The South African mineral resource royalty system, initiated in 2010, employs a hybrid ad valorem approach tied to profitability ratios. This rate is then applied to the total revenue from mineral sales. In this article we explore how the profitability ratio in the mineral resource royalty formulae interacts with the gold tax formula as applied to South African gold mines, devising a strategy for cut-off grade optimization. The study focuses on nine narrow, tabular-reef (Witwatersrand) gold mines. The approach involves a mixed-integer cut-off grade optimizer utilizing Excel Solver, incorporating relevant royalty and income tax formulae. Different mineral resource royalty cost scenarios were examined. Ignoring these costs in the break-even analysis lowers the cut-off grade but slightly boosts profits compared to considering expected costs. The developed optimizer model, recognizing the profitability aspect of the mineral resource royalty and income tax formulae, yielded a 6% lower cut-off grade than the base case. This is significant for increasing mine life. While the profit differences are marginal (0.2% compared to the break-even base case), substantial improvements were noted: a 6% increase in stope tons above cut-off grade, and a 4% rise in total revenue. Enhanced resource utilization (3% extra gold kilograms) reduces necessary development and overall costs, allowing for a reduction in the cut-off grade and ultimately, more profit.

The conventional method of underground mining involves a process known as drilling and blasting to excavate valuable ore bearing minerals through the load and haul process. Drilling and blasting processes are completed for both the development of the tunnels used to access the orebody and for mining out the orebody itself. The former being called development drilling and blasting, and the latter production drilling and blasting. In either development or production drilling and blasting, the effective recovery will be largely reliant on the extraction of the initial void created in each blast cycle. In development tunnelling, the initial void is commonly known as a Burn Cut. The initial void created in production drilling and blasting has many names such as a Slot, Winze, Rise or Raise. There are drill patterns and charge designs used to create these initial voids in the production cycle. This paper discusses common slot or winze designs for production drilling and blasting; and various critical design criteria for these. The document also aims to provide a process for completing desktop reviews of current patterns employed on-sites and provides an initial guide in a process for improving the recovery of a slot, winze, rise or raise in underground mines.

THE relative importance of things is a fascinating subject for thought. As we look about us we realize the Creator of all things has provided the metals for our use, each in the quantity needed-iron in vast quantities gold in small quantities. Had gold been given us in the quantities of iron, the mechanical age mould Eave been very different. You may find some pleasure in running over in your mind this question of the quantity available of an element and man's need of it in the scheme of things. Nickel in this sense is a middle group element. It was not essential to man's early development. Its usefulness dates back only about one hundred years. The quantity available to man has increased as his needs in- creased. On two occasions more nickel became available than was needed and on both of these occasions the ex- cess was soon absorbed by new and useful developments.

Much has been said and written recently about the manpower problem in the mining industry. The coal segment of the industry has been scrambling to staff and man its companies and operations in order to accommodate the current boom, and there are some interesting side- lights and developments which deserve further attention from coal mining people. This column will deal with the manpower problem in general and the plight of the professional-the mining engineer-in particular. At this point in the game, it is desirable and perhaps necessary to ask ourselves if there really is a manpower problem and, if so, how serious it is. Suprisingly, there are varying and conflicting answers to this question. If we are talking about warm bodies, then in most mining areas there is no problem. If, however, we are talking about skilled or trained people-at all levels-there are apparently serious shortages, especially in the coal industry and in the U. S. Bureau of Mines. To define quantitatively the present and future need for mining professionals is a formidable task, to say the least. Without pretending that these figures are anything but an educated guess, we feel there is an immediate need for about 1000 mining engineers right now and a continuing need for about 300 mining school graduates per year (double last year's number) for the next ten years in order to take up the slack, provide for attrition and maintain a normal growth rate. Mining companies, large and small, are just now beginning to realize that the industry is undergoing a revolution, It is no longer possible to design, build and operate coal mines by the "seat of the pants." Production demands, the new health and safety law and the inevitable new legislation on surface mining will require more engineering, more planning and new technology. There are mine operators who need mining engineers and don't even know that they need them. This could mean rough going for the small operator. It surely means that there will be a trend toward increasing the ratio of technical to nontechnical employees and the ratio of technical employees to dollars of capital towards levels comparable with other highly mechanized industries.

When the origin and early plans, of Battelle Memorial Institute were described in this journal in October 1929 by R. W. Gillett the first director, the doors of the laboratory had just been opened and the hope of the founder that the institution serve the world by research for industry still existed only as an ideal in the minds of the thirty or so employees who then constituted the staff. Since that time the country has experienced troublous times. A devastating depression plunged the entire world into an unprecedented period of financial and industrial inactivity; and the slow recovery of the late thirties was soon to be overtaken and overwhelmed in the violence of war. Through this time of stress Battelle has continued to grow. The staff has increased to almost 600; buildings and equipment have been added, until now it stands in a place of pre-eminence in the metallurgical and engineering world.

These changes have led to an increased use by operating companies of the project and construction management services offered by engineering contracting companies. For a variety of reasons, this development has been slower in the metallurgical industry than in other areas of production, but that industry is also now showing an increasing trend in this direction.

THE recent production of important quantities of high-grade muscovite at the Purdy mine, near Eau Claire, Ontario, bas brought that district into prominence and bas added another strategic mineral to the list of Canadian products. The discoveries are thirteen miles west of Mattawa and about two miles north of the Trans-Canada highway and the Canadian Pacific railway. HISTORY Clear mica of low power factor is in considerable demand in Canada and in the United States for war purposes such as radio and telephone condensers, aircraft spark-plugs, radio tubes, and transformers. Some muscovite (white mica) bas been produced in North Carolina and New Hampshire, but the United States trade bas depended largely on importations of muscovite from India and of phlogopite (amber mica) from Madagascar. For many years Canada bas been a substantial producer of phlogopite, but was unable to compete extensively in the United States with importations from abroad. Canadian production of muscovite bas been negligible as no important deposits were known. Ever since the construction of the Canadian Pacific railway, attempts have been made from time to time to mine the pegmatite dykes in and near the Eau Claire area, but, although some feldspar has been mined, no appreciable muscovite was produced. Lace in 1941, J. Purdy and H. MacDonald discovered a dyke containing large crystals of high-grade muscovite from which they are reported to have sold $700 worth of mica. They recorded claims 35974 and 35975 in December, 1941, and claim 36095 in May, 1942.

The purpose of my visit was to observe the use of explosives in mining and tunneling in a coal field 500 miles south of Peking near Hsu Chou in Kiang Su Province. "Introduction Byron Creek Collieries Limited Corbin mine is located in southeastern British Columbia approximately 180 air kilometres southwest of Calgary (Fig. I), twenty four kilometres south of Highway No. 3 via a newly constructed provincial road (Fig. 2). The development of the area began July 30, 1905, when D.C. Corbin, a prominent businessman from the northwestern U.S., and his associate E.J. Roberts first visited the site of Coal Mountain on horseback. Coal was in great demand by railways and other industrial users, so the Corbin Coal and Coke Co., after acquiring 6,000 hectares of land in the area, began to develop a mine. Mr. Roberts was responsible for the construction of the 22-kilometre rail spur, the Eastern British Columbia Railway, which joined the mine to the CPR main line at the McGillivray Loop. Rail access to the mine and its developing community, Corbin, B.C., was completed in September 1908, the same year that the first underground mine began production. The Corbin Coal and Coke Co. operated six mines on Coal Mountain (Fig. 3) and production from 1908 to 1930 inclusive totalled 2,120,800 tonnes. "What is now known as the 'Waite section' of the property of Waite Amulet Mines, Limited, was originally the Waite-Ackerman-Montgomery mine. It includes a group of twenty-eight claims lying on either side of the Duprat-Dufresnoy township line, and about 8 miles north-northwest of Noranda, Quebec. ,The original discovery of ore on the property was made by Thomas Montgomery in Block Q, Duprat township, and was staked by him on behalf of himself, I. C. Waite, and C. H. Ackerman, in the summer of 1925. The property was optioned late in 1925 to N. A. Timmins who, after trenching and drilling the deposit, sold his 85 per cent interest to Noranda Mines, Limited. Early in 1927, a company known as Waite-Ackerman-Montgomery Mines, Limited, was formed and shaft sinking and development undertaken. Production commenced in August, 1928, ·and continued tJ May, 1930, when, owing to falling metal prices, shipment of direct smelting ore was stopped. Development of the mine by shaft sinking, drifting, and drilling continued until March, 1932, when owing to the prolonged low price of metals, the property was closed down. In September, 1933, an amalgamation with Amulet Mines, Limited, was effected, the new company being called Waite Amulet Mines, Limited. Early in 1937 operations were resumed, first by direct shipments to the smelter and later by aerial tramway to the Amulet mill. Operations have been continuous up to the present time, reaching an average of 720 tons a day milled for the year 1940. Production during the initial period (1928-1930) amounted to 75,811 tons, having an average grade of 7 .11 per cent copper, 4.47 per cent zinc, and 0.03 oz. gold and 0.65 oz. silver per ton. During the second period (1937 to end of 1946) , 1,060,524 tons, having an average grade of 4.53 per cent copper, 2.97 per cent zinc, and 0.03 oz. gold and 0.65 oz. silver per ton, were produced."

"In contrast with the well-publicized Pittsburgh coal, and the Everglades of Florida, most coal-forming swamps of Cretaceous time in western North America occupied relatively limited areas. They formed in areas of irregular subsidence, bounded by the changing levee systems of meandering streams. Coke quality is determined by the physical and chemical behaviour of the vitrain during thermal decomposition. Vitrain is at least in part a colloidal substance, originally containing large proportions of water; its formation and survival depend on maintaining a shallow cover of stagnant water up to the time of burial. Heat from swamp fires or subaerial dyhydration could destroy it or impair its quality. Observed patterns suggest that the metamorphism is almost entirely thermal, and that there is little relation to tectonic stresses, or loading. These coals had probably achieved essentially their present rank prior to deformation. Evidence of frictional heating along the thrust planes is minimal or absent. Normally, coal beds are aquifers. Oxygen carried into the subsurface becomes available and reacts with the vitrain to destroy its natural thermoplastic properties. The tolerance of oxygen without loss of thermoplasticity is inversely related to the volatile content. Significant lateral variations of coal thickness are common and sometimes occur in short distances. In deformed areas these thickness changes are more commonly due to differential tectonic stress rather than to original thicknesses of coal. Locally, coal is known to have flowed into cavities, or fractures. These principals are discussed in relation to coal deposits of western Alberta and eastern British Columbia."

In 1910 the Richmond-Eureka Co. suspended all operations except small-scale leasing, but company and other geologists contended that the El Dorado dolomite would also carry ore in its continuation from fault block north and northeast of the productive old working. The company began to explore the fault block in 1923 by diamond drilling from the,900 level of the Locan shaft, but for various reasons the hole was drilled to a depth of only 2 feet and was then abandoned. Eureka Corporation, Ltd., planned an extensive diamond-drilling program, which included four deep diamond-drill holes, one designated ""A"" fig. if it is to be drilled from the surfaced, and three designated ""E"", ""C"" and ""D"" figs land to be drilled from the 900 level of the Locan shaft. Of these only B and C were completed by the company. Hole C was a contribution,of the hole started by the, started by the Richmond Eureka Co. The site for hole D (figs. 1 and 2) was prepared, but the hole was not drilled. Both B and C holes penetrated sulfide ore carrying good percentages of zinc, lead, gold, and silver. The ore bodies were 40 feet thick and were found approximately 1,400 feet below the 900 level of Locan shaft.On the basis of the very favorable results obtained from the drilling program, the Eureka Corporation planned extensive development of the property and in 1942 commenced sinking the Fad shaft (figs. 1 and 2). The shortage of equipment and materials brought on by the war and difficulties with water in the shaft greatly hindered progress. However, early in 1943 the Eureka Cor¬poration, Ltd., of Canada submitted to the War Production Board a proposal for developing the mine and milling 500 tons of zinc-lead ore a day. The proposal involved an expenditure of $2,890,750."

"The Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) has been operating successfully for 14 years, and has an ancestry dating back over 30 years. Together with complementary developments in stock exchange listing rules, the Code has brought about substantially improved standards of public reporting by Australasian mining and exploration companies. The Code is regarded as a world leader in its field, and has been used as a basis for the development of resource/reserve reporting standards in other countries. The reasons for its success are varied, foremost among them being its adoption in full by the Australian and New Zealand stock exchanges, and the ability and willingness of mining industry organizations to bring Competent Persons to account when necessary.The latest revision of the JORC Code was undertaken in 2002-2003, based in part on releases of upgraded reporting standards in Canada, the United Kingdom/Western Europe, and South Africa, and the 2003 edition is expected to be released mid-year. Two of the more significant changes are: the introduction of a requirement for a Competent Person to be responsible for the documentation upon which Exploration Results are reported; and inclusion in the definition of a Competent Person of a reference to “Recognized Overseas Professional Organizations” being overseas professional organizations to which Competent Persons may belong for the purpose of preparing documentation for the submission of reports to the Australian Stock Exchange."

Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. The Twin Buttes Mine, one of the more recently developed large copper mines in the United States, is in the Pima Mining District about 25 miles south of Tucson (Figure 1). Other copper producing mines in the district are the Esperanza-Sierrita mining operations, five miles to the southwest and the Pima and Mission Mines, seven miles to the north. Copper metal production from the Pima District in 1974 totaled 276,728 tons and the Twin Buttes Mine's share was 46,473 tons or about 17%.' The district's copper production was 31% of Arizona State's production and nearly 17% of the production from the United states in 1974. The Pima District thus ranks as one of the major copper producing areas in this country.

"Although manganese is a metal virtually unknown to the layman, it is hardly necessary to point out to the engineer the importance of manganese in modern metallurgy, an importance intimately linked with iron (and steel), the basic materials of engineering construction for hundreds of years and certain to remain so for long into the future. World steel production will approach and perhaps reach 1 billion tons/year in the 1980s; with a manganese content between 0.5% and 1 % in ordinary steels, and more in specialty steels, manganese use worldwide will soon approach 15 million tons annually. Manganese was discovered and isolated in Sweden in 1774 by Karl Wilhelm Scheele (who also discovered molybdenum), but the element was only of scientific interest for several decades. By the early part of the nineteenth century, however, manganese oxide had become commercially available and was in use for colouring glass and for the production of chlorine. Commercial application in metallurgy appears to have been limited to the manufacture of crucible (or ""cast"") steel, a highquality product made by carburizing wrought iron, and melting it in small batches to make ingots which could be rolled and used for special applications, e.g. for the manufacture of fine tools or for ""steeling"" the cutting edges of implements such as wrought iron axes and chisels.* However, it was not until Bessemer's epoch-making invention of cheap steel in 1856, and the dramatic expansion of the steel industry thereafter, that manganese assumed the importance that it holds in modern steelmaking."

The cities of St. Paul and Minneapolis are located side by side on a double loop in the Mississippi River near the eastern boundary of Minnesota. Both cities lie on both sides 'of the Mississippi River, which in this region describes an S-shaped curve. The two cities together have a population of over 600,000 people, gathered in an area which has grown to be a single urban district inasmuch as the two cities have expanded until they occupy all the territory formerly between them, though the business centers are ten miles apart. St. Paul is located at the head of navigation on the Mississippi River and Minneapolis, farther upstream, at the Falls of St. Anthony. A recent water¬power development below the Falls of St. Anthony, constructed by the Federal Government, has at the same time made possible navigation to the foot of St. Anthony Falls through a lock around the dam which replaces the former rapids. Minneapolis, in 1920, had a population of 380,000 people, and St. Paul, 235,000. The two cities occupy land at an elevation of 700 to 900 feet above sea level. The average elevation is slightly less at St. Paul. Minneapolis has nearly 4,000 acres of parks and park¬ways, while St. Paul has nearly 2,000.

Rockburst prediction is crucial in deep hard rock mines and tunnels to make safer working conditions. Due to the complex interaction of many factors involved in rockburst prediction, such as multi-variable and multi-interference factors, three hybrid support vector machine (SVM) models optimized by particle swarm optimization (PSO), Harris hawk optimization (HHO), and moth flame optimization (MFO) are proposed to predict rockburst hazard level (RHL). The RHL is determined according to four kinds of microseismic characteristic parameters including angular frequency ratio, total energy, apparent stress, and convexity radius. Then, six types of microseismic characteristic parameters are taken as input variables in 343 sets of data, including angular frequency ratio and total energy, etc.. And the RHL is taken as the output target of rockburst prediction. The classification performance of PSO-SVM, HHO-SVM, and MFO-SVM hybrid models is evaluated by accuracy (ACC), precision (PRE), and kappa coefficient. Findings reveal that the MFO-SVM model performs best in terms of accuracy, with ACC, PRE, and kappa coefficients reaching 0.9559, 0.9063, and 0.9094 respectively, while PSO-SVM and HHO-SVM have similar performances. However, the PSO-SVM, HHO-SVM, and MFO-SVM all perform better than the unoptimized SVM model. This confirms that the three optimization algorithms significantly enhance the rockburst prediction capacity of the SVM model to help mine practitioners apply machine learning methods to rockburst prediction problems appropriately.
