At the conclusion of my paper on the same subject read at the Boston meeting of the Institute, I offered to send some of sample No. 2 to any chemist who wished to analyze it. Eight chemists wrote to me for samples; so far I have received results from five. I give these results in a table (on the following page), together with the results previously obtained: As to the chemists and their methods : K is an iron-works chemist whom I only know by correspondence; lie writes: "No. 27(13.64) was obtained by the method I generally use, as follows : Dissolve 0.8 grams spiegel in hydrochloric acid and a little potassium chlorate, in a half-liter flask. Boil off most of the acid, add ammonia in slight excess, redissolve in acetic acid, using rather more than is really necessary, and then add 8 or 10 grams of sodium acetate and make up to the mark with warm water. Boil hard for fifteen minutes, then allow to settle (cool?), until the liquid reaches the mark, and withdraw 300 C.C. of the nearly clear liquid. Add to this an excess of hydrochloric acid, evaporate to dryness, take up with hydrochloric acid and water, and separate the iron by two precipitations with ammonia (I have often tested the ferric hydrate for manganese, but have never found any, if the separation by ammonia was properly made). Finally, precipitate the manganese as phosphate." Nos. 28, 29 (13.35, 13.07) were by Ford's method." No. 30 (13.50) was by Troilus's method He writes, " I may add the results are quite as good as I expected, although for any element except manganese, they are not close enough for anything like accurate work." This work quantifies seismic coupling as a function of charge weight for single-fired (simultaneously detonated) explosions observed in the mine and at regional distances. These single-fired explosions are contrasted to standard production shots from the same mine. Production shots include cast blasts to remove overburden and coal shots for fragmentation. The blasts were conducted in a mine in NE Wyoming. The data sets consist of measurements in the mine (100-10,000 m) and at regional distance (360 km) using a seismic array near Pinedale, Wyoming (PDAR). The single-fired explosions ranged in designed size from 5,500 to 50,000 lbs. Peak amplitudes measured at a single element of the regional array are modeled by a power law relation dependent on explosive weight. Scaling constants were determined for each of the dominant regional phases: b(Pn) = 0.84±0.14; b(Pg) = 0.84±0.09; b(Lg) = 0.91±.08. Spectral ratios of observations from different explosions observed at the same station illustrate the frequency dependnce of the source scaling relations. Spectral ratios of in-mine observations are consistent with those of regional data. The observed single-fired ratios are well replicated by Mueller-Murphy source model ratios. The data and model illustrate both the increase in long-period spectral level and the accompanying decrease in source corner frequency with increasing charge weight. The coal and cast blasts that make up the production shots ranged in size from 77,000 to 4,738,230 lbs. The peak amplitude (1-20 Hz) for the largest delay-fired production shot (4,738,230 lbs.) is comparable to that of the largest single-fired explosion (50,000 lbs.). This comparison can be explained in terms of destructive interference between waveforms from individual boreholes introduced by delay firing. Shot specific models of delay firing suggest that peak amplitudes in this same frequency band for the production shots are insensitive to the total amount of explosives in the blast. Peak amplitude data at regional distances supports his modeling result.

Development: Iron Ore In Peru Utah Construction Co., of San Francisco and a Peruvian Government corporation have signed an agreement for development of a large iron orebody in Peru. Most tests show 60 pct iron or better. Most of the ore is magnetite. Although ore will be shipped mainly to Eastern U. S. blast furnaces, shipments to the West Coast may develop as the orebody opens up. The construction firm indicated three American steel companies have shown interest in the project. The orebody is located 300 miles south of Lima and about 15 miles from the coast at the same longitude as New York City. Allen D. Christensen, executive vice-president of Utah Construction noted that the distance is shorter between Peru and the East Coast. The ore deposit measures about four to five miles in one direction and 10 miles in the other. As many as 15 outcroppings within these limits have been reported. Several of the outcroppings are thousands of feet long by several hundred feet wide, Christensen said. Shipments between 100,000 and 200,000 tons of ore per month are projected by the company. Cost of opening the mine to production may go over $5 million, Christensen said. It would include building of docks for ocean going vessels, housing, and heavy duty mining and processing equipment. The contract with the Peruvian government gives Utah Construction six to eight months for additional tests and a 20 year concession for mining the orebody. Peru will collect royalties on all ore. The company will also supply about 300,000 tons per year for an electric furnace to be installed by the Peruvian Government at Chimbote. No steel is produced in Peru now. Utah Construction formed the Argonaut Mining Co. last year, and was shipping iron ore from British Columbia to Japan at a rate of more than 50,000 tons a month, before winter weather decreased operations.

THROUGH the courtesy of the Southern Appala-chian Coal Operators' Association, a joint meeting of the Southern Appalachian Efficiency Associa-tion and local members of the A. I. M. E. and A. S. M. E. was held at Knoxville, Tenn., on Nov. 12. In introduc-ing the subject and stating the object of the meeting, H. Foster Bain, speaking for the. Institute members, said "Shoveling coal is the largest job of hand labor re-maining in this country, with the exception of the mis-cellaneous work on the farms, and even there nearly all the big jobs are now performed with the help of machines. The men in the coal mines, by hand labor, dig, each year, more cubic yards than were taken out of the Panama Canal. It has been a natural ambition of engineers, operators and men alike to follow here the characteristic lead of American industry and to substi-tute as far as possible the work of machines for the work of men; to promote the latter to the position of con-trolling and directing mechanical power rather than being themselves the machines that lift the coal from the floor of the room into the mine car. "Handling materials is one of the regular jobs of mechanical engineers, and the American Society of Me-chanical Engineers maintains a Materials Handling Division for discussion of the technical problems con-cerned. Having in mind the excellent results that had flowed from application of mechanical power and de-vices to these problems in factories, port terminals, warehouses, and other above-ground plants, the Me-chanical Engineers began to consider the possibility of introducing similar methods underground. Individual-ly, many were called upon to design, erect and operate machines for such use and at once they found them-selves faced by many novel conditions and difficulties. THERE is a tendency on the part of practical foundrymen to accept with reluctance the results of tests on sands, binders, and. such materials made in the chemical laboratory alone. They feel that such tests frequently emphasize and measure properties that are of minor importance and fail to take account of characteristics that are important in determining the value of the material in actual practice. Experience seems to indicate that the most thorough and conclusive, test for any new foundry material is an actual run in the foundry alongside of a standard material of known value. Such a test, however, involves certain difficulties and necessitates certain precautions. It is not always easy to obtain a fair trial for a new material. We all have certain prejudices, which unconsciously affect our judgment to a marked degree. A practical test frequently involves so many workmen, each of whom reacts in a different manner to the test, that; the personal equation becomes very, complex and the true results of the test are obscured. There are times, too, when a thorough experimental trial of a material would interfere too much with the rush of work in a department or would hazard the quality, of the product to such an extent as to make it inadvisable. Under such conditions a laboratory test is advisable before the material is sent into the foundry. These tests should be made as practical as possible and so closely related to foundry practice as to give a true index to the value of a, product for the purpose desired. Core sands and molding sands are as numerous "as the sands of the sea" and vary as much in quality. Old sources of supply are continually failing and new ones must be opened, so that we must continually search for new and better grades of sand. "INTRODUCTION Tunneling and underground excavation is related to handling of uncertainties, risks associated with geological conditions are significant and ‘unexpected geological conditions’ often claimed. This fact was brought to the table long ago, and ITA (the International Tunnelling and Underground Space Association) published its 25 Recommendations on Contractual Sharing of Risks in 1988 (Ref. 1). This public-cation constitutes an important asset to the tunneling industry in terms of being a guideline for those working with contractual issues, even today almost 30 years after being published. A more recent document is the ITIG code of practice for risk management of tunnel works from 2015 (Ref. 9). Various countries or geographical regions have their own view and tradition on risk sharing and tunnel contracts. In Scandinavia unit rates contracts are most commonly used with bid-build model, it shares risk between owner and contractor, owner retains the risk for geological conditions while contractor carries risk for performance efficiency. Rock strengthening is determined assessing rock mass quality encountered at tunnel face. Grouting is applied to stem water. Actual quantities may differ from the contract’s BoQ but a flexible contract with remuneration is installed to enable adjustment of actual quantities. Variations of quantities involve a clause to adjust construction time. Unit price contracts deals with expected and foreseen still ‘unexpected geological conditions’, if the ‘unexpected’ element results in variations in quantities. Work activities have quantities and ‘standard capacities’ for regulation of construction time. Variations in quantities are expected in tunnelling and hardly deserve the term ‘unexpected’. If truly unforeseen geological features necessitate work not included in the BoQ, then the contract must be supplemented and can be said to be inappropriate. Fixed price contracts may not provide the intended predictable cost and is as such also inappropriate in the view of a risk sharing principle, once the geological baseline proves to be incorrect. ‘Adjustable fixed price’ contracts, combining unit rate and fixed price, may prove suitable."

There are not many data about early coal production in Kentucky, but some legislative reports, early geological studies and occasional newspaper articles have left some figures. The earliest production with any authentic record is that of Lee County, the coal being boated down the Kentucky River to Frankfort. While never a large producer, this county has the longest record in the State. Production is recorded in several of the western coal counties in 1820, and in several others a few years later. The early production in Greenup County was for the iron furnaces operating there. Clay County had a large salt output in the early days and this required a large output, for those days, of coal; the amount of fuel is based on the quantity of salt. It will be noticed that several counties on the Ohio River produced considerable quantities of coal before the Civil War, much of it being consumed by the river steamers. Since the end of the war, these counties have never occupied the relatively important position they had prior to that time. All of the coal produced in the eastern mountain counties moved out of them by water before the war, and during that struggle nearly all mining was stopped. The growth of the railroads after the war greatly reduced the river traffic from these counties, and in some cases it was never renewed. The coal shipped from Lawrence County prior to 1861 all moved by water; after that date there was no production excepting for local use until 1879, and since that time, all shipments have been by rail. Some of the early railroad reports have been helpful in reporting shipments, but for the early years very few of them can be found, and after about 1879 the quantities reported cannot be identified as to origin. Pres. J. B. Hill, Louisville and Nashville Railroad, furnished all of the data available for his line. Sources of data are shown on Table 61; other figures are estimated. A list of early Kentucky mines is given in Table 13.

For a number of years many attempts have been made to use thermit in order to do away with piping in ingots. Some of these attempts were successful, while others did not give the expected results. Nearly every plant had its own method of using the thermit, and no special care was taken to study the results or to find the causes for lack of success. Formerly the principle of the process was to decrease the piping by introducing a can filled with thermit, attached to an iron rod, into the head of the ingot directly after it had been poured. In this case the thermit reaction took place in the upper part of the ingot, and it was thought that through the heat produced the head would keep liquid longer and piping thus be reduced. In other words, the aim was to keep the head of the ingot open by making use of the heat of the thermit reaction, which would thereby give the gases in the steel sufficient time to escape. This result can be attained by the application of a large enough quantity of thermit, but it would not be economical in general practice, and could only he used for high-grade material. Many steel-makers abroad and in this country have had this experience. The Th. Goldschmidt A. G., Germany, has, therefore, made a special study of this question with the cooperation of a well-known steel company, and has worked out a new method for the application of thermit for this purpose. The results obtained have been most satisfactory and reliable, and this process is now used in Germany on a large scale in many prominent steel-works. The thermit is applied in cans, as in former years, but the principle of the process is entirely different. The object of using the thermit is not to heat the steel and keep it liquid,

The township of Cloncurry is situated in the northwestern part of Queensland, about latitude S. 20" 42' 53" and longitude E. 140" 30' 25". Townsville is the port through which all the trade passes and is about 470 miles east-northeast of Cloncurry township. The Cloncurry copper district covers an area about 200 miles long by 40 miles wide. Unfortunately the mines are very scattered over this area, there being no large groups of mines. Mount Elliott mine is situated about 70 miles south from the township of Cloncurry, and Mount Oxide mine about 150 miles north of Cloncurry. The district has been known for the last 35 years, and in the early stages a large amount of capital was expended with little to show for it; but within the last four years the railway has been extended from Townsville to Mount Elliott and about 40 miles north of Cloncurry, which has made possible the treatment of the ores of the mines on this extension. The Mount Elliott company within the last few years has smelted and converted on its mine 169,688 tons of ore for 20,554 tons of blister copper, containing 20,377 tons of copper, 35,642 oz. of gold and 28,841 oz. of silver, at a cost of about 233 per ton of blister copper, f.o.b. Townsville. This cost included all development, wages, salaries, general management, office, agency, legal expenses, freight, etc. The gold and silver contents would practically pay for freight to Europe, refining, realization charges, etc. The costs of supplies are as follows: Firewood, 15s., coke, 75s., mine timber, 54s., and coal, 60s. per long ton; explosives: dynamite and gelignite, 50s., and blasting gelatine, 65s. 6d. per case, Mount Elliott Mine The pay shoot of the orebody outcrops at the surface for about 200 ft., and lies between two slate walls about 40 ft. apart., having a general

THE major use for quartz crystal is in the manufacture of radio oscillator plates and telephone resonator and filter crystals. Quartz crystal is also cut and polished as a semiprecious gem stone, particularly in the colored varieties (amethyst, Brazilian topaz, and others), and often is carved into various objects of art. Prisms, wedges, lenses and other optical parts often are made of quartz crystal, usually for special- purpose instruments. Chips and small clear crystals below 100 grams in weight, called “lascas” by the trade, are the raw material for fused quartz products. HISTORICAL BACKGROUND The Greeks believed quartz to be permanently frozen water and therefore called it krustallos, which, literally translated, means clear ice; but ages before their civilization, prehistoric man had crudely cut and polished crystals for rough charms and ornaments. About 2000 B.C., the Egyptians brought the art of cutting quartz to a high level. While there are earlier examples of crystal art that have great value, working in crystal during that period became a means of artistic and religious expression that has endured through the ages. Art museums and private collections throughout the world contain many priceless pieces. They include findings from the tombs of the earliest Egyptian rulers, as well as magnificent art objects in both clear and colored crystal encrusted with silver, gold, enamel, and precious gems of oriental and European workmanship. Pierre Curie first measured the piezoelectric effect of quartz, in 188 1, by placing a weight on the surface of a quartz crystal and measuring the resulting electrical charge, which he found was proportional to the weight applied. The following year the inverse piezoelectric effect was proved by the Curies. By applying a voltage to a piece of quartz, a measurable physical displacement occurs. The first practical application of this effect was the construction of a bimorph unit to measure voltage by measuring the amount of the displacement of the end of the bimorph. "The article introduces the process EAF with De-P hot metal charging for Melting Stainless Steel in Baosteel stainless steel Branch. Based on the practice of production, the main effect on the Cr Loss during EAF with De-P Hot Metal Charging Melting Stainless Steel including using oxygen, the material charging and making slag are theoretically analyzed. The optimization of using oxygen can reduce the oxidation of Cr during EAF Melting Stainless Steel. The optimization of material charging, especially Si content is suitable can reduce the loss of Cr. Effective reduction can realize the lowest Cr oxide in slag. Based on the character of the process EAF with De-P hot metal charging for Melting Stainless Steel, applied the integrated control method, the Cr loss during EAF melting stainless steel decreased 43.10%. 1 INTRODUCTION EAF with De-P HM charging for melting stainless steel is a technology for stainless steel making. Practice prove that the new process can shorten tap to tap time, reduce the special power consumption, dilute the impurity element from the stainless steel scrap that is propitious to produce the high quality stainless steel, alleviate the shortage of stainless steel scrap to the production. As a new technology, the process has some technical problems and difficulties. The proportion of Cr alloy charging exceeds 20% during EAF with De-P hot metal charging melting stainless steel. As Cr alloy is difficult melting and easy oxidation, too much Cr alloy charging result in Cr loss too much and tap to tap time too long for EAF production. By applying the new technology, Baosteel stainless steel branch has increased the technology level and economy index. Now the content of Cr oxide in slag reduce from 8.59% to less than 6.0%. The Cr loss during EAF melting stainless steel decreased 43.10%. According to the practice application, the process of EAF with De-P HM melting stainless steel are theoretically analyzed. The main factors affecting the Cr loss during EAF with De-P hot metal charging melting stainless steel are discussed."

This paper summarises the performance of the gold exploration industry in the Western World since 1970, with particular emphasis on the period 1985 - 2003. It identifies the number and size of major (ie >1 million ounce) primary gold discoveries made over this period by location and type of company. Estimates are also made of the likely contribution from smaller discoveries down to 0.1 million ounces. It also assesses the overall trend in the percentage of grassroot discoveries that are converted into mines, and the time taken to get them into production. By comparing the discovery data against total exploration expenditures it is possible to determine the average unit cost of finding a major gold deposit. It is significant to note that the average unit cost per discovery and per ounce of resource has tripled over the last 30 years. An attempt is made to determine the overall economic value generated by the industry. This is based on a detailed analysis of the rates of return and the Net Present Values (NPVs) of 109 major gold projects. After including an adjustment for discoveries not modelled, the NPVs are compared against the total amount of money spent on exploration to determine the value-to-cost ratio for the industry. Based on historical spot gold prices and tax rules, it is found that the return on investment for gold exploration in the Western World over the period 1985 - 2003 was around five per cent real after-tax. The returns achieved in the US and Australia was significantly higher than that for Canada. The returns also appear to have declined in recent years. With regard to the relative performance of junior versus major companies, the paper estimates that the junior sector accounted for 30 - 40 per cent of the total exploration expenditure, and were was associated with 34 per cent of the total number of major deposits, 27 per cent of the contained ounces and 25 per cent of the economic value found.

Abstract-Ghana, a major West African gold-producing country, took a crucial step in 1986 to allow private participation in mining ventures that had hitherto been state controlled and starved of funds. This decision has led to a three-fold rise in gold production with substantial local and foreign capital once again flowing into exploration and mining projects. Though the rise in gold export is due primarily to increased production from large mines such as Ashanti Goldfields Corporation, Billiton Bogosu Gold, Tebrebie Goldfields and Ghana Australia Gold that work primary lode gold deposits on quartz veins and Banket conglomerates, a fair amount of gold comes from placer gold mining from which two new mines have been developed at Kwabeng and Bonte during the current gold boom. Also, placer gold mining is important locally because the lower capital outlay required for its development enables many entrepreneurs to operate small concessions and provide employment for a large pool of unskilled labor. Placer gold exploration and development in Ghana is labor-intensive. Pitting is the most used method although few employ the mechanized ("Banka") drilling. The advantages and disadvantages of the two approaches in the local setting are discussed. The gravel is normally sluiced and the gold recovered by amalgamation. The drawbacks to successful placer gold exploration in Ghana have been attributed to lapses in execution of exploration programs (Dzigbodi- Adjimah and Arhin, 1993; Dzigbodi-Adjimah and Gawu, 1994). However, the failure to recognize and set time frameworks and financial limitations for the various stages of placer gold exploration have spelt the doom of some projects. It is critical that the characteristics of the placer gold deposit be determined by efficient and cost effective means. A planned exploration supported by adequate flow of funds saves costs and leads to success. This article discusses the current Ghanaian situation and presents proposals from case studies for planning and budgeting placer gold exploration programs for use in similar settings.

Discussion of the paper of K. HUESSENER, presented at the New York. meeting, February, .1916, and printed in Bulletin No. -110, February, 1916, pp. 443 to 474. KARL NIBECKER, Youngstown, O.-It has been contended that the method of measuring the operation of a blast-furnace boiler plant by means of the amount of steam generated per pound of coke used in the blast furnace is not of any value and even that it is quite misleading. It has been found, in the plant with which I am connected, that, in general, a blast furnace will operate during a month so close to average. conditions that the average monthly measure of the plant efficiency is indicated by the number of pounds of steam made per pound of coke put into the furnace, neglecting the amount of iron made and the amount of gas used for heating the stoves. For some time, it has been our custom to keep a record of this figure and use it as a general indicator of the operating practice. In comparing this figure from two different plants we have found some difficulty, due to differing conditions. It is conceivable but not altogether probable that a slight difference in burden, kind of ore or coke, would account for this difference. The method of using the gas, whether washed or unwashed, and the plant arrangement, may affect this number. For several plants on which we have worked up this number, we have found that most of the ordinary running irregularities are eliminated during a run of a month or more and that the number is, therefore, satisfactory. In connection with a plot of the number of pounds of steam generated per pound of coke, we are also plotting the production of the furnaces and the pounds of coke used per ton of production. With these three curves plotted on the same sheet, we believe that the operating man has sufficient information to judge of the efficiency of his plant' for any month.

THE cost of maintaining the production of an operating oil company is one of the most important, as well as one of the most difficult to estimate, of the various items which go to make up the total cost of producing oil. In the opinion of many operators the cost of drilling and developing new wells, whose production takes the place of the loss in production through decreased yield of the old wells, is considered an operating expense, for the reason that the total income-producing power of the property is not increased. The cost of these new wells may be added directly to production expense, or it may he charged to capital account, and this account depreciated to the same extent. In either case, after an oil company is on a satisfactory income-producing basis, the money for drilling new wells to maintain production must be taken from the income of the company. Three factors determine the cost of maintaining production: First, the rate of decline in yield of the wells; second, the cost of drilling and equipping new wells in terms of their production; third, the decrease in initial production of new wells as the property is drilled and gas pressure taken off the sands, etc. In order to check theoretical figures for the cost of maintaining production the writer, with the assistance of Reed Bush and Fred Tough, has compiled the following figures. It is necessary first of all to choose a period of time during which production for the field or territory studied remains fairly constant. The longer the period of time over which this condition prevails, the better. It is also necessary to eliminate or allow for any extraneous condition which may have affected the production returns, such as the shutting clown of a large number of wells, the bringing in of a well of exceptionally large yield, the opening up of virgin territory where the flush yield is greater than will he had from new wells in after years, etc.

Magnesium is the lightest metal used for structural purposes, for which reason perhaps more than usual interest is attached to measurements of its density. Although the density of solid magnesium has been det,ermined frequently, no measurements of the density of the liquid metal are available. Because of unusual experimental difficulties in measuring the density of the liquid, only a limited number of measurements of good precision were secured. The results, especially the value for the crystallization shrinkage, are of great interest in connection with the casting of the metal. A number of samples for these measurements were made available through the courtesy of the American Magnesium Corp. They were in the form of extruded bars 3/8 in- in diameter and several were of exceptional purity, as indicated by careful analyses. Table 1 gives the density values (at 20" C.) for magnesium of varying degrees of purity. The density was measured at room temperature by comparison of the weight in air, and when immersed in distilled water. The necessary buoyancy corrections were applied, so that the density could be expressed in absolute measure—grams per milliliter. The effect of the buoyancy of the immersed suspension and the surface-tension pull of the water upon the suspension were eliminated from the results by a preliminary weighing of the suspension immersed to the working depth. Great care was necessary to prevent the introduction of a significant error by the formation of gas bubbles upon the clean magnesium surfaces; these are sometimes very minute and easily escape observation. They may be detached by raising the specimen from the water and again immersing; this should be done just prior to completing the weighing. Their formation may be almost entirely prevented during a measurement by previously immersing the specimen in a solution of paraffin in petroleum ether. Bacterial degasification of methane and conventional methane drainage for generation of power have become accepted practice. Comparative economies of both the techniques have been described. Authors have discussed an alternative technique, involving complete methane biocycle. The first stage of the entire process involves gasification of coal using a consortia of bacteria to generate methane. The generated methane has been proposed to be pumped,as in conventional methane drainage. Technique described is basically similar to underground coal gasification, with the difference that in place of coal combustion, degradation of coal to lower molecular weight compounds by one set of bacteria and then methanogenesis by methanogens, producing methane have been described. Brief account of communities of bacteria that may be employed have been dealt with. Three arguments in favour of proposed technology as an alternative to conventional coal mining are: 1.Total elimination of hazardous operation. 2.Availability of power plants based on methane drainage, assuring comparative economies. 3.Possibility of utilisation of fuel cell technology for power generation giving higher efficiency. All the three phases of complete blocycle viz (1) methane generation from coal (ii) conversion of methane to hydrogen and oxygen (iii) conversion of products so obtained to methane, thereby completing the cycle have been discussed. INTRODUCTION Drainage of methane by conventional pumping process (Boxho,et.al.,1980) not only is helpful in maintaining safe extraction of coal, but with utilisation of extracted gas for power generation, also helps in over all economy of coal mining. This is gradually becoming standard practice for mining of coal in highly gassy mines. An alternative technique (Thakur et. al., 1991) of bacterial degasification of coal seams is also gradually gaining ground. The bye products of this process that is carbondioxide and water, do not contribute towards economy of coal extraction process. However the technique has its own advantage particularly in goaf area for avoiding fire hazard and drainage of methane from coal seams prior to initiation of mining operation. Either of these techniques could be applied in specific situations with success.

IT SHOULD be clearly understood that my remarks on economic conditions in Russia are entirely personal, and not official as an officer of the Ameri-can Relief Administration. The American Relief Administration is concerned exclusively in relief operations. The American Relief Administration has played a large part in the conditions as they exist in Russia today and it does not seem to be out of order to give you the high lights of the work accomplished. SIXTY MILLION DOLLARS FOR RUSSIAN RELIEF The Riga Agreement, by which we were enabled to carry on our operations, was signed in Riga on Aug. 20 of last year. On Sept. 8, we opened our first relief station in Petrograd. On Sept. 18, our first food was handed out in Samara on the Volga River, in the center of the so-called famine district. Altogether over 775,000 tons of food have been sent from the Atlantic Coast into Russia and we have moved this entire quantity of food over a dilapidated and wornout system of railways; and we estimate that our loss will be less than one-half of one per cent. in shortages and thefts. We have had available for this Russian work approximately $60,000,000. The bulk of this money was derived from a Congressional grant of $20,000,000 for food stuffs, a further Congressional grant of Army medical surplus supplies of $4,000,000, a grant by the Soviet Government of $11,400,000. This Soviet grant is a rather interesting phase of our operations. In all of Mr. Hoover's relief work abroad he has demanded of the country receiving relief that the people them-selves do something concrete for their own good before he would undertake to collect large sums of money in America. Secondly, before he was willing to go before Congress and ask for funds from our government he desired that the Soviet Government show their good will.

The so-called Rocky Mountain region is here made to include Colorado, Idaho, Montana, northern New Mexico, Utah and Wyoming, an area of great distances and relatively sparse population. Conditions of distance, transportation and markets have had their retarding influence on devolopment and production but the increase in facilities and markets in recent years has provided additional incentive for more thorough search for new productive areas and the more complete development of the known fields. The low prices of crude during the past year have offset, to a certain extent, the desire for increased production and much of the effort has been directed therefore to outlining new areas rather than to attempts to increase production from known fields and thereby add to the already sufficient supply above ground. During the year just closed the Rocky Mountain region has seen consistent efforts to outline new areas and these efforts have been reasonably successful. In this area a very large part of the land is government property, and by cooperation between the government, the private owner and the company it has been possible to carry on development in a scientific manner, providing for the maximum recovery of valuable products at least cost and at times when prices were best. Due to the fact that in the Rocky Mountain region costs of exploration and development are relatively high because of natural circumstances, it has been the policy of operators to drill test wells only on structures where they controlled a large proportion of the land. Even community lease programs have been effected in certain areas, thus obviating the necessity of offset drilling and the attendant uneconomical and even wasteful production. Oil production in the Rocky Mountain states has shown a slight increase during the year, the average daily production for November being 78,124 bbl. as against an average in January of 76,681 bbl. The total production during the first 11 months of the year, according to the U. S. Burcau of Mines, was as follows:

Ghana, a major West African gold-producing country, took a crucial step in 1986 to allow private participation in mining ventures that had hitherto been state controlled and starved of funds. This decision has led to a three-fold rise in gold production with substantial local and foreign capital once again flowing into exploration and mining projects. Though the rise in gold export is due primarily to increased production from large mines such as Ashanti Goldfields Corporation, Billiton Bogosu Gold, Tebrebie Goldfields and Ghana Australia Gold that work primary lode gold deposits on quartz veins and Banket conglomerates, a fair amount of gold comes from placer gold mining from which two new mines have been developed at Kwabeng and Bonte during the current gold boom. Also, placer gold mining is important locally because the lower capital outlay required for its development enables many entrepreneurs to operate small concessions and provide employment for a large pool of unskilled labor. Placer gold exploration and development in Ghana is labor-intensive. Pitting is the most used method although few employ the mechanized (“Banka”) drilling. The advantages and disadvantages of the two approaches in the local setting are discussed. The gravel is normally sluiced and the gold recovered by amalgamation. The drawbacks to successful placer gold exploration in Ghana have been attributed to lapses in execution of exploration programs (Dzigbodi-Adjimah and Arhin, 1993; Dzigbodi-Adjimah and Gawu, 1994). However, the failure to recognize and set time frameworks and financial limitations for the various stages of placer gold exploration have spelt the doom of some projects. It is critical that the characteristics of the placer gold deposit be determined by efficient and cost effective means. A planned exploration supported by adequate flow of funds saves costs and leads to success. This article discusses the current Ghanaian situation and presents proposals from case studies for planning and budgeting placer gold exploration pro-grams for use in similar settings.
