Emeritus Professor David Robertson of the Missouri University of Science and Technology was born in Dublin Ireland on 29 December 1941. His father was a merchant navy Captain who served during WWII and during David’s early years his family lived in Dublin and Donegal where David went to the local elementary school. In 1954 he moved to London with his parents and attended Highgate School before commencing metallurgy at the Royal School of Mines, Imperial College, London in 1960.

"Thanks in great part to the geology of the New York City Metropolitan area, mini-caissons are a popular choice for deep foundations. These drilled elements are readily available, easy to install with minimal impact on adjacent structures, and can be designed with large compressive and tensile capacities. Despite the frequency with which they are employed, the engineering design community is divided over several of the underlying principles governing the design of mini-caissons. This paper seeks to draw attention to several of these issues in an effort to encourage further research and discussion, namely: (1) how the allowable stresses have changed for the NYC Building Code over time, (2) the inconsistent load transfer mechanisms considered for geotechnical capacity, and (3) the role of the permanent steel casing towards structural capacities of mini-caissons.INTRODUCTIONIn the local construction nomenclature, mini-caissons are drilled deep foundation elements which derive their capacity from a socket in rock. A permanent steel casing (commonly between 7- and 24-inches in diameter) aides the drilling through overburden soils to the top of bedrock. Afterwards, an uncased rock socket is drilled into the bedrock and the inside of the casing and rock socket is inspected by means of portable video equipment. After inspection, the interior of the socket and casing is filled with steel reinforcement and concrete or grout. The casing-soil interface is generally ignored for axial design purposes and the full geotechnical compressive or tensile capacity is assumed to be generated in the rock socket. Figure 1 shows a typical mini-caisson cross section.Mini-caissons have been used for decades in the New York City area for a number of reasons. They have historically been proven to develop high axial capacities in the city’s metamorphic rock (Tamaro et. al. 2000), often exceeding 300- to 500-tons. Additionally, their method of installation (drilling) is generally able to bypass layers of dense Glacial Till, boulders, and manmade fill which would interfere with the installation of other pile types (e.g. driven piles, auger cast piles). Further they are able to extend to depths exceeding 50-ft to reach bedrock underlying a site, making them a useful tool in areas where rock is relatively deep or varied in elevation. Drilled casing installation also results in fewer vibrations and disturbances to adjacent structures and can occur in areas of restricted access (a constant concern for any project in a dense urban environment such as NYC)."

Static liquefaction is a geotechnical hazard in mine tailings facilities. Soils that are contractive in shear are susceptible to static liquefaction. Tailings facilities are dynamic structures, typically growing in height each year. Dilative tailings may become contractive under increased effective stress. In this paper we show that Cone Penetration Test (CPT) data can be used to estimate the future state of in-place tailings under changes in effective stress. Susceptibility to static liquefaction is typically evaluated with the CPT by using a clean-sand equivalent normalized cone tip resistance (Qtn,cs) or by estimating the state parameter (?). An alternative approach is to evaluate the soil-state using the yield-stress-ratio (YSR = ?’y/?’v0). If the YSR equals one it is on the normal consolidation line and the soil-state is contractive. YSR values greater than three are typically dense of the critical state line (CSL) and the soil-state is dilative. In this paper we review how to calculate Qtn,cs, ?, and ?’y; and how the YSR can be used to screen for contractive soil behaviour. Unlike Qtn,cs and ?, it is very simple to estimate how the YSR will change due to an increase in overburden stress. This YSR approach was evaluated at three locations that saw increases in overburden of 10 m, 20 m, and 25 m. We show that the ?’y calculations are consistent and the increase in effective stress moves the soil state towards looser soil states. Spent hydrorefining catalysts contain about 5 % of CoO and/or NiO, 12 % of MoO3 and up to 10 % of V205. They are generally supported by alumina and contain up to 25 percent of C, S and hydrocarbons. Such materials are potentially hazardous to the soil and to water resources. Selective chlorination of raw unroasted samples with Cl2 + air gas mixture had been investigated. At temperatures lower than 600 °C, it was possible to recover more than 90 % of nickel and cobalt chlorides, about 99 % of the molybdenum and up to 75 % of vanadium chlorinated compounds. CoCl2 and Ni/Cl2 were extracted from the chlorination residues by their dissolution with acidified water. Molybdenum and vanadium chlorinated compounds were recovered by selective condensation from the vapor phase. The chlorination of Al2O3 could be limited to less than 6 %. The scale up of this treatment was successful and a flow-sheet is proposed.

"Studies of the process of concentration of gold-containing sands and technogenic resources show that the main reason of gold losses is misbalance between size of gold particles and degree of roughness of mineral bed. This results in free circulation of small gold particles in pores with following washing off the particles from the bed by turbulent flows.We elaborated design of magnetic sluice, intended for improving efficiency of recovering fine gold by optimizing magnetic field of a magnetic system on the base of forming catching coat from magnetic mineralsThe magnetic sluice includes trough-shaped body from magnetic-conducting material. On the bottom of the trough, magnets are placed, and opposite poles of the magnets are oriented outwards. Thickness of the bottom is determined to be sufficient for locking magnetic lines of force of the magnets on each other. The magnets of rectangular plate shape are placed on the rough bottom, covering the whole surface or with spare areas; the magnets are placed across the trough with alteration of rows with the same pole orientation.Catching coat is formed of natural magnetic and weak-magnetic placer minerals in field of magnetic system of the sluice. Magnetic minerals, placing along magnetic lines of force, form rough coat of fluffy structure. Size of the magnetic particles is chosen taking into account expected size of gold particles, which are to be fixed on the rough coat or between the magnetic particles. Changing coarseness of particles of mineral bed allows to regulate selectivity of recovering heavy minerals.Forming artificial fleece from magnetic minerals of initial sand, increasing capacity of the bed and relative hydraulic proportionality of mineral particles of the bed provide for the most effective recovery of fine gold."

Recent EPRI research on utilities? likely strategies to reduce sulfur emissions differs sharply from policy analyses showing all- switching or all-scrubbing choices. Energy Ventures Analysis, with Stearns-Catalytic and A. T. Kearney, estimated sulfur-removal costs for scrubbing or switching at virtually all affected plants in the 31 Eastern States. Cost tradeoffs occur between $30 and $40-plus per ton FOB mine in Central Appalachia ($33-44-plus per tonne). 1/2 to 3/4 of total sulfur reductions comes from scrubbing, whose costs act as a cap on low-sulfur coal prices. In a severe environmental scenario, low- sulfur coal demand evaporates, replaced by very low-sulfur (0.7%) coal demand. Additional findings and implications of EPRI coal supply and market studies will be reviewed.

"A rapidly growing company in the northern US needed a large auditorium built into a dolomite bedrock hillside. The structure required an 80-foot-deep earth retention system independent of the auditorium foundation and superstructure. Allowable wall movements were limited to less than two inches. A 60-foot-tall permanent shotcreted soil and rock nail wall was designed for excavation support. The soil and rock nail wall utilized both active (post-tensioned) and passive nails, with capacities and installation angles optimized to address varying soil and rock conditions and to support heavy surcharges. The wall was configured with three two-foot-wide benches to facilitate controlled blasting and removal of more than two million cubic yards of soil, limestone and dolomite bedrock, and featured a permanent cast-in-place concrete face and a robust waterproofing and drainage system. A 20-foot-high reinforced concrete retaining wall was required at the top of the soil and rock nail wall to raise grades, resulting in a large surcharge.Design of the soil and rock nail wall was initiated less than three months before the start of construction, requiring expedited geotechnical explorations, analyses, design, and construction that would occur simultaneously. Design changes were made to address the discovery of a weak clay residuum seam at depth running along the base of the excavation, as well as significant changes to the building footprint made after the start of construction. Extensive performance monitoring was conducted during construction to measure vibrations and movements.Introduction and Project BackgroundA fast-growing company in the northern United States had a need for 600,000 square foot, 11,000 seat auditorium as part of its campus expansion. The auditorium was built underground, into a hillside to preserve the views of rolling terrain and farmland beyond. It featured a green roof and rockwork facing that mimicked regional geologic formations. The sixstory building required up to 80 feet of earth retention, including 60 feet of excavation beneath existing grades.As concepts for the project evolved, it became apparent that due to the geologic conditions, space limitations on site and the depth of cut required, a standard counterfort wall system would not be feasible. With groundbreaking for the building three months away, Thornton Tomasetti (structural engineer) engaged GEI Consultants, Inc. (wall design engineer) to design a 1,600-foot-long permanent soil and rock nail wall to support the excavation. "Froth depth, along with reagent addition and aeration rate, is one of the crucial factors that can be used to control a flotation circuit. Sub-optimal setpoints and disruptions in levels have a severe adverse influence on grades and recoveries. A novel control strategy has been developed which provides exceptionally tight regulation of pulp levels. The controller observes and acts on all the flotation levels simultaneously. This provides a clear improvement over the standard approach, which is to use a set of Pl controllers. The system has been run on several industrial plants and has resulted in reduced fluctuations in level; fast responses to setpoint changes, and fast settling times after start-ups or disturbances. Testwork has shown that the improvements in level stabilisation translate into improvements in recovery and grades.IntroductionProcess control and optimization have an important influence on the economic efficiency of flotation plants. Inefficient operation can allow the wrong balance between grades and recoveries, and can also lead to adverse shifts in the grade-recovery relationship. Of all metallurgical operations, flotation loses the largest proportion of valuable material. Better operation can reduce these losses.An essential requirement of a good controller is that it should be able to stabilize and regulate the plant. Stable operation allows the performance of the plant to be observed without being obscured by the effects of disturbances and fluctuations. The optimum conditions can then be detected more easily. Good regulation can maintain operation at the optimum with proper neutralization of disturbances. Only when good stabilization and regulation are achieved can an optimizing strategy be properly applied.Froth depth, aeration rate and reagent addition are the three means by which a flotation plant is generally controlled. These control actions are effective on different time scales. Reagent addition is slower in its effect as some conditioning time is required. Since reagents are only added at the head of the circuit and at a few selected points within the banks, time is required for the effect of reagent changes to move through the circuit. Because of this slower time constant, reagent addition is more suited to process optimization and to dealing with slower changes in the process. An example of these slower changes is variation in the feed."

"The existing Rondout West Branch Tunnel (RWBT) is part of the Delaware Aqueduct which has been in service since 1944 and accounts for more than 50 percent of New York City’s water supply. In early 2015, the New York City Department of Environmental Protection contracted Kiewit-Shea Constructors, AJV (KSC) to construct the Rondout West Branch Bypass Tunnel project (Rondout) in order to mitigate the leakage of 132 million L/ day (35 million gpd) of water from two areas of the existing tunnel; the Roseton and Wawarsing areas.The scope of the Bypass Tunnel 2 project is separated into two distinct phases. Phase 1 consists of completing the shaft sinking to a depth of approximately 274 m (900 ft) at shaft 5B, 213 m (700 ft) at shaft 6B and the excavation of approximately 3,850 m (12,500 linear ft) of tunnel at a diameter of 6.6 m (21 ft 7 in). This phase also includes the installation of 2,804 m (9,200 linear ft) of 4.8 m (16 ft) diameter steel interliner pipe through the new bypass tunnel with cast-in–place concrete liner for a finished diameter of 4.2 m (14 ft). Access chambers at the top of shafts 5B and 6B will be constructed for access and housing of the mechanical and electrical equipment for supporting pumps and valves.Included in phase 2 is the additional excavation from shafts 5B and 6B to the RWBT, and the drainage tunnel to remove ground water infiltration from RWBT. This work will be completed during a scheduled shutdown of the RWBT and will include approximately 31 m (100 ft) of excavation of the two connection tunnels. Additionally, construction of the permanent plugs within the RWBT will be undertaken. Figure 2 shows the layout of the work.Access to the work through the deep shaft at site 5B was critical to the success of the project. The hoisting system needed to be multi-functional to handle the different types of construction from drill and shoot of the shaft, starter and tail tunnel, the assembly of the tunnel boring machine (TBM), the excavation of the TBM tunnel including the supply of the precast segmental liner, the grouting operations, the installation of the steel interliner pipe and the cast-in-place concrete as well as ingress and egress of personnel. The production of the TBM operations was critical to the schedule of the project. This required a quick cycle for muck haulage and supply of the precast segmental liner in order to keep pace with the excavation time of the TBM. For TBM assembly, components were limited to a maximum weight of 104 t (115 st) for a single lift. Various cranes were analyzed for hoisting, however, none would meet all of the citeria. Therefore, the project team selected a specialized hoisting system designed in house in conjunction with Timberland Equipment Ltd. that consisted of a total of 14 separate hoists and winches with a total of more than 2,833 kW (3,800 hp)."

The Steel Company of Canada, utilizing the S-L process, has produced partially and highly reduced pellets for use in the blast furnace. Experimental blast furnace tests, using reduced pellet burdens, have been carried out. The changes in production rate, fuel rate and general performance of both the S-L and the blast furnace processes are indicated. Introduction T HE ore burdens for a blast furnace may be improved in two ways: chemically, by concentrating the ore to a high degree of purity; and physically, by agglomerating or closely sizing the ore particles. Today, many b1ast furnaces are charged with closely sized agglomerates, some of which contain upwards of 66 per cent iron. The further improvement of these burdens by chemical concentration may, in many instances, be uneconomic due to the large losses of iron that occur during processing. Assuming that it would be possible to reject all of the gangue minerals, the maximum level of concentration of iron in the hematitic ores would be only about 70 per cent.

"The tests described in this paper were conducted under the sponsorship of Subcommittee VII on Pulverizing Characteristics of Coal, a subcommittee of Committee D-5 on Coal and Coke, American Society for Testing Materials, with a view to evaluating various laboratory procedures for testing grindability of coal in connection with commercial pulverization of coal for use as powdered fuel. The subcommittee, at a meeting in New York City on February 21, 1934, selected for test four methods that had been developed during the past few years for testing grindabilitay of coal and were being used by coal-testing laboratories in the United States and Canada. These methods are:Bureau of Mines method, Cross method, Fuel Research Laboratory method, and Hardgrove method. Subcommittee VII agreed that the grindability tests should be made on five coals selected to cover a wide range of hardness. The Pittsburgh Experiment Station, Bureau of Mines, was asked to direct the investigation and to prepare representative samples of the coals. Laboratories of the fol. lowing institutions and companies agreed to cooperate by making grindability tests: Babcock & Wilcox Co., Foster Wheeler Corporation, Fuel Engineering Co., of New York, Fuel Research Laboratory of the Canada Department of Mines, and Northwest Experiment Station of the Bureau of Mines.ACKNOWLEDGMENTSHelpful suggestions in planning the investigation were made by A. "An approach to the in situ testing of mine backfills is outlined. It has been developed to provide a measure of the effective strength and stiffness of such materials after placement in stopes. This paper is based upon recent field studies undertaken at five Quebec mines. Details of the selected instrumentation, supporting equipment and testing procedures are reviewed. The mechanical behaviour of the backfills is reported and related to their physical properties. This approach represents an economical, simple and reliable means to assess the mechanical characteristics of backfill materials as an aid to both mine design and placement quality control. IntroductionDevelopments in backfill and mining method technology are creating a pressing need to develop effective techniques for characterizing the physical and mechanical properties of backfill in situ, rather than relying on traditional laboratory testing. The development of bulk mining methods is creating the requirement to more fully understand the nature of exposed fill faces to design for stability in pillar recovery operations. Other backfill technological developments currently receiving widespread attention are high density placement and the use of alternative additives to Portland cement. In Canada, U.S.A. and South Africa attention is also being placed on employing backfill to alleviate rockburst hazards(1,2.3l. In situ testing offers the potential to measure the geomechanical properties of backfill once placed in stopes , in order to assess its actual role in pillar recovery and ground support. Similarly, it offers the ability to provide some quality control during backfill placement. This role is seen as becoming increasingly important with the growing recognition of the need to pay greater attention to the mode of placement, which governs segregation and variation in the properties actually achieved by the backfill after placement."

"Mitigation may be considered a hurdle when it comes to environmental permitting. For complex projects with site specific mitigation plans, the time to devise those plans and get them approved can be a long and costly endeavor. However, mitigation options are expanding and the mitigation banking industry has grown tremendously over the last two decades, helping projects move forward with less debate. Mining companies are recognizing the value that mitigation banks provide in helping to shore up project timelines and costs. Where possible, companies are taking advantage of the opportunities to buy credits from thirdparty providers offering mitigation bank credits. In some instances, mining companies are taking matters into their own hands by establishing mitigation banks to realize their own mitigation freedom. That can have its advantages and disadvantages, as discussed below. All in all, the expansion of mitigation options has streamlined the permitting process, introduced flexibility, improved project permitting timelines and loosened the permitting girdle.Compensatory mitigationCompensatory mitigation involves actions taken to offset unavoidable adverse impacts to wetlands, streams and other aquatic resources and authorized by Clean Water Act section 404 permits and other permits. As such, compensatory mitigation is a critical tool in helping the federal government meet the longstanding national goal of ‘‘no net loss’’ of Waters of the U.S., both in acreage and function.Section 314 of the National Defense Authorization Act for Fiscal Year 2004 required the Secretary of the Army, acting through the Chief of Engineers, to issue regulations “establishing performance standards and criteria for the use, consistent with Section 404 of the Clean Water Act, of on-site, offsite, and in-lieu fee mitigation and mitigation banking.” The provision also required that those regulations ‘‘maximize available credits and opportunities for mitigation, provide flexibility for regional variations in wetland conditions, functions and values, and apply equivalent standards and criteria to each type of compensatory mitigation’’ (73 FR 19595). The result was the Final Rule on Compensatory Mitigation for Losses of Aquatic Resources issued in 2008 (33 CFR Parts 325 and 332).”"

Since 1909, when an agreement between Minnesota's Tax Commission and the University of Minnesota's School of Mines was worked out, it has been the annual responsibility of the School to evaluate and classify the iron ore deposits within the State. These unique duties of an academic institution have provided School officials with an excellent view of the past, present and probable future of the mining industry in Minnesota as the average grade of iron ore (excluding taconite) * diminishes while at the same time it competes with beneficiated taconites and foreign high-grade ores for use in America's eastern blast furnaces. SYSTEM OF EVALUATION In the latter part of November of each year, the Mining Division of the Department of Taxation makes a preliminary study of the active mines which the Department wants the School of Mines to review. These are discussed with the engineers of the Ore Estimate Division of the School of Mines and with the mining companies. After these discussions, a list of the mines of each of the major operating companies is submitted to the Ore Estimate Division of the School of Mines with the request that these properties be reviewed by them as of the next assessment date (May 1st). At the same time, a letter is sent to the mining companies requesting that they submit to the Division their own estimates on the selected mines operated by them, together with all computations, drill records, maps and cross-sections. The mining companies are re- quested to send in this information during the first half of the year, and, as far as is possible, they have always complied with this request promptly. Much of this information received by the School of Mines is of a confidential nature and is treated as such.

Computers have revolutionized the collection of data on modern mines. Never before has it been possible to collect data from all aspects of the mining value chain at rates now common. With this has come a new challenge. Deriving information from these copious amounts of data and disseminating it. This problem is being exacerbated by technical software systems, which use proprietary and binary data formats that severely inhibit the flow of data and information both across departments and the larger organization. Generally this had led to data duplication and data redundancy. The Gemcom Enterprise Mining System (GEMS) makes use of industry standard, secure and open databases for all its data objects. It manages multiple users accessing the same bits and bytes in the database, preventing data duplication and redundancy. Developed in the Microsoft BackOffice ® environment, GEMS is also able to leverage the enormous amount of tools available in this environment, whether it’s for e-mail notification, reporting or data capture. Microsoft’s® Active Server Pages are one of these tools. These are standards used to create dynamic and interactive web pages with links into databases and many other objects. The real example outlined in the text, demonstrates how a user anywhere in the world is able to login to a web page and run a query that returns a report with vector plots of performance for the user-selected time frame. As integration is tightened between the various components of the mining value chain, the importance and reliance on ASP pages will grow as the need for management information tools develops. Among these one might mention the following: How do the mixture limits for ignition by sparks and by other means compare? Are the most explosive mixtures of the gases the most easily ignited? How ""hot"" must the spark be or what is the minimum energy required for ignition? Does the electric spark act merely as a source of thermal energy or do aggregations of ions, electrons, and metastable atoms formed during and just before the spark play an important part in promoting chemical reactions that ultimately lead to ignition? It is possible for ignition to occur as a result of a silent or brush discharge? How do the ignition energies with single and rapidly recurring sparks differ? What is the relative effectiveness of long, tenuous sparks in ignition as compared with intense, short-gap sparks of equal energy? What is the influence of the material, size, and shape of the spark electrodes? Does the energy for ignition change noticeably with moderate changes in pressure and temperature of an enclosed gas mixture? What order of lag exists between the occurrence of an incendiary spark and the first evidence of flame propagation? What part of a spark in space and time is most effective in producing ignition? Answers to these questions bear directly on the general problem of flame initiation and propagation and, if sufficiently comprehensive, should contribute much to an understanding of the actual mechanism of combustion."

"INTRODUCTION Brutally honest mining executives will tell you that “safety is job #1 but.. dollars are also extremely important”. When economic times are tough, as they are now in mining, it can feel like you need to choose between safety and cost control. Leading edge companies know that it is excellence at both that provides the best performance. FLUID POWER SYSTEMS Fluid power systems are ubiquitous in mining – longwall systems, continuous miners, drills, haul trucks and excavators, etc. And fluid power systems are getting more powerful and using higher pressures to move greater volumes and achieve higher productivity. Average operating pressures in mobile equipment has been rising to 450 bar (6,500 psi) over the last decade. With increased system pressure comes ever increasing levels of stored energy. Stored energy that, if released in an uncontrolled fashion, can do tremendous harm to people and things.Fluid power systems are composed of pipe, flexible hoses, pumps, valves and actuators. They are filled with fluid (mineral oil or fire-resistant) to transmit power to where it’s needed for performing work. With time and use fittings can loosen, component performance diminishes and hoses wear and tear. In hostile environments, like coal mining, hydraulic hoses can fail in as little as 2 years according to DGUV (umbrella association of German Accident Insurers), maybe sooner in some particularly challenging environments. FLUID POWER SYSTEM SAFETY While appearing simple and benign on the surface, fluid power systems, particularly such systems on mobile equipment, have many potential hazards. Hazards that most workers aren’t aware of – particularly young, new hires. And those hazards that can quickly turn deadly. During the past couple of years, including at last year’s SME Conference, I talked to a wide variety of mining people about high pressure fluid injection injuries. Some people, often with little or no field experience, never heard of it. But, people with mine operations / maintenance experience were almost always aware of such injuries.Some had even seen it happen right in front of them. But most claimed it didn’t happen all that often. It just wasn’t seen as a problem!"
