Management of Mining Wastes in European Union and Developments in Turkey

The global mining industry has been proactive over the last decade in finding ways to embrace the concept of sustainability. However, legacy mine sites (which include abandoned derelict and orphan mine sites) across the world continue to present issues for the global mining community, governments, local communities and NGOs. Unfortunately there has been much less academic focus on this area of mining and sustainability. This paper seeks to address how principles of sustainable development can be used to guide the development of processes for addressing post mining landuse issues for legacy mining areas. This is being done using a case study area located near Ipswich, in southeast Queensland, Australia. This area has a 160 year history of coal mining, and was one of Queensland?s crucial early industries. Mining in the area ceased in 2003 leaving a degraded landscape covering an area in excess of two thousand hectares adjacent to one of the fastest growing urban areas in Australia. A sustainability criteria and indicators framework for post-mining landuse on legacy mined land, developed from current best practice used for measuring sustainability across a range of industries is being developed. A review of current best practice suggests the framework should: (1) consider in equal measure environmental, social and economic factors; (2) have a minimum number of indicators which should be easy to identify and measure; (3) must have indicators with a meaningful output; and overall, the framework must consider particular requirements of the site being investigated. Application of the framework to the case study area is an ongoing aspect of this research, and the results will be evaluated through the use of expert stakeholders.

Several grindability tests were developed over the years to design grinding circuits or optimize existing operations. Each test has its own strengths and weaknesses and it is imperative to select the proper test procedure(s) to meet project deliverables and minimize the risk of a project. Pilot plant testing of large bulk samples historically constituted the traditional approach for AG or SAG design, but was gradually replaced by small-scale tests. Nowadays, conducting grindability tests requiring only a few kilos of material on several samples is a more typical approach to grinding mill design. This paper summarises the requirements and deliverables of various bench-scale test procedures, their strengths and weaknesses, and cases where AG/SAG pilot testing should still be performed.

Knowledge acquired from this research contributes to a better understanding of the physical structure of Green River oil shale and provides fundamental data and concepts that may serve to improve oil-shale technology. This study by the Bureau of Mines indicates that oil shale is a highly consolidated organic-inorganic system with no significant micropore structure, pore volume, or internal surface. This system is a form of physical structure that precludes rapid diffusion of either gases or liquids. The mineral matter consists essentially of nonspherical particles that tend to follow a log-normal size distribution. An excess of 99 weight-percent of these particles have equivalent spherical diameters of less than 44 microns--75 weight-percent are from 2 to 20 microns, and 15 weight-percent are less than 2 microns. The surface area (3 to 5 square meters per gram) of these mineral constituents is mainly external surface. The mineral constituents contain some micropore structure--pore radii ranging from 10 to 100 Angstrom--with the pore sizes randomly distributed. Distribution of the organic matter within the inorganic matrix is essentially interparticle and not intraparticle. The organic matter within the micropores of the mineral constituents is less than 4 percent of the total. Estimates made from surface area data suggest that perhaps only a small amount of the organic matter is bonded either physically or chemically to the mineral constituents.

MINERALS and mineral resources are recognized as one of the things that nations are prone to quarrel about. The territory that was arbitrarily incorporated into the Polish Republic after the World War produces a variety of essential minerals on a substantial scale. The accompanying table has been compiled to give some idea of the relative importance of this production. Poland, before the recent war started, had an area of 150,000 sq.mi., just a little larger than the State of Montana. Its population was 32,000,000, equal to that of New York, New Jersey, Pennsylvania, Connecticut, and Massachusetts. Though not a highly industrialized country it nevertheless has important mines, steel plants, petroleum refineries, and sundry metal-fabricating manufactories. Coal, petroleum, iron and steel, zinc, lead, pyrite, potash, and salt are produced in excess of the country's domestic consumption. It has no appreciable production of copper, chromium, tungsten, nickel, tin, mercury, manganese, aluminum, magnesite, fluorspar, or graphite.

Historically, miners have known that roof rocks originally composed largely of mud were prone to slaking and deterioration when exposed to water and humidity. Mine Safety and Health Administration (MSHA) records show that roof falls are more prevalent in summer and late fall. Field data shows higher bolt loads and increased room convergence in summer months. Laboratory data shows that very high internal pressures can be generated by significant strain in clay-rich rocks. In summer months humidities ranging from 70-100% can cause rock strains up to 7%, and rock pressures of 14,000 psi, more than enough to break apart weak shales and fireclays. The National Institute for Occupational Safety and Health (NIOSH) conducted wet/dry immersion cycling of clay-rich rocks. Results show that the rocks most prone to moisture deterioration are fireclays, claystones, and sandy shales, all of which have disrupted bedding. Of the 7 mudrocks with a weatherability index above 40%, none showed consistent fissile bedding. Black shales were surprisingly resistant to wet/dry water immersion cycling. Generally, mixed rocks (stackrock), typically susceptible to horizontal stress, are more resistant to moisture-deterioration. Mine roof rocks tested with moisture sensitivity ratings above 50% (moisture sensitivity index ranges from 0-100 with 100 being the most sensitive) all came from mines which had roof skin problems and used supplemental support to prevent rock fall injuries. Some roof rocks showed lateral variability of moisture sensitivity values, suggesting the need for more samples in highly varying roof rocks. Swelling strains of mudrocks showed that almost all of the swelling occurred in the first 24 hours after immersion. The wet/dry immersion cycling test used provides an accurate, quick and inexpensive method for estimating the moisture sensitivity of mudrocks. With this information mine operators can begin to anticipate hazardous ground and prepare appropriate roof support.

London Underground is the oldest and one of the deepest Metros in the world. The temperature of the Underground has been increasing over the last 100 years, mainly as a consequence of increases in train service. Further increases in train service are planned in the coming years to meet the predicted growth in passenger demand. Unabated, the additional service will increase temperatures on the Underground. London Underground Limited (LUL) has therefore set up the Cooling the Tube Programme (CTP) to tackle the issues of thermal conditions on the Underground. Some of LUL?s studies and cooling methods have borrowed experience and techniques from the mining industry; some of methods used or proposed may in turn be of interest to the mining community. This paper presents a background into the sources of heat on the Underground network, the manner in which the heat is presently dissipated, the analysis of future temperatures and criterion and a number of means and methods being used or proposed to cool the network in an environmentally sensitive manner.

Since 198 1, Federal mining law has required every miner working in underground coal mines to have a self-contained, self-rescuer (SCSR) available for use in emergencies. Some miners that have escaped from fires using SCSR's have reported that they had to remove their mouthpiece to talk during escape, thus compromising the protection afforded by the SCSR. If miners are in thick smoke during an escape, they may have trouble if they become separated from their group. The visibility can be so poor that separation can occur at very short distances. To address this problem, two-way, FM radios were built into the SCSR to improve the ability to communicate should the miners be separated over relatively short distances. The SCSR prototypes built and used in testing included both two-way radios and improved mouthpieces. Comparison studies were conducted using combinations of the new and old mouthpieces, and trials using the radio or not using the radio. Subjective judgments indicate that communication ability was significantly improved using the prototype devices. Communication problems have been encountered with teams using standard voice- powered communications systems. Mine rescue teams perform rescue and recovery work under extremely hazardous conditions, life lines are a standard part of mine rescue team equipment. Leaky feeder and quasi-leaky feeder life line communications systems provide significant improvements over standard systems. These improved systems allow all members of the team to communicate with each other and their base of operations. These innovations will significantly enhance the safety of mine rescue operations.

TRINIDAD, which has never been. seriously consid-ered as a large oil producer, has recently taken a new lease on its oil life through active development work being carried on by a newly organized American company that has been conspicuously successful in the short time in which it has operated on the island. From an oil operator's point of view Trinidad pos-sesses numerous natural advantages which are not found in any other oil producing country. The climate, while tropical, is healthy. The nights are always cool. Deep-water shipping ports in protected waters are available within short pipe-line distance from the pro-ducing fields. The distance from Trinidad to the At-lantic seaboard of the United States is less than from the Gulf Coast or from Mexico. The labor supply is abundant and can be had at reasonable rates. The island enjoys a good, stable government under British rule and is traversed by a net-work of excellent govern-ment roads. From a production standpoint the fields being de-veloped by Trinidad Oil Fields, Inc., the company re-ferred to above, present interesting problems which are being successfully solved. The oil sands are extremely fine; some of them having over 50 per cent passing 100- mesh screen and, with the exception of the Palo Seco field, the sands are loose, with shale-breaks and shale capping and with rock pressures running up to 600 lb. per square inch. Rotary drilling is universal, as the formations encountered are soft Tertiary shales, clays, sandy shales and sands, with occasional sandstone and lime shells, which are easily drilled with the rotary. As high as 600 ft. of hole in 24 hr. has been made in some of this company's wells. Production is at present obtained at depths ranging from 500 to 2500 ft. but further development will probably result in deeper pro-duction being obtained. The oil being produced ranges from 21 deg. to 37 deg. Bé gravity and is all asphaltic base oil.

"Melt quality is crucial for both continuous and shape casting of light alloys and in order to improve it, removal of excessive inclusions, accumulated impurities and unwanted gases becomes necessary. To address this problem, a new multi-purpose high shear liquid metal treatment technology, based on intensive melt shearing by a rotor/stator unit, has been developed. The device ensures achieving uniform temperature and chemical composition and an efficient dispersion of gas and solid phases in the melt with minimal disturbance of melt surface, and can be used, among other things, for de-gassing and de-ironing of Al-alloy melts. Efficient degassing is achieved by dispersing each argon bubble into many small ones, which significantly increases the overall surface area of the bubbles and the time they remain in the melt capturing hydrogen before reaching the surface. This allows using much lower inert gas flow and mixing times than conventional rotary degassing. When applied to Al-alloy scrap, with accumulated iron, the high shear melt treatment speeds up the nucleation and growth of primary Fe-rich intermetallic particles, allowing a faster removal rate. Therefore it reduces processing times, increasing recycling productivity, and facilitates full metal circulation of secondary Al-alloys.INTRODUCTION Aluminium and magnesium alloys are widely considered in various industrial sectors for the purpose of weight saving (Polmear, 1995). In particular, they are used in the automotive sector, where components are mostly manufactured by high pressure die casting (HPDC) because of its simplicity and relatively low cost, but efficiency and mechanical properties are quite low compared with other processes. To date, the main focus to overcome this problem has been for improving the HPDC machinery (Dahle, 2001) but little attention has been paid to the opportunities of controlling the nature and quality of the molten metal supplied to the die. In this way, liquid metal treatment, which involves a variety of physical and/or chemical processing methods to improve melt quality prior casting, is crucial for both continuous and shape casting products."

Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers' durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.

Cement production in Australia approximates 6.5 million tonnes per year. Cement clinker is sourced from 15 plants which operate 28 kilns. Cement grinding is conducted at 14 of the clinker plants plus 7 grinding plants. Average annual capacity per kiln or plant is lower than in many overseas countries, but kilns introduced since 1970's have been of larger size more in keeping with size trends overseas, although still smaller than the large units overseas. Substantial economies in capital and labour costs can be achieved in large production units, particularly with dry process kilns using precalcination techniques in which part of the fuel is introduced in the static preheater section ahead of the kiln while the balance is added to the kiln in a conventional manner. Precalcination techniques have been introduced to the Australian cement industry but as cement transport costs form a major part of supplying diverse market areas, the size of kilns is likely to remain less than maximum owing to balance with distribution costs. The cement industry uses significant amounts of thermal and electrical energy which can be minimised by proper selection of equipment and technology. Labour costs are also significant and can be contained by automation and computer control of the process.

A Seismic Hazard Scale (SHS) has been developed to provide a practical seismic hazard assessment tool applicable to mine site personnel. It has been applied to seismic data sets from numerous Western Australian mines. The SHS is applicable when quantifying seismic hazard on a mine wide scale, on a mining block scale, and on a local cluster-by-cluster scale. Spatial mapping of variations in seismic hazard is a particularly powerful application of the scale. The SHS is sensitive to temporal increases in seismic hazard. It has also been shown that the SHS can be applied to estimate seismic hazard when seismic monitoring data are not available. The SHS is a simple derivation of the Gutenberg-Richter relation. There are assumptions and limitations to the SHS that need to be considered when applying it to mine seismicity data.

Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) medical control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health rleterinratinn_

GOLD has played a part in the development of Australia. The total yield exceeds SIX hundred million pounds sterling, while the glamour of gold-mining and the unfailing demand for the product have enhanced its influence. The production is still considerable, but the yield is less than one-quarter of that twenty years previously, while the number of men employed has dropped from 70,000 to 11,000. Not only has there been a marked decline in production, but it is anticipated that thisdecline will continue, and continue more markedly. It is therefore desirable to ascertain the causes of the decline and inquire into means for diminishing or preventing it.The problem under discussion is far from being only local. Finlay states: The grand feature of the history of the business has been the progress of an economic cycle unfavourable to gold milling. The USA yield fell from $101,000,000 to $44,000,000.South Afriea has for some time produced one-half of the world's gold; yet in the Mining and Scientific Press of 11th February, IH22, General Smuts is quoted as saying that if the premium disappeared entirely 24 out of 34 mines would shut down. Despite advances in pile design methodologies and piling techniques at site, difficulties and uncertainties still exists for design of piles particularly in coralline deposits and weak carbonate rocks. Such deposits are known to be heterogenous in nature, and occupy major stretches of earth, where piling experiences are probably very scanty. Such deposits are associated with low unit weights and usually consist of weakly cemented calcareous and carbonate soils interbedded with coral rocks containing cavities, which are completely void or filled with coral debris. Many of the studies indicate that conventional parametric relationships are may not apply to such sediments and rock formations. This paper intends to provide an appraisal of the available information that cautions against risks involved in conventional design practice and also serve as a guideline for pile design in such formations despite being a grey area of research. Contents of the paper is expected to provide a basis for the pile design and likely to serve as an eye-opener for research into this important soil-pile structure interaction problem.

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.
