The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), in collaboration with the Mine Safety and Health Administration (MSHA), the mining industry and seal manufacturers, conducted a series of full-scale experiments within the underground experimental mine at PRL's Lake Lynn Laboratory. The purpose of the experiments was to evaluate the explosion-resistant characteristics of several new seal designs for rapid deployment during mine emergencies. These seals can be deployed in less than 12 hours and are capable of withstanding explosion overpressures in excess of 140 kPa (20psi). These novel seal designs use available mine materials, do not require conventional rib hitching and, most importantly, can substantially reduce exposure time for coal miners during sealing and mine recovery operations.

"Agnico-Eagle Mines Limited is located at Joutel in North-Western Québec. The mine is about four miles north-west from the town on the left bank of the Harricana River. The present mining is 1,800 feet deep with an extensive geological development below this level.HISTORY The development of the ore body started sometimes in 1967 and then the operation ceased in 1969 and again reopened in 1973 due to higher prices of gold. During these periods of active development, a considerable metallurgical research has been done by different laboratories and research and design companies.The original capacities of the Mill differed as much as 30%. So did the concept of the ore treatment. The original design of the mill was for 200 TPD of ore with straight cyanidation. The problems with low gold extraction, high reagent consumption and poor filtration resulted in a decrease of the expected mill output to an initial 550 TPD with gold recoveries in the order of 40 to 60%.Although the studies and research work done on the ore varied, all of them had a common conclusion: a very fine grind is needed to expose gold. The mining method (sub-level blast hole mining) now provides the ore that differs from that on which the metallurgical test work was conducted and the original capacity calculations had been done.These variations in the concept consequently led to the conclusion that the size of gold is a determining factor for the process.Kilborn Engineering provided the original design with the Leslie Eng¬ineering completing the design. The metallurgical test work has been done by the Department of Energy, Mines & Resources, Lakefield Research of Canada, Kilborn Engineering and Sidam Incorporated.The new flotation section with secondary grinding has been designed and put into operation by the company in December 1975 with the results yet to be evaluated."

This opportunity to present a few thoughts on the question of professional education and training comes at a most appropriate time. In Britain, a great deal of energy is being expended in this, so-called, post-Finniston era, to create a new look for the status of engineers and engineering by the Engineering Council. Naturally, the tune and the tempo are being called by the big institutions which essentially serve the manufacturing industries. However, the Engineering Council in Great Britain also includes the mining and processing institutions such as the Institution of Mining and Metallurgy (IMM) and so there is a chance - if it is taken - for us to contribute to the debate and the determinations that emanate from it. The IMM, of course, caters for the professional status of those engaged in the mining and minerals industries and includes many who do not see themselves as engineers. Nevertheless, the debate is important to these other groups whose livelihood is inextricably bound up with those who are engineers and there are many facets of the engineering policies being shaped that will, I am sure, eventually be enshrined in the requirements for professional status across all the various disciplines in our industry.

About 17% of the world's present day oil supplies comes from wells drilled in the continental shelf of some 28 countries. The demand for oil is increasing each year and is expected to quintuple in the next decade. In the same period, the demand for gas will climb to at least 20 times its present rate. In the next decade, the percentage of oil and gas obtained from offshore is expected to rise to nearly half the world's consumption. The offshore oil industry is currently striving to achieve new technological advances in the field of deep ocean operations, especially in face of adverse seas. While the emphasis was put on drilling vessels for exploration, the industry was slow in developing effective offshore construction vessels. Until a year ago, construction vessels were but large barges with construction equipment mounted on their decks. These vessels all shared the same severe limitation: When the sea exceeds a five-foot wave height (and in some cases as little as three feet) the conventional construction barge is forced to suspend operations. In face of an oncoming storm they must run for shelter. Their utilization, therefore, is limited and in rough weather areas, such as the North Sea or the Bass Strait is lower than 50%.

Water is a defining feature of the Pilbara. Its management was and remains vital for the pastoral industry which European settlers established when they first came to the Pilbara, and for the mining industry which now dominates economic activity in the Pilbara. Water availability in the Pilbara is, however, problematic. Severe droughts and major floods can occur at close intervals. In response to this uncertainty, the Department of Water undertook a Prefeasibility Study to determine, at a high level, the water requirements and opportunities in the Pilbara region. This paper reports on the outcomes of this study and the water integration opportunities in the region, identifying the sources of water supply and offers possible options for managing this water sustainably for the present and future demand. A range of supply opportunities is reviewed including: dewatering from mining operations, surface water, and desalination. All opportunities were subject to order of magnitude costing, including capital, whole of life and retail unit pricing with preferred options receiving further interrogation through triple bottom line (TBL) analysis to prioritise solutions. Options were also subject to intangible quantification (IQ) including benefits from the reduction of carbon emissions to ensure that the preferred option is based on factors other than just the least cost. Demand analysis was undertaken to identify current and future requirements and were assessed through review and integration of regional and sub regional master plans and consultation with mining, agriculture, industry and the community. The paper concludes that the viability of a Pilbara integrated water supply scheme depends on the development of a financial mechanism involving both government and industry participation models. The agreed scheme formed the basis of a submission to Infrastructure Australia for funding assistance.

IN 1942 Grossmann1 proposed that the hardenability of a steel may be calculated from its chemical composition by considering the base hardenability associated with its carbon content and grain size and multiplying this base by factors for each element present. Since Grossmann's original publication, several investigators2-5 have reexamined the multiplying factors for the individual elements and in general have found that the multiplying principle is valid. However, some of the individual factor curves developed have been in poor agreement. Inasmuch as the carbon-factor curve obtained by Grossmann was dependent [ ] upon the factors for all the other alloying elements present in the steel, it logically followed that his results were in need of correction in the light of the new data available for manganese, silicon, and the other alloying elements. Furthermore, in order to avoid the possibility that errors in the manganese, silicon, or other curves might influence the carbon-factor curve, investigation of iron-carbon alloys containing little or no manganese and silicon was necessary. That the effect of carbon on hardenability was greater than indicated by Grossmann is shown by a comparison of the diameters of completely hardened rounds of iron-carbon alloys with the ideal critical diameter calculated from Grossmann's factors. These alloys have a greater hardenability in a hite quench than predicted by Grossmann's factors for an infinite quench (Table I). [ ] Among the other important variables that were in need of further investigation were the effect of deoxidation practice on the grain-size correction curves and the effect of stable carbide-forming elements on the depth of hardening. Most of the work by Kramer, Hafner, and Toleman4 was done on silicon-killed steels. Over the past several years, pile foundations have grown to meet the demands of larger and heavier structures. As the foundations have grown, so has the need for larger and more robust piles to carry the increased loads. Seismic considerations have also required larger and tougher piles to withstand the added component of supporting structures during earthquakes. While H-piles, precast concrete piles, timber piles and small pipe piles have been the product of choice, many applications are now calling for much larger piling requiring larger equipment and presenting the contractor with new challenges. This paper is not intended to be a ?how to? guide as much as a discussion on the potential pitfalls a contractor should watch out for when considering a project where mega piles are required.

National Institute for Occupational Safety and Health (NIOSH) studies show that 43.5% of surveyed coal preparation plant workers had noise exposures exceeding the Mine Safety and Health Administration Permissible Exposure Level. Sound levels around vibrating screens in these plants often exceed 90 dB(A). NIOSH is currently developing noise controls for horizontal vibrating screens. To characterize noise sources, NIOSH researchers performed sound pressure level (SPL) measurements on a vibrating screen at their Pittsburgh Research Laboratory. The results show that the entire screen contributes to noise below 1 kHz and the vibration mechanism housings are most significant above 1 kHz. Constrained layer damping (CLD) treatments and an enclosure were used to reduce mechanism housing noise. These were evaluated using sound power level measurements according to ISO 3744. The CLD treatments reduced the A-weighted sound power level by 3.1 dB in the 1 to 10 kHz one-third-octave bands. A panel-on-frame vibration mechanism enclosure using various types of panels further reduced the A-weighted sound power level from the CLD configuration in the 1 to 10 kHz one-third-octave bands by 3.7, 4.0, and 3.9 dB for aluminum, steel, and Dynalam panels, respectively. The combination yielded a 7 dB reduction from baseline in A-weighted sound power for the same frequency range.

The ongoing need for improved fuel economy, longer engine life, reduced emissions and greater power output has driven the need for lower charge air temperatures. Cuamins will introduce a split loop, single water pump approach to low temperature aftercooling (LTA) in 1987 with the introduction of its 1492 kW (2000 BP) 16 cylinder K Series engine. The LTA system selection process considered performance, durability, fuel economy, and total engine installed cost. The split loop system selected takes full advantage of the engine cooling characteristics to provide optimum charge air temperatures at all speeds, loads and ambient temperatures. Computer simulations and engine tests were used to determine performance for each charge air cooling alternative. The split loop system chosen offers many advantages compared to the other alternative systems studied which included air-to-air and dual loop (two radiator, two water pump) systems.

The use of Dynamic Analysis techniques in the design of conveyor systems is extremely limited. The most frequent use of the technique is in large and expensive systems where the emphasis is on insurance against failure caused by catastrophic tension waves. This paper sets out to illustrate a much wider range of applications where dynamic analysis has been successfully employed. The examples chosen deal with identification and correction of dynamic low tension problems, the variability in take-up movement as other system parameters change, the requirement for proper tuning of starting controls and finally the absolute necessity for a complete understanding of the entire system when specifying brakes for critical applications. The intent of the paper is to get designers to view a conveyor as a system of interacting flexible components rather than as a single rigid body.

PISCES - the Planning and Information System for Coal Export Services has been developed by Port Waratah Coal Services (PWCS) to ensure the efficient and economic operation of the Hunter Valley Coal Chain. PISCES is a computer based integrated information and management system to coordinate operations commencing at minesites through the coal chain to shiploading at the Port. The PISCES system comprises a central database around which a number of planning modules interact. These include interactive programs for train planning and timetabling, stockpile management, berthing analysis and a coal shippers enquiry system. PWCS has previously developed - number of computer based systems for planning, controlling and monitoring complex coal handling operations and the extension of the PISCES system to the Hunter Valley Coal Chain is another initiative to assist the Hunter Valley Coal Export Industry in looking confidently towards the Future.

Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water' was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

In total numbers the membership is no larger but in revenue from dues there has been a marked increase. This has been due to the promotion to full membership of Junior Associates of earlier years, to the larger proportion that come in originally as members rather than juniors, and to the keener interest in the work of the Institute reflected in prompter payment of dues. The latter is important, since experience shows that of those who fall behind a large number must ultimately be dropped for non-payment. Conditions in the mining industries have been healthy though not booming. It has been much easier for members to find employment and meet their financial obligations but there has not been that flow of young men into mining, and hence in part into the Institute, that characterized certain earlier years. Rather the tendency toward centralization and larger industrial units has restricted the number, though not the scope, of opportunities for technical men in the mineral industries. The Institute is constantly receiving resignations from members crowded out of mining into other lines of activity. On the other hand, those who remain in mining and metallurgy have a greatly increased necessity for i,dormation and contacts with technology. A few years ago many superintendents and most foremen were non-technical men. Today the reverse rule obtains and shift bosses and men who occupy even lower positions in industrial units are called upon to know and to apply such an amount of technical knowledge that graduate engineers are the rule rather than the exception. The curious situation has obtained that with a much smaller enrolment of students in the schools of mining and metallurgy there has been at times an actual shortage of young engineers for beginners' jobs. The young men retort that the conditions of employment and pay offered in mining are not equal to those in other lines and, while it is undoubtedly true that the young engineer beginning in mining is able to start under conditions markedly better as to pay, living, and responsibility than did the men who are now leaders, they are required to know much more and have usually spent more in time and money to qualify for their jobs. The Red Dog zinc-lead-silver deposit is located in the DeLong Mountains of the western Brooks Range in northwest Alaska. The region is located 145 km(90 miles) north of the village of Kotzebue (Fig. 1).Red Dog’s current resource base is 143 Mt (157 million st) averaging 16.1% zinc, 4.3% lead and 83g/t (2.4 oz/st) silver. It is contained in four structurally separate deposits— the Hilltop, Main Deposit, Aqqaluk and the newly discovered Paalaaq deposit. Recent exploration for the Aqqaluk and the Paalaaq deposits has contributed to Cominco American’s understanding of the detailed structural geology of the district and its role in the placement of individual ore bodies.

INTRODUCTION Disposal of coal refuse is a costly and challenging problem facing the coal industry today. After the Martin County Coal Company slurry spill and the subsequent regulatory changes state and federal agencies are now beginning to require companies to justify new slurry impoundments. The authors have performed an analysis of different means of disposing of coal refuse for a major coal producing company located in the eastern Kentucky coalfields (the name of which will be withheld for the purpose of this paper). The company’s existing slurry impoundment is nearing its maximum permitted elevation and also an elevation where it may come in contact with abandoned underground workings. Due to the increased concern with underground mine works near slurry impoundments, additional consideration was given to raising the existing impoundment. Several other alternatives were evaluated, including but not limited to raising the existing impoundment, constructing a new slurry impoundment, constructing slurry cells, belt presses and others. This alternatives analysis was performed as part of a Section 404 permit for a valley fill and is currently being reviewed by the U. S. Army Corp of Engineers. All of the known possible alternatives were discussed in detail in the analysis. Due to the findings of the alternatives analysis, the company considers the engineered construction of the proposed impoundment to be the most favorable option of all the other alternatives evaluated, from both an economic and environmental standpoint. ALTERNATIVES EVALUATION FOR COALREFUSE/SLURRY DISPOSAL Background The company currently operates several deep mines and employ over 300 people and produces over 3.9 clean Mt/a (4 million stpy) of high quality, low sulfur coal. Currently, coarse refuse is belted to a valley fill, while, fine refuse is pumped to the existing impoundment. Coarse refuse is trucked to the existing impoundment as needed for construction purposes. The average recovery is approximately 50%; therefore, over 3.9 Mt/a (4 million stpy) of coal refuse must also be separated and placed.

INTRODUCTION The purpose of this paper is to introduce the reader to basic control strategies for solid/liquid separation in mineral processing and to indicate some of the implementation difficulties to be encountered, without becoming overly involved in details of process, equipment or software. It is assumed that the reader has some familiarity with control systems and with dewatering processes, since exploration of these topics would require considerably more length. The paper is organized into three parts: first a general discussion on the need for control of dewatering processes and of the general criteria involved, next a more detailed elaboration on control strategies for the various unit operations, and finally a case study showing a specific approach towards such a project. Motivation & Objectives The justification for implementing any control system in an industrial plant is to improve operations and thereby to increase profitability. Without this motivation, the system will likely be perceived as unnecessary and will decline into disuse, an expensive and troublesome monument to someone's ill-conceived ideas. However, when a control strategy is correctly conceived, implemented and integrated into operations, it can provide significant advantages in operating ease and efficiency, and a handsome return on investment. In general terms, the objectives in establishing a control system are: • stabilization of process disturbances maintenance of product quality • maximization of throughput • dearer definition of process • protection of personnel and equipment A successful control strategy must address at least some of the above criteria. However, the most important requirement is a commitment on the part of plant personnel and management to start up, operate and maintain the system, and to upgrade it to reflect current process status and operational philosophy. Process Applications In this paper, control strategies will be explored for the most common methods of dewatering of mineral pulps. These unit operations include: drying, centrifuging, filtering and sedimentation. While the first three are important, they do not tend to be as complex as sedimentation, and thus will not be as exhaustively treated. Sedimentation is very widely applied, not

Recent land ban act has put pressure on industry to decontaminate the waste streams before they could be discharged. However, for both metal and organic contaminated wastes, there are commercial incentives to recover usable resources. Recent technology developments have helped meeting such objectives. This paper reviews developments in treatment technologies for industrial wastes. Major chemical groups used in waste treatment are summarized.
