The key driver for choosing a circulating fluidized bed (CFB) boiler is the ability to burn a wide range of fuels with highly efficient combustion while meeting low emission requirements. Reduced sorbent and water consumption compared with pulverized coal (PC) plants and the ability to deal with corrosive fuel constituents while still meeting local regulations make a CFB boiler-based power plant particularly attractive. CFB-based power generation is particularly relevant in coal mining areas. During mining, a portion of the roof and floor material may be extracted along with the coal seam in order to create adequate working height for the equipment and miners. Therefore, run-of-mine coal which comes directly from the mine contains impurities. The raw coal can undergo a washing or screening process in order to improve its quality by reducing the ash content in the fuel in order to sell it on the export market or to comply with domestic customer requirements. The coal discarded from the washing process usually has a high ash content and difficult mechanical properties resulting from the initial properties, the mining, and the coal cleaning processes. It can contain a large volume of stones or can be very fine as a result of the washing treatment. To create value from burning this discarded coal, the boiler supplier has to meet several technical challenges in developing the appropriate design. This paper highlights the performance achieved with Alstom's CFB boilers developed for power generation over the last two decades to extract value from discarded coals. Emile Huchet Power Plant is the first 125 MWe CFB unit developed for burning coal slurries (called schlamms in France). The Emile Huchet discarded coal fuel is a very fine high-ash residue with an average particle diameter by mass (d50) of around 80 µm as received from the washing plant. The paper describes the performances and the basic design of the CFB boiler to manage such a fine fuel. The performances of two other CFBs of approximately 300 MWe output in operation in the USA and PR China are also mentioned to demonstrate the capability of this technology to burn either low-volatile bituminous or anthracite waste coals. The significant issues experienced during commissioning are reported, and the conceptual choices for burning such fuels are mentioned.

An account of the operation of the Noranda smelter covering the period from December, 1927, when the smelter started, until December, 1929, was given in a paper published by the Canadian Institute of Mining and Metallurgy early in 1930.' The object of the present paper is to review matters of interest in the original paper and to describe the present construction and operation of the smelter, with particular reference to the reverberatory-furnace practice. The Noranda smelter was built by Noranda Mines, Ltd., from the designs of A. E. Wheeler, consulting metallurgist of New York, for the reduction of ores and concentrates from the Horne mine and to treat, on a custom basis, ores and concentrates from other mines in the Rouyn district. The smelter is at Noranda, about 330 miles directly north of Toronto. Construction work was started in June, 1926, and copper was first produced in December, 1927. The smelter was built throughout as two duplicate units, each with a rated capacity of 500 tons of ore per day. Operations were started with one unit and after several months it was found that one unit alone could smelt 1000 tons of ore a day. At that time there was only one hoisting shaft, No. 3, and its hoisting capacity and the capacity of the original crushing plant were insufficient to supply ore for the two units at the increased tonnage. Accordingly No. 4 shaft was sunk and a new crushing plant provided to handle the ore hoisted there. Operating two units at capacity also required the installation of two more converters to treat the additional quantity of matte produced. This work was completed in the latter part of November, 1929, and since then both smelter units have been operating continuously. In 1928, a mill to treat 500 tons a day of concentrating ore was completed. Since then the concentrator capacity has been increased twice, and at present 2000 tons a day of ore are being concentrated. The layout of the surface plant of the mine, concentrator and smelter is shown in Fig. 1 and the general plan in Fig. 2. The smelter is shown in more detail in Fig. 3. Late in 1942, the increasing demand for zinc, coupled with the growing shortage of miners and the knowledge that some abandoned mines would have to be reopened for prospecting and development, led to considerable thought as to the possibilities of further mechanization in order to conserve man power. The ore bodies, locally termed "sheet ground," are an important ore bed in some mines and are in the lower part of Boone formation of the Mississippian Series. Some mines contain interbedded layers of nearly pure galena and sphalerite in horizontal sheets ranging in thickness from a thin seam to several inches and is persistent over large areas. This type of ore body offered the best opportunity for study and experiments. The use of Jumbo drill carriers was advanced but some doubt was expressed as to the adaptability of Jumbos as then in use to mine headings as compared to post and arm mounting (Fig I). Another consideration was the introduction of truck haulage when several mines were trackless. A drill frame, built to carry 2 4-in. drifters, was mounted on a truck chassis. This design proved a failure as it was not rigid and the resiliency of the tires and springs allowed too much play. Long screw jacks were then used to hold the truck firmly in place, but placing the jacks and securing the truck required more effort and time than setting up post drills, so the truck carrier was abandoned. The use of a bull dozer underground had been under consideration for some time to be used in "brunoing" the broken dirt from behind pillars and other inaccessable places so the slusher drags could load without double dragging the dirt. A dozer with hydraulic blade lift was purchased and R. I. Tuthill, Superintendent of Section 30 Mines, suggested that a long drill arm be substituted for the blade, and the drills mounted on the cross member. The hydraulic lift would permit drilling holes at any required spacing. The "cat" was very mobile and answered the problem of a trackless mine. The initial tests showed that the "cat" would make a good carrier, but the hydraulic controls were not positive enough to keep the drills in alignment while drilling. The next step was to build a small hoist. This hoist was attached to the power take-off on the "cat" and by means of sheaves and a double line of 3/8-in. hoist cable, a positive control for raising and lowering the boom was obtained. To avoid serious injuries to the drillers should the cable break, a safety chain was fastened to the drill boom and hooked into a slot in the back of the "cat" frame. A different power unit was obtained for the "cat," as a state law prohibited the use of internal combustion engines in mines. A custom machine shop had just placed on the market a small hoist powered by a Model A Ford engine that had been very ingeniously converted to a slide valve engine using compressed air. The history of this refinery has been one of expansion. It now has the capacity to produce 240,000 tons of cathodes annually. A general flowsheet and descriptions of the plant layout, operations involved, and equipment used at one of the world's largest and most modern electrolytic copper refineries are presented. THE El Paso copper refinery of Phelps Dodge Refining Corp. was originally constructed by the Nichols Copper Co., in association with Phelps Dodge Corp. and the Calumet & Arizona Mining Co., in order to refine anode copper produced at the smelters of the two latter companies. Initial production was obtained from the plant in January 1930 and its annual refining capacity was 100,000 tons of anodes. In order to keep pace with Phelps Dodge Corp.'s increasing copper production in the Southwest, it became necessary in 1937 to increase the El Paso plant's refining capacity to 160,000 tons of cathodes annually. This was accomplished by adding two sections to the electrolytic tank house, increasing the number of anodes placed in each commercial electrolytic tank from 33 to 37, and making changes in the dc circuits which made it possible to put three generators on each of the two circuits instead of two, thus increasing the amperage on each circuit from 10,000 to 14,800 amp. The capacity of the two furnaces from which refined shapes were cast was increased by raising the sidedoor bays on the furnaces 6 in. An increase of 70 pct in the productive capacity of Phelps Dodge Corp.s Morenci Branch in 1942 again made it necessary to expand refining capacity. In order to accomplish this, Defense Plant Corp. set up a project to increase the capacity of the El Paso plant to 240,000 tons of cathodes annually. This project consisted of enlarging the tank house approximately 50 pct, the construction of another wire- bar furnace, and corresponding increases in other departments where necessary. The engineering work on this expansion was begun in March 1942. Actual construction was under way by August 1942, and the work was completed by March 1944. These additional facilities were purchased from Defense Plant Corp. by Phelps Dodge Refining Corp. in August 1949. The plant is in El Paso about eight miies east of the center of the city and near Highway 80 and the main lines of the Southern Pacific and Texas & New Orleans railroads. The plant site covers approximately 494 acres of company-owned land that is ideally adapted for its use, being well-drained sandy soil and having enough slope so that a minimum amount of excavation was required when the plant was constructed. There is still ample room on the plant site for any future plant expansion. The plant is constructed on four different ground levels and so arranged that the unrefined copper is unloaded on the highest level at the north side of the plant and the refined copper is shipped out from the lowest level on the south side of the plant. The receiving or unloading platform, weighing and sampling rooms, main floor of the tank house, acid and condensate storage tanks, and the slimes and copper sulphate plants are on the first or highest level. The tank house basement, yard scales, charging and furnace bays, balloon flue and stack, brick-storage building, substation and power house, boiler feedwater treating plant and pump house, water storage tanks, and change houses are on the second level. This second level also contains ample yard area for setting-up furnace charges, and for storage of custom scrap, cathodes, scrap anodes, blister, coke, and poles. INTRODUCTION The degree of success of any new project will ultimately depend on two factors: (i) the underlying economic strength of the project; and (ii) how successfully the parties involved can coordinate their interests to establish a financing structure which indeed capitalizes on the project's inherent economic attractiveness. A project's underlying economic attractiveness is determined by its inherent comparative advantage in accessing the factors of production, combining these factors of production to create a product and marketing this product. Initially, the decision regarding whether to go ahead with the project - the go/no go decision - has to be based on its total ability to generate cash flow returns to project participants to compensate them for resources committed and risks undertaken. The extent to which project sponsors will actually benefit from the project's inherent economic attractiveness is fundamentally dependent on their ability to establish the long-term financing arrangement which best meets the objectives and constraints of each project participant and sources the most advantageous funding. The decision regarding the financing of the project, the "how-to-go" decision, is then an attempt to find the capital structure, consistent with market terms and conditions and sound financial management policies which will best: (i) match planned outflows with cash inflows; and (ii) maximize the return for project sponsors. This article makes use of a case study to illustrate the analytical process involved in dealing with the go/no go and the how-to-go decisions on a project. Though most commonly applied to project finance situations, the guideline described herein is equally applicable to other financing situations, such as leveraged buyouts and debt restructurings, where timely repayment of debt depends largely on the future cash flows to be generated by the entity being financed. Our case study is of a hypothetical expansion of an existing copper mining operation in Latin America. The company, Latin American Copper (LAC) currently has 147 million metric tons of proven sulphide ore reserves. The existing mine complex consists of an open pit mining operation and a conventional flotation plant with a processing capacity of 20,000 metric tons of ore per day. LAC sells copper concentrates primarily to Japanese custom smelters. The mine has been in operation for 5 years, fine copper production last year was 108,240 metric tons, and LAC currently has assets of $175 million and net worth of $135 million. Due to a recent increase in proven reserves, LAC is considering doubling the treatment capacity of its flotation plant to 40,000 tons per day, and expanding its mining capacity to meet the additional concentrator capacity (the "Project"). Project capital expenditures and incremental working capital have been estimated at approximately $210 million. The construction period is expected to cover one year, including a three-month start-up phase. The Project is to be funded by a combination of equity, senior debt, including both supplier credits and/or commercial bank term loans, and subordinated debt. LAC's shareholders are willing to commit a maximum of $50 million to the Project. A government development agency, which is also a minority shareholder, might be willing to lend approximately $40 million to LAC in the form of subordinated notes, depending on the ability of the Project to generate foreign exchange reserves. Commercial banks cannot be expected to offer loans with maturities longer than ten years. The Project is expected to increase the value of the firm because: (i) It will solidify the Company's position as a low-cost copper producer by taking advantage of economies of scale. As a result of the expansion, cash production costs are expected to decrease 7.0[c]/lb. and all-in costs 11.0[c]/lb; (ii) The potential earnings stream from the sulphide ore reserves will be realized

In many parts of the world deep level mining relies heavily on the use of refrigeration for providing safe thermal underground conditions. The trend in South Africa in recent years has been to locate the refrigeration plants on surface and to use these plants to chill water that is then distributed throughout the mine. The surface cooling installation normally consists of a pre-cooling tower in which water is first chilled before it is sent to one or more refrigeration plants for further cooling. Presently, the majority of these refrigeration plants use CFC refrigerants; however, to conform with the Montreal Protocol, these plants will have to be replaced or converted for use with alternative refrigerants. The optimum design criteria for installations using the new generation of refrigerants will be affected by their characteristics and are likely to be different from those currently in use. In light of these developments the industry is examining a number of alternative systems for future installations including water vapour refrigeration. Factors that affect the decision on the type of refrigeration system to be used in mine installations are reviewed. INTRODUCTION Gold mining has been carried out in South Africa for over 100 years and most of the reserves close to surface have been mined out; this has led to mining taking place at greater depths, approaching 4000 m below surface. One of the consequences of operating at these greater depths is that it is necessary to install refrigeration plants to cool the ventilation air so as to provide safe and healthy working conditions. With the current low precious metal prices there is pressure on mines to cut costs and in recent years there has been considerable effort devoted to the design of more cost effective and efficient refrigeration plants and cooling systems. In the last 10 years there have been many studies into the use of ice for specific applications (Eschenburg et al., 1986; Hemp, 1988 and Ramsden and Lloyd, 1992) and at present there are three ice making plants in operation on South African mines, each of which produces ice in different processes. In addition, detailed design studies have been carried out on the "split ammonia system" (Napier and Patterson, 1992). In this refrigeration system the evaporator is located underground close to where the cooling is needed, whilst the condenser and heat rejection system is on surface. As far as refrigeration plants are concerned the trend has been to move away from standard package units to custom built refrigeration installations. This has given the design engineer greater flexibility in the choice of key components for refrigeration installations. For example both screw and centrifugal compressors are used, the heat exchangers for the evaporators and condensers may be either plate or shell and tube, and in a number of installations evaporative condensers are used. In addition, the following refrigerants are in use, R12, R22 and ammonia. The acceptance of the Montreal Protocol and its amendments by the South African government will restrict the use of CFC refrigerants and it will be necessary to re-evaluate various refrigeration systems, including those that do not use conventional refrigerants, such as air cycle and water vapour systems, for new surface installations. Although new systems and refrigerants are being developed, only the following refrigeration installations will be compared in this paper: - a refrigeration system using R134a which has properties similar to R12 - refrigeration system using R22 or a new alternative refrigerant with very similar properties - an ammonia refrigeration system - a water vapour refrigeration system The benefits of new cooling systems are not discussed in detail, since they are largely mine specific and outside the scope of the present paper. Since the optimum design for an air cycle system (del Castillo, 1988) is dependent on the mine layout, this system is also not included.

Introduction In June 1981, the Electric Power Research Institute (EPRI) issued a report titled "Control Systems in Coal Preparation Plants" to determine the status of instrumentation and automation systems in the coal preparation industry. EPRI concluded that the control systems presently being employed in the US coal preparation plants "are relatively primitive compared with those in other mineral processing industries; and analytical instrumentation is virtually non-existent." With tighter specifications on the quality of steam coal, interest is increasing in more sophisticated control systems. One type of device that is currently assisting the preparation plant operator optimize and control the coal cleaning process is nuclear based instrumentation. Nuclear instrumentation includes methods for measuring weight, level, and density as well as for performing elemental analysis on coal. Major Features and Benefits of Nuclear Measurement and Analysis Systems There are many features and benefits of nuclear instrumentation. The major benefit is that nuclear instrumentation is non-contacting. The measuring heads do not contact the process materials. This enables measurements of corrosive, abrasive, or high temperature materials with no loss of performance, reliability, or useful life. Also, there are no moving parts to wear or be fouled by dust or corrosion. Installation is simple and inexpensive. For instance, density gauges are simply clamped onto existing pipe runs. Weigh scales and level switches usually require nothing more than welding brackets to customers' equipment. Once installed, routine maintenance can be performed without interrupting the process. Thus, nuclear instrumentation is highly reliable and easily installed and maintained. The operating life of the instrumentation is virtually unlimited. Principle of Operation Nuclear belt weigh scales, point level switches and density gauges all operate on the gamma-ray transmission principle. A beam of gamma radiation from a radioisotopic source is projected through the process material either on a belt, in a vessel, or in a pipe. Opposite the source is a radiation detector whose electrical output is proportional to the intensity of the radiation it absorbs. Gamma radiation is part of the same electromagnetic spectrum that encompasses light, infrared, and x-rays. In many respects, gamma radiation behaves much like light. However, it is far more penetrating and can be transmitted through considerable thickness of materials that are opaque to visible light, e.g., several inches of steel. Types of Nuclear Instrumentation in Coal Preparation Plants There are four types of nuclear instrumentation presently being employed in coal preparation plants. They are: •Belt Weigh Scales •Point Level Switches •Density Gauges •Coal Analysis Equipment. Each type of instrumentation has a number of potential applications within the plant. What follows is a discussion of three different types of devices and their applications. Weigh Scales In coal preparation plants, weighing instruments are used for measuring material throughput, totalized weight, and batch weight on conveyor belts and other transport equipment. They are also used on drag chain conveyors, vibrating conveyors, and screw conveyors. Weighing is important for receiving the run-of-mine coal, controlling mass flow, scheduling production, and loading and shipping the washed coal to market. There are two basic types of weighing instruments: gravimetric and nongravimetric devices. Gravimetric devices are units which measure the pull of gravity on the material being weighed. Nongravimetric devices are not dependent on the force of gravity on the sample. Nuclear weigh scales are the most prevalent nongravimetric devices used. The nuclear weigh scale works on the same basic principle as other nuclear gauges. The greater the quantity of material placed in the path of a radiation beam, the more radiation will be absorbed by the material. In weigh scales, Cesium 137 source is generally placed above the moving stream of material so that the radiation is directed through the material. An ion chamber radiation detector is on the opposite side of the material. The radiation passing to the detector generates a signal which is inversely proportional to the weight of the material present. This signal is amplified and integrated with the speed of the process flow yielding the weight. The weight is indicated and can be totalized for throughput, batch control, etc. In conclusion, radiation weighing methods have become well established in the coal preparation industry throughout the world. Palabora has reduced captive material by almost 40 per cent with the transition from a large open-cast to a smaller underground mine. The smelter and refinery complex was designed to treat 120 kt contained copper units per annum, with the underground only supplying 70 per cent of the feed. The agreed strategy was to import enough concentrates to maximise production and reduce operational unit costs. This transition has presented the Palabora management with new challenges both in technical and financial aspects.

A method is described whereby the true financial value of each constituent of each concentrate can be calculated. Each value is then compared with what this value would be in a perfect separation. The difference in each case represents the loss incurred by each aspect of an inefficient separation. The relative magnitudes of these losses indicate those avenues of plant investigation and research that offer the highest potential reward. The metallurgical efficiency of a concentration operation is difficult to express because there are two criteria of performance, namely, grade and recovery. Neither of these alone gives any indication of the effectiveness of an operation and, if they are combined in some formula, it must be empirical and unreliable because of many external factors. Since milling is an operation performed as one step in the most profitable overall method of producing a metal or other end product, the main objective of mill operation should be to make a maximum contribution to this maximum profit. When concentrates are sold to custom smelters, the income from the operation, and the costs, may be calculated. When concentrates are further processed by another division of the same company, and there is no formal financial relationship between, say, the milling and smelting divisions of the company, the mill superintendent's job is less well defined. But even so, if the mill superintendent works as though he were selling his concentrates, and uses reasonable, if fictitious, conditions of sale, then he can get a good indication of the effectiveness of his operation by calculating his "Economic Recovery". ECONOMIC RECOVERY This is a method used as a basis of operation by several mills and has been described in the literature. Very briefly, the "standard" of operation is taken as that of a mill separating the ore into perfectly pure concentrates with 100% recovery of each mineral in its respective concentrate. For example, a 4%Pb, 4% Zn ore (galena and sphalerite), would provide a lead concentrate weighing 4.62% of the feed and assaying 86.6% Pb and a zinc concentrate weighing 5.97% of the feed and assaying 67.1 % zinc. These perfect concentrates are (hypothetically) shipped to the appropriate smelters, freight and treatment charges and payments calculated, and the net return obtained. This is the optimum financial return for the operation of the mill and is used as the standard. Now the return for the actual, real-life, mill operation is calculated in the same way, and the ratio of the two is termed the Economic Recovery. Many additions and modifications may be made in any particular case. For example, if the zinc mineral is marmatite, the optimum grade of the zinc concentrate may be set lower than 67.1%. If silver is present, it will be recovered 100% in the lead concentrate in the perfect operation. Similarly, cadmium will be recovered 100% with the sphalerite. Mr. Weiss' paper' mentions a case where, because of extremely fine intergrowth between the valuable mineral, chalcocite, and pyrite, the optimum grade of copper concentrate was taken as 45% Cu instead of the theoretical 80%. Each operation will present its own possibilities in this way.

"One of the thrust areas for the Global Nuclear Energy Partnership (GNEP) program is the development of actinide bearing fuels for transmutation in a fast reactor. Mixed Oxide (MOX) fuel has an extensive fast reactor irradiation history and thus is being considered for use as a baseline composition from which minor actinides can be incorporated for use as a transmutation fuel. The current study involves characterization of precursor powders and pellets destined for the Advanced Test Reactor in Idaho. These pellets will have three compositions: one standard MOX composition, (U0.80Pu0.20)O1.98, and two compositions of minor actinide mixed oxide (MAMOX) with oxygen to metal ratios (O/M) of (U0.75Pu0.20Am0.03Np0.02)O1.98 and (U0.75Pu0.20Am0.03Np0.02)O1.95. The precursor powders were characterized using a field emission gun scanning electron microscope (FEG-SEM) to determine particle morphology, size, and size distribution. An electron probe microanalyzer (EPMA) was used to characterize element distributions in the pellets.IntroductionThe fundamental purpose of GNEP is to enable a fuel recycling partnership between member nations. The customer nations utilize the fuel for electricity generation provided by and subsequently recycled by the supplier nation. The supplier nation recycles the actinide constituents, mainly uranium and plutonium, in advanced nuclear power reactors, and thus reducing waste volumes [1, 2]. Nuclear materials are strictly controlled through the International Atomic Energy Agency. One of the thrust areas supported by the GNEP program is the development of actinide bearing fuels for transmutation in a fast reactor under the U.S. Advanced Fuel Cycle Initiative (AFCI) in order to transmute long-lived transuranic actinide isotopes into shorter-lived fission products [3].MOX fuel has an extensive fast reactor irradiation history and thus is being considered for use as a baseline composition into which minor actinides can be incorporated for use as a transmutation fuel [4]. Irradiation performance data on oxide fuels with high concentrations of minor actinides is limited, which has prompted this study. This paper discusses the characterization results of precursor powders and pellets prepared for the Advanced Test Reactor in Idaho to determine the effects of including minor actinides in the fuel, and addresses two fuel test matrices proposed by Hilton et al. [3]. The pellets will have three compositions: one standard MOX composition, (U0.80Pu0.20)O1.98, and two compositions of MA-MOX with O/M of (U0.75Pu0.20Am0.03Np0.02)O1.98 and (U0.75Pu0.20Am0.03Np0.02)O1.95. The precursor powders, uranium oxide (depleted, DUO2 and highly enriched, HEUO2), neptunium oxide, NpO2, americium oxide, AmO2, and plutonium oxide, PuO2, were characterized using a FEG-SEM for particle morphology, size, and size distribution. The morphology of the actinide powders was studied in the areas of flowability and porosity in order to predict manufacturability. The MOX pellets were characterized using an EPMA in order to determine impurity levels and locations."

Fluorine recovery in the United States has been restricted chiefly to manufacture of ordinary superphosphate and wet-process phosphoric acid. However, there is an expanding use of fluorine by industry in the form of hydrofluoric acid. Improved methods for recovering fluorine from phosphate rock would yield an adequate supply of fluosilicates and a substantial contribution to the hydrofluoric acid requirement. THE bulk of natural phosphates is comprised of calcium phosphates, which are usually apatites;' calcium aluminum phosphates such as pseudowavel-1ite; and aluminum phosphates, which occur in extensive deposits, notably on Grand Connetable Island." Nearly all deposits of current commercial value are apatite, often with admixed material of other classes. In the trade coarsely crystalline material, mainly fluorapatite of igneous origin, moves as apatite, whereas the fine-grained material of sedimentary origin is marketed as phosphate rock. The latter classification includes the phosphate shales in western North America. Although several genetic varieties of phosphate rock are recognized, most known reserves are of marine origin. Calcium phosphate is concentrated from Florida land pebble and Florida hard rock deposits and from Tennessee brown rock deposits. Phosphate Rock as a Fluorine Carrier: More than two decades ago Reynolds and Jacob surveyed the fluorine content of commercial phosphate rock from various parts of the world. Later these samples were re-analyzed by a new and more reliable method of determining flourine. The revised results with interim additions of new samples, published a few years ago in a brief summary," are shown in Figs. 1-3. Through the points representing the respective varieties of rock medial straight lines are drawn. In some instances the lines are well defined by the points; in others, where scattering renders the position of the best line uncertain, the greater weight is given points near the end of the covered range. Wherever distinct varieties are not recognized among regional deposits the custom is to identify the sample with the geographical location of the deposit. Although all rock varieties cannot be classified with certainty, the plotted results exhibit three distinct types of rock in which the F to P2O5 ratio diminishes, remains sensibly constant, and increases, respectively, as the grade of rock increases. Existence of two types of Florida land pebble, Fig. 1, is supported by additional results recently supplied by a producer." Generally speaking, phosphate rock from continental deposits carries considerably more fluorine, and apatite and insular phosphates less, in proportion to the phosphorus content than is required by the formula for fluorapatite. Exceptions to this are apatite from Canada and certain samples of Florida waste-pond phosphate. The manner in which excess fluorine is held and the nature of the carbonate in carbonate apatite are discussed in recent articles. High-grade calcium phosphates with F to P2O5 ratios less than 0.05 have been found in Curacao, Christmas Island," Mexic,13 and elsewhere. The calcium aluminum phosphates and aluminum phosphates aften carry notable amounts of fluorine. The F to P2O, ratio for one sample of pseudowavel-lite concentrate was 0.05." Aluminum phosphate from Grand Connetable Island is very low in fluorine, whereas some aluminum phosphate minerals" carry as much fluorine as highly fluorinated phosphate rock. Fluorine in Domestic Phosphate: The curves shown in the figures permit interpolation of the F to P2O5 ratio corresponding to the midpoint of selected ranges in grade of any one of the several varieties of phosphate. Multiplication of the interpolated ratio by the mid-range grade (P2O5) yields a figure for the percentage of fluorine in this grade. Then, with the use of the mid-range grade, the amount of fluorine held in phosphate reserves can be estimated, see Table I. There is growing acknowledgement that successful organisations, including mining companies, achieve their competitive advantage by better managing their employees, customers and other stakeholders. The fact that I have been asked to address this conference is perhaps evidence of the recognition of the importance of ensuring the improved management capabilities of the personnel within Australian mining companies. As many of you will be aware, prior to my appointment to the role of President of Minera Alumbrera Limited (MAA), the operator of the Bajo de la Alumbrera project, my career had been more generally focussed on industrial relations and human resources management. My appointment was met by surprise in some quarters, as it is unusual for a person without the technical background of a mining discipline to manage a world-class mining operation. However, it was recognised early in the life of the Alumbrera project that the operation did not lack technical expertise or a committed workforce; rather what was required was innovative management of the project and its operational resources, particularly given that we were operating with totally ægreenÆ workforce in a country without a large-scale mining culture. It is my experience that a particular shortcoming of mining companies is that they have tended to ægrowÆ managers based on their technical expertise rather than people management skills. Historically, many companies have assumed, or at least hoped, that their better technical people would develop the requisite skills to take on the challenges of management. Such philosophy has not always met with success. Whilst the topic for my presentation was originally published as People in the Mining Industry, within the context of the overall theme for this plenary session, People: Education for the Future, it is a subject with an extraordinary breadth of possibilities for discussion. Therefore, I have chosen to redefine my presentation to People Management Issues in Offshore Mining Projects,an issue which I consider to be an important area within the overall topic and one which has particular currency given the increased tendency by Australian miners towards offshore exploration. It is also relevant from the perspective of continued rationalisation of our industry, the recognition that there will be more large-scale, global corporate mining entities and that significantly more mining professionals will become æcitizens of the worldÆ. We therefore need to prepare our future leaders for these challenges. The topic also allows me to highlight the importance of an holistic management approach as the establishment of a new project in a foreign environment puts into stark relief the need for the application of the full range of competencies, rather than the narrow ætechnicalÆ approach to doing business. I hasten to add, however, that the mining industry is not alone in this regard and I was interested to read an article in the Weekend Australian of 22/23 January 2000, which reported on the first key speech of former Westpac CEO, Bob Joss, as Dean of the Stanford University Graduate School of Business. He said: à We know that when our students go out into the world, if they have to struggle, it will not be because theyÆre not smart enough, or they donÆt have enough good ideas. It will be because they struggle over managing themselves and their relationships to other people. The article then went on to say that Bob Joss foreshadowed an initiative to build alliances between the Business School and other Humanities departments within Stanford University to draw on their learning. Other business schools have also recognised this need, albeit somewhat late in the day, as have the most enlightened of modern corporations; in summary, successful businesses have recognised that in an age where competitive advantage through, for example, technological breakthroughs is very short-lived, it is the quality of management that will provide the leading edge. By using the Alumbrera project as a case study, I will identify certain of the challenges with which companies and individuals may be confronted in the establishment of a greenfields project outside Australia. However, many of the issues raised will have direct application in the context of the development of an Australian operation. My objective is to provide an indication of areas which should be considered at the formative stages of a projectÆs development, with particular focus on the issues of people management. I would expect that such a study would be of benefit to companies, education institutions and individuals in preparing themselves for similar experiences.

Strict implementation of International Standards for representative sampling of coal is difficult for routine monitoring, due to time, technical, and economic constraints. A large percentage of the total sampling variance arises from errors accumulated during the earliest stages of sample collection. Modified procedures on the precision of the final result leads to controversies between the sellers and customers for coal. Manual collection of coal samples violates the principle of correct sampling, that all fragments must have an equiprobable chance of being in the sample. In addition, manual size reduction of large numbers of samples is time consuming and involves human errors. A coal quality management procedure in alignment with the relevant ISO standards that describes the sampling protocol has been implemented, and current sampling and laboratory analysis of coal from base load mines (mines situated at the mouth of the power station) are well established. For import coal, sampling is performed during unloading by auto-mechanical sampling (AMS). Due to logistical and safety issues associated with multiple suppliers, Eskom opted for the coal to be sampled at source on a pre-certification basis. Online analysers provide a fast, accurate, real-time method of determining the total moisture and elemental composition of coal and is important to the coal industry for pricing, quality control, and reduction of SO2 emissions. Elemental analyses include S, Si, Al, Fe, Ca, Na, Mg, Mn, Ti, K and Cl. Measurement of S is dictated by the control of SO2 emissions from coal-fired power plants. Elements such as Na and Cl have adverse effects on boilers, causing fouling and slagging. Available online elemental analyser technologies include prompt gamma neutron activation analyses (PGNAA), recommended for major element determination, and pulsed fast and thermal neutron analysis(PFTNA), that is capable of measuring the major and minor chemical elements contained in coal. These systems utilize nuclear reactions to produce characteristic gamma rays that are used for identifying various chemical elements. By acquiring the gamma rays in three different time windows, there is a significant reduction of the background as compared with the spectra taken with a radio isotopic source.

Mechanical cells are the dominant unit operation in base metal rougher flotation applications worldwide. As economic demand for metals increase, and as the feasible ore grades decrease, the installed capacity of mechanical flotation units worldwide has greatly increased, adding significant capital and operating cost. One opportunity to improve this situation is to use fundamental knowledge to make the industrial flotation process more efficient. A key insight is that the flotation process can be optimized by dividing the processing of the pulp into two distinct fluidic environments; a collection cell where air and pulp mix in a highly energetic compartment, and a low energy gravity separation cell. This is the basis of the “2-stage flotation device” that has been patented by Eriez and marketed under the tradename StackCell™. Two industrial case studies will be presented to highlight the potential metallurgical and commercial advantages of the StackCell. In the first, a train consisting of three pilot scale StackCells (each 0.6 metre diameter) was run in parallel with a train of conventional mechanical cells in a major copper concentrator and benchmarked against a batch Denver test. In the second, the performance of a 3 metre diameter StackCell in a nickel sulfide cleaning application was benchmarked against a batch Denver test. The flotation kinetics observed in the StackCells were 2.4 to 2.9 times faster when compared with the lab Denver test. In the first case study, the kinetics of the StackCell was about six times faster than conventional mechanical cells. It is hypothesized that the efficiency improvement in kinetics is because of reduced “drop-back” during the froth recovery phase, which is reduced because of the reduction in the shear that is present in a conventional mechanical tank cell. This result suggests that a 2-stage flotation system can be used to reduce the working volume of flotation units by five to six times. This would allow operators to significantly reduce the size of their flotation lines for a comparable flotation objective. Some discussion will follow about the scale-up criteria, maintenance and operability issues, comparisons of layout, and possible cost savings. INTRODUCTION The solution that most equipment suppliers have offered to reduce the cost of mechanical flotation equipment over the last 30 years has been to increase the size of the flotation unit cell (Mankosa, 2017). For example, three 100 m3 machines with three smaller motors, mechanisms and control valves could be replaced with a geometrically similar 300 m3 with a larger version of each ancillary component. While there are some efficiencies and cost improvements to be gained by this approach, it does not take advantage of fundamental insights into the flotation process, and it does not represent a step-change in terms of process design or economic benefit for the customer. The advantage of the “bigger is better” approach is that there is past experience of incremental improvements by making cells larger and there is a well-established scale-up method, which allows practitioners to estimate equipment capital costs based on very simple laboratory test- work. A different paradigm, which is gaining interest rapidly is to use a unit operation in which it is easier to optimize the flotation process, which will be described in this paper. This approach is often referred to “2- stage flotation”. Because this approach is new, it is important to benchmark it against existing conventional technology and to demonstrate a robust methodology for sizing equipment and flowsheets. This paper aims to address these issues with two case studies.

The United States Coal Mining Indus- try had the opportunity to greatly improve their roof control techniques during the nineteen seventies by the use of fully grouted resin roof bolts. This new tool was first approved for underground coal mines by M.S.H.A. ten years ago and during the next decade has been perfected to meet many problems previously thought to be unsolveable. The initial approved cartridge was very similar to the ones used in Europe in the nineteen sixties and since then has undergone a great deal of modification for our mines. These refinements in cartridge construction have been obtained by the close cooperation of resin manufacturers with mining personnel in perfecting pro- ducts customized to particular needs. This type of continuing program naturally necessitates a responsibility upon the resin anchor manufacturer to maintain a competant technical department. These roof control technicians by constant exposure to many of the most demanding underground problems, have developed through the years into leaders in successful applications. Today, Celtite has over twenty technically trained underground technicians with an accumulation of over one hundred years experience in resin anchors. Our documented technical reports are in excess of five thousand, involving over six hundred mines representing every major coal mining area in most mineable seams. This department has been the implement used to work with our research and development people in perfecting a continual line of improved resin anchors. This program has been a significant factor in leading the resin anchor industry into a position where approximately one third of the 1980 under- ground coal production used the fully grouted system. However, as gratifying as this accomplishment is, our experience has lead us to believe that there is an additional demand for a roof control system capable of combining the mechanical bolts ability to apply tension with resins proven superiority in anchoring. A significant number mines visited during the last decade had problems that we believed could be better answered by applying tension rather than the fully grouted approach. In most in- stances, their current mechanical installations were doing an adequate job until anchor slippage occured. Fully grouted systems solved this bleed-off problem. However, an acceptable number of falls still occured. In these some- what unique areas which we believe may amount to as much as fifteen percent of the total bolt installations, the need for improved anchors was a necessity. In developing this program we listed the ultimate requirements necessary for both the bolt and the anchor. These are for the bolt: A. Have one end manufactured so it can be grouted to the mine roof with polyester resin, obtaining a variable length from 12" to 36". B. Have a mechanism which allows the operator to tension the roof from zero to 10,000 psi. This mechanism should indicate if the roof is in compression and the bolt in tension. C. Have a mechanism which allows the operator to thoroughly mix the resin. D. The head of the bolt should not extend below the roof line any more than a normal mechanical bolt. E. Not require any extra tools for installation. F. Be bendable for use in low seam coal. G. Be durable and inexpensive. The ultimate point anchor resin should have the following characteristics: A. Have a mix and gel cycle which would compete with a mechanical bolt for speed of installation. B. Have a pull out strength in excess of a normal 5/8" mechanical bolt.

Developments in reverberatory furnace practice at Noranda over the period 1928 to 1953 are described. Features of interest are increasing furnace tonnage from 700 to 2000 tons per furnace day, the use of the suspended basic roof, and improvements in furnace fuel ratio. Points of comparison and contrast between Canadian and American furnace practice are given. OPERATIONS at the Noranda smelter have been described in a series of papers published between 1930 and 1945.1-4 In the present paper the development of reverberatory furnace practice over the 25 year period from the beginning of operations up to the present time will be reviewed and current furnace practice will be described in some detail. Particular attention will be given to those features which are characteristic of Canadian practice: first, the use of the suspended basic roof; second, the deliberate driving of furnaces to give tonnages in the range of 1400 to 2000 tons of solid charge per furnace day; and third, the continuous operation of furnaces at high tonnage for many years without any extended shutdown for repairs or rebuilding. Finally, points of comparison and contrast between reverberatory furnace practice in Canada and the United States will be discussed. The Noranda smelter, which started in December 1927, was built for the reduction of ore from the Horne mine where early development had shown a comparatively small tonnage of rich cop-per-gold ore of a grade and character which would require direct smelting. The smelter was designed for a capacity of 1000 tons of ore a day and originally consisted of eight roasters, two reverberatory furnaces, and two converters, together with necessary auxiliaries. The discovery of a large new body of ore in 1928 made it necessary to increase both the size and the scope of the reduction plant. A mill which was ultimately brought to a capacity of 3000 tons a day was built for concentrating low grade ore and in addition the capacity of the smelting plant had to be greatly expanded, so that for the next fifteen years every effort in the smelter was directed toward achieving maximum tonnage. Because the layout and design of the smelter made it impracticable to add a third furnace, it was necessary to increase the tonnage on the two original furnaces by improvements in furnace design and operation, roasting and converting equipment being added as required to meet the demands of increased furnace capacity. The smelter tonnage, which reached a peak in 1941, was curtailed in 1944 when it became necessary to operate on a one-furnace basis because of a reduction in the output of the Horne mine due to a shortage of labor. Two-furnace operation at a moderate tonnage was resumed in 1949. In the early years the smelter tonnage was made up almost entirely of Noranda ores and concentrates. However, since 1937 an increasing tonnage of ores and concentrates from other mines has been treated in the smelter. In recent years, with decreased production from the Horne mine, copper concentrates from several mines in the district, treated on a custom basis, have formed an important part of the smelter tonnage. During an attempt to develop a method for accurate, rapid, continuous analysis of ash content of wal, the Dutch State Mines Laboratory found that the absorption coefficient for X-rays was related to ash content. This relationship was utilized in the development of an apparatus called CendreX, used to measure the absorption and in turn the ash content. The principle, procedure, accuracy, and applications of the CendreX automatic determination of ash in coal are discussed in detail. Until recent years coal preparation research was concentrated on the possibilities and efficiency of preparation equipment. Ever increasing demands for quality in coal, however, have caused researchers to become concerned with quality control. One of the characteristics strongly influencing quality (calorific value) and, consequently, the price of coal is ash content. Both customer and producer require that the ash content be controlled. To make this possible it is necessary for the producer to collect samples from the coal stream in the washery and to determine their ash content. On the strength of the results obtained the production process can then be adjusted, if required. Until recently incineration was the only method for determining ash content. When coal is incinerated with oxygen, it takes at least 15 min to determine the ash content. Even then some time may be lost in passing on the data. Therefore, this discontinuous and time-consuming method does not make a suitable starting point for checking, re-adjusting, or modifying the production process. Since it was not possible to accelerate incineration by mechanization and automation, another type of rapid continuous analysis had to be found. This would have to depend on some coal characteristic closely linked with ash content. At the Central Laboratory of Dutch State Mines, Dijkstra and Sieswerda found that the absorption coefficient for X-rays was suitable for this purpose. An apparatus based on the measurement of this characteristic was developed. Named CendreX,* this patented equip- *A Stamicarbon N. V. registered trademark. ment, used in combination with a sampler and conditioning apparatus, permits continuous determination of ash content with satisfactory exactness to within 3 min.t At the American Mining Congress meeting of May 1961, Log A. Updegraff, surveying aspects of continuous analyaia, reported on the CendreX appartus (Mining Congress Journal, August 1961). Since the first Condition for correct ash determination, whatever the method used, is always a sample taken in the right way, some practical aspects of sampling will be discussed first. SAMPLING In coal handling operations, each grain has its characteristic properties. In both the cross-sectional and longitudinal direction of the product stream the mixture of these grains is imperfectly blended. The elimination of the factor of segregation between the cross-sections from the direction of the stream is the principal aim of continuous analysis. Therefore, the samples to be analyzed are withdrawn in various places from the segregated product stream in such a way that they form a semi-continuous flow. In order to be truly representative of the product stream, the sample flow must fulfil two conditions: 1) The sample flow must be sufficiently large to insure that adventitious differences between the composition of the product stream and sample flow will be as small as possible. 2) All grains through the entire cross section of the product stream must have an equal chance to get into the sample flow. Since there is always a segregation through the cross section the sample flow will have a bias if the sampler collects only part of this section. In order to prevent the volume of the sample flow from becoming too large, the cross sections are taken discontinuously. However, this discontinuity gives rise to the adventitious differences that arise between the composition of product stream and the sample flow, and these differences become greater and are more deranging as the fluctuations follow each other more quickly. Moreover, the intervals between the morrnents of sampling mean a delay in the analysis. The aim will, therefore, be to collect small samples, or in other words thin cross-sectional increments, taken at sufficiently high frequencies. More than 3 trillion gal of water are used annually by the mineral industry. Of this, approximately 21/2 trillion gal are recirculated, the rest constituting intake water. The major users are natural gas processing plants and phosphate rock, sand and gravel, and iron ore producers. Water was used by the mineral industry for mining (6%), processing (64%), cooling and condensing (27%), and miscellaneous uses such as boiler feed and sanitary purposes (3%). Whereas total water use is dependent on the quantity of material processed and on the particular process requirements of an industry, recirculation is dependent on processing, as well as cooling and condensing requirements, quality of new water intake, and the necessity for treating new and discharged water. Consumed water, on the other hand, is dependent on the quantity of water recirculated, and temperature and humidity in the area. Based on this analysis, an increase in water use by the mineral industry of 21/2 times by 1985 is forecast. Wster intake, however, will only rise 62%, because of a substantial increase in recirculation. In one report of a special series concerning the water resources of the United States, the Senate Select Committee on National Water Resources, 87th Congress, estimated that water demand would double by 1980 and triple by 2000.' In view of the possible water deficiencies that might result from such expanded usage and the need for research guidance, the Bureau of Mines organized and carried out a statistical canvass of water use in the mineral industry for calendar year 1962. The data used in this paper, unless otherwise noted, are derived from that canvass.' The efforts in this paper are devoted toward summarization of the canvass and analysis of the data. SOME DEFINITIONS Intake: Water introduced from an external source for the first time into a given mine or plant regardless of quality. Intake water is also called new water, water withdrawn, or makeup water. Fresh Water: Water suitable for cooking and drinking. Saline Water: Water containing more than 1000 parts per million of dissolved solids. Contaminated Water: Water not suitable for domestic use, but excluding saline water. Recirculated Water: Water reused to conserve intake water. Solutions that are recycled primarily because of fixed metallurgical practices, such as copper leaching solutions containing sulfuric acid, are excluded. Gross Water Used: Recirculated water plus intake water. Also called total water used. Consumed Water: Water that is lost by evaporation, as well as water lost in product. Seepage and transferred water are not considered consumed. The use of either intake or recirculated water may result in consumption. However, because of difficulties in measuring consulmption, consumed water is defined as the residual between intake and water discharged from the mine or plant. Mineral Industry: For the purposes of this paper, mineral industry includes all metal and nonmetal surface and underground mines and their associated processing plants, as well as custom mills, coal washing plants and associated mines, petroleum and natural gas well drillers, natural gas processing plants, and secondary recovery operations. WATER USE IN THE MINERAL INDUSTRY Water used by the mineral industry constitutes a relatively minor fraction of the water withdrawn by all users. Data compiled by the U.S. Geological Survey in 1960 indicate that water withdrawals, exclusive of that used to generate hydropower, approximate 99 trillion gal annually.3 Our data indicate that water withdrawals by the mineral industry comprise only 1% of this total, or 2% of the water withdrawn by industrial users. Use by Industry: Water used by various mineral industries is shown in Table I. The table indicates that close to one-half of the gross water used by the mineral industry in 1962 was used by natural gas processing plants, followed by sand and gravel, phosphate rock, and iron ore producers. The largest aggregate users of water are also the largest users per dollar of product. For example, Fig. 1 shows that the natural gas processing and phosphate rock industries are very large users of water per dollar of product. Their recirculation per

That America's great coal deposits eventually will be our principal source of liquid as well as solid fuels is generally accepted. Moreover, the day when synthetic oil from coal will begin to supplement our petroleum supplies does not appear to be far off. The American petroleum industry has not spared effort or expenditure in its attempt to keep pace with the demand for oil, and recent production has exceeded expectations. However, the rapidly rising demand for liquid fuels plus the increasing difficulty of finding and developing the new oil needed even to maintain present production rates make it highly unlikely that oil from domestic wells can fully meet future oil requirements. Therefore, it appears that one or more of the following courses must be followed: 1. Curtail oil consumption. 2. Incr ase imports. 3. Develop new sources such as synthetic liquid fuels. All three courses may well be needed, as it is doubtful that any one of the three alternatives alone can satisfactorily solve the problem indicated by the prevailing trend in demand for oil. Curtailment of oil consumption is not a constructive policy, except where oil is being wasted or coal can be readily substituted as in stationary steam plants. Reduced oil supplies for most uses will curb our economic advancement and, in addition to inconveniencing consumers, will have a pronounced adverse effect on American industry. The oil-burner-manufacturing industry already has been dealt a hard blow. Shipments in the first 5 months of 1948 decreased 70 pct from those in the same period in 1947.1 The effect of a similar cut in the automobile industry can be imagined. A severe prolonged shortage of gasoline could seriously disturb our present economic well-being. It might be pointed out also that even the prospect of a shortage or lack of assurance for the future can discourage buyers of equipment, as occurred in the case of oil burners. An increase in our imports of oil seems to be a necessary expedient for the immediate future. Its advantages are that it will require a minimum of manpower and steel in a time of critical shortages and will conserve domestic reserves. Any major dependence upon foreign sources for our oil supplies should be avoided, however. Other nations are increasing their oil consumption more rapidly percentagewise than the United States and eventually will compete with us for the not unlimited world supplies. In peacetime, foreign countries might restrict ship- ments of oil to this country or impose exhorbitant prices. In the event of war, there is serious danger that such sources would be cut off, and American-developed oil fields overseas might even be used against us. Although synthetic fuels cannot relieve any oil shortage that might develop within the next year or two, an immediate start toward a substantial synthetics industry to supplement petroleum not only could help relieve shortages several years hence but also would help establish the much needed "know-how" for large-scale production. By assuring ample future supplies, such a start would permit sound planning by industries dependent upon oil and maintain or restore the confidence of prospective customers for oil-con-suming equipment. If it is agreed that domestic production of crude oil cannot be expected to meet future domestic demands, that oil rationing in general is undesirable. and that too great dependence on foreign oil should be avoided—and the weight of the evidence supports such conclusions—it is inescapable that commercial synthetic fuel production should be developed to supplement domestic petroleum supplies, which, of course, will furnish the bulk of our requirements for yean to come. Sources of Synthetic Oil The three principal sources of synthetic oil are natural gas, oil shale, and coal. A commercial plant using natural gas is under construction, and expansion of this industry is expected.

As Coal Mining Areas develop, problems relating to strata control increase. The "easy" coal has been extracted and the future development lies in the direction of greater depths of cover and more difficult strata conditions. To provide solutions to the problems encountered the techniques of constructing and testing physical models have been developed and refined. With a sound knowledge of model theory allied to practical experience, mining research engineers use physical cemented material models to examine, assess and solve mining problems relateu to strata behaviour and environment. For a model to provide the answer to a particular mining problem it is essential that as much information as possible be obtained from the mine or area of a mine which the model is to represent. Details relating to the strata, geological malformations, and the stress environment must be collected and collated to ensure reliable results.
