THE dynamometer herein described is a modification of the one invented by Mr. Samuel Batchelder, of Boston, nearly forty years ago, a description of which may be found in the Journal of the Franklin Institute, 1843, vol. xxxii,.p. 277, and in the Scientific American of August 31st, 1878. The modification consists in providing a method of making an automatic record, and of indicating more minute variations of the power transmitted. The improved dynamometer was designed by the writer in 1877, and was built a few months since by the Class of 1879 of the Stevens Institute of Technology. The accompanying cut, taken from the Annual Announcement of the Stevens Institute, represents the dynamometer without the recording attachment. It consists, as shown, of two stout cast-iron frames, held together by bolts in bearings, in the top of which frames run two shafts, each carrying a pulley at its outer end and a bevel gear-wheel of 45' at its inner end. One of these shafts is the driving-shaft, connected by belt to the engine or other prime mover; the other is the driven shaft, connected by belt to the machine driven. The power is transmitted from one shaft to the other through two other bevel-wheels of 45' gearing with the first, the shaft common to them and on which they run freely being at right angles to the axis of the two shafts first mentioned, and carrying at one extremity a heavy pendulum. The bevel-wheels being connected, as shown, and the power being applied to the driving-wheel, the two intermediate wheels with their common shaft have a tendency to revolve around the driving-axis, which tendency is a measure of the force transmitted, and is resisted by the moment of the weight of the pendulum. This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. U. S. WITHDRAWS ARMY FROM MEXICO The American invasion of Mexico lasted less than 24 hours. The troops which crossed the Rio Grande June 15 to put a stop to the firing that was causing death and injury in El Paso were back in their billets on the American side of the border the next night. They had broken up the battle between Villa rebels and the Carranza garrison and driven the rebel forces headlong out of Juarez and into the hills. The Carranza Consul, Garcia, and Gen. Francisco Gonzales are reported by American officials to be pessimistic, if not indignant, at the swift reprisals made by the Americans against the stray shots which were falling in El Paso during the Villa attack on Juarez. In announcing his action in ordering Americans into Mexico Brigadier General Erwin in a formal statement said he had done-so to prevent the indiscriminate firing into El Paso by rebel soldiers, endangering the lives of Americans. "But on no account were they to undertake an invasion into Mexico," continued the statement. Americans with interests in the vicinity of Chihuahua are alarmed lest Villa, smarting under the defeat administered his troops by the American forces, should make a campaign of destruction. General Candido Aguilar, President Carranza's confidential ambassador to the United States, issued to the press, on June 17, a formal statement that "the government and people of Mexico consider as a violation of Mexican sovereignty the crossing of United States soldiers into Mexican territory" and expressing the hope ?that the situation created by the latest occurrences in Juarez will be satisfactorily adjusted between the two countries." Discussion of Mexican affairs was evoked in both houses of Congress by the crossing of the Rio Grande by American troops.

Tests carried out at the Union Carbide and Carbon Research Laboratories, Inc., on the effects of grain-refining deoxidizers are in substantial agreement with the data presented by Mr. Comstock. Notable is the observation that, although boron and aluminum increased hardenability, the steel was of poor quality in comparison with the other boron-treated steels to which at least two grain refiners were added. The effect of zirconium in improving the ductility of the chromium-nickel steel is in agreement with our experience that zirconium is specifically beneficial to chromium steels. In order to amplify Mr. Comstock's results and to indicate some of the basic principles of special deoxidation, the primary observations of our study have been summarized. The effect of boron in increasing hardenability was described by R. Walther, U. S. Patent No. 1519388, Dec. 16, 1924, but effective amounts in incompletely deoxidized steel are sufficient to harm hot workability and room-temperature ductility. Work at the Union Carbide and Carbon Research Laboratories, Inc., has shown that in order to obtain deep hardening without using such large amounts of boron as to result in impairment of ductility, the steel must be thoroughly deoxidized. This may be accomplished by a high silicon content or a grain-refining addition of strong deoxidizers. The degree of grain refinement and hardenability are inclined to be erratic when only one grain-refining element is used, although aluminum, zirconium, titanium, and vanadium have been used singly and resulted in increased. although somewhat erratic, hardenability. The ductility likewise was inclined to be inconsisterlt when only one grain-refining deoxidizer was added. By combinations of grain-refining elements, it was found possible to combine the specific virtues and counteract some of the defects of each clement. In addition, the complex deoxidizers gave more consistent grain refinement and hardenability. When used in combinations, each element adds its own specific influence as well as modifying the character of the other elements. "In copper solvent extraction, aqueous-in-organic entrainment results in the carry-over of unwanted species into the electrowinning process with negative cost implications. The need to bleed is increased and the purity of the copper cathode is potentially compromised, depending on the impurities being transferred (Cl, NO3, Fe, Mn). In some cases, entrainment results in elevated levels of manganese in the electrolyte which can cause oxidative conditions to develop and degradation of the organic phase. Degraded organic phase detrimentally affects the physical performance of the copper solvent extraction process, contributing to even higher aqueous-in-organic entrainment. Aqueous entrainment may be minimized through good operating practices and maintenance of the organic quality, but the accurate measurement of entrainment remains a challenge. This paper presents coalescing devices designed to provide more exact measurements of aqueous-in-organic entrainment. IntroductionMany copper solvent extraction (SX) plants experience high aqueous-in-organic (A-in-O) entrainments but are unaware of the extent of the problem because entrainment is often not measured. Aqueous entrainment results in the carry-over of unwanted species into the electrowinning (EW) process and the need to bleed to maintain acceptable concentrations in the electrolyte. The costs associated with the bleed are exacerbated in copper plants where aqueous entrainment levels are high. Other than these direct costs, there are operational consequences of the build-up of certain species in the EW circuit that can have deleterious effects on plant performance.Minimizing aqueous entrainment in operating plants requires an understanding of the factors that affect entrainment levels. Both chemical and operational influences are discussed in this paper. The difficulty of obtaining a representative sample makes it challenging to obtain an accurate measure of aqueous entrainment from a continuous process like SX. Coalescing devices used to get a more precise measurement of A-in-O entrainment are useful to complete mass balances around the SX circuits. Alternatively, mass balances can be used to estimate aqueous entrainments and are helpful as a tool to troubleshoot operations with a view to improving plant performance."

All persons, actively engaged in your profession, must have a natural interest in the subject of weights and measures. All members of the engineering profession have to do with operations of weighing and measuring—some with measuring more than weighing, and some with weighing more than measuring—but all with both of these processes to a greater or less degree. Methods of weighing and measuring have improved constantly from the earliest times and have kept pace with the advance of other technical processes. It is, therefore, believed that you will be interested in a few remarks concerning some of the more recent advances in relation to the establishment of decimal standards of length and mass in this country. Before speaking of this, I will refer very briefly to some facts which may not be very generally known regarding our customary system of weights and measures. Although the yard is universally accepted as the unit of length, and the pound as the unit of mass, it is not generally understood, I believe, just in what respect the yard is the unit of length, or the pound the unit of mass. That is to say, it is not generally known in what degree these units have been legalized by Acts of congress. Doubtless, many of you are familiar with the facts which I will briefly recapitulate. The Constitution of the United States authorizes Congress to establish a system of weights, measures and coinage. The establishment of a system of coinage, as you know, was one of the first acts of the government, and the system then adopted is certainly one of the most perfect, if not the most perfect, that the world has yet seen. Y.-The results stated by Rey and Brevers are so startling that they are of great interest, as the concentration of a low percentage of cinnabar by differential flotation yields a high-grade concentrate in the presence of either arsenical or iron pyrite. The authors say: "Cyanide can thus be used to depress arsenopyrite and make a good cinnabar-arsenopyrite separation. A cinnabarpyrite separation could probably be effected in the same way." Corrosive sublimate at the present price of mercury would be a very expensive reagent but the expense would be justifiable if a high rate of concentration could be obtained with a high extraction. On my request, special tests were made in the Punitaqui mill in Chile along the line suggested by the authors, without any improvement of either grade or extraction. As the recovery of the cinnabar in a complex sulphide of chalcopyrite and pyrite gave unsatisfactory results, I had tests made at the testing laboratory of the American Cyanamid Co. at Stamford, Conn. As these tests turned out to be highly satisfactory, not only at Stamford but later at the mine, they are presented here. Underground and opencast coal mining has occurred since 1896 on the Stockton Plateau, West Coast, New Zealand. Acid Rock Drainage (ARD) from historic and current mine workings has had an adverse environmental impact on the surrounding aquatic environment. The two main catchments affected by ARD from historic and current mine workings are the Mangatini and St Patrick Stream catchments. Solid Energy New Zealand Ltd (SENZ) is using active (e.g. alkali dosing) and passive (e.g. engineered cover) technologies to mitigate the adverse environmental effects associated with ARD contaminated waterways. This paper discusses the passive technologies. Principal strategies include the capping of high capacity potentially acid-forming volumes of overburden. The mudstones were found to generally have the highest sulphur levels compared to other overburden lithologies. Areas with high mudstone volumes are prioritised to be encapsulated and 390 Ha is planned to be capped in the Mangatini catchment in the near future.   Monitoring beneath granite, cement kiln dust and coal combustion product covers show oxygen can be reduced to less than 10% of atmospheric levels. Laboratory column leach tests that were subjected to oxygen flux rates of 10 % showed reducing oxygen ingress into acid-forming material can result in significant acid load reductions.   The oxygen content below the cement kiln dust cover was generally lower than 5% and water quality measured in lysimeters beneath this cover improved after 50 weeks of emplacement. Column leach tests containing saturated samples were undertaken to determine the most appropriate water medium in preventing pyrite oxidation. The sample saturated with ARD (pH ~ 3) had a negligible acid production rate and leached very minor Al concentrations although Al is soluble at low pH. This indicated saturating waste rock dumps with ARD can be an effective method in mitigating ARD formation.

BLAST furnaces are most efficient thermally when the C02 in the top gas is highest. Oxygen introduced in the air blast is converted to CO in the combustion zones. The extent to which CO, generated in front of the tuyères, is converted later to C02 depends upon the ratio of ore to coke in the charge and the degree to which C02, formed by reduction of iron oxides with CO, reverts to CO by the secondary reaction C + C02 = 2C0. About 300 to 400 lb. of carbon1 per ton of pig iron is normally involved in the solution-loss reaction or direct reduction of FeO with carbon, which produces the same over-all results; that is, lower C02 in the top gas. Riche has recently reported a reduction in fuel consumption at slower rates of blowing on two furnaces in spite of higher heat losses per ton of iron. Lower fuel consumption at slow operating rates was due to more complete reduction of the ore that resulted in higher C02 in the top gas and consequently more efficient use of carbon. Kinney3 has reported substantial savings in fuel as a result of crushing and sizing the ore charge. Improvements in practice brought about by sintering magnetite concentrates, flue dust and fine ores have been due to the establishment of conditions favoring more complete reduction of the ore in the upper part of the furnace. The extent to which oxides and fluctuations in composition in pig iron affect the quality of steel and finished product needs further study. There is evidence that more thorough preheating and reduction of the ore in the upper part of the furnace tend to give a better quality of iron. Basic laboratory tests on trona and the surrounding shales initiated the Rock Mechanics program. The stress-strain curve, modulus of elasticity, Poisson's ratio, the uniaxial rock strength, Mohr's envelope, the biaxial stresses at failure, and creep were investigated. A series of underground problems were then approached using this information and various field measuring devices, most of which were developed by the Bureau of Mines. Initially, stress concentrations near mine openings were evaluated using the stress relief technique. This required an accurate determination of the pre-mining stress field. Later, stress concentrations associated with the cave line were studied. After about 30 stress reliefs over an appropriate time interval the effects of one type of mining could be compared against another. The microseismic technique was used to investi- gate a possible application of warning devices near the cave line. A study of mine reorientation was made. Problems related to the shape and size of pillars and barriers were studied. The effectiveness of roof bolting patterns was examined. Control of roof stresses was attempted. A new system of mining in heavy ground has been developed using the information secured in the Rock Mechanics program. Without this system, mining in more than one instance would have been next to impossible. Indeed, from this one discovery alone, the Rock Mechanics program has paid off in improved safety as well as in dollars. The Westvaco trona* mine is located near the town of Green River in the southwestern corner of Wyoming. It is owned and operated by FMC Corp. on land leased from the US Government, the State of Wyoming, and the Union Pacific Railroad. Flotation of a mineral bearing particle is the result of successful completion of a chain of events, such as, producing particles with sufficient exposure of the valuable mineral on the surface, reagent adsorption, suspension of the particle in the pulp, collision of particle with air bubbles and subsequent attachment, ascending to the froth column and transport to the concentrate stream, among others. These sub-processes in turn are affected by the feed properties such as size and density, and process variables such as size of air bubbles, degree of turbulence in the cell, particle/particle interactions etc.. Thus, inefficiencies occurring in any one or more of the above processes will result in inefficient flotation performance. In spite of its dependency on a wide variety of sub-processes, flotation performance is commonly modelled based on first order kinetics using two or three parameter models. As the model parameters may be affected by several of the sub-processes mentioned above, interpretation of their variations and identifying the specific causes is extremely difficult. Of the many factors that influence the flotation performance, liberation information of the particles such as the grade distribution and surface exposure are considered vitally important. In this paper, it has been demonstrated a) how a predictive liberation model may be derived and used in quantifying the liberation information of the particles produced at various grind sizes and b) how the flotation process may be modelled by explicitly incorporating the liberation information, thereby improving the accuracy of the model. Comparisons of the observed data with the proposed model and those of published liberation/flotation models have also been made.

Mr. Grieves' paper on "Shaft Sinking Today --A Boring Business Tomorrow" in the Dec. 1981 issue of MINING ENGINEERING is an excellent description of recent improvements in speed and costs of shaft sinking. However, shaft boring techniques are not a recent development. In 1935-36, the Idaho Maryland Co. (gold), Grass Valley, CA, bored the vertical 1.5-m-diam Idaho No. 2 ventilation and supply shaft to a depth of 346 m. The equipment was designed and perfected by Branner Newsome and was, I believe, described in "Transactions." Pickands Mather later bored a 1.8-m-diam shaft to a depth of about 305 m using Newsome's design. The Idaho No. 2 shaft cut through hard gabbro, diabase dikes, soft serpentine, very incompetent ankeritized serpentine and a strong fault zone. The completed shaft did not require timber support; the fault zone was cemented. Equipment consisted of a rotating 1.5-m or 3-m core barrel with a slotted bottom which cut a 76-mm kerf. The cutting agent was chilled steel shot introduced into the slot as needed. The driving mechanism and core barrel were lowered into the shaft, the former secured to the wall and the inshaft "engineer" operated the motors which controlled core barrel rpm and advance. After an advance of 1.5-3 m the equipment was lifted out of the shaft, a half(?) stick of powder cut off the drilled core, and it was hoisted to the surface with a cable attached to an eye bolt at the tope of the core. A "shift" consisted of three men: hoistman, equipment operator (down the shaft), and a surface laborer. Advance was variable as equipment and techniques were perfected. Near the end of the job advance was, as I remember, 1.5-3 m per shift. Costs were, as I recall, about $115/m. Up to 4 m cores were lifted out in one piece and swung to the dump by a stiff leg derrick. The Newsome equipment was relatively inexpensive to build and operate and his method should be (more than?) competetive with the methods described by Grieves.

The proper utilization of energy in an explosive column is of paramount importance to the success of any blast. Historically, Powder Factor (the weight of explosive per mass or volume of material to be blasted or its inverse), has dictated the blast design. The concept of Energy Factor is a more effective method to design a blast. In order to utilize explosives efficiently, the energy contained in any given product must be quantified. The Powder Factor method, although historically successful, assumes that a pound of cast pentolite affects the material to be blasted the same as a pound of ammonium nitrate / me1 oil (ANFO.) Years of experience and scientific testing have led the blaster in the field to believe otherwise. The next logical technological step is Energy Factor. The Energy Factor method that will be discussed in this paper takes into consideration not only the weight of the explosive, but also the weight strength (Cal/g) and the density (g/cc) to yield a constant relative Energy Factor. The result of such a method is a factor that can be used in the field exactly the same as Powder Factor, but that reflects the relative energy of any given product in terms that will reflect the relative cost benefit of that explosive selection. The Energy Factors associated with different available explosives make it possible to compare the difference in the amount of energy per loaded pound in each unit length of borehole. This paper will examine the concept of Energy Factor in an in depth manner and also compare this quantification method to that of Powder Factor. It will also demonstrate the value of using Energy Factor and how it can improve the efficiency of a blast design. The misconceptions that come along with using Powder Factor will be examined and comparisons will be made between boreholes loaded using Powder Factor and those that are loaded using Energy Factor. This paper will clearly define the differences between these blast design methods and allow the reader to realize the production, quality, and economic advantages of using the Energy Factor method.

Thermodynamics and rate process fundamentals are two of the important principles involved in nonferrous production processes. The process configuration establishes whether thermodynamics or rate process behavior is most relevant in a particular application. In this paper, thermodynamic theory and rate process fundamentals are used to analyze the main characteristics of smelting and converting processes. The effect of increased oxygen potential .is examined with emphasis in view of the increased use of highly oxygen-enriched gas in modem smelting processes. Phase equilibrium and the distribution of minor elements between copper or nickel matte and FeOx-SO2- or FeOx-CaO-based slag are reviewed. The use of oxygen-rich gas has no serious effects on 'the recovery of valuable copper and silver in the matte phase, while the recovery of nickel and cobalt is adversely affected. The oxygen content in the gas also strongly affects the distribution behavior of arsenic, antimony and bismuth. Analysis of the rate processes occurring in the shaft of flash smelting, and converting furnaces by a 3-D computational fluid-dynamics model is also discussed. After being validated with experimental data collected in a large laboratory furnace, the computer model has been used to simulate the main features of an industrial flash converting operation. The results present quantitative features of the improved mixing of the particle-gas suspension and increased oxygen efficiency obtained with a distributor-cone burner compared with those with a single axial entry burner. The role of basic principles in the engineering analysis of high-intensity matte smelting processes is also discussed.

A COMPLETE discussion of the literature on the subject of the influence of copper on iron and steel will be published elsewhere.1 The present paper is concerned especially with the precipitation-hardening of copper steels, and brief mention will be made here only of the work of Kin-near,2,3 Nehl4 and Buchholtz and Koster,5 who alone have studied this phase of the subject. Kinnear found that normalized low-carbon steel castings containing about 1.0 per cent copper on drawing at temperatures in the neighbor-hood of 530° C. (1000° F.) increased in tensile strength and yield point, with little decrease in ductility. The maximum effect was obtained with about 0.9 to 1.0 per cent copper, and when the copper exceeded 3 per. cent no improvement occurred on reheating. Kinnear did not study the effect of time of reheating-an all important factor where precipitation is concerned. Nehl,6 who apparently was unaware of Kinnear's work, recognized the change as due to precipitation and studied the interdependence of time and temperature of reheating, the temperature of the initial solution heat treatment, and the speed of cooling necessary to retain the bulk of the copper in supersaturated solu-tion and to give an increase in hardness and tensile strength on reheating. Nehl found that if the final rolling or forging temperatures exceeded 700° C. (1300° F.) it was not necessary even to normalize the steel, but full precipitation occurred on merely reheating the forged or rolled shapes at 500° C. (930° F.).

Rheology is the science which deals with the deformation and flow of matter. Thus rheology is concerned with the flow of any material. The mining industry is concerned with digging things out of the ground, extracting the good stuff and throwing away the bad stuff. In the upgrading processes associated with mining, ie mineral processing, wet techniques are used where the primary material being handled is a particulate fluid, ie a suspension. After the processing operation, with the concentrates extracted, what is left behind generally is a wet material in suspension form, which may or may not contain reagents harmful to the environment. The amount of waste generated in any of the mining processes is large, in fact, the mining industry is the largest generator of solid waste in Australia. In order to minimise the waste generated within the industry it has become of interest to handle the particulate fluid wastes, or suspensions, at high concentrations, thus removing water and some of the reagents which may be harmful to the environment. The resultant highly concentrated suspension is a non-Newtonian fluid. Rheology deals with the flow of non-Newtonian fluids; therefore a combination of rheological understanding of high density suspensions, in conjunction with an understanding of the environmental problems being faced by the mining industry, can and has led to improved methods of waste disposal in the industry, ie waste minimisation. This paper describes the progress that has been made in the development of dry disposal technology in the mining and minerals industry in Australia.

THE necessity of adopting improved methods of bituminous-coal cleaning at. many collieries is recognized by all familiar with the requirements of the various bituminous markets, the approaching exhaustion of the relatively small areas of inherently high-grade-coal, and the difficulties encountered in maintaining a uniform grade of shipped coal. Many coals lose much of their .market value by degradation in size, and, in any event, if the cleaning process is to contemplate wetting the coal the minimum amount of fines should be produced to prevent sludge losses and the difficulties resulting from the moisture content of the wet fines. Hence, it is desirable to by-pass the finer coal dry, if this can be done without too-great increase in impurities in the final product. This procedure has given excellent results at washeries at Steelton and in the Birmingham district. If the raw fines are too impure to permit admixture with the washed coal, it may be desirable to use dry methods, such as the pneumatic table, rather than to wet an excessive amount of such fine material. The bituminous-coal cleaning plant should therefore: (1) Treat the raw coal in as large lump as possible and without sizing; (2) eliminate degradation of pure coal -in the washing process; (3) avoid wetting the fines, if possible; (4) produce washed coal practically free from mechanically included impurities; (5) crush the refuse and retreat, if much intergrown coal, and refuse are present, rather than precrush the entire feed. Ordinary gravimetric methods of concentration, whether hydraulic or pneumatic, will not meet all of these requirements, as the large lump includes those sizes. now sent to the picking tables, if it is desired to treat material of such size. I do not know of any prior commercial method, based on the falling velocity, coefficient of friction or resistance to fracture, that permits the production of clean coal varying in size from, say, 10-in. lump to 1/16 -in. mesh.

A FEW copper-zinc-base alloys meet die-casting requirements reason- ably well, although improvements are desired. Aluminum bronzes, high-tinbronzes and some copper-nickel-zinc alloys can be die-cast, accordingto Herb,1 but seldom are because of such factors as higher melting ranges and greater cost than certain of the brasses. Fox2 has summarized the copper-base die-casting alloys that were in commercial use in 1937 and has given the effects of different alloying constituents. Table 1 gives some of the properties of these alloys as reported by Fox. TABLE 1. (Butte Meeting, August, 1913.) ON Mar. 28, 1913, the Board of Directors of the American Institute of Mining Engineers unanimously adopted the following Minute: JOHN FRITZ, one of the most distinguished of American mechanical and metallurgical engineers, won that position by the force of innate genius, indomitable industry, unstained integrity and unfailing sympathy, and generosity towards his fellow-men. Self-educated in the hard school of practice, he appreciated nevertheless the advantages of technical instruction and discussion, and evinced this appreciation both by his membership and lively interest in this and other similar societies, and by his munificent gifts to engineering education at Lehigh University, and his long and faithful service us a Trustee of that institution. . As one of the foremost of those American engineers who, through their brilliant inventions and practical skill. developed here -the modern iron blast-furnace -and rolling-mill, and introduced and perfected the Bessemer process and other improvements in the manufacture of steel, Mr. Fritz contributed mightily to the chief departments of that industrial progress which characterized the Nineteenth Century. Proud of his great achievements, we cannot but rejoice over his long and fruitful life, crowned with a peaceful death ; but our praise and thanks are mingled with sorrow, as we recall the kindly face which we shall see no more on earth, and the loyal friendship and spontaneous good-will which led the love of his generation, and the reverence of the generation which followed, to regard him universally as " Uncle John Fritz." That. summary, though only an outline, is a good portrait ; and in the present sketch, we shall do no more than supply some details of the likeness, and some elements of the background.
