The Pinto Valley, Arizona, plant of Cities Service Company is one of the newest copper producers in the United States, having started production in 1975. It is located a few miles west of Miami, Arizona, on the site of the Castle Dome Mine, a World War II operation which was shut down and its mill later moved and renamed the Copper Cities plant. The Pinto Valley concentrator uses six 18 ft (5. 5 m) diameter by 21 ft (6.4 m) long, 4000 hp, single-stage ball mills, taking crushed ore from four 7 ft (2. 13 m) standard and eight 7 ft shorthead crushers. It has a design capacity of 40,000 stpd but has higher tonnage capability for an expanded concentrator. The copper porphyry-ore is mined by two 15 yd and one 20 yd shovels (11.5 and 15.3 cu m) and is transported to the primary crusher by 150-ton trucks. The dump pocket is relatively shallow (14 ft or 4. 27 m deep); and because of the width necessary for the 150-ton trucks, it was designed to use the ore itself instead of manganese steel as an abrasion- resistant lining, although a heavy steel cap protects the dump pocket top edge. The pocket has a capacity of 300 tons of ore. Water sprays under the dumping positions direct a fog toward the truck being dumped for excellent dust control. Breaking of oversize is done by a hydraulic impact breaker mounted on a hydraulically operated articulated arm situated at the side of the dump pocket. Again because of the shallow pocket, no splitter is used to protect the spider of the 60 in. by 89 in. Traylor gyratory crusher, which is equipped with a hydroset mechanism. Crushed ore at 8 in. (203 mm) drops into the 360 st surge chamber lined with AR plate and then is fed directly to the 60 in. (1.52 m) stock- pile conveyor by an 84 in. by 20 ft (2. 13 m by 6.1 m) four-speed apron feeder at a rate of up to 4000 stph. Early in 1977, Cities Service will replace the four -speed electric drive with a hydraulic pump and motor with infinitely variable speed. They are also studying the replacement of the apron feeder with an 8 ft wide (2.44 m) belt feeder similar to those at Similkameen and Palabora. Peak crushing capacity would then be increased to 5000 stph. The AR plate in the crushed ore pocket was installed in large, rectangular sheets which required much less embedded metal to hold it in place than would the more conventional, smaller arid square pieces of cast manganese steel. For duty in the crushed ore pocket, where wear is not severe, the AR plate is a satisfactory material. The new Palabora Figure-8 crusher also uses this design.

In 1957, Charles1 first presented an analysis of a relationship between the energy expended in comminution and the extent of size reduction achieved. Subsequently, Schuhmann extended and interpreted Charles' approach to comminution. According to their analysis, the energy, E, expended in comminuting unit mass of fairly uniformly-sized material is related to the size modulus of the product, k, by where a is the distribution modulus (slope of the log-log cumulative size distribution plot) and C is a constant, which is primarily determined by properties of the solid. If there is any fundamental basis for the E vs k relationship, E must necessarily be concerned with the useful work for the size reduction process and not necessarily the work input, as discussed in detail by Harris.3 Charles and numerous other investigators tested this equation only by relating k to the grinding time, assuming expended energy to be directly proportional to time, but never directly measuring power. In our laboratories, we recently constructed a special batch ball mill with which the power could be accurately determined with torque measuring apparatus.4 With this device, a direct test of the Charles relationship could then be made for ball milling. 5 EXPERIMENTAL A stainless steel mill, 11.5 in. long and 10 in. in inside diam, lined with eight low-silhouette lifter bars, was used for these experiments. The grinding media consisted of 30 kg of single sized, 1-in. diam, stainless steel balls, which occupied about 50% of the total mill volume under static conditions. The void fraction of the static ball load was approximately 0.4, and for the dry grinding conditions used, the corresponding interstitial volume was filled when about 3300 g of the dolomite feed material was present. The 7x9 mesh dolomite used as feed was obtained as a natural, uncrushed product thus as- suring a random distribution of feed particle shapes. Charge weights of 660, 1320, 1980, 2480, 3300, 3960 and 5280 g, which correspond to 20%, 40%, 60%, 80%, l00%, 120%, and 160% of the interstitial load, respectively, were used. Grinding times of 20, 40, 60, 80, 100, 150, 200 and 300 revolutions were considered, with the mill operating at 54 rpm (approximately 60% of critical speed). The tests were made sequentially, in that the size distribution obtained after a certain grinding interval was utilized as the feed for the subsequent period of grinding. Agreement with control experiments where the mill ran continuously for the entire interval was excellent. Torque measurements were made utilizing a Baldwin-Lima-Hamilton SR-4 torque pickup in the manner that has been described previously.3 Standard wet (to obtain the -400 mesh material) and dry sieving procedures were followed using the Tyler full screen series. RESULTS The Gaudin-Schuhmann size distributions obtained in all of these experiments are characterized by distribution moduli (slopes), a, of about 0.66 and are representative of normal dry batch ball milling of a material like dolomite. THE aim of this paper is to point out the various ways in which design is taught in standard four-year mining engineering curricula in American colleges and universities; to discuss the reasons apparently justifying the great diversity of procedure that exists along this line; and to indicate possible solutions to the difficulties now attending the teaching of design. A study was made of typical four-year mining engineering curricula in 15 colleges and universities of the United States (Table I). Great diversity in content of the various design courses, if taught as described, became apparent immediately. It appeared that it might be both interesting and instructive if the cause for this colorful variety could be found. Was the cause local mining conditions, departmental individuality, or actual necessity? Study of the school catalogues revealed that the various design courses could be classified into two fairly distinct types; namely, (I) those dealing with mine equipment or structures, and (2) those dealing with underground layout of mine workings. It seemed reasonable to label the first type of course "mining design" and the second type "mine design." Some such distinction must have been in the minds of mining educators, for we find both names (i.e., mine design and mining design) used to designate the design courses included in the various mining curricula. Unhappily, the name and the apparent content of such courses do not, in all instances, conform to the classification made here, although in most instances such conformation does obtain (Table I). It is possible that in the exceptional case the method of teaching a design course, and consequently the content of it, may have been changed at some time without change in the name of the course. Apparently only 3 of the 15 schools made an effort to cover both types of design in their curricula (Table I). Two other schools did not list or describe any course of study that could with certainty be taken as a design course. Of the remain¬ing to schools, 9 gave a mining-design type of course and one gave a strictly mine-design type. Obviously, the preponderance of design courses afforded are of the mining-design type. Why? To answer this question, it is necessary to make a study of the prerequisites for the two types of design courses taught. In all schools the design courses were taught in the senior year; in eight, design was taught throughout both semesters; in two, it was taught during the first semester only; and in three it was taught during the second semester only. Consequently, excepting the last three cases noted, it is obvious that all prerequisites for a design course should be completed by the end of the junior year. PREREQUISITES What are the probable prerequisites for the different kinds of design courses as they appear to be taught? In a chloridizing roasting and cyanida-tion plant treating a manganese-silver ore, certain experiments pointed out the way to an improvement in roasting conditions by a change in the degree of crushing. The following short article is simply a description of the various changes that were necessary throughout the plant and of the results obtained. There is nothing unusual in these changes but they are of some interest in that they constitute a good many of the alterations usually resorted to in increasing production. In the beginning, the changes were brought about by an experiment that was not successful, but which clearly pointed to means of improving the operation, and is an example of the fact that often experimental work may result in failure and still be of value in arriving at correct fundamentals. This experiment also shows how far a metallurgist can get out of line in his deductions, particularly in a field with which he is not thoroughly familiar. The ore at the plant of Compania Minera Kildun y Anexas is crushed through a 13-in. gyratory, a 3-ft. standard Symons cone crusher and a set of 16 by 42-in. rolls, the latter in closed circuit with two Tyler type 400 screens. The crushed ore is then conveyed to two fine-ore bins. These provide storage and feed for two 6 by 90-ft. kiln roasters, which discharge directly to coolers. The coolers in turn discharge to a 6 by 12-ft. ball mill, where the ore is ground for cyanidation. Laboratory and pilot-plant tests previous to the mill construction had indicated that minus ¼-in. crushing was satisfactory for roasting, although results did not vary greatly with some coarser or considerably finer crushing. The plant was designed for a capacity of 300 tons per day on this basis. After a few months operation, the initial operating problems were overcome and the anticipated milling rate was reached but the results being obtained were not really good. The plant seemingly did not have much excess capacity in any department but the roasting operation was the most critically limiting factor both as to tonnage and the results obtained. If this could be improved there seemed some possibility of improving the total tonnage rate to some extent. Segregation of the calcine into various screen sizes showed that the coarser sizes were not giving the expected recoveries. In all of the laboratory and pilot-plant testing, any limiting conditions as to the percentage of salt used, temperatures, feed rates, etc., had affected the fine material more than it had the coarse, and even in making laboratory tests at this time the mill conditions could not be exactly duplicated. Further laboratory testing indicated that a segregation of the rushed Ore into a coarse and fine product for roasting might result in some improvement in roast-

THE diffusion and precipitation of carbon and nitrogen in a iron have previously been investigated using the internal friction as a measuring tool.' Most of this work has been done on rather pure iron; no effect was observed which would indicate that either of these phenomena is affected by the rather small amounts of impurity found in these samples of iron. Fastz observed, however, that both the diffusion rate and the aging properties of nitrogen in iron were sensibly changed by the addition of Vz pet Mn. The diffusion rate at a given temperature is reduced and the nucleation of nitrides is apparently changed somewhat. He observed no such changes for carbon in this alloy. Later Dijkstra and Sladek" extended these observations on nitrogen to other alloys of iron. They found that metals other than manganese also influence the behavior of nitrogen in iron; chromium, molybdenum and especially vanadium affect the diffusion and precipitation of nitrogen even more than manganese does. Their results have been verified in all essential details by this author, who finds in addition that small additions of nickel have about the same effect on the diffusion of nitrogen as the same amount of manganese. The present work was undertaken to study the effect on carbon in iron of these alloying elements. The alloys used had two sources. The material used as a "standard" (designated Fe in this paper) in the measurements was some iron supplied by J. K. Stanley, of Westinghouse Electric Corp., who reported 0.01 pct 0, as the only major impurity. He also made up an alloy of 0.26 pct Ni and one of 0.9 pct Mo using this same iron as a base. They were supplied by him in 2 lb billets, which were sawed into rods and cold formed into 0.030 in. wires for measurement. The alloys of chromium, manganese, and vanadium were prepared by the metallurgy section of the Institute for the Study of Metals, University of Chicago, by adding these metals in turn to vacuum melts of National Research Corp. iron. The small castings prepared in this way were also cold formed into 0.030 in. wires. After these wires had been prepared they were decarburized for 30 min at 730°C in wet Hz. After this treatment, no trace of carbon (as measured by internal friction) could be found. All specimens were then carburized for about 15 min at 710°C and water quenched. By this treatment the internal friction at 40°C was raised to a Q-' ~ 0.015. The diffusion of carbon in these alloys was studied by observing the shape and position of the internal friction peak at 0.9 cycles per sec. These measurements were made using a torsional pendulum in a manner described earlier.' The data are plotted in Fig. 1. It is seen that there is no apparent difference in internal friction between the various alloys. This is in marked distinction to the broadening and shift-

INTRODUCTION Sensitivity analysis is a means of gauging the impact of individual risks on a financing. Key risks can occur in three time periods: - Feasibility, engineering and construction phase; - Start up phase (usually through completion); - Operating phase (post completion). If a company has agreed to cover these risks prior to completion, then less attention will be paid to the sensitivity of the project in the first two time periods. Since the operating phase of the project generates cash for both operations and debt service and generally does not begin until two to six years after the loan is signed, it is wise to look at scenarios other than the projected "base-case" scenario in order to determine the project's capability to operate successfully under a broad range of probable future events. Lenders are compensated at a fixed spread over their borrowing base and generally are not compensated if the project is successful beyond expectation. They are also subject to the loss of principal plus funding costs if the project performs below expectation. Because of this, lenders establish sensitivities around the parameters of conservative projections developed in the project feasibility studies and the cash flows resulting from these projections. The initial cash flow projections should demonstrate the project's ability to meet cash costs, debt service requirements (principal and interest), and still have sufficient cushion to cover contingencies such as strikes, price fluctuations, force majeur situations, etc. (See Schreiber, Chapter 10). The selection of the level of sensitivity analysis to be performed is the result of both objective criteria, including probabilistic analysis applied to the technical parameters, and, of equal importance, subjective criteria applied by the analysts, especially with regard to the economic and financial parameters impacting the project cash flows. RISK SENSITIVITY Assumptions used in the cash flow projections should be realistic. Risks identified by the lenders should be identified and cash flows prepared to assess whether these project risks are acceptable. Typical project risks include the following (see also Chapter 9): - Sufficient reserves - quantity and quality - Product price - Production level - Operating costs - Availability of energy and supplies - Transportation and infrastructure requirements and costs - Interest rate - Completion risks - Tax level - Political risks - Cost over-run risks - Operator experience - Management - Technological risks - Environmental permits and risks - Foreign exchange risks - Insurance coverage - Equity of sponsors - Inflation rate - Capital expenditure during project life In order to see the effect on the cash flow projections, each risk should be analyzed for its impact on the cash flow generating capacity of the project. Sensitivities can be examined to see if the resultant cash flow projection will meet the lenders minimum credit standards. 1.Reserve Sensitivity In general, lenders will not assume the reserve risk. However, it should also be noted that lenders receive loan proposals in which reserves range anywhere from proven to possible. Sensitivities are not generally run for various reserve levels and reserve estimates are either considered acceptable or not acceptable by the lenders.

TWO analytical methods for calculating the positions of matrix and twin reflections on electron-diffraction patterns of a twinned cubic crystal have recently been published.1,2 Meieran and Richman1 considered the case of twinning on (1 12) in a bcc structure, while a more general treatment, capable of analyzing twinning on any plane in a cubic crystal, was developed by Johari and Thomas.2 The latter authors applied their general rotation matrix to both (111) twinning in face-centered crystals and {112} twinning in body-centered crystals and they derived separate expressions for these two cases. This separate treatment masks the fact that in a holosymmetric cubic crystal a (111) twin is crys-tallographically equivalent to a {112} twin.3 This is analogous to the crystallographic equivalence of rotation and reflection twins in centrosymmetric crys tals. A particularly simple example of this equivalence occurs when the two twin planes are perpendicular to each other—for example (111) and (112). Then, if twinning on (111) moves a point P to a new position P1, and twinning on (112) moves P to P2, P1 and P2 will be related to each other by a 180-deg rotation about [110]— the direction normal to both (111) and (112). Since there are diad axis axis along (110) direction in a holosymmetric cubic crys tal the two positions P1 and P2 must be crystallo-graphically equivalent. In other words if a particular pole (hk l) is in a position P1 after twinning on (Ill), then after twinning on (112) a pole of the type {hkl}—but not the particular pole (hk1)—will also be in the position P1. As a result, when only the general (as opposed to the particular) indices of poles after twinning are required, twinning on (111) gives the same results as twinning on (112). To convert the results for a (111) twin to those applicable to a (112) twin, when the particular (as opposed to the general) indices of poles after twinning are required, all that is necessary is to multiply the indices of the twin poles by the matrix for 180-deg rotation about [lie], i.e., The analytical methods suffer the disadvantage that a new set of calculations must be performed for each different diffraction pattern or, as is done in the Meieran and Richman treatment,1 a lengthy list of the location of the twin spots in reciprocal space must be prepared. All the tedious computation involved in these analytical approaches can be avoided by simply plotting, on tracing paper, a stereographic projection of a crystal twinned on say (112). By superimposing this twin stereogram on a standard (001) projection (preferably with the points and indices in a different color from those on the twin stereogram) the relative positions of both matrix and twin reflections can be determined by inspection. The Palabora ore consists of two types, a carbonatite containing a low titanium magnetite, and a foskorite containing high titanium magnetite. The latter type also contains substantial quantities of phosphate. These two ore types are separately crushed and are kept separate through copper flotation and magnetic separation, for recovery of magnetite, with the low Ti magnetite being shipped as iron ore. High phosphate tailings are pumped to Foskor, a government-owned phosphate plant nearby. The Palabora plant was originally designed in 1966 for 33, 000 tpd using two 54 in. by 74 in. Allis -Chalmers gyratories; two 7 ft (2. 13 m) standards; four 7 ft shortheads; and six grinding lines, each using one 1,200 hp rod mill and two 1,200 hp ball mills. A fifth short- head and one more grinding line were added later; and with flowsheet improvements, the capacity of the plant was increased to 59, 500 stpd. A further plant expansion involving a third 54 in. primary and two 32 ft by 15 ft (9.75 by 4.6 m) 9,000 hp autogenous mills and another flotation section will bring its capacity to 87,500 stpd in 1977. These two fully autogenous mills are constructed entirely out of doors near the primary crusher, and the ground ore will be pumped a mile to the concentrator by a five-stage pumping system. The Palabora ore is mined with 6, 10, and 12 7d (4.6, 7.6, and 9. 2 cu m) shovels and hauled to the crushers in 110 and 165 st trucks. Sixty-five ton trucks were originally used, but the crusher dump pockets were designed for larger units. Dump pockets, crushers, feeders, and take- away belts are offset in order to keep the two ore types separate. Centerlines of the crushers are only 43 ft (13. 1 m) apart; but, because of their being offset, maintenance room is ample. Initially, more carbonatite ore than foskorite was mined; but as the pit has deepened, this ratio has been reversed. The Palabora ore breaks in the pit with a large amount of oversize boulders; and, with the use of larger trucks, a splitter has been installed on one side of each dump pocket to protect the crusher spider. Smaller trucks dump on the opposite side. To accomodate the splitter, the pocket edge has been raised one meter and moved back one meter. Dust is collected through a special vent shaft between the crushers and the mantle relining area; but even so, two high-pressure water spray headers with nozzles are installed under the edge of the pocket at each dumping position. While only one truck dumps at a time, sprays from all four headers are used to suppress dust. Any leakage of water through the seal around the upper bowl of the crusher is caught by a circular trough under the seal and directed to a sump pump. At this point, there

Production of petroleum and natural .gas increased in Canada in 1940 over the previous year. Alberta produced more than 97 per cent of the total Canadian production of 8,718,053 bbl. of oil, an increase for this province of nearly 12 per cent, whereas in Ontario and New Brunswick, where the production is relatively small, there was a slight decline. In Alberta the main producing field is Turner Valley, on the eastern edge of the foothills southwest of Calgary, and development continued in this field in 1940 with the completion of 36 wells, all of which obtained production. In the Red Coulce field, close to the International Boundary, near Coutts, no new wells were drilled and the seven producing wells showed a decline of 900 bbl. below the previous year. Also, in the Wainwright field of east central Alberta, four wells, yielding heavy crude oil, produced 4000 bbl. less oil than in 1939, owing possibly rather to discontinuous operation than to actual decline in potential yield. This decline was more than offset by production from a new field 40 miles northeast of Wainwright, at Borradaile, producing oil of 14" to I 5° A.P.1. There was a small increase in production during 1940 from the Del Bonita field, in southern Alberta, where the production is from two wells. The outstanding development of the year was the completion of Standard Oil Princess No. 2 well in the Steveville area, on the Plains 100 miles east of Calgary. This well was completed late in December with an initial flow1 of 520 bbl. of 26.3" A.P,I. oil, and 12,750 M cu. ft. of gas from the upper part of the Mississippian limestone. It has opened up a new field and given a further proof of the potentialities of the Southern Plains. The production of petroleum in Canada is shown in Table I. Since most of the yield comes from Alberta, the production is shown from the various fields in Table 2. The sale value of the petroleum produced in Canada in 1940 exceeded 11.1 million dollars, which is still somewhat less than the value of the natural gas production, shown in Table 3. INTRODUCTION This method is a variation of cut-and-fill mining where either the wall rock or the vein is too unconsolidated to permit safe mining by conventional cut-and-fill methods. Basic development consists of driving a 2.4 x 2.7-m (8 x 9-ft) haulage heading laterally in the footwall side of the vein. Crosscuts are driven over to the vein at 91-m (300-ft) intervals. Then the vein, at each inter¬section, is mined out to a distance of about 9 m (30 ft ) above the track level. After the installation of an ore chute, scrams or intermediate drifts are driven in both directions along the vein. Mining then starts imme¬diately below the level bounding the upper limit of the stope. A cut varying between 3 and 4.2 m (10 and 14 ft) in depth and mined for a distance of 45.7 m (150 ft )along the strike is taken from the orepass in each direction (Fig. 1). In this mined-out void, the floor of the cut is equipped with 203 x 203-mm (8 x 8-in.) caps hitched into the wall with steel saddle hitches installed on 1.5-m (5-ft) centers. Double wood stringers, 152.4 x 152.4 mm (6 x 6 in.), are then installed on 1.2-m (4-ft) centers longitudinally down the length of the stope. Reinforc¬ing wire mesh is also placed, overlying each mat of timber. Directly above the stringers, stulls are installed from hanging wall to footwall to hold the timber in place during the sand-filling operation. Then a cement¬sand mixture in a ratio of about 1:10 weight is poured to a depth of about 2.4 m (8 ft). The entire cycle is then repeated down to the scram drift. Another variation of timbering is illustrated in Fig. 2. There is a vein width of approximately 5.5 m (18 ft) with the same unconsolidated ground conditions. The primary difference between handling this situation and the previously described undercut-and-fill method is that standard timbered sets are installed in each excavated stoping void rather than stulls. Once again the basic method is to work down the ore block from an upper timbered drift to a lower timbered drift. Cuts are taken from a timbered raise with a chute on the stope side. "INTRODUCTION Loss of life from coal-mine explosions in the United States in 1949 was the lowest in any year since before 1870. Although fatality reports from coal nines before 1910 were incomplete,' the explosion fatalities from single disasters or individual States exceeded the 1949 total in each year as far back as 1870, when the records become fragmentary. Since 1890, the only other year in which fewer than 35 were killed was 1946, with a total of 32. Figure 1 shows the total yearly fatalities from explosions in all coal mines and those in anthracite mines alone since 1870. The fatalities in bituminous coal mines were not completely reported before 1910, but enough reports were issued by major coal-producing States to compile reasonably representative figures back to 1885. Any corrections would be additions to these totals.The reason for the moderate total of 46 explosion fatalities in 1948 and the low total of 8 killed in 1949 is thought to be the serious and careful attention devoted to elimination of coal-mine explosion hazards after the disastrous explosions in 1947. The standards now being observed generally with respect to ventilation, rock-dusting, and inspections for gas are better than those found earlier in even the mines having the best reputations for safety. Exceptions are still numerous, but they are fewer, month by month, because of the pressure of Federal and State inspections and a changing conception of the hazards that should not be permitted underground. The prevailing precautions have not eliminated all ignitions of gas or dust, but they have limited propagation to small explosions and have prevented serious loss of life.The number of ignitions (14) reported for the year was less than the average (24) for the 5 years 1944-48 and only half the average for the fiscal years 1929-44. Another favorable factor is that Bureau of Mines representatives were probably in closer contact with both small and large mines in nearly all coal-mining districts. Inspectors now assigned to individual districts are better able to keep informed on the happenings and the progress of safety in their districts. In 1948, one-fourth of the explosions were in mines that employed fewer than 10 men; this condition was duplicated in 1949."

Standards in the public reporting of resources and reserves in Australia have dramatically improved since the implementation of the Australasian Code for Reporting of Mineral Resources and Ore Reserves (The JORC Code) in 1989. Whilst the JORC Code states clearly that Mineral Resources and Ore Reserves are imprecise calculations and should be treated as estimates, there is strong evidence that many people regard them as fact, including some accountants, directors, auditors and investors. Mineral Resources and Ore Reserves are key inputs in the valuation of a mining company and the determination of financial performance. Geological knowledge is the foundation upon which Mineral Resources, Ore Reserves and investment decisions are made, however this information carries with it substantial uncertainty. Case studies and company reports have established that errors derived from inadequate geological inputs have led to reduced profitability in operating mines and in extreme cases the premature closure of mine operations. Whilst there are many causes of mine closure and reduced profitability, including commodity prices and exchange rates, the cumulative effect of all geological uncertainty contributes significantly to the erosion of the credibility of mining within the investment community. There are a number of methods used to characterise and model uncertainty in Mineral Resource and Ore Reserve estimation. Empirical mining indexes, sensitivity analyses, Monte Carlo simulations and Conditional simulations are used to identify and estimate geological uncertainty, notably the quantification of uncertainty in grade and tonnage estimates. These techniques have not generally been applied to estimating geological uncertainty associated with key Ore Reserve inputs such as appropriate mining technique, equipment selection, production rate, mining dilution, stability requirements, materials handling, metallurgical processing, product quality and waste storage. New software tools are needed to model the entire mining process with all its geological and other interdependencies, enabling all uncertainties to be separately identified and estimated. By its very nature, mining involves the assumption of significant technical, financial, political, environmental and social risk. Success comes by understanding and managing these risks and consequently the mining industry will never choose to reduce the level of geological uncertainty to nil. The ultimate aim of improved identification and estimation of geological uncertainty is to quantify inputs into the Ore Reserve process, allowing a company to assess the risks and manage these accordingly. This approach is relevant to feasibility studies for new projects as well as life-of-mine planning through to the weekly schedule at existing mines.

THE interpretation of notched-bar impact results has been a matter of controversy since the introduction of more or less standard tests by Fremont,1 Charpy2 and others at the turn of the century. Many investigators3-l1 have contributed to the understanding of the significance of such tests. Several symposiums12,13 have been held with the express purpose of discussing the significance and interpretation of the impact tests. It is not the purpose of this paper to review all these contributions to the development of the knowledge on this subject, but rather to present an interpretation of notched-bar impact tests that appears to be in agreement with the available published data. Fundamentally, the interpretation discussed in this DaDer of the brittle failure of some steels in notched-bar impact test is similar to the qualitative analysis presented by Ludwik3 in the 1920's. Essentially, Ludwik stated that the function of the notch was to increase the tensile stress necessary for yielding, and that brittle failure occurred when the stress necessary for yielding exceeded the normal stress required for fracture (with no plastic de- formation). Ludwik, however, had no means of measuring this normal stress necessary for failure of a plastically* undeformed metal, therefore he could not extend his interpretation beyond the qualitative stage. Kuntze14 and recently MC- Adam15 attempted to determine the effect of deformation on the stress necessary for fracture by testing, in tension, specimens notched to various depths and angles. Because of the uncertainties in Kuntze's (and RlcAdam's) analysis of the stresses (which have been pointed out by SachsI6) and the inherent nonuniformity in the stress distribution in notched bars, the results of such investigations are difficult to interpret. A more direct method of measuring the effect of deformation on the fracture stress was suggested in previous papers17-l8 and has been utilized in the present investigation. The present paper concerns itself primarily with the behavior of notched impact specimens. The effects of strain rate, temperature, and stress distribution, which are discussed with reference to the impact specimen, apply just as well to the behavior of metal at the bases of notches in any engineering structure. All that is necessary is to determine the stress distribution in the structure at the base of the notches.

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

EDUCATION is a business; and, if the consumer is satisfied with the product, no one has any grounds for complaint. "Pretty well satisfied" about slims up the attitude of the mining industry toward the young graduates presently entering the field. Yet, with amazing regularity the controversy over the five-year curriculum recurs in educational circles. The educational mills grind out their products, some higher grade than others, depending on individual proclivity. The cycle continues almost without interruption. Arthur Taggart, however, takes his bowie knife to some of the sturdiest limbs of the tree of knowledge in his article on engineering education on page 770 of this issue. As all who know him might suspect, the pruning is not restrained. With one swing of the knife, such practically-labeled courses as Mine Design are stricken from the tree and transplanted to the field of Graduate Education. Emphasis on the basic sciences and the study of man through courses in history, economics, and literature are recommended to constitute an undergraduate curriculum. Such courses show the least depreciation and therefore give the student the most for his money. Partial justification for this dramatic departure from tradition is explained by the increasing number of companies giving training courses. Why make the student pay for what he can get paid for learning after graduation, the author argues. Other leading educators espouse this doctrine. Dean S. C. Hollister of Cornell, for the Committee on Adequacy and Standards of Engineering Education, recommended to ECPD in 1951 that emphasis be placed on the basic sciences. "Sifting back through the curriculum, it seems clear that instruction in the basic sciences, if taught in a manner such that knowledge of them makes available working tools, contributes the most sustaining part of the curriculum", reported the committee. Note that he would utilize practical problems from the fields of engineering in teaching the sciences. In our opinion the important thing to learn in college is how to think the engineering approach. Recitation on traditional solutions of classic problems sharpens the memory, not the ingenuity of the student. The engineering schools of the nation recognize the advantage of great emphasis on fundamentals, and the inclusion of cultural courses in the curriculum. However, industry presently requires graduates to have a substantial knowledge of the tools of the trade upon graduation. This means that the colleges are forced to pare to the bone to encompass the required studies in the time allotted. In addition, there is the limitation of student money. College educators also claim that entering freshmen are often improperly prepared in such subjects as writing and mathematics. These considerations make it difficult for the critic of the engineering graduate to make any headway with the educators. Actually with the mounting problems imposed by lower grade and more complex ores, a new breed of engineers is needed. The impetus for this new product must come from industry. If there was a concerted effort from industry for an improved type of engineer, the colleges would modify their aims to meet the demand for the kind of individual desired.

THERE is today no proven continuous mining machine that can be used under all the varying conditions found in most bituminous coal mines. During the last five years, however, both the machines and methods of using them have been improved. Coal operators can now exercise a fair degree of selectivity, except those who must struggle with thick and hard partings and operate in seams less than 40 in. thick. It must be realized, then, that more than one type of continuous miner may be used advantageously in the same coal mine. Although this appears to violate the standardization generally sought after, the gain can more than offset added maintenance and, to a lesser degree, operating problems. It is equally important to realize that most coal mines will require one or more conventional loader setups in the plan of total mechanization. Seam variations, adverse physical conditions, and special designs of main headings for haulage and ventilation, to name only three reasons, may render 100 pct use of continuous miners uneconomical. Of course, this situation may change. In one mine, prior to 1954, machines that ripped coal from the face achieved only average results, as compared to the impressive performance of boring-type units in another coal mine. A boring-type unit was therefore selected for the first mine in the belief that the chance of success would be greater if it were used in a combined cutting and wedging operation, cutting a full face in its forward movement. The miner was located in a part of the mine where a special projection could be readily developed, a solid area scheduled for mining according to the overall progress plan. All openings surrounding the particular area were carefully investigated for the presence of sulfur balls. Fig. 1 (opposite) shows the representative seam section, containing the several pyritic bands 1/4 to 1/2 in. thick; a characteristic Pittsburgh seam parting averaging 5 to 6 in. of slate, coal, and slate; and the occasional py-rite lenses 2 to 3 in. thick. Under normal conventional mining methods, the top 10 or 12 in. and the bottom 4 in. are left in place to offer roof protection

The correct sampling of coal and coke is becoming important to an ever increasing number of producers and consumers. This, therefore, may be an opportune moment to examine where we stand with regard to existing and proposed methods. In this paper an attempt will be made to review, as briefly as possible, some of the considerable amount of painstaking research which has been done in the last 10 years, and which has unquestionably led to a much better understanding of the subject. In so doing we shall try, on the one hand, to make clear where substantial progress has been made, and on the other hand, to draw attention to points that require further investigation. The paper is divided into sections in order to emphasize the major divisions of the subject; further, in order to retain this emphasis, detailed consideration of some of the points has been relegated to appendixes. No attempt has been made to give a complete survey of the literature, as this has already been done by L. A. Bushell.2 The following abbreviations will be used: A.E., average error; P.E., probable error; S.W.R., size-weight ratio; B.S.I., British Standards Institution. Section 1.—Cost It has often been stated that the cost of sampling should bear some relationship to the value of the product, and since coal is a relatively cheap raw material it would be a major error to specify, for ordinary commercial purposes, elaborate and costly methods of sampling which nobody would adopt. Specifications must be of such a nature that they will be used. We believe that one of the achievements of the last 10 years has been to reduce the cost of sampling. There is, however, another point to be considered; via., that the cost of sampling should bear some relationship to the value of the investigation. THE methods employed for the determination of oxides and oxygen in ferrous materials may be roughly classed in two groups, "wet" methods and "hot" methods, the first group including the iodine, electrolytic, mercuric chloride, hydrochloric acid, nitric acid, and chlorine methods; the second group including the vacuum-fusion and hydrogen-reduction methods. The wet methods depend upon preferential solubility in a selected medium to separate the metallic portion of the sample from the oxygen-containing constituents. Subsequent analysis of the insoluble residue permits the isolation and separate determination of individual oxides and compounds. The hot methods depend upon the reduction of the oxide constituents of the sample by means of carbon or hydrogen at elevated temperatures. With the exception of the recently developed fractional vacuum-fusion method, the hot methods do not identify individual oxides and compounds but yield only a single value represent-ing the sum of the oxygen contents of several or all of the oxide con-stituents present. With such diversity in the principles and. aims of the different groups, it is not surprising that concordance of results by differ-ent methods has usually been difficult to obtain. The present cooperative attempt to define more rigorously than has been possible heretofore the accuracy and limits of usefulness of the vari-ous methods, originated in correspondence between Dr. John Johnston, Director of Research of the United States Steel Corporation, and other interested metallurgists. The plan was, briefly, to submit identical samples to a number of laboratories for analysis by different methods and to collate the results of these analyses. The project was endorsed by the Iron and Steel Division of the American Institute of Mining and Metal-lurgical Engineers at the annual meeting in February, 1933, and has been conducted under the joint sponsorship of the Iron and Steel Division and the National Bureau of Standards.
