This volume summarizes mining and petroleum legislation in 22 jurisdictions of the Near East and South Asia. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes : First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

Grain growth across the bond region in Pressure bonded copper was found to be mainly dependent upon the presence or absence of microvoids, but it was also found that prior history, bonding pressure, bonding time, and bonding temperature are important variables. An increase in pressure, time, or temperature tends to promote grain growth in the interfacial region. Polygonization is observed after pressure bonding except for specimens previously annealed at temperatures on the order of 1800°F or higher. The dislocation density in bonded specimens was found to be greater in the bond region. THE bonding of metals by the application of gas pressure at elevated temperatures is a relatively new process, having been developed over the past 10 years. The technique, as described by Paprocki, Hodge, and Boyer,l is unique in that assemblies of many parts and complex shapes can be bonded with a negligible amount of deformation. The process thus differs metallurgically from pressure welding, cold welding, and recrystallization welding in that deformation occurs only in a microscopic region whereas, in general, the welding requires severe deformation and may extend the contact surface by a factor of 3 to 10 during the welding. From a practical standpoint, pressure welding is not amenable for bonding large surfaces. During the time in which Paprocki and coworkers were deve1oping the process, West2 established aproc-ess,for bonding aluminum to uranium, and Barnes and Maze? developed a gas-pressure-bonding technique for nickel and copper. Recently, Fugardi and Zambro4 have used equipment similar to that developed by Paprocki and coworkers to establish parameters for bonding stainless steel, aluminum, and zirconium. Most of the investigations on pressure bonding have been empirical in nature and, although methods have been developed for bonding such metals as molybdenum, columbium, titanium, zirconium, and stainless steel, the information concerning the mechanism of bonding is limited. Several workers5"7 have studied the pressure bonding of dissimilar metals in order to gain information on diffusion and formation of inter-metallic phases under application of pressure. Clapson and Robbins8 have shown by a series of annealing studies that voids in the interfacial boundary of roll-bonded copper can prevent movement of the boundary until the voids are spaced far enough apart to prevent pinning. They also indicated that recrystallization and grain growth can eliminate the voids. In this paper it is shown that voids are the major detriment to grain growth across pressure-bonded interfaces, but it is also shown that prior history, bonding pressure, bonding time, and bonding temperature are

Rolled steel, steel forgings, and steel castings in the Pacific Northwest (Washington and Oregon) are produced principally in the Seattle, Wash., and Portland, Oreg., metropolitan areas. Steel-mill products are rolled from carbon and some alloy &eels by three companies into shapes such as reinforcing bar, rods, rounds, squares, flats, and hot-rolled strips; structural shapes, - such as angles, channels, and I-beams, also are rolled. Carbon and alloy steel ingots are poured and forged at a Seattle plant into ship shafting, drive shafts, billets, slabs, bars, rings, hooks, and other items. Static, shell, investment, and centrifugal castings are produced at 19 steel foundries in a wide range of steel specifications. All Pacific Northwest steel output is based on remelting steel scrap. Local iron ore might be used in the future to supplement steel scrap as a metal source. Ore reduction would probably be achieved by methods other than the blast furnace. Current melt-shop practice and problems are basically the same in Pacific Northwest steel plants as in cold-melt shops in other parts of the country. Quality steel production is receiving more emphasis in this region with the installation of modern analytical equipment and vacuum pouring and melting facilities.

The complicated nature of the property changes that accompany age-hardening has made it necessary to reconsider and to elaborate the simple dispersion theory.l It has been apparent for some time that more direct information is needed concerning the atomic mechanism of precipitation from solid solution if the theory of age-hardening is to be developed past a purely qualitative stage.‡ Fortunately, in recent years information has been developed which allows us to trace in detail the lattice changes accompanying the process of precipitation from solid solution. This information relates chiefly to the sequence of the several stages of lattice alteration by which the matrix lattice is transformed to the equilibrium precipitate lattice, and permits reasonable inferences to he drawn concerning the states of internal strain that accompany these stages. This information is most complete for the solid solution of copper in aluminum. The equilibrium precipitate is the 0 phase, "CuAl2." This forms in plates, parallel to the {100} matrix planes. The atom pattern and atom spacing on the plane in 0 lying parallel to this plane are roughly similar to those opposite it in the matrix.3 The formation of 0, however, is preceded by the formation of a transition lattice 0': which again lies parallel to the matrix {100} plane, but in this case the matching of atom pattern and spacing across the matrix-precipitate interface is nearly periect; thus there is lattice coherency across the interface and the interface is a plane of separation in only a very limited sense.'8 Particles of 0' may be recognized microscopically and form a well-defined Wid-manstatten figure.* The 0' lattice is recognized by the occurrence of diffraction lines on powder photo-grams or of spots on Laue photograms which may be analyzed in the usual ways to determine the lattice type and the lattice spacings. Very recent research 6, 7, 1 has shown, however, that streaks occur on the Laue photogram at an earlier point in time during the aging process. During the past two years the Underground Mine Ventilation Group at PT Freeport Indonesia has undertaken to upgrade their Hygiene Laboratory. This process has included upgrading equipment for dust sampling and gas monitoring, as well as procurement of an OCEC analyzer for Diesel Particulate Matter analysis. While the laboratory equipment represents one factor, these changes have also required re-evaluation of the sampling protocols and the burden of ventilation monitoring personnel. This paper provides a review of these experiences.

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

"Microflotation, laboratory batch, and in-plant minicell continuous tests were conducted to determine if copper ions not only activate sphalerite but also depress pyrite when the minerals are together. Microflotation tests showed that pyrite recovery increased with addition of copper ions in the pH range of 5-10 when alone, but decreased when sphalerite was also present. Batch flotation tests (Red Dog ore) showed that upon addition of copper, pyrite recovery decreased significantly. The continuous tests (Louvicourt Mine) confirmed this and indicated that with excess copper pyrite recovery can increase. The results suggest there is competition for copper and xanthate in favour of sphalerite. To take advantage of this competition it may be necessary to control the sequence and rate of copper, collector, and lime addition. INTRODUCTIONFlotation, in common with all physical separations, is an imperfect process that results in misplacement of minerals. One source of this imperfection is accidental activation by contaminating metal ions. An important practical example is the misplacement of pyrite to zinc concentrates. Flotation of sphalerite generally requires activation by copper ions, added as copper sulphate. Copper ions are also used to activate pyrite [l] hence there is the suspicion that accidental activation contributes to the recovery of pyrite (Py) with the sphalerite (Sp). However, recent literature has shown that copper ions may make Py less floatable if Sp is also present. Xu et al. [2] conducted continuous minicell tests in-plant at Kidd Creek Operations (division of Falconbridge Ltd.) and showed that while the addition of copper sulphate improved zinc/iron selectivity, it did so as much by reducing the recovery of pyrite as increasing zinc recovery (Figure 1)."

In surface mining operations, truck haulage is the largest item in the operating costs, constituting 50 to 60% of the total. In order to reduce this cost, it is necessary to allocate and dispatch the trucks efficiently. This paper describes shovel and truck operation models and optimization approaches for the allocation and dispatching of trucks under various operating conditions. Closed queuing network theory is employed for the allocation of trucks and linear programming for the purpose of truck dispatching to shovels. A case study was applied for the Orhaneli Open Pit Coal Mine in Turkey. This approach would provide the capability of estimating system performance measures (mine throughput, mean number of trucks, mean waiting time, etc.) for planning purposes when the truck fleet is composed of identical trucks. A computational study is presented to show how choosing the optimum number of trucks and optimum dispatching policy affect the cost of moving material in a truck-shovel system. The management of critical resource inventories is an important productivity lever and a significant risk factor?risk in the sense that poor resource availability lends itself to disempowerment of workers, unsafe work practices, wasted spending (high unit costs),and poor quality of work (including mining waste/rework). Most underground platinum mines experience lost blasts that directly lead to reduced productivity. In most surveyed shafts, 30% of lost blasts can be attributed to shortages of critical material and/or equipment. The problem is prevalent despite the existence of conventional transitory surface and underground stores. This paper discusses the introduction of buffer stores as a complementary materials storage system in order to improve health and safety in mines as well as reduce lost blasts. Both quantitative and qualitative results have shown that buffer stores result in dramatic improvements in productivity and are readily acceptable by stakeholders. "Since mercury is chemically similar to silver, it tends to dissolve along with the silver and gold during cyanide leaching. Ultimately, mercury is recovered along with the silver as mercury/silver/gold amalgam, which requires retorting to remove the mercury prior to refining the silver and gold. A possible approach to separating mercury from silver and gold in cyanide leach solutions is to take advantage of the replacement reaction between [Hg(CN)4]2- and Ag2S, which results in precipitation of mercury as HgS while dissolving silver as [Ag(CN)2]-. Results are presented demonstrating that mercury can be removed from cyanide solutions with high effectiveness while, at the same time, recovering additional silver in solution. Initial experiments with static flasks in the laboratory showed a high degree of mercury removal could be achieved. Results using actual metallurgical plant products in bottle roll tests indicate the process works on a larger scale, but also results in significant gold losses if the solution being treated has high gold levels, such as carbon stripping pregnant eluent solution. IntroductionThe dissolution of mercury along with precious metals during cyanide leaching is a long-standing problem, which can result in significant mercury toxicity issues (Washburn, 2003). Mercury is first dissolved by the cyanide solution, and then, since it has a great deal of chemical similarity to silver, it follows silver throughout the concentration and recovery processes, ultimately being recovered as a silver/ mercury amalgam when the metal is precipitated by either the Merrill-Crowe process or by electrowinning.While it would be desirable to either prevent mercury dissolution entirely while still allowing silver dissolution, or to selectively capture mercury before the precious-metals recovery step, there is not yet an effective and economically practical approach to doing this (Grosse, 2003; Ravichandran, 2004; Misra, 1998; Pai, 2000). There are a few processes that have been proposed, such as differential adsorption. While activated carbon, as used in the carbon-in-pulp process, is not highly selective between mercury and silver (Washburn, 2003), it may be possible to achieve some separation by selective elution of the carbon to produce high-mercury and low-mercury eluates (Bunney et al., 2010). Certain synthetic resins were shown to be selective for gold but are more expensive than carbon, requiring special equipment, and have not yet been shown to be selective for mercury (Grosse, 2003). There may be potential for differential dissolution approaches, as thiosulfate leaching does not dissolve mercury sulfides as readily as it dissolves gold (Oraby et al., 2010), and it is possible that it may be similarly more selective for dissolving silver relative to mercury. Some work has also been done with selective precipitants, such as sodium polythiocarbonates (Bucknam, 2007), and 1,3-benzenediamidoethanethiol (Matlock, 2002). Common problems with these approaches include introduction of a solid:liquid separation step, reagent costs, the need to measure the mercury concentration for process control for minimizing silver losses, and regulatory requirements to retort otherwise stable mercury concentrates."

"The processing of gold ores with high silver contents can provide operational challenges, such as high cyanide consumption, retardation of gold leaching and competition during adsorption stages of carbon-in-pulp/leach/column (CIP/CIL/CIC) circuits. In particular, the silver, which is about 1.5% of the value of gold, competes with gold during carbon adsorption due to its higher concentration in many Ag-Au ores, potentially leading to gold solution losses. Fresh and partially fouled (barren and regenerated) activated carbons were evaluated at various Ag:Au ratios and total metal concentrations with regard to the adsorption kinetics and equilibrium loadings. Conventional Freundlich isotherms were found to be highly inaccurate for predicting equilibrium loadings in the competitive adsorption environment. An integrated model, which incorporates competitive adsorption kinetics with a modified competitive adsorption isotherm model has been developed and validated using plant and laboratory data. "Cobalt is regarded as technology enabling metal among the less abundant metals found in the earth crust. Electrodeposition of the metal from aqueous sulphate solutions is the preferred technology for its commercial production. Certain additives are added in the electrolytic bath during electrodeposition for the production of uniform, smooth and bright deposits of cobalt metal with higher current efficiencies and lower energy consumptions. A detailed investigation has been carried out to determine the effect of additive Sodium octyl sulphate (SOS) on the electrodeposition of cobalt. The results indicated that the additive apart from increasing the current efficiency enhanced the quality of cobalt electrodeposits. A maximum current efficiency of 98.4% was achieved at 10 mg/L SOS. The presence of SOS in the electrolytic bath did not result in any noticeable change in the crystal orientation of the cobalt electrodeposits except at higher concentrations (50 g/L) of the additive. Scanning electron micrographs indicate that smooth, compact and uniform deposits of cobalt were obtained at 10 mg/L of the additive beyond which there is detoriation in the quality of deposits. Polarisation of the cathode was seen in the presence of SOS. The effect of SOS on the electro kinetic parameters: Tafel slope (b), transfer coefficient (a) and exchange current density (I0) has also been investigated.INTRODUCTIONCobalt is recognised to be a strategic metal among the various base metals, owing to its numerous applications in various industries. Cobalt as a metal finds its use in the preparation of rechargeable batteries, as an alloying component in the manufacture of space craft and jet engines, as a drying agent for paint varnishes, ground coats for porcelain enamels and in the manufacture of the catalysts for the petroleum and chemical industries (Davis, 2000). Although there is a huge demand of the metal the supply of the metal is limited due to its scarcity in the earth crust. The metal comprises of only 0.02% of the earth’s crust for which the metal is recovered from various ores of nickel and copper as a byproduct (Hawkins, 1998). The present day techniques for cobalt production includes mostly hydrometallurgical methods which are preferred over the earlier used pryometallurgcial methods carried out for the metal production. Almost 70% of the world’s cobalt produced currently is from hydrometallurgical techniques in which electrodeposition of the metal from aqueous solutions is the final step for metal production (Verney, 1988). The most preferred route for electrodeposition of cobalt metal involves a sulphate medium (Das and Subbaiah, 1984; Lenthall and Bryson, 1997; Sharma et al., 2005)."

"A load transfer program AXPILE was developed for simulation of the loadmovement characteristics of socketed piles of the Mumbai reg ion. This program used empirical relationships for ultimate shaft resistance at pile-rock interface recommended by Zhang and Einstein (1998). According to their recommendation, ultimate shaft resistance at pile-rock interface is related to the square-root of uniaxial compressive strength of intact socket material by a parameter C, which ranges from 0.4 for smooth sockets to 0.8 for rough sockets. Results of three instrumented pile load tests were compared with the AXPILE generated results. The comparison of analytical and field estimates of the unit shaft resistance confirm the recommendations of Zhang and Einstein (1998) on the unit side shear parameter c,, which was found to be in the range of 0.35 to 0.67.INTRODUCTIONInstrumented pile load tests were carried out on the test piles at the Bandra-Worli sea link project in Mumbai city of western India. High capacity socketed piles were required to take up loads from the superstructure. Hence, in addition to the available toe resistance, an accurate measurement of the shaft resistance in socket portion was desired. The instrumented load tests incorporated Osterbergcell (0-cell) assisted by strain gauge instrumentation to estimate the shaft resistance mobilization in the socket portion.AXPILE load transfer program was developed for load-movement simulation of socketed piles (Basarkar, 2004). The load transfer algorithm based on Coyle and Reese (1966) was incorporated in this program, which used empirical correlations and functions to account for load transfer in piles through shaft and toe resistance.This paper compares the computed unit shaft resistance from the AXPILE program with the measured values recorded from the instrumented pile load test."

"The W. E. Dunkle mine, sometimes called the Costello Creek coal mine, is 8 miles N. 20° W. of Colorado Station on the Alaska Railroad. The presence of coal in this area has been known since the district was extensively pros¬pected for gold between 1911 and 1915. At that time, coal from this deposit was used by miners for blacksmithing. The increased demand for coal resulting from government defense projects in Alaska led to exploitation of this deposit in 1941.The inability of Alaska coal mines to supply the quantity of coal required by public and private consumers and by the armed forces in Alaska was responsible for establishment by the Army of the Coal Procurement Section of its Alaska Department. It proposed to investigate the deposits and to expedite production from the Alaskan coal fields. The Bureau of Mines closely cooperated in this program.The quality of the Dunkle coal and the favorable location of the deposit caused it to be one of the properties chosen for investigation under a joint Army-Bureau of Mines-Geological Survey program.During July 1943, the coal area in the immediate vicinity of Costello Creek was geologically and topographically mapped. by Clyde Wahrhaftig and Jacob Freedman, geologists, U. S. Geological Survey. F. A. Rutledge, mining engineer of the Bureau of Mines examined the property July 18 to 22, 1943, and a project of trenching, diamond drilling, and sampling was initiated on August 4, 1943. During the project Clyde Wahrhaftig remained at the Dunkle mine to interprets drill cores and assist the author in planning the explora¬tory program. The project was completed October 7, 1943.Field investigations were under the general direction of R. S. Sanford, acting chief, Alaska Branch, Mining Division. Coal analyses were made by Maurice L. Sharp, coal analyst for the Alaska Railroad.Special mention is made of the cooperation and assistance received from Clyde Wahrhaftig, geologist, U. S. Geological Survey.The many courtesies received from the owner, W. E. Dunkle, and the members of the Army Coal Procurement Section, Alaska. Department, also are acknowledged.The W. E. Dunkle coal mine is in the Broad Pass region on the south slope of the Alaska Range at an altitude of 2,800 feet (fig. 1). It is situated within the Third Judicial Division, headquarters of which is Valdez, Alaska. The area is situated approximately at latitude 63° 15' N. and longitude 149° 30' W. and is connected with the Alaska Railroad at Colorado Station by an 11-mile gravel road that is passable throughout the year. This road is maintained by the Alaska Road Commission. A private telephone line to Colorado Station connects with the telephone and telegraph service of the Alaskan Railroad.The passenger rate from Anchorage, Alaska, to Colorado station is $12.10. Freight rates are $1.60 a hundred pounds for heavy machinery and $2.66 a hundred pounds for first-class freight.The Costello Creek coal basin is in an area of low relief and has been dissected by numerous creeks flowing down the south flank of the Alaska Range. The Dunkle coal mine is on Coal Creek, a small tributary of Camp Creek, 1,000 feet from their junction. About 700 feet below this junction, Camp Creek joins Costello Creek, which in turn empties into Bull River 1/2 mile above the latter's confluence with the West Fork of the Chulitna River. "Electron spin resonance (ESR) measurements provide direct evidence for the involvement of Cr(V) in the reduction of Cr(VI)· by NAD(P)H. Addition of hydrogen peroxide (H2 O 2) to NAD(P)H-Cr(VI) reaction mixtures suppresses the Cr(V) signal and generates hydroxyl (·OH) radicals (as detected via spin trapping), suggesting that Cr(V) reacts with H2O 2 to generate the ·OH radicals. Reaction between H2O 2 and a Cr(V)·glutathione complex, and between H2O 2 and several Cr(V)-carboxylato complexes also produces ·OH radicals. These results suggest that Cr(V) complexes catalyze the generation of ·OH radicals from H2O 2, and that ·OH radicals might play a significant role in the mechanism of Cr(VI) cytotoxicity. This work was undertaken because while the reduction of Cr(VI) to lower oxidation states has been suggested as a key step in the mechanism of Cr(VI) toxicity, the reaction· mechanism is not yet clear. 1 Mutagencity has been well documented for Cr(VI) via various bacterial assays, while Cr(III) has been shown not to be mutagenic.2 • 3 Since it has been reported that compounds containing Cr(VI) do not react with isolated DNA,4 the reduction of Cr(VI) by other cellular constituents has been thought to be important in the mechanism of Cr(VI) induced DNA alteration.1·4 • 5 For cellular systems earlier studies include those on the reduction of C~(VI) by microsomes,6-8 rat liver DT-diaphorase,9 and aldehyde oxidase. 10 Regarding the reduction mechanism, Jennette used ESR spectroscopy to show that a long-lived Cr(V) complex is formed as an intermediate in the microsomal reduction of Cr(VI) in the presence of NADPH.8 She postulated that Cr(V) is the ""ultimate"" carcinogenic form of chromium compounds. This conclusion has led to many further investigations of the formation of Cr(V) in the reduction of Cr(VI) under biologically relevant conditions.11 - 19 More recently, however, it has been suggested that oxygen-derived radicals generated during the Cr(VI) reduction are the species responsible for the DNA alteration.20.2• To the best of our knowledge, however, no information is available on the generation of such radicals in the reduction of Cr(VI) under biologically relevant conditions, except some preliminary results on the glutathionyl (GS·) radical formation in the reduction of Cr(VI) by glutathione (GSH). 11 - 19 We, therefore, undertook a systematic investigation of the reaction of Cr(VI) with NAD(P)H, GSH, ix-hydroxycarboxylic acids, and H2O 2 • NADPH was chosen as a model reductant because of its ubiquitous existence inside the cells, its critical role in the enzymatic Cr(VI) reduction,1·6-9 its representation of important cellular Cr(VI) reductants, and its ability to reduce other metal ions.22 GSH was chosen as another model Cr(VI) reductant because GSH also exists inside cells, it represents another important category of cellular Cr(VI) reductants, the thiols, and it also plays an important role in the Cr(VI) toxicity .1• 1 ""- 19.i3.i4 For further clarification, we also studied the reaction of Cr(VI) with several '1'.-hydroxycarboxylic acids in the presence of H2O 2 since these acids are definitively known to reduce Cr(VJ) to form stable, isolable Cr(V).25 .2 6 The results obtained indicate that Cr(V) complexes, produced in the reduction of Cr(VJ) by cellular reductants, react with H2 O 2 to generate ·OH radicals, which might be the initiators of primary events in Cr(VI) carcinogenicity."

A method to improve the quality of Magmnt zinc concentrates to become acceptable feed to an electrolytic zinc refinery. The magnesia content of zinc concentrates produced was too high due to particle locking with the sphalerite in coarse fractions. Regrinding of the concentrates to a very fine particle size and then refloating the sphalerite was chosen to eliminate a sufficient amount of the magnesia to make the concentrates acceptable.

"The drilling mud is an essential part of the drilling process, which plays a major role in keeping safe and efficient oil and gas well drilling. In the oil industry, bentonite clay dissolved in water produces the simplest type of drilling muds. Bentonite clay contains montmorillonite particles. These particles are dispersed uniformly in water and such dispersions are used in various industrial products like paints, ceramics, pesticides and drilling muds. The bentonite clay easily dissolves in water and increases the viscosity of the water, which is one of the most important properties of a drilling mud. Bentonite has the highest swelling capacity, which is responsible for building up of the viscosity of the clay-water system. The flocculation behavior of bentonite is one of the major concerns for the performance of the water-based drilling mud in the oil and gas well drilling process. The behavior of drilling mud greatly depends upon the quality and quantity of bentonite clay, as well as the additives that are used in their formulations. In this work, a comprehensive study has been carried out to find out the effect of added polyacrylamide (PAM) polymer, surfactant, pH and salt concentrations on the dispersion/ flocculation characteristics of bentonite clay-water system. It has been observed that the increase in PAM dosage reduces the residual turbidity and improves the settling rate of the bentonite particles. The flocculation rate has also been found to be better under higher pH conditions. If the quality of bentonite is not sufficient to accomplish intended viscosity of the muds, it is essential to add certain additives to increase the viscosity and prevent aggregation of the system (Razi et al., 2013). The anionic polymer bearing sample can build up inter-particle bonds between the polymer and clay particles. The addition of various additives like, polymers control the dispersion and enhance the viscosity of the mud by controlling the flocculation of montmorillonite particles in bentonite dispersion (Heller and Keren, 2002; Mahto and Sharma, 2004)."

Although researchers have struggled to replicate Heinrich’s safety triangle findings (Heinrich 1931) for various reasons (e.g., no access to his original database and it is unclear if the database was of a single establishment/operation or for an entire industry), the occupational safety community has continued to adopt and expand the applications of this theory (e.g., McSween 2003). Within the mining industry, the potential exists for operations and companies to use concepts from the safety triangle as a way to inform or challenge the practices employed within their health and safety management systems (HSMS) to prevent incidents (Backlund 2016). This paper considers data obtained from the Mine Safety and Health Administration’s databases and demonstrates the validity of applying the safety triangle theory at the mine level. The results support the use of this theory and demonstrate that lower severity incidents can predict fatalities in a subsequent year where significant nuances and caveats to applying the theory are identified and discussed.
