The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.

The need for the hydraulic transportation of coal in the New South Wales coal industry, both from the coal face to the surface and from the coal mine to the consumer or the port for export, is explained. Details of research projects currently in progress and involving the hydraulic transportation of New South Wales coals are given together with information on the hydraulic transportation of coal in the United States of America. The potential of hydraulic transportation as a viable alternative to the proposed expansion and upgrading of the New South Wales railway system to meet the projected New South Wales coal production to the year 2000 is described.

The probabilistic nature of appropriate geologic variables can be included in analyzing the stability of potential slope failure modes. Random variables in the two-dimensional plane shear analysis of a specified structural discontinuity include the shear strength and waviness angle of the discontinuity and, in some cases, the rock mass density. Estimated probability density functions that describe these random variables are combined by Fourier analysis to produce an estimate of the safety factor probability density function, which appears to approximate a gamma distribution. The probability that sliding will occur along the specified structure is equal to the area under this density function where the safety factor is less than one.

Vast reserves of oil shale occur in the Green River formation in Colorado, Utah, and Wyoming. The room-and-pillar mining method is applied to flat-lying sedimentary deposits. Important elements in mine design include mine orientation, vertical location of the mining zone, selection of roof horizons, room span and pillar size, barrier pillar size, panel dimension, and layout of mains and submains.

Mineral exploration and mining in New Zealand has had almost five years of new legislation. The requirement for different consents is a challenging, time consuming, expensive exercise but in most cases the new procedure is working, although the matter of obtaining access to land is still a major issue. Priority is critical. After lodgment of an application for a minerals permit there are many other matters to address such as identifying land owners, occupiers and administrators, preparation of access applications, consultation and preparation of various resource consent applications.

Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

Professor R.P. King holds a Ph.D. degree in chemical engineering, which he obtained at the University of Manchester in 1963. After that he lectured in the Departments of Chemical Engineering at the Universities of the Witwatersrand and Natal. From 1968 to 1973, he was Leader of the Chemical Engineering Research Group of the National Institute for Metallurgy at the latter University. Mr C.E. Fivaz, Pr. Eng., is Chief Consulting Metallurgist of Rand Mines (Mining & Services) Limited, and is responsible for the metallurgical activities of the Gold and Uranium Division and the Coal and Base Minerals Division of the Group.

"The construction of a new low head hydro-electric plant at the Cannelton Lock and Dam required the design and construction of a cofferdam to accommodate a deep excavation extending approximately 150 feet below the Ohio River levels. The new plant, which generates about 390 GWh of electricity annually, is owned by American Municipal Power (AMP). A specialist team was assembled to design and construct the cofferdam, marine dike and CB slurry wall that helped make the project successful and on time for project delivery.Because the new plant diverts water from the locks and dam through a powerhouse to generate power, it would need to be partially in the river to operate properly. To accomplish this, approximately 250,000 square feet of land was reclaimed from the river by construction of a marine dike. The dike, combined with the design and construction of a 150 foot deep cement bentonite (CB) cutoff wall enabled construction of the new plant in the dry. Extensive dewatering analyses were performed using Modflow to evaluate pumping requirements and the number of wells needed to maintain ground water at required levels within the side slopes and final subgrade. A monitoring program consisting of inclinometers, piezometers and movement monitoring points were used to monitor cofferdam stability and performance throughout construction. Detailed two and three dimensional stability analyses that included a parametric study of fluctuating river levels and slurry unit weight were performed to ensure stability and suitable low permeability of the trench during cut-off wall excavation both on land and in the marine dike. The wall was constructed with both a hydromill excavating primary panels and a clamshell following behind to construct secondary panels. Data acquisition systems onboard the excavating equipment allowed for detailed confirmation of the continuity of the wall at each interface between panels. Another challenging aspect was the CB mix design for the trench. The cofferdam required the construction of a 1,300-foot long marine dike downstream of the existing dam up to 100 feet tall founded on existing river sediment to enclose the site and cut-off the seepage into the excavation from the river. Marine dike construction utilized vibro-compaction to pre-densify granular fills placed underwater through which the CB trench extended."

Decisions made during a response to a mine fire or an explosion greatly affect the final outcome. The safety of miners should be the primary concern with accounting for all of the miners the first issue for resolution. If miners have not safely evacuated from the mine, the last known location of the miners at the time of the event and anticipated travel routes are primary exploration areas. After the mine is evacuated, there are many very important decisions that must be made quickly and often under great stress. It is critical that the mine operator establish an orderly method to direct the mine emergency response. Designation of a Command Center, staffed with personnel charged with developing plans, is a common method of establishing control. Scheduling of key mine managers will be critical, since decisions must be made 24 hours a day and people working for extended periods with little or no sleep do not always make clear or cognizant decisions. Internal communications, passing information on to subsequent shifts, and external communications with families and media must be accurate and timely. Assembling resources for responding to the mine emergency is critical for an effective response, and pre-planning can pave the way to a successful recovery. Sampling mine gasses and accurately determining the composition of gas mixtures is a common tool used to develop response plans in all fires and explosions. It is essential that preparations for emergency situations are made well in advance of a disaster. Effective communications are essential for mine management to successfully respond to a mine emergency. This paper discusses some considerations which need to be addressed in directing a response to a mine fire or explosion.

In the scope of this investigation comparison between impact breakage and compression breakage were carried out for the separation efficiency of minerals using a chromite ore sample. The ore sample was broken below 1 mm employing a laboratory type roll crusher and an impact crusher. Concentration tests were conducted on -1+0.5 mm, -0.5+0.2 mm and -0.2 mm size fractions using a Wilfley type shaking table. Test results showed a remarkable difference between two types of breakage. Both concentrate grade and recovery was in the favour of impact crushing. Furthermore, the shape of the broken particles also showed differences such that in the case of impact breakage they were more spherical compared to compressive crushing. The results of the shaking table con-centration tests showed that a concentrate assaying 48.4% Cr2O3 were obtained with 78.5% recovery in the case of impact breakage. On the other hand the concentrate grade and recovery values were 48.8% Cr2O3and 52.4% respectively in the case of compression crushing. The losses in the tailings were also in favour of impact breakage proving that differential breakage occurred between chromite and gangue minerals.

Henry Louis, Newcastle-upon-Tyne, England (communication to the Secretary): I think very highly of the novel and ingenious device of Prof. Richards for analyzing the movement of the various elements of the jig; it is a method that certainly seems to promise valuable results, if we could only make certain that these various indicator-appliances have no effect upon the action of the jig. I would like, however, to suggest that in future experiments the connection between the plunger indicator-rod and the pencil should be made by means of parallel motions, so as better to reproduce the rectilinear motion of the piston. I should expect, if this were done, that the " curve " of the plunger in the Harz jig, at any rate, would be represented either by straight lines or else by quite regular curves, according to the method by which the plunger is set in motion; the apparent combinatioil of straight line and curve seems difficult to explain. With respect to the water-curve, I am afraid I am completely at fault, but no doubt Prof. Richards can explain my difficulty. (Butte Meeting, August, 1913.) IN metallurgical circle it is. known widely, but somewhat vaguely, that the ease of reduction of metallic .oxides. depends largely on the way they have been prepared. It is likewise known that. different forms of carbon have different and greatly varying reducing powers. It is the purpose of, this paper to show somewhat more definitely and scientifically these facts. Sonic years ago the writer published an account of pyrometric determinations of the reduction temperature of zinc oxides variously prepared and of several kinds.1 In said paper it was shown that the temperature at which zinc oxide evolves zinc according to the equation, ZnO+C? Zn+CO depends upon the nature of -the two reacting bodies. The determinations bad a range of accuracy of from 2°to 6°C.,whereas differences were found to, amount to an extreme of 90° C. So the differences are real ones and must have a definite cause. The equation of boiling water, (H2 O)4 = 4 (H20) has a fixed temperature for? equilibrium of 100° C. at 760 mm. pressure. In general, all equations reacting in the liquid or the gaseous phase have well-defined constant physical conditions which govern the equilibrium point and reaction velocities.

Despite limited discussion, Chemistry of Flotation is a good text and reference 1985 by M. C. Fuerstenau, J. D. Miller, and M. C. Kuhn Society of Mining Engineers Caller No. D Littleton, CO 80127 Softcover, $23.50 (member), $18.50 (student member), $28.50 (list) Review by Richard R. Klimpel Chemistry in Flotation, as stated by the authors, is intended as a textbook for students as well as a reference book for practicing flotation engineers. It covers subject matter related to surface phenomena; collectors and collector salts; natural floatability; the flotation of sulfide minerals, insoluble oxide and silicate minerals, semisoluble salts, and soluble salts; and slime coatings. There are no discussions in the book on practical plant implications of flotation chemistry, such as the influence of rate, particle size effects, dosage, flotation equipment, and methods of chemical addition. The book itself is small (only 177 pages), and, as published, is in an easy-to-handle soft cover. Once one accepts the intent of the authors, this book really does represent a very concise and convenient summary of the chemistry of flotation. It is, however, far from complete in its discussion of concepts and implications of data. Very often in the presentation, key prior knowledge (or at least subject matter awareness) not given in the book, is assumed. Thus, depending on one's familiarity with the specific subject matter, some sections can be easily followed while others could be tough going. Some of the discussion is so brief and terse on important subjects that unless the reader already realizes the meaning of the presentation, the conclusions to be drawn are not always clear. Therefore, if one is not expecting a self-contained primer on flotation chemistry, this book is very useful. To this end, the book is recommended to practitioners of flotation chemistry. The presentation of data in figures and tables is good. It helps considerably in the book achieving its conciseness. The authors certainly are qualified and knowledgeable in the subject matter - apparent in the style of presentation. In summary, this reviewer thoroughly enjoyed this book and will use it as a concise review of flotation chemistry. Richard R. THE Juniper Prospect is in Carleton County, N. B., at approximately 46" 31' north latitude, 67" 20' west longitude. During the summer of 1955 an area in west-central New Brunswick was selected for aerial electromagnetic prospecting with American Metal Co.'s helicopter-mounted equipment. Generalized, small-scale government geologic maps had suggested that this area was located along the western border of the northeast-trending granitic backbone of northwestern New Brunswick and might be underlain by the Ordovician-Silurian sediments and volcanics that are the host rocks for the recently discovered sul-fide deposits of the Bathurst-Newcastle district. The helicopter electromagnetic equipment located an anomalous conductive area, coincident with a small aeromagnetic closure, about five miles west of the town of Juniper. Subsequently 30 mining claims (total area about 6600 x 8000 ft) were staked and company personnel conducted geological, geophysical, and geochemical investigations on the property. The claims and immediately contiguous areas were mapped geologically, and an area of about 2000 x 4000 ft was soil-sampled and also surveyed by ground electromagnetic and gravity methods. Finally six diamond drillholes, totaling 3500 ft in length, were drilled to test the anomalous conditions discovered by the several exploration techniques used. The discovery of base metal sulfides during drilling was a technical success for the exploration methods, but the quantity of sulfides was too small to be profitably exploited.

IMA Engineering (IMA) and Mine On-Line Service (MOLS) companies have used on-line sensors for analysing ore and waste rock in mining for more than 25 years. Today IMA on-line sensors are used in various stages of the mining process including on-line analysis of drill cores, drill chips, ore and waste in loader bucket, ROM ore analysis on belt conveyor belt and in bulk ore sorting and in slurry analysis in concentrators. During years of extensive field experience and testing we have found that the waste rock dilution and ore losses create much larger economic and environmental losses than has been previously recognized. According to our studies the main reason is limited number of analysis already in exploration when drill cores or drill cuttings are used in block modelling. The same happens in production because too few and biased samples from benches are used to estimate the ore grade. Much more than today estimated amount of waste enters the mill and considerable volumes of ore losses happen at the same time. The ore grade on the benches and in muck piles is averaged and “homogenized” with averaged and biased samples. These are the main root causes of waste rock dilution and ore losses. Sensor based preconcentration can be the remedy to waste rock dilution and ore losses. This presentation will show examples of the use of on-line sensors in preconcentration when analysing ore and waste rock in drill cores, drill cuttings, on conveyor belt and in bulk ore sorting. Waste rock removal in preconcentration has direct effect on energy consumption in crushing and grinding and chemicals in concentrator. In concentrator waste is separated and goes to tailings pond, however, preconcentration directly reduces the volume of the tailings. In our presentation we will cover cases in base metals and in gold mines.

Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. Gas and water permeabilities of a large number of samples from the Pittsburgh and Pocahontas coals were measured at various overburden and mean flow pressures. A wide variation in the air and water permeabilities was obtained for each type of coal. Overburden pressure has the most significant effect on the single-phase permeability. Considerable hysteretic effect was observed for both air and water permeabilities. Gas permeabilities are affected to a lesser degree by mean flow pressures above atmospheric. However, at subatmospheric mean pressures, appreciable increase in permeability occurs for low permeability samples. Air and water relative permeabilities were also measured for numerous samples of Pittsburgh and Pocahontas coals. Tests were performed under steady-state conditions for both drainage and imbibition cycles. Results indicate that the flow of gas is greatly reduced during the latter process, whereas it is largely undiminished over a wide water-saturation range during drainage. It is also shown that imbibition saturation distributions obtained from liquid-water imbibition as opposed to water-vapor adsorption produce gas permeability curves of radically different character. The effective permeabilities to both gas and water were significantly reduced with the application of overburden pressures in the range of 0 to 1,000 psig, but the general shapes of the relative permeability curves remained the same.

I. LOCATION. THE Mojave mining district is situated in a group of small hills centering around Soledad peak, in the Mojave desert, Kern county, Cal. These hills are about 4.5 miles SSW. of Mojave, a railroad town at the junction of the Santa Fé and Southern Pacific railroads. The town of Mojave is about 50 miles north of Los Angeles, to which it is connected both by telegraph and by rail. The distance on the Southern Pacific railroad is 102 miles, covered in 3 hr. and 45 min. by express train. A sketch-map of this region is shown in Fig. 1. The Mojave district is relatively isolated. The only other mining towns in this section of California are Randsburg and Johannesburg, in a district (containing the well-known Yellow Aster mine) at the northern end of a low ridge of hills, which begins about 20 miles NE. of Mojave, runs nearly N. for 35 miles, and varies in width between 3 and 6 miles. As will be seen later, the origin and formation of these hills are not the same as those of Soledad peak. II. CLIMATE AND VEGETATION. The climate and vegetation of the Mojave district are typical of the arid regions of the southwestern United States. During the winter and spring there is some rainfall, and the tempera-ture is generally from 60° to 70° F. in the day-time. Drive systems for mining machines are usually sized to accommodate anticipated peak loads. Usually, the average power requirements are considerably less. Energy storage and power averaging are attractive concepts for mining machinery and could have far-reaching implications. The purpose of this program was to: ? Identify truly feasible concepts, ? Identify advantages/disadvantages, limitations, and constraints, ? Evaluate feasibility based on today?s technology, ? Identify anticipated safety problems, and ? Provide the designer with a comprehensive literature base. Concepts evaluated include flywheels, high energy batteries, gas charged accumulators, inductive storage, capacitive storage, springs and counterweights, thermal, closed cycles, internal combustion engines, trolley systems, and hybrid systems. A comprehensive reference index is provided. Included is an appendix containing abstracts of the pertinent literature.
