(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. "Spiral concentrators offer a cost effective way to separate valuable minerals from gangue by displacing lighter materials to the outside, and heavier materials to the inside of the spiral. The separation can be seen as visible concentrate bands and splitters are set at the bottom of the spiral to effectively split the ore into various densities. As there are typically many spirals in a concentrator plant, it becomes ineffective to continually adjust the splitter positions manually. Vermaak et al. (2008) proposed to use image recognition to detect the concentrate bands, thereafter, creating a model predicting the positions under certain input conditions. This model could then be used for optimisation and/or control of splitter position or band position. In contrast an online concentrate band detection system would provide real time concentrate band positions without losing accuracy due to model generalisation. These systems are usually expensive and time consuming to develop, due to a lot of centralised features required (image capturing, image processing and/or feedback to a controller). This study took advantage of the recently developed Raspberry Pi minicomputer to perform rapid prototyping of an online image processing sensor. The Raspberry Pi, and accompanying camera module, offers a portable Linux environment which can natively run the required image processing algorithms. Furthermore, extensive use of OpenCV was made to reduce development time, by relying on existing and proven algorithms to detect the concentrate bands. The Raspberry Pi also incorporates generic input/output ports which can be used in future work to provide the signal to a controller. In conclusion, the Raspberry Pi was successfully used to perform real time concentrate band position detection on a spiral concentrator. This solution is more general than an experimentally identified input-output model and may be used for control or optimisation studies in a wide array of spiral concentrators."

The Karangahake adularia-sericite epithermal gold-silver deposit, located at the southern end of the Waitekauri Corridor, Hauraki Goldfield, occurs as quartz veins with associated alteration haloes. Integrated geophysical studies were undertaken to determine the expression, location, and extent of these alteration zones. Aeromagnetic data show an extensive, magnetic æquietÆ zone over Karangahake and the southern Rahu Ridge that represents a zone of magnetite destruction resulting from hydrothermal alteration. Analytic signal data are used to define the boundary of this zone; the resulting 6 km2 area is elongate north-south with an irregular boundary. A detailed gravity survey over the area reveals a positive residual gravity anomaly, up to 30 gu in amplitude, over the Karangahake deposit. Density measurements on near-surface rocks give low values indicating that the source of this positive gravity anomaly must be deep; possible causative bodies include an igneous intrusion or dense sulfide mineralisation. To the west and east of the host Waipupu Formation, strong gravity gradients of 100 gu/km and 65 gu/km reflect the faulted boundary of the Hauraki Rift, and the edge of the Waihi Basin respectively. High resolution airborne radiometric data define a 2.2 km2 area of potassium enrichment. This area is elongate north-south and has an irregular boundary. It coincides approximately with the centre of the magnetic quiet zone and the peak of the gravity high, and correlates with known areas of intense mineralisation. Anomalously high potassium counts and elevated K/Th ratios correlate with areas of potassic alteration that have undergone K-metasomatism. Underexplored portions of this zone may indicate areas of gold-silver prospectivity. Combined geophysical data therefore reveal the extent of hydrothermal alteration, and the central zone of Kmetasomatism that is most likely to contain orebodies.

Shredding is the usual first step in processing municipal solid waste (MSW) for resource recovery. This unit process requires high capital cost and, usually, considerable maintenance cost. In addition, some shredders at times will render certain components of the MSW in a form difficult to recover. This is particularly true in the way metal cans are distorted and the way glass is pulverized. A trommel screen was proposed (1) to pre-process packer truck refuse prior to shredding. Part of the logic for this step is that the portion of raw refuse already within the specified shredder output particle size range would bypass the primary shredder and proceed directly to further processing, such as to an air classifier or secondary shredder. This would reduce the throughput of the primary shredder and allow certain recoverable materials, such as glass, to remain in larger piece sizes, important for recovery. In this way, operating costs for the shredder would be reduced and the recoverability of materials, and hence the revenue, increased.

A hydrometallurgical process for recovery of Zn and Mn from Bunker Hill Water Treatment Plant sludge was developed. The process is unique because it treats an unusual combination of metals, Zn and Mn. Another non-standard feature of the process is that leaching takes place with ~S04 in the presence of a reductant (SO2). Zn and Mn are recovered simultaneously by electrowinning, Zn on a cathode and Mn on an anode, as MnO2 The major purpose of the process is to detoxify the sludge by removing toxic heavy metals. The recovered metal values could be marketed to offset the overall costs of water and sludge processing. This work is presented in two separate parts, 1. Leaching and Solution Purification, and II. Electrowinning. This paper covers only the first part of the hydrometallurgical process: Leaching and Solution Purification. Initially, the paper briefly discusses the history of the pollution problem at the Bunker Hill Superfund Site, the origin of heavy metals in the mine waters, and the development and use of the water treatment plant. The leaching of sludge was examined as a function of the following parameters: constant vs. initial pH, initial vs. delayed addition of SO2, temperature, and pulp density. It was found that leaching with H2SO4 at pH 2.0 for 15 minutes (at 60°C), followed by S02 addition for another 15 minutes, could completely dissolve Zn and Mn. Solution purifIcation was done in three stages. In the first stage iron was removed by adjustment of pH (to pH 5.0) and oxidation offerrous to ferric iron (with H2O2). In the second stage, Cu and Cd were removed by Zn dust cementation. Finally, Co and Ni were precipitated with the organic reagents 1-2 nitroso-naphthol and nitroso, respectively. Electrowinning of Zn and Mn is discussed separately in Part II of this paper.

The potassium mineral polyhalite (K2SO4.MgSO4.2CaSO4.2H2O) found in large deposits in western Texas and southeastern New Mexico is associated with varying amounts of halite (sodium, chloride, NaCl) and anhydrite (calcium sulphate, CaSO4). Although the anhydrite, because of its low solubility and slow rate of solution, is relatively inert, the halite is dissolved immediately in any process solution with which the polyhalite comes in contact. Limited quantities of sodium chloride in the liquors used for the hot extraction of polyhalite materially improve the results obtained, but only a very small sodium chloride content may be desired in the entering polyhalite in other procedures, such as Bureau of Mines process. In all of the processes suggested for the recovery-of potassium sulphate from polyhalite the control of the sodium chloride content will be desirable, if not absolutely essential to efficient operation.

The modern theory of sampling of particulate minerals essentially consists of a recent generalization of the procedures for applying and calibrating the formula usually known as ?Gy?s Formula? for sampling variance control, in which the central concept is a parameter called the liberation factor l. A model which can be experimentally adjusted was proposed by one of the authors several years ago, based on geostatistical considerations. This new model, which relates the liberation factor to the sizes of the fragments and mineral grains, solves the usual difficulties faced in the past, and permits predictions that are well verified in practice. Unfortunately, an older, arbitrary and less general formula is still widely used. The vast majority of today?s misapplications of Sampling Theory of Particulate Materials can be traced back to the use of this antiquated and generally incorrect model. Following a brief history of the models used for the liberation factor and a description of its main variable, the liberation size, and to illustrate the importance of proper modelling of l, this paper presents demonstrative calculations of the absurdity of the incorrect model using the particular case of gold mineralization as an example, followed by some more positive examples of application.

Two Rivers Platinum Mine (TRP) is a 55:45 joint venture between African Rainbow Minerals and Impala Platinum, respectively. TRP is situated on the farm Dwarsrivier 372KT, in the southern sector of the eastern limb of the Bushveld Complex. Dwarsrivier is underlain by rock formations of the Critical Zone (Winterveld norite-anorthosite) and the Main Zone (Winnarshoek norite- anorthosite). Two economically significant PGE-bearing layers namely the Merensky Reef and the UG2 chromitite are found within the upper Critical Zone. These are approximately 140 m vertically apart, separated by a series of barren norites and anorthosites. At Two Rivers Platinum, only the UG2 chromitite layer is currently being mined for PGEs. The UG2 sub-outcrops north/south along the Klein Dwarsrivier river valley with a very gentle dip to the west of 7º?10º. At Two Rivers the UG2 averages about 120 cm in thickness, overlain by a waste pyroxenite parting about 20 cm thick, above which is a leader seam about 20 cm in thickness. The mineable cut consists of the leader seam, the waste pyroxenite parting, the UG2 chromitite layer including 25 cm of pegmatoidal pyroxenite footwall, below the UG2 reef to a minimum of 185 cm trackless mining cut. The mining method is a mechanized bord and pillar layout, which will yield a total of 185 000 tons at full run of mine production from the underground UG2 mine.

The measurement of ferrosilicon rheology and characterisation of the parameters that have a direct influence on medium rheology provide the basis for evaluating, comparing and selecting an appropriate size and shape of medium to maximise separation efficiency in a dense medium application. The role of medium viscosity on particle separation in both static and dynamic separators is illustrated using relevant theory. The primary measurements of rheology are medium viscosity and stability. These in turn are determined by particle size, particle density and particle shape which in turn can be quantified. Additional characterisation parameters are also discussed. Different areas of application where ferrosilicon characterisation can be used are also discussed.CITATION:Bosman, J and Blair, W, 2017. "A computational fluid dynamic (CFD) model of a conventional tuyere blown slag fuming furnace has been developed in Eulerian multiphase flow approach. The model was developed by coupling CFD with kinetics equations developed by Richards et al. for zinc fuming furnaces. The model integrates submerged coal combustion and chemical reactions with the heat, mass and momentum interfacial interaction between the phases in the system. The model predicts the velocity, temperature field of the molten slag bath, generated turbulence, vortex and coal utilization behavior from the slag bath. The highest coal penetration distance was found to be at l/L = 0.2, where / is the distance from the tuyere tip and L is the total length (2.44m) of the modeled furnace. The model also predicts that 10% of the injected coal bypasses the tuyere gas stream un-combusted and carried to the free surface, which contributes to ZnO reduction near the free surface.IntroductionSignificant metal values are often discarded with slag in the form of metal oxide produced by the smelting industries. These metal values can be recovered from the slag by proper treatment. Zinc slag fuming is such a process, where a reductant source (usually coal) is injected in the molten slag bath to reduce dissolved ZnO from the bath into metallic zinc vapour. The process can be carried out in either conventional tuyere blown furnace or top submerged lance (TSL) smelting furnace. Conventional slag fuming processes are carried out on batch basis in a rectangular tuyere blown furnace. Approximately 50 tonnes of charge (either molten slag or solid slag) is fed to the furnace at the beginning of each fuming cycle. Two opposing sets of submerged tuyeres are employed to inject air and pulverized coal into the molten slag bath to carry out combustion and reducing reactions."

After nearly five years of economic hardship, the world copper industry is, in our opinion, about to enter a period of considerable strength. This opinion is based on three main propositions, namely: 1) there are a number of reasons, both general-economic and industry-specific why copper demand is likely to perform significantly, more strongly in the 1980's than in the 1970's; 2) the virtual cessation of investment in new facilities, especially at the mine level, over the past years makes it physically impossible for capacity to expand as fast as demand in the mid-1980's; and 3) there is much less "excess" inventory available than most analysts believe. If we are correct in these assumptions, then the implication is that copper prices will climb up to, and possibly beyond, the cost-justified price level. Combined with general inflation, this suggests a price in excess of $2/pound by 1985 or roughly treble the 1978 average.

To help develop the basis for new fine-particle separation methods, the Bureau of Mines has investigated the use of cross-linked starches containing four chelating groups--carboxylate, iminodiacetate, dietha-nolamine, and xanthate--as flocculants for selected metal oxide and hydroxide mineral fines. It was found that those starches capable of interacting with the mineral surface by a chemisorpti,on mechanism (as indicated by zeta potential measurements) produced the highest recover-ies and'grades of the metal oxide or hydroxide when flocculated from a binary mixture with quartz. The effects of pH, dispersing agent, stirring rate, stirring time, and starch dosage on selective flocculation were studied for binary mixtures of hematite and chromite with quartz. Floc strength becomes important in achieving maximum recoveries by mechanical postflocculation separations.

An expansion of the City of Klamath Falls Wastewater Treatment plant required geotechnical seismic hazard evaluations and deep foundation design. The site is located on the shore of Lake Ewauna and is underlain by diatom rich lake deposits. Diatomaceous soils exhibit unique engineering properties that are not well understood. Cyclic Direct Simple Shear (CDSS) testing was performed on three undisturbed samples to evaluate cyclic and post-cyclic properties of the diatomaceous soils. Results from the CDSS testing indicated that the soils would not liquefy in the classical sense, though cyclic softening behavior was observed. The CDSS results were used to develop a Cyclic Resistance Ratio curve for the diatomaceous soil to compare with clean sand liquefaction curves. Seismic lateral pile capacities were developed using two approaches. One approach used conventional p-multipliers for liquefied soil and modified them to reflect expected excess pore pressure ratios. The other approach applied residual strength and fifty percent strain values from post-cyclic monotonic shear testing. A lateral spread hazard zone was identified along the Lake shoreline and reduced, seismic lateral pile capacities were recommended. The objective of this paper is to report the seismic design considerations for this project in a unique geologic and seismic setting. INTRODUCTION The engineering properties of diatomaceous soils have rarely been studied and the cyclic behavior under seismic loading is generally unknown. Some of the critical geotechnical uncertainties of diatomaceous behavior include potential for large consolidation settlement, influence of irrecoverable strains due to diatom particle crushing, shear strength (peak and residual), and cyclic properties. This paper presents results of cyclic shear testing, seismic evaluations and seismic lateral pile design in diatomaceous soils performed for the expansion of a waste water treatment plant in the city of Klamath Falls, Oregon, site of the largest recorded earthquake in Oregon’s history. The expansion consisted of adding six new facilities at the existing Plant including influent pump station (IPS) and headworks, aeration basin, tertiary treatment, and other buildings. The IPS/headworks and aeration basin will be founded approximately 15 feet below ground. The other buildings will be founded at grade. The existing facilities are supported by timber piles that penetrate the surficial diatomaceous soils and terminate on a hard underlying deposit. Figure 1 shows the site plan and proposed additions.

THE old mill erected by the .Irvinebank Company consisted of 10 heads of stamps (850 lb.), rock-breaker, Hartz jig, two Krupp tables, two Luhrig vanners, three sand-pumps, one mixer; six flotation vessels, and the necessary settlers. Power was supplied by a small colonial-type boiler, and 10-in. x 15-in Tangye engines. The ore was darted from the mines to the mill and hand-fed, into the rock-breaker, and the broken product elevated into the batter bins and fed into the stamps, the pulp from the stamps passing to a classifier, the spigot to jig, tables, and vanners, the overflow from the classifier passing to settlers. After the removal of bismuth-wolfram concentrates, the pulp was pumped to the molybdenite flotation plant and the olybdenite recovered by flotation.A commencement was made with the erection of the first unit (20 heads) of the new mill in August, 1917, and milling and concentrating commenced in February, 1919.

"Taseko Mines Limited Gibraltar copper-molybdenum mine recommenced operation in 2004 with the initiation of a series of development projects to increase throughput capacity as well as modernize the mine.In the second staged development project, a VTM-1250-WB regrind mill was selected to replace the existing conventional ball regrind mill to achieve a target grind size of 80 % passing 45 µm. In the third staged development project, a second VTM-1250 regrind mill was selected for installation in Concentrator #2, to match the existing Concentrator #1 Vertimill. This resulted in approximately 25% spare regrind capacity in the Concentrator #2 design, complete spare parts interchangeability and potential future expansion capacity to 50,000 t/d with no circuit upgrades.In this context, a study was initiated to assess not only the performance of a Vertimill grinding circuit processing a copper concentrate to a particle size of 80% passing 17 µm but also to provide Taseko’s New Prosperity project specific design information for grinding to particle sizes below 80 % passing 25 µm.The objective of the work described in this presentation was to explore Vertimill ultrafine (sub 100 µm) grinding test methodologies at both the lab and pilot scales, compare the scale-up data with operational data from the VTM1250 at Gibraltar Mines and subsequently apply this information to particle sizes down to 80% passing 17 µm. The presentation will describe the results obtained preceded by a description of the Gibraltar regrind circuit historical operation and operational performance as well as a description of the Vertimill technology.INTRODUCTIONTaseko Mines Limited is a mining company headquartered in Vancouver, British Columbia, Canada. Up to 19 chemical parameters were studied in flotation pulps in six Australian lead-zinc concentrators with the aim of obtaining a better understanding of the nature of, and changes in, the chemical environment. This paperdiscusses pH, redox potential, and oxygen concentrations, which were all measured continuously.Two plants operated at natural pH in slightly acid circuit and one at natural pH in alkaline circuit, and pH was stable at all these plants. In two plants varying amounts of cement fill were present in mill feed and pHwas variable. At the other plant pH was controlled with soda ash and lime.Redox potentials became more positive as the pulp passed through the plant. The minimum change was 20 mV and the maximum about 250 mV. Potentials tended to be variable at any point early in the circuit, but were more stable later on. In some plants reagent additions had no noticeable effect on redox potentials. However in the two plants operating in acid circuit the redox potential of .zinc rougher feed was markedly affected by changes in copper sulphate addition rate. Sodium sulphite additions had an effect at other plants.Oxygen concentrations in grinding circuits tended to be low (30 per cent of saturation) and very variable. Flotation was usually conducted in pulps at least 90 per cent saturated with oxygen. Addition of sodium sulphite had a marked effect on oxygen content in one plant, but less effect in two others.Statistically significant relationships were found in some plants between pH and redox potential, redox potential and oxygen saturation, and oxygen saturation and pH.Improved control of copper sulphate and sodium sulphite additions could result from applications of this work.

Synthesis report on a project carried out under the EC-funded BRITE-EURAM programme. A large deposit in Spain and several smaller ones in Greece and Sweden were investigated. Beneficiation testwork, including the development of an innovative wet circuit, was undertaken in Italy. The Spanish Ilustracion deposit lies occurs in thin, white layers throughout a zone 35-40 m thick and 1.5 km long, in laminated calcsilicates. Total resources of more than 100 000 000 t include proven open-pittable reserves of 4 500 000 t averaging 35% wollastonite. The beneficiated product is suitable for various applications, including ceramics. The Swedish and Greek marble-hosted skarn deposits include Albatross, with 2 500 000 t of reserves at 30% wollastonite, and Panorama, with reserves estimated at more than 700 000 t

Our continuous search for underground productivity improvements has been brought about by the diminishing ore grades in existing underground mines. The need for more efficient mining methods is a result of the economic problems facing our industry today, and this has caused us to evaluate underground haulage methods which have traditionally been the "bottleneck" in the flow of material from the ore in the natural state to the surface processing facility of any underground mining operation. Small improvements in the face haulage systems have yielded much greater benefits as they relate to overall mine productivity so it's only natural that we are all concerned with the best method of moving ore from the face to the main line haulage. In a recent paper titled "Underground Haulage Trucks - Gaining Momentum Worldwide", Richard A. Thomas concludes that the use of trucks to haul ores in underground mines is on the increase spurred by the convergence of a number of technology advances and economic realities. Perhaps the most important stimulus for the growth of trackless haulage is the high degree of haulage flexibility in underground operations. On the economic side, the demand for higher productivity from underground mines has resulted in larger physical dimensions of haulage roads, that is, higher backs and wider drifts to provide more room for high capacity haulage units. In the process of determining the most effective type of equipment for haulage, the power source must be a major consideration. For the purpose of this paper, we will limit the comparison to rubber-tired trackless haulage vehicles and not try to make a comparison between rubber-tired haulage, continuous haulage systems and rail-mounted haulage. Cost is perhaps the only really measurable factor when making a comparison between electric and diesel haulage. You will find that some costs will be very well defined in absolute terms. In other areas of comparison, cost can be fairly well estimated, and yet in still others, the costs are totally arbitrary. Let's take a look at some of the cost considerations. (Figure 1) first of all, is the initial cost of the equipment. This capital cost quite often is a determining factor in the type of haulage vehicle to be selected, yet this initial cost is perhaps the most insignificant of all costs when evaluating an operation over the long term. Of much greater concern, is the cost of maintenance. This cost will often run three times the original capital investment during the life of a single piece of haulage equipment. This factor can include rebuild to extend the life of the original capital investment, but certainly includes the labor and materials necessary, plus the inventory to keep the equipment in good repair. Perhaps one cost which is now playing an even greater role in the rubber-tired haulage operation, is the cost of fuel. Conoco has recently come up with some rough estimates which indicate that diesel fuel will cost an average of three times the equivalent kilowatt output in direct electric power. Diesel fuel is almost twice the cost of stored electric power. (This of course relates to the efficiencies of charging and recovery of power from lead acid storage cells.) These particular figures of course will vary from one area to another but I think that there is enough significance here to certainly warrant the further study of fuel costs for each particular area or mine. Another cost is breakdown expense. This must be treated differently from maintenance costs because a potentially larger expense is involved, more than just parts and labor. Now we have to deal with the cost of lost production time, which can have a much greater overall effect. Mine plan economics are another cost consideration where we can't make a comparison without looking at specifics. Here you must look at the movement of power centers vs. the flexibility and freedom of movement of vehicles. The determination must be made as to what types of equipment will fit into any predetermined mine plan and if a change in the planned roadway dimensions for the mine plan itself would be more economical so that more efficient type of equipment could be utilized. Finally, two of the most important aspects to be considered with potential ramifications far beyond what we have mentioned previously, is the cost of health and safety, which is really the cost of meeting current and future government regulations, reasonable or otherwise. And of course, when making any consideration here it is impossible to come up with anything more than an educated guess on the cost of meeting the new regulations. Now let's take a look at some of the advantages of diesel vehicles as well as advantages offered by electric vehicles, both battery and cable powered versions (Figure 2). Much of the data used in this comparison is based on experience with three vehicles manufactured by Jeffrey Mining Machinery Division, Dresser Industries. Jeffrey manufactures all three types, each with approximately a 15-ton capacity, even though few of these Jeffrey vehicles are used in uranium mining operations. Much of our experience comes from the 4114 diesel powered RAMCAR which is a 4-wheel drive, articulated steering,vehicle powered by a Caterpillar 3306NA engine and using a powershift transmission. This will be compared with the performance of the Jeffrey 404H battery powered RAMCAR with articulated steering which utilizes a separate 35 HP DC drive motor on each of two wheels with solid-state speed controls, and the final comparison will be made on the Jeffrey 4015 cable-reel shuttle car which is powered by two 60 HP constant
