This program plan is one of three research alternatives being considered by the Bureau, each based on a different level of anticipated funding. This report documents the high funding level program plan.

As the 2015 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2015 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 338. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME. Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2015 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-focus articles on gold processing, iron ore processing and coal processing. The 2015 Transactions consists of a total of 67 technical papers, encompassing all 22 papers published in 2015 in the Technical Papers Section of Mining Engineering (Vol. 67) and all 29 papers published in 2015 in Minerals & Metallurgical Processing (Vol. 32). Additionally, this volume contains 15 papers and one discussion that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2015 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

"The Colorado School of Mines has used the Edgar Mine in Idaho Springs as an experimental mine to teach students since 1921. Since the school acquired the former gold, silver, lead and zinc mine, countless students have received hands-on engineering lessons on their way to earning mining engineering degrees. On Dec. 14, the House Subcommittee on Energy and Mineral Resources held a historic field hearing about the future of mining education in the United States in a classroom about 300 m (1,000 ft) inside the Edgar Mine. Representatives Doug Lamborn (R-CO), Rob Bishop (R-UT), Cresent Hardy (R-NV) and Ed Perlmutter (D-CO) were on hand for the first ever congressional hearing held in a mine where they heard testimony supporting the Mining School Enhancement Act, which was introduced to Congress by Hardy and Perlmutter on Oct. 9, 2015. The act, which is part of a larger mining development and reclamation reform package, seeks to address the absence of a viable pipeline necessary to replenish current faculty vacancies in United States Mining Schools. “What better place to hold a hearing to discuss the need for future mining engineering experts,” Subcommittee Chair Lamborn said in his opening statement. “It is a need felt by industry, states, the federal government as well as nonprofits.” The Mining School Enhancement Act would redirect millions of dollars in fees that are being collected from active mining operations to fund the research and educational programs at engineering schools with mining programs. Those fees now are being used in the form of grants awarded by the Surface Mining Control and Reclamation Act of 1977 (SMRCA)."

Routine, in-pit geological mapping of highwall at Central Queensland Coal Associates (C.O.C.A.) deep strip mines has proved too slow for the increasingly greater highwall lengths which require mapping. This realiz- ation has encouraged the search for faster mapping methods and after trial of ground photographic methods has resulted in the adoption of interpretive mapping off stereo cover, oblique -- aerial photography. This entails using a Cessna 182 light aircraft flying at its slowest speed, the aerial meth- od finally employed consisting of two Vinten, air reconnaissance cameras mounted in parallel and simultaneously taking both colour and black and white photographs of the mine high- wall. The respective 1:500 scale enlargements produced from the 70mm format films combine to present the sharpest resolution attainable under the field conditions pertaining and such information on weathered material as only colour photography can fully render. Total costs for the aerial photography method are estimated to be about the same as those for conventional in-pit mapping. Whilst total costs are comparable, geo- logist's time for mapping a 10 km. length is reduced to less than half that for in-pit mapping (for Stage 1, fully accurate mapping) and accuracy and detail are greatly improved. The combination of high moisture and low heating value has restricted most low-rank coal (LRC) usage worldwide to mine-mouth power generation. Coals from Usibelli Coal Mine and the Beluga coal field have a heating value of approximately 8,000 Btu/lb and 28% moisture. Hydrothermal treatment (at 275 to 352'C) of lump coal from Usibelli Coal Mine and Beluga coal field enhanced the heating value of the coal, on an equilibrium moisture basis, from 8,000 Btu/lb to nearly 12,000 Btu/lb. The product coal with high heating value and 0.2 % S is an environmentally acceptable premium fuel. The Hardgrove grindability index of the coal is greatly improved, further enhancing its value. Increase in hydrothermal drying temperature promotes vesiculation of resinite. Vitrinite reflectance increased to 0.72 and vitrinite was subjected to widespread visiculation resulting in a coke like structure indicative that the material went through the fluid stage.

"Coprecipitation with ferrihydrite has been one of the major treatment method for As(V) removal from wastewater such as acid mine drainage. We already confirmed coprecipitation of As(V) with ferrihydrite consists of two kinds of mechanism; one is two dimensional As(V) uptake to the surface of ferrihydrite by surface complexation and another is three dimensional As(V) uptake into ferrihydrite by surface precipitation. We also already confirmed As(V) adsorption process by ferrihydrite could be quantitatively evaluated by original surface complexation model with parameter values reported by Dzombak and Morel. However, As(V) coprecipitation process couldn’t quantitatively be represented by only the original model. In this study, construction and calculation using surface precipitation model were attempted for As(V) coprecipitation treatment with ferrihydrite. In the surface precipitation model, precipitation was described by the formation of solid compound between ferrihydrite and ferric arsenate. Activity of these precipitates was determined by surface precipitation ratio of FeAsO4(s) obtained experimentally from XANES analyses. Solubility products of surface precipitation of FeAsO4(s) (Ksp_FeAsO4(suf.)) were determined by fitting to sorption densities and surface precipitation ratio in each condition. The values of Ksp_FeAsO4(suf.) were determined 10-7.7 at pH5 and 10-10.2 at pH7, respectively. Based on the obtained Ksp_FeAsO4(suf.) value, As(V) removal and isotherm were calculated for As(V) co-precipitation treatment using surface precipitation model. Good agreement between experimental and calculated values was observed. These results were suggested that the quantitative prediction of As(V) co-precipitation treatment was possible if Ksp_FeAsO4(suf.) value was estimated experimentally."

This paper describing the mining practices at the Old Dominion mine, Globe, Ariz., is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various minim districts in the United States. The Old Dominion mine is situated in the eastern port of the Globe-Miami district, about 1-1/2 miles north from the center of the town of Globe. An average of nearly: 1,200 tons per day was mined during 1928. The prevent production is about 1,500 tons per day; of this amount,, approximately 100 tons is direct-smelting ore that is shipped to the smelter at Miami and 1,400 tons milling ore which is treated in the company?s concentrator at Globe. About 600 men are employed at the mine.

A wide variety of contaminants (heavy metals, suspended solids, colloids, oils, organics) have been successfully removed from wastewater using an electrocoagulation process. An innovative electrocoagulation system is described. This process involves a procedure which subjects dissolved and suspended wastewater contaminants to the simultaneous addition of metal ions in the presence of direct current. During the treatment process Ionic and other charged particles in the wastewater are neutralized with oppositely charged ions generating the coagulation of contaminants: The process Is called CURE, and' presented here with application to wastewaters containing mainly heavy metals.

Physical properties of thin films of CdS and CdSe formed by vacuum deposition onto glass sibstrates have been studied as a function of deposition and processing conditions. The crystallinity and surface features of CdS films were examined using electron microscopy and electron and X-ray diffraction techniques. The films were poly crystalline; the preferred orientation and crystallite size increased with film thickness, substrate temperature, and deposition time. The CdS films consisted primarily of hexagonal-phase material, in contrast to similarly prepared CdSe films which have previously been observed to contain mixtures of cubic and hexagonal phases. As-deposited CdS films showed no major dependence of Hall mobility on crystallite size or degree of preferred orientation. Hall mobility and carrier concentration in CdS and CdSe .films were measured at various temperatures; both parameters increased with temperature and yielded activation energies which depended on fabrication conditions. Surface-desorption phenomena and overcoating of the semiconductor with SiO affected the observed electrical properties significantly. THIN films of cadmium sulfide1,2 and cadmium sele-nide3,4 have been employed by various workers as semiconductors in the insulated-gate thin-film field-effect transistor, known as the TFT. These devices are most commonly made by vacuum deposition of all materials onto an amorphous substrate such as glass. A knowledge of the microstructure and electrical properties of semiconductor layers used in the thin-film transistor is essential in order to form a realistic model for the device and to improve its performance, reproducibility, and reliability. This paper will describe studies of the physical properties of vacuum-deposited CdS and CdSe films prepared under various conditions. Structural characteristics examined in- cluded phases present, crystallite size, nature of preferred orientation of crystallites, surface roughness, and structural homogeneity throughout the film thickness. Electrical properties measured were Hall mobility and conductivity and their dependence on temperature and ambient. Thin-film properties are affected by many fabrication parameters including purity and physical form of evaporant, deposition rate, film thickness, design and temperature of the evaporation crucible, geometry of the deposition chamber, nature of the residual atmosphere, composition and temperature of the substrate, and details of postdeposition processing. PREPARATION OF FILMS In this work the semiconductor films were deposited in a conventional oil-diffusion-pumped system with pressures in the 10-8 torr range. The CdS evaporant was obtained from the Eagle-Picher Co. as a high-purity coarse-grained crystalline powder; the CdSe was a high-purity sintered powder supplied by the Harshaw Chemical Co. The evaporation crucible was a resistance-heated molybdenum-wire basket coated with aluminum oxide and filled with a quartz wool plug at the top. The source to substrate distance was usually 10 cm. This region was enclosed by a Pyrex inner cylinder. The substrate was heated with an overlying Pyrex plate coated with tin oxide. The substrate temperature was controlled using a thermocouple attached to the lower side of the heater. This thermocouple was calibrated against another thermocouple attached to a dummy substrate and by observation of melting points of various metal films deposited in the system. The substrates were polished borosilicate glass plates and conventional glass microscope slides. Substrate preparation included cleaning with an ultrasonically agitated detergent bath followed by isopropanol-vapor de-greasing. Film thickness was measured interferomet-rically during and after deposition. Cuspidine (3CaO?2SiO2?CaF2) is one of the most important compounds crystallized in mold flux films during casting in the continuous casting process of steel. The primary crystallization field of cuspidine has been experimentally developed in the CaO-SiOrCaF2-SiF4 system. The cuspidine-NaF binary and cuspidine-CaF2-NaF ternary systems have been also experimentally determined to study effects of addition of NaF on the primary field of cuspidine. In order to discuss its thermodynamic stability the standard Gibbs energy of formation of cuspidine has been determined by an electromotive force method using CaF2 as solid electrolyte and a transpiration method as follows: The chemical potential diagram and constituent activities for the CaO-Si02-CaF2 system have been evaluated based on the obtained thermodynamic data.

To overcome the challenges of mineral CO2 sequestration, this work utilizes a unique proprietary Gravity Pressure Vessel (GPV) reactor technology, and focuses on reaction products of high economic value. The GPV provides intense process conditions through hydrostatic pressurization and heat exchange integration that harvests exothermic reaction energy. Here, laboratory-scale tests of the envisioned process was performed in tubular and continuously stirred tank reactor (CSTR) autoclave reactors. The mineral used was Olivine (~Mg1.6Fe2+0.4(SiO4) + ppm Ni/Cr), although asbestos, steel slags and oil shale residues are also under investigation. The effect of several process parameters on reaction extent and product properties was tested: CO2 pressure, temperature, residence time, additives (buffers, lixiviants, chelators, oxidizers), solids loading, and mixing rate. The products (carbonates, amorphous silica and Chromite) were physically separated (based on size, density and magnetic properties), characterized (for chemistry, mineralogy and morphology) and tested in intended applications (e.g. as pozzolanic carbon-negative building material). Economically, it is found that product value is the main driver for mineral carbonation, rather than, or in addition to, the sequestered CO2. The approach of using a GPV and focusing on valuable reaction products could thus make CO2 mineralization a feasible and sustainable hydrometallurgical process.

THIS paper summarizes the results of investigations carried out at Sydney Mines, N.S., and at Ottawa, following the disaster at Princess colliery, December 6th, 1938. The Honourable Minister of Mines for Nova Scotia appointed A. E. Cameron special investigator to enquire into and report upon the cause of the rope failure. Public hearings were held in Sydney Mines and evidence taken from many witnesses. The site of the accident was examined in detail and investigations made of the rope layout and colliery practice. At the request of the special investigator, the Department of Mines and Resources, Ottawa, kindly undertook technical and scientific examination of the broken ends of the rope. These investigations were carried out in the Metallurgical Laboratories of the Department of Mines and Resources, under the supervision of G. S. Farnham, Metallurgist for the Department. Valuable assistance in interpretation of many features of the investigation was received from other sources. Acknowledgment is due to Messrs. Stuewe, McCall, and Gordon, and other members of the staff of the Dominion Steel & Coal Corporation; to Messrs. The past decade has brought significant changes in the use of risk-based criteria for safety within the U.S. Department of Defense. The Range Commanders Council (RCC) chartered a working group to develop and define risk acceptance criteria for protecting the general public and mission essential personnel from debris from launch ranges. This working group has continued to develop and update RCC Standard 321 as the needs of the ranges and range users have evolved. A revision to RCC Standard 321 is near finalization and will include casualty criteria, guidelines for assessing risks due to other flight hazards in addition to inert debris, and an overall risk management process for range safety. This paper reports on work in progress and includes several precedents which may prove important to the explosives safety community.

Liberation is one of the major purposes of comminution in mineral processing. In the simplest form, two or more minerals are present in a particle and have to be reduced such that the individual particles contain only one mineral. The complexity of the mineral intergrowth varies from ore to ore. Poor magnetic separation of iron ore may have many causes. In this paper, the emphasis is given to the problem of fine magnetite inclusions in quartz or other gangue minerals. This is highlighted by two Norwegian cases: one on a magnetite ore and the other on a hematite/magnetite ore. The inclusions in question are so small that they are not liberated by reasonable grinding. In both cases, the result has been either poor recovery or lower grade concentrates than desired. The first example concerns production of direct reduction concentrates from magnetite. Magnetic inclusions in gangue particles will be magnetized enough for the particles to pass into the concentrate. The second example is given a more detailed study, where the problem is caused by silicates with small inclusions of magnetite in a combined LIMS and WHIMS separation. This study included microscopy, Davies tube testing, and magnetization measurements. In particular, large gangue particles with magnetite inclusions were shown to have a tendency to bypass the LIMS separators as drag forces in presence of hematite are large. Such particles will then be picked up by the WHIMS as their magnetization is higher than for hematite. This was demonstrated by Davies tube tests, which indicated that such particles were picked up in preference to hematite particles. However, the Davies results did not give a good quantification. Magnetization measurements of gangue particles with magnetite inclusions was shown to be a better tool to quantify the magnitude of the effect of magnetite inclusions in magnetic separation.

This work reports on applying iron oxide coated sands media in an experimental permeable reactive barrier to remove uranium species from uranium containing water. A field experiment was conducted at the legacy Gunnar uranium mine & mill site that was abandoned in the 1960s with limited to no decommissioning. The flooded Gunnar mine pit presently contains about 3.2 million m3 of water contaminated by dissolved U (1.2 mg/l), Ra-226 (0.4 Bq/l), and minor concentrations of other contaminants (As, Se, etc.). The water is seeping over the pit rim into Lake Athabasca posing environmental and health concerns. Iron oxide coated sands can be used to immobilize uranium species through an adsorption process. Methods for preparation of hydrous ferric oxide sorbents and their supported forms onto silica sands are described. Fourier transform infrared spectroscopy (FTIR), and powder X-ray diffraction (pXRD) were used to characterize the physical-chemical properties of the sorbent. The monolayer uranium uptake capacity (Qm) was estimated through the Langmuir adsorption isotherm. Adsorption kinetic experiments were performed in a lab environment before moving to a field trial. Based on these lab results and the input on field-scale appropriate geometries, a pilot permeable reactive barrier was fabricated and a field test conducted near the Gunnar pit in June 2019. This pilot test provided technical data and information needed for designing a full-scale permeable barrier based on the iron oxide coated sands, which may be applied for in-situ water treatment at Gunnar and other legacy uranium sites.

Mount Isa copper concentrate was combusted in a laminar-flow furnace. The conditions simulated those likely to be encountered in flames in flash smelters of the Outokumpu (air as oxidant) and INCO (oxygen as oxidant) types. The range of conditions studied was as follows: T 400-1400°C, 02 0-100%, SO2 0-95% for residence times up to 0.23 s. The distribution of sulfur, arsenic and lead between the particles and the gas phase was studied. Combustion was very rapid provided the concentrate was adequately dispersed, i.e., no agglomerates. The importance of the latter is discussed. It was possible to oxidize 80% of the sulfur present in the con¬centrate after only 0.1 s reaction time at 1000°C in an atmosphere contain¬ing 8.5% 02 and 12.5% SO2. Best volatilizations (90% of the As, 52% of the Pb) were obtained under localized conditions attained in an air-type flame. Average volatilizations were: air-type flame, As 50%, Pb 32%; oxygen-type flame, As 40%, Pb 30%. The substitution of oxygen for air reduced the arsenic volatilization. The products of combustion were mainly cuprospinel and cuprite; small inclusions of elemental copper were found in some of the particles. "Boliden Harjavalta Oy has a long tradition in the Finnish metal industry starting from the 1930's. The Smelter consists of copper and nickel flash smelting lines. Off-gases are captured in the acid plant to produce sulfur products. During the early years of production, the surrounding environment suffered from high SO2 and dust emissions. The first acid plant started in 1947, a few years after commissioning of the smelter. The flash smelting method was developed and commissioned in 1949. This created the basis for today’s environmentally sound metal production. Recent air emission reductions are related to treating lean ventilation and granulation gases. Emissions from the stacks are monitored with continuous measurement devices. SO2 and PM10 concentrations are also measured from the residential area and reported online in cooperation with Harjavalta community and other local industry.INTRODUCTIONProductionBoliden Harjavalta Oy smelts copper and nickel concentrates and refines copper in the western part of Finland. The copper concentrates come from external copper mines mainly in South America and Europe. Concentrates are unloaded at the Pori harbor and transported to Harjavalta by train from a distance of about 60 km. Boliden Harjavalta Oy has operations in Harjavalta and Pori. The smelter in Harjavalta produces copper anodes that are transported via railway to the copper refinery in Pori. The anodes are electro-refined into copper cathodes and by-products like Se, Ag, Au and Pt/Pd concentrate. In the Harjavalta smelter SO2 containing gases are delivered to a sulphuric acid plant where sulphuric acid and liquid sulphur dioxide are produced.Our nickel smelter smelts nickel concentrates on a tolling basis to produce nickel matte for customer needs. SO2 containing off-gases are delivered to the sulphuric acid plant for sulphur capture and modification into products.All our operations are certified according to the Quality, Environmental and Occupational Health and Safety Standards ISO 9001, ISO 14001 and OHSAS 18001. Boliden Harjavalta Oy was the first company in Finland operating in the metal and technology industry to be certified according to the Energy Management Standard EN 16001, currently this certification is done according to ISO 50001."

The application of computers to materials handling problems has recently been investigated by various mining groups. This approach has been found, especially useful where a large amount of alternatives must be investigated prior to arriving at a final decision. These alternatives may be expressed in terms of man hours, units and types of equipment such as trucks or conveyors, or the allocation and operation of proposed or existing haulage facilities. The decision problem becomes especially evident when we consider the mechanical revolution which has flooded the mining industry in recent years. The industry has become highly competitive, with the need to keep low profit materials away from high cost production faces ever increasing. The capital investment required for the highly sophisticated equipment that is necessary to perform this function is generally great, and management is faced with decisions which must all too often be made without sufficient data.

In June 1929 the Bureau of Mines issued a 13-page information circular entitled "Mineral Wool," which was one of the first publications to present to the public Rome technical aspects of the mineral-wool industry. Since then several articles on the subject have appeared in the technical press as well as in publications of State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large number, and in 1935 it was decided to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for nubile distribution. With the cooperation of the industry, this survey was made, and Information Circular 6984, Mineral Wool, was published in January 1930. The issue was exhausted after a few months, and requests for copies continued to come to the Bureau. As opportunity arose, further field studies were made in American as well as Canadian plants. The present circular contains the essential information in Information Circular 6994 together with date from later field studies.

It is no mystery why the mining industry has such lofty safety standards. In dealing with Mother Nature and gravity, the combination of the two can create significant hazards from high wall and tunnel collapses to huge landslides. The loss of production from a major disruption could be enormous. The price tag on the loss of human life is immeasurable. The evolution of geotechnical instruments and software has been ongoing for years. But the biggest innovations have occurred during the era of cell modems, internet, and wireless networks, allowing for real time data and alarms to be delivered globally anywhere and anytime to one?s computer, laptop and smartphone. Yet in some ways you can thank the urban construction projects for developing much of the technology in use by today?s mines. Due to the density of population and the billions in dollars of structures and infrastructure in cities throughout the US and the world, urban projects have faced intense scrutiny for years. Out of this scrutiny was born the necessity of real time automated monitoring of instrumentation and sensors, a defence against catastrophic failures, and real time early warning systems through alarms that can and do saves lives. It is also possible to identify areas of concern with subsequent remediation prior to failure.
