerous photographs and movies. Review questions, complete with explanations for incomplete answers, enhance the learning process and keep the blaster involved. The benefits of using an electronic format include the ability to continually change and update the training modules as new products, technology and applications become available. In addition, the blaster can work at home in preparation for class work and may reduce the time away from the job. This poster session presentation will allow potential users to view and take part in the evaluation of these modules.

After the Loma Prieta Earthquake, which caused major damage to viaducts in the Bay Area, the California Department of Transportation set up a test programme for foundation piles. Funderingstechnieken Verstraeten B.V., beter known as Fundex, was approached, since one of the piling systems of Fundex, named Tubex, is extremely suitable in areas sensitive to earthquakes and we were very much interested to prove the capabilities of this piling system. Equipment For the installation of Tubex and Tubex grout-injection piles special piling equipment is required. Since our company is not only a contractor, but also a designer and manufacturer of piling equipment, all special equipment for our range of foundation techniques is designed and built by our own piling equipment department. For the installation of both Tubex piles and Tubex grout-injection piles for the Caltrans test programme, the following pieces of equipment were selected: a) Fundex F12 piling rig b) Drill table c) Hydraulic powerpack d) Grout mixing unit and high pressure pump

The meaning of the title, "Blank Piece of Paper," refers to the need for management to take a completely fresh viewpoint to the problems facing our industry. These problems are so severe and some so new that conventional thinking may not be adequate to resolve them. Innovation has to be a part of every company's approach to the solutions, our concept is to start with a "Blank Piece of Paper.' The objective of 'this paper is to outline steps which can be taken to improve the profitability of a mining business. This is not an examination of technical solutions to individual problems, but rather recommendations for overall change in management thinking. This philosophy is based on our actual, hands-on experience in major open pit operations worldwide over the past 25 years.

Today, mine backfilling has become an integral part of mining operations, both from a local and overall ground control point of view, and as regards mining techniques and environmental considerations. During the past decade, substantial research has been carried out to contribute to the better understanding of the mechanisms involved in mine backfill behaviour. This work involved analytical, experimental and numerical studies at different scales. Accordingly, this work has been aimed at developing backfill design guidelines for actual working conditions. Backfill design for deep mining conditions is complex and requires understanding of various elements. The most important of these elements are: backfill inherent strength parameters, backfill placement method, stope geometry and interaction between backfill and host rock. The mobilization of backfill strength parameters controls the backfill behaviour and thus, its failure mode. It is believed that the governing boundary conditions and backfill-rock interaction influence the backfill strength mobilization significantly. Accordingly, the interaction between backfill and host rock is an influential factor in overall backfill behaviour under applied loads. The focus of this research is to investigate the backfill-rock interaction, considering a nonlinear behaviour for both backfill and rock mass. Assuming typical stope geometry, the FLAC code was used to model the complex boundary condition associated with narrow vein mining conditions and to simulate the backfill behaviour. A comprehensive numerical study was conducted and the results obtained were compared against field observations. The analysis of findings provides qualitative results, which can be used for backfill design. FMC Gold Company start.ea processing ore at their Paradise Peak Mine in 1986. Gold, silver and mercury haye been produced from the Merrill-Crowe milling circuit and from heap leaching. There are three heap leach circuits, Paradise Peak, Ketchup Flat and County Line. The Paradise Peak and Ketchup Flat heap effluent solutions are routed into the zinc precipitation plant which is associated with the mill for recovery of the precious metals. The County Lne hea lech circuit is a stand-alone operation, again with a zinc precipitation recovery circuit. The mill was shut down in May, 1993 due to depletion of ore reserves with the remainder of the heap leach ore due to be placed on the leach pads by late summer of the same year.
