For many years, copper cathode quality has been a priority for end consumers, since it affects the variety of products that can be obtained from them. From the beginning, physical and chemical quality of the wire bars was controlled, as this product was used to obtain wire rod and other forms of copper by wire drawing. At that time, all the electro refined cathodes were melted and casted as wire bars. Subsequently, in the 80’s, with the introduction of continuous casting furnaces, it was possible to directly produce wire rod from cathodes. From then on, cathodes quality standards were consistently increased, by the introduction of uniform criteria, among which we can identify ASTM and British Standards as well. Also, producers began to use more demanding internal standards than the existing specifications, in order to differentiate their cathodes as high quality products among customers. Today the physical aspect of cathodes, including nodules, cracks, sulfates, or others, is the first element used by end customers to assess their quality. This paper aims to show a brief vision of the evolution of quality specifications for products used to manufacture copper wire. INTRODUCTION From the beginning of refined copper production for industrial purposes, mandatory minimum quality conditions were established. These quality conditions were used as the main element to determine prices and discounts of the respective sales contracts. Reviewing the copper development history, we can appreciate that its quality requirements had been constantly evolved, so that currently refined copper has an extremely high quality standard, that allows its direct use in the production of ultra-thin cables and other products applied in the industry. In each stage, refined copper production has fostered the development of technology used in their treatment. Similarly, cathode processing technology has been evolving to minimize treatment costs in order to generate a wire rod for several uses, ranging from power cables to super conductors. In this sense, to the already known type of fusion processes of the Southwire or Asarco type (capacities over 80 kt / year), wire rod production processes of the Upcast or Rautomead type (capacities between 20-50k t / year) have been added. They immediately deliver oxygen-free wire rods. In both cases, we can conclude that the clients' requirement had evolved from a chemical criteria focus, to considering more subjective aspects, such as visual control as the first stage of inspection.

"Industrial sustainability looks to improve material and energy efficiencies, product quality and variety, and productivity within an industrial zone, thus pursuing the long-term sustainable development of the region. This paper introduces a systems-based modeling methodology, which provides industrial leaders with the ability to evaluate future production options to determine the path with the highest positive impact on both their own sustainability and the sustainability of the overall industrial zone. A comprehensive study on sustainable development of an auto-manufacturing focused industrial zone under uncertainty is illustrated. Introduction Sustainable development refers to a continuous process of improvements that must be followed in order to achieve a state of sustainability. In its most general form, a widely accepted definition of sustainable development was identified in the Brundtland Report as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs” [1]. Sustainability will occur when the material and social conditions can be maintained or improved for human health and the environment over time without exceeding the ecological capabilities that support them [2]. An industrial zone is defined as a geographic area comprised of a network of industrial sectors, each composed of a number of entities. Such a zone is highly integrated and complex, and contains numerous uncertainties due to each industry’s extreme dependencies on its suppliers and customers throughout the product supply chain. In the context of an industrial zone, sustainable development refers to the continuous process of advancements in the zone, and the entities that comprise it, creating more value, wealth, and profits (economically viable dimension), providing environmentally benign products with less raw material consumption and waste generation (environmentally compatible dimension), and collaboration and a direct relationship among all involved in the supply chain, i.e. the corporations, employees, suppliers, investors, communities, customers, etc. (socially responsible dimension). These are the triple bottom lines of industrial sustainability. In order for economic, environmental, and social sustainability improvements to be successfully implemented within an industrial zone, the industrial decision makers must possess system-wide analysis abilities. The analysis of the sustainable development of an industrial zone involves decisions at the local, regional, or national levels, which are complex and involves handling of ill-defined parameters with a high degree of uncertainty due to the imperfect understanding of the underlying issues [3]. This work focuses strictly on the uncertainties in future zone planning and a method and a scenario based approach that can be used to evaluate the sustainable development of an industrial zone among these uncertainties."

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

THE discovery of the auriferous cement gravel deposits in and near Deadwood Gulch, Lawrence County, Dakota Territory, in 1876, created a mining excitement, and rush to the Black Hills. Numerous ten and twenty-stamp mills were built on Deadwood Gulch ; Central City and the town of Deadwood sprang into existence, and became the centres of the mining industry of the Hills. Gold quartz deposits were subsequently discovered and located on a so-called mineral belt, extending from Whitewood Creek on the south, to Deadwood Gulch on the north. A northerly group of these quartz locations was purchased in December, 1877, by parties in San Francisco,, who formed a company, incorporated under the name of the Father de Smet Consolidated Gold Mining Company. This company immediately commenced the work of exploration. The deposits were proved to be extensive, and easily mined, but it was found that the ore, on an average, would not. yield more than $10.00 per ton* of 2000 pounds. At this time the cost of supplies and materials in the Hills was high. Miners' wages were $3.50 per diem, and custom mills charged $6:00. per ton. The successful working of mines on "the belt" necessitated cheap milling. The ores being of so low grade,† this could be accomplished only with large and economically running mills. To insure the greatest possible economy, the Father,& Smet mill * Up to December 31st, 1879; the de Smet mine had produced bullion of the value of $718,211.68 from 76,155 tons of ore, being an average value of $9.41 per ton. During the year ending December 31st, 1879, the mine produced 46,344 tons, which yielded $425,360.42, or $9.18 per ton. The total gross cost of working for the corresponding period, including deadwork, exchange, legal expenses, fete., wits $219,914.82. The yield of the mine for the year 1880 (Engineering and Mining Journal, February 5th, 1881), was $600,011, with total expenses of mining and milling, of $313,108. † The first 4083 tons extracted from the de Smet mine, were selected, yielding $62,783.97. The next 25,728 tons produced $230,067.24. The total 29,811 tons were weighed, and worked at custom mills. The yield of the first 409 tons from tine Golden Terra Mine was $11.44 per-ton.

Equipment for treating lead ores was added in 1905 to a copper plant which the United States Smelting Refining and Mining Co. had built in 1902 at Midvale, Utah, about 12 miles to the south of Salt Lake City. By 1906 the lead section of the plant had been rounded out and consisted of a 90-ton gravity concentrator, fifteen hand-rabbled reverbera-tory roasting furnaces, six blast furnaces, a briquetting plant for handling flue dust and fine ores, a regulus furnace for concentrating the low-grade matte made in the blast furnaces, and a baghouse. The copper section was later abandoned and the plant has been operated for many years exclusively as a lead smelter. Some 45 years had elapsed at the time this plant was built since the first attempts to smelt lead ores in the West, and lead smelting had become a large and profitable industry but fundamentally little that was really new had been developed, which could be embodied in a plant built in this period. Principles and tools to work with had remained much the same as those borrowed earlier from European practice. Capacities had been increased and there were mechanical improvements but hand charging was still in vogue and there was little attempt to recover suspended particles carried out with the furnace gases, beyond settling in flues, which usually was only partly effective for recovery of the coarser particles. Satisfactory roasting and preparation of the fine components of the charge were still partially solved problems. The Midvale plant of 1906 may be regarded as more or less typical of the smelting plant of this period for treating complex western lead ores as distinguished from the recovery of lead from the simple lead ores to the eastward. The operation of a concentrating mill directly in conjunction with a lead smelter was, however, not common practice. The ores treated in this plant have from the beginning come from mines owned and operated by the company or have been custom ores purchased in the territory tributary to the plant. The treatment of custom ores is an important service to the small producer who does not have sufficient tonnage to warrant a plant, and serves to increase the tonnage of the operator of large properties, thereby helping to reduce

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

NO DEPRECIATION/GAAPAll calculations and computations relating to the Royalty shall be carried out in accordance with generally accepted accounting principles consistently applied to the extent that such principles are not inconsistent with the provisions of this Schedule and the agreement attached hereto, it being specifically agreed that nothing herein contained shall permit, or be construed to permit, the Operator to deduct any amount for depletion, depreciation, amortization or any deduction that represents a non-cash outlay.Comment: In cases like net profit royalties where recoupment of prior expenditures is permitted, care should be taken to avoid any implication that depreciation may also be taken. It is only logical and equitable that Property Owners should not be permitted an apparent ability to “double dip” with respect to deductions. A provision like this example should accomplish the task. It will be noted that the example specifically contemplates that the negotiated arrangements will prevail over any requirements of GAAP. Accordingly, if the parties agree to an unusual formula for recoupment, it will not be set aside to accommodate GAAP requirements. Under GAAP, revenues and expenditures are accounted for on an accrual basis. In addition, it specifically prohibits the taking of non-cash deductions, which is in keeping with the concept of recoupment.Although in some ways the example states the obvious and could be considered redundant, its presence, especially in provisions contemplating recoupment, makes it clear to the financial people that there may well be some variations from normal practices dictated by GAAP, while at the same time confirming the availability of GAAP to fill any voids.The accounting profession often makes the caveat that application of GAAP is an “art”, not a “science”. GAAP do not provide a cure-all and can create problems that will have to be addressed. For example, GAAP contemplate that asset costs are to be reduced by investment tax credits, which can cause a problem for a payor with more than one mine."

Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant's production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

This Part describes a mine pager phone to public telephone interconnect sys tem that permits mine paging telephones to be selectively interconnected with the public telephone system, as illustrated by Figure 1. This interconnect concept was first conceived and demonstrated in breadboard form by H. E. Parkinson of Industrial Hazards and Communications, PMSRC, as one means for providing improved emergency and off-hours communications. The third-generation prototype unit described in this Part was designed and fabricated by Arthur D. Little, Inc. This unit is a small desk-top or wall-mounted unit that connects directly to both the public telephone line and the mine pager phone line, and requires no modifications to either the public dial telephone or mine pager phones. As part of this task, ADL also built, under a very compressed time schedule, a second-generation prototype unit suitable for reliable demonstration of the interconnect concept during the Bureau's technology transfer seminar on mine communications in March 1973. * A major objective of the design of the third-generation unit described in this Part was that it be compatible with present mine pager phone systems utilizing DC voltage on the mine phone line to activate the phone loudspeakers. Therefore, this unit was designed to operate in a push- to-talk, push-to-listen mode that accommodates the inherent design differences and operation modes of the mine phones of different manufacturers. Though this push- to- talk, push- to-listen mode of operation may seem slightly unusual at first sight, we have found it is easily learned by new users. However, mine phone manufacturers wishing to expand their product lines with such an interconnect system will probably find it to their advantage to customize the design of this system to their particular mine phones, thereby utilizing the unique attributes offered by their individual product lines. This customization should not be difficult, and Section III below suggests some of the features that can be easily added to future designs. Detailed parts lists and circuit schematics for the present third-generation proto- type system can be obtained from the system manual submitted to PMSRC and placed on public file.

The art of natural-gas compressing is now over 25 years old, and has grown at practically the same rate as the increase in domestic natural-gas consumers. There are now over 200 natural-gas compressing stations in North America, aggregating more than 320,000 hp. of compressor capacity and representing a property value of more than $22,000,000, and compressing more than 85 per cent. of all the gas used. The age and magnitude of the art make it evident that the use of gas compressors is a recognized integral part and universal custom of the natural-gas business. The public also is not without its rights and vital interests in this problem. Approximately 1,700,000 domestic natural-gas consumers in North America are dependent upon gas compressors for their natural-gas service. That is, if the use of compressors were to be prohibited, the majority of these consumers would be unable to secure adequate natural-gas service. Each consumer represents between four and five persons, and it therefore follows that the comfort and well-being—as far as natural-gas service is concerned—of at least 8,000,000 persons would be affected if the use of natural-gas compressors should be prohibited. These 1,700,000 consumers have invested, in services, house piping, fixtures, and appliances, an average of about $90 each, or an aggregate of $153,000,000, which is much more than the companies' investment in gas compressors. Furthermore, in all cases where the rate paid by the consumers is fair to the gas company—considering the value of the service rendered by the gas company—the consumers are entitled to continued service and protection of the investment they have made on the faith that the gas service would be continued in the future. Since "Customs adopted and acquiesced in, if not in conflict with federal or State legislation, have the force of positive law,"l and ('Courts will take notice of whatever ought to be generally known withxn the limits of their jurisdiction,"2 there ought to be no question as to the un-

WE hear much in these days about "tailor-made" steels. Farseeing executives have sensed the demand for metals of improved and special properties, with those properties deliberately built into the steel in order to fit it for a particular use or group of uses. They have set their metal-lurgists at work to produce what the customer needs, even though the tonnage required may not, at least at first, be great. As the metal-lurgists bring out such metals, the products are advertised and the customer becomes increasingly conscious that he no longer has to take "ready-made" steel as the only thing available, whether it fits his needs or not, but that there are plenty of steelmakers ready to serve his specific needs with a tailor-made steel. Of course this is nothing new in the realm of rather highly alloyed steels to be heat-treated. The automotive industry demanded and got such steels long ago. Indeed, one could not design a modern car using only non-heat-treated carbon steel, since an engine of present horsepower would be so heavy that the gasoline required merely to lug the engine itself around would be absurd. Many different alloy steels and many different heat-treatments are required to produce the fine gradations of properties and the strength per unit weight that are needed in each particular part. Aircraft designers, of course, count a high strength-weight ratio in the materials used as Article I in their constitution, and they too, and in outstanding degree, require tailor-made alloys. Aircraft and automobiles may be considered as the tail coats and Tuxes of the metallurgical tailors. Nowadays there is also a demand for business suits, in the form of high-strength alloys to reduce dead load and so increase payload, all through the transportation industry. We hear most about weight-saving design and materials in respect to the railroads, with the spectacular new high-speed passenger trains and the prosaic freight car. The latter sounds especially sweet to steel-mill ears, because it means tonnage. While most of us think of these developments, and of the engineering acceptance of high-strength materials as "new," the fundamentals are of almost hoary antiquity. It is the widespread availability of a variety of materials and their general acceptance that are new.

THE International Smelting Co. concentrator at Tooele, Utah, first operated on a custom basis for the treatment of lead-zinc-iron ores on Nov.' 1, 1924, with a capacity of 500 tons per day. On May 1, 1925, the capacity was increased to 1000 tons per day by the addition of another 500-ton section. The concentrator has since operated on the two-section basis, each treating 500 tons per day entirely by flotation. LABORATORY AND TEST MILL In connection with the concentrator, a well-equipped laboratory and small continuous testing plant are maintained. The flotation equipment in the test plant is of both the Callow and Mineral Separations Sub-"A" types, so that actual concentrator conditions may be duplicated as closely as possible. PURCHASING OF ORE A new shipper usually sends to the plant a 25 to 50-lb. sample, representative of the ore to be shipped. Batch flotation tests are made on this sample to determine its amenability to the concentrator treatment flowsheet and reagent combinations. The results of these tests, which are accurately correlated with those obtained at the concentrator, both as to grades of products and recoveries, determine the actual value of the ore as submitted in the ore purchasing department's treatment schedule. Hearty cooperation has existed at all times between the ore purchasing and operating departments in the selection of ores as concentrator feed. ORE TREATED The basic tonnages for mixtures on the two sections come from the Park City and Bingham mining districts. The Park City tonnages are received by rail and consist of crude ores and gravity mill products. Those from the Bingham district are received by rail and aerial tramway,

The grades of spelter demanded by the consuming industries were not definitely established until the American Society for Testing Materials undertook to fix specifications, based on the varying percentages of the common impurities (lead, iron, and cadmium) as follows: Total, Not Leap, Iron, Cadmium, Over. Prime western............... 1.50 0.08 The question which grade was the best for certain purposes and why was left unanswered. The conservatism of the zinc-smelting industry and the unwillingness of the spelter-consuming industries to engage in research work prevented the full benefits being obtained that such standardization promised. The custom smelters, producing spelter in pigs or plates, found it impossible to adhere closely to the established limits on account of the variety of ores treated; and the smelters with long-established and known brands, or those manufacturing their metal into marketable products, like sheet zinc, did not have to abide by the newly established grades based on chemical percentages. Smelters engaged in the smelting of custom ores had occasional complaints about the quality of their metal, as some of the consumers, especially brassmakers and some galvanizers, used the rigid standards of the A. S. T. M. as a basis for obtaining redress from zinc smelters whenever some of their work was faulty. Indirectly, much good resulted from such complaints; for while the brassmakers and galvanizers, on the whole, did not know what was wrong, the metallurgists in charge of zinc smelters were induced to abandon their conservatism and study the influence of impurities in spelter from the point of view of the consumer. Following a massive rib wall failure along the reclaim belt of the large underground surge bunker at CONSOL?s Bailey Mine, a multifaceted, cleanup and rehabilitation effort was initiated to rapidly stabilize the bunker rib walls and place the bunker back into production. Rehabilitation of the bunker included infilling and re-mining of the failed excavation area, installing a system of horizontal tie-back cable bolts, constructing a large knee wall at the base of the rib, reducing water inflow, and providing drainage for rib water. As a result of the coordinated effort, the bunker was safely placed back into production within 38 days. The 7500-ton surge bunker, an engineering feat in itself, was constructed in 2003 to accommodate production surges from two longwalls. In 2005, 14.8 million raw tons passed through the bunker. The 22-foot wide by 75-foot high surge bunker excavation extends as much a 52 feet below the base of the Pittsburgh seam. The bunker excavation measures 325 feet in length, with feeder and reclaim belt excavations extending the bunker excavation by approximately 500 feet. The massive rib roll, which occurred near the bottom of the reclaim belt slope, measured as much as 45 feet high by 60 feet long. Failure of the rib was attributed to progressive failure of a thick claystone unit present near the slope bottom area. Saturation of the claystone by water inflow, high insitu horizontal stress, and pre-existing rock joints were considered contributing factors. Immediately after rib failure, mine production was temporarily rerouted to a parallel belt. Two bulkheads were then constructed 175 feet apart along the reclaim belt slope, and a customized fly ash-cement mixture was pumped from the surface into the unstable reclaim slope area. A tunnel was then mined through the backfill along the original reclaim slope contour; the new excavation supported by a system of customized steel sets. To assure stability of the adjacent bunker rib wall, a pattern of 70-foot long cable bolts were installed downward from the adjacent entries to effectively tie back the rib. Drainage holes and a 12-foot high knee wall were installed. Adjacent gas wells were also plugged to help reduce inflow. Periodic inspections and continuous monitoring are being used to help assure bunker stability.

"The 100,000 volt sub-station at Butte is located near the center of the district in which the power is distributed. The sub-station building is 150 feet by 50 feet in plan and 50 feet high. It is a brick walled, steel framed structure with concrete floors and roof.There are installed at present four banks of single-phase transformers, rated at 3,600 k-w. per bank and connected in delta on both high and low tension sides. They step the voltage down from 102,000 to 2,500, at which voltage it is distributed to customers. The transformers are installed in fireproof compartments, entirely shut off from the rest of the building by brick walls and opening only out of doors. The transformers are mounted on wheels and can readily be run out onto a flat car, which stands on a track running parallel with the building in front of the row of transformer compartments. This arrangement furnishes a convenient method of handling the transformers, both at the time of installation and afterward, in case it is necessary to make repairs."

THE custom milling plant of the Eagle-Picher Mining and Smelting Co. is at Sahuarita, Arizona, approximately 20 miles south of Tucson. It is connected by a 2-mile railroad spur to the main line of the Southern Pacific Railroad between Tucson and Nogales. The capacity of the plant is 500 tons per day. The mill is conventional except perhaps in the rather wide variety of ores treated. These vary from straight copper ores, from which only one concentrate is produced, and lead-zinc or copper-zinc ores from which two concentrates are produced, to complex gold-silver-copper-lead-zinc ores, which require the simultaneous production of three or four concentrates. Custom ores are received in lots varying in size from a few truckloads to several carloads. Similar ores, after crushing and sampling, may be commingled, or individual lots may be milled individually. The ores are first dumped either into one of two 200-ton railroad bins, or into one of the two 75-ton truck bins. From these bins the lot of ore is individually crushed in a 24 by 16-in. jaw crusher to 3-in. size, and then to 1/2-in. size in a 3-ft Symons shorthead crusher. After crushing to 1/2-in., the ore is conveyed to the automatic sampling plant. This consists of three Vezin samplers in series, each successively cutting out 10 pct, to pct and 5 pct of its feed. After No. 1 sampler, the material passes through a mixing barrel and is then crushed to 1/4-in. in a set of rolls before passing to No. 2 sampler. Between No. 2 and No. 3 samplers, the ore is again mixed in a mixing barrel. The final sample, consisting of one pound per ton of ore, is taken to the laboratory, where it is further crushed to 1/8-in. in a coffeemill, and then riffled down to the size required for grinding in a pulverizer. The custom milling plant of the Eagle-Picher Mining and Smelting Co. is at Sahuarita, Arizona, approximately 20 miles south of Tucson. It is connected by a 2-mile railroad spur to the main line of the Southern Pacific Railroad between Tucson and Nogales. The capacity of the plant is 500 tons per day. The mill is conventional except perhaps in the rather wide variety of ores treated. These vary from straight copper ores, from which only one concentrate is produced, and lead-zinc or copper-zinc ores from which two concentrates are produced, to complex gold-silver-copper-lead-zinc ores, which require the simultaneous production of three or lour concentrates. Custom ores are received in lots varying in size from a few truckloads to several carloads. Similar ores, after crushing and sampling, may be commingled, or individual lots may be milled individually. The ores are first dumped either into one of two 200-ton railroad bins, or into one of the two 75-ton truck bins. From these bins the lot of ore is individually crushed in a 24 by 16-in. jaw crusher to 3-in. size, and then to ½-in. size in a 3-ft Symons shorthead crusher. After crushing to ½-in., the ore is conveyed to the automatic sampling plant. This consists of three Vezin samplers in series, each successively cutting out 10 pct, 10 pct and 5 pct of its feed. After No. I sampler, the material passes through a mixing barrel and is then crushed to -in. in a set of rolls before passing to No. 2 sampler. Between No. 2 and No. 3 samplers, the ore is again mixed in a mixing barrel. The final sample, consisting of one pound per ton of ore, is taken to the laboratory, where it is further crushed to 1/8-in. in a coffeemill, and then riffled down to the size required for grinding in a pulverizer. Despite a recession that's crippling many US industries, and a UMW strike that wasn't supposed to happen, 1981 was a fairly good year for the coal industry. The big news was record-high exports. Queues of colliers waited for weeks at Hampton Roads, VA, and Baltimore, MD, to load coal destined for Europe and the Far East. Private industry and city governments began scrambling for a share of the export boom, and port developments were planned in nearly every coastal state. Coal exports jumped from about 82 Mt (90 million st) in 1980 to a record 83 Mt (92 million st) in 1981, according to the National Coal Association. NCA projects exports to remain at this level 1982. The following statistics illustrate industry performance in other areas: • Demand by domestic utilities and overseas customers was so strong that total US consumption reached 760 Mt (838 million st) in 1981. DOE predicts another record year in 1982, with consumption forecast at 804 Mt (886 million st). • 1981 production of 730 Mt (805 million st) was just slightly below the record high of 748 Mt (824 million st) in 1980, "a remarkable figure considering that UMW production was shut off for 72 days during 1981," says NCA President Carl Bagge. Production in 1982 should set a new record, 800 Mt (880 million st). • Eastern coal production fell 7.4%, while western production-largely unaffected by the UMW strike-rose almost 10%. NCA says eastern output will rise almost 12% to 538 Mt (593 million st) in 1982, and western production will increase by 6.6% to 266 Mt (293 million st). • Production per manhour is improving. After the strike, weekly production hit the 16 Mt (18 million st) mark and has approached the 18 Mt (20 million st) per week level. •Coal's share of the US electric generation market increased from 51% in 1980 to 53% in 1981. Electric utilities are coal's biggest customer, and their financial situation is precarious. Inflation has thwarted necessary expansion plans, while shifting environmental regulations have played havoc with construction costs. Utilities increased power sales by only 2.5% in 1981; NCA predicts that utility coal use will increase 4% in 1982. The Association's long-range forecast indicates that growth in electricity demand in the immediate future will be much lower than in the 1960s and 70s. Administration Impact Industry optimism following the election of Ronald Reagan and a Republican-dominated Senate didn't survive the year. One bright spot was the appointment of James Watt as Interior Secretary, and his promises to review surface mining regulations and resume leasing. The administration, however, has declined to support federal eminent domain for slurry pipelines and expects port users to foot most of the bill for expansions and improvements. There are three things that all coal consumers look for when they burn coal: (1) suitability for their particular requirements and burning equipment, (2) uniformity of shipments, and (3) quality as expressed by heating value and other chemical and physical tests. Suitability, or proper application, is determined generally from previous buying experience. It is a function of (1) the reliability and integrity of the shipper and distributor, (2) of a certain coal field or seam and of (3) uniformity and quality. Quality is limited by the location and geology of the seam and mine, the mining and preparation methods and equipment and the knowledge and ability of the personnel. Uniformity of shipments is in many ways the most important factor in coal selection. Lack of uniformity in chemical quality, size consist and treatment cause most of the customer complaints that arise from faults of the coal shipper. Lack of uniformity destroys suitability and quality standards, causing a large customer turnover, and greatly increases sales expense and reduces the net return to the operator. Oil and gas fuels are more uniform in quality than solid fuels, and there will be more gas and oil competition for coal markets after this war than before, because the size of their market is a direct function of the dimensions of their pipe lines, which have been greatly increased during the war. Present mechanical coal-cleaning equipment based upon gravity concentration has gone a long way toward giving us a coal of uniform ash content. The chart in Fig. I, by Hebley,1 shows the greater uniformity of the ash content of washed coal as compared with that of raw coal. Wide variation in the nature and amount of ash in the coal feed to the washer leads to a coal of non-uniform ash content. Mechanica1 cleaning equipment does not understand such terms as ash-softening temperature, coking properties, size consist and sulphur content. Unless the feed to the washer is uniform, the washed coal probably will not be uniform. Table I shows the ash, sulphur and ash-softening temperature of two mines in the Pittsburgh bed, both raw and washed, loaded over the same tipple; also No. 3 and No. 4 Pocahontas seams, both raw and washed, loaded from the same preparation plant. It is obvious that they must be blended or loaded separately if a uniform product is to be obtained. Why Is Blending Necessary? It was natural for the operators of captive mines producing by-product coals to recognize the necessity for blending raw coals of different quality and coking characteristics. They have had many years of experience with blending high, low and medium volatile coals at their oven plants.
