"The theoretical technique of computational modeling and the experimental determination of the enthalpy of adsorption of a ligand molecule onto a mineral surface deliver the same output parameters and, therefore, complement each other in investigating the affinity of different ligand types for mineral surfaces.This study ran parallel experimental tests and computational calculations to determine the enthalpy of adsorption of a series of increasing chain length xanthates onto a pyrite surface. The outcomes showed that, while the absolute energy values were different, the trends were similar. Both computational and experimental approaches showed that the extent of the interaction of the xanthate molecule increases with increasing carbon chain length. The computational values were larger than the experimental values, which could be explained, in part, by the addition of water to the computational system, which resulted in a decrease in the heat of adsorption on the (100) surface, compared to the adsorption of the collector in a vacuum. The computational method showed that, in the case of the pyrite (100) surface, the most exothermic reaction was obtained when the two xanthate sulfur atoms bridged two pyrite 5-coordinated iron atoms. The (111) surface was found to be more reactive and different adsorption mechanisms were predicted for each of the C2, C3, C4 and C5 chain length xanthates.The experimentally determined exothermic increase in heat of adsorption for the addition of each CH2 group was found to be -8.17 kJ/mol. The contribution of the thiol head group was -34.9 kJ/mol. Previous studies on self-assembled monolayers have shown that these values are compatible with lateral interactions between CH2 groups and the exclusion of water. This study provides a rigorous experimental and computational approach which is intended to afford confidence in modelled data for the screening of new ligands for flotation processes.INTRODUCTIONComputational modelling is a fast and cost-effective method of screening collector molecules for the efficacy of their adsorption onto mineral surfaces. However, it is desirable to measure the computational outputs against experimental outputs to check for congruency. Computational modelling and experimental microcalorimetry both deliver the same output parameter: the energy of adsorption of the molecule onto the solid surface. These techniques are therefore ideally suited to complement one another in investigating the affinity of the interaction between collector molecules and mineral surfaces."

Small Modular Reactors (SMRs) have been touted as having the potential to spearhead a nuclear renaissance. Proponents of this view cite the relative advantages of SMRs over larger nuclear plants as reason for their optimism. Some of these merits include potential economies of mass production deriving from modular factory production, enhanced safety features, the ability to locate reactors in remote areas, and reduced requirements for technical workforces to install and maintain SMRs. Despite the optimism surrounding SMRs, nuclear power is still a contentious issue for many Canadians. The growth of nuclear power remains adversely affected by concerns over issues such as: the health and safety consequences of nuclear power generation, environmental impacts, proliferation of nuclear materials, terrorism, and radioactive waste disposal (Organisation for Economic Co-operation and Development (OECD) and Nuclear Energy Agency (NEA), 2010). Personal values, past nuclear accidents, and lack of trust in the industry are other factors influencing attitudes toward nuclear energy (IAEA, 2005). In Canada, three main areas where SMRs could be used have been identified. These include: a. Traditional, on-grid power generation, especially in provinces looking for zero-emissions replacements for CO2-emitting coal plants. B. Remote off grid communities that currently rely on diesel or fuel oil power generation. There are 279 off-grid communities in Canada, many of them being Aboriginal communities (NRCan, ND). Notably, all communities in each of Canada’s three territories qualify as remote. C. Resource extraction sites, such as mining and oil and gas extraction sites. Many of Canada’s principal producing mines and active mineral exploration projects are located within close proximity of Aboriginal communities. Any proposed implementation of small nuclear plants would, require the support of the local population, which is largely Indigenous in the northern regions. The possible deployment of SMRs raises important issue relating to consultation and accommodation of Aboriginal concerns regarding potential SMR deployment. This is especially pertinent given Canada’s pending implementation of the provisions of UNDRIP. One of the provisions of UNDRIP that has attracted a lot of attention is the one on Free Prior and Informed Consent (FPIC). Drawing on previously published information, this paper discusses some of the challenges posed by FPIC for the deployment of SMRs. The next section outlines the provisions of FPIC and its implementation in the Canadian context. Section 3, details some of the challenges posed by FPIC to the deployment of SMRs, while Section 4 provides some concluding comments.

G-ResourcesÆ Martabe Mine in North Sumatra, Indonesia, is a US$700 M world-class and world-scale operation in a country which, with a few notable smaller scale exceptions, has had no significant hard rock mining development in more than ten years.The mine was commissioned in the middle part of 2012 and poured first gold on 24 July. At full production Martabe will produce 250 000 oz/a of gold and 2 - 3 Moz/a of silver at cash costs in the lowest quartile. The mine location is on the west coast of North Sumatra, which experiences annual rainfall of 4 m with no notable dry season, adjacent to seismically active fault zones, and relatively close to a rural community of 31 000 people with no significant industrial experience.The management team has successfully forged strong links with the various government departments and levels in Jakarta, North Sumatra Province and the local Regencies; developed long-term relationships with the various community groups within the local district of Batangtoru to build a sustainable social licence; has dealt with the physical and environmental challenges presented by the project location, and has successfully raised more than US$900 M over a period of three years for the original acquisition then the development of the project.Whilst in its infancy of operation, the mine is set up to deliver a long-term sustainable future for the company, the shareholders, and the people of Batangtoru and all stakeholders generally. The quality of the project execution and commitment by the company will ensure that maximum value can be delivered from Martabe, not just for the current mine life but from the significant exploration potential that exists on the large tenement area that the company has access to for 30 plus years.This paper will deal with the physical challenges associated with the design, the Indonesian government regulatory requirements for mine development, the social aspects of building a world-class project in a developing area, the in-country commitment necessary for any project development anywhere in the world and the successful funding arrangements for the mine development.CITATION:Albert, P G, Siahaan, L H D and Duffy, T J V, 2012. "Froth flotation is a process in which valuable minerals are separated from gangue minerals on the basis of surface wettabilities. It is a universally accepted process for the beneficiation of coal. The large amount of coal fines that have been generated from both mining and beneficiation processes has been reported as a chronic problem to both fine coal preparation and utilization as these fines contain a high amount of ash forming minerals. The current study investigated the potential application of Synthetic Bio-compatible Polymers as slime depressants in fine coal flotation for the possibility to enhance the combustible recovery and ash rejection. Raw coal samples containing 21% of ash-forming minerals were crushed, grinded and floated in the presence of Chitosan polymer. Flotation tests were carried out in D-12 Denver flotation cell with 1-Liter capacity. Flotation outcomes were studied as a function of polymer concentration. Box-Behnken factorial method was used for experimental design. Second order response functions were produced for ash% and combustible recovery. The results obtained from this study demonstrated positive influence of chitosan polymer on ash% and combustible recovery. Ash % was decreased by 3.32 % while an increase of 48.15 % in combustible recovery was observed when chitosan was introduced in the flotation process. INTRODUCTION Froth flotation is a widely used method of separating minerals by utilizing the difference between surface wettabilities [1], [2].Modern mechanized mining and ore handling operations produce large amounts of coal fines which in the past were not processed but discarded as waste[3]. Even though flotation is the best method of beneficiation for coal, it can be challenging in case of fine coals. In fine coals, slime coatings of colloidal mineral matter exist on the coal surface. These coatings render the coal hydrophilic, hence reducing flotation efficiency and recovery. Of late, different researches have been using biodegradable polymers to determine their feasibility in enhancing fine coal flotation efficiency[4].Naturally occurring and synthetic polymers, for example, polyacrylamide-based polymers, have been widely used in flotation as multifunctional reagents[5],[6],[7]. Hybrid polyacrylamide polymer has been successfully used as a depressant for ash forming minerals in fine coal flotation[3]. Recently, chitosan has been successfully used in flocculating quartz particles to produce faster settling rates of fine tailings [4]."

"The surface treatment of aluminum alloys using atmospheric-pressure of low intensity DC plasma arc discharge is investigated in terms of surface properties. With respect to the conventional surface treatment processes for aluminum alloys mostly based on chemical etching or sand blasting, this process is very environmentally friendly and cost-effective. The effect of two processing parameters, the current and the plasma torch scanning speed, on the surface morphology is studied by using a scanning electron microscope. The effects of cathode spots within the tested range of process parameters are determined, and the limiting factors of the process (such as surface cracking) are discussed. The topographical studies of the treated surfaces have suggested potential enhancement of surface properties for different applications, such as preparing surface for painting and adhesive bonding.IntroductionIn the last decade the aluminum alloys are finding broad applications in automotive industry. In order to successfully execute the joining process of aluminum alloys such as arc welding, laser welding, and adhesive bonding, there is a need to remove oxides for welding and texture the surface for bonding along the join line. A number of surface treatment techniques such as chemical etching, sand blasting, and plasma treatment have been used by industry. It is shown [1] that plasma surface treatment is characterized as environmentally friendly, lower cost, and easier to control process. Bogaerts et al. [1] mention that when an adequately high potential difference is applied between cathode and anode, electrons are accelerated toward anode by an electric field coming in collision with gas atoms. The gas breaks down into positive ions and electrons, giving rise to gas discharge. The DC electrical discharges used in industrial plasma sources can be related to their location on the voltage-current curve as shown in Figure 1.It is generally believed that dark discharges other than coronas, and arc or torch plasmas are not very good candidates for surface treatment because oflow or high power density and active species flux. However, the glow discharge plasma is used for plasma surface treatment applications because of its proper power density and active-species flux [2]. Our objective is to investigate the feasibility of using low intensity DC plasma arc discharge as a surface treatment method without damaging the cathodic non-thermionic workpiece."

The Office of Surface Mining Reclamation and Enforcement (OSM) is preparing an Abandoned Mined Lands Reclamation Control Technology Hand- book. (l) GAI Consultants, Inc. , recently prepared Chapter 2 on Mine Subsidence Control which contains a summary of subsidence abatement measures plus two new decision matrices for evaluating the subsidence abatement options that might be considered for a particular problem. These decision matrices are presented for information. Review of the subsidence abatement methods resulted in identification of items where research may impact the current state of technology in mine subsidence control. These research needs are presented to stimulate discussion of their importance in subsidence abatement and to encourage funding agencies, researchers, and practitioners to work on them.

"Mould filling simulations are powerful tools for optimizing the characteristics of castings. The robustness of calculational methods for mould filling simulations is generally tested in simple geometries. While a vertical plate has been used often for validation studies, this paper aims at mould filling simulations of a horizontal thin wall casting. Such castings exhibit a strong interaction between heat transfer (solidification), surface tension and gravitational force.The results are presented of a study to validate numerical simulations of mould filling phenomena in a thin wall horizontal casting. Solidification during mould filling is studied computationally. Velocities are measured using Particle Image Velocimetry.INTRODUCTIONIn foundry practice Computational Fluid Dynamics (CFD) is being considered a promising tool to arrive at a better understanding of casting defects introduced during the mould filling period of a casting. The use of CFD is believed to be advantageous in predicting possible defect locations, pouring times, and the lowest possible casting temperature without the risk of cold shuts. In addition, CFD may be used to optimize pouring system geometries [1,2]. As opposed to experimental studies in, e.g., cold water models, CFD allows for the flexible modification of the casting geometry and the pouring system, and for the inclusion of physical effects such as solidification and heat transfer. Thus, a proper use of CFD may lead to a reduction of the casting rejection rate without expensive trial-and-error procedures, and to a decrease of production costs in foundries. Mould filling simulations take a special place in CFD, because a free surface tracking algorithm is required. Over the past decade methods, MAC [3] and SOLAVOF [4], have been extended to 3-D. The robustness of computational methods for mould filling simulations is generally tested in simple geometries [5,6]. While a vertical plate has been used often for validation studies, this paper concentrates at mould filling simulations of a horizontal thin wall casting. Thin wall horizontal castings exhibit a strong interaction between heat transfer (solidification), surfaces tension and gravitational force. The gravitational force in this setting is orthogonal to the plane of flow and has therefore no influence on the shape of the free surface in the plane of flow. Mould filling numerical methods and algorithms have been recently reviewed by Chen et al.[7]."

"This paper presents the results from a case study on the comparison of two strain acquisition instrumentation technologies, Geokon rebar strainmeters and Embedded Data Collectors (EDC) for the DC Water Main Pump Station project, in Washington D.C. These two instrumentation systems were installed by AVER in a single 18-inch (0.45 m) diameter augercast pile (with one-1.25 inch (3.175 cm) dywidag bar) at critical locations to determine the load transfer mechanism and establish a comparison between strain/load measured with these two systems along the pile. A quick static load test was performed on the test pile as per ASTM D1143 standard.Prior to the installation of the pile, a 24-inch (0.6 m) diameter outer casing was installed to the proposed cutoff elevation of -22.5 feet (-6.85 m) to discount the frictional resitance within the upper overburden zone. The pile was then drilled through the outer casing to the tip elevation of -65.02 feet (-19.8 m) with inner casing within the overburden zone. Strainmeters along with EDC were installed on dywidag bar at various locations and then wet set into the concrete following auger retrieval. The loads measured with EDC and Geokon sensors were within 15% percent of each other.PROJECT BACKGROUNDProject Background & Requirements:Like any other foundation piles, augercast piles are extensively used in the public and private sector structures in the United States for many years. It is a common practice to perform static compression (ASTM D1143), tension (ASTM D3689), and lateral load tests (ASTM D3966) depending on the project requirements. In recent years, embedded strain sensors, manufactured by Smart Structures, USA has gained prominence for its use to collect both static and dynamic measurements for driven piles. In addition, AVER has successfully used EDC for collecting long term static measurements for an abutment drilled shafts for I-95 Hotlanes project in Virginia, USA.Geokon sisterbar strain gages are widely used in the foundation industry to monitor the load transfer mechanism within pile foundations throughout the world. As the Geokon strainmeters are vibrating wire and are welded to a sister bar, there is often a debate within the engineering community with regards to what modulus to use when converting measured strains to loads. EDC sensors, unlike Geokon strain gages are embedded directly into the concrete and therefore do not have the same concern."

Introduction Gold holds an important place among the mineral products of Manitoba. In value, it ranks second only to copper, which in 1931 attained first place. The gold production increased from 23,189 fine ounces in 1930 to 102,969fine ounces in 1931. The production for 1930, worth $479,359, came almost entirely from the Central Manitoba mine. The production for 1931 was worth $2,128,558, of which $1,509,018 came from the Flin Flon mine, $528,951 from the Central Manitoba, and $83,497 from the Sherritt Gordon. The Gem Lake mine and some prospects produced $7,785. The total output of gold in Manitoba, from the first recorded production in 1917 to the end of 1931, is estimated at 178,669 fine ounces, valued at $3,693,332. The production for 1932 promises to reach a new high record, due chiefly to the stepping-up of tonnage at the Flin Flon plants and the coming into production of the San Antonio mill in May. History The Manitoba Act, constituting Manitoba a Province of the Dominion, was passed in 1870 and provided for the vesting in the Crown of all un-granted or waste lands of Manitoba, as well as for the administration of these lands by the Dominion of Canada for the purposes of the Dominion "subject to, and except and so far as the same may be affected by, the conditions and stipulations contained in the agreement for the surrender of Rupert's Land by the Hudson's Bay Company to the Crown". Included in these waste lands were large areas later prospected and staked out as mineral lands. Up to the year 1912, that vast territory extending from the 12th base line to the 60th parallel of latitude, and from the Saskatchewan boundary to Hudson bay, was part of the District of Keewatin. Although added to Manitoba in 1912, the administration of its mineral lands also remained vested in the Dominion, so that all mineral lands within the Province upon which deposits of gold ore have been found were disposed of and administered by the Mineral Lands Division, Department of the Interior, until the transfer of the natural resources to the Province of Manitoba, on July 15th, 1930.

"Preparation and vacuum ultraviolet (VUV) transmission spectra of aluminum fluoroberyllate glasses, MgF2-CaF2-SrF2-A1Fr BeF2 (MCSA-Be) and MgF2-CaF2-SrF2-AlFrYFrBeF2 (MCSAY-Be), were studied. The influence of YF3 and BeF2 on the thermal stabilization against crystallization and VUV transmittance was investigated. With increasing the BeF2 content, the crystallization tendency decreased and the absorption edge shifted to shorter wavelength in the MCSA-Be and MCSAY-Be glasses. The MCSA-20Be glass composition exhibited the shortest wavelength UV absorption edge (-147 nm) and the highest transmittance at 157 nm (60% for 2 mm sample thickness). The transmission values at 157 nm and the slope (steepness) of the absorption edge were found to be significantly influenced by the trace amount of Fe2+ derived from the BeF2 raw materials.IntroductionPure beryllium fluoride is known to be an only fluoride that forms one component glass on cooling from the molten state and is structurally similar to silica with [SiO4]4- tetrahedra. Molten BeF2 is highly viscous with a viscosity of about 106 poise near its liquidus temperature at 550""C[l]. The addition of modifying fluorides such as LiF, NaF or KF to BeF2 substantially decreases the viscosity[2]. Glass forming region of binary fluoroberyllate glasses has been mainly reported by several authors [3]. LiFBeF2 binary system is structually analogy for Mg0-Si02 system from their phase diagram and ratio of ionic radius for each cation and anion, respectively. LiF-BeF2 binary glasses seems to be promising candidates for the extreme deep vacuum ultraviolet (VUV) transmitting optical materials owing to their larger band gap. However, it is chemically unstable, and so, have no practical application for lens systems in micro lithography equipments and substrate materials for F2 (157nm) excimer laser[4]. There are also few reports on the VUV transparency of multicomponent aluminium fluoroberyllate glasses from the view point of their compositional dependencies. The purpose of this paper is to prepare deep VUV transmitting optical materials and determine the optimum glass compositions for aluminium fluoroberyllate glasses investigating their thermal stabilization against crystallization."

"In order to conserve the coal resources, many coal mines which have been mined begin to re-mine. Re-mining face is of complicated circumstances and coal spontaneous combustion is unknown, so experiments are designed to study the characteristics of multiple oxidized coal samples. The investigation into the oxidation of coal is conducive to the safe mining of the coal seam groups and thick coal seams. The non-caking coal is collected as coal samples. The raw coal sample with initial oxidation and the sample after second oxidation and third oxidation are obtained after a certain treatment of the coal. The temperature-programmed system, and proximate and ultimate analysis are adopted to compare the releases of gaseous products of spontaneous combustion characteristic parameters of the multiple oxidized coal sample. With the increase of oxidation times, experimental results indicate that the oxygen consumption rate, the release rate of carbon monoxide and the intensity of heat release are significantly decrease. The characteristic temperature dropped and the size of the pores in coal is smaller as well. INTRODUCTION China accounts for 13% of global coal resources [1-2]. In recent years, more and more coal mines begin to re-mine in order to conserve resources. This production mode is to mine coal pillar left by last exploitation or unavailable for mining. In the process of slicing mining for coal seam groups or thick coal seams, the second or multiple oxidation due to the mining-induced effect, may take place in the goaf of the lower seam. So the spontaneous combustion is prone to occur in this area. The study on oxidation of coal is conducive to the safe mining of the coal seam groups and thick coal seams. Scholars [3-7] have discussed the workability of re-mining for coal mines, verify the feasibility of the existing mining technology for re-mining area, and set up the prevention measures of coal spontaneous combustion. But all these measures are only based on on-site observation data, instead of experiment on spontaneous combustion characteristic parameters of re-mining coal samples which have a great importance for early prediction and forecast. The authors aim at investigating the multiple-oxidated coal spontaneous combustion law, and perfecting the coal spontaneous combustion mechanism to provide a basis for the prediction and forecast."

"The storage of petroleum products on surface is associated with difficulties and limitations. Accordingly, a viable alternative is to excavate underground space in rock and provide a safe way for oil storage. Soft rocks such as salt domes provide good conditions from environmental and operational points of view. The potential for high-volume storage and low permeability are encouraging aspects for oil storage in salt domes. The complicated shape of oil storage caverns, the complicated behavior of salt rocks, and boundary conditions associated with large underground openings are important challenges in the design of oil storage caverns. The aim of this paper is to delve into the stability and deformation mechanisms of storage caverns created in salt domes. A parametric study of effect of the cavern size, orientation, and depth is carried out as a function of ground stress regime. The stress field and deformation mechanisms are calculated for each case aiming at providing design guideline.INTRODUCTIONOne of the most popular soft rock that is used for underground oil storage is salt rock (halite). Salt rock has particular characteristics which makes it suitable for oil storage. Salt rock has several advantages for oil storage, these are: high production rate, high degree of availability, short filling period, high level of safety and low permeability [1]. The low permeability is due to the fact that halite deforms in a plastic manner over a wide range of pressures, temperatures and rates of deformations. This property prevents joints or gaps opening up in the formation, thus preventing the escape of liquids and gases. The state of stresses around the cavern in salt domes depends on the depth of the cavern (initial stresses and rock mass temperatures are increasing with depth), the in-situ stress state within the rock mass, and the internal oil pressure in the cavern. Furthermore, the salt creep behavior and the cavern geometry are influencing stress redistributions during loading and unloading phases.Rock mass structure, cavern geometry, material behavior and cavern operation patterns require complex physical models to describe the load-bearing behavior of the geomechanical structure. The determination of stress, strain and deformation in the rock mass due to cavern construction and operation are complex problems which can be evaluated employing numerical tools such as the Finite Element Method (FEM) or Finite Difference Method (FDM). In this study, the finite difference method was used to evaluate the behavior of oil storage cavern in salt rock."

API Management Pty Ltd (API) is currently developing the West Pilbara Iron Project (the ‘Project’). The Project is a substantial greenfi elds mining and infrastructure development proposed for the west Pilbara region of Western Australia. The Project will establish API as a new and independent supplier of direct shipped iron ore. API manages the Australian Premium Iron Joint Venture (APIJV) on behalf of joint venture participants Aquila Resources Ltd and American Metals and Coal International Inc. The APIJV was formed in February 2005 with the objective of developing a long-term iron ore export operation in the west Pilbara region.Development of Stage 1 comprises a 30 million tonne per annum (Mt/a) channel iron deposit (CID) operation scheduled to commence in the second half of 2014 subject to approvals. JORC compliant CID resources total nearly 700 million tonnes and the Stage 1 mining area comprises eight iron ore deposits located between 30 km and 85 km south of Pannawonica. Run-of-mine ore from the eight deposits is transported to a central processing facility for crushing, screening and blending into a sinter fines product, which API has named West Pilbara Fines or WPF. Construction of a 282 km main line heavy haulage railway from the Stage 1 mining area to the proposed greenfields multi-user port at Anketell Point near Wickham, is capable of accommodating large Capesize bulk carriers and providing export facilities for other third parties. Capital investment in the order of $A6 billion includes essential support infrastructure including power, water, accommodation, roads and an airport at the mine.A feasibility study for the development of the Stage 1 mine, rail and port infrastructure has been completed along with environmental surveys of the mine, rail and port areas with Public Environmental Reviews (PERs) for each submitted for public review by end 2010. Consultation and cooperation with various stakeholders of the Project areas, and early engagement with traditional owners of the respective areas has commenced. Various sampling and metallurgical characterisation programs combined with independent institute and steel mill based testing have confirmed the positive sintering characteristics of WPF ore, which is higher in alumina (3.37 per cent) than typical Pilbara ores. *This is an abstract only. "ABSTRACT: The axial and lateral monotonic and cyclic behavior of helical pile foundations was investigated and new innovative helical screw systems suitable for seismic loadings were developed and patented. More than one hundred full scale field load tests were conducted on instrumented helical screw piles installed in cohesive soil. The piles included: plain helical screw piles (P-HSP); grouted (G-HSPs); fiber reinforced polymer FRP-G-HSPs; and reinforced grouted RG-HSPs. The RG-HSP piles axial capacity was more than twice that for P-HSP, with minimal reduction after cyclic loading, and their lateral capacity was more than 3 times the P-HSPs capacity. A 3-D finite element model was established. The results of 3-D finite element modeling were used to establish the load transfer mechanism and a design methodology for the considered piles.INTRODUCTION AND LITERATURE REVIEWHelical (screw) anchors have been utilized in tension loading and have gained popularity for bearing load applications. Helical piles represent an overall cost effective alternative to conventional piles for new construction and repair applications. The helical piles speed and ease of installation, less noise during installation added advantage with regards to their efficiency and reliability for underpinning including re-support and reconstruction of distressed and damaged foundations for either stabilization or rehabilitation. The “square shaft” SS175 pile is a segmented deep foundation system with helical steel bearing plates (helices) welded to a central steel shaft. Load is transferred from the shaft to the surrounding soil through these bearing plates. Segments or sections are joined with bolted couplings. Practically installed depth is limited only by soil resistance and economics. A helical bearing plate or helix is one pitch of a screw thread. All helices regardless of their diameter have a standard 75 mm pitch (Figure.1). The performance of single helical anchors and group action were studied experimentally and theoretically by several researchers, the researches focuses on the installation torque and uplift resistance. Some researches focus on the load carrying capacity with little pile response to cyclic loading effects or to instrumented full scale field testing. Helical piles axial compressive or lateral loading still is not well characterized and needs more analyses and their seismic performance was not investigated. For such this research was initiated to investigate the helical piles monotonic and cyclic performances under axial and lateral loadings to consider their usage in different applications in seismic zones. Among the several researchers, Clemence (1983); Mooney et al. (1985) conducted field and laboratory testing; Hoyt (1989), Hoyt et al. (1995), and Ghaly and Clemence (1998) conducted theoretical and experimental testing, Puri and Vijay (1984), Huang et al. (1995), Perko (2000), and Pack (2000) conducted theoretical analyses. Rao and Prasad (1993), Prasad and Rao (1994), conducted experimental testing; Vickars and Clemence (2000) studied the performance of helical piles with grouted shafts."

Since the record year of 1981 through 1985 the tonnage of weighting materials (barite and other heavy minerals) used in drilling fluids has decreased an estimated 49%. As in the past, barite still makes up over 90% of the minerals used for weighting materials in drilling fluid. Domestic production of barite has decreased 69% since 1981 and imported barite has made up over 50% of the total barite consumed since 1982. See Figure 1 for usage of barite. The number of operating grinding plants has decreased from 69 in 1982 to 39 at the end of 1985. With the decrease in demand of weighting materials for drilling fluids and an over capacity of grinding existing, prices for weighting materials have decreased dramatically. Although the American Petroleum Institute has not changed any of the specifications for barite, some users have initiated their own new specifications and have proposed to have them included in the API specifications. The exploration for and development of oil and gas dictates the level of weighting material used in the drilling fluids industry. Most forecasters do not foresee (or predict) increases in the level of drilling until the 90's. The primary or unground barite produced in the U.S. mines has a difficult time competing with imported barite due to the location of the mines. These mines are located in North Central Nevada, with small tonnages being produced in California, Missouri, Illinois, Montana and Washington. The major reason, is the difference in transportation costs from the mines versus ocean freight rates from the foreign ports to the major area of use, the U.S. Gulf. Since 1981, the production of primary barite has decreased from 2,849,000/ST (2,584,596/MT) in 1981 to an estimated 890,000/ ST (807,403/MT) in 1985(1). If it were not for the use of unit trains by some producers the production of primary barite in the U.S. would have probably declined another 20% in 1985. During the same period, of the total amount of barite consumed in the U.S., imported barite ore increased from 417, in 1981 to 65% in 1985. The major exporting countries to the U.S. during this period were China 46.27, Morocco 15.27., Chile 10%, Peru 8.4%, India 7.9%, Mexico 5.4%, Thailand 3.9% and Ireland 2.3%.

For some time, selenate has eluded water treatment by conven­tional means such as precipitation and clarification. This has been due to the nearly universal solubility of all oxidized sele­nium species, the low levels required for surface discharge, and almost identical chemical behavior to all forms of oxidized sul­fur. The last characteristic makes selenate particularly difficult to deal with in acid mine waters where sulfate can easily be on the order of one gram per liter. Approaches such as ion exchange or reverse osmosis often tum into total demineraliza­tion schemes for the sake of removing a "trace" selenium species that may be present on the order of 108 sulfate/selenate. Reduction of selenate to selenite or elemental selenium by chemical means has been relatively unresearched. Some limit­ed success has been reported (Murphy, 1988) using ferrous hydroxide as a reducing agent; however, the reaction time as reported is too slow to be useful in a practical plant design. One significant difference between selenate and sulfate is that selenate has been discovered to be reducible in acid solution by elemental iron when catalyzed by soluble copper. Since the +4 or zero valence states of selenium are rather easy to deal with by coprecipitation with iron salts or alum, the elemental iron dis­solved in the process contributes to the overall process by pro­viding sludge upon raising the pH that can be separated by con­ventional clarification. Commercial production of selenium using copper catalyzed reduction of selenite to selenium metal via sulfur dioxide is well established, however, at the < 5 ppb requirements for surface discharge this reduction process equili­brates at levels far too high to be useful to low level selenate removal criteria. The reaction reported herein uses elemental iron for reduction of selenate with copper acting either as a cata­lyst or as a coprecipitation agent. This method, employed with conventional sludging, clarification and filtration can provide an economic method to achieve non detectable selenium (< 0.005 mg/I). Iron consumptions for the conditions tested have been on the order of 3 lbs/1,000 gallons treated. This represents as little as $0.06 or $2.00 per 1,000 gallons based on using a scrap source of iron or the purchase of electrolytic iron for the process.

Identifying the properties of overlying rocks in underground mining operations is important to ensure the appropriate roof support design is used to maintain stability of the mine entries. Recently J. H. Fletcher & Co. developed a monitoring and control system for roof bolters for the underground mining industry. The system records the drilling parameters used during roof bolt drilling and the information can provide insight into the physical properties of the roof strata. The parameters include thrust, rotational speed, torque and velocity and the measurements are collected every 0.1 second during the operation. The drilling parameters were analyzed to determine the application of identifying the strength of rocks being drilled from the measurements. The data was converted into the specific energy of drilling which is a measure of the amount of energy required for removing a given unit of rock during a drilling operation. The laboratory studies completed to date indicate a fairly high correlation between the specific energy of drilling and the unconfined compressive strength of :he rocks that were drilled. Additionally, the drilling parameters were shown to be effective for identifying the presence of fractures or bed separations between rock layers. The thrust, torque and specific energy of drilling were all good indicators for identifying the fractures or separations. Regardless of the drilling parameters used during the drilling experiments, the location of the fractures were identified. In order to determine the application of the drilling parameters for identifying roof rock properties, two series of experiments were conducted. The first series of experiments used three "manufactured" roof layers that had various rock samples embedded in concrete blocks. The rock samples included three types of sandstone, marble, and argillite. Another concrete block was poured with foam inserts to simulate large bedding separations (2 to 8-in). Two other manufactured blocks were constructed using high-strength concrete with cardboard layers embedded to simulate smaller fractures or bedding separations. The size of the cardboard layers varied from 1/8- to 1-in thick. One of the blocks had the cardboard layers embedded at an inclined angle to determine the effect of the orientation on the drilling parameters. A series of experiments was conducted with the rotational speed and the penetration rate held constant and the thrust and torque allowed to vary. The information collected from the experiments is used to determine the application of the drilling parameter measurements for identifying rock properties, fractures and bedding separations.

Requirements of both local permitting and international fundraising are forcing increasing numbers of projects in Russia and CIS to carry out dual technical studies. The principal focus of Russian mining project design is to satisfy local regulatory requirements. However, the technical documents are not generally accepted by international banks for project finance outside Russia. Similarly, international study documents are not accepted for permitting in Russia. The purpose of this paper is to compare and contrast Russian and international approaches to mine technical studies and draw conclusions from this. The Russian design and permitting system is centered around two key statutory technical documents termed the TEO Konditsy and the TEO Project. These documents are subject to regulatory approval and are broadly equivalent to the international prefeasibility study and the feasibility study respectively. A comparison of study criteria suggests similar approaches are used for the main technical disciplines in project design by the time projects are at the point of construction, but there is divergence on environmental matters where the OVOS (Russian ESIA equivalent) differs from an ESIA in some significant areas. The key differences relate to project footprint, level of technical detailed required for baseline studies, level of public consultation, consideration and disclosure of information, labour, coverage of community and social issues and the preparation of a Social and Environmental Management System (SEMS). It has been noted that the Russian Design Institutes often leave the detailed economic analysis until after the TEO Konditsy. A common problem is design teams tend to look for ?technological solutions? without due concern for project economics. The end result of this can be mines that are overcapitalized and hence sub-optimal. It can be concluded that Design Institutes have the monopoly on Russian permitting reports and this is likely to continue. Similarly, Russian institutes generally do not prepare feasibility studies to international standards and this is likely to continue to be the case. Therefore to achieve the requirement of dual technical studies, the international consultants and Russian Design Institutes will need to cooperate on a joint work program. Key issues will be to ensure the most appropriate option studies are carried out at the right stages, that project economics are considered throughout the study, and that the environmental work program covers the additional studies necessary for the ESIA.

El Indio, eighty percent -owned by Compania Minera an Jose Inc., a subsidiary of St. Joe Minerals, and twenty percent-owned by private Chilean investors, will open their new flotation and Carbon -In -Pulp plant near La Serena, 480 km (300 miles) north of Santiago, Chile, in early 1981. The underground mine, at an altitude of 4,270 m (14,000 ft), will produce about 1,270 mt per day (1,400 st per day) of ore containing about 2. 2570 Cu, and gold and silver to the extent of 16 and 254 g per mt (0.47 and 7.4 oz per st) respectively. While construction of the plant was underway, development ore, containing some 1,400 kg (45,000 oz) of gold, was shipped to the United States for recovery in a copper smelter. At El Indio the underground ore is rail-hauled to the mill a short distance from the portal where it is crushed, ground, and floated to produce a copper concentrate containing both gold and silver. The crushing plant also crushes waste for use as mine backfill. Approximately 92% of the copper and 60% of the gold and silver are recovered in the flotation concentrate. Flotation tailings, at a grade of 19 g Au and 116 g Ag per mt (3.4 oz Au and 0.55 oz Ag per st), are cyanided for 72 hours in six Pachucas with auxiliary air lifts for pulp transfer. Lime, cyanide, lead nitrate, and a phosphate are also fed to the cyanidation Pachucas. After cyanidation, the pulp is treated in four air lift Carbon-In-Pulp tanks equipped with external vibrating screens for carbon advance. Loaded carbon is stripped in two pressure vessels in parallel. Pressure stripping must be used because of the high altitude. Stripped carbon is dewatered in a spiral classifier before being reactivated in a rotary kiln and returned to the C. I. P. circuit. Pregnant solution is then sent to four banks of four Zadra cells for gold and silver recovery on steel wool. Zadra cell cathodes.are washed with the slimes being captured in a plate and frame filter. The filter cake and the washed cathodes are then dried on an infrared dryer and smelted in two stages to bullion bars. Published reports indicate that the total investment for this unique operation was in the neighborhood of $80 million.

Five of the winners were present as RMCMI guests at the June convention at Tamarron to receive their recognition plaques at the welcoming session held Monday, July I, 1985. In addition to the plaques, each winner will receive $500.00 to be used toward tuition in the coming academic year. Also, as this is a continuing award, the winners from the 1984-85 season, will also receive an additional $500.00 for tuition use in their senior years provided they have maintained a good academic standing. Criteria for these awards is (1) &apos;That the award be made in the spring to a sophomore student to be used toward tuition during the junior year. (2) That the recipient be both a U. S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path.
